According to the agency's website, drivers transporting livestock and insects can continue to use paper logs to document their hours of service until further notice. FMCSA also noted that effected drivers do not need to carry documentation about the exemption. This decision helps reduce the lingering uncertainty about which types of haulers need to use ELDs, said Congressman Peterson. Although the Renewable Volume Obligations (RVO) in today's rule are a slight improvement from the proposed rule, Congressman Collin C. Peterson (D-Minn.) sees a missed opportunity to reallocate gallons lost due to the so-called hardship waivers. Congressman Peterson serves as one of the Co-chairs of the Congressional Biofuels Caucus. Rural communities depend on a strong RFS to boost commodity prices, and I am disappointed that this rule didn't address the billions of gallons lost due to the small refinery waivers. The small increases in the volume obligations don't compensate for the damage done by these waivers, Peterson said. Although conventional ethanol is maintained at the 15 billion gallon target set by Congress and advanced biofuel saw an uptick to 4.92 billion gallons, EPA's decision to undermine the RFS by granting controversial hardship waivers resulted in 2.25 billion gallons of biofuels lost in the marketplace. The agency could have addressed this problem today by reallocating those gallons, but chose not to act. In response to recent reports that the VA plans to withhold retroactive payments for missed or underpaid monthly housing benefits from some veterans because it would create a backlog, Sen. Smith joined 12 of her Congressional colleagues in asking the VA’s Inspector General to investigate and clarify how it will ensure full benefits are paid. Last week, a top VA benefits official told the House Veterans Affairs Committee that veterans still awaiting payments would be made whole, but he was unclear on whether the VA would pay the higher rates that went into effect in August, or the lower benefits provided previously. “The VA’s continued ambiguity about whether it will fulfill this legal requirement threatens to erode our veterans’ confidence in the VA’s ability to deliver promised care and benefits and demands close oversight and accountability,” wrote Sen. The change comes after Klobuchar, Smith, and Nolan sent a letter to Federal Emergency Management Agency (FEMA) Regional Administrator James Joseph last month urging him to reconsider the denial of FEMA disaster relief funding to Kanabec County and extend the relevant incident period to July 12, 2018, in the wake of flooding in the area. “This disaster relief is greatly needed given the extent of damage throughout Kanabec County,” the members said. “This relief is going to help communities repair the damage to roads, bridges, and critical infrastructure as well as provide support to Minnesotans so they can fully recover from the disaster and move forward with their lives.” On September 5, the President declared a major disaster as a result of the flooding that occurred across Minnesota between June 15 and July 11. The declaration authorized disaster relief for 27 counties and the Leech Lake, Red Lake, and White Earth tribal reservations. However, since the damage from the storms did not reach Kanabec County until the early morning of July 12, 2018, FEMA officials originally attributed the county’s damage to a “separate” weather event, effectively excluding the county from receiving assistance. On Tuesday, I celebrated the official opening of a new ATV trail connection near Grygla. Sportsmen in the area have long told me about the need to reconnect the state forest roads that were washed out by flooding in 2002, and I was able to negotiate with the U.S. Fish and Wildlife Service and the Minnesota DNR to make that happen. We also received some great news up North with the timely approval of Digi-Key's application for a Foreign Trade Zone (FTZ) subzone status. I worked with the company to get the Administration to expedite Digi-Key's application which will help the company and consumers alike. I have also been fighting on behalf of over 900 Minnesota farmers and landowners to reverse the Department of Agriculture's decision to put a hold on making CRP payments where revisions or corrections to contracts are pending. After talking to Secretary Perdue and following up with farmers, I have been assured that USDA headquarters will send out word shortly that the local offices will be allowed to move forward and run these contracts through the computer system. I appreciate the working relationship that I have with Secretary Perdue and the Department, and I am happy that we were able to resolve this situation for landowners and producers in Minnesota as well as surrounding states.
