The spending bill which included a $2.85 billion down payment aimed at keeping the federal Childrens Health Insurance Program operational as well as reauthorizing federal surveillance powers passed after House leadership was able to convince a group of Defense hawks including Rep. Mike Turner, RDayton, to overcome their reservations about the spending bill. Turner said House GOP leadership had secured their support for an earlier bill by promising that a December spending bill would include fullyear Defense funding, but, in a Wednesday night meeting on Capitol Hill, GOP leaders acknowledged that they wouldnt have the votes to pass such a measure. Instead, in a meeting Thursday morning, GOP leadership and defense hawks were able to agree on a short term boost of $5 billion while Congress prepares for its new Jan. 19 deadline to pass another spending bill. Turner said hes hopeful that after the House comes back in January, it will be able to reach a twoyear budget deal that will eliminate mandatory spending cuts for Defense that are part of federal law. The final House vote was 231-188. The delegations four Democrats Reps. Tim Ryan of Niles, Joyce Beatty of Jefferson Township, Marcy Kaptur of Toledo and Marcia Fudge of Cleveland opposed it. While there are many aspects to tax reform, throughout the legislative process, I have fought for what I know is important to the families and communities in the 15th District. Like many, when the original tax reform bill was introduced, I had concerns about the elimination of the tax exemption for graduate student tuition waivers. This important part of our tax code helps students at universities across the country including Ohio University and Ohio State University by exempting reduced tuition from being taxed as income. Many universities waive tuition costs for students who work as teaching or research assistants while attending graduate school. For some, this is the only way they can afford to pursue graduate degrees. However, without the tuition waiver provision, any discount in tuition would be considered taxable income, putting a great financial burden on our graduate students. Thats why I fought to preserve the tax exemption on graduate student tuition waivers and I am proud it is maintained in the final passed version of tax reform. This report prompted Stivers to introduce legislation to establish the Tomb of Remembrance, which Arlington National Cemetery ultimately moved forward on after the bill was passed by the House of Representatives on September 19, 2012. “When I first read the report in 2011, I was absolutely horrified. All fragments of fallen service members – even the smallest – deserve a dignified burial site,” Stivers said. “The Tomb of Remembrance will ensure this injustice will never happen again. I am proud to have worked with Arlington National Cemetery on this project to honor the service and sacrifice of fallen soldiers.” Located near the intersection of Patton Drive and York Drive in Arlington National Cemetery, the Tomb of Remembrance is made entirely of granite and features a cairn with a bench and Memorial Wall circling it.
