In just three years President Biden’s administration has pushed America’s fiscal standing from bad to worse through partisan bills and executive actions.

Due to White House policies, supported by Democrats in Congress, we are now looking at record debt, deficits and interest payments.

President Biden has driven us to the budgetary brink. And while the fiscal state of our union is dire, it is not unfixable. But we need to get to work.

As chairman of the House Budget Committee’s Oversight Task Force, I am determined to bring transparency to the American people and begin to reverse the curse of our massive spending problem.

It starts with better oversight.

One of the first places to look are some of the costly legislative measures crafted by congressional Democrats and signed into law by President Biden. Better oversight will ask: Is this money being spent wisely?

When the $1.9 trillion partisan American Rescue Plan passed early in 2021, there was still over $1 trillion remaining in unspent COVID-19 funds that were previously passed on a bipartisan basis.

The Infrastructure Investment and Jobs Act increased spending over the ten-year budget window by $1.1 trillion, according to the Congressional Budget Office’s (CBO) baseline released after the bill was enacted. How is all this money being spent?

The Inflation Reduction Act supercharged the Internal Revenue Service by $80 billion and expanded Green New Deal policies at agencies such as the Environmental Protection Agency (EPA) by billions of dollars. The legislation contributed to the EPA’s ten-year outlays growing by 163.9 percent since President Biden took office, according to the non-partisan CBO.

Simply put, in just a few years, legislation signed by President Biden has increased spending by $6 trillion with little oversight, accountability, or transparency.

Executive actions also should not be overlooked.

For instance, in August 2021, the Department of Agriculture (USDA) unilaterally increased Supplemental Nutrition Assistance Program (SNAP) benefits by 23 percent, costing up to $300 billion over ten years, according to CBO. The Government Accountability Office reported that by doing so, USDA lacked any clear peer-review process and violated the Congressional Review Act.

Just to put this in more perspective, CBO’s February 2021 baseline projected ten-year spending for SNAP at $766 billion; the most recent CBO baseline from May 2023 projects SNAP will spend over $1.2 trillion over the next decade.

These initiatives have undeniable consequences and major fiscal implications.

Since President Biden took office, government-wide projected ten-year outlays have increased from $61.2 trillion to over $80 trillion or by 30.8 percent, marking a 10 percent jump in outlays as a percentage of GDP.

Debt has increased by $6 trillion or 21.6 percent since January 2021 and projected ten-year deficits are up by $8 trillion or 65.6 percent. 2023’s deficit was initially projected to be $963 billion when President Biden took office. After the enactment of his policies this figure ended up at $2 trillion after adjusting for the student loan executive action.

As a result of this massive run-up in debt and deficits, combined with the recent surge in interest rates, the cost to finance the debt has increased by $6 trillion, or by 131.9 percent over the next decade.

Some will argue that America has a revenue problem. This is an utterly false assumption. Since the Tax Cuts and Jobs Act of 2017 has been on the books, the country’s revenues are up by almost 34 percent. Moreover, federal revenues are higher than what was initially projected before President Biden took office, according to CBO.

It is very clear, America has a spending problem, and the current administration has only made this problem worse.

Washington must be more responsible with taxpayers’ hard-earned money. It begins with acknowledging the magnitude of our spending problem and providing the American people with the perspective and transparency they are entitled to. More aggressive oversight, like that which we plan to do at the House Budget Committee, is the first step to do just that.

The Choice in Automobile Retail Sales (CARS) Act

The Choice in Automobile Retail Sales (CARS) Act would stop this executive overreach by preventing the implementation of regulations that seek to limit consumer choice, instead allowing consumers to choose the vehicle that best meets their needs. The legislation would:

Prohibit the EPA from finalizing, implementing, or enforcing its proposed rule titled “Multi-Pollutant Emissions Standards for Model Year 2027 and Later Light-Duty and Medium-Duty Vehicles”

Prohibit the use of authority under the Clean Air Act to issue regulations that mandate the use of any specific technology or that would limit the availability of new motor vehicles based on that vehicle’s engine type

Require the EPA to update any regulations that result in the limited availability of new vehicles based upon that vehicle’s engine within two years

End the EPA’s radical agenda, which is driving up costs for people and handing the keys of America’s auto industry to China

Congressman Walberg recently penned an op-ed with Heather Reams on why Biden's electric vehicle strategy is not the silver bullet to reduce emissions.

Background

In April 2023, the Environmental Protection Agency (EPA) announced a proposed rule titled “Multi-Pollutant Emissions Standards for Model Year 2027 and Later Light-Duty and Medium-Duty Vehicles.” This rule would set stringent emissions standards for criteria pollutants and greenhouse gasses for these vehicles, and the EPA has projected that due to these aggressive standards, over two-thirds of all new vehicles will be electric by 2032.

