Senator John Hoeven, chairman of the Senate Agriculture Appropriations Committee, today brought together North Dakota producers, agriculture leaders and officials from the Farm Service Agency (FSA) to discuss the additional disaster assistance he secured for farmers impacted by severe weather. Hoeven advanced the measures as part of the Fiscal Year (FY) 2020 Agriculture Appropriations legislation that was passed and signed into law last week. Specifically, Hoeven ensured the legislation: Provides $1.5 billion in disaster assistance, which is being reprogrammed from unspent FY2017 disaster funding. This funding is in addition to the $3 billion in disaster assistance approved by Congress in May. Requires the Secretary of Agriculture to make disaster payments to eligible sugar cooperatives. Expands program eligibility to cover quality losses, in addition to production losses. Clarifies eligible disaster events by including losses related to excess moisture and D3 drought. With everything our farmers are working to overcome, this additional $1.5 billion in disaster assistance is an important step in providing certainty and helping them maintain their operations, said Hoeven. Our efforts in the Agriculture Appropriations bill were all about ensuring there was enough funding in place to help our farmers recover. Further, we worked to provide broad enough coverage to help producers with the wide range of challenges they face, from excessive moisture affecting grains to sugar beets frozen in the ground. FY2020 Agriculture Priorities In addition to the disaster provisions, Hoeven worked to ensure the bill funds important risk management tools and agriculture prog… | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

For these young people and many others, insulin is not an option; it is a necessity, said Senator Cramer.Thank you to them and their families for sharing their stories and for discussing the progress we've made together. I encourage them to stay involved with similar groups and continue working on this important issue. TheGold Vial Projectis a social media campaign which uses gold vials to highlight the rising cost of insulin. They use the slogan, "insulin is worth its weight in gold, but should not cost as much." As the JDRF North Dakota 2019 Children's Congress Delegate, Danika traveled to Washington in July andmet with Senator Cramerto discuss ways to ensure access to quality, affordable health care. In theappropriations package passed last week, Congress included multiple bills led by Senator Cramer to address the high price of insulin, such as the Protecting Access to Biosimilars Act and the Affordable Insulin Approvals Now Act. The legislation aligns with a resolution passed by the North Dakota legislature calling for a solution to the unwanted calls, as well as the Federal Communications Commission's (FCC) actions earlier this year to stop illegal calls, including a proposal encouraging telecommunications companies to block unwanted calls by default. The bill has now passed both the House and the Senate and will go to the president to be signed into law. This legislation will better enable the FCC to take effective action against illegal robocalls while also promoting technology to help ensure calls are legitimate, said Hoeven. These calls go beyond mere annoyance, with offenders attempting to scam and defraud people in North Dakota and across our nation. Our bill provides important tools to address this widespread issue, and we will continue working with the administration to make sure consumers are adequately protected. While most businesses that use prerecorded messages and automated dialing systems are legitimate, many robocalls are scams and are intended to defraud the recipient. The Federal Trade Commission (FTC) received 4.5 million complaints regarding robocalls in 2017. In order to help combat this issue, the TRACED Act would: Increase the FCC's maximum penalty for those who intentionally violate telemarketing restrictions to $10,000 per call, up from $1,500. Extend the window for the FCC to take civil action against offenders. Promote call aut… | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

Specifically, the bill would: Make the data more granular. Include more state, local and tribal government data. Establish a challenge process to ensure the accuracy of data provided by Internet Service Providers (ISPs). Allow the public to provide information about the availability of broadband. Hoeven previously led the state's congressional delegation in urging FCC Chairman Ajit Pai to advance similar reforms. The senator also raised this issue during a roundtable with Pai in North Dakota this September. If our nation is going to continue to lead in technology development, then we need robust infrastructure like broadband to handle the demands of this data-intensive industry, said Hoeven. Improving the FCC's maps will help prevent gaps in access to quality broadband services. That will be important as we continue to build out this infrastructure across North Dakota, including in rural areas to support the adoption of precision agriculture. Rural Broadband & Precision Agriculture This legislation comes as part of Hoeven's efforts as chairman of the Senate Agriculture Appropriations Committee to advance the deployment of rural broadband, which will support the state's technology sector, the third wave in its economic growth, as well as the implementation of precision agriculture. To this end, Hoeven has secured more than $1.6 billion across fiscal years 2018-2020 for the ReConnect Program, a rural … | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

