U.S. Senator Joe Manchin (D-WV) released the following statement after voting against the continuing resolution because it guts the Black Lung Disability Trust Fund and doesn't include a fix for miners' pensions. Today, I voted against the continuing resolution because it leaves behind our coal mining families. This bill guts the funding source for the Black Lung Disability Trust Fund by 55% and doesn't include a much-needed pension solution for our miners. The Black Lung Disability Trust Fund is a lifeline for more than 25,000 sick and dying miners and their dependents. Not to mention that today, more and more miners are being diagnosed with Black Lung Disease which means funding is needed now more than ever. And unless Congress acts immediately, this already indebted trust fund will be more than $15 billion in debt by 2050. We can't lose this fight today because it only gets harder to save these miners. To make matters worse, this continuing resolution doesn't include a fix for our coal miners' pensions. Without this fix, over 26,000 retired miners and widows in West Virginia will lose their modest pensions. These checks average less than $600 a month and are relied upon to make ends meet. It's a sad day in America when partisan politics penalize the people who did the most for this country andI will not stop until these failures of leadership are fixed. Governing this way is embarrassing for both Democrats and Republicans. Today marks the third time Congress has voted for a short term solution to partially fund FY2019 instead of doing the hard work of creating a budget the American people can be proud of. Earlier this week, I allowed a clean CR to proceed because I was told it was the only thing that could pass and I got assurances that the cuts to the Black Lung Disability Trust Fund funding stream would be stopped. U.S. Senators Shelley Moore Capito (R-W.Va.), chair of the Homeland Security Appropriations Subcommittee, and Joe Manchin (D-W.Va.), a member of the Senate Appropriations Committee, today announced $2,492,275 for West Virginia through the Federal Emergency Management Agencys (FEMA) Public Assistance grant program. Funding will assist the West Virginia Division of Highways (WVDOH) with repairs to roadways in Wayne and Wetzel counties that were damaged as a result of storms in February 2018. The aftermath of storms can have a devastating impact on the roads West Virginians depend on to get to work and provide for their families, Senator Capito said. Yesterday, U.S. Senator Joe Manchin (D-WV) lifted his hold on Federal Communications Commission (FCC) nominee Brendan Carr after receiving a firm commitment from Chairman Ajit Pai that the FCC's Mobility Fund Phase II program would be moving forward as quickly as possible with a provision that will ensure this critical $4.5 billion for mobile broadband funding is targeted toward areas like West Virginia that face higher deployment costs due to challenging topography. The Mobility Fund Phase II will make up to $4.53 billion in support available over 10 years to primarily rural areas that lack unsubsidized 4G Long Term Evolution (LTE) service. Senator Manchin placed the hold on Carr's nomination last week following the FCC's announcement that they were putting the Mobility Fund Phase II on hold indefinitely to investigate reports that the broadband connectivity maps that broadband providers submitted to the FCC were inaccurate, something that Senator Manchin has said from the beginning. In a letter, Pai assured Senator Manchin that the investigation will be completed in a thorough, yet expeditious manner and that the reverse auction to distribute the $4.5 billion will include a terrain factor, something Senator Manchin fought for over the past three years so that places like West Virginia that are the hardest and most expensive to serve will have a fair chance at receiving this money. Earlier this year, Senator Manchin's provision encouraging the FCC to take this action was adopted by the Senate Appropriations Committee with bipartisan support. Sec. 2201 is based on Rep. Jenkins legislation the Caring Recovery for Infants and Babies (CRIB) Act. This provision would recognize residential pediatric recovery facilities as providers under Medicaid and allow certain health care services provided to infants with neonatal abstinence syndrome (NAS) in those facilities to be covered by Medicaid. Additionally, the provision clarifies that infants who receive services from these facilities can continue to do so after they reach one year of age and authorizes residential pediatric recovery centers to offer counseling or referrals for services, activities to encourage caregiver-infant bonding, and training on caring for infants to family members or other caregivers. As we seek to address the needs of those suffering from the opioid crisis, it is crucial that we take action to protect this epidemic's most vulnerable victims. We believe that allowing residential pediatric recovery facilities to be eligible for reimbursement under Medicaid for the services they provide to infants with NAS through Sec. 2201 will allow more babies and their families to attain the care they need, and we urge you to ensure its inclusion in the final legislative package currently under negotiations, Rep.
