Kuster joined a bipartisan majority of Republicans and Democrats in supporting the package, which passed the House today by a vote of 316 to 113. “Today, I was proud to join Democrats and Republicans to provide economic security for New Hampshire families and small businesses,” said Congresswoman Kuster. “This marks a big win for Granite Staters, and advances the very priorities I am fighting for every day. I’m committed to protecting our national security, creating good jobs and economic opportunity, making college more affordable for working families, ensuring our veterans receive the services they need and deserve, and combatting the opioid epidemic devastating New Hampshire communities.” The bipartisan “omnibus” budget agreement to fund the government provides crucial funding increases to programs that support students at every level, from early childhood to post-secondary education. The maximum Pell Grant award was increased to $5,915. In addition, funding for the TRIO program, which supports low-income and disadvantaged students, was increased. A member of the Higher Education Caucus and the TRIO Caucus, Kuster has long advocated for measures to make college more affordable for students and families. The package also reauthorizes and increases funding for the Land and Water Conservation Fund, important for New Hampshire’s conservation community’s efforts to protect our public spaces and ensure access to clean water and healthy forests. And it provides additional funding to prevent and fight forest fires, alleviating strains caused by the diversion of money from conservation programs. The agreement also protects our men and women in uniform, and ensures they receive the services they need and deserve when they return home. Additional funding is provided for research into trau… | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z
| http://kuster.house.gov/media-center/press-releases/kuster-applauds-grant-to-strengthen-new-hampshire-s-sexual-assault | Kuster Applauds Grant to Strengthen New Hampshires Sexual Assault Prosecutions | 2015-12-15 | 2015 | 2015-12 | Democrat | House | NH | Ann Kuster | K000382 | kuster.house.gov | legacy | Washington, DC Today, Congresswoman Annie Kuster (NH-02) applauded the announcement that the New Hampshire Department of Justice has been awarded nearly $400,000 to strengthen the justice systems response to sexual violence. The grant, awarded by the Office on Violence Against Women at the Department of Justice, will enable the New Hampshire Department of Justice to evaluate best practices as well as strengthen collaboration between law enforcement agencies, sexual assault victim services providers, and medical forensic services providers. In the aftermath of sexual assault, it can be incredibly daunting and difficult for survivors to seek justice for the traumas that they experienced, said Congresswoman Kuster. This funding gives New Hampshires Department of Justice a special opportunity to evaluate and strengthen the current practices for sexual assault prosecution so that offenders are held accountable and victims are delivered the justice they deserve. Kuster has long been a champion for victims of sexual violence. Last year, Kusterworked across the aisle to help introduce legislation to address the issue of campus sexual assault. The bipartisanCampus Accountability and Safety Actaims to address sexual assaults on college and university campuses by protecting and empowering students, strengthening accountability and transparency for institutions and establishing stiff penalties for non-compliance with the legislations new standards for training, data and best practices. In 2013, she successfully fought to include in the FY 2014 National Defense Authorization Act a measure providing whistleblower protections for service members who report sexual assaults. ### | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z | ||
| http://kuster.house.gov/media-center/press-releases/thousands-of-granite-staters-join-congresswoman-kuster-during-latest | Thousands of Granite Staters Join Congresswoman Kuster during latest Telephone Town Hall | 2015-12-10 | 2015 | 2015-12 | Democrat | House | NH | Ann Kuster | K000382 | kuster.house.gov | legacy | Washington, DC Last night, Congresswoman Annie Kuster (NH-02) hosted a telephone town hall, her ninth since taking office. Congresswoman Kuster was joined by thousands of constituents, who were given the opportunity to speak directly with the Congresswoman about their priorities as well as how Congress can best support them and address the most pressing issues facing them today. During the call, Kuster took questions from her constituents and discussed her work to support Granite State veterans, hold the VA accountable, and combat the growing opioid epidemic, among other issues. Second District residents were encouraged to join the call to share their thoughts directly with the Congresswoman, and Kuster heard from Granite Staters on a variety of issues, including families seeking help for loved ones suffering from addiction, veterans seeking job placement services, and individuals concerned with the proposed Northeast Energy Direct pipeline project. Last nights telephone town hall was a wonderful opportunity to hear directly from my constituents about the issues facing them, as well as to hear what they think Congress should focus on in the coming year, said Congresswoman Kuster. As we reflect on the past year and look ahead to 2016, this is an important time to identify the initiatives and issues to prioritize moving forward. These town halls are a special way for me to let my constituents know what Ive been working on in Congress and to hear how I can best serve Granite State residents. I thank everyone who took part in last nights telephone town hall and shared their thoughts, which I will take with me as I fight on behalf of New Hampshire in Congress. This is the ninth telephone town hall Kuster has hosted since taking office. She routinely holds roundtables, forums, and in-person meetings in the district in order to ensure the thoughts and concerns of her constituents are heard, so she can fight for their best interests in Washington. ### | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z | ||
| http://kuster.house.gov/media-center/press-releases/kuster-applauds-passage-of-bipartisan-bill-to-fix-no-child-left-behind | Kuster Applauds Passage of Bipartisan Bill to Fix No Child Left Behind | 2015-12-09 | 2015 | 2015-12 | Democrat | House | NH | Ann Kuster | K000382 | kuster.house.gov | legacy | Washington, DC Today, Congresswoman Annie Kuster (NH-02) applauded the Senates passage of the Every Student Succeeds Act (ESSA), which will reauthorize the Elementary and Secondary Education Act of 1965 (ESEA). The ESEA was first enacted in 1965 as the primary source of federal funding for K-12 education, and was most recently reauthorized in 2001 with the No Child Left Behind Act (NCLB). NCLB expired in 2007. On December 2, Kuster joined a bipartisan majority of her House colleagues in voting in favor of the ESSA when it passed the House by a vote of 359 to 64. I am so pleased to see that the Senate has approved the final conference version of the ESSA, which will rectify many of the flawed provisions implemented during the well-intentioned but failed No Child Left Behind Act, Kuster said. Since coming to Congress, I have heard from so many New Hampshire educators and parents about the need to fix these misguided standards. While the ESSA is not perfect, it represents a genuine bipartisan compromise, and I look forward to continuing to hear from students, parents, teachers, and school leaders as these important reforms are implemented. I have consistently advocated for an education system that meets the needs of all students, takes steps to address inequality, and empowers parents, teachers, and school leadersthose who know students bestto be active participants in educational decision making. Education and innovation are vital engines of a successful economy, and students in the Granite State and throughout the country need and deserve access to quality schools. We must ensure that all students receive a comprehensive, well-rounded education, and this legislation takes important steps toward that goal. ### | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z | ||

Ocker as the new director of the Manchester VA Medical Center. Ocker assumes the position after serving as the acting director of the Medical center for the past seven months. I applaud the Department of Veterans Affairs decision to appoint Danielle Ocker as the Manchester VA Medical Centers newest Director. Danielle has distinguished herself as a leader within the VA throughout her 30 years of service within the organization, and I am confident that she will continue to lead the Medical Center well in this new role. With a background in both clinical and administrative leadership, Danielle understands the compassion and dedication that this position demands. I know that Danielle will continue to serve Granite State veterans well in this new capacity at the helm of the Medical Center. ### | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

The changes include the addition of a hearing in Colebrook, New Hampshire. Congresswoman Kuster has long advocated for an open and transparent review process that allows residents in the North Country to express their views on the Northern Pass project. I commend the Department of Energy for extending the public comment period regarding the Northern Pass Transmission Line project, and for including an additional public hearing in Colebrook, said Congresswoman Kuster. Ensuring that my constituents have sufficient opportunities to review and comment on this project has been a top priority of mine, and the hearing in Colebrook will provide residents in Coos County with a convenient forum to make their voices heard. ### | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

Kuster was joined by leadership from the Franklin Police Department for a briefing on how the heroin epidemic is affecting the city of Franklin, as well as how state and local law enforcement and Congress can best work together to combat the growing epidemic. As the opioid epidemic in New Hampshire has grown, our law enforcement officials have been faced with the formidable challenge of cracking down on the individuals trafficking these lethal drugs while serving as the first responders to an increasing number of overdoses, said Congresswoman Kuster. It is clear that this is not a problem that we can arrest our way out of. The Franklin Police Department, like so many other local departments across the state, has does an incredible job rising to this challenge, responding to this epidemic with incredible compassion and resolve. As I continue to promote legislation in Congress to help end opioid abuse, I will take with me what I heard today from Chief Goldstein and his colleagues to ensure that our local police departments and first responders are adequately supported in this fight. During her visit, Kuster received a briefing from Mayor Ken Merrifield and Police Chief David Goldstein as well as some of the Departments lead detectives and officers to discuss their latest efforts to increase awareness, to support prevention efforts, and to meet the needs of Franklins residents affected by opioid abuse. Franklin has been one of the communities hit hardest by the opioid epidemic in central New Hampshire, and has experienced a marked rise in calls relating to opioid abuse. Kuster has prioritized efforts to address the opioid crisis across the state by convening events on substance use disorders and by prioritizing the issue at a federal level through her work… | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z
| http://kuster.house.gov/media-center/press-releases/kuster-applauds-passage-of-long-term-transportation-bill | Kuster Applauds Passage of Long-Term Transportation Bill | 2015-12-03 | 2015 | 2015-12 | Democrat | House | NH | Ann Kuster | K000382 | kuster.house.gov | legacy | Washington, DC Today, Congresswoman Annie Kuster (NH-02) released the following statement about the passage of H.R 22, the Fixing Americas Surface Transportation (FAST) Act, which passed the House by a vote of 359 to 66. "Since taking office, Ive continually advocated for smart, pro-growth transportation policies to develop the infrastructure we need to compete in the 21st Century. Unfortunately, for more than a year, Congress has moved from one short-term authorization of our highway programs to the next, harming the ability of states to plan new projects and putting jobs at risk. Today I was pleased to join a strong bipartisan majority of my colleagues to vote for a long-term, five-year transportation authorization that will boost overall funding and give planners the certainty they need to undertake large-scale infrastructure projects to drive economic growth and create jobs. This legislation includes important funding for the Federal Transit Administrations New Starts program which supports the construction of public transportation systems and is a critical funding source for expanding passenger rail in the Northeast. The FAST Act also provides $6.3 billion in funding for the National Freight Program, which aims to increase the economic competitiveness, efficiency and productivity of our nations vast freight network as well as $200 million to help commuter railroad companies install Positive Train Control technology that will reduce collisions and improve passenger safety. I was disappointed, however, that this legislation did not utilize a dedicated funding source to pay for all five years that the bill authorizes. The FAST Act uses $70 billion in an array offsets from elsewhere in the federal budget to pay for the first three years of the bill, while the remaining two years are not paid for. I am a strong supporter of efforts to utilize revenue from international tax reform to fund our highway programs over the next several years and I look forward to working with my colleagues on a bipartisan basis to ens… | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z | ||

Todays announcement by the Department of Defense that women will now be eligible to serve in all military combat jobs marks the beginning of an exciting new chapter in our history, said Congresswoman Kuster. With this development, any American who meets the rigorous standards of combat arms specialties will have an equal opportunity serve and defend our great nation. I am proud that by opening up these combat roles to any qualified man or woman, we can ensure that gender will no longer be a discriminating factor when serving in the Armed Forces. | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

Kuster: Kinder Morgan Pipeline is a bad deal for New Hampshire | 2015-12-01 | 2015 | 2015-12 | Democrat | House | NH | Ann Kuster | K000382 | kuster.house.gov | legacy | Dear Friends, As the Representative for New Hampshires Second District, it is my responsibility to look out for the best interests of my constituents. This is a responsibility that I do not take lightly. Over the past year and a half, I have been engaging in a deliberative process regarding the Northeast Energy Direct Pipeline (NED), a natural gas project that proposes to build a 70-mile pipeline that would cut through 17 New Hampshire towns. As I have assessed the project, I have met and spoken on countless occasions with Kinder Morgan officials, representatives from the Federal Energy Regulatory Commission (FERC), local business and community leaders, energy policy experts, constituent stakeholders, and residents from affected communities. It is important to me that I hear directly from my constituents, and that is why I chose to visit many of the critical sites along the proposed route of the NED Pipeline. Based on what I have seen, heard and learned about the proposed pipeline, I do not believe this project serves the best interests of the Granite State and its residents. My extensive research on NED has led me to find ways to leverage the voices of my constituents to impact Kinder Morgans pre-filing process with FERC. I have signed onto eight letters with the full New Hampshire delegation to extend the comment period, hold additional open houses in the impacted communities, and voice other concerns from our constituents. Additionally, I have sent several letters of my own to express my concerns about the proposed NED route. Most recently, I led colleagues representing four New England states in signing a letter to FERC requesting a regional assessment of energy projects to analyze regional need and prevent overbuild given other proposed energy infrastructure projects currently under consideration in New England. This regional assessment has been important to me because New England shares an electricity grid, and we all feel the impact of losing energy sources and adding new ones. Furthermore, the cost of the… | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

