Committees Get to Work In January 2016, we demonstrated that we can repeal Obamacare and send it to the president’s desk without being filibustered in the Senate. This is what makes reconciliation so important (see step one.) So the next step in the process is for certain committees to produce actual legislation to repeal the parts of Obamacare in their jurisdiction. Once the various committees produce and pass their pieces, they are sent to the Budget Committee, which will compile the text into one complete, straightforward piece of legislation to repeal Obamacare.