This proposal has raised serious concerns regarding the accessibility of affordable vehicles for the average American consumer. According to recent research from CRES Forum, the average EV owner’s household income is over $100,000, which only equates to about 31% of U.S. households, making electric vehicles an unrealistic option for the majority of American families. Supply chain shortages have also caused the prices of EVs to continue to rise, making electric vehicles further out of reach for consumers.

Investing in and modernizing the Soo Locks is a matter of great economic and national security for our country.

Located on the St. Marys River in Sault Ste. Marie, Michigan, the Soo Locks have been recognized as vitally important since World War II, since they connect Lake Superior to the other four Great Lakes and waters beyond. However, only two of the four locks at the Soo are operational, and 88% of the commercial traffic is limited by size to a single lock.

Due to decades of a lack of modernization and investment, the Soo Locks are in drastic need of revitalization and expansion. It’s up to Congress to continue to advance investment in this critical infrastructure, which serves as the linchpin of economic and national security for not only the Midwestern region but the rest of the country.

The Soo Locks allow commercial, recreational, and military vessels to traverse the 21-foot drop from Lake Superior to the lower Great Lakes and are a critical node in the Great Lakes Navigation System. For producers of American appliances, automobiles, construction, and farm and mining equipment, the Soo Locks are vital for their livelihoods. Nearly 95% of the country’s iron ore pellets, essential for the steel industry, travel through the Locks.

Without this mode of transportation, the supply chain for American steel production and manufacturing would suffer greatly. The dedicated men and women there ensure that vessels passing through the Soo Locks can haul an estimated 75 million tons of cargo annually for industries that contribute more than $1 trillion to America’s economy. This, combined with the 123,000 jobs and $22.6 billion in economic activity generated, serves as evidence that preserving these Locks will, in turn, preserve our nation’s security and global competitiveness.

However, the construction of a third, larger lock is necessary to avoid any disruptions of shipping traffic through the Great Lakes. Construction of a new lock commenced in 2020 and is set to be completed by 2030, but many challenges have slowed progress. Spurred by inflation, a nationwide labor shortage, and inaccurate early cost estimates, the price tag for the project has tripled since construction began.

To make matters worse, the Biden administration did not include sufficient funding in its fiscal 2024 budget request to Congress, which could result in another cost increase and delay the completion timeline by a year or more. The administration must recognize the importance of the Soo Locks and support congressional efforts to ensure the new lock at the Soo is completed on a reasonable timeline and in an efficient manner.

The strategic importance of the Soo Locks to the North American economy cannot be overstated. As members of the Congressional Western Caucus, we are dedicated to supporting water infrastructure and America’s rural communities, and we will continue to push the modernization and expansion of the Soo Locks system.

Congress must act to permanently extend pandemic telehealth flexibilities, help providers and patients get the tools they need to utilize telemedicine, and continue to reduce government-imposed barriers.

I also want to highlight the importance of the 340B drug pricing program, which provides discounted pharmaceutical products to providers that care for a disproportionate share of uninsured and at-risk patients.

In my district alone, we have twenty 340B hospitals helping care for our most vulnerable patient populations and ensuring our rural and remote communities receive the best possible care available.

The 340B program has been a critical component of healthcare for so many Michiganders since its inception, and I hope to continue working with my colleagues to ensure its lasting success, especially as the program faces new challenges that threatens its integrity.

I know our rural and remote providers will continue to do everything in their power to provide top-of-the-line care to their patients.

Dear Majority Leader Schumer, Minority Leader McConnell, Chair Murray, and Vice Chair Collins:

We write today to urge you to include robust funding for child care in any supplemental funding package considered by the Appropriations Committee. Child care is unaffordable and hard to find for working families, and child care providers across the country are struggling to stay afloat. We are extremely concerned that this crisis will continue to worsen following the expiration of the Child Care Stabilization Grants provided under the American Rescue Plan Act (ARPA), vital funding that sustained an estimated 220,000 child care providers, saved an estimated 9.6 million child care slots, and maintained more than 1 million child care jobs. President Biden acknowledged this urgent issue by requesting significant funding for child care in his domestic supplemental appropriations request to Congress.

During the height of the COVID-19 pandemic, Congress took important steps to protect the child care industry from collapse by delivering historic funding in the economic relief packages passed. The Coronavirus Aid, Relief, and Economic Security (CARES) Act provided the Child Care and Development Block Grant (CCDBG) with $3.5 billion, the Coronavirus Response and Relief Supplemental Appropriations Act provided $10 billion in dedicated relief, and ARPA provided $15 billion for CCDBG and $24 billion for the stabilization grants. On September 30, 2023, the majority of this vital funding expired.

