I am most disappointed in the restrictive rule for our commercial and recreational fishermen in New Jersey. The legislation will prohibit the manufacture and sale of personal care products that contain plastic microbeads. These small bits of plastic, used as exfoliants in personal care products, like face wash and toothpaste, can slip through water treatment systems after they are washed down the drain. As a result, these microbeads often end up in local streams, rivers and larger bodies of water. The law will ban themanufacturing of personal care products containing plastic microbeads effective July 1, 2017. Pallone introduced the bill earlier this year with Committee Chairman Fred Upton (R-MI-06). The Presidents signature on this legislation is a major victory for U.S. waterways and the environment, said Congressman Pallone. Without the ban, an estimated eight trillion plastic microbeads pollute U.S. waterways each day, threatening the environment and ultimately our health. My bill is a commonsense, bipartisan solution to this little-known but serious problem. Scientists have found evidence of microbeads in numerous bodies of water in the United States, including increasingly in the Great Lakes, the worlds largest source of freshwater. In addition to contributing to the buildup of plastic pollution in waterways, microbeads can be mistaken by fish and other organisms as food. Mr. Caponigro enlisted Dec. 28, 1942, and fought in the Battle of Normandy on D-Day and the days afterward off Utah Beach on the coastal patrol vessel PC 1176, the sister ship of which was sunk during the battle. During his service, he became deaf and was discharged with a 100 percent disability rating by the Navy. In front of many of the veterans seven children, 25 grandchildren and 27 great-grandchildren and other friends and family at the veterans home, Smith presented Mr. Caponigro with: World War II Victory Medal American Campaign Medal European-African-Middle Eastern Campaign Medal Combat Action Ribbon Honorable Service Lapel Navy Honorable Discharge Lapel NJ State Distinguished Service Medal Smith also presented him with the French Legion of Honor, the highest honor France bestows on non-French citizens. Smith asked the French Consulate in New York to expedite the medal. Smith sent a letter to the National Archives National Person Records Center requesting the medals be issued. The Navy approved the medals and Smith received the medals in November. It is witha sincere gesture of gratitude that I give you these, said Smith, who was the chairman of the Veterans Committee in the House of Representatives for four years. You earned them. You are the greatest generation. A humble man, Mr. Caponigro said he would not accept medals after the war because of all of the other Americans who didnt make it back, or who lost limbs and other injuries. His family, in particular his grandson Bob Williams, encouraged him to seek the medals for the familys history, and he contacted Smiths office in September for assistance. The $86,722,210 in funding for this project is part of the Sandy aid package that Congressman Pallone fought for in Congress. Originally, the Army Corps had planned to notch six groins, also known as jetties, between Elberon and Loch Arbour. However, after meeting with Congressman Pallone and concerned citizens, including fishermen, surfers and recreational users in the area, the Army Corps agreed to only notch three groins within the project area.
