FINISH IT Act

The Biden Administration has forced the Department of Defense (DoD) to spend up to $130,000 a day to store and keep from using materials intended for the border wall, which the Biden Admin has refused to build. This bill would require DoD to use the construction materials to secure the southwest border as originally intended or transfer them to border states for that purpose.

Protecting America’s Agricultural Land from Foreign Harm Act

As of 2020, Chinese ownership of U.S. agricultural land was over $1.8 billion dollars in value. My legislation prevents the purchase or lease of this land by any individual associated with the government of China or other foreign adversaries.

DHS Biodetection Improvement Act

The anthrax attacks of 2001 opened our eyes to the threat of bioterrorism. Since then, we have worked across all levels of government to improve prevention, detection, and response capabilities, but work still remains. This legislation will ensure the Department of Homeland Security is fully leveraging every tool at its disposal to protect Americans against the threat of bioweapon attacks.

“Here are the facts: we know that America is facing a foster care shortage and that 65% of non-kin foster parents attend religious services weekly,” said Congressman Brecheen. “So why is the Biden Administration pursuing a dangerous, far-Left agenda that unfairly targets the same faith-based families who are much more likely to open up their homes compared to the general population? We call on Biden’s bureaucrats to rescind this proposed rule, stand up for children who need homes, and end its war against American values.”

The presumption by HHS is that faith-based providers are incapable of providing safe and loving homes for children who identify as “LGBTQI+”. The inhibition of placement in faith-based foster homes decreases the likelihood of a child finding a home.

Furthermore, the rule would assume that to not affirm a child’s gender identity or sexual orientation is considered “abuse”, a precedent that could have astronomical impacts, both legally and emotionally, on children and parents.

Religious providers serve a crucial role in the child welfare system, and as the letter highlights, “studies have revealed that 82% of families point to faith-based or church support as a factor for successful fostering”; thus, undermining their involvement in foster care would diminish chances of successful foster placements.

Finally, the letter recognizes the implications of the rule on individual states. The financial and administrative burdens would fall to state agencies that would now be expected to financially support at least half of the initiatives provided by the rule. Further, it diminishes the autonomy of the self-regulation of states and their child welfare systems.

“The ultimate goal of the child welfare system is to ensure the safety and security of every child,” said Aderholt. “Decreasing the number of opportunities for a child to find a home because of sincerely held religious and moral convictions is harmful and unlawful. We demand that the Biden Administration do what is right.”

Adults given the chance to move to low-poverty neighborhoods experience reductions in obesity and diabetes.

While the HCV program currently offers families with vouchers the opportunity to live in a neighborhood of their choice (including low-poverty, opportunity neighborhoods), families with HCVs may continue to encounter barriers to using their vouchers in communities with expanded opportunities. Common barriers include the inability to save enough money for a security deposit, inadequate time to find a unit, landlord unwillingness to rent to voucher holders, or limited awareness of neighborhood amenities, such as the location of high-performing schools.

The Housing Choice Voucher Mobility Services Program will support Public Housing Agencies (PHA) in addressing barriers to accessing housing choices by offering mobility-related services to increase the number of voucher families with children living in opportunity areas. Information about Military Service Academy Nominations

Rep. Sewell took Veterans Day as an opportunity to remind students in Alabama’s 7th Congressional District that applications to be nominated to a U.S. military service academy are due by November 18th. Each year, Rep. Sewell has the privilege of nominating a limited number of people to the U.S. Air Force (USAFA), Naval (USNA), Army at West Point (USMA), and Merchant Marine (USMMA) academies. Although we represent different districts and different political parties in the U.S. House of Representatives, there are times that we agree when it comes to what’s best for Alabama.

This is one of those times.

For one of us (Rep. Sewell) Birmingham-Southern College is in the district I am so honored to represent. I’ve employed numerous staffers and interns over the years who are BSC alum, including my current Legislative Aide and Chief of Staff.

For the other (Rep. Aderholt) BSC is my alma mater, as well as the place where I met my wife, Caroline, who is also a BSC graduate. And it’s where my parents went to college, too. I also have employed several staffers over the years who are BSC graduates.

