According to the Coast Guard, the project includes waterfront improvements, including grading work to improve ground stability; construction of a new fueling utility building; installation of utilities, cutter shore ties, and other site amenities, including information technology, water and sewage and safety equipment; and unexploded ordnance removal.

Below is an overview of the delegation’s work to bring more Coast Guard assets, personnel, vessels, infrastructure, and investments to Alaska.

Securing U.S. Coast Guard Construction and Infrastructure Funding for Alaska Installations:

Since 2015, Congress has appropriated about $1.408 billion for infrastructure and construction-related projects in Alaska to support new and existing Coast Guard assets, giving many communities throughout Alaska significant investments in their infrastructure and local housing.

Securing Historic Investments in America’s Icebreaker Fleet:

Through the 2025 Working Families Tax Cuts Act, the Alaska congressional delegation secured $4.3 billion for the procurement of two new Polar Security Cutters, with substantial progress toward a third, marking the most significant expansion of heavy icebreaking capability in U.S. history. The delegation also worked to deliver $3.5 billion to procure three Arctic Security Cutters, the nation’s next-generation medium polar icebreakers. Additionally, they championed $816 million for more than ten new light and medium domestic icebreaking cutters.

On June 11, 2026, the Coast Guard announced that two of the three new icebreakers committed to Alaska will be homeported in Kodiak, with the third slated for Seward.

Beyond icebreakers, the WFTCA included major investments across the Coast Guard’s fleet: $1 billion for approximately 10 Fast Response Cutters (FRC), $4.3 billion for approximately 9 Offshore Patrol Cutters (OPC), $2.2 billion for approximately 40 MH-60 helicopters, and $1.1 billion for approximately 6 HC-130 aircraft. Critically, these efforts are backed by over $3 billion for shoreside infrastructure to support the homeporting of these assets, including the $300 million for the homeporting of the Storis in Juneau.

For Juneau residents, the legislation directs the U.S. Army Corps of Engineers to expedite its ongoing Mendenhall Glacier outburst flooding technical work and develop a recommendation for permanent, resilient flood-control mitigation addressing glacial lake outburst floods from Suicide Basin and Lake Mendenhall. The provision is intended to help move the federal response beyond temporary flood protection and toward identifying a long-term project capable of reducing the recurring threat to Mendenhall Valley residents.

Beyond Juneau, WRDA 2026 advances Corps projects and studies across Alaska focused on flood protection, ports and harbors, coastal erosion, navigation, and water infrastructure.

King Cove is located between two volcanic peaks near the end of the Alaska Peninsula, and its small gravel airstrip is typically closed by bad weather for more than 100 days each year. Many flights not canceled are delayed by wind, turbulence, fog, rain, or snow squalls; travel by boat is often impacted by waves that can top 12 feet and the lack of suitable dock infrastructure in Cold Bay. By comparison, Cold Bay, which is less than 30 miles from King Cove, has one of the longest runways in the state and it is closed an average of just 10 days per year.

At present, there are roads leading out of both King Cove and Cold Bay but no connection between them. The lack of dependable transportation access to Cold Bay routinely forces emergency medevacs from King Cove that risk the lives of patients and responders alike. It also creates significant quality-of-life issues, ranging from King Cove residents’ inability to regularly receive mail to week-long travel delays for students returning home from various activities.

King Cove residents have sought this life-saving connector road for decades. In late 2025, a major breakthrough occurred when the Trump administration conveyed 490 federal acres to the King Cove Corporation in exchange for 1,739 acres of KCC-owned land near the Kinzarof Lagoon and the relinquishment of selection rights to more than 5,430 acres still owed to KCC under the Alaska Native Claims Settlement Act.

The Corps permit issued this week is valid for five years and allows for dredge and fill activities to occur on just over five acres of land. The American Reserve Modernization Act of 2026 establishes a secure Strategic Bitcoin Reserve within the U.S. Department of the Treasury, alongside a separate Digital Asset Stockpile for federally held non-Bitcoin digital assets. The legislation consolidates the custody and management of digital assets held across federal agencies under the Treasury to ensure secure stewardship, transparency, and consistent oversight of taxpayer-owned assets acquired through forfeitures, penalties, and other lawful government proceedings.

Securing U.S. Coast Guard Construction and Infrastructure Funding for Alaska Installations: Since 2015, Congress has appropriated about $1.408 billion for infrastructure and construction-related projects in Alaska to support new and existing Coast Guard assets, giving many communities throughout Alaska significant investments in their infrastructure and local housing.

Today’s lease sale would not have been possible without overturning restrictive federal policies that limited development in the NPR-A.

BACKGROUND:

The Stop Insider Trading Act prohibits Members of Congress, their spouses, and their dependent children from purchasing securities issued by publicly traded companies.

The legislation also requires Members and other covered individuals to file a public notice with the Clerk of the House at least seven days and no more than 14 days before selling any existing stock. In addition, the bill establishes meaningful penalties for violations, including a fee equal to $2,000 or 10 percent of the value of the covered investment, whichever is greater.

The Stop Insider Trading Act reflects a broader effort to restore trust in government institutions. By holding Members to more stringent standards and limiting opportunities for self-enrichment, the legislation reinforces the principle that public service is a public trust.

On January 14, the House Administration Committee voted to advance the Stop Insider Trading Act out of Committee, a significant step toward closing loopholes and increasing transparency.

Background

Several fish and crustacean species that spend all or part of their life in the marine environment have been experiencing increased variability in their productivity and abundance. The legislation builds on recommendations identified by the Alaska Salmon Research Task Force, which sought to disentangle environmental and human-caused factors that may be contributing to species declines and survivability, including bycatch in the marine environment. The task force was originally convened as a result of legislation authored by Sen. Sullivan, which was signed into law in December 2022.

Among other specific provisions, the Bycatch Reduction and Research Act would:

Reconstitute the Alaska Salmon Research Task Force (ASRTF) and expand it to include groundfish and invertebrate ecology experts to create a Bycatch Reduction and Research Task Force that would review all research and reports published by the National Oceanic and Atmospheric Administration (NOAA) on Alaska salmon life history and Alaska trawl gear impacts on marine seafloorhabitat, and provide priority recommendations for future research;

Create a satellite tagging research initiative to better understand Alaska salmon life history and migrations in the marine environment;

Create a genetic sampling grant program to support the genetic stock identification and age composition of Alaska salmon caught as bycatch in federal commercial fisheries;

Designate a clearer timeline and process for NOAA-approved exempted fishing permits (EFPs), including EFPs that aim to reduce bycatch and marine habitat disturbances, as long as they do not interfere with fishery conservation objectives;

Improve the public transparency of existing observer coverage in federal fisheries managed by NOAA;

Construct a flume tank to test technology or fishing gear aimed at reducing or mitigating bycatch and impacts to seafloorhabitat contact from non-pelagic and pelagic trawl gear;

Provide non-federal financial support for the purchase or modification of fishing gear, equipment, and innovative technology to reduce or mitigate bycatch and seafloorhabitat contact from non-pelagic and pelagic trawl gear.
