After long congressional debates over this important bill, the overwhelming votes in the House and Senate gave a major win for all our citizens. It shows that supporting our military remains a bipartisan priority. With President Donald Trump's signature making this legislation the law of the land, America's armed forces will have what they need in 2020. The NDAA fulfills Congress's most basic responsibility to provide for the common defense by setting funding levels and priorities for the Navy, Air Force, Marines, and Army. This year's defense authorization builds on the progress of the last three years and is a strong step forward as our military comes back from the damaging Obama-era cuts and takes care of troops and their families. Wins in this NDAA The NDAA for Fiscal Year 2020 authorizes $738 billion in defense funding, consistent with recent years and below Cold War spending when measured as a percentage of the total U.S. economy. This money supports the Department of Defense's normal operations while giving a much-needed pay raise to service members. It will also help the Pentagon adapt to changing threats. Some of the most important provisions will give our Navy professionals the ships they need. These measures will authorize full funding for the LPD-31 and LHA-9, amphibious ships to be built by the experts in Mississippi, as well as three new destroyers. I have long supported these programs, especially through the SHIPS Act, which I authored and which will increase the size of America's fleet to 355 vessels, the number required to keep our country safe. Satellites and cyber weapons will also present significant challenges going forward. In 2016, then-candidate Trump promised to address these issues by creating an American Space Force. This NDAA keeps the president's promise by establishing that new service branch within the Air Force, getting America ready for launch. For the last three Christmases, my wife, Gayle, and I have invited students to make ornaments to hang on the tree in my office. This tradition started in 2017 with our state's bicentennial, when talented students and teachers turned this occasion into an educational experience to study and commemorate the Magnolia State's 200-year story. I continued this year with ornaments celebrating Mississippi's arts, crafts, history, science, technology, and the abilities of our young people. On December 6, I visited Petal High School to pick up another set of beautiful, handcrafted ornaments. They are now displayed for all of my visitors in Washington, bringing a spot of holiday cheer. They are also reminders of Mississippi's contributions to the world, its bright future, and the beauty and miracle of Christmas. Mississippi Traditions The theme for this year's decorations is Telling the Story of Mississippi From Rockets to Rock Stars and Beyond. This project provided students a chance to showcase what they love about our state, and they chose to cover an enormous amount of material. As William Faulkner once said, To understand the world, you must first understand a place like Mississippi. More than one Elvis ornament winks from the branches of the tree, and the King is joined by ornaments celebrating B.B. King, Robert Johnson, Archie Manning's #18 jersey, and the Stennis Space Center. Decorations of Mississippi crops and products like Pine-Sol and Barq's root beer recall our local industries. Clay recreations of some of Faulkner's classic works, including The Sound and the Fury, As I Lay Dying, and Absalom, Absalom! hang next to a fuzzy bear with the date November 14, 1902, when big game hunter and then-President Theodore Roosevelt refused to shoot a tied up black bear near Onward, inspiring the creation of the Teddy Bear. Hyde-Smith Championed Effort to Replace Obama-era Rule on Abortion Services WASHINGTON, D.C. U.S. Senator Cindy Hyde-Smith (R-Miss.) today praised a move by the Trump administration to finalize a rule to end a hidden surcharge within many health plans that funds elective abortion services. The U.S. Department of Health and Human Services (HHS) on Friday morning issued the final rule to overturn an Obama-era rule that permitted some Affordable Care Act (ACA) health plans to include an abortion surchargean act completely counter to congressional intent when Obamacare became law. I am grateful to President Trump and HHS Secretary Azar for taking action to overturn the Obama administration's willful misinterpretation of the law by secretly collecting a surcharge for abortion services from people who would never support abortions, Hyde-Smith said. This rule is long overdue and should ensure that Obamacare recipients are not unknowingly subsidizing abortions. The final rule, titled Patient Protection and Affordable Care Act; Exchange Program Integrity, will ensure that separate payments are required for ACA health plans that cover elective abortion services. In implementing Obamacare, the Obama administration allowed abortion fees payments with other premium paymentsin direct violation of a congressional directive that requires separate payments under ACA Section 1301. In July, Hyde-Smith and Congressman Michael Cloud (R-Texas) spearheaded a bicameral letter signed by 25 Senators and 103 Representatives that urged HHS to act swiftly to finalize the rule to end a hidden abortion surcharge. Regrettably, HHS issued the final rule after the close of the 2020 open enrollment period for Obamacare health plans. The rule will be in place for plan year 2021. The nonpartisan Congressional Budget Office estimates that it cost the American economy $8 billion in the first quarter of 2019. The economy continues what has become the longest expansion in our nation's history, unemployment is at near-record lows, and wages rise every month, particularly for low-skill workers. Tax cuts and less burdensome regulations are giving business owners the chance to expand operations and create new jobs. This progress is encouraging. It shows how free-market principles and hard work are making our country stronger. Fund America's Defense I wish I could also provide an encouraging report on this year's Congress, where important work seems mired in partisan differences. Vital legislation involving spending priorities, national defense, and trade has been cleared by congressional committees but has failed to see the light of day in the full Senate and House. Chief among our disappointments this year has been the inability to pass appropriation bills. With the beginning of the fiscal year on October 1, Congress has been compelled to enact temporary spending bills known as continuing resolutions (CRs) to keep agencies open according to last year's appropriations. This practice is wasteful for all agencies, but especially for the military. Under the current CR, the Pentagon is being forced to spend money on programs that are outdated and would be abandoned under revised plans. The Department of Defense had specified $4 billion in unnecessary procurements to cut over the next year, but cannot do so under a CR. That means that our military is now having to use taxpayer dollars to buy things it no longer needs. At the same time, new national security initiatives are having to wait. The path out of this appalling situation is clear. The Senate has already approved a defense authorization on an overwhelmingly bipartisan basis. Prices skyrocketed and people could not keep the plans or doctors they liked. Americans are right to wonder why it would be wise to double down on the mistakes of the past. Insurance Provided at Work Would End Proponents of Medicare for All should stop repeating outlandish promises. They should come to the table and engage productively. That is the only way to find a solution that would give more Americans the care they want at the time they need it from the doctors they trust. Proposals should not throw out what works about America's health-care system, including what works about Medicare. More than 600,000 Mississippians over the age of 65 rely on Medicare. Medicare for All would immediately take away options like Medicare Advantage, and it would eventually empty the U.S. Treasury.