So, when it comes to what is best for Alabama, we agree that keeping this 167-year-old college open and helping it achieve financial stability makes the list.

We were glad when the Alabama Legislature passed SB278, which established the Distressed Institutions of Higher Learning Revolving Loan Program. Because Alabama had a once-in-a-generation, $2.8B surplus in the Education Trust Fund, setting aside $30 million for the loan program was accomplished without reduction to state-supported institutions. This was and is a great use of a small fraction of that surplus, giving BSC the operating capital it needs while it raises private funds to restore its endowment to a level that will sustain the College going forward.

We were also glad when Gov. Kay Ivey signed the bill into law in June, because we agree that losing BSC would be bad for Alabama in many ways.

Financially, BSC delivers $97.2 million to the state each year in economic impact and $13.8 million in taxes to state and local coffers. That adds up to $1 billion in revenue over the next decade. But once gone, it will not return. Again, receiving a loan from the state seemed the common sense thing to do, considering the economic impact on the state.

Beyond its financial value, BSC serves as an engaged partner and neighbor to the historic communities that surround it. Those communities – Graymont, College Hills, Bush Hills, Smithfield, and the area once known as Dynamite Hill – are about to receive a significant boost in federal funding that will provide new, affordable housing and will create an urban trail leading to the Civil Rights District downtown. We were proud to secure that funding for the city of Birmingham, and now cannot fathom it abutting 192 acres of empty classrooms and unoccupied residence halls.

And of course there is the intangible value of what BSC brings to our state’s educational landscape. Students and their families want choices for college – some are drawn to Alabama’s large public institutions with big football programs and Greek systems. Others prefer a more urban setting with a focus on science or technology. Some want small colleges in small towns. Some seek out HBCUs or schools grounded in their faith tradition. Some want to get away from home; others want or need to stay close. Some know what they want to study, and others need time and space to explore their options.

Alabama students deserve to have all of these choices within our state. As of today, and even with BSC’s future in question, applications for fall 2024 have surpassed 1,600 – a number not achieved until after November in the last three years. Without BSC, young people who want what BSC offers – a small, residential, nationally ranked college in a big Alabama city – will have to go elsewhere. And once they leave, they may not return.

Alabama residents make up 60 percent of BSC’s student body. Half of BSC’s 17,000 graduates remain in Alabama, where their impact is seen and felt in every walk of life in every one of our 67 counties.

We strongly urge Treasurer Boozer to rethink his decision to deny the bridge loan that was designed for this very situation: To help out a college or university in Alabama that brings significant value to its community, has been in business for more than 50 years, has assets sufficient to back the state’s loan, and has a solid plan for paying it back.

We don’t always agree on the issues in Washington, but on this we do: Keeping Birmingham-Southern College open is what’s best for Alabama’s economy, our communities, and our students.

As House Democrats, we write about our deep concerns with your troubling comments following the devastating mass shooting in Lewiston, Maine where 18 people were killed and another 13 were injured.

Mr. Speaker, our children, God’s children, are being killed every day in our country in part because of the inaction of Republican leadership on gun violence prevention legislation. Families of every faith in America have empty chairs around the dinner table because Republicans have failed to answer our constituents’ prayers for action.

In response to the gun violence crisis, you have called for more thoughts and prayers without a commitment to taking any action to address the bloodshed. As Speaker, you were quoted as saying, “This is a dark time in America. We have a lot of problems, and we are hopeful and prayerful. Prayer is appropriate at a time like this, that this senseless violence can stop.” Additionally, during a recent interview about gun violence prevention legislation you said, “America’s problem is not guns. America’s problem is a heart problem.”

This fatalistic view of gun violence is factually wrong and paints a dark view of America and its people. First, gun violence in America is not inevitable, it is simply tolerated by Republican leadership. Second, gun violence prevention legislation is evidence-based and saves lives. In fact, the state of Louisiana has an “F” rank on the Giffords gun violence scorecard because it fails to enact universal background checks and a red flag law, has weak gun domestic violence laws, and allows assault weapons and large capacity magazines to be sold. Not surprisingly, gun deaths in Louisiana are 99 percent above the national average, second only to Mississippi.

