Housing

It’s no secret that owning a home — a core part of the American dream — is moving out of reach for many Americans. Americans without a strong credit history face an additional barrier in the form of sky-high interest rates, and one of the most common large payments they make — rent— is often not factored into their credit history.

The LCC endorsed the Access to Homeownership Act, commonsense legislation that would allow renters to improve their credit score when they pay rent on time. It would factor on-time rent payments into a person’s credit history, helping them eventually get lower interest rates when they look to take out a loan to buy a home. Interest rates can drastically change the cost of a home; lower interest rates could save Americans buying a home up to tens thousands of dollars over the course of their mortgage.

Groceries

President Trump’s tariffs caused grocery prices to skyrocket this year. The LCC endorsed the No Tariff on Groceries Act to require that the President ask Congress permission to put Administration-proposed tariffs on food and to stipulate that tariffs cannot go into place without a subsequent act of Congress to approve them.

Child Care

American families are suffocating under the crushing costs of childcare. Congresswoman Scholten introduced LCC-endorsed legislation to slash those costs by two-thirds. Under her Tri-Share Child Care Act, the cost of child care would be shared between the caregiver, their employer, and the state and federal governments.

The Tri-Share Child Care Pilot Act of 2025 would allocate $250 million a year for three years to create a pilot Tri-Share program beginning the year after enactment of the legislation. Parents will be eligible if they:

Are employed by an employer participating in the program, with states responsible for coordinating and soliciting employer enrollment.

Make under 500% of the federal poverty level.

Have a child who is under the age of mandatory schooling.

Baby Products

According to a Joint Economic Committee report, the cost of five common items bought for new babies increased by 24 percent, or $98, in the period between April 1st – just before Trump announced major tariffs on nearly every country – and June 9th. The Committee estimated that new parents across the U.S. may have been forced to spend an additional $875 million in total on key baby goods in 2025. Michigan families alone may have been forced to spend an additional $24.6 million.

The Lowering Costs Caucus has endorsed legislation to get these costs back down for families.

The Baby Food Tax Relief Act would exempt essential baby feeding products, including formula, highchairs, and baby bottles from reckless tariff policies.

The Baby Safety Tax Relief Act would specifically exempt baby strollers, carriers, and car seats from tariffs.

This legislation would eliminate the extra costs on families caused by tariffs.

Health Care

An unexpected diagnosis or medical bill can be life changing.

The LCC-endorsed Health Care Affordability Act would make popular tax credits for people who get their health care through the Affordable Care Act more generous and available to more Americans. The Health Care Affordability Act was signed into law as a part of the American Rescue Plan and extended in the Inflation Reduction Act.

Prescription drugs and medical devices can also cost Americans thousands or more each year.

The LCC endorsed the bipartisan Fair Price Device Act to make it cheaper for generic versions of drug devices — things like epipens and insulin pumps — to get to market. Ultimately, that means lower prices for the people who rely on these lifesaving devices.

The LCC also endorsed the Making Insulin Affordable for All Children Act, which would ensure that insulin costs no more than $35 a month for anyone under the age of 26 covered by private insurance or Medicaid. For many, insulin is a substantial expense; this legislation would allow diabetes patients to put money currently being spent on insulin elsewhere.

Children and Families

The LCC-endorsed FAMILY Act would guarantee 12 weeks of paid leave for workers dealing with health conditions, including pregnancy and childbirth. It would also offer this leave to Americans who need to take time off work to care for a family member or welcome an adopted child home. It would help ensure that no American is forced to make the devastating choice between earning a paycheck to stay afloat and taking care of their health or their loved ones.

The LCC-endorsed American Family Act would permanently expand the Child Tax Credit. The Child Tax Credit was implemented as part of the American Rescue Plan; it cut child poverty by 30%, keeping 3.7 million kids out of poverty by making more parents eligible for the credit and helping them pay their bills every month.

Tax Reform That Works For All Americans

The LCC-endorsed American Affordability Act is tax legislation that offers a real plan to lower costs and expand economic security for working families.

Specifically, the bill:

The Aviation Supply Chain Safety and Security Digitization Act of 2025 is a commonsense bill that builds on the work of the Aerospace Supply Chain Resiliency Task Force. The Task Force’s report to Congress underscored a concerning rise in counterfeit or improperly documented aerospace parts in the supply chain. Because FAA documentation proving the airworthiness of these parts is not digitized, authorized release certificates are easy to forge, allowing bad actors to slip fraudulent parts into the supply chain. In the letter, the two Congresswomen requested that ICE provide preliminary findings of the investigation, specifically addressing:

The adequacy of medical screening, care, and supervision provided to Mr. Gantchev.

Whether ICE and facility staff followed all required procedures upon discovering Mr. Gantchev was unresponsive.

Complaints lodged by Mr. Gantchev or others regarding his treatment, and actions taken in response.

Current conditions and policies in operation at the North Lake facility, and a full report on staffing, the quality and availability of medical care, and previous internal investigations into detainees’ complaints.

