As well as, over $1 billion in additional funding for fish restoration and studies to offset the hydropower, transportation, and recreation benefits that these dams provide. “The Biden Administration seems to be forgetting that Congress has the sole authority over the Snake River Dams,” Congressman Russ Fulcher said. “Not the executive branch. These agencies are supposed to be implementing policy, not making them. This is a legal proceeding with the administration evading Congress by setting up a new policy, and that is illegal.” The Congressman explained the wealth generated from these dams means Idahoans can keep families intact, communities whole, and economic opportunities in place. Congressman Fulcher said that generations of Americans have relied upon these energy and transport systems to make a future for their families and their communities. Yet, these key stakeholders have been left out of the conversation. “Without the lower Snake River dams,” Congressman Fulcher said. “Families will go without power in the heat of summer and the cold of winter. The economic ruin that is certain to follow will not provide justice to communities across Montana, Idaho, Washington, and Oregon already surrounded by federal lands rife with bureaucratic red tape. The Columbia River System Operations is an essential maritime highway that navigates the export of grain and other crops to feed the world, and the stakeholders that work with these dams firsthand have been ignored through this process.” The Pacific Northwest Waterways Association has been front and center during these conversations demanding to have their rightful seat at the table. As a collaboration of ports, businesses, and public agencies, the PNWA works to support the navigation, energy, trade, and economic development throughout the Northwest. “The exclusion of regional voices from the negotiations is a missed opportunity to address these multifaceted issues, signaling a top-down decision-making process removed from those it affects,” PNWA Executive Director Niel Maunu said. “This is extremely apparent by the lack of attention given to the transportation study aimed at examining the impacts of dam breaching with only a meager $750,000 allocated for an impact study, which starkly contrasts with the in-depth $10 million analysis suggested in the Murray-Inslee Report. A fully informed approach, accounting for all repercussions to our transportation network, is indispensable – the current proposal grossly underestimates this need.” Overall, 5-6 million tons of cargo are transported through the Snake River Dams via barges each year. This is the equivalent of 151,000 semi-trucks or 39,000 rail cars. For the Idaho Grain Producers Association, taking out these dams would be detrimental to their daily operation. “The dams on the Lower Snake River are critical to Idaho’s grain growers,” Stacey Satterlee, Idaho Grain Producers Association Executive Director said. ” In addition to producing energy that our state and region have an increasing demand for, approximately half of Idaho’s wheat crop, which was 116 million bushels in 2020, is barged from Lewiston to customers around the world. In fact, 10% of U.S. wheat moves through the dams on the Snake and Columbia Rivers. Barging is the lowest-carbon-emission, most efficient mode of transportation available to move wheat. The benefits the dams provide in terms of barging, power generation, recreation, and irrigation cannot be replaced.” These dams are the backbone of rural communities across the Northwest in more ways than one. Leslie Druffle, Outreach Director at the McGregor Company explained that the U.S. Government’s agreement with the six sovereigns presents serious concerns beyond river users that will impact the entire region’s ratepayers, farmers, barging, cruise operations, ports, irrigators, and rural communities. “Our frustration with the agreement and the process by which it was created is only tempered by the USG’s acknowledgment of Congress as having the sole authority to breach any of the Federal hydropower projects on the Columbia & Snake River system,” Druffle said. “The McGregor Company stands together with Idaho agriculture and will continue to support fish recovery efforts that do not include unnecessary dismantling of clean hydropower or actions that cripple our rural communities.” Lewiston is one of those communities that will feel the heavy impact of any removal of the dams, as it is home to the most inland port in the Northwest and provides economic development, international trade, and so much more to the region, all with the help of the Snake River Dams. “Removal of the Lower Snake River Dams would destroy river commerce at the Port of Lewiston and for the LC Valley,” Scott Corbitt, Port of Lewiston General Manager said. “The tremendous economic advantages for Idaho farmers and Idaho industries that utilize the rivers would dry up, along with the river. Our future growth into industries such as river cruising would be impossible without the LSRD. The lifestyles of the people of Lewiston are built on the existing rivers, and dam removal would undercut that foundation and adversely change our way of life.” Cities such as Lewiston are also seeing a spike in tourism and economic development around their port thanks to companies like American Cruise Lines, which offers a Snake River cruise to thousands of people each year. Travelers stay onboard beautiful American-made vessels, see the beauty of the Northwest, and have the ability to learn firsthand about what dams do and how they provide to the community. “The growth in cruising on the Columbia Snake River System has brought significant economic development benefits for communities throughout the Northwest,” Kristin Meira, American Cruise Lines Government Affairs Director said. “The locks and dams on the Snake River make it possible for the vessels to reach Lewiston, Idaho, bringing tens of thousands of visitors to the area each year. All this would be lost if dam breaching occurs, with ripple effects at hotels, excursion providers, and the Nez Perce – Lewiston Regional Airport.” Congressman Fulcher stated he is constantly inspired by the resilience of the farmers, ranchers, barge and port operators, and the recreational tourism, power, and all the immense benefits provided by the Lower Snake River Dams and plans to do everything in his power to keep them in place. “With U.S. adversaries competing on the world stage,” Congressman Fulcher said. “Now is not the time for us to return to a dark and bleak anti-growth future. As we progress towards a cleaner energy future, let’s make the systems we have today work for future generations. I cannot in good faith tell the residents of Idaho to trade energy reliability for energy stagnation and economic uncertainty all to meet the whims and desires of the Biden Administration’s push for environmental justice.”",1,2026-03-30T01:40:41Z,2026-04-08T01:14:16Z https://fulcher.house.gov/2023/11/29/id-90a42015-362f-495d-a128-ced765477f8e/,Fulcher and Other Northwest Lawmakers Request Additional Information on Package of Actions and Commitments To Determine the Future of the Lower Snake River Dams,2023-11-29,2023,2023-11,Republican,House,ID,Russ Fulcher,F000469,fulcher.house.gov,fulcher,https://fulcher.house.gov/category/press-releases/,scraper,"FOR IMMEDIATE RELEASE: Wednesday, November 29 CONTACT: Marisa Melton, (208) 743 – 1388, marisa.melton@mail.house.gov WASHINGTON D.C. – Today, Russ Fulcher (ID-01) joined a group of Northwest lawmakers asking President Joe Biden for additional information on a “package of actions and commitments” the United States Government negotiated with plaintiffs, states, and tribes in ongoing litigation over Columbia River System Operations (CRSO). In a letter to President Biden and administration officials, U.S. Representatives Cathy McMorris Rodgers (WA-05), Dan Newhouse (WA-04), Cliff Bentz (OR-02), and Russ Fulcher (ID-01) write: “As best we can tell, this document reflects the negotiating positions of the U.S. Government (USG) in the long-standing mediation concerning the Columbia River System Operations (CRSO). Due to the document’s use of vague and imprecise language, it appears susceptible to misinterpretation.” “It is imperative that our constituents, whose livelihoods depend