Conversely, the states that emphasize responsible gun ownership with strong gun safety laws have the lowest rate of gun violence. Troublingly, more and more of the gun violence in those states is perpetrated by guns that flow in from states with weak gun laws. We need a stronger national floor that protects all Americans from gun violence.

Epidemic levels of gun violence are an American problem because we uniquely allow people who are a danger to themselves or others easy access to firearms. The gun homicide rate in America is 26 times that of other high-income countries. It is outrageous to insinuate that Americans have 26 times the mental health challenges or our fellow Americans’ hearts are 26 times more troubled than our international peers.",1,2026-03-30T01:40:41Z,2026-04-08T01:01:09Z

Dear Ambassador Zahran,

As members of the U.S. House of Representatives, we are writing to you to express our outright condemnation of the recent terrorist attacks in Israel by Hamas and its terrorist partners. Given these events, we strongly encourage the government of Egypt to engage constructively with the United States, Israel, and relevant international stakeholders to establish and maintain safe zones in southern Gaza, with humanitarian access corridors, for civilians seeking refuge from the fighting in the north of the Strip.

Israel has the well-established right and responsibility to respond to these vicious attacks. We unequivocally support Israel’s right to defend itself, take necessary measures in support of its national security, and rescue the nearly 200 hostages currently being held in Gaza. As in previous conflicts, we also note that Israel’s military operations inside Gaza are designed to avoid civilian casualties. Israel has repeatedly encouraged innocent Gazans to leave Hamas locations and targets in the northern part of the Strip and has established an intelligence driven process to target terrorist activity, limit civilian casualties, establish corridors for safe passage, and adhere to the laws of armed conflict. In contrast, Hamas shamefully disregards international humanitarian law and the rules of war by intentionally targeting civilians, taking hostages, using human shields, and embedding their fighters in civilian communities with utter disregard for their welfare. As the controlling authority in the Gaza Strip, Hamas locates its infrastructure and command centers within civilian homes, schools, and hospitals. Hamas routinely launches rockets and mortars from residential neighborhoods. Hamas and other organizations such as the Palestinian Islamic Jihad have done everything in their power to maximize the danger and suffering of the civilians over which they have governing responsibility, publicly threatening residents and preventing them from evacuating combat areas. These heinous actions are intentional, irrefutable, and inexcusable. They are also clear violations of the laws of armed conflict.

We are also deeply concerned for the innocent civilian lives Hamas intentionally puts in harm’s way, and the rapidly growing humanitarian crisis in Gaza driven by Hamas’s brutality. Although Israel has repeatedly warned Gazans to leave Hamas locations and targets, Hamas is actively working to prevent the evacuation of innocent Palestinians in order to use them as human shields. In fact, Hamas has even taken active steps to prevent foreign nationals from evacuating through the Rafah Border Crossing, the only remaining way out of Gaza.

In order to protect noncombatants and civilians in Gaza from Hamas’s brutality, we call on the Egyptian government to urgently work with the United States, Israel, and relevant international stakeholders to 1) take all measured and appropriate steps to support and facilitate safe zones in southern Gaza and 2) enable a steady supply of humanitarian assistance to flow from Egypt towards those in the safe zones until the civilian population is able to return to the north of the Strip. We are optimistic that the international community will participate in providing financial assistance for this humanitarian situation, but Egypt’s robust participation is essential to the success and the safety and security of up to two million Gazans who are desperately in need of such support. Further, we call upon those states that have been long-standing intermediaries for Hamas, especially Qatar and Turkey, to help as well.

Egypt is a major global player and a consistent security partner to the United States. We urge Egypt to recognize its humanitarian responsibility to protect innocent lives. Egypt’s partnership with the Israeli government since 1980 has played a valuable role in preserving peace and security in the region for decades. We call upon your government once again to maintain this commitment to partnership and quickly take action to support civilian effectively being held hostage by Hamas.