Today, Representatives Frank Guinta and Annie Kuster, New Hampshires two U.S. House delegates, held the first Congressional briefing of their new Bipartisan Task Force to Combat the Heroin Epidemic, which they created in October. It seems everyone in New Hampshire has a personal story to tell about the devastating effect of heroin on our communities. said Rep. Guinta. Rep. Kuster and I organized todays event to share some of those stories and the latest news and information from federal agencies. Im pleased to report real progress, as well as greater public awareness. But we still have a long way to go to solve a rapidly advancing health crisis. At a U.S. Capitol auditorium, they brought together personnel from the Drug Enforcement Agency (DEA), Office of National Drug Control Policy (ONDP), Centers for Disease Control and Prevention (CDC), the National Institutes of Health (NIH) and Substance Abuse and Mental Health Services Administration (SAMSHA) federal agencies responsible for the countrys response to a growing heroin epidemic, which claims at least one life in the United States every day, according to Dr. Wilson Compton, Director of NIHs Institute on Drug Abuse. Todays briefing was an important step towards establishing lasting solutions to end this terrible epidemic, said Rep. Kuster. I continue to see the impacts of this heartbreaking epidemic as I meet with affected communities and families across my district. And in conversations with colleagues, I know that this is a nation-wide epidemic. Conversations like the ones between our panelists today are vital, and I look forward to continuing this collective effort to make a real difference in the lives of those struggling with addiction and their families. Fentanyl, a legal, synthetic opiate frequently manufactured illegally and combined with heroin, was the primary topic of discussion. Agency personnel said that, because coroners rarely test for common fentanyl, which is up to 50 times more powerful that its opiate cousin, the synthetic … | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

The six Representatives received in-country updates on security, political transitions, and counter-terrorism initiatives. Congresswoman Kusters six-day oversight trip included extensive briefings from senior military officials in both countries, as well as updates from the U.S. Ambassador to Afghanistan P. Michael McKinley and Dr. Abdullah Abdullah, the Chief Executive of Afghanistan. The delegation met with members of the armed forces serving at Bagram Airfield, Camp Integrity, and Camp Arifjan. I was honored to spend Thanksgiving with our troops in Afghanistan, Kuster said. Americans should be proud of the dedication and commitment of our soldiers, sailors, airmen and Marines who are working with the Afghan National Army to combat terrorism and bring stability to the region. Our Granite State troops are crucial to the mission and I am dedicated to supporting their efforts and to bringing them home safely. Kuster was joined on the bipartisan trip by Representatives Mike Coffman (CO-6), Phil Roe (TN-1), Ralph Abraham (LA-5), Beto ORourke (TX-16), and Mark Takano (CA-41). The PROMISE Act Promoting Responsible Opioid Management and Incorporating Medical Expertise Act aims to stop the rising incidences of opioid addiction among veterans. The legislation, introduced by Rep. Gus Bilirakis (FL-12) with support from Republicans and Democrats, requires the Department of Defense and the Department of Veterans Affairs to jointly update clinical practice guidelines for management of opioid therapy for chronic pain within one year; ensures VA opioid prescribers have education and training; requires the use of existing opioid therapy risk reporting tools; increases the availability of counter overdose medication within the VA; enhances the management of the Opioid Therapy for Chronic Pain Working Group; and improves patient advocacy in the VA through community meetings, improved outreach, and a report on the Patient Advocacy Program. Additionally, the bill establishes a commission to examine an evidence-based therapy treatment model used by the VA for mental health conditions, as well as the potential benefits of complementary alternative medicines and treatments available in non-VA settings in the community. The legislation would also conduct an audit to evaluate the furnishing of benefits and health care to veterans and their families. I hear every day from communities across New Hampshire being devastated by heroin and prescription drug abuse addiction. Far too many of our veterans are battling opioid addiction, and it brings me great heartache to watch families struggling to care for loved ones in need of help, said Congresswoman Kuster. We must do more to stop this epidemic and enact real reforms. Thats why Im pleased to co-sponsor the PROMISE Act, which aims to work with DOD and the VA to better manage opioid use among veterans and ensure those prescribing medications have the proper training. America stands with our French allies as they bring the perpetrators to justice. The forum brought together Salem High students, administrators and a panel of key stakeholders to discuss college affordability, including reducing the cost of college courses, postsecondary scholarship programs, and Pell Grants and Perkins Loans. Higher education should be affordable and accessible to every family in New Hampshire and across the country. Today, I was thrilled to bring together such an array of wonderful statewide leaders and experts, as well as staff and students from Salem High School, for this important discussion, said Congresswoman Kuster. Together, we were able to learn about how we can continue to make access to postsecondary education and the completion of a higher degree realities for our Granite State students and their families. A strong advocate for affordable housing, Kuster announced legislation she is developing to help address the challenges facing residents receiving rental assistance through the U.S. Department of Agriculture-Rural Development program. In New Hampshire and all across the country, affordable housing is an essential part of our community, Kuster said. It not only provides our friends and neighbors a place to live and raise their families, but it serves as the foundation for economic development. The stories I heard during todays roundtable truly illustrate how affordable housing can help our hardworking families get ahead, but without federal funds, many of these programs are threatened and these families livelihoods are put in jeopardy. I am proud to be working on legislation that will help support rural housing programs, and I urge my colleagues in Congress to come together and support federal affordable housing programs across the board. Kuster was joined at the roundtable by representatives from USDA-Rural Development, the N.H. Housing Finance Authority, Housing Action NH, the towns of Peterborough, Jaffrey and Milford, and other local and state agencies. During the discussion, participants shared their thoughts on Kusters legislation, which would ensure that certain residents receiving USDA rural housing assistance are able to maintain rental assistance even if the mortgage on the property in which they live matures. Today, we come together to offer our most sincere gratitude to our nations brave veterans, who have sacrificed so much to protect our freedom and keep our nation safe. As the daughter of a World War II veteran, I have great respect and appreciation for the courage and dedication of the men and women of our Armed Forces. Today and every day, our thoughts and prayers are with those weve lost, our veterans, active duty service members, and their families and friends. I thank each of you for your unwavering patriotism and dedication to your country and your countrymen and women. As a member of the House Veterans Affairs Committee, I will continue to work each day to serve all those who have served us so valiantly. Our veterans have made incredible sacrifices in honor of their nation. It is a debt we can never repay, but it is essential that we provide them with the care and support they so richly deserve. On this Veterans Day, and every day, we give thanks for their service and all they have done, and continue to do, to protect this great nation. ### | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

As a member of the House Veterans Affairs Committee and the daughter of a veteran, I take great pride in working on behalf of the brave men and women who serve our country, said Congresswoman Kuster. Small businesses make up the backbone of New Hampshires economy, and our veterans play a critical role in driving our businesses forward. We must do all that we can to ensure that our veterans are finding the jobs that give them the opportunity to utilize their skills and support their families when they return home. Todays conversation was a wonderful opportunity to bring together employment specialists, veterans, and business owners to discuss the challenges facing veterans in the Granite State workforce today, and I look forward to bringing the feedback I heard today with me back to Congress, where I will continue to fight to ensure our veterans have the resources and opportunities they need to succeed in todays economy. During the roundtable, held at Harbor Homes in Nashua, local veterans and advocates shared their thoughts and concerns, and updated Kuster on efforts that are currently underway to support the employment of veterans in New Hampshire. Kuster was joined at the roundtable by Peter Kelleher of Harbor Homes, Greta Johansson of the Small Business Administration, and veteran business owners, among others. Congresswoman Kuster is a member of the House Veterans Affairs Committee and serves as a Ranking Member of the Veterans Affairs Subcommittee on Oversight and Investigation, which allows the Congresswoman to continue to provide increased oversight at the VA to ensure that every veteran can easily access the resources he or she needs. Last week, the subcommittee held a joint hea… | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

USFS officials awarded the $400,000 in May to the Community Forest Project, which seeks to develop a long-term management plan for more than 1,300 acres of forest in Milan. But, last month, agency officials announced plans to redirect the grant toward fire suppression activities in other parts of the country. The town of Milan will actively manage the timber resources within the CFP to earn revenue, and in turn will create jobs that support the local forestry economy, Kuster wrote in the letter to Forest Service Chief Tom Tidwell. The initial grant of $400,000 marked a significant investment for the small town of Milan, and is critically important for moving this conservation project forward. The full text of the Congresswomans letter is printed below: November 5, 2015 Dear Chief Tidwell: I write to request the reinstatement of U.S. Forest Service (USFS) funds totaling $400,000 to the Community Forest Program (CFP) in Milan, New Hampshire. Last week, your agency announced that this grant funding would be rescinded and applied to fire suppression activities in other regions of the country. Since even before federal funding was announced in May 2015 for the development of the Milan Community Forest Project, town officials and stakeholder groups had been working collaboratively to create the towns first community forest. Residents of Milan, New Hampshire, voted in favor of creating the CFP in March 2012 in order to support the local forestry economy, increase recreational opportunities and develop a long-term management plan for over 1,300 acres of land. Projects like the Milan CFP are critical to the forest-based economy in the North Country, and I urge your agency to immediately restore funding for this important project. Today, Congresswoman Annie Kuster (NH-02) voted in favor of H.R. 3763, the Surface Transportation Reauthorization and Reform Act of 2015, which will extend federal highway and transit programs for the next six years. Following this mornings approval of the measure, the House and the Senate have until November 20 to finalize and approve federal infrastructure funding before the current reauthorization expires. For New Hampshire to continue to succeed in the 21st century, we need to have long-term security when it comes to federal transportation funding, said Congresswoman Kuster. I joined with my colleagues on both sides of the aisle to support this bill, which will ensure that we protect public safety through the revitalization of our roads and bridges, as well as provide certainty that our valued construction workers are supported by these vital projects. However, I recognize that this bill is far from perfect. I believe that the legislation could do more to expand funding for highway and infrastructure projects. In particular, the bill dramatically cuts overall funding for the TIFIA loan program, which is critically important to improving our transportation network in the Granite State. I am also frustrated that this bill only provides funding for three of the six years authorized by the legislation. I am a strong supporter of legislation that would fund transportation through repatriation of overseas corporate earnings and regret that this proposal was not allowed to be considered as an amendment. I now call on my colleagues in the Senate and House to work together to draft a compromise bill that grows our investment in transportation and strengthens our economic competitiveness, so that our workers and the projects that our nation relies on can continue to strengthen the countrys transportation networks. The Surface Transportation Reauthorization and Reform Act of 2015 would provide $325 billion for the revitalization of highways, transit, and safety programs across the country to be used ov… | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

Heck, Kuster Introduce Bipartisan Bill to Help Speed VA Care, Provide Job Opportunities for Veterans | 2015-11-05 | 2015 | 2015-11 | Democrat | House | NH | Ann Kuster | K000382 | kuster.house.gov | legacy | WASHINGTON, DC - As part of ongoing efforts to improve care and customer service at the Department of Veterans Affairs (VA), Congressman Joe Heck (NV-03) and Congresswoman Annie Kuster (NH-02) today introduced legislation aimed at speeding access to care within the VA and providing job opportunities for veterans. The Grow Our Own Directive: Physician Assistant Employment and Education Act of 2015 establishes a five-year pilot program within the VA to provide educational assistance to former medics and corpsmen for education and training as physician assistants in the VA. The educational assistance would be provided through the existing VA Health Professionals Education Assistance Program, and other educational assistance programs of the VA. Those who serve in the pilot program would then have a period of obligated service at the Veterans Health Administration, allowing them to give back to fellow veterans. Our military provides service members with a range of skills, said Rep. Kuster. As these service members leave the military, they often seek ways to employ their expertise in continued service to their country. This bill will allow veterans with medical skills to apply their training and knowledge in the service of fellow veterans, while at the same time helping to reduce shortages in one of the VAs top five critical occupations. I encourage my colleagues to join Congressman Heck and me in offering a pathway for veterans to continue serving their fellow veterans, while expanding access to care at the same time. "With 23% of PA slots within the VA open, a program like this is long overdue," Rep. Heck said. "This bill will help achieve two critically important goals: improving access to care at the VA and providing job opportunities for separated service members. No one is better qualified to care for our veterans than veterans themselves because they understand military culture and can relate to those seeking care. I look forward to working with Congresswoman Kuster to expand job opportunities for our veterans a… | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

During the roundtable, Kuster and Guinta discussed the Stop the Overdose Problem Already Becoming a Universal Substance Epidemic (STOP ABUSE) Act, which they introduced earlier this month. An expert panel provided feedback to the legislation and outlined steps that local support services, law enforcement and Congress can take to help individuals and families affected by opioid addiction. During my time in office, I have seen opioid abuse rise to unprecedented levels throughout New Hampshires communities, said Congresswoman Kuster. And despite our best efforts, there is still no end in sight. We are on track this year to exceed the number of opioid-related deaths in the state, and as jarring as those statistics are, behind each number is a life lost and a family devastated by the death of a loved one. There is no single fix to end the growing heroin crisis, but I am proud to have introduced the STOP ABUSE Act with Representative Guinta as one piece of the solution. Todays roundtable was a valuable opportunity to hear from experts about what else Congress, the state, and medical providers can be doing to better bring an end to the opioid epidemic, and I look forward to taking their feedback with me back to Congress, where I will continue to fight to support all measures that would bring relief to individuals and families affected by opioid drug abuse. Congressman Guinta added, "Today's roundtable was an opportunity to hear from law enforcement officers and medical professionals on the front lines of the Granite State's heroin epidemic. To do our jobs in Congress, Representative Kuster and I must hear their expert advice, based on frequent and personal interaction with sufferers of heroin addiction. These grants will support utilization of renewable energy generation and energy conservation at the farms and businesses around the state. The announcement took place in Plainfield at Edgewater Farm, which received a grant of $14,035 to help install a solar array on site. In total, 31 farms and small businesses in New Hampshire were awarded $1,163,000 from USDA Rural Developments Rural Energy for America Program (REAP). As our farms and small businesses look to succeed in todays economy and business market, it is important that they are adequately supported by rural development to embrace clean, renewable, self-sufficient forms of energy, said Congresswoman Kuster. I am thrilled to congratulate Edgewater Farm and the 30 other grant recipients across New Hampshire as they move forward in an incredible variety of renewable energy projects to support their work. The dedication of this years grant recipients to reduce their energy footprint and utilize renewables is just one more example of how New Hampshires farmers and small business leaders are so innovative, creative, and successful. Kuster and other members of the New Hampshire congressional delegation fought to include REAPs reauthorization in the 2014 Farm Bill. The program allows farmers and small businesses across the country to apply for grants to help offset up to 25 percent of costs related to renewable energy or energy efficient projects. USDA Rural Development runs programs related to housing, business, and community infrastructure to support farmers and small businesses in rural communities across the country. During todays event, USDA Rural Development also announced that it is currently accepting applications for the next round of REAP funding. … | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