on the Columbia River System, have a comprehensive understanding of this document’s contents so they can anticipate and prepare for the wide-ranging impacts that will inevitably be felt across the region should the commitments detailed in this document be realized,” they continue. “Additionally, as Members of Congress representing the Pacific Northwest and tasked with oversight of the Executive Branch, it is our duty to ensure any actions committed to as part of this agreement do not circumvent by any means the congressional authorization that would be required to execute certain proposed provisions, such as the removal of certain dams.” Throughout the letter, the lawmakers raise numerous questions about provisions in the document that require clarification from the Biden administration. On how the agreement would establish the “Pacific Northwest Tribal Energy Program”: – Why does this program apply to only four of the more than 40 federally recognized Tribes in the Pacific Northwest? – Does the USG seek to advance efforts to breach the Lower Snake River dams after securing this “replacement” power? – Will these actions reduce the independence of the Bonneville Power Administration (BPA) in effectuating ratemaking decisions, assessing its statutory responsibilities, and setting its rates? If so, what will be the impact to ratepayers in the region? On how the document states that “[t]he science is clear, and now so must be our path forward”: – On what specifically is the science clear? – Did the USG rely on any additional scientific reports or studies, other than the NOAA report, which show categorically the science on salmon recovery in the Columbia River basin is clear? If so, why is this the only report cited by the USG in this document? – During the RFI process, was ample time and consideration given to peer-reviewed sources provided by stakeholders in the region? – According to the Government Accountability Office (GAO), salmon face several health impacts from impaired water quality in the Puget Sound. Why is the USG relying on a report that does not take this and other factors that impact salmon runs into account? – Did the Council on Environmental Quality (CEQ) play a role at any stage in the development of the NOAA report? If so, please describe the nature of their involvement. On the section of the document advancing an “urgent, comprehensive strategy to (a) restore salmon and steelhead to healthy and abundant levels”: – How are the terms “healthy and abundant” defined? – What is the plan to fund the $200,000,000 commitment for the Phase 2 Implementation Plan for salmon reintroduction? On determining “replacement” energy services for the Lower Snake River dams: – Will this “accounting mechanism” incorporate grid reliability, including the 24/7 baseload energy deployment potential these dams provide, as a factor in determining replacement energy services? – Will this accounting approach also solicit input from power providers in the region prior to the release of any guidance pertaining to the replacement of these resources? On potentially breaching the four Lower Snake River dams: – Is your administration hoping the studies and actions funded by this report will substantiate enough “evidence” to undermine the economic viability of the hydroelectric system? – Is there any scenario that would lead your administration to proceed with breaching without express authorization from Congress? – Is it your official position at this point in time that these dams should ultimately be breached? On securing appropriations to implement this package of actions and commitments: – Are appropriations from Congress being relied upon to fund any of the commitments contained in these Actions and Commitments, and if so, what specific commitments will appropriated funds be sought for? – Have there been consultations with any Members of Congress in drafting either this section or any of the other commitments made in the document? If so, have written assurances of authorizing appropriations of these funds been made? – What happens should the necessary “authorizations and appropriations” not be secured? In conclusion, the members write, “we respectfully request that a list of groups and individual voices that were included in the development of this package be provided so we can ensure it truly reflects what is in the best interest of the people we serve, as well as the marine populations it aims to protect. Furthermore, we have attached the ‘package of commitments’ to this letter to assist you in providing us with answers to the questions presented above. It is crucial that clarity and certainty is provided so we can achieve our common goal of a durable, long-term strategy for the future of the CRSO.” You can read the full letter, which includes the package of commitments, by clicking HERE. ###",1,2026-03-30T01:40:41Z,2026-04-08T01:01:09Z https://fulcher.house.gov/2023/11/07/id-970bbab7-c1c4-4c77-98f5-e132f0c58c76/,"Congressman Fulcher Joins The Kevin Miller Show On Israel, Budget, and Floor Activity",2023-11-07,2023,2023-11,Republican,House,ID,Russ Fulcher,F000469,fulcher.house.gov,fulcher,https://fulcher.house.gov/category/press-releases/,scraper,"Nov 7, 2023 Congressman Russ Fulcher is interviewed by Boise-based radio show host, Kevin Miller, broadcast on 580 AM and 107.5 FM, on November 7th, 2023.",1,2026-03-30T01:40:41Z,2026-04-08T01:01:09Z https://fulcher.house.gov/2023/11/03/id-02ef867b-80f3-4b93-bca7-f43c79625158/,Congressman Fulcher Passes Amendment to Eliminate Funding for “30×30” Initiative,2023-11-03,2023,2023-11,Republican,House,ID,Russ Fulcher,F000469,fulcher.house.gov,fulcher,https://fulcher.house.gov/category/press-releases/,scraper,"Nov 3, 2023 On November 2nd, 2023, Congressman Fulcher submitted an amendment to H.R. 4821, Department of Interior, Environment, and Related Agencies Appropriations Act, 2024. The approval of the GTN Xpress project will allow an extra 150 million standard cubic feet per day in an existing pipeline. The project approval does not build out new pipelines – but rather upgrades existing facilities in Athol, Idaho and two other locations operated by TC Energy in Washington and Oregon. The upgraded facilities will provide increased reliability for natural gas supplies to Idaho-based shipper, Intermountain Gas Company. Congressman Fulcher commented, “Despite the Biden Administration’s anti-liquid natural gas and other proven fuel policies, simple projects to increase supply are finally moving forward for Idahoans to increase energy reliability. Projects like the GTN Xpress utilize existing infrastructure with new technology to provide additional value to consumers in the Northwest. In the future, I expect FERC to have a streamlined process for technological advancements on previously approved projects. I look forward to working with my colleagues on the Energy & Commerce Committee to deliver more energy wins for the American people.” Background: TC Energy filed an application with the Federal Energy Regulatory Commission on October 4th, 2021, to upgrade software, modify turbine compressors, and add additional gas cooling at three facilities in Athol, Idaho, Starbuck, Washington, and Kent, Washington. The existing pipeline infrastructure has been in service since 1962 and serves customers primarily in the Pacific Northwest. On October 23rd, 2023, the Federal Energy Regulatory Commission approved the upgrades to the existing pipeline infrastructure operated by TC Energy to allow for an increase of 150 million standard cubic feet per day in service to shippers in the Pacific Northwest. ###",1,2026-03-30T01:40:41Z,2026-04-08T00:49:26Z https://fulcher.house.gov/2023/10/29/id-e75764ef-50c4-44e5-a515-ecb0d768e087/,Press Release: Congressman Fulcher to Host Congressional Town Hall Update in Kamiah,2023-10-29,2023,2023-10,Republican,House,ID,Russ Fulcher,F000469,fulcher.house.gov,fulcher,https://fulcher.house.gov/category/press-releases/,scraper,"Oct 29, 2023 KAMIAH – Congressman Russ Fulcher will be in Kamiah at 1 p.m. PDT on Tuesday, October 31 at the Hearthstone Bakery for a Town Hall to meet with local constituents and provide an update on legislative activity in D.C.",1,2026-03-30T01:40:41Z,2026-04-08T00:49:26Z https://fulcher.house.gov/2023/10/27/id-74894eb8-adf7-4131-b5c2-3fd4941b65d7/,Press