Hoeven joined a bicameral group inurgingthe administration to finalize this change and bring the plans into compliance with the law, which requires that insurance companies providing such coverage must collect and deposit a separate premium payment. Hoeven was also able to secure provisions requiring the Secretary of Agriculture to make disaster payments for eligible sugar growers and expanded program eligibility to cover quality losses for qualifying crops. Our producers are facing real challenges right now, which is why this additional $1.5 billion in disaster assistance funding is vital, said Hoeven. Our farmers and ranchers need relief given the unprecedented weather they've endured this year. Not only that, but we were also able to secure provisions making sure that our sugar producers are eligible for disaster assistance, as well as to cover quality losses for other crops. DISASTER ASSISTANCE Specifically, Hoeven secured the following disaster provisions in the FY2020 Agriculture Appropriations bill: $1.5 billion in disaster assistance, which is being reprogrammed from unspent Fiscal Year 2017 disaster funding. This funding is in addition to the $3 billion in disaster funding approved earlier this year. Requiring the secretary to make disaster payments to eligible sugar cooperatives. Expands loss coverage by authorizing USDA to cover quality losses, in addition to production losses. Clarifies eligible disaster events by including losses related to excess moisture and D3 drought. Since President Donald Trump signed the agreement with Mexico and Canada over a year ago, Hoeven has repeatedly made the case for approval of USMCA. Given the challenges facing our farmers and ranchers, House passage of USMCA is an important step forward, said Hoeven. While the USMCA had to start in the House, and the agreement was held up there for too long, we're glad USMCA is finally making its way to the U.S. Senate. USMCA will provide much needed certainty for our agriculture, energy and other industries and we will now work to approve the agreement as quickly as possible in the Senate. According to the International Trade Commission, USMCA will increase U.S. agricultural and food exports to Canada and Mexico by $2.2 billion when fully implemented. The senator worked to ensure that the USMCA benefits North Dakota producers by: Eliminating Canada's Downgrade of U.S. Wheat: Hoeven worked to ensure that USMCA eliminates Canada's automatic downgrade of imported U.S. wheat to feed grade to help make certain that grading standards and services are non-discriminatory. Additionally, USMCA: Expands access to the Canadian market for U.S. poultry, eggs and dairy and eliminates Canada's Class 6 and 7 dairy program. Requires 75 percent of auto content to be produced in North America in order to be exempt from tariffs, up from 62.5 percent. Makes needed modernizations on intellectual property, digital trade and financial services. -###- Print Email Tweet … | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

We worked to secure important priorities for North Dakota and the nation as part of this funding legislation, including $1.5 billion in disaster assistance for farmers and ranchers, strong support for our military, improved health care for veterans and flood protection for the Red River Valley, Hoeven said. The overall discretionary spending level is $90 billion below the discretionary spending level a decade ago. The bill also repealed health care taxes and extended important tax credits for biodiesel and short-line rail to grow our economy. At the same time we need to do more to reduce both discretionary and mandatory spending and to address our debt and deficit. That means finding a way to get back to regular order and considering appropriations bills one at a time, which is the best way to find savings. We have a strong economy right now due to the tax and regulatory relief we've passed, with unemployment at 3.5 percent, the lowest in five decades, and nominal wage growth at or above 3 percent for the past 16 months, the highest it's been since the Great Recession. We need to continue to do more to build our economy and provide growth and opportunities for our people. -###- Print Email Tweet Previous Article | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

Senator Cramer presented the findings of his review, which focused on the construction of physical barriers along the southern border,in a letterto President Donald J. Trump. Over the past five months I have spent many hours with officials from the USACE, the Department of Homeland Security (DHS), the Army, and SASC, discussing the border wall procurement process and reviewing procurement documents,Senator Cramer wrote to President Trump. As a result of this investigation, I have compiled the attached findings and recommendations for your review. I appreciate your attention to these issues that threaten the security of our southern border. In the letter, Senator Cramer detailed four key findings: The USACE's procurement process fails to foster competition, particularly when it comes to price and schedule. The USACE set up a procurement process that disfavors new entrants and innovators. DHS has abdicated authority for the border wall to the USACE, creating a situation in which those who patrol the wall have little say in its speed and manner of construction. The USACE failed to meet the most basic standards of good faith cooperationin satisfying the Senator's requests for information. The Administrationmust continue to work to drain the swamp and ensure our country is not run by unelected bureaucrats who, empowered by the media, obstructthe President'sagenda. With each point in his findings, SenatorCramer included detailed examples of his findings and recommendations for how to improve the process. Click here to read the full letter. While a maiden speech one year into a term may seem odd to some, began Senator Cramer,I appreciate the opportunity to reflect on the past year and to create a clear vision for the future. In his remarks, Senator Cramer discussed his faith, family, upbringing, committee assignments, and the importance of being accessible to the people he serves. What I have learned most from my time in public service is how important the people are, said Senator Cramer. The individual and collective wisdom of the people of North Dakota is not something to be taken for granted nor wasted. In outlining his vision for serving in the Senate, Senator Cramer vowed to take on the bureaucracyby working to create a government more focused on helping people and less consumed with defending the arbitrary processes they themselves create. Call it whatever you want: the deep state, misguided but well-intentioned public servants, orpower hungry civil employees. But I will call it as it is: an unelected, unaccountable bureaucracy that has codified corruption, said Senator Cramer. They have turned their own interpretation of guidelines into infallible law, placing the creation and implementation of their policies and processes above the needs of the American people. Before his speech began, Senator Cramer was introduced by fellow North Dakota Senator John Hoeven. I am grateful to Senator Hoeven, said Senator Cramer. He is a skilled, accomplished leader who works tirelessly on behalf of North Dakota. He is a great friend and a great mentor. Cramer Op-Ed: Three Ways to Apply Trump’s Executive Order on Regulatory Abuse | 2019-12-17 | 2019 | 2019-12 | Republican | House | ND | Kevin Cramer | C001096 | www.cramer.senate.gov | legacy | Three Ways to Apply Trump's Executive Order on Regulatory Abuse By Senator Kevin Cramer Breitbart News 12.15.19 Recently, as Democrats and the media obsessedover the impeachment circus, President Donald Trump continueddeliveringforthe American people bysigningan executive order to combat bureaucratic abuse and hold federal agencies accountable. As the president said, We are reforming the bureaucracy to make it lean, responsive, and accountable. And we are ensuring our laws are enforcedfairly. I applaud himforthis important work and fulfilling his promise to deliver a better government which serves the American people, not itself. Throughout my time in public service, I have seen unaccountable bureaucrats attempt to nullify elections by resisting the policies and priorities of elected leaders. As the president pointed out, federal agencies for decades have issued thousands of pages of so-called guidance documents: regulations written by unaccountable bureaucrats in the form of commentary on how rules should be interpreted. Bureaucrats interpret these documents as if they are law when, in reality, they have never received a vote or been scrutinized by the public. That is not how the Founders intended our government to be run. As federal departments and agencies begin to implement President Trump's orders, I would like to highlight three examples that deserve action. The first example is the U.S. Army Corps of Engineers' (USACE) Water Supply Rule. Over 10 years ago- without noticing it to the public- the USACE issued a memo to establish new policy regarding easements to support water storage agreements. This is an important issue to North Dakotans and states across the nation, but this new commentary-turned-guidance transformed into a de-facto policy and an attack on states' water rights. The Corps then proposed a rule solidifying this policy despite the outcry from stakeholders. Fortunately, after I led a bipartisan letter to the Administration, Assistant Secretary RD James and Army Secretary Ryan McCarthy placed a… | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

Hoeven worked to advance important priorities for North Dakota in the legislation including: A 3.1 percent pay raise for servicemembers, the largest increase in nearly a decade. A provision requiring the Air Force and National Nuclear Security Administration (NNSA) to regularly report on progress in developing a new ICBM and replacing its warhead. Hoeven's legislation will help ensure the replacement for the Minuteman III remains on schedule. The Air Traffic Controller (ATC) Hiring Reform Act of 2019, bipartisan legislation Hoeven introduced with Senator Jeanne Shaheen (D-N.H.) that enables the FAA to prioritize the hiring of veterans and graduates of FAA Certified Collegiate Training Initiative (CTI) schools. The University of North Dakota was one of the first CTI schools in the nation, so the legislation benefits UND's Air Traffic Control program and its graduates. Authorized funding for upgrades to the B-52, including the procurement of new engines, as well as for the Global Hawk and its Battlefield Airborne Communications Node (BACN) payload. This is critical legislation for our servicemembers, providing them with better pay and supporting their good work in defense of our nation, including the UAS and nuclear missions in North Dakota, Hoeven said. Moreover, the bill includes my legislation to address the ATC shortage by reforming the FAA's hiring process and allowing the agency to rely more on institutions like UND. Ultimately, this legislation is all about making our nation safer and more secure. … | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

The Allied victory in this battle helped make possible the final defeat and surrender of Germany in May 1945. The bravery shown by these soldiers changed the course of history forever, saidSenator Cramer. We could not have won the war without the heroism of the troops who led us into battle and those who paid the ultimate price. Our resolution honors their legacy and reminds us to be thankful to those who fight to keep America free. I am proud that my colleagues have come together to pass this resolution that honors the 75th anniversary of the Battle of the Bulge, said Senator Manchin. The Battle of the Bulge was the largest and bloodiest single battle fought by the United States in World War II and proved decisive in turning the tide against the Nazi regime. I hope this remembrance helps to teach our children about the American qualities of resilience, perseverance, and ingenuity that helped our military overcome great odds and a surprise attack by the Germans in the middle of winter. Not surprisingly, many West Virginians took part in this battle, including James Aubrey' Stewart from Piedmont who we honor as one of the 11 African American soldiers of the 333rd Field Artillery Battalion massacred along with The Wereth 11.' WASHINGTON Senator John Hoeven, chairman of the Senate Agriculture Appropriations Committee, today announced that he has secured an additional $1.5 billion in disaster funding to help agriculture producers impacted by severe weather. The senator also secured a provision requiring the Secretary of Agriculture to make disaster payments to eligible sugar growers and expanded program eligibility to cover quality losses for qualifying crops. We secured another $1.5 billion in disaster assistance for our farmers and ranchers in the Agriculture Appropriations bill. Armstrong released the following statement on the vote: The Democrats have cloaked this impeachment proceeding as a somber, serious process they regret having to advance. But their actions show that this was nothing more than partisan politics at its worst. They hate this president and have been focused on impeachment since the day he was elected. The articles of impeachment approved by the Judiciary Committee do not allege a single crime. Instead, the Democrats are attempting to remove a duly elected president who received 63 million votes with an ambiguous abuse of power claim. This is a sad day for our country. As Chairman Nadler said last year, If you're serious about removing a president from office, what you're really doing is overturning the result of the last election.' The Democratic majority is attempting to overturn the last election less than 11 months before the next one. That is the true abuse of power. Senators John Hoeven and Kevin Cramer and Congressman Kelly Armstrong today urged President