The summit convened federal, state and local transportation experts as well as over 100 stakeholders from across New England to provide updates on key projects and to highlight the economic impact of passenger rail across the region. During the summit, representatives from the Federal Railroad Administration, the Federal Transit Administration, and the New England states departments of transportation gave presentations addressing the challenges facing passenger rail projects across the region, as well as the role of passenger rail on the local workforce and economy. Following the last presentation, attendees were able to ask questions directly to Congresswoman Kuster and the other presenters. Our transportation networks in New Hampshire serve as vital economic engines that drive economic growth and create jobs in our communities, said Congresswoman Kuster. If we are to expand passenger rail both in New Hampshire and around New England, it is essential that we coordinate our efforts across all states to build a continuous rail system that meets the needs of our workforce, our employees, and our families. I am so thrilled that representatives from leading transportation authorities across the region and the nation were able to join me for this summit toady and share updates as well as best practices when it comes to ongoing and upcoming rail projects. I look forward to working together to strengthen our transportation infrastructure so we can best meet the needs of our residents, businesses and tourists alike, today and for many generations to come. In New Hampshire, companies like The Mountain and 35 other exporters across the state have received $187 million in trade financing from the Bank to help them succeed in todays global economy. The Ex-Im Bank supports economic growth by filling gaps in access to credit to ensure that American businesses can compete with economic certainty, and today I was proud to join my colleagues on both sides of the aisle to support the reauthorization of this vital program. I urge my colleagues in the Senate to approve the Banks reauthorization so that we can better support the efforts of companies in New Hampshire and across the country, and in turn foster vital job creation for American workers. Since taking office, Kuster has prioritized efforts toboost exportsandcreate jobs and opportunity for middle class familiesin New Hampshire. This bipartisan legislation presents a comprehensive approach to treating and stopping the heroin epidemic that is threatening states and communities across the country, including New Hampshire. I am incredible proud to introduce this bipartisan bill, which will support a deeper examination into what is fueling the heroin epidemic here in New Hampshire as well as across the country, and how we can come together to bring an end to opioid abuse, said Rep. Kuster. I have heard too many devastating stories about the loss of a loved one to heroin addiction during my conversations with Granite Staters. The legislation that Representative Guinta and I introduced today takes a number of critical steps towards establishing lasting solutions that will finally give individuals, families, and communities struggling with the heroin epidemic both hope and peace of mind. Todays bill is the first endeavor of our Bipartisan Task Force to Combat the Heroin Epidemic and will not be our last, said Rep. Guinta. Many House members on both side of the aisle, like Congresswoman Kuster and me, recognize the gravity of heroin abuse in their districts, especially in New England. The STOP ABUSE bill capitalizes on the best of their ideas, more from state and local governments, and insight from individuals and families affected by addiction. I heard their stories, as mayor of Manchester, and am proud to offer legislation in Congress to help save lives. Kuster was joined by leadership from the Nashua Police Department for a briefing on how the heroin epidemic is affecting the city of Nashua, as well as the how state and local law enforcement and Congress can best work together to combat the growing epidemic. The statistics around the heroin epidemic in communities like Nashua are incredibly concerning, said Congresswoman Kuster, but what is most important to remember is that behind these numbers are the lives of individuals and families that have been irrevocably impacted by this dangerous drug. Law enforcement officials like the members of the Nashua Police Department are doing all they can to protect folks from opioid abuse and trafficking in the community, but the broader issues of opioid misuse, abuse, and addiction require a holistic examination into how community members and experts from all sectors can unite to establish lasting solutions to the epidemic facing us today. Last week, I was proud to introduce bipartisan legislation that presents a comprehensive approach to treating and stopping the heroin epidemic threatening the Granite State and states across the country, and I am thankful to have the opportunity today to talk with local leaders about how we can best continue to work together to address opioid abuse in New Hampshire. Last month, Congresswoman Kuster formally released her Agenda, a plan for Congress to prioritize legislative initiatives that help support working families in New Hampshire and across the country. Todays roundtable was a wonderful opportunity to hear from local parents and stakeholders about how we can best work together to support New Hampshires working families, said Congresswoman Kuster. Throughout my conversations with Granite Staters as I crafted my Working Families Agenda and in the discussions since, folks have consistently highlighted their concerns around rising child care costs and a lack of family leave policies. Kuster was joined by House Democratic Whip Steny Hoyer (MD-05), who has been leading House Democrats Make It In America jobs plan for the past five years. House Democrats are working to update the plan to address the challenges and opportunities in todays economy to promote the creation of high-wage, private-sector jobs across the country. The roundtable provided local manufacturers and leaders from workforce development programs with a valuable opportunity to hear firsthand about how Congress can help New Hampshire foster a diverse and skilled workforce that will improve and strengthen manufacturing in the Granite State. The strength of New Hampshires economy is inexorably connected to the strength of our workforce and of our local manufacturers, said Congresswoman Kuster. Manufacturing has a long and proud history in the Granite State and across the country, and I am proud to convene todays roundtable discussion to help make sure that our best and brightest young people are mastering the right skills to enter the workforce. GUINTA AND KUSTER LEAD BIPARTISAN TASK FORCE TO COMBAT THE HEROIN EPIDEMIC | 2015-10-07 | 2015 | 2015-10 | Democrat | House | NH | Ann Kuster | K000382 | kuster.house.gov | legacy | WASHINGTON, D.C. Today, Representatives Annie Kuster (NH-02) and Frank Guinta (NH-01) jointly announced their formation of The Bipartisan Task Force to Combat the Heroin Epidemic. The nationwide public health crisis surrounding heroin addiction has grown dramatically in scope over the last decade, with particularly devastating impacts in the Granite State. The Task Force, which will be jointly chaired by Kuster and Guinta, aims to develop best practices and foster interagency collaboration to address this growing heroin epidemic. The heroin epidemic facing our nation today is a byproduct of broader opioid misuse, abuse, and addiction that has taken hold in communities spanning all socioeconomic levels, said Rep. Kuster. As a country, we are faced with a formidable task of figuring out how we can bring an end to this epidemic. I am proud to join with Congressman Guinta to form this bipartisan task force, which will bring us one step closer to establishing comprehensive and long-lasting solutions to the heroin abuse threatening our communities. The Northeast and especially New Hampshire are on the front lines of advancing addiction, overdose and death in many cases, said Rep. Guinta. Congresswoman Kuster and I are spreading the word about this emergency, and were actively seeking ideas to help Americans of every class and ethnicity to resist and recover from heroin. The Centers for Disease Control and Prevention (CDC) reports that Americans addicted to opioid painkillers are 40 times more likely to become addicted to heroin. Almost 100 percent of heroin users have tried another drug; most have tried several. Heroin use has doubled among young demographics, including young females, and has grown among all socioeconomic groups. Reps. Kuster and Guinta are urging fellow House members to join their effort to reverse the deadly trends. Im almost sorry to say well have a lot of RSVPs to this new task force said Rep. Guinta, because heroin is such a plague. But well need everybodys help to produce better results. The fed… | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

The letter was read at the final scoping meeting before FERCs preliminary scoping period ends and Kinder Morgan officially files with FERC initiating the Environmental Impact Study process. Congresswoman Kuster has fought for a respectful, comprehensive, and transparent public review process for the pipeline. Moreover, Kuster has made a point to tour key sites in southern New Hampshire that would be impacted by construction and operation of the pipeline. Throughout my tenure in Congress, I have advocated for smart energy policies that preserve our environment, protect the public, and lower electricity costs for Granite Staters, said Congresswoman Kuster. New Hampshire and the greater New England region are currently faced with a number of energy projects designed to meet the electricity needs of the regional energy market. As the preliminary scoping process comes to an end, I urge FERC to assess all of the regions proposed projects together to determine a course of action that is in the best interest of the public. FERC must consider all options and alternatives in this process. I will continue listening to town officials and residents from impacted communities and ensuring their concerns are addressed by FERC. I share many of these same concerns and am confident that New Hampshire can find a way to satisfy its energy needs without endangering the people, natural beauty, or the character of our state. This letter comes in the wake of previous letters that Congresswoman wrote to FERC and Kinder Morgan highlighting her concerns with the project. Additionally, the Congresswoman has previously joined with the other members of the New Hampshire congressional delegation to call for more public meetings in communities that could be affected by the pro… | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

Kuster has proudly supported pro-choice policies since she first took office, and today she voted against HR 3495, the Womens Public Health and Safety Act, which would exclude abortion providers from participating in Medicaid. I am proud to have spent many decades fighting to protect womens access to health care services, and I am committed to protecting that right for women everywhere, said Congresswoman Kuster. It is deeply disturbing that extremist, ideological lawmakers in Congress want to threaten health care access for millions of women who depend on Medicaid for basic medical services. This dangerous legislation would take away patient choice of providers and unfairly hurt women who access care through Medicaid. Federal law already prohibits federal funds from covering abortions, making this bill nothing more than a cynical ploy that attacks women and their families. Its long past time to stop the partisan bickering and quit playing games with womens health. ### | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

Congresswoman Annie Kuster (NH-02) released the following statement after attending Pope Francis address to the joint session of Congress this morning. Today, my colleagues and I were fortunate to hear Pope Francis hopeful and compassionate message about how we all can play our part in serving the least among us here in the United States and around the world. Pope Francis is a truly kindhearted and inspiring individual whose efforts toward fighting poverty, safeguarding human rights, and protecting the environment stand as guidance for those from all faiths. The issues I have been fighting for in Congress, like access to affordable health care, family leave, raising the minimum wage, and equal pay for equal work, are integral to Pope Francis message of dignity for every person. In the spirit of the Popes visit, I hope that both Democrats and Republicans can come together to not only address the short-term challenges before Congress but also the greater goal of strengthening economic fairness and opportunity in our society. ### | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

The inquiry comes as the delegation continues to seek greater consideration of public comments by Granite State residents and communities potentially impacted by Kinder Morgans proposed Northeast Energy Direct (NED) natural gas pipeline. The letter to the Inspector General, from Senator Jeanne Shaheen (D-NH), Senator Kelly Ayotte (R-NH), Representative Ann McLane Kuster (NH-2) and Representative Frank Guinta (NH-1), calls for a response to detailed questions raised in a July letter regarding how FERC will meaningfully take into consideration the concerns of New Hampshire residents impacted by proposed infrastructure projects. New Hampshire residents and stakeholders remain concerned with how public input is considered during FERCs permitting process for energy infrastructure projects, the Delegation wrote. it is imperative that the public play a prominent role in the permitting process. The Delegation goes on to outline five specific questions on how the Inspector Generals review of FERCs permitting process will take into account ways to improve communication with impacted residents and communities, take into account the comments and concerns of New Hampshire residents and ensure that any project is in the public interest. The New Hampshire Delegation has called for more public meetings in communities that could be affected by the proposed pipeline and has expressed concerns about the ability of impacted residents to contribute to the federal review process of Kinder Morgans Northeast Energy Direct (NED) natural gas pipeline. We appreciate DOEs decision to meet the request of concerned Granite Staters who want more information and more time to assess the impact of the new Northern Pass route, the delegation members said. We continue to believe that DOE must provide ample time for public review following the release of the supplemental to the draft Environmental Impact Statement. The delegation agreed with a request that several New Hampshire environmental groups made to DOE for the agency to supplement its draft Environmental Impact Statement to account for the new Northern Pass route, delay the public comment period and postpone the public hearings that were scheduled for October to allow more time for the public to review a supplement to the EIS. The delegation sent a letter to DOE in support of these sensible proposals. Today, DOE announced that it would meet all three requests, with the comment period extended until December 31, 2015. The original request to DOE for these provisions was made by: The Appalachian Mountain Club, Audubon Society of New Hampshire, Society for the Protection of New Hampshire Forests, Responsible Energy Action LLC, and The Nature Conservancy - NH Chapter. ### | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

Earlier this month, Congresswoman Kuster formally released her Working Families Agenda, a plan for Congress to prioritize legislative initiatives that help support working families in New Hampshire and across the country. Since taking office, one of my biggest priorities has been to advocate for middle class families, said Congresswoman Kuster, I am always thankful for the opportunity to sit down with leaders from across the community to discuss my priorities in Congress and hear how I can best help Granite State working families get ahead. Over the past few years, the economy has been steadily improving, but there is still work to be done to ensure that families across New Hampshire and the country are not overly burdened by child care costs, underemployment, or lack of access to family leave. Today, I was able to sit down with local business leaders, child care providers, and health professionals who are champions of these issues in the Monadnock region, and I will bring our conversation with me as I return to Congress to continue fighting for working families in the Granite State and beyond. Kusters new Working Families Agenda includes initiatives to address pay equity, family leave time, and access to affordable child care and health care, among other issues. Participants in todays roundtable discussion included leadership from local child care centers, Monadnock Community Hospital, Monadnock Family Services, and the River Center, among others. Kuster has long worked to increase accessibility to vital services like child care, health care, and affordable education that can otherwise impose a tremendous burden on working families in todays climate. Kuster has cosponsored a number of bills to reduce the strain on workin… | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