Release: Fulcher Joins Idaho Delegation Opposing Lava Ridge Wind Project,2023-10-27,2023,2023-10,Republican,House,ID,Russ Fulcher,F000469,fulcher.house.gov,fulcher,https://fulcher.house.gov/category/press-releases/,scraper,"WASHINGTON, D.C. — Congressman Fulcher joined with the entire Idaho Congressional Delegation to introduce the “Don’t Develop Obstructive Infrastructure on our Terrain” (Don’t DO IT) Act. This legislation comes as the proposal to build a 400-turbine wind-generating facility in the Magic Valley in Eastern Idaho has been matched with strong opposition from Idaho residents. The Idaho State Legislature has already adopted a resolution opposing this project with unanimous support. Congressman Russ Fulcher is joined by Rep. Simpson. “Throughout the last year, I have taken significant actions in opposing this project and advocating for Idaho’s best interests. The Don’t DO IT Act is common-sense legislation that puts the people of Idaho first. I will always work to protect Idahoans’ way of life, and I am proud to work with the Idaho Delegation and ensure the Magic Valley is not trampled by this proposal.” “Idahoans have been loud and clear on Lava Ridge: Don’t DO IT! Russ Fulcher (ID-01) America’s energy future is exciting as new technologies enhance the possibilities in the hydropower, nuclear, and geothermal space. In particular, geothermal energy has an optimistic arena to bring reliable, clean energy to Americans nationwide. As many Idahoans already know, geothermal is a proven technology with a fascinating history in my home state of Idaho. In the late 19th century, Idahoans began tapping into local geothermal sources for energy purposes. Today, Boise is not only the first city to utilize geothermal heat but is the largest-operated geothermal system in the country. Amazingly, geothermal wells developed more than 100 years ago are heating the Idaho State Capitol, Boise City Hall, portions of Boise State University, and many other buildings in the city. Along with advancements in technology, one other area where geothermal sources are highly prevalent is on Federal Lands. With the history of Idaho in the geothermal space and the potential future for geothermal on Federal Lands, earlier this year, I introduced the Committing Leases for Energy Access Now (CLEAN Act) to encourage this budding resource. Nearly 90 percent of viable geothermal resources are estimated to be located on federally controlled lands, and the CLEAN Act will boost lease sales on Federal Lands and help cultivate geothermal resources into the future. I believe American energy independence should be a top priority for Congress. Geothermal is a renewable power source that can help us accomplish that goal. During National Clean Energy Week, I celebrate the future potential geothermal energy can provide to Idahoans and beyond. ### Alongside Senator James E. Risch of Idaho, Congressman Fulcher has been a strong proponent of utilizing geothermal resources on Federal Lands during his tenure in the House of Representatives. Idaho has a long history in the geothermal heating and energy space with the potential for increased baseload power generation from sources on Federal Lands. Congressman Fulcher has sponsored the “Enhancing Geothermal Production on Federal Lands Act” and the “Committing Leases for Energy Access Now Act” to encourage entrepreneurship in the geothermal heating and energy space into the future. The Environmental Protection Agency is proposing to revise the primary annual PM2.5 standard. While the rule is not expected to be implemented until next year, it does not account for sources of air pollution that are necessarily linked to wildfires or non-industry points. The United States enjoys some of the cleanest air in the world today. Even more, ambient air levels of PM2.5 have been trending downward over the past twenty years. Unfortunately, the proposed Environmental Protection Agency rule threatens to push U.S. industry overseas through exorbitant overregulation. Since the Clean Air Act’s inception, the country has reduced air pollution by almost 80%. Punishing industry for point source emissions when non-point source emissions, like wildfires, are ignored by the Environmental Protection Agency, in determining appropriate particulate matter levels, will hurt American industry and benefit the Chinese. The Biden Administration’s Environmental Protection Agency is ignoring the progress made by industry in the United States while not understanding that China does not hold the progression of the United States when it comes to cleaner, healthier air. H.R. 1450 will modify the Good Neighbor Authority to allow counties and Tribes to retain timber receipts from authorized restoration projects. H.R. 1450 is a multi-year effort by Congressman Fulcher to expand the Good Neighbor Authority for counties and Tribes in Idaho to share receipts like States have for years. H.R. 1450 is co-led by Representative Marie Gluesenkamp Perez of Washington State. H.R. 1450 passed unanimously out of the Committee on Natural Resources and the Committee on Agriculture. H.R. 1450 was introduced alongside similar legislation led by Senator James E. Risch in the U.S. Senate. Chairman Westerman: “I want to thank Representative Fulcher for his leadership and applaud all our committee members for getting H.R. 1450 passed through the House. This bipartisan bill will ensure tribes and counties can fully participate in Good Neighbor Authority program, a critical tool in confronting the wildfire crisis that enables cross-boundary forest management activities on our overgrown, fire-prone federal lands. I am pleased to see this bill bipartisan pass and hope to see it quickly move through the legislative process.” “Ensuring the health and longevity of our national forests for future generations is central to who we are as rural Americans. The Good Neighbor Authority has been critical to that effort and gotten boots on the ground to manage these lands,” said Rep. Gluesenkamp Perez. “I’m thrilled that the House has taken this important step to build on the success of the Good Neighbor Authority to ensure Tribes and counties can fully share in its success and we can continue to enjoy this resource for years to come.” “We in the West care about our environment. God has blessed the West with an abundance of natural resources,” Congressman Fulcher stated during the debate on H.R. 1450. “Tribes and counties are at the “front lines” of these lands; they are most in danger from excess fuel loads.” Fulcher continued. “Tribes and counties should be able to fully participate in this good conservation program that relies on local input and collaboration,” Fulcher concluded. Background: Since 2014, Good Neighbor Authority has been broadly available as a tool for the Forest Service and States to partner in performing federal forest restoration and management. In the 2018 Farm Bill, Tribes and counties were made eligible entities to enter into Good Neighbor Agreements. However, in doing so, the 2018 Farm Bill did not afford them the same ability to use receipts for landscape restoration as States do now. H.R. 1450 provides Tribes and counties with the ability to reinvest receipts in authorized restoration and enables all GNA partners to perform restoration not just on federal lands but also on ground approved under the project’s Good Neighbor Agreement. By taking unprecedented steps to repeatedly prosecute former President Donald Trump, the Department of Justice (DOJ) stands as a prime example for why Washington, D.C., is known as “The Swamp.” These are non-elected personnel, acting with clear political bias, using U.S. law as a weapon. The only thing that rivals their level of bias against Trump is their lack of appetite to pursue Biden family indiscretions. Every election cycle, Americans select their House, Senate, and Presidential representation. By executing their right to vote, the American people help keep checks and balances on the branches of government. But now we have the likes of… Jack Smith. Yes, Jack Smith. He’s the “special counsel” selected to prosecute Donald Trump. Jack Smith is a guy appointed by another guy that was appointed (A.G. Merrick Garland), and whose politically motivated directives could set precedents that are harmful to our Republic. Those