Trump to approve the State of North Dakota's request for a presidential major disaster declaration due to fall flooding and the early snowstorm. In a letter to the Administration, the delegation wrote in support of the state's request for a presidential declaration, which would make assistance available under the Federal Emergency Management Agency (FEMA). Thank you for your continued support of North Dakotans as the State has faced numerous weather-related disasters this year. We write in support of the State of North Dakota's request for a presidential disaster declaration due to heavy rain and snowfall that occurred in the fall and created extensive flooding in central and eastern North Dakota, the delegation wrote. Earlier this fall, the delegation helped secure a secretarial disaster designation from U.S. Department of Agriculture (USDA) Secretary Sonny Perdue for 47 North Dakota counties. This designation made producers in this counties automatically eligible for disaster assistance under USDA's Wildfire and Hurricane Indemnity Program Plus (WHIP+). We write in support of the State of North Dakota's request for a presidential disaster declaration due to heavy rain and snowfall that occurred in the fall and created extensive flooding in central and eastern North Dakota. Thank you for your consideration. As the result of significant fall flooding, on October 11, 2019, and October 21, 2019, North Dakota Governor Doug Burgum took steps to activate the North Dakota State Emergency Operations Plan and declare a statewide emergency. As you are likely aware, on November 8, 2019, Secretary Perdue approved the State's request for a secretarial disaster designation for 47 counties in North Dakota. I did not used to be paranoid, but I have come to the point where the ability for institutions to secure that much data especially with such a broad application concerns me,said Senator Cramer. Senator Cramer's comments were made regarding the Consolidated Audit Trail (CAT), a real-time tracking system the SEC is developing to enhance its ability to monitor the markets by capturing information related to securities quotes and orders. I agree with your concern, responded Chairman Clayton. The fundamental question is not what data would we like to have, but what data do we need to do the job. The senators introduced the legislation to: Help address the shortage of qualified air traffic controllers. Ensure the Federal Aviation Administration (FAA) is able to hire more qualified veterans and graduates of ATC training programs, including at the University of North Dakota (UND). The legislation would enable the FAA to prioritize the hiring of veterans and graduates of FAA Certified Collegiate Training Initiative (CTI) schools, like UND. It also removes the current 10 percent hiring pool limitation to ensure that the FAA can hire enough air traffic controllers to maintain the safest skies in the world. Our nation is facing a real shortage of air traffic controllers, which undermines the safety and efficiency of our air transportation system. Our legislation will help address this shortage, and at the same time, enable the FAA to hire more qualified air traffic controllers from UND's Air Traffic Control program, said Senator Hoeven. CTI graduates, from UND and other schools, and veterans have a proven track record, and the limitation on hiring from these two groups unnecessarily leaves ATC positions unfilled. We appreciate our colleagues for working with us to include our bill in the defense authorization legislation, which will allow us to cut this red tape and ensure the FAA can hire the most qualified candidates. Among other things, the agreement will require China to ramp up its purchases of U.S. agricultural products and in return, the U.S. will not impose 15 percent duties scheduled for December 15. Hoeven spoke with U.S. Trade Representative (USTR) Robert Lighthizer earlier this week to discuss the progress on trade negotiations with China and outline the need to get the U.S.-Mexico-Canada Agreement (USMCA) in place as soon as possible. The senator also also received a briefing from USTR today. Hoeven has repeatedly made the case for restoring agriculture sales for crops like soybeans, which China is buying from other markets, and to reduce non-tariff barriers on agriculture products like beef. Under the agreement, which is expected to be signed in early January, China committed to increase purchases of U.S. agriculture goods to $40-50 billion in 2020 and 2021, including crops like soybeans and wheat, but also beef, pork and dairy. The agriculture purchases are part of an overall commitment by China to increase purchases of all U.S. goods over a 2017 baseline by $200 billion over the next two years. Moving this phase-one trade deal forward with China is very important for our economy, especially for our farmers and ranchers, as it includes additional purchases of U.S. agriculture products as well as reduced tariffs, said Hoeven. It suffocates innovation and development, and it could keep dozens of life-saving prescription drugs from entering the market in the next decade. There is an alternative. H.R. 19, the Lower Costs, More Cures Act, is a package of bipartisan proposals that would lower out-of-pocket costs, encourage new cures, and increase price transparency and accountability measures. The Lower Costs, More Cures Act is what the House should be voting on, not Speaker Pelosi's partisan bill that has no chance of becoming law. Speaker Pelosi has abandoned bipartisan efforts to reduce drug prices: Instead of allowing a vote on the bills that earned unanimous support in committees, House Speaker Nancy Pelosi (D-Calif.) is holding a Thursday vote on a drug pricing bill supported only by Democrats, the Washington Post reported earlier this week. In May, a Washington Post headline read, Democrats are putting a political pothole in the way of bipartisan drug pricing bills. The report said that Speaker Pelosi's move to tack on unrelated measures had alienate[d] Republicans, who hold the Senate and the White House. The Lower Costs, More Cures Act (H.R. 19) was recently introduced by Congressman Greg Walden (R, Ore.), Congresswoman Virginia Foxx (R, N.C.), and Congressman Doug Collins (R, Ga.). The bill includes policy that has previous bipartisan support. Read more about the bill here. The perpetual easements and wetlands determinations under the FWS impose tremendous uncertainty on producers and do not have an adequate appeals process, said Hoeven. We made the cost and challenges of this approach