Prior to the pandemic, the child care system was already in a crisis. In 2018, over 50 percent of counties in the United States were considered a child care desert – an area in which the demand for child care is far more than the supply. The broken child care market has resulted in an impossible tension between families, workers, and providers: child care providers cannot afford to run their businesses or pay adequate wages to their staff using revenue from parents alone, while child care costs are unaffordable and unsustainable for working families. For years, the situation has been far worse for families with low incomes, families of color, and families seeking infant and toddler care, care for children with disabilities, and care during non-traditional hours.

The child care workforce has been one of the slowest sectors to recover from the pandemic, and wages for this critical workforce remain unacceptably low, further fueling the shortage of available child care options for families. As of September 2023, the child care industry was missing more than 38,400 workers compared to pre-pandemic levels, and at the rate that child care jobs have been regained in 2023 so far, it could take almost 12 months—until September 2024—for the child care sector to recover pandemic-related job losses. This threatens America’s economic stability and competitiveness. It is estimated that the lack of child care costs our economy $122 billion in lost earnings, productivity, and revenue annually.

Families and child care providers are feeling increasingly squeezed following the expiration of COVID-19 relief funding for child care, as child care providers scramble to fill the gap in resources previously filled by federal funds. Data from the Bureau of Labor Statistics show that child care prices increased 1.7% in September 2023, while the Consumer Price Index for all items rose by only 0.2% over the same period. Child care providers in communities across the country are at risk of closure. Already, local news outlets are sharing stories about communities losing child care providers as 43 in Kansas and seven programs serving 300 children in North Carolina have closed following the loss of pandemic-era funding and supports.

Due to your continued support, the fiscal year (FY) 2023 appropriations process yielded a total of $8 billion for CCDBG, which represented a 30 percent increase from FY 2022 funding. We also appreciate that you were able to provide a $700 million increase for CCDBG in the Senate’s proposed FY 2024 spending bill. However, we understand that you are limited on discretionary spending with the passage of the Fiscal Responsibility Act in June. So, it is essential that as supplemental funding to meet emergency needs is considered, Congress take action to address the child care crisis. We have an urgent need to further stabilize an industry that has been long underfunded, and Congress must provide robust funding for this sector through a supplemental package.

The child care stabilization relief funds provided a much-needed lifeline to the child care industry, but it is crucial that, at minimum, we sustain that level of investment to ensure the industry’s survival and prevent a new emergency. Access to high-speed and affordable broadband is vital to participating in our 21st-century economy. Established in the Bipartisan Infrastructure Law, the ACP currently provides broadband subsidies to more than 21 million households throughout the country. Censuring Representative Rashida Tlaib for promoting false narratives regarding the October 7, 2023, Hamas attack on Israel and for calling for the destruction of the state of Israel.

Whereas Israel has existed on its lands for millennia and the United States played a critical role in returning Israel to those lands in 1948 immediately following the Holocaust in recognition of its right to exist and as an indelible signal of our solidarity with the Jewish people;

Whereas Israel is a critical ally to the American people and to our strategic national security interests in the Middle East;

Whereas the people of Israel—including American citizens—were brutally attacked on October 7, 2023, by Hamas;

Whereas Representative Rashida Tlaib, within 24 hours of the October 7 barbaric attack on Jewish citizens of the State of Israel, representing the deadliest day for Jews since the Holocaust, defended the brutal rapes, murders, be-headings, and kidnapping—including of Americans—by Hamas as justified “resistance” to the “apartheid state”;

Whereas Representative Tlaib’s October 8 statement claimed that Hamas’ October 7 attack on the Jewish people was partly attributable to United States security aid provided to Israel, which ignores the fact that the Iron Dome, a co-developed air defense system, saved lives that day by intercepting rockets launched from the Gaza Strip against Israeli civilian targets;

Whereas, on October 18, 2023, Representative Tlaib continued to knowingly spread the false narrative that Israel intentionally bombed the Al-Ahli Arab Hospital on October 17 after United States intelligence, Israeli intelligence, and President Biden assessed with high confidence that Israel did not cause the explosion;

Unaccompanied migrant children face unique obstacles as they navigate the complex U.S. immigration system. After they are placed into removal proceedings, many unaccompanied children appear alone before a judge in immigration court. Children’s cases are legally complex and often take longer than adult cases to hear. As a result, there are more than 62,000 pending unaccompanied children’s cases in the United States.

The bipartisan, bicameral Immigration Court Efficiency and Children’s Court Act is a common sense proposal to strengthen due process for vulnerable children and combat the immigration court backlog. The legislation would establish a Children’s Court within the Executive Office for Immigration Review (EOIR) focused on the adjudication of unaccompanied children’s removal proceedings.

The newly established Children’s Court would require:

Specially Trained Personnel: Children’s Immigration Court judges would receive special training on child trafficking, developmental and trauma-informed practice, and docket management tools.