directives are to use criminal indictments and prosecution to deal with what the White House sees as their “political problem”…Donald Trump. Therein lies the unconstitutional, dangerous precedent. Make no mistake, “The Swamp” is afraid of Donald Trump. They know that if he is elected President again, bureaucrat heads will roll. Corrupt leadership within the DOJ, aided by the Federal Bureau of Investigation (FBI), are selectively “weaponizing” U.S. law against now candidate Trump, in an effort to ensure there is never another Trump presidency. The motivation to keep Trump “out” is so high, any constitutional boundaries that get in the way are quickly disregarded. The Constitution outlines three requirements to be President. One must be a natural-born citizen, no younger than 35 years old, and a resident of the United States for at least 14 years. Our Constitution also provides for a process by which a President’s actions can be questioned, investigated and ruled upon. It’s called the impeachment process – granted to the U.S. Congress, ultimately with the power of removal. The process is not easy, nor should it be… as it can result in supplanting one of the three separate but equal branches of government. The point is… our Founders were wary of oppressive forces, so they made the question of political disputes a hallmark of the U.S. House and Senate – NOT executive prosecutorial discretion. Political weaponization of the law by the DOJ and prosecutors is exactly what blind lady justice should avoid. Such a path opens a pandora’s box of “what’s next.” Donald Trump is appreciated by some and despised by others, but in his case, the motive of the “D.C. Swamp” is to neutralize his Presidential candidacy. Thankfully, our Founders built a Divinely inspired system with some safeguards – almost as if they foresaw the corruption that has come to bear. If prosecution results in jail time for Mr. Trump, it doesn’t change the fact that he can still be President. And the prosecutorial process still has the potential of being appealed to the U.S. Supreme Court. There’s no shortage of issues, problems, arguments, and corruption within American government. But there are also constitutional guidelines and a rule of law that provides for civilized, righteous resolution. The challenge for all of us – is to follow them and hold each other accountable. So… to the DOJ, FBI, Mr. Smith, and all you political prosecutors out there: Leave the politics to Congress, there’s plenty of theft and violent crime in our cities to keep you busy. The Grizzly Bear Review and Resource Restart (Grrr) Act fully delists the grizzly bear in the lower 48 states from the endangered species list. “The Grizzly Bear Review and Resource Restart Act will begin a clean process in assessing the true management needs of the Grizzly Bear. I am proud to support the GRRR Act alongside my colleagues in the U.S. Senate,” said Fulcher. “It is clear grizzly populations have rebounded,” said Risch. “Increasing grizzly bear and human encounters make it even more important to act now. The Grrr Act will take much needed action to delist grizzly bears and focus resources on animals that are truly endangered or at risk.” “Idaho’s wildlife is best managed at the local level through collaborative efforts among federal, state and tribal entities,” said Crapo. “The grizzly’s current ESA status rejects the reality of the recovered population within the grizzly’s historic range and ignores current management practices backed by science and common sense.” Background: When the Endangered Species Act (ESA) was created, the intent was to recover endangered species based on science. Currently, legal precedents surrounding the ESA make it nearly impossible to remove the species from the list regardless if population targets have been met. The original ESA grizzly listing was made without regard to the grizzly bears’ historic range. At least 30 U.S. states are outside of the grizzly bears’ range and have not and cannot reside there. Unfortunately, this flaw in the original listing has led to serious misunderstandings, procedural shortcomings, and technicalities. These challenges have enabled the courts to curtail delisting efforts regardless of the biological status of the bear populations. The Grrr Act would not only delist the grizzly bear but give the Fish and Wildlife Service the opportunity to identify and target grizzly populations that still require ESA protections. ###",1,2026-03-30T01:40:41Z,2026-04-08T00:30:18Z https://fulcher.house.gov/2023/08/01/id-469b9645-65b4-407d-8ad8-8fdb6b339008/,"Fulcher, Risch, Crapo, Armstrong Lead on Legislation to Return Northern Ports to Pre-Pandemic Hours",2023-08-01,2023,2023-08,Republican,House,ID,Russ Fulcher,F000469,fulcher.house.gov,fulcher,https://fulcher.house.gov/category/press-releases/,scraper,"WASHINGTON, D.C. — Recently, Congressman Russ Fulcher (R-Idaho), Representatives Kelly Armstrong (R-N.D.), Cathy McMorris Rodgers (R-Wash.), Matt Rosendale (R-Mont.), Ryan Zinke (R-Mont.) and with Senators James Risch (R-Idaho), Mike Crapo (R-Idaho), Jon Tester (D-Mont.), Steve Daines (R-Mont.), John Hoeven (R-N.D.), Kevin Cramer (R-N.D.), introduced legislation requiring U.S. Customs and Border Protection’s hours of operations at northern ports to match or exceed pre-pandemic hours. The bill’s creation was spurred by CBP’s recent announcement that it will reduce hours at certain northern ports and maintain adjusted hours at others, including Porthill Port of Entry in Idaho. “The Public Health Emergency is over, and business needs to return to normal for the U.S. Customs and Border Protection ports of entry along the northern border,” said Fulcher. “I look forward to the permanent restoration of entry hours. CBP must extend its operating hours to accommodate the needs on both sides of the border.” “It’s important to many North Dakotans and our state’s economy that ports of entry with Canada are accessible. First, the Preserving Choice in Vehicle Purchases Act, H.R. 1435, stops the Environmental Protection Agency (EPA) from using waivers on vehicle emissions standards to ban the sale or use of vehicles with internal combustion engines. “I support an all-of-the-above approach when it comes to fuels,” said Fulcher. “Emissions have decreased substantially over the decades, all while allowing for choice in fuel types for vehicles.” Fulcher continued: “Actions taken by the Federal Government to unilaterally mandate vehicle choices on Idahoans they neither want nor can afford should stop.” Congressman Fulcher also voted for passage of the Choice in Automobile Retail Sales (CARS) Act, H.R. 4468, which keeps the EPA from implementing an emissions rule that mandates certain types of engine technologies and engine types. Finally, Congressman Fulcher supported the No Fuel Credits for Batteries Act of 2023, H.R. 4469, that stops the EPA from issuing renewable fuel credits on electric vehicles. Congress never gave the EPA the authority to provide eRIN credits on electric vehicles. The most Congress has allowed was a study to determine use of eRIN credits for electric vehicles. Government agencies like the EPA should not legislating by unauthorized federal regulation. “Idahoans expect fuel today and fuel tomorrow to keep their business, family, and community functionality. With emissions dropping substantially over the last few decades, I will continue to advocate for existing proven technologies, all while looking to the future of automotive technology in coming decades to better the lives of all Americans.” Fulcher said. “Let’s not create a self-inflicted crisis on rural Americans to appease the whims of environmental extremists and the Biden Administration.” Background: H.R. 1435 would revoke any CAA section 209(b) waivers California received between January 1, 2022, and the date H.R. 1435 becomes law. H.R. 4468 prohibits the EPA from finalizing, implementing, or enforcing it’s proposed rule title “Multi-Pollutant Emissions Standards for Model Years 2027 and Late Light-Duty and Medium-Duty Vehicles” that was published in the Federal Register on May 5th, 2023. H.R. 4469 will prohibit the use or transfer of any eRINS credits generated before the date of enactment of the bill. H.R. 4469 will clarify that the EPA is not authorized to use credits for electricity