clear to Secretary Bernhardt during his recent visit to North Dakota, and we will work with Director Skipwith in her new role to provide much-needed relief from these burdens to our farmers and ranchers. Hoeven has been working to advance regulatory relief for farmers and ranchers impacted by wetlands easements under the FWS. The extreme weather in North Dakota has caused several challenges for our producers, said Senator Cramer.I thank Secretary Perdue and Under Secretary Northey for recognizing this and making it easier for the agriculture community to apply for the resources they need. According to USDA, the Market Facilitation Program is part of a relief strategy to support American agricultural producers while the Administration continues to work on free, fair, and reciprocal trade deals to open more markets to help American farmers compete globally. MFP payments are aimed at assisting farmers suffering from damage due to unjustified trade retaliation by foreign nations. The Dairy Margin Coverage program, says USDA, offers reasonably priced protection to dairy producers when the difference between the all-milk price and the average feed cost (the margin) falls below a certain dollar amount selected by the producer. The chairmen were joined by Minn-Dak Farmers Cooperative CEO Kurt Wickstrom at a meeting with U.S. Department of Agriculture (USDA) Under Secretary Bill Northey to outline the challenges facing sugarbeet growers. The leaders made the case for providing disaster assistance to sugar producers who face substantial losses after severe weather prevented them from harvesting their crop. Current disaster programs do not account for the budgeting constraints and unique structure of cooperatives, which is why Hoeven and Peterson are working with USDA to secure disaster assistance. Our meeting continues our efforts to provide disaster assistance to producers impacted by the severe weather that prevented them from harvesting crops, said Hoeven. Given the unique challenges facing our sugar producers who were forced to leave their crop in the ground due to the late rain and early snow, we again made the case to USDA to provide them with much-needed disaster assistance. This meeting is another step in finding assistance for those producers facing losses for sugar beets left in the ground. Undersecretary Northey has surveyed the conditions farmers in Minnesota faced during harvest and knows firsthand what our producers are facing. As chairman of the Senate Agriculture Appropriations Committee, Hoeven worked to secure a second round of trade assistance under MFP and ensure coverage for all Title I crops, including soybeans, wheat, corn, canola and others. Further, the senator worked to replenish the program's funding through the recent appropriations extensions passed by Congress. Additionally, USDA is extending the deadline for the Dairy Margin Coverage program to December 20 for the 2020 calendar year. Farmers have been overburdened in recent months with challenging weather, crops left in the field and trying to dry their grain after excessive moisture, said Hoeven. This added flexibility will help give them adequate time to sign up for the second round of MFP payments. This trade assistance is one of the tools that we've advanced to help producers overcome these difficult times, and we appreciate the USDA for working with us to ensure farmers can benefit from this program. Hoeven has been working to support producers as they weather the challenges of natural disasters and trade uncertainty. To this end, Hoeven has sought to: Secure adisaster designationfrom the USDA for 47 North Dakota counties. They are impeaching President Trump on charges they can't prove, in the fastest impeachment proceeding in modern history, and without the Judiciary Committee hearing from a single fact witness. They are using an ambiguous abuse of power charge because they have failed to prove an underlying crime. And because they can't meet the burden of proof for anything specific, they have decided to use all of it. This violates every standard of proof. This goes against our American sense of fundamental fairness and due process. The obstruction of Congress charge is baseless. President Trump has a legal right to object to subpoenas and it is the courts' role to rule in those cases. Democrats refuse to wait for the third branch of government to weigh in. In no other proceeding in the country would using a valid legal recourse lead to more charges against you, but that's exactly what Democrats are doing with President Trump. The House and Senate NDAA negotiators were able to reconcile the two different bills: the hyper-partisan House bill and the very bipartisan Senate bill. They came together, with the strength of the Senate bill being key to this. I am grateful for the hard work that was put into it. Passing this NDAA means improving the livelihood of our troops, continuing nuclear modernization efforts, and creating a Space Force. This bill aligns with our national security needs and reflects North Dakota's priorities, and I am pleased with the work we accomplished on the Armed Services Committee. I support this agreement, urge my colleagues to do the same, and look forward to the President signing it. ### | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

Over the past year, Hoeven has been advocating for the House to take action on the agreement which, according to the International Trade Commission, will increase U.S. agricultural and food exports to Canada and Mexico by $2.2 billion when fully implemented. After being held up for more than a year in the House, it is time that House leadership moves this agreement quickly and gets it over to the Senate, said Hoeven. With our farmers and ranchers challenged by severe weather and unjustified retaliatory tariffs, USMCA will provide important certainty regarding our two biggest trading partners and significant benefits for U.S. agriculture. Now that the House has agreed to advance USMCA, Congress should move quickly to get it in place for the good of our country. The senator worked to ensure that the USMCA benefits North Dakota producers by: Eliminating Canada's Downgrade of U.S. Wheat: Hoeven advocated for USMCA to eliminate Canada's automatic downgrade of imported U.S. wheat to feed grade to help make certain that grading standards and services are non-discriminatory. Additionally, USMCA: Expands access to the Canadian market for other U.S. agriculture products like poultry, eggs and dairy and eliminates Canada's Class 6 and 7 dairy program.