Kuster joined 79 of her colleagues in a letter demanding Speaker John Boehner keep the House in session every day until a deal is reached to prevent another government shutdown. With less than two weeks until a possible government shutdown, working families in New Hampshire and across the country just dont have time for more partisan games and political theater, said Congresswoman Annie Kuster. I was proud to join almost 80 of my colleagues in calling on Speaker Boehner to keep the House in session until a deal is reached, and for both parties to reach across the aisle and work together to reach a solution and avoid another damaging, costly, and painful government shutdown. It is deeply disappointing that Tea Party extremists in Congress are threatening to shut down the government over Planned Parenthood funding, an organization that provides critical health care services for men and women across the country every day. I will continue fighting to protect womens health and keep our government running, our economy growing, and our New Hampshire working families and small businesses safe and secure. A full copy of the letter that Rep. Kuster signed is below. Dear Speaker Boehner, We write you today to express our deep concern regarding the looming government shutdown which will occur on October 1st should Congress fail to reach a bipartisan consensus to fund the government. As of right now, there are just six legislative days scheduled before the end of the month. Kuster was joined by Congressman Frank Guinta (NH-01) for the briefing and orientation flight. It was a great privilege to learn about the remarkable programs and capabilities of the New Hampshire Army National Guard during this mornings briefing and orientation flight, said Congresswoman Kuster. The men and women who serve in the New Hampshire National Guard exemplify the highest levels of service, courage, and selflessness by choosing to wear the uniform and protect our country, both at home and overseas. I am endlessly inspired by their commitment to the Granite State and the nation, and I am proud to serve on their behalf in Congress. During todays visit, Kuster attended a briefing on the capabilities and force structure of the NHARNG and participated in an orientation flight aboard a UH-60 helicopter, a Blackhawk helicopter that operates in a medical ambulance role overseas, supports search and rescue and disaster relief efforts at home, and is one of the two types of aircraft utilized at the Army Aviation Support Facility in Concord. The New Hampshire National Guard has a proud history of service to the Granite State and the nation dating back to 1623. The majority of soldiers and airmen reside in New Hampshire, while a number of members come from neighboring New England states or further. There are almost 1.1 million members of the Guard and Reserves across the country. ### | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

In addition to learning about UNHs current initiatives to support students who have served or are serving in the military and their families, Kuster also highlighted her own steps in Congress to ensure that veterans have access to quality and affordable educational opportunities when they return from their service. I was pleased to get the chance to meet with UNH leaders and community members to hold this important discussion on how we can work together to best support student veterans attending the University and their families, said Congresswoman Kuster. When our brave men and women return home from serving in the Armed Forces, it is our responsibility to ensure that they can pursue higher education without adding undue stress as they transition back to civilian life. Thats why Ive helped introduce legislation that would reduce barriers facing veterans when accessing higher education. It was wonderful to see during todays discussion that the University system serving the Granite State similarly embraces this goal, and I will carry our conversation with me back to Washington, where I will continue to prioritize efforts to support our veterans pursuing higher education and beyond. The Congresswomans visit to UNHs Durham campus began with a discussion at Thompson Hall with members of the UNH community where the Congresswoman heard about the Universitys efforts to support veterans on campus, including their Northeast Passage program, which provides individuals with disabilities the opportunity to participate in a wide variety of recreational activities across the region. Kuster has proudly supported pro-choice policies and Planned Parenthood since she first took office, and today she voted against the proposed measure that would suspend federal funding to the organization for one year: Planned Parenthood serves as a vital resource to women who are seeking reproductive and other health services in the Granite State and across the country, said Congresswoman Kuster. I am disappointed by this most recent attack on womens health by extremist, ideological lawmakers in Congress during todays votes to freeze the organizations federal funding. The federal funding that Planned Parenthood receives does not pay for abortions, and I am astonished that my Republican colleagues have decided to halt funding, which in reality supports a myriad of crucial services that women across the country rely on from Planned Parenthood, from cancer screenings and flu vaccinations to birth control prescriptions and general health care services. Despite the outcome of todays vote, I will continue to fight for womens health services at the federal level, and I urge my colleagues not to let such extremist, partisan games interfere with ensuring women across the country can access the health services they need and deserve. ### | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

The revised regulations will increase the number of patients for whom health care providers may prescribe buprenorphine-containing products approved by the Food and Drug Administration for the treatment of opioid dependence. I applaud HHSs decision to make it easier for health care providers to prescribe potentially lifesaving medication that would help treat prescription drug and heroin addiction, said Congresswoman Kuster. Communities across New Hampshire are being affected by heroin use at an increasingly alarming rate, and I am committed to working with families, stakeholders, and community leaders to join together to successfully combat the broader opioid misuse, abuse, and addiction across the Granite State. Im glad that HHS is taking a step in the right direction and removing obstacles to medication-assisted treatment that can help save lives. Congresswoman Kuster has prioritized efforts to address the opioid crisis by convening events across the state on substance use disorders and by prioritizing the issue at a federal level through her work in Congress. Kuster cosponsored the Mental Health First Act, which provides federal funding for training programs around the country that teach emergency services personnel, police officers, teachers, and primary care professionals how to recognize, treat, and address symptoms of mental illness and substance use disorders. Rep. Kuster was joined by Rep. The roundtable provided local entrepreneurs with a valuable opportunity to hear firsthand about how Congress can help New Hampshire businesses expand and help young people who want to start a business. The Future Forum is working on legislation that will address the burden of rising student loan debt and declining homeownership and entrepreneurship among millennials. We must ensure that young business leaders and entrepreneurs across the Granite State and the nation have access to the resources at the federal, state, and local levels they need to grow their businesses, said Congresswoman Kuster. Congresswoman Kuster was joined for the announcement by a diverse group of community members, and she heard from them about their experiences and about how the challenges they face underscore the need for Congress to support working families in New Hampshire and across the country. We are lucky in many ways to live in a state with one of the lowest unemployment rates in the country, said Congresswoman Kuster, But as many Granite Staters continue to face underemployment, soaring child care costs, lack of access to family leave, and so many other issues that are vital for the success of our working families, there is still work to be done to improve the quality of the jobs offered, and to ease the burden on working families who are struggling to get by. Today, I was proud to unveil my Working Families Agenda, which outlines a list of initiatives that Congress must pursue in order to support working families in the Granite State and across the country so that they can thrive in the workplace and at home. Kusters new Working Families Agenda includes initiatives to address pay equity, family leave time, and access to affordable child care and health care, among other issues. Participants in the announcement include the Executive Director of Nashuas Adult Learning Center, a Work Readiness Coordinator from Nashua Community College, and the CEO of Lamprey Health Care, and a child care professional, among others. Over the past six weeks, I have read the Agreement and related texts, attended classified briefings, and met with President Obama, Vice President Biden, Secretary of State Kerry, Secretary of Energy Moniz and numerous experts and engaged constituents to assess whether the U.S. Congress should support this approach. After careful review, I have come to the conclusion that the Joint Comprehensive Plan of Action (the Agreement) is the best option we have to prevent a nuclear-armed Iran. For the past fifteen years, Iran has been working to develop a nuclear weapon, and world leaders have been workingto stop them. Under the leadership of the United States, global cooperation led to international sanctions from the U.S., the European Union, and the United Nations. These sanctions ultimately brought Iran to the negotiating table over its nuclear program. I have met with engaged constituents on both sides of the current debate about the best way forward. Everyone agrees that a nuclear-armed Iran would not only threaten the existence of Israel, but could lead to a nuclear arms race in the Middle East, which would destabilize the region and threaten the entire world. My goal is clear - we cannot allow Iran to acquire nuclear weapons. Under the Agreement, the nuclear-related sanctions would be lifted in exchange for Iran dismantling most of its nuclear centrifuges and reducing its enriched uranium stockpile by 97 percent. To verify Iran's compliance, the Agreement provides for up to 150 inspectors stationed at designated sites in Iran. Perhaps most concerning about the way forward are the elements that are not spelled out in the Agreement. First,Congress mu… | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

Congresswoman Kuster worked to support the TwinState MakerSpace in Claremont as they applied for the funds. The grant will be usedin part to purchase and renovate the Sawtooth Building so that it can support science, technology, engineering, arts, and mathematic (STEAM) endeavors in the community. It was wonderful to visit the MakerSpace here in Claremont today and congratulate the center on its recent $250,000 grant from the Northern Border Regional Commission, said Congresswoman Kuster. The revitalization of the Sawtooth Building through this grant will continue to boost the economy and culture of the city and region. I was proud to support their Northern Border Regional Commission grant application. I congratulate the TwinState MakerSpace in Claremont on this grant and I look forward to seeing the positive impact that this project will have on tourism, the workforce, and the economy. The Northern Border Regional Commission was established in 2008 through the bipartisan Farm Bill to promote job creation and economic growth across the northern counties of New Hampshire, Maine, Vermont, and New York. Congresswoman Kuster has fought in Congress to maintain funding levels for the Northern Border Regional Commission. In addition to the grant awarded to the TwinState MakerSpace in Claremont, the Northern Border Regional Commission also awarded the following grants, many of which Congresswoman Kuster supported throughout the application and review processes with letters of support: A $150,716 grant to Franconia Ski Club and the Cannon Mountain Ski Area to upgrade the Mittersill ski trails. A $250,000 grant to the Town of Northumberland to fund wastewater lines to the former Groveton paper mill site. I was so grateful for the opportunity to meet with and hear from so many community members in Berlin and Littleton today to discuss how Congress can continue to support their needs in the North Country, said Congresswoman Kuster. I was proud to be a part of announcing USDAs innovative pilot program, Better Homes, that makes it easier for locals to afford and secure manufactured homes. And as a member of the House Veterans Affairs Committee, I was especially glad to hear from so many veterans today during a forum on the Veterans Choice Card about how we can ensure that Granite State veterans are able to access the high quality services that they have earned and deserve. I am also thrilled that Littletons new Community Based Outpatient Clinic is now able to provide some of these vital services for our North Country veterans at a new state of the art facility. I will use the feedback I heard today to continue advocating in Congress on behalf of these communities. Kusters day kicked off with a forum to discuss the roll out of the Veterans Choice Card Program, which Kuster pushed for as a Member of the House Veterans Affairs Committee following the VA scandals across the country in 2014. After the forum, Kuster participated in a press conference that announced a new pilot program, Better Homes, which in partnership with USDA-Rural Development will be able to provide financing for the purchase of manufactured homes to area residents. Kuster concluded the day by joining with VA representatives and other officials at the ribbon cutting ceremony for the new Community Based Outpatient Clinic (CBOC) in Littleton. Kusters Whitefield and Lancaster tour kicked off with a visit to Presby Environmental, followed by a tour of the Polish Princess Bakery and a discussion on how Congress can support local businesses like this one. After the bakery, Kuster hosted a roundtable discussion on the importance of expanding broadband access to communities across the North Country, an issue that many local community members have been fighting for over the past few years, and which Kuster strongly supports. Following the roundtable, Kuster toured Weeks Memorial Hospital in Lancaster. I was so pleased to get an opportunity to visit local stops in Whitefield and Lancaster, which gave me a chance to connect with my constituents and hear their thoughts on additional steps Congress can be taking to support their economic success, said Congresswoman Kuster. In particular, Im thrilled we were able to bring together so many stakeholders in the fight to expand Broadband access to the North Country, which we all know is crucial for economic development in the region. It was a great opportunity to hear the thoughts and opinions expressed at todays roundtable regarding steps to move forward, and I look forward to continuing to work with this truly valuable coalition of Granite Staters who are hard at work trying to get this done. Since taking office, Kuster has long prioritized job creation and economic opportunity for her constituents, including those in the North Country. She periodically tours the region in order to offer Congressional assistance for economic development projects, and she has supported numerous grants and other legislative initiatives to boost the economic success of the region. Kuster has long fought for an open, transparent, and fair review process by the Federal Energy Regulatory Council (FERC), which will make the ultimate decision on whether the pipeline will move forward. I appreciated the opportunity to sit down with Pelham residents who are concerned about the proposed pipelines path near their homes on Briarwood Lane, and during our conversations I heard from these residents and local town officials about their thoughts regarding the project, said Congresswoman Annie Kuster. Like many of my constituents, I have questions and concerns regarding the Northeast Energy Direct Pipeline project, and I remain dedicated to hearing directly from my constituents throughout the process about how the pipeline will affect them. I will continue to fight to ensure that local residents and town officials have fair and ample opportunity to have their voices heard and will fight for their concerns to be addressed throughout this process. During her tour yesterday afternoon, Congresswoman Kuster sat down with Pelham residents from Briarwood Lane, formerly known as Old Lawrence Road, where multiple houses and properties reside near the existing right-of-way for the power line where the pipeline is being proposed. Congresswoman Kuster also visited Peabody Town Forest, which abuts Briarwood Lane and could be impacted by the proposed pipeline route. Along with the other members of New Hampshires Congressional delegation, Kuster has a long history of calling on both FERC and Kinder Morgan to include affected communities in the planning and approval process of the pipeline. Although FERC will ultimately have the final say on whether the pipeline moves forward, the Congresswoman is continuing to voice the thoughts of her constituents to the agency, and she … | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

