People wont have to pay federal income tax on all of that money. I focused my remarks on Wyoming's uranium production. The United States used to be a global leader in this area, but we are now on track to hit levels that we have not seen since about 1952. When you consider how crucial uranium is, both from an energy security as well as a national security perspective, leaving us in a situation where we are dependent upon foreign sources, and in particular sources like Russia and Kazakhstan, I think should give us all grave concern. H.R. 4465 maintains funding for the Upper Colorado and San Juan fish recovery programs through the year 2023. This bill gives authority to state and local entities to recover four endangered fish species so that the Upper Colorado River operations can continue. We also held a mark-up for H.R. 1675, a bill that establishes a national program to identify and reduce losses from landslide hazards, which our state has a high risk for. Two other bills the Natural Resources Committee marked up were H.R.200, the Strengthening Fishing Communities and Increasing Flexibility in Fisheries Management Act, a bill that empowers states to manage their fisheries and reduce unnecessary regulation and H.R. 4568, a bill that promotes geothermal energy exploration on federal lands. These royalties are now at 6% and should be much lower. I also sent a letter to the National Oceanic Atmospheric Administration this week to address an area in northeastern Wyoming that lacks a National Weather Service radar system. This system provides folks in our state with critical information in order to keep their families safe, properly manage their land, and ensure the safety of our miners, the backbone of our state. A 2009 Radar Feasibility Study determined a "significant radar coverage gap exists" in our state and the NOAA has been unwilling to address this safety hazard until a comprehensive report is sent to Congress, which was due on October 15. I'm urging the NOAA to review the 2009 Feasibility Study and take immediate action to address this serious safety concern. The SECURE American Energy Act is the result of multiple hearings within the House Natural Resources Committee. This bill encourages allows states to establish their own regulatory and permitting processes for oil and gas operations on federal lands. The federal 'one-size-fits-all' regulatory and permitting process is insufficient in meeting the needs of Wyoming and has resulted in egregious APD delays and redundant regulations. This bill also ensures that operations occurring on private land and accessing less than 50% of federal minerals do not require a federal permit, a provision that would be crucial for folks in Wyoming. H.R. 4239 also included my language from the States Mineral Revenue Protection Act which returns a 2% "administrative fee" that the federal government has been keeping from our state. These funds are crucial for our schools, and I am pleased that we are one step closer to making sure they return to the state. We are also working to significantly reduce the corporate tax rate to 20% and eliminate the death tax. I've appreciated the input from so many of you at home as we work to adopt changes that will allow Wyoming families to keep more of what they earn, help our small businesses by reducing their tax burden, and eliminate the burden of the death tax. This week I was named to a House GOP task force charged with reviewing our outdated budget process and making recommendations for addressing the need for spending cuts and debt reduction. We are also continuing to work on health care reform. The Senate defeat of the Graham-Cassidy bill was incredibly disappointing and a setback for repealing and replacing Obamacare.