Among other things, the senator urged Dickson to ensure the FAA cooperates on beyond-visual-line-of-sight (BVLOS) unmanned flights in North Dakota, including in the Red River Valley's UAS Super Corridor and using the statewide sensor network that is currently being developed. This builds on Hoeven's efforts to secure waivers for the state's Integration Pilot Program (IPP), Xcel Energy and General Atomics to conduct a broader range of BVLOS activities. Hoeven also invited Dickson to North Dakota to see firsthand the state's efforts to safely integrate UAS into the national airspace. The FAA is an important partner in our efforts to support North Dakota's aviation industry, both manned and unmanned, said Hoeven. I had a good meeting with Administrator Dickson about our efforts in North Dakota to serve as the nation's proving ground for UAS. Our state is writing the rules of the road for unmanned aircraft, and we look forward to showing him these efforts in person. Additionally, we discussed the importance of continued investment by the FAA in our state's airports. These are both priorities that will help ensure a robust and growing economy for our state. The Senators introduced theRural Veterans Travel Enhancement Act of 2019today, which will expand successful initiatives that provide veterans living in rural areas transportation services and reimbursement for their travel to the Department of Veterans Affairs (VA) medical facilities and Vet Centers. The bill will also develop a national protocol for administering medical exams for volunteer drivers, clarifying requirements and streamlining the certification process. Not only do these initiatives ease the burden for veterans traveling lengthy distances for care, but they have proven to save taxpayer dollars and reduce the number of missed medical appointments at VA. All veterans deserve the same access to quality health care, regardless of whether they live in Big Sandy or the Big Apple, said Tester, Ranking Member of the Senate Veterans' Affairs Committee. Our bill expands creative and successful initiatives that are helping rural veterans get to their doctor appointments on time, no matter the distance. I look forward to working with Republicans and Democrats to make sure every veteran has access to the care they have earned. Veterans deserve nothing less than the best health care our country has to offer, but offering them quality care does them no good if they are unable to travel to receive those services, said Senator Cramer. These actions will improve regulatory certainty and remove unnecessary obstacles to projects aiming to improve the reliability, efficiency, and safety of facilities while maintaining air quality standards. Senator John Hoeven today marked a demolition and groundbreaking for the development of Monterey and Brighton Place, a new affordable senior housing facility in West Fargo. The site is being built with the assistance of more than $2.5 million in federal funding and financing, including investment tax credits, which were used to leverage more than $15.5 million in private investment. It will include two, four-story apartment buildings consisting of 78 one-bedroom apartments and six two-bedroom apartments, which will be made more affordable for residents through the use of federal housing vouchers. Twenty percent of the units will be reserved for residents that require assistance to live independently. This project will expand the affordable housing available in the region, while providing a higher quality of living and updated facilities for low-income seniors, said Hoeven. These kinds of efforts highlight the importance of partnering the public and private sector, using federal funding through tax credits, low-cost loans and grants to bring more private dollars into a project, while also making the rentals more affordable for low-income residents with vouchers that we fund through HUD. This approach helps bring great projects to fruition, ensuring robust investment in housing and delivering a good value to taxpayers. Hoeven serves as a member of the Senate Transportation, Housing and Urban Development Appropriations Committee, where he has worked to advance programs that supported the project's construction and will help ensure the property remains affordable for residents. Producers across North Dakota have faced real challenges this harvest and we're doing all we can to provide much-needed relief, said Hoeven. Many of our sugar growers were forced to leave their crop in the ground due to the late season rainfall and early snow. We had Under Secretary Northey here earlier this month to see firsthand what our producers are up against and we continue working with him to secure disaster assistance for our sugar growers, and to get aid out to all the impacted producers. Senator John Hoeven today addressed the North Dakota Association of Soil Conservation District's annual meeting, where he outlined his work to secure disaster and trade assistance for producers as well as his efforts to ensure the conservation title under the 2018 Farm Bill is implemented in a farmer-friendly way. Trade and Disaster Assistance Hoeven has been working as chairman of the Senate Agriculture Appropriations Committee to support producers as they weather the challenges of natural disasters and trade uncertainty. To this end, Hoeven has sought to: Secure a disaster designation from the U.S. Department of Agriculture (USDA) for 47 North Dakota counties. Provide disaster funding through the Wildfire and Hurricane Indemnity Program Plus (WHIP+) to help cover crop losses. Hoeven recently made the case to USDA Under Secretary Bill Northey to provide assistance to sugar growers who were unable to harvest their crop due to severe weather. Peterson (D, Minn.), chairman of the House Committee on Agriculture, and Rep. Kelly Armstrong (R, N.D.) reintroduced the Promoting Rural Exports Act this week in the House of Representatives. The bill creates a Rural Export Center, which will help rural businesses access international markets and work to increase their exports. Peterson, long representing Western Minnesota, and Armstrong, representing North Dakota, have seen the hurdles rural businesses face in accessing international