I am deeply concerned about the map that the committee adopted. In reflection, the current Congressional map adopted in 2011 and drawn by the Supreme Court is a fairer map. The map adopted today did not meet the criteria for compactness and unfairly gives the 2nd Congressional District a significantly larger mass of land. The 2nd Congressional District, as it currently exists, is already the largest Congressional District in Mississippi by square miles. Increasing its landmass unnecessarily is adding insult to injury. Furthermore, the map adopted today is clearly gerrymandering Hinds County in two ways. First, Precinct 16 is split between the 2nd and 3rd CD which currently is all within the 2nd CD. Secondly, the committee added four additional counties to the 2nd CD (Adams, Amite, Franklin, and Wilkinson) to continue having the Northeastern Corridor of Jackson to be in the 3rd CD. This blatant gerrymandering does not allow for a fair redistricting process, and it splits communities and counties pointlessly. The map proposed by the Mississippi State Conference NAACP is most closely aligned with the current Congressional Map that was adopted by the Mississippi Supreme Court in 2011. According to the information presented by the Standing Joint Congressional Redistricting Committee, the NAACP plan had fewer split counties and precincts than "Magnolia 1" the map adopted by the committee. The process that the Standing Joint Congressional Redistricting Committee and the Standing Joint Legislative Committee on Reapportionment and Redistricting utilized is troubling as well. Pro-life advocates believe a decision by the Supreme Court to uphold the Mississippi law would provide states with the power to impose their own limits on abortions, effectively undoing the 1973 Roe v. These schemes are carried out with intent to harm or even, at the very least, the intent to frighten the loggers who are carrying out their daily jobs. Described as a plan to help American families, it would do the exact opposite for farm families across the United States. The most concerning changes to the Tax Code include decreasing the estate tax exemption, increasing capital gains tax rates on transfers of property to heirs, and increasing taxes on appreciated assets, such as farmland, which has increased in value very significantly in recent years. These misguided proposals fail to take into consideration the fact that farmers in general are highly vulnerable to these types of tax changes, as land and equipment comprise most of the farmer's net worth. If enacted, these tax provisions would strongly discourage and make it more difficult for our next generation to get into farming. The provisions would create significant hurdles from a financial perspective, to say the least. With the average age of U.S. farmers being nearly 60 years old, do we really want to force surviving spouses or heirs to sell half of the farm they inherited simply to continue farming the land that has been passed down for generations? Family farms are the backbone of American agriculture. Roughly 98 percent of all U.S. farms are family owned and operated. Whether you like large family farming operations or not, they account for 44 percent of total U.S. farm production annually. That is a staggering figure, given that American farmers contributed $136 billion to the U.S. gross domestic product in 2019. These people who put food on our table and clothes on our back do not need to go out of business because they are being taxed at every turn, punished for their achievements and sacrifices. In 1941, the 18-year-old Calhoun City resident was inducted into the U.S. Army Air Forces. Five months later, Mr. Gann and his comrades, charged with protecting the Bataan Peninsula, were fiercely attacked by the Imperial Japanese Army. After months of battle, with rapidly dwindling supplies, they were forced to surrender. On March 8, 1942, Mr. Gann was among approximately 76,000 American and Filipino troops forced to walk some 65 miles without adequate food, water, or shelter from the heat. The soldiers who survived the experience endured torture and starvation in Prisoner of War (POW) camps. Mr. Gann was a POW for 3.5 years, where he was forced to work in coal mines. He managed to survive the experience and eventually settled in Booneville, marrying Juanita Goddard in 1949. Throughout his life, he was plagued by his war experiences and wounds he suffered in battle and as a POW. In his later years, Mr. Gann lived in Chattanooga, Tennessee, until he passed away on October 14, 1980. In January, Debbie Stolz, Mr. Gann's daughter, began an effort to acquire military medals that her father earned, but never received. Her journey began with the Booneville Veterans of Foreign Wars (VFW) George Robert Mitchell Post 4877 and came to fruition with Congressman Kelly in the lead. "Mr. Gann was a war hero," Rep. Kelly said. "It is unimaginable what he endured, but he did so in the name of liberty. Freedom is not free. The price is paid with the blood of great Patriots who will always be remembered for their service." During a gathering of family, friends, and members of the community at the Booneville VFW, Rep.