Child Participation Protocols: The Children’s Court would ensure that children can easily attend court, actively engage in the process, and fully understand their rights to help overcome typical challenges in children’s proceedings. The bill would require that the Court utilize child-appropriate procedures to help ensure that children comprehend the proceedings, are treated appropriately for their developmental stage, and have sufficient time to secure counsel.

Coordination with Legal Services Organizations: Legal services organizations would coordinate with the Court to help children access legal screening and immigration proceedings at the same time and place to ensure that children obtain counsel faster and more efficiently. This approach reduces unnecessary time in court and can prevent procedural delays.

The letter also highlights OMB’s unwillingness thus far to comply with Congress and provide requested accounting on the Ukraine War thus far, including requests from Senator J.D. The proposed site of the battery factory is just over 100 miles away from Camp Grayling, where the Michigan National Guard has hosted training for Taiwanese military leaders. Gotion has also announced its plans to send 20-50 Chinese nationals to the site of the factory. On September 4, the Wall Street Journal reported that the federal government is aware of 100 incidents where CCP nationals tried to enter military bases, sometimes posing as tourists. In a memo written at the behest of left-wing activists you cited “a disturbing spike in harassment, intimidation, and threats of violence,” and said that “[w]hile spirited debate about policy matters is protected under our Constitution, that protection does not extend to threats of violence or efforts to intimidate individuals based on their views.”[1] You then directed the FBI to work with state, local, and tribal law enforcement to address those perceived “threats.”

As members of the U.S. House of Representatives, we are writing to you to express our outright condemnation of the recent terrorist attacks in Israel by Hamas and its terrorist partners, and to strongly encourage the government of Egypt to engage constructively with the United States, Israel, and relevant international stakeholders to, establish and maintain safe zones in southern Gaza, with humanitarian access corridors, for civilians seeking refuge from the fighting in the north of the Strip.

Israel has the well-established right and responsibility to respond to these vicious attacks. We unequivocally support Israel as it defends itself and takes necessary measures in support of its national security and rescue the nearly 200 hostages currently being held in Gaza. As in previous conflicts, we also note that Israel’s military operations inside Gaza are designed to avoid civilian casualties. Israel has repeatedly warned innocent Gazans to leave Hamas locations and targets in the northern part of the Strip and have established an intelligence-driven process to target terrorist activity, limit civilian casualties, establish corridors for safe passage, and adhere to the laws of armed conflict.

In contrast, Hamas wantonly disregards international humanitarian law and the rules of war, including intentionally targeting civilians, taking hostages, using human shields, and embedding their fighters in civilian communities with utter disregard for their welfare. As the controlling authority in the Gaza Strip, Hamas locates its infrastructure and command centers within civilian homes, schools, and hospitals. Hamas routinely launches rockets and mortars from residential neighborhoods. Hamas and other organizations such as the Palestinian Islamic Jihad have done everything in their power to maximize the danger and suffering of the civilians over which they have governing responsibility, publicly threatening residents and preventing them from evacuating areas from which Hamas is operating. These heinous actions are intentional, irrefutable, and inexcusable. They are also clear violations of the laws of armed conflict.

We are also deeply concerned for innocent civilian lives Hamas is intentionally putting in harm’s way, and the rapidly growing humanitarian crisis in Gaza driven by Hamas’s brutality. Although Israel has repeatedly warned innocent Gazans to leave Hamas locations and targets, Hamas is actively working to prevent the evacuation of innocent Palestinians in order to utilize them as human shields. In fact, Hamas has even taken active steps to prevent foreign nationals from evacuating through the Rafah Border Crossing, the only remaining way out of Gaza.

Iran’s “need” is Israel’s destruction. To prevent Iran from accessing tens of billions of dollars to further subsidize this terrorism, we are requesting that you take immediate action, including but not limited to:

Freezing the $6 billion provided in exchange for hostages, as well as the $10 billion in released funds based in Iraq, and withhold all waivers, general licenses and specific licenses for the use of use of such funds.6 In September, the State Department said, “we have the ability to freeze [the released funds] again if we need to.” The events of this weekend demonstrate such a necessity.

Almost 50 years to the day of the start of the Yom Kippur War, Hamas terrorists crossed the border and began slaughtering Israelis and abducting hostages in towns in southern Israel. To date, thousands of lives—including 9 Americans—have been lost due to Hamas’ indiscriminate and brutal assault since Saturday. Hamas’ heinous actions also include taking over 150 Israeli hostages, which our offices have received reports that Americans are among those taken hostage in Gaza, including New Yorkers. It has been devastating to see the horrific accounts of those around the country taking shelter from the thousands of rockets launched from Gaza. This past weekend was meant to be one of happiness and celebration for the Jewish community. While we appreciate the steps the Biden administration is taking to provide additional security assistance to Israel, we urge the State Department to use all resources at its disposal to help those Americans that remain in Israel return to the United States.