markets. The creation ofa Rural Export Center within the U.S. Commercial Service will help these businesses across the 7thDistrict of Minnesota and North Dakota, as well as rural communities across the country, increase their exports and grow their businesses. Our agriculture and manufacturing sectors depend on strong export markets to grow and support good paying jobs in rural communities, Peterson said. At a time when our businesses face significant trade upheaval, the bipartisan creation of Rural Export Center will give rural manufacturers, farmers and businesses additional resources to sell their products more effectively to foreign markets and create another avenue of certainty for rural businesses. The Rural Export Center will help rural businesses find the data and tools they need to reach international markets with their products, Armstrong said. With the right resources, rural businesses will compete on a global scale while creating jobs right here at home. This bill is a win for small businesses and rural communities. Key Provisions of the Promoting Rural Exports Act: Directs the Assistant Secretary of Commerce to establish a Rural Export Center at the U.S. Commercial Service to help rural businesses export their products; Requires the Rural Export Center to be centrally located and not in a major metropolitan area; Directs the Rural Export Center to provide customized market research services to help rural businesses target their exports; Directs the Rural Export Center to conduct strategic … | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

This bill provides practical reforms to the nation's nuclear waste management policy, ensuring the federal government fulfills its legal obligation to dispose of spent nuclear fuel and high-level waste. Nuclear is an excellent source of reliable energy in America, and our largest source of carbon-free energy. But our lack of long-term strategy for dealing with nuclear waste is untenable, said Senator Cramer. This legislation advances responsible nuclear waste management, an important issue for our region and for all states who want to help responsibly provide their constituents access to reliable, carbon-free energy. I urge my colleagues to join us in leading this effort. If we're serious about reducing carbon emissions in a meaningful way, we need to get serious about dealing with nuclear waste. Nuclear power is America's largest source of carbon-free energy, but it leaves left over spent fuel. Right now, that nuclear waste and high-level radioactive material is being stored in 39 different states, said Chairman Barrasso. This legislation will advance the safety review of the Yucca Mountain facility. It also takes important steps to strengthen the nation's nuclear waste management program. The House of Representatives has advanced abipartisan bill out of committee. I look forward to gaining similar bipartisan support in the Senate. Today's call follows Under Secretary Northey's visit to Red River Valley, where he saw firsthand the impacts of the wet fall and the early snowstorm. This has been an unprecedented year of challenges in farm country and we're working to do all we can to support our producers, said Hoeven. Sugar growers in the Red River Valley left 118,000 acres of sugarbeets unharvested a full one third of their total acreage. Given these extraordinary circumstances, we're urging USDA to provide disaster assistance to sugar cooperatives, along with our other producers. A tough harvest season has challenged sugarbeet growers more than anyone would have anticipated, said Peterson. The Under Secretary had the chance to meet with these farmers personally, and I hope that helped him see the dire situation they're in. We're committed to working with USDA to find a way to see they have access to help. As chairman of the Agriculture Appropriations Committee, Hoeven worked to secure a disaster designation from USDA for 47 North Dakota counties and to provide disaster funding through the Wildfire and Hurricane Indemnity Program Plus (WHIP+) to help cover crop losses. Peterson led the Minnesota delegation in requesting a similar designation for affected counties in that state, which is still awaiting approval at USDA. -###- … | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

Cramer, NDDOT Praise Repeal of Highway Funding Rescission | 2019-11-21 | 2019 | 2019-11 | Republican | House | ND | Kevin Cramer | C001096 | www.cramer.senate.gov | legacy | WASHINGTON U.S. Senator and Senate Environment and Public Works (EPW) Committee member Kevin Cramer (R-ND) issued the following statement today regarding Congress voting to repeal the $7.6 billion rescission in federal-aid for the Highway Program scheduled for July 1, 2020: I appreciate Congress preserving these investments as we work to pass legislation for improving our nation's infrastructure. Without today's repeal, this rescission would harm states, slow the economy, and cost us American jobs. North Dakota alone would lose over $14 million in funds for improving our local infrastructure. With this behind us, we can continue working to move our bipartisan highway reauthorization bill forward. North Dakota Department of Transportation (NDDOT) Director William T. Panos also offered support for this action by Congress. The North Dakota DOT appreciates Senator Cramer's leadership and perseverance to reverse the Rescission of $7.6 billion of contract authority that was proposed to be taken back from states on July 1, 2020,said NDDOT Director Panos.Through his leadership, it saved North Dakota $14.4 million that can now be invested in transportation projects across the state. This repeal was included in the one-month Continuing Resolution (CR) passed by Congress today. Senator Cramer is a cosponsor of a standalone measure to repeal this rescission and has voted multiple times through his seat on the EPW Committee to move the legislation forward. ### | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