generated from renewable fuel to satisfy the volume of renewable fuel that needs to be contained in transportation fuel for purposes of the renewable fuel standard. ###",1,2026-03-30T01:40:41Z,2026-04-08T00:18:03Z https://fulcher.house.gov/2023/07/14/id-64a317ca-423f-4c06-8974-7014bdc59a99/,Statement on National Defense Authorization Act,2023-07-14,2023,2023-07,Republican,House,ID,Russ Fulcher,F000469,fulcher.house.gov,fulcher,https://fulcher.house.gov/category/press-releases/,scraper,"Contact: Matthew Keenan 202-225-6611 matthew.keenan@mail.house.gov WASHINGTON, D.C. — Congressman Fulcher made the following statement concerning the passage of the House version of the National Defense Authorization Act: “The National Defense Authorization Act holds the Pentagon accountable, cuts wasteful spending, modernizes weapons to defend our nation, and counters China, Russia, and other threats. We pay tribute to all those affected by Alzheimer’s as we also express gratitude to the advocates in our communities working hard to advance Alzheimer’s research and other important efforts that are making progress in fighting this disease and supporting families dealing with Alzheimer’s. We continue to work to ensure federal policies enable, not discourage, innovators to quickly bring their life-saving discoveries to market in the fight against Alzheimer’s. The following is our Congressional Record Statement: We recognize June as Alzheimer’s and Brain Awareness Month. According to the Alzheimer’s Association, 27,000 people aged 65 and older are living with Alzheimer’s in Idaho, while 65,000 family caregivers bear the burden of the disease. In honor of these Idaho families and the millions of other Americans and their loved ones impacted by Alzheimer’s, we continue the fight to stop harmful policies delaying access to treatment for Alzheimer’s patients. The Food and Drug Administration’s, FDA, accelerated approval pathway has provided a lifeline for countless Americans suffering from Alzheimer’s disease by advancing access to safe and effective medicines years before these treatments could otherwise come to market. Numerous studies show that drugs that have gone through the accelerated approval pathway reach patients an average of more than three years before they would otherwise. Unfortunately, the current Administration has taken unprecedented steps to erode this pathway, deterring life-saving innovation and delaying access to care by restricting Medicare coverage for an entire class of potential Alzheimer’s therapies. This harmful coverage decision carries grave implications for Alzheimer’s patients. Every day without access to FDA-approved drugs, more than 2,000 people transition to a more advanced stage of Alzheimer’s where they are no longer eligible for treatment, reports the Alzheimer’s Association. The Administration must reverse course and provide access to these life-saving pathways as quickly as possible. We are grateful to leaders from communities across Idaho and our country who are pivotal in advancing Alzheimer’s and dementia research and other important efforts that are making progress in fighting this disease and supporting families dealing with this dreaded disease. The advocates’ personal experiences with the disease’s effects in their own families often fuel and inform their engagement. Their perspectives are deeply valuable as we continue to work to improve drug access and affordability. This includes working to ensure federal policies enable, not discourage, innovators to quickly bring their life-saving discoveries to market. Time and again, American ingenuity has proven it can meet the challenges we face, if the federal government gets out of the way. This Alzheimer’s and Brain Awareness Month is a reminder of the pressing need to better empower patients and doctors to decide the treatments right for them. Throughout this month, as Americans wear purple and participate in other awareness and educational activities and in the years ahead, let’s do all we can to alleviate the burden on families across our country by easing access to innovative treatment for Alzheimer’s. # # #",1,2026-03-30T01:40:41Z,2026-04-06T18:15:57Z https://fulcher.house.gov/2023/06/13/id-2a6f0d6e-a988-4bd0-9357-2db5af2a08e9/,Fulcher’s Treating Tribes and Counties as Good Neighbors Act Passed in Natural Resources Committee,2023-06-13,2023,2023-06,Republican,House,ID,Russ Fulcher,F000469,fulcher.house.gov,fulcher,https://fulcher.house.gov/category/press-releases/,scraper,"Contact: Daniel Tellez 202-225-6611 daniel.tellez@mail.house.gov WASHINGTON, D.C. — The Treating Tribes and Counties as Good Neighbors Act, legislation introduced by Congressman Russ Fulcher (R-ID), passed the Committee on Natural Resources today with bipartisan, unanimous support. I am proud to have this bill pass through our committee with a unanimous bipartisan vote and hope to see it signed into law this Congress.” The Treating Tribes and Counties as Good Neighbors Act has received widespread support, including Idaho Governor Brad Little, National Association of Counties, Intertribal Timber Council, Idaho Forest Group, Boone and Crockett Club, Mule Deer Foundation, National Association of State Foresters, and National Congress of American Indians. ###",1,2026-03-30T01:40:41Z,2026-04-06T18:15:57Z https://fulcher.house.gov/2023/06/09/id-590195d7-ed03-4ac4-b75c-2380c4bfdb79/,Statement on President Trump’s Indictment,2023-06-09,2023,2023-06,Republican,House,ID,Russ Fulcher,F000469,fulcher.house.gov,fulcher,https://fulcher.house.gov/category/press-releases/,scraper,"Contact: Daniel Tellez 202-225-6611 daniel.tellez@mail.house.gov WASHINGTON, D.C. — Congressman Fulcher released the following statement on President Trump’s federal indictment: “The indictment of President Trump by the Biden Department of Justice comes as no surprise to those of us in Congress who have been pointing out the dangerous weaponization of our federal agencies for political ends. In a negotiation where the Senate and White House were controlled by Democrats, Speaker McCarthy did an admirable job in gaining some Republican victories. However, ultimately I cannot justify the debt implications that the legislation poses to Idahoans and fellow Americans. We should never have been in this situation. For over 100 days, President Biden refused to negotiate with House Republicans to find a solution to this crisis. So last month, House Republicans led and passed the Limit, Save, Grow Act – with more than thirty days before the debt limit deadline. The bill would have mitigated the debt ceiling crisis while enacting historic spending reductions. Democrats controlling the Senate have refused to put it up for a vote. When I came to Washington, I condemned Congress’ habit of legislating by crisis – where serious work is delayed leading to eleventh-hour bills packed with unrelated policies – and vowed to fight that culture. EPA, a case that has far-reaching implications for property owners across the nation and the way “waters of the U.S.” (WOTUS) are regulated. The Supreme Court unanimously ruled in favor of the Sacketts, an Idaho family. “The Supreme Court’s decision to reject the EPA’s expanded definition of WOTUS and uphold the rights of the Sackett family to build their home on their own property stands as a powerful affirmation of individual property rights,” stated Congressman Russ Fulcher. “For Idahoans, water is a lifeline and local control has a long, proud tradition. I commend the Court’s recognition of the Sacketts’ constitutional rights and the significance of protecting Idaho’s ranchers, farmers, irrigators, and landowners from regulatory overreach.” Since 2021, Congressman Fulcher has urged the EPA to halt any implementation of an expanded definition of WOTUS until the Supreme Court ruled on Sackett v. EPA. In 2021, as the agency looked poised to expand the definition of “navigable waters,” Rep. Fulcher wrote that “rather than soliciting and genuinely listening to input from the general public, small businesses, the Agencies intend to proceed with a rulemaking that will once again confuse regulated parties and lead to the same misinterpretations of legal standards as the Obama Administration’s WOTUS rule.” In 2022, Rep. Fulcher warned that moving ahead with changes to WOTUS would constitute a “misuse of agency resources and taxpayer dollars” and “would only serve to leave the regulated community with prolonged uncertainty regarding regulations and enforcement.” In 2023, Rep. Fulcher voted for H.J. Res. 27, which would block the Biden Administration’s WOTUS rule. The bill passed the House of Representatives with a bipartisan vote of 227-198. Background: In 2007, the Sacketts set out to build a family home on two-thirds-of-an-acre lot. Not long after starting construction on their lot, the EPA ordered all work to stop, with the potential of massive fines because the Sackett property contains ‘navigable waters.” The property in question contains no stream, river, lake, or similar waterbody. However, the EPA contended that the proposed house required a Clean Water Act permit because Priest Lake is a navigable water, a non-navigable creek connects to Priest Lake, the non-navigable creek is connected to a man-made ditch, and the man-made ditch is connected to wetlands. The wetlands are separated from the Sackett lot by a thirty-foot wide paved road. On September 22nd, 2021, the petitioners filed a writ of certiorari. On January 24th, 2022, the Supreme Court granted a limited question in the case for consideration. The question presented by the petitioners is whether the Ninth Circuit set forth the proper test for determining whether wetlands are “waters of the United States” under the Clean Water Act. ###",1,2026-03-30T01:40:41Z,2026-04-07T23:55:44Z https://fulcher.house.gov/2023/05/24/id-2bcf9f84-a9b5-47ab-85ef-d7e8bbf73e7a/,Rep. With more than 90% of BLM’s 245 million acres located in the West, the rule would have an outsized effect on Western states and their residents. “The BLM’s proposed rule would undermine the livelihoods of Utah’s farmers, ranchers, recreation businesses, and more,” said Congressman Curtis. “In a state that has so much natural beauty to share, this rule attempts to lock up those precious lands that should be open and accessible to the public.” “In the West, we know locking up lands with preservationist designations does not automatically guarantee healthy landscapes. In fact, the opposite is often the case,” said Chairman Newhouse. “Farmers and ranchers are the best stewards of the land, not bureaucrats in Washington who seek to hamper our land managers’ ability to conserve the land they rely on for their livelihoods. The BLM has time and again shown their aim is to drastically reduce, or even eliminate, grazing on public lands, and this proposed rule is the latest iteration of this effort. I am proud to introduce legislation to rescind it.” “The Bureau of Land Management’s proposed rule ignores Congressional input as well as those of sportsmen and Tribes, whose access to certain federal lands could be restricted if the rule goes into effect,” Congressman Fulcher added. “BLM, under the Interior Department, should be prioritizing proper management of high-risk fire areas and leasing on federal lands so we can secure American energy independence. This rule only undermines these goals.” Background: BLM’s proposed rule subverts the Congressional “multiple-use” mandate – established by the Federal Land Policy and Management Act – that federal land and its resources must be utilized for various purposes to “best meet the needs of the people.” By enacting a restrictive framework for ‘conservation leases,’ the rule threatens access to federal lands for other critical purposes such as grazing, mining, outdoor recreation, and energy development projects while giving conservation lease holders the power to prevent access to public lands. With two-thirds of Idaho’s land designated as federally controlled areas, and much of the West similarly under federal control, this legislation will have an outsized impact on rural areas which have historically lacked access to reliable broadband connectivity. The legislation provides broadband infrastructure projects on federal lands a categorical exclusion from a second National Environmental Protection Act (NEPA) or National Historic Preservation Act (NHPA) review if that land has been previously disturbed and reviewed. The exemption can only apply to previously disturbed federal lands that have already gone through a NEPA or NHPA review process. “Expanded broadband has the ability to transform rural communities – like many in my state of Idaho – that lack access to critical services such as healthcare, jobs, and education,” Congressman Fulcher stated on the introduction of H.R. 3297. “Today, Idahoans can talk to their doctor, work remotely, or obtain a degree all without having to leave the communities they love. But that is only possible if we right-size the regulatory burden for broadband projects. My legislation is a common-sense way to help accomplish this goal.” “Many families and businesses across the country still lack access to broadband, which is a critical part of today’s economy,” added Energy and Commerce Chair Cathy McMorris Rodgers (R-WA). Energy and Commerce is leading to remove regulatory red tape, deploy broadband faster, get Americans across the country connected, and close the digital divide once and for all. This bipartisan, bicameral legislation would expedite and coordinate the process of collecting, declassifying, and making public records of Prisoners of War (POW) and Missing in Action (MIA) service members. Senators Shaheen and Crapo will introduce the companion legislation in the Senate. The Bring Our Heroes Home Act would provide for the creation of the Missing Armed Forces Personnel Records Collection within the National Archives and Records Administration (NARA), and require the expeditious transmission and public disclosure of Missing Armed Forces Personnel records to this newly created office. “For too long, families of service members taken prisoner or missing in action have been met with bureaucratic red tape when trying to access more information about their loved ones,” said Congressman Fulcher. “The Bring Our Heroes Home Act brings transparency to the process, allowing families to honor the legacy of our nation’s heroes. I am proud to join this bipartisan, bicameral legislation to address the POW-MIA issue.” “Loved ones of service members who are missing in action or unaccounted for have been forced to wait for far too long for the closure they deserve,” said Congressman Pappas. “In many cases, families wait years to decades long to learn any information about their loved ones due to the current failure to prioritize declassifying and making the necessary information public. This bipartisan, bicameral legislation will take necessary steps to expedite the process of identification and repatriation, providing information that could bring peace to these families in a timely manner and bringing our service members home once and for all.” “Service members who never made it home, whether prisoners of war or missing in action, are never forgotten by their loved ones and must never be forgotten by the nation they gave their freedom to defend. That’s why I’m proud to once again partner with lawmakers on both sides of the aisle and in both chambers of Congress to reintroduce this legislation that will help bring closure and peace of mind to their families,” said Senator Shaheen. “This legislation can help lessen the emotional burden by ensuring that records are properly collected, declassified when appropriate and made public. This is a commonsense step we can take to remember and honor those who made the ultimate sacrifice for the American people.” “America’s servicemembers, past and present, have shown extraordinary sacrifice and dedication to defending our freedom,” said Senator Crapo. “More than 81,500 Americans–including 361 Idahoans–remain unaccounted for from World War II, Korea, Vietnam, the Cold War, the Gulf Wars and other conflicts. We owe it to our nation’s heroes and their families to cut the bureaucratic red tape and continue the effort to identify and recover those who have yet to come home.” A great number of records relating to Missing Armed Forces Personnel have not been identified, located, or transferred to the National Archives following review and declassification, and there has been insufficient priority placed on identifying, locating, reviewing, or declassifying records relating to Missing Armed Forces