The Forum, organized by SaveNH Keene Hates Heroin and held at the Keene Public Library, brought together community members to share best practices and to discuss how to best combat the growing opioid epidemic. Substance use disorders threaten to take away so much of what makes New Hampshire a great place to live and grow, said Congresswoman Kuster. Chief among these concerns is the growing opioid epidemic taking place here in the Granite State and across the country. Heroin is affecting more and more lives across our communities, and we must come together to make sure that individuals suffering from addiction and their families have the treatment and resources that they need to lead healthy and productive lives, free from the confines of addiction. Congresswoman Kuster was joined at the Keene Community Forum on Heroin by local stakeholders, members of the Keene Fire Department, emergency room staff, individuals in recovery, and members of the community at large. Kuster has prioritized efforts to address the opioid crisis by convening events on the substance use disorders across the state and by prioritizing the issue at a federal level through her work in Congress. Kuster cosponsored the Mental Health First Act, which provides federal funding for training programs around the country that teach emergency services personnel, police officers, teachers, and primary care professionals how to recognize, treat, and address symptoms of mental illness and substance use disorders. Kuster has fought for an open, transparent, and fair review process for the pipeline and recently toured a number of sites in southern New Hampshire that would be impacted by construction and operation of the pipeline. Kuster sent the letters as a result of her recent visits and other meetings and discussions held over the last several months. I am committed to supporting sensible energy policies that protect our environment and our local communities, said Congresswoman Kuster. In the last month, I have travelled to many of the towns impacted by the Northeast Energy Direct pipeline. I have taken the opportunity to meet with families, Select Board members, Conservation Commission members, town officials, and pipeline awareness groups, and in Mason, Temple, New Ipswich, Amherst, and Pelham. I share their concerns about many aspects of the proposal, including the environmental impact of construction and management of the pipeline and the potential safety implications that the current route raises for our rural communities. I am hopeful that these letters will ensure that the voices of my constituents are fully heard throughout this process. Please see these letters below. Additionally, last month Congresswoman Kuster requested FERC delay the scheduling of the Cheshire County scoping meeting and extend the comment deadline. In response, FERC has agreed to delay the meeting and extend the comment period, though no firm dates have been set as of yet. I believe that this additional time for the scoping period is a vital step to ensure that my constituents have a chance to provide thoughtful input during FERC's preliminary filing period, said Kuster. I am thrilled to join with River Valley Community College, the Community College System of New Hampshire, the USDA, and our many partners to make the announcement today that Lebanon College will be reopening. The investment by the USDA to this project is a critical one to the community of Lebanon and the entire regionit will help create a skilled workforce, create jobs, and support local businesses for years to come, said Congresswoman Annie Kuster. I fought to include this initiative in the 2014 Farm Bill knowing that there is tremendous potential for the partnership with USDA and the Community College System, and today represents the first of many projects that we will embark on using the USDAs new rural community college initiative to expand education access throughout the Granite State. The reopening of the school in Lebanon was made possible in part by a $1.6 million loan awarded by the U.S. Department of Agriculture-Rural Development (USDA-RD) to the Community College System of New Hampshire (CCSNH). The loan stemmed from an amendment Congresswoman Kuster introduced to the 2014 Farm Bill directing USDA to partner with local communities to increase investment in rural community colleges. After her amendment became law, Kuster worked to bring together representatives from the Community College System of New Hampshire and USDA representatives, and the partnership resulted in the reopening of the Lebanon college as a branch of River Valley Community College, and it opened the door for similar projects in the future. Kuster has long advocated for increased access to care at the VA, and she questioned officials today about how such funding shortfalls can be prevented. As a strong supporter of last years comprehensive veterans reform legislation, which aimed to expand services at the VA and remove roadblocks to care, Im deeply concerned that the VA is now facing an unanticipated budget shortfall that could force the agency to take a significant step backwards, said Congresswoman Annie Kuster. Ensuring our veterans have access to the care they need must be our foremost priority, and that means significant planning needs to be done on the part of the VA to ensure that budgetary goals can be met. Today, I questioned VA officials on their plan moving forward, so we can ensure the VA never puts our veterans health at jeopardy because of poor planning or inefficiencies. Last year, Congress passed into law the Veterans Access, Choice, and Accountability Act of 2014, which significantly overhauled faulty processes at the VA and implemented new programs to increase access to care for veterans across the country. While the VA has made progress in implementing these reforms, the agency is now facing a $3 billion budget shortfall, which could force hospital closures and other impediments to care. Congresswoman Kuster has long called for efficiency at the VA to ensure that veterans programs are never put into jeopardy because of lack of foresight. Peter DeFazio (OR-4), Annie Kuster (NH-02), Rosa DeLauro (CT-03), Earl Blumenauer (OR-03), Peter Welch (VT), Chellie Pingree (ME-01), and Tulsi Gabbard (HI-02) condemned the industry-driven Safe and Accurate Food Labeling Act, legislation that would overturn state laws requiringlabelingof foods containinggenetically modified organisms(GMOs)and denyconsumers the right to know what is in the food they consume. Although 90 percent of Americans support the labeling of food containingGMOs, there is no federal policy in place to label such foods. Three statesVermont, Maine and Connecticuthave passed laws requiring GMO labeling, andover30 states haveconsideredsimilarlegislation. The bill would preempt states laws on GMO labeling and codify the current broken system of voluntary labeling. In addition, the bill would create even more confusion in the marketplace by requiring the Food and Drug Administration (FDA) to allow misleading natural claims on food products containing GMOs. Sixty-four countries around the world already require the labeling of GE foods, including all the member nations of the European Union, Russia, Japan, China, Australia and New Zealand. In February, Representative DeFazio introduced H.R. 913, the Genetically Engineered FoodRight to Know Act.The legislation wouldrequireFDA to set a mandatory labeling system forfoodsthat contain GMOs. In addition, any product thatcontains GMOswouldbe prohibited from using the label natural on its packaging. H.R. 1599 is a full-scale attack on consumers rights, saidRep. | http://kuster.house.gov/media-center/press-releases/kuster-calls-on-senate-to-pass-extension-of-surface-transportation-bill | Kuster Calls on Senate to Pass Extension of Surface Transportation Bill | 2015-07-21 | 2015 | 2015-07 | Democrat | House | NH | Ann Kuster | K000382 | kuster.house.gov | legacy | Washington, DC Today, Congresswoman Annie Kuster (NH-02) called on the Senate to quickly pass legislation to ensure our highway projects remain funded. Last week, Kuster joined colleagues from both parties in helping to pass legislation to extend transportation funding until mid-December. In New Hampshire and around the country, important projects could be threatened if Congress fails to pass legislation to preserve federal transportation funding. Across the Granite State, our transportation infrastructure is critical to improve safety for drivers and boost efficiency for businesses. Construction crews are hard at work fixing our roads and bridges, and we must ensure these projects can continue throughout the busy summer construction months, said Congresswoman Annie Kuster. I call on my colleagues in the Senate to pass a bill to extend funding through at least the end of the year, and to continue working on a long-term transportation bill that will provide certainty for these important projects and the workers who depend on them. In 2012, Congress passed the Moving Ahead for Progress in the 21st Century (MAP-21) Act to fund our countrys surface transportation network for two years, and it has since been extended one year beyond its original 2014 expiration. MAP-21 is set to expire at the end of July, which means funding for the federal Highway Trust Fund and projects around the country could run out of money right in the middle of summer, our countrys busiest construction season. The house-passed bill would extend funding until mid-December. While Kuster supports this legislation in order to protect Granite State transportation projects that rely on this funding, she has long called for long-term, multi-year legislation to provide better certainty for local transportation planners and to better protect transportation jobs across the district. Congresswoman Kuster has continuously advocated for increased federal investment in New Hampshires transportation infrastructure since taking office. The multifaceted project will eventually include housing, outdoor recreation, restaurants, and art spaces, among several other businesses and facilities. Over the last few months, Kuster has worked with local developers and community leaders to connect them with federal funding sources to help cover the costs for these projects. Since I took office, I have made economic development and job creation one of my top priorities, and I am committed to supporting projects like this across New Hampshire, said Congresswoman Annie Kuster. I have been a strong supporter of federal funding for infrastructure and redevelopment projects in New Hampshire and across the country. Todays visit gave me the opportunity to get an update from the impressive group behind the project, and I look forward to continuing to work together to make it a reality. The project was first started in 2013 by local businessman Todd Workman, who has partnered with the City of Franklin, other downtown property owners, and Colby Sawyer College. In addition to Workman, Kuster was joined for todays tour by Franklin Mayor Ken Merrifield, Director at Sustainability at Colby Sawyer Jennifer White, CATCH Neighborhood Housing President Rosemary Heard, Franklin Savings Bank CEO Jeff Savage, Outdoor New England CEO Marty Parichand, USDA Rural Development NH Director Gregg MacPhearson, and several other participants. The Berlin Fire Department will use the funding to hire four firefighters and cover their salaries for two years. Since taking office, Congresswoman Kuster has sent several letters to top administrators at the Federal Emergency Management Administration (FEMA) in support of Berlins application for SAFER grant funding. New Hampshires first responders put themselves in harms way on a daily basis to protect our families and communities, said Kuster. It is our responsibility to ensure fire departments across the Granite State have the resources to fully perform their duties, and I was proud to advocate for the Berlin Fire Departments application for this SAFER grant. I congratulate Berlin on this grant award and thank the dedicated men and women who keep our state safe from harm and destruction. The SAFER program helps to meet the staffing needs of fire departments by providing funding to hire and retain firefighters. Many fire departments in New Hampshire and across the country are short of staff, and the SAFER program helps many to better protect their communities from harm. In March, Kuster, along with many of her colleagues in the House, sent a letter to Chairman John Carter (TX-31) and Ranking Member Lucille Roybal-Allard (CA-40) of the House Homeland Security Appropriations Subcommittee in support of continued funding for the SAFER and Assistance to Firefighters (AFG) grant programs. ### | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

The 21st Century Cures Act would help support the development of cures by improving the efficiency of the regulatory process for new treatments and continuing to invest in research to find cures for many life-threatening diseases. This legislation would also help to achieve better clinical trials, provide incentives to enhance treatments for many rare diseases, and streamline the process of medical research to find cures faster. As someone who helped support my mother when she suffered from Alzheimers disease, I have long advocated for increased investment in medical research. Every American has a loved one who has experienced the devastating effects of disease, and we must come together to support the work of the medical community in developing cures, said Congresswoman Annie Kuster. This bipartisan bill could help families all across the country by bolstering cutting edge medical research and reducing regulatory burdens on life-saving treatments. I am proud to support this legislation, and urge my colleagues to come together behind this cause. The 21st Century Cures Act would establish an Innovation Fund that would dedicate $1.75 billion a year for five years to the National Institutes of Health for medical research. This critical funding would be completely offset, and the bill would reduce the deficit by over $500 million and serve to create good jobs in the biomedical industry. The bill would also focus more attention on personalized medicine, which helps to identify diseases at a much earlier stage. Congresswoman Annie Kuster's mother, former NH Senator Susan McLane, was first diagnosed with Alzheimer's in 2001, and Kuster spent the next four years caring for her alongside her family. During the hearing, Kuster, Hoyer, and a number of their colleagues discussed new proposals to be included in the Make It in America initiative, which is a series of bills focused on reviving U.S. manufacturing by training a 21st century workforce, encouraging innovation, and supporting local manufacturers. All across the Granite State, innovative manufacturing companies are harnessing new tools to bring the states manufacturing industry into the 21st Century. During this important hearing, I discussed steps we must take on the federal level to support the success of these companies, so they can continue to create more jobs and opportunity for our workers, said Congresswoman Annie Kuster. From expanding access to skill training for prospective workers, to creating public-private partnerships and locating a regional manufacturing institute in New Hampshire, revitalizing our manufacturing industry is not a partisan issue. Im proud to support the Make It In America initiative, and I urge my colleagues from both sides of the aisle to come together and swiftly pass these bills into law. During the hearing, Members from all across the country highlighted their plans to modernize and revitalize Americas manufacturing industry. A strong advocate for increased manufacturing opportunities in the Granite State, Kuster outlined her own thoughts on how to move the countrys industry forward. Her plans included: increasing access to education and workforce development programs so workers can obtain the skills they need to enter 21st century manufacturing jobs; locating a regional manufacturing institute in New Hampshire; and improving our nations aging transportation infrastructure to ensure modern manufacturers can easily transport their goods. Across New Hampshire and around the country, local projects like the Route 4 Bridge construction could be threatened if Congress fails to pass legislation to preserve federal transportation funding. During Mondays tour, Kuster along with state and city officials, business leaders, and project planners called on her colleagues in Congress to immediately pass long-term legislation to prevent this funding shortfall, which not only threatens local construction projects, but also vital summer construction jobs that New Hampshire workers rely on. Throughout New Hampshire, construction workers are hard at work fixing our roads and bridges, and making improvements to our transportation infrastructure in order to improve safety and efficiency. We must ensure these projects can continue throughout the busy summer construction months and the rest of the year, said Congresswoman Annie Kuster. We cannot put the safety of our drivers, or the livelihoods of our workers, in jeopardy because of partisan politics. I call on my colleagues to immediately bring a long-term bill to the floor, so we can ensure the funding for these projects does not run out. The Route 4 Bridge project was first started in 2013. After completion, the new steel beam bridge will improve access between West Lebanon and Hartford, VT, and it will eliminate congestion and detours that ha… | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

