Dodges reached out to Congressman Brian Higgins (NY-26) in late November with a Christmas wish: to receive a new set of the military service medals he earned while serving in the United States Army. Corporal Dodges' medals, including a Bronze Star and Purple Heart, were stolen from his home. The process for securing a second set of medals typically takes months. First a servicemember's history must be reviewed by the National Personnel Records Center, then a listing of eligible medals is forwarded to the appropriate department of the military, and finally the medals are shipped out. Congressman Higgins received confirmation of Corporal Dodges eligibility for medals on December 17, 2018 and his office immediately contacted personnel at the U.S. Department of the Army who worked to collect and put together an express shipment of the medals. And with a little Christmas magic and some help from the Army, the medals arrived on December 20, 74 years after Mr. Dodges earned his medals during service in World War II. There are no clean hands in the negotiations that have taken place over the past several days. This has been handled poorly by both sides. While I strongly believe we must secure our border and implement permanent, comprehensive immigration reform, Congress has had plenty of opportunity to act on this issue and failed to do so. Earlier this year, I helped negotiate a compromise bill that would have both secured our border and provided legal status for DACA recipients. However, this measure did not advance in the House. Now, Congress has again kicked the can down the road and members from both parties are at a standstill. This is not an effective or productive way to govern. Originally, House Republicans tried to make deep cuts to SNAP that would have kicked millions of low-income families off the program with no other way to put food on their table. I, and every other Democrat, refused to go along, and I am proud to say that bill we passed this week rejected all of these cuts and even found ways to invest nearly $1 billion in additional support for food banks nationwide, the Food Distribution Program on Indian Reservations, the SNAP Employment and Training program, and in incentives for healthier eating for SNAP beneficiaries. I'm also proud to report that the House and Senate have finally agreed on a final bill to contend with Congress's own #MeToo problem. With this legislation, we are creating a fair process for Capitol Hill staffers to come forward with allegations of sexual harassment and assault and enacting tougher punishments for perpetrators. This means that House of Representatives staff will now have access to House counsel, have a dedicated advocate to guide them through the process before making a formal complaint, and be able to work remotely or request paid leave without fear of retribution.