Personnel. This legislation addresses that backlog and streamlines the process to allow for records to be made public in a timely manner, collected in a centralized location, and make it possible to finally bring our service members home once and for all. A companion bill has been introduced in the Senate by Senator Jim Risch (R-ID). “I am proud to introduce the ATF Transparency Act and thank my Idaho colleague Senator Risch for leading on this important bill, “ said Congressman Russ Fulcher. “The Biden Administration has created bureaucratic hurdles for law-abiding gun owners resulting in delays in the application process and no appeal process for errors as simple as clerical mistakes. Congress now has an opportunity to make the ATF application process accessible and efficient and provide recourse for law-abiding gun owners seeking to exercise their 2nd Amendment rights.” “Perhaps if President Biden’s ATF wasn’t wasting their time targeting law-abiding gun owners, they could process applications in a timely manner,” said Congressman Tiffany. “The ATF Transparency Act will ensure that ATF bureaucrats are processing firearm applications without delay and allow American gun owners a fair appeals process when wrongfully denied.” “Gun Owners of America is proud to endorse Sen. Risch’s legislation to eliminate ATF’s bureaucratic loopholes in the already unconstitutional National Firearms Act. ATF has deceived Congress and the American public with inaccurate NFA approval estimates for far too long. It shouldn’t take a bureaucrat any longer than 90 days to process paperwork, and ATF certainly shouldn’t be denying approval to make or transfer a firearm on day 88 just to skirt that deadline because they didn’t finish a background check on time,” said Aidan Johnston, Director of Federal Affairs, Gun Owners of America. The ATF Transparency Act: Speeds up the application process: This proposed legislation will require the Bureau of Alcohol, Tobacco, Firearms, & Explosives (ATF) to process applications within 90 days. If the ATF fails to process the application after 90 days, applications will be automatically approved. Creates appeal process to protect law-abiding gunowners: The proposed legislation requires the ATF to develop an appeal process to protect law-abiding Americans background checks from being wrongfully denied. If enacted, the bill will require the ATF to provide National Instant Criminal Background Check System (NICS) transaction numbers and pay attorney fees for successful appeals. Improves transparency and accountability in the process: The proposed legislation will require the Government Accountability Office and the Department of Justice Inspector General to report the number of National Firearm Act items involved in unresolved NICS background checks from 2014 to 2021 and outline recommendations to the ATF on how to minimize unresolved background checks. If enacted, the bill will require the Department of Justice Inspector General to report on the extent of Federal Bureau of Investigation (FBI) involvement in NICS background checks and require the ATF and FBI to develop a joint agreement on the NICS background check process. ###",1,2026-03-30T01:40:41Z,2026-04-07T23:30:02Z https://fulcher.house.gov/2023/03/24/id-3612745f-8538-43de-9946-39071d5a1f34/,Fulcher Discusses Privacy Concerns with TikTok CEO,2023-03-24,2023,2023-03,Republican,House,ID,Russ Fulcher,F000469,fulcher.house.gov,fulcher,https://fulcher.house.gov/category/press-releases/,scraper,,0,2026-03-30T01:40:41Z,2026-03-30T01:40:41Z https://fulcher.house.gov/2023/03/16/id-74092160-e9b8-425c-aa0a-be3d9c727d20/,"Fulcher, Risch, Gluesenkamp Perez Introduce Bill to Manage Forests, Reduce Wildfire Risk",2023-03-16,2023,2023-03,Republican,House,ID,Russ Fulcher,F000469,fulcher.house.gov,fulcher,https://fulcher.house.gov/category/press-releases/,scraper,"Contact: Daniel Tellez 202-225-6611 daniel.tellez@mail.house.gov WASHINGTON, D.C. — Congressman Russ Fulcher (R-Idaho), U.S. Senator Jim Risch (R-Idaho), and Congresswoman Marie Gluesenkamp Perez (D-Wash.) introduced the Treating Tribes and Counties as Good Neighbors Act to fully extend eligibility for the Good Neighbor Authority (GNA) program for federal forest restoration and management projects to Tribes and counties as well as increase opportunities for cross-boundary restoration. “I am proud to join Senator Risch and Representative Gluesenkamp Perez on reintroducing this vital piece of legislation in the 118th Congress. Because of this success, Congress extended GNA to Tribes and Counties in 2018, but unfortunately, they still have not been granted the ability to effectively execute projects,” said Risch. “The Treating Tribes and Counties as Good Neighbors Act will empower Tribes and counties to take a leading role in conservation and enable all GNA partners to better manage our forests and reduce the risk of catastrophic wildfires.” “Keeping the woods working for future generations is central to who we are as rural Americans,” said Gluesenkamp Perez. “This bipartisan bill builds on the success of the Good Neighbor Authority to allow Tribes and Counties to receive the full benefits of these agreements so we can continue to enjoy these resources for years to come.” The Treating Tribes and Counties as Good Neighbors Act has received support from Governor of Idaho Brad Little, National Association of Counties, Intertribal Timber Council, Idaho Forest Group, Boone and Crockett Club, Mule Deer Foundation, National Association of State Foresters, and National Congress of American Indians. “Good Neighbor Agreements strengthen the partnership with federal land management agencies and state, tribal and county governments. Standardizing the use of GNA resources will help counties support forest management projects and facilitate better land management decisions based on local impacts and needs. We applaud Senator Risch and Congressman Fulcher for introducing the Treating Tribes and Counties as Good Neighbors Act and urge Congress to swiftly pass this legislation,” said Matthew Chase, Executive Director of the National Association of Counties. “Wildfire, pests, and disease are landscape-wide forest threats that must be addressed at the landscape scale,” said Kacey KC, President of the National Association of State Foresters. “Improvements to Good Neighbor Authority will help state, local, tribal, and federal agencies work together—across boundaries—to tackle these threats with active forest management.” “The health of non-federally owned forests is essential to the health and productivity of national forests. Limiting management work that should be landscape-wide to within arbitrary property lines has very little mitigating effect on forest threats like wildfire, pests, and disease that don’t respect ownership boundaries,” said Jay Farrell, NASF executive director. “NASF applauds the efforts of Senator Risch (R-ID) and Representatives Fulcher (R-ID) to enhance cross-boundary, landscape-scale forest management at a time we need it most.” “As Congress considers the 2023 Farm Bill this year, NCAI strongly encourages bi-partisan support of The Treating Tribes and Counties as Good Neighbors Act. This bill would remedy previous oversight and ensure that Tribal Nations and counties are eligible to retain receipts for GNA projects. We are grateful to Senator Risch for introducing this bill, and seeking to help Tribal Nations perform critical watershed restoration and forest management projects that will aid the Forest Service in the promotion of healthy forests on national forest system lands,” said Larry Wright Jr., Executive Director, National Congress of American Indians. Background: The Good Neighbor Authority (GNA) program has allowed the U.S. Forest Service to partner with states on federal forest restoration and management projects to improve wildlife habitats, enhance watersheds, and reduce wildfire risks. In the 2018 Farm Bill, Congress amended GNA to make Tribes and Counties eligible to enter into Good Neighbor Agreements. However, Tribes and Counties were not afforded the same authority as states to retain GNA project receipts to reinvest in conservation, reducing a significant incentive to partner on forest management projects. Additionally, the 2018 Farm Bill removed the ability for restoration services