We have cookouts, watch fireworks, and enjoy the summer weather. During this weekend's festivities, let's also take a moment to remember the basic rights our Founding Fathers claimed for all Americans in the Declaration of Independence: life, liberty, and the pursuit of happiness. I would also like to thank all of the brave men and women who have served in the Armed Forces to protect our nation. Visiting Campers in Penacook I had an awesome visit to Camp Spaulding in Penacook this week. This camp is a wonderful collaboration between the Concord Family YMCA, the YMCA of Greater Nashua, and Child and Family Services of NH that hosts terrific day and overnight programs for children from around New England. Thanks to the campers for showing me a great time, and thanks to all of the staff and organizers for all you do to support our kids! Advanced Manufacturing in the Granite State I was thrilled to join the New England Council for the release of a new report on the growth of advanced manufacturing across New England at GE Aviation in Hooksett. Since taking office, helping to create more jobs and opportunity in the Granite State has been one of my top priorities. And our advanced manufacturers contribute so much to our state's economy - it's essential that we support them and help them continue to create good jobs for Granite Staters. (Read more here about how we can help revitalize the states manufacturing industry, and prepare our young people to enter the modern, 21st century workforce.) Women in Agriculture New Hampshire's agricultural industry has great promise, and I'm encouraged by the number of women who have emerged as top leaders in the field. During the discussion, participants highlighted the role of New Hampshire women in the states agriculture industry, and discussed how the federal government can help bolster their success. New Hampshires agricultural industry has great promise, and Im particularly encouraged by the number of women who have emerged as top leaders in the field. Ive long fought to help this industry grow, so I was thrilled to welcome Deputy Secretary Harden to New Hampshire to hear directly from local women agricultural leaders about how the USDA can support them, said Congresswoman Annie Kuster. During her visit, Deputy Secretary Harden provided panel participants with important resources and asked for feedback, and I know we will both take the stories, thoughts, and concerns addressed today with us back to Washington. I look forward to continuing to work together to support the success of New Hampshires agricultural industry as a whole, and particularly the women leaders who play such a key role in this industrys success in New Hampshire. Todays panel discussion provided Granite Staters with a unique opportunity to speak directly with a top USDA official from the Obama Administration. During the panel discussion, the Congresswoman and the Deputy Secretary outlined new business opportunities for women in agriculture, and heard from local women leaders about their current work. Panel participants were also asked to provide their feedback on what additional steps the federal government can take to support New Hampshires agriculture industry and the women leaders who are contributing to its success. Since taking office, Congresswoman Kuster has fought for policies that will help New Hampshires farming industry grow. The Veterans Choice Card Program was established by the Veterans Access, Choice and Accountability Act, which was passed in response to mismanagement scandals at the VA last year. The program is designed to improve access by allowing veterans who live a certain distance from a full-service VA facility to receive care at non-VA health care providers. Our veterans courageously served to protect our freedom and way of life, and it is our responsibility to provide them the services they need when they return home, said Congresswoman Annie Kuster. While the Veterans Choice Card Program must be improved to better serve our veterans, I applaud Coos County Family Health Services for its commitment to providing high quality health care to veterans in the North Country. I look forward to continuing to work with CCFHS and the VA to ensure all Granite State veterans get the services they deserve. A member of the House Veterans Affairs Committee since taking office, Congresswoman Kuster helped lead the investigation into mismanagement scandals at the VA last summer, and she pushed for inclusion of the Veterans Choice Card program in comprehensive VA reform legislation that was introduced as a result of the scandals in order to increase access to care for veterans across the nation. Since then, Kuster has been named Ranking Member of the House Veterans Affairs Subcommittee on Oversight and Investigations. Kuster has continuously fought for full funding of, and improvements to, the Choice Card Program. This program is particularly valuable in New Hampshires North Country, where many veterans have been forced to drive over 100 miles in order to receive care at the closest VA clinic. Kuster has also advocated for the timely opening of VA Community Based Outpatient Clinics in Colebrook and Berlin to further improve access f… | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

On Monday, I took part in a fantastic screening of "The Ghost Army" in Keene, where we learned about the inspiring story of one of the most influential and top-secret units that fought in World War II, and about the courageous Granite Stater who took part in the unit's efforts. I'd like to share the story of the Ghost Army and that brave Granite Stater, Mickey McKane, with you: Officially the 23rd Headquarters Special Troops, the Ghost Army was a covert unit made up of individuals you wouldn't normally expect to find on the battlefield: artists, designers, actors, and costumers. The unit included Irving "Mickey" McKane of Keene, who was studying architectural drafting and stage, industrial, and costume design before he joined the Ghost Army. During World War II, these men were tasked with misleading enemy forces by using the tricks of their trades to pull off an elaborate series of theatrics, illusions, and deceptive maneuvers. These brave and brilliant men used everything from inflatable tanks to sound effects to deceive the enemy all across Europe. Their innovative tactics helped lead to victories at the Battle of the Bulge, the crossing of the Rhine River, and many others. However, because these operations were top secret, none of these courageous soldiers received the recognition they deserved until decades later. Mickey McKane of Keene during World War II I am deeply proud to be part of the fight to bring their story to the American public, and to honor a New Hampshire native for his heroic actions. In fact, I recentlyintroduced legislation to honor the members of the Ghost Army, including Mickey McKane, with a Congressional Gold Medal for their extraordinary courage. And in 2013, Rick Beyer's award-winning documentary "The Ghost Army" was released by PBS to great acclaim. The film brings the remarkable story of this brave and highly creative unit vividly to life, and it was wonderful to share it with so many people on Monday evening. With todays historic ruling, the Supreme Court has come down on the side of equality and made a difference in the lives of millions of individuals across the nation who can now marry the person they love. I applaud the Supreme Court for standing up for the ideals this nation was founded on, and for ensuring that every American, regardless of his or her sexual orientation, has the legal right to marry in every state across the country. Congresswoman Kuster has long advocated in favor of marriage equality. Earlier this year, she joined with over 200 of her colleagues in Congress to submit an amicus brief urging the Supreme Court to rule in favor of equal protection in the eyes of the law. A strong advocate for equal rights, Kuster also signed a similar amicus brief to the Supreme Court in 2012 advocating for the Court to overturn the prejudicial Defense of Marriage Act, thereby forcing the federal government to recognize same-sex marriages as legal. Kuster is a member of the Congressional LGBT Equality Caucus, an organization dedicated to promoting equal protection under the law for LGBT Americans. She has also cosponsored the Employment Non-Discrimination Act (ENDA), and she is committed to passing legislation to ensure that employees cannot be discriminated against in the workplace because of their sexual orientation or gender identity. ### | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

Harbor Homes, a Nashua nonprofit that provides essential services to low-income and homeless Granite Staters in southern New Hampshire, will use the funding to provide job training to veterans throughout the region. Our veterans served and sacrificed to protect us, and it is our responsibility as a nation to support them during the transition back to civilian life, said Kuster. The best service we can provide to these courageous men and women is the training necessary to pursue meaningful and productive employment. Congratulations to Harbor Homes on receiving this grant award, which will help the organization provide this crucial training and better serve the veteran community in the Granite State. Congresswoman Kuster has long worked to secure employment services and other important benefits for returning service members. In August 2014, she held a Veterans Jobs and Resource Fair at Harbor Homes to give veterans an opportunity to meet employers and service providers from across the state. A member of the House Veterans Affairs Committee since taking office, Congresswoman Kuster helped lead the investigation into mismanagement scandals at the VA last year, and earlier this year she was named Ranking Member of the Subcommittee on Oversight and Investigations. The Homeless Veterans Reintegration Program (HVRP) is designed to help homeless veterans receive the training and services they need to re-enter the workforce and find meaningful employment. The services provided through this program include career counseling, job training, and placement, as well as temporary housing, medical referrals, and transportation. ### | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

During todays hearing, Kuster focused on the VAs budget for fiscal year 2015, and asked officials about the Departments priorities moving forward. As the VA struggles to address a massive $2.7 billion budget shortfall, access to quality health care for our veterans must remain the top priority. The lack of oversight and transparency at the Department is completely unacceptable, and this afternoon I pushed VA officials to detail their plans moving forward to ensure the needs of our veterans are met and services are not interrupted, said Kuster. Demand for services is rising across the country, and as the VA continues to implement the Veterans Choice Card program to address it, the Department must administer its budget responsibly and efficiently. As an advocate for saving taxpayer dollars, I urged VA officials to discuss their long-term strategy for combatting cost overruns and mismanagement, and I will closely monitor the VAs progress moving forward. The VA reported last week that the Department had a $2.7 billion budget shortfall for fiscal year 2015, which ends on September 30, 2015. Deputy VA Secretary Sloan Gibson said that the shortfall is a result of rising demand for health care services at VA medical centers and clinics across the country. However, numerous reports of irresponsible spending at the VA have arisen over the last few months, including a $1.73 billion VA construction project in Denver that has encountered enormous cost overruns. Congresswoman Kuster recently helped oversee several hearings in the VA Subcommittee on Oversight and Investigations to investigate inefficient and potentially fraudulent procurement policies. Congressional hearings and executive branch meetings have long been made available to the American public through live streaming, and Kuster strongly believes the Supreme Court should provide the same opportunity to the American people. The Supreme Court is poised to rule on one of the most monumental cases weve seen in decades, and the Courts decision will have far-reaching effects all across the nation. The American people deserve to hear the proceedings firsthand, and to learn about the courts decision in real time, said Congresswoman Annie Kuster. In an era of unparalleled modern technology, theres no reason why the Court cannot livestream its proceedings and provide the transparency the American people deserve from their Judicial Branch. I was proud to send a letter to Chief Justice Roberts requesting a live audio stream of the Courts proceedings for the first time in history. In the letter sent to Chief Justice Roberts, Kuster and her colleagues urged the Court to include the American people in the judicial process by allowing access to the arguments and decision in real time. Kuster has long advocated for marriage equality, and earlier this year she submitted an amicus brief urging the Court to rule in favor of equal protection under the law for all American citizens, regardless of whom they love. Kuster introduced the legislation this spring to award members of the 23rd Headquarters Special Troops, known as the Ghost Army, for their courage and ingenuity during key battles of World War II. The members of this extraordinary unit exhibited incredible valor and creativity that helped secure some of the most critical Allied victories of World War II, including the Battle of the Bulge and the crossing of the Rhine River, said Congresswoman Kuster. It is my privilege to help honor these courageous men, including Mickey McKane of Keene, for their service by introducing this legislation to award them a Congressional Gold Medal. During todays hearing, Ranking Member Kuster focused on the VAs pledge to prioritize contracts for small businesses, and asked officials whether data regarding these contracts had been misreported or manipulated. As we continue to hold hearings on the VAs procurement process, Im increasingly shocked by the lack of oversight, alleged misreporting of data, and even fraudulent practices being described by a whistleblowerat the VA. Furthermore, as both a strong supporter of small business development and an advocate for cutting costs and saving taxpayer dollars, Im dismayed to hear that the VA may have failed to properly enter into promised contracts with small business owners across the country, which would have helped bolster economic growth. Instead, were hearing that its possible the VA may have wasted thousands of dollars purchasing resources without an agreed-upon contract. Today, I asked VA officials how they plan to prevent this practice from ever occurring again in the future, and I will closely monitor the VAs progress moving forward. The VA is required to enter into contracts with small businesses across the nation, in order to support small business growth and save money on purchases that would be cost-prohibitive without a contract. However, recent Inspector General reports and testimony from VA officials have shown that the VA has failed to report accurately on its contracting goals, and may have manipulated data in order to mask this failure. For example, the VA is now being investigated for wrongfully using VA purchase cards to acquire thousands of dollars worth of prosthetics, and allegedly reporting these purchases as contracts, which was not the case. Kuster has opposed the medical device tax since she first took office, and today she voted to repeal it in order to protect New Hampshire companies from a tax that has stymied innovation and hurt job growth in the Granite State. Throughout New Hampshire, businesses are creating innovative new medical products that are helping patients across the country, said Congresswoman Kuster. The overly burdensome medical device tax places an unfair strain on these companies, and hinders their ability to hire more New Hampshire workers and move our economy forward. Ive opposed this tax from day one, and I applaud my colleagues in the House for voting in favor of repealing this onerous tax today. On behalf of the employees of Smiths Medical in Keene, NH, we thank the Congresswoman for her leadership to help repeal the medical device excise tax that hurts innovation and patient care. Nineteen Members of Congress from both parties joined Kuster and Westerman in signing the letter. By using organic material that would otherwise be landfilled or left to decay to generate electricity, biomass is an environmentally sound and cost-effective renewable energy source. Additionally, biomass producers are creating jobs for rural communities across the country, and these efforts should be supported. It is unclear how the EPA intends to treat biomass power moving forward, and Kuster and Westerman urged the EPA to quickly clarify to what extent biomass facilities will be subject to newly proposed carbon emission rules, and whether a partial or full-exemption would be considered. This regulatory information will provide biomass producers with the certainty they need to plan for future production. Biomass companies are doing an incredible job of turning unused material into an energy source, and they are creating jobs for workers across the country and in New Hampshire, said Congresswoman Annie Kuster. Biomass producers need to know upfront how the EPAs proposed carbon emission rules will affect them, so these regulations do not come as a surprise and hinder their ability to expand, grow, and continue to hire American workers. I urge EPA to swiftly make it known how these rules will be applied to the biomass industry, and to consider partial- or full-exemption from these rules for sustainable biomass producers. Biomass fuel is important to a growing renewable energy industry in the United States and abroad. We ask that the Environmental Protection Agency create a fair, clear set of regulations sooner rather than later so this industry can have certainty in their processes as they grow. The Surry Fire Department will use the funding to provide training and obtain equipment. It is our responsibility to ensure fire departments and emergency personnel across the Granite State have the resources and support they need to perform their duties safely and effectively. Congratulations to Surry on receiving this grant award and thank you to the many brave men and women who make it their lifes work to keep us safe. The AFG program helps fire departments and emergency medical service organizations obtain protective equipment, emergency vehicles, staff training, and other resources that are essential to preserving public safety and protecting communities from fire and related threats. Over the last 15 years, the AFG has granted more than $6 billion to first-responder organizations to help meet these goals. Recent VA Inspector General (IG) and GAO reports have questioned the VAs use of opioid prescriptions, and have uncovered a lack of oversight at the VA regarding prescriptions and inconsistent policies at VA centers across the country. Im deeply troubled by reports that the VA may be over-prescribing opioid medication to veterans with chronic pain issues, and failing to properly monitor the usage of these extremely potent and highly addictive drugs. In addition to chronic pain, many of our veterans are also dealing with mental health issues like PTSD, and over-prescribing opioids to these veterans could prove to be potentially life-threatening and increase the risk of suicide among those at-risk, said Congresswoman Annie Kuster. This is absolutely unacceptable, and we must ensure that every VA center across the country is looking into alternative methods to treat chronic pain, so veterans can have a choice in their managed-care options. I urge the VA to immediately work to adopt best-practices and ensure VA clinicians are trained to appropriately address chronic pain issues. During todays hearing, members of the House Veterans Affairs O&I Subcommittee questioned VA officials about VA IG and GAO reports detailing the mismanagement of data regarding veterans who have been prescribed opioid drugs, including failure to monitor whether over-prescribing could have taken place and could even have helped contribute to veteran suicide in some instances. As Ranking Member of the Subcommittee, Kuster urged the VA to focus on moving forward, implementing an opioid safety initiative to a) identify and eliminate the cause of chronic pain b) ensure opioids are not being abused and/or redistributed on the black market and c) examine alternative methods of pain management prior to… | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

