SERVICE Act of 2024 - H.R. 8140 The Supporting Every At-Risk Veteran In Critical Emergencies (SERVICE) Act would establish a pilot program to allow local law enforcement agencies to use the Department of Justice’s (DOJ) Office of Community Oriented Policing Services (COPS) grants to establish dedicated ‘Veterans Response Teams’ to respond to emergency calls involving veterans in crisis. SECURING THE HOMELAND “In response to complex threats to our homeland, I introduced and secured House passage of the DHS Biodetection Improvement Act to detect and defend against bioterrorism attacks and the SHIELD Against CCP Act to ensure that the Department of Homeland Security has a task force dedicated to countering the Chinese Communist Party. Alabama has been at the forefront of this fight. Our state enacted a similar law in 2022, and while it was initially challenged in the courts, the Eleventh Circuit reversed the lower court’s decision, allowing Alabama to continue safeguarding our children. Our experience laid the groundwork for Tennessee’s law, and today we stand united with them and 25 other states determined to protect vulnerable youth from becoming casualties of unproven medical experiments. The evidence against these treatments is mounting. A 2022 report commissioned by the Swedish government, for example, concluded that 'scientific basis is not sufficient' to continue to conduct hormone treatments on children without further research. On October 23, 2024, the New York Times reported that the results from an ongoing, ‘multimillion-dollar federal project on transgender youth’ have been buried because of political considerations. That’s a study by the National Institutes of Health that your taxpayer dollars paid for. Despite reportedly finding that using puberty blockers to treat gender dysphoric adolescents ‘did not lead to mental health improvements,’ Dr. Olson-Kennedy—the leader of the research team—chose not to publish the findings because she said she was concerned the study results could be used in court to argue that ‘we shouldn’t use blockers’ in minors. She made this decision despite also finding a remarkably high suicide rate among children who received these treatments. Last month, I led a letter demanding the release of the report. It’s interesting that the National Institutes of Health refuses to release the findings while this is being litigated in our courts. That proves that this is not about the children, it is about a left-wing agenda. I am, once again, calling on Director Monica Bertagnolli to release the full report to the public. I want to quote someone, Mikael Landén, a professor and chief physician at the University of Gothenburg in Sweden who was a co-author of the Swedish report, wrote in an email, ‘Health care should not provide interventions that we do not know to be safe and beneficial.’ He added, ‘From the lack of evidence follows that a conservative approach is warranted.’ I completely agree. This will create construction, maintenance, engineering, and range operation (technician) employment opportunities for the surrounding communities, the release said. Jerry C. Smith, the Huntsville-based director of the GTS Munitions and Lethal Effects Division, was also introduced as the COO of DMPG. He led the opening festivities in a large covered pole barn that will be used for now for its work until the first phase of construction is completed. Smith noted after the event that there is a shortage of such testing sites in the nation and that the company is already booked up at the site through the end of the year. The site will be closed to the public, he said. Construction activities will be needed at site Five to 10 full-time workers are expected to be at the site after the end of the first phase, he said, but more are likely to be hired in the local community. ""It is not just blowing something up. It is building what has to be blown up,"" he said. ""Most of that is construction activities."" Sewell: Mister Speaker, as a daughter of Selma and Representative of Alabama’s Civil Rights District, the fight for voting rights is very personal to me. It was in Selma where hundreds of Foot Soldiers like John Lewis shed blood on a bridge for the equal right of all Americans to vote. They marched, they bled, they prayed, and some even died for the right to vote. Mister Speaker, the legislation before us today makes a mockery of their legacy. House Republicans’ so-called “SAVE Act” is a dangerous, anti-democratic bill that would do nothing to protect our elections. While our colleagues across the aisle claim that this bill would prevent non-citizens from voting, we know that it is already illegal for non-citizens to vote in federal elections. In fact, under current law, non-citizens would face up to 5 years in prison for attempting to vote in federal elections, and even risk being deported. In reality, this legislation would purge thousands of eligible voters from the rolls including Americans who recently got married and changed their last names and those with military and tribal IDs. Americans should see this bill for what it is, a cynical attempt to sow doubt in the minds of voters about the integrity of our elections. It is yet another attempt to fan the flames of election denial by the same extremists who brought us the January 6th insurrection. Mister Speaker, we are elected officials who should be fighting to protect and expand access to the ballot box, not restrict it. We should be working to advance the progress made by the Civil Rights and Voting Rights Movements, rather than rolling it back. But let’s be clear, the biggest threat to our elections is not non-citizen voting. It is the lack of federal oversight which has allowed for states to advance hundreds of new laws and new bills making it harder for Americans to vote. Mister Speaker, the House should be considering H.R. 14, the John Robert Lewis Voting Rights Advancement Act, which I introduced in September. H.R. 14 would restore federal oversight. It would establish a new formula to prevent states with a recent history of voter discrimination from restricting voter access. In doing so, it would protect access to the ballot box for every eligible American. With state lawmakers working overtime to erect barriers to the ballot box, the need for federal voting rights protections is just as urgent today as it was 60 years ago. After all, it is up to the voters to choose our elected leaders, not the other way around. Never did I think that 60 years after John Lewis was bludgeoned on a bridge in my hometown of Selma, Alabama, that I would be fighting to restore the full protections of the Voting Rights Act of 1965. It goes to show that progress is elusive and every generation must fight to preserve the progress of the past and to advance it. John Lewis didn’t give up and neither will we. Mister Speaker, House Republicans’ so-called SAVE Act is a dangerous, anti-democratic bill that has no place on this floor.
