Cochran and Wicker have signed a letter to Labor Secretary Thomas E. Perez that pointedly asks that the Occupational Safety and Health Administration (OSHA) cease taking regulatory actions against small farms with grain storage bins. Small farms, defined as those employing 10 or fewer workers, have been specifically exempted by Congress from such oversight since 1976. “The way the administration is going about putting OSHA on family-owned farms is unconscionable.  Congress specifically exempts small farming operations from the heavy hand of this bureaucracy.  OSHA must stop this overreach and adhere to the law,” said Cochran, ranking member of the Senate Agriculture Committee. “This is yet another example of Washington bureaucrats meddling in the lives of Americans,” Wicker said. “OSHA has no business regulating grain storage bins on family farms, and the agency should put a stop to it immediately.” Using a narrow interpretation of the congressional probation and skewed interpretation of grain bin operations, OSHA has determined that small farming operations are subject to its regulatory reach, oversight and fines.  The agency’s view of grain bin operations as distinctly separate from exempt farm operations has the potential of affecting the more than 300,000 farms in the United States that have on-farm grain storage. “In viewing a farm’s ‘grain bin operation’ as somehow distinct from its farming operation, OSHA is creating an artificial distinction in an apparent effort to circumvent the Congressional prohibition on regulating farms,” the Senators wrote.  “The use of grain bins is an integral part of farming operations.  Without grain bins, farmers must sell corn and soybeans immediately after harvest, when pric… 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z

The White House on Thursday announced that an estimated five million Americans who have lost their health insurance because of the Patient Protection and Affordable Care Act (PPACA) would be exempt from purchasing policies on government-sponsored health insurance exchanges and be allowed to buy private-sector catastrophic coverage without being penalized.  Catastrophic plans typically do not offer all of the essential health benefits recently required for coverage by the administration. The administration announced the exemption just hours before Cochran introduced the Health Insurance Accountability Act to fully repeal Obamacare if, according to the Government Accountability Office (GAO), the number of uninsured at any point after Jan. 1, 2014, is greater than the number of uninsured at the time the law was enacted in March 2010. “The President is again trying to salvage his signature achievement by twisting the law to mask its flaws.  Millions have lost their health insurance because of the Affordable Care Act and now the administration is second-guessing its own support of minimum health standards, a cornerstone of the law,” Cochran said. Just last week, Forrest emailed me to say that his family’s health care premiums increased from roughly $8,000 last year to nearly $19,000 this year. Let me repeat that. A family in Ridgeland, Miss., has seen their premiums jump from $8,000 to $19,000 a year. Not only does this limit Forrest’s ability to provide for his family, but this rate shock has also kept the Colliers from doing the things that they enjoy most. In Forrest’s words, “ObamaCare is a train wreck and is having a huge impact on working families.” He’s right. And this is not what Mississippi families were promised. The American people were promised – time and again – that working families would see a $2,500 drop in premiums. All my amendment would do is ensure that these men and women receive the same treatment as our other uniformed personnel, and are included in the furlough exemption.” As a result of defense cuts enacted as part of sequestration, military technicians with National Guard and Reserve units across the nation were placed on furlough in the last few weeks, despite the fact that all other uniformed, deployable service personnel were exempted from the same furloughs. In Mississippi alone, more than 1,400 military technicians were furloughed in early July. Palazzo introduced H.R. 1014 in March of this year to address the oversight and include military technicians in the Department of Defense furlough exemption that was announced in July 2012. The bill currently has 65 House cosponsors, and has been endorsed by the National Guard Association of the United States (NGAUS) and the Enlisted Association of the National Guard of the United States (EANGUS).