I was honored to speak at the NH Veterans Home on Memorial Day, and I was proud to highlight the importance of transportation funding during a tour of the Broad Street Parkway in Nashua. I also convened a roundtable with business leaders at NH Ball Bearings in Peterborough to discuss the importance of reauthorizing the Export-Import Bank and stopped by the Pope Memorial SPCA in Concord to visit the animals and discuss the importance of the SPCA's advocacy work. Commemorating Memorial Day at the NH Veterans Home I was honored to speak at the New Hampshire Veterans Home in Tilton in honor of Memorial Day. We gathered to honor the courageous men and women who have lost their lives while serving in our nation's Armed Forces. These Americans gave their lives to protect our freedom and way of life, and we must forever remember their sacrifices. Touring the Broad Street Parkway in Nashua During a tour of the Broad Street Parkway construction site in Nashua, I highlighted the importance of immediately passing a long-term surface transportation bill in Congress. All across the state, the New Hampshire Department of Transportation is relying on federal funding to complete infrastructure projects of crucial importance. If Congress fails to pass a long-term surface transportation bill, many of these projects and others like them around the nation could come grinding to a halt right in the middle of the busy summer construction season. These projects are vital not only to public safety, but also to scores of New Hampshire workers who rely on summer construction jobs. Thats why I'm calling on my colleagues in Congress to put an end to the uncertainty, and pass a long-term surface transportation bill immediately. | http://kuster.house.gov/media-center/press-releases/kuster-announces-40000-in-usda-rural-development-grants-to-support | Kuster Announces $40,000 in USDA Rural Development Grants to Support Seniors in Grafton County | 2015-06-04 | 2015 | 2015-06 | Democrat | House | NH | Ann Kuster | K000382 | kuster.house.gov | legacy | North Haverhill, NH Congresswoman Annie Kuster (NH-02) today announced $40,000 in grant funding from the U.S. Department of Agricultures Rural Development program to the Grafton County Senior Citizens Council. The grant will support the Councils work to provide services for senior citizens around the Upper Valley. The Council received a $12,400 Economic Impact Initiative Grant and a $27,600 Community Facility Grant, which will both be used to build an activities room at the Horse Meadow Senior Center in Haverhill that will allow the facility to fully serve seniors in the area. Throughout the Granite State, community programs are essential in helping to bring Granite State seniors together to work on local projects, participate in a range of activities, and stay engaged, said Congresswoman Kuster. This funding from Rural Development will help maintain an important facility that serves many seniors in North Haverhill and throughout the surrounding area. I congratulate the Grafton County Senior Citizens Council on receiving these grants, which will help them continue their truly valuable work on behalf of our seniors and provide critical resources to the community. Kuster has long advocated on behalf of New Hampshires senior community. Shes fought against harmful cuts to Medicare and Social Security, and she has held several town hall forums at senior centers across the Second District to hear directly from the New Hampshire seniors community about the issues that matter to them. The Rural Development Economic Impact Initiative program, which awarded one of the grants, helps support the development and maintenance of important community resources in economically depressed rural areas. The Community Facility program awarded the second grant, and works to maintain and grow critical community facilities in rural parts of the country. ### | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

A native Granite Stater, Kuster has held a lifelong appreciation for everything the North Country has to offer, from its natural beauty and unique tourist destinations to the hospitality and kindness of its residents. She is deeply committed to advocating for the people of Coos and northern Grafton counties. The North Country is an essential part of the New Hampshire landscape and of our identity as a state, said Congresswoman Annie Kuster. It is a geographically and culturally diverse area, and I continue to be honored to have the opportunity to serve constituents across Coos and Grafton counties. The new office in Littleton will help maintain my accessibility to the people of the North Country and around New Hampshires 2nd Congressional District. The office, located at 33 Main St., Suite 202, in Littleton, joins Congresswoman Kusters two other offices in Concord and Nashua. Residents of New Hampshires Second District are encouraged to contact Kusters Congressional office in their area if they need assistance; staff is available to provide a number of services, including help dealing with a federal agency; securing Social Security, veteran, or Medicare benefits; learning about federal grant opportunities; locating other community resources and organizations; and requesting a Congressional letter of support or recognition. During both hearings, Kuster heard from witnesses about the many issues plaguing the VAs system, including its longstanding tradition of procuring care and materials without entering into a contract, failing to properly follow regulations to reduce cost and ensure high-quality services are being purchased, and failure to repay non-VA providers for their services in a timely manner. It is the VAs duty to ensure that our veterans can access the highest quality of care at all times, and that includes non-VA care that has been procured through the VA, said Congresswoman Annie Kuster. The VA cannot live up to this goal if VA officials are failing to properly pay for the services theyve purchased, or if they are purchasing care and materials without first looking into the most cost-effective and high quality options. This recklessness needs to stop immediately, and during todays hearing I urged the VA to take action to fix this flawed system so our veterans can rely on the VA to provide the services they need. In March of 2014, the Government Accountability Office (GAO) found that the VA was failing to pay non-VA providers in a timely manner, with some claims languishing for months and even years. These delays could discourage non-VA providers from continuing to choose to work with the VA, which would prevent American veterans from receiving the care they rely on from outside providers. Whats more, far too many veterans themselves have been charged for services that should have been paid by the VA. Additionally, the VA has been accused of failing to properly enter into contracts with vendors and providers, which can result in overpayment and a decrease in quality of care and materials. Congresswoman Kuster and her fellow Subcommittee members questioned VA officials about these findings, and … | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

Kuster was joined at the roundtable by local business leaders whose operations would be negatively impacted if the Export-Import Bank is not reauthorized, as well as the Chief of Staff of the Export-Import Bank, who traveled to New Hampshire in order to participate in the roundtable and discuss the importance of the Bank to New Hampshires economy. Every year, the Export-Import Bank supports local New Hampshire businesses and helps boost their ability to create jobs and hire more workers. Whats more, the Bank is actually responsible for generating a return on investment for American taxpayers, said Congresswoman Annie Kuster. Its time to permanently reauthorize the Export-Import Bank, so our local businesses can continue to make it in America and sell our goods overseas, boosting our countrys bottom line. I thank all the local business leaders who joined us during todays roundtable for highlighting the importance of the Export-Import Bank to their success. I will take their stories back with me to Washington, where I will urge my colleagues to immediately vote for reauthorization of the Banks charter. There are millions of potential customers around the globe that want to buy made-in-America and made-in-New Hampshire products, said Scott Schloegel, Chief of Staff, Export-Import Bank. The Export-Import Bank is proud to work with small businesses across our country, including many here in New Hampshire, to empower them to reach those customers, expand their exports, and create more jobs here at home. Congresswoman Kuster has been an invaluable ally in helping to inform more New Hampshire businesses exactly how the Export-Import Bank can equip their businesses to grow. Across New Hampshire and around the country, important local projects like the Broad Street Parkway could be threatened if Congress fails to pass legislation to allow federal funding for local departments of transportation to continue. All across the state, the New Hampshire Department of Transportation is relying on federal funding to complete infrastructure projects of crucial importance. If Congress fails to pass a long-term surface transportation bill, many of these projects and others like them around the nation could come grinding to a halt right in the middle of the busy summer construction season, said Congresswoman Annie Kuster. These projects are vital not only to public safety, but also to scores of New Hampshire workers who rely on summer construction jobs. Thats why Im calling on my colleagues in Congress to put an end to the uncertainty, and pass a long-term surface transportation bill immediately. In 2012, Congress passed the Moving Ahead for Progress in the 21st Century (MAP-21) Act to fund our countrys surface transportation network for two years only, and it has since been extended one year beyond its original 2014 expiration. MAP-21 is set to expire at the end of July and the Highway Trust Fund will soon be depleted, which means funding for projects around the country could run out of money right in the middle of summer, our countrys busiest construction season. During todays tour, Kuster along with city officials, business leaders, and project planners called on her colleagues in Congress to immediately pass long-term legislation to prevent this funding shortfall, which not only threatens local construction projects, but also the summer construction jobs that go along with them. The Broad Street Parkway project was first started in 2013. After completion, the two-lane… | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

Congresswoman Kuster is the ranking member on the O&I Subcommittee. Yesterday, a new memo surfaced written by one of the VAs top senior procurement officials which revealed extremely wasteful spending at the VA, particularly involving the use of purchase cards meant for small purchases only to obtain billions of dollars worth of medical equipment. Furthermore, the memo reports that the VA fails to properly engage in competitive bidding or contracts, in order to reduce costs, access specialized equipment for veterans in a costly manner, and increase efficiency. During todays hearing, Members of the Subcommittee questioned the author of the report, Jan R. Frye, deputy assistant secretary for acquisition and logistics, the Office of Inspector General (OIG), and other VA officials and solicited explanations for the wasteful spending detailed in the memo. I was appalled to hear that the VA, which is already plagued by a number of other scandals regarding inefficiencies, has been consistently misusing purchase cards and allowing indiscriminate spending to run rampant, said Congresswoman Annie Kuster. While we must ensure that our veterans have access to high-quality services, resources, and medical equipment, the VA must be held accountable for failing to monitor its spending and using purchase cards to waste billions of dollars on equipment that could have been purchased much more efficiently using contract bidding or other monitored processes. At a time when every cent should be going towards improving health outcomes for our veterans, the VA does not have money to waste and I firmly believe we must put an end to this egregious practice once and for all. According to Mr. Frye, the VA purchasing system lacks oversight, and the lack of competitive bidding and contract usage could mean u… | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