to take place off of federal lands. This means adjacent state, tribal, county, and other land that is essential to the health and productivity of National Forests can no longer be restored as comprehensive landscapes. The Treating Tribes and Counties as Good Neighbors Act provides Tribes and Counties with the ability to reinvest receipts in authorized restoration and enables all GNA partners to perform restoration not just on federal lands, but also on lands approved under the project’s Good Neighbor Agreement. The Good Neighbor Authority program is expected to be reauthorized in the upcoming 2023 Farm Bill. ###",1,2026-03-30T01:40:41Z,2026-04-07T23:30:02Z https://fulcher.house.gov/2023/03/15/id-0e2d1a1f-44d9-409e-8745-902ed9d72068/,Idaho Congressional Delegation Introduce Wildfire Fighting Fix,2023-03-15,2023,2023-03,Republican,House,ID,Russ Fulcher,F000469,fulcher.house.gov,fulcher,https://fulcher.house.gov/category/press-releases/,scraper,"Contact: Daniel Tellez 202-225-6611 daniel.tellez@mail.house.gov WASHINGTON, D.C. — U.S. Senators Mike Crapo and Jim Risch and Congressmen Mike Simpson and Russ Fulcher with Senator Cynthia Lummis (R-Wyo.) and Congressman Doug LaMalfa (R-Calif.) yesterday cosponsored the Forest Protection and Wildland Firefighter Safety Act of 2023. The legislation was introduced in both chambers of Congress and would create a Clean Water Act exemption for federal, state, local, and tribal firefighting agencies to use fire retardant to fight wildfires. Currently, the Forest Service and other agencies are operating under the assumption that a National Pollutant Discharge Elimination System (NPDES) permit is not required for the use of fire retardant due to existing regulations and prior communications from the EPA that indicated a permit is not required. Unfortunately, despite fire retardant’s long use as a safe, legal, and critical tool for suppressing wildfires, its use is under threat for the current and future fire seasons due to pending litigation. This bill would ensure it is available for protecting firefighters, families, and infrastructure in forested communities. “Years of neglect and mismanagement by the federal government has resulted in more frequent and destructive wildfires. We must maximize the tools at our disposal—including fire retardant—in order to better fight the fires that threaten our local communities, economies, environment, and health,” said Congressman Fulcher. “Wildfires can raze entire communities, destroying livelihoods, displacing families and taking lives,” said Senator Crapo. “Instead of piling on more bureaucratic red tape, we should empower federal and local authorities to take action whenever wildfires threaten life and property. These fires must be taken seriously and not used as a political cudgel by environmental activists.” “Fire retardant is an irreplaceable tool to fight wildfires, and it is critical this resource is available to federal, state, local, and tribal firefighting agencies,” said Senator Risch. “We must pass the Forest Protection and Wildland Firefighter Safety Act of 2023 to ensure we are equipped to protect homes, businesses, and most importantly, people, this fire season.” “Fire retardant is a vital and effective measure and we must ensure it remains available for this 2023 fire season and beyond. As Chairman of the Interior and Environment Appropriations Subcommittee, I look forward to continuing to work to ensure that our public lands agencies have the tools they need to respond to wildfires,” said Congressman Simpson. ###",1,2026-03-30T01:40:41Z,2026-04-07T23:30:02Z https://fulcher.house.gov/2023/02/08/id-ece03088-1e81-4a2c-8574-21baf15135d2/,Fulcher and Pappas Introduce the Internet Application I.D. The legislation requires operators of internet websites and mobile applications that are partially or wholly owned by the Chinese Communist Party to disclose this information to consumers who use their product. This disclosure is meant to increase transparency and allow Americans to protect their online activities. The bill is a response to growing concerns about the potential security risks posed by websites and mobile applications owned or influenced by the CCP. Congressman Fulcher commented on the introduction of the Internet Application I.D. Act: “The Chinese Communist Party and the Chinese government have a track record of using websites and applications to collect data on U.S. businesses, government, and individual Americans. Consumers unwittingly download applications onto their work and personal devices – not knowing the CCP and China’s government are collecting their data. This bipartisan bill provides Americans with an additional tool to protect their private information. I am thankful for Congressman Pappas’ leadership when it comes to providing Americans with greater data transparency tools.” “Digital transparency helps American people remain vigilant in the protection of their data and the privacy of their information,” said Congressman Chris Pappas. “This bipartisan bill to require websites and apps owned by the Chinese Communist Party to disclose their ownership will ensure users have the information they need to make an informed decision when downloading or purchasing digital products. Protecting the data of the American people is a bipartisan goal, and I am glad to partner with Congressman Fulcher in this effort to do so.” The Internet Application I.D. Act was introduced this week in the House Energy and Commerce Subcommittee on Innovation, Data, and Commerce. Click here to watch Congressman Fulcher’s remarks on the introduction of H.R. 784. When he spoke of creating jobs and a growing economy this past year, American families remembered their paychecks shrinking due to record-high inflation. Disposable income fell by $1 trillion in 2022, which constitutes the second largest drop in real disposable income ever after the Great Depression. When President Biden touted his electric vehicle investments as a critical tool to fight climate change, he failed to mention that just last week his administration banned a mine in a resource-abundant area of Minnesota that would help meet our demand for critical minerals. Instead – our country must rely on governments with poor environmental practices and human rights records to supply us with the resources to build the batteries for the same EVs that the president is touting. And when President Biden claimed that our border was secure, he ignored the fact that December 2022 was the worst month for monthly crossings in Customs and Border Patrol history. House Republicans are offering the American people real alternatives to the false reality that President Biden presented to us tonight. Our Commitment to America agenda will create an economy that’s strong, a nation that’s safe, a future that’s built on freedom, and a government that’s accountable. I joined my colleagues in raising these concerns and held many discussions with prospective leaders on the concentration of power by past speakers – especially under Speaker Pelosi – at the expense of legislative input from individual members. These tactics have turned the House into an institution where only the speaker’s preferred policies make it to the floor, and where the expertise of individual members is sacrificed at the benefit of leadership and their allies. After much debate and negotiating, conservatives were successful in securing real concessions that would give members tools to hold leadership accountable, open up the legislative process, and would add rules that restore fiscal sanity to our federal budget process. You can read these proposed rules here. As conservative members of the House, we were correct in demanding more from Republican leadership: more transparency, more member input, and more oversight of our federal government. But now that key conservative concerns have been addressed, it is time to govern. Today, I am joining more than 200 of my colleagues – from Jim Jordan to Steve Scalise, Jim Banks to Thomas Massie – in supporting Kevin McCarthy for Speaker knowing that we have the tools to hold Republican leaders accountable to their word, and a detailed plan to enact the conservative policies that delivered us the majority in the House of Representatives.” ###",1,2026-03-30T01:40:41Z,2026-04-07T23:08:17Z