We need to get full-year funding bills in place, instead of continuing to rely on extensions, said Hoeven. Our colleagues across the aisle need to work with us to advance full-year bills instead of continuing to block full-year funding for our military and other priorities. In the meantime, this funding extension enables us to continue to provide vital assistance to our agriculture producers and includes a measure I supported to prevent the loss of highway funding. Hoeven worked to ensure the legislation supported continued trade and disaster assistance for agriculture producers and other priorities, including: Replenishing the Commodity Credit Corporation (CCC), which ensures that trade assistance payments under the Market Facilitation Program (MFP) are not blocked or delayed. Preventing the rescission of $7.6 billion of unobligated federal highway funds under the FAST Act. Hoeven cosponsored legislation to repeal this rescission, ensuring states can benefit from this transportation infrastructure funding. -###- Print Email Tweet Previous Article | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

The senator cited the November World Agriculture Supply and Demand (WASDE), which shows sugar stocks are more than adequate to meet domestic needs. Our sugar growers are facing extreme harvest challenges this season, with many Midwest growers having to leave their crop in the fields due to the late season rainfall and early snow, said Hoeven. USDA should avoid taking any premature actions, like prematurely increasing sugar imports, which will only compound the challenges facing sugar growers. Hoeven made the case in a letter to USDA Secretary Sonny Perdue. The full text of the letter is below: We write today to express concern over the U.S. Department of Agriculture's recent announcement regarding the nation's sugar supply. We urge the Department to avoid taking premature action that would harm American sugar producers. An increase in supplies outside of the normal December adjustment to the 2017 Mexican suspension agreements could hurt famers who have already faced significant challenges this year. Across the country, U.S. sugarbeet and sugarcane growers have experienced harvest challenges. In the upper Midwest, growers have abandoned entire fields due to extreme late season rainfall and excessive early snow. And recent freezing temperatures and cold weather may impact harvest for sugarcane growers in the south. Despite these difficulties, U.S. sugar supply remains sufficient to meet market demand because beet harvest has just ended and cane harvest is in full swing. Cramer in the Washington Times: Congress should put aside political theatrics and fix our nation's infrastructure | 2019-11-20 | 2019 | 2019-11 | Republican | House | ND | Kevin Cramer | C001096 | www.cramer.senate.gov | legacy | By Senator Kevin Cramer Washington Times 11.19.19 Every day, members ofCongressseem to be increasingly consumed with the Washington Beltway's latest gossip or manufactured controversy. While these often consume media coverage or become the talk of the town, these issues are not why the American people sent us to Washington. They did so to work on their behalf and make progress. One of those issues is improving our nation's infrastructure. I believe, even in these divided times, infrastructure reform is possible. Why? Because it addresses the real needs of Americans in every state across the country. As evidence, I worked with my colleagues on the Senate Environment and Public Works (EPW) Committee to pass the largest highway reauthorization bill in history, and we did so unanimously. Turning this legislation into law would be a huge win for my state of North Dakota, where our economic success is reliant on getting our energy, agricultural and other products to market. Our legislation maintains the current funding formula that ensures North Dakota receives steady funding and flexibility to prioritize our transportation needs. As the bill was being written, I reached out to city, county and state leaders asking for their input. They expressed their desire for a highway bill reauthorization that works best for our state, and their priorities are reflected in the bill our committee passed. I appreciate the feedback and priorities they provided, and I submitted their input into the Congressional Record to ensure their voices were heard. On top of all of that, our highway bill grows the economy, enhances roads and bridges, eliminates burdensome regulations and invests in tribal lands. Those aren't Democratic or Republican priorities. They are American priorities. With the backing of the President and a strong bipartisan majority in Committee, I hope to seeCongressmove this legislation quickly. Building upon that success, EPW has already begun working to compile the Water Resources Development Act (WRDA). This biannual … | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

This is an important issue to me and my family, and I am dedicated to promoting policies ensuring a safeguard for victims of domestic abuse, said Senator Cramer. This version of theViolence Against Women Actprovides funding for programs aimed at preventing domestic violence and supportingvictims, and it includes important measures to address these issues in rural areas and on tribal lands. I thank Senator Ernst for her leadership, and I urge my colleagues to join us in supporting it. As a survivor and someone who worked at a victim's shelter during my time in college, I have a clear understanding of how vital it is for survivors to have resources and support in what can be some of the darkest times of their lives, said Senator Joni Ernst. Reauthorizing VAWA shouldn't be a partisan issuewe should be putting the wellbeing of women and children of sexual and domestic violence first. That's what this bill does; it's a practical solution that focuses on survivors, not politics. Our bill will dramatically increase resources for survivors, punish abusers, and provide greater support for our rural communities in Iowa and across the country. I'm optimistic that my colleaguesRepublican and Democratwill join me in getting this vitally important bill signed into law. This version of VAWA includes important legislation previously introduced by Senator Cramer and fellow senators, includingthe CREEPS Act, which gives federal agencies the authority to remove an employee convicted of sexual assault or found to have committed such an offense while employed by the federal government.