Todays hearing was held to assess the success and limitations of the Veterans Choice Card program, and to identify areas of improvement. We must ensure that our veterans can receive the highest quality of care, regardless of their location, said Congresswoman Annie Kuster. Thats why we must put mechanisms in place to encourage continuity of care between the VA and any local providers that are serving our veterans. When a veteran visits a medical center, that center should be able to easily access that veterans medical records electronically, which will cut down on the possibility of medical error and increase efficiency of care. Lets make sure all of our local VAs have the capability to provide this support for our veterans, even when they are visiting non-VA facilities. During todays hearing, Members of the House Veterans Affairs Committee heard from a number of VA officials and advocates, including VA Deputy Secretary Sloan Gibson, about the current status of the Veterans Choice Card program and steps that need to be taken to increase the efficiency and effectiveness of the program. During the discussion, Members raised concerns about lack of coordination between the VA and third party administrators of care, including electronic network issues. Congresswoman Kuster encouraged the VA to work with local VAs, to ensure that continuity of care can still be offered even as the network issues are continuing to be resolved. I was so pleased to host this joint summit with Congressman Guinta in order to hear directly from local stakeholders in New Hampshire about how best to increase access to mental health care for those in need, said Kuster. Its long past time to remove the stigma around mental health and ensure that high quality care is offered in the Granite State and beyond, and Im proud to join with Congressman Guinta in drafting legislation to improve mental health services across the nation. Monadnock Music has received a $10,000 grant that will be used to support Monadnock at 50, a summer concert series in communities throughout southwestern New Hampshire. The New Hampshire Council on the Arts has received a $693,900 grant to help support arts and cultural organizations across the Granite State. Arts and cultural programs are essential to building and sustaining a sense of community, and Granite Staters have a vibrant tradition of engaging in aesthetic pursuits, said Congresswoman Kuster. Exposure to the arts also teaches younger generations to think outside the box and develop the skills necessary to succeed in todays creative economy. I congratulate the recipients of these grants, which will help these organizations bring a range of wonderful programs to citizens all over New Hampshire. Kuster is a strong supporter of the arts and art education, and she hosted Jane Chu, the Chairman of the National Endowment of the Arts, at the Capitol Center for the Arts in Concord on Tuesday to discuss the importance of funding for the arts and arts education. She has supported funding for the National Endowment for the Arts in fiscal years 2015 and 2016 and as a member of the Science, Technology, Engineering, Arts, and Math (STEAM) Caucus, she has long advocated for incorporating art and design into STEM education. The National Endowment for the Arts, which awarded the grants, was established by Congress in 1965 to give people across the country opportunities to engage in the arts. The National Endowment partners with state agencies and nonprofit organizations to support art education and a range of cultural programs. ### | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z
| http://kuster.house.gov/media-center/press-releases/kuster-hosts-roundtable-on-passenger-rail-economic-development-in | Kuster Hosts Roundtable on Passenger Rail, Economic Development in Claremont | 2015-05-08 | 2015 | 2015-05 | Democrat | House | NH | Ann Kuster | K000382 | kuster.house.gov | legacy | Claremont, NH Today Congresswoman Annie Kuster (NH-02) hosted a roundtable in Claremont to discuss the economic importance of passenger rail in Sullivan County and throughout New Hampshire. During the discussion, Kuster heard directly from business, transportation, and community leaders about current challenges and deficits in our states transportation network, as well as the importance of passenger rail to businesses and residents in the Claremont area. She also highlighted her work to support transportation infrastructure at the federal level, and discussed other ways that Congress can bolster passenger rail and foster job creation around the Granite State. A robust transportation infrastructure is critical for New Hampshire to thrive in the global 21st century economy, and I will continue to work with my colleagues in Congress to ensure our local businesses have the infrastructure support they need to expand and create more jobs in the state, said Congresswoman Kuster. Todays roundtable gave me a chance to hear from business and community leaders about the importance of passenger rail to economic development in Claremont and the surrounding communities. I look forward to working together with todays participants to strengthen our roads, bridges, and railways so we can meet the needs of residents, businesses, and tourists alike, while protecting vital construction jobs for our workers. Congresswoman Kuster has been a strong advocate for federal funding for projects to repair and improve New Hampshires transportation infrastructure. Last year, Kuster introduced the DRIVE Now Act, legislation to help the state fix our roads and bridges and support vital construction jobs. She also supports expanded transportation options around New Hampshire which would help boost the local economy and create jobs. Kuster was joined for the roundtable discussion on the importance of infrastructure to economic development in the region by transportation and business leaders, including Claremont Mayor Jim Neilsen, City Councilor an… | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z | ||

This summit also helped connect industry leaders and aspiring entrepreneurs with resources in the Monadnock area to help grow their business and create jobs. Helping small businesses expand and thrive in the Granite State is one of Kusters top priorities in Congress, and at this summit she heard directly from New Hampshire manufacturers and experts about ways to support them on the federal level. I have made supporting job creation and helping our small businesses grow one of my top priorities in Congress, said Congresswoman Annie Kuster. Thats why I hosted todays manufacturing summit to help connect entrepreneurs with resources in the Monadnock Region. I have been a strong advocate for advanced manufacturing in the Granite State, and it was great to hear directly from students and business leaders today so that I can continue to go to bat for them on the federal level. Kuster was joined by students and industry leaders for a panel discussion on how Congress can best support the manufacturing sector and job creation in New Hampshire. In addition to RCAM students, participants including RCAM Executive Director Bill Gurney, New Hampshire Manufacturing Extension Partnership Director Zenagui Brahim, and Greater Keene Chamber of Commerce President Phil Suter. The discussion focused on challenges faced by manufacturers in the Monadnock Region and ways that Congress can best support innovation and economic growth. Kuster also highlighted her work to support New Hampshire manufacturers at the federal level. Kuster has long supported efforts to foster job creation and expand New Hampshires manufacturing sector. At the request of a Milford manufacturer, she recently cosponsored the Manufacturing Reinvestment Account Act to support manufacturers by allowing them to create tax-advantaged savings accounts to help them purchase n… | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z
| http://kuster.house.gov/media-center/press-releases/kuster-announces-reintroduction-of-her-bill-to-help-prevent-carbon | Kuster Announces Reintroduction of her Bill to Help Prevent Carbon Monoxide Poisoning | 2015-05-06 | 2015 | 2015-05 | Democrat | House | NH | Ann Kuster | K000382 | kuster.house.gov | legacy | HUDSON, NH This afternoon, Congresswoman Annie Kuster (NH-02) announced the reintroduction of her new bill, the Carbon Monoxide Poisoning Prevention Act, during an event at the Hudson Fire Department. Kusters bill would help states implement important programs that reduce the risk of death by carbon monoxidepoisoning. She was joined at the event by New Hampshire Fire Marshal J. William Degnan and fire officials from Hudson and Nashua. According to the Centers for Disease Control, carbon monoxide poisoning results in over 400 deaths and 20,000 emergency visits each year; this past winter, there were two incidents in Hudson in which people were treated for severe carbon monoxide poisoning. And just last year, three people died after a carbon monoxide poisoning incident in Plaistow. Im proud to introduce this legislation, which would help protect New Hampshire families from the grave dangers of carbon monoxide poisoning, said Congresswoman Annie Kuster. Carbon monoxide poisoning is the leading cause of accidental poisoning death in the United States, and is a particular concern in cold-weather states like New Hampshire. We must ensure that families have the resources they need which in many cases, is something as simple as a properly functioning CO detector to heat their homes safely and without incident. I urge Congress to swiftly pass my bill into law. Congresswoman Kuster first introduced her Carbon Monoxide Poisoning Prevention Act after the State Fire Marshal and a delegation of New Hampshire fire chiefs met with her last year and urged Congress to address the CO-poisoning crisis. Among other things, Kusters bill will establish a federal grant program to help states implement CO prevention education programs, and to help pay for the installation of CO detectors in schools and in the homes of elderly and low-income residents. These grants would be prioritized for states like New Hampshire that require the installation of CO detectors, and would encourage other states to follow the Granite States example. | http://kuster.house.gov/media-center/press-releases/kuster-to-house-leadership-pass-a-long-term-surface-transportation-bill | Kuster to House Leadership: Pass a Long-Term Surface Transportation Bill Now | 2015-05-06 | 2015 | 2015-05 | Democrat | House | NH | Ann Kuster | K000382 | kuster.house.gov | legacy | Concord, NH In a letter to House leadership today, Congresswoman Annie Kuster (NH-02) urged support for a long-term surface transportation bill that would provide certainty for infrastructure projects in New Hampshire and across the country. A project to narrow Loudon Road in Concord in order to improve safety on the busy corridor will be delayed because the promised federal funding has not come through. In the last decade, Congress has passed ten short-term extensions of highway and transit programs, leading to uncertainty for local transportation departments and impeding economic growth around the nation. In the letter she sent today, Kuster calls on House leadership to pass a multi-year surface transportation bill that would allow important projects across the country to move forward, including the Loudon Road project and the Sewalls Falls Bridge replacement. A robust transportation infrastructure is critical for our state and country to compete in the 21st century global economy and to protect the safety of our citizens, said Congresswoman Annie Kuster. With projects like the Loudon Road reconstruction being delayed indefinitely, Congress must end the cycle of short-term extensions of highway and transit programs and pass a multi-year, long-term bill. A long-term bill will allow us to fix our failing roads and bridges, create reliable construction jobs for our workers, and help our economy grow, and I urge House Leadership to bring this bill to the floor now. Construction on the project to narrow Loudon Road from four lanes to three was set to start this spring, with $1.44 million in federal grants covering 90 percent of the cost. The NH Department of Transportation has only received two-thirds of the overall $9 million it typically receives each year from the federal Department of Transportation for these local projects, so the project has been delayed indefinitely. In 2012, Congress passed the Moving Ahead for Progress in the 21st Century Act (MAP-21) to fund our countrys surface transportation network for… | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z | ||

A strong advocate for protecting federal funds for affordable housing, Kuster called on her colleagues in Congress to put a stop to dangerous cuts to housing programs, and to fully fund the programs that help our communities shelter those in need. Ive long called on my colleagues in Congress to preserve crucial funding for affordable housing, and todays roundtable underscored the urgent need for increased investment in these programs now, said Congresswoman Annie Kuster. The stories I heard during todays roundtable truly illustrate how affordable housing units across the Granite State can help our hardworking families get ahead, but without federal funds, many of these programs are threatened and these families livelihoods are put in jeopardy. I will continue to work with the USDA to encourage expansion of rural development programs that are particularly important in communities like those located in the Upper Valley, and I urge my colleagues in Congress to come together and support federal affordable housing programs across the board. Todays roundtable gave community leaders a chance to share with the Congresswoman their own thoughts on how Congress can better support the sustainability and development of affordable housing units in New Hampshire, and roundtable participants highlighted the most pressing needs of the Lebanon housing community. In particular, participants and audience members discussed the recent news that as many as 50 tenants and families living in the Pine Tree Lane apartments may be facing relocation after federal affordable housing subsidies for their complex expired. Congresswoman Kuster has reached out to the USDA to encourage the continuation of the housing subsidies needed to allow Pine Tree Lane residents to stay in their homes, and the roundtable participants and audience members discussed other possib… | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z
| http://kuster.house.gov/media-center/press-releases/kuster-king-introduce-legislation-to-honor-world-war-ii-ghost-army | Kuster, King Introduce Legislation to Honor World War II "Ghost Army" Veterans, Including Keene Native Mickey McKane | 2015-05-01 | 2015 | 2015-05 | Democrat | House | NH | Ann Kuster | K000382 | kuster.house.gov | legacy | WASHINGTON, DC Today, Representatives Annie Kuster (D-NH) and Peter King (R-NY) announced legislation they introduced to award a Congressional Gold Medal to the 23rd Headquarters Special Troops, known as the Ghost Army, a covert World War II unit that contributed to key Allied victories, including the Battle of the Bulge and the crossing of the Rhine River. By deploying inflatable tanks, planes, and other vehicles, using radio trickery, impersonating other Army units, and employing other deceptive tactics, the Ghost Army diverted the attention of enemy forces and is credited with saving thousands of lives. The Ghost Armys activities were classified for more than 40 years, and this legislation would provide the unit with long-delayed recognition. I am incredibly proud to sponsor this bipartisan bill, which would honor Granite Stater Mickey McKane and all the heroic members of the Ghost Army whose innovative tactics saved thousands of lives during humanitys darkest hour, said Kuster. I thank my colleague from New York, Rep. Peter King, for joining me in sponsoring this legislation, and I urge all of my colleagues to join me in working across the aisle to convey our overdue appreciation to these brave Americans, whose critical accomplishments remained a secret for decades. I commend Rep. Kuster for introducing this legislation which honors the critical role of the 23rd Headquarters Special Troops (Ghost Army) during World War II. Their heroics were unknown for more than 40 years and it is finally time that the American people not only learn about but recognize their ingenuity and selflessness which saved countless American and Allied lives. They deserve their due, said King. We are deeply honored, and proud beyond description to know that our fathers role as a member of the Ghost Army has been recognized through this legislation, said Keith McKane of Nelson, New Hampshire, a son of late Ghost Army member Irving Mickey McKane. We also wish to convey our heart-felt appreciation for all those working to honor this hero… | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z | ||
| http://kuster.house.gov/media-center/press-releases/kuster-announces-usda-rural-development-grants-for-projects-in-bethlehem | Kuster Announces USDA Rural Development Grants for Projects in Bethlehem and Stratford | 2015-04-24 | 2015 | 2015-04 | Democrat | House | NH | Ann Kuster | K000382 | kuster.house.gov | legacy | Washington, DC Congresswoman Annie Kuster (NH-02) today announced two grants from the U.S. Department of Agricultures Rural Development program that will support projects in two New Hampshire communities. The Bethlehem School District has received a $30,000 grant that will be used to replace an oil-fired hot water boiler heating system at Bethlehem Elementary School with wood pellet boilers, and the town of Stratford has received a $15,000 grant to improve its town garage, which houses all town vehicles. In many rural areas around New Hampshire, Rural Development funding is crucial to recover from the effects of harsh winters and maintain municipal infrastructure, said Congresswoman Kuster. Im particularly excited to see Bethlehem Elementary making the transition to biomass heat, a renewable energy source that will help keep students warm during the frigid winter months. I congratulate the recipients of these grants, which will help both towns thrive and serve the citizens of the North Country well. Kuster is a strong supporter of biomass energy, and has cosponsored H.R. 1145, the Biomass Thermal Utilization (BTU) Act, which would establish tax incentives for the installation of biomass heating systems. The BTU act would help consumers with the initial high cost of installing biomass heating systems, thereby allowing them to save money in the long term by using locally-sourced biomass instead of expensive home heating oil. A member of the Sustainable Energy and Environment Coalition, Kuster has long advocated for the development of renewable energy in order to offset high energy costs, create more jobs for Granite State workers, and protect the environment. The Rural Development Community Facilities program, which awarded the grants, helps maintain and improve essential community facilities that serve the public in rural areas. ### | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z |