Reps. Stevens and Scholten emphasized that while the U.S. must maintain secure borders, it is equally essential that federal agencies uphold their statutory and policy obligations to ensure the safety and humane treatment of individuals in custody. Limiting protections over rivers, streams, and wetlands will increase the possibility of pollution exposure for families. In addition to making our families sicker, the proposal would boost the threat of flooding, further risking lives and damage to communities. The proposal further weakens states’ ability to protect locally important waterbodies or shared drinking water sources from their upstream neighbors who might have competing priorities for the same resources. This rulemaking will have significant impacts on Americans’ everyday lives–from their water bills to their summer vacations–and it is incumbent on the Agencies to provide sufficient time and opportunity for the public to delineate these impacts. We urge an extension of the comment period to 90 days to allow for robust public input.”

We write to express our deep concerns about the Environmental Protection Agency (EPA) and the United States Army Corps of Engineers’ (USACE) recently proposed rule defining “Waters of the United States” (WOTUS) under the Clean Water Act (CWA). While we recognize that the Supreme Court of the United States significantly eroded CWA protections in its 2023 decision in Sackett v. Environmental Protection Agency, this proposal uses the guise of Sackett to further restrict which water bodies are safeguarded from pollution and destruction under the CWA, while failing to provide for “clean water” or a “clear rule”, as the Agencies have suggested. Our economy and families cannot afford heightened attacks on our most precious natural resource: water.

The EPA and USACE have provided only 45 days for public comment on the proposal. Given the severity of its impact, we request that the comment period for the proposed rule be extended for a period of at least 90 days. This revision of WOTUS would exacerbate the harms of the Sackett decision–which already removed federal protections over millions of acres of wetlands–by excluding unknown, further expanses of wetlands that do not meet the agencies’ new and confusing wetness test. The proposal creates new, vague language that will exclude unquantified numbers of streams, including streams that are influenced by rainfall or snowmelt, as well as invites further limits on federal protections beyond those covered by Sackett—potentially excluding more rivers, streams, and wetlands essential to protect local waterbodies than at any time since the 1972 enactment of the CWA.

While the Agencies admit that they do not know the expanse of waters and wetlands that will lose federal protection under this proposal, including waterbodies already designated as impaired (polluted) by states, preliminary estimates suggest that this proposed rule will roll back federal protections from approximately tens of millions of acres of wetlands and millions of stream miles, including streams which provide nearly 55 percent of the water moving through our nation’s river basins and many used in drinking water supplies. The new WOTUS definition in this rule is significant: the sheer scope of the proposed rule merits an extended public comment period to ensure that communities can appropriately provide insight on how it will impact their access to clean, safe, and reliable water.

If finalized, this rule will threaten Americans’ public health and stifle economic prosperity. Limiting protections over rivers, streams, and wetlands will increase the possibility of pollution exposure for families. In addition to making our families sicker, the proposal would boost the threat of flooding, further risking lives and damage to communities. The proposal further weakens states’ ability to protect locally important waterbodies or shared drinking water sources from their upstream neighbors who might have competing priorities for the same resources.

Despite these impacts, the proposed rule does not account for how increased water pollution will undercut local economies and increase prices for Americans. America’s tourism and outdoor recreation sectors rely on clean water and pristine environments to support local jobs and bolster main streets throughout the nation. Unmitigated pollution in our waterways will increase clean-up costs for local water treatment facilities, which will ultimately be passed down to ratepayers, many of whom are already struggling to pay their utility bills. The EPA and USACE’s proposed rule will have far-reaching implications on our nation’s public health, economy, and environment. We believe this proposal is contrary to the goals and objectives of the Clean Water Act and uses the pretext of Sackett to reward polluters at the expense of a safe, reliable, and affordable clean water for everyday American families.

This rulemaking will have significant impacts on Americans’ everyday lives–from their water bills to their summer vacations–and it is incumbent on the Agencies to provide sufficient time and opportunity for the public to delineate these impacts. We urge an extension of the comment period to 90 days to allow for robust public input. Thank you for your time and attention to this pressing matter.

In the letter, the two Congresswomen requested that ICE provide preliminary findings of the investigation, specifically addressing:

The adequacy of medical screening, care, and supervision provided to Mr. Gantchev.

Whether ICE and facility staff followed all required procedures upon discovering Mr. Gantchev was unresponsive.

Complaints lodged by Mr. Gantchev or others regarding his treatment, and actions taken in response.

Current conditions and policies in operation at the North Lake facility, and a full report on staffing, the quality and availability of medical care, and previous internal investigations into detainees’ complaints.

Reps. Stevens and Scholten emphasized that while the U.S. must maintain secure borders, it is equally essential that federal agencies uphold their statutory and policy obligations to ensure the safety and humane treatment of individuals in custody. This leads to a lack of the routine congressional oversight that’s needed to address failures in the programs.

Specifically, the ARCA Act would create a process at the VA for procurement and contracting under a newly established Office of Acquisition that would:

Oversee all major acquisition, contracting, and logistics at the VA;

Streamline procurement and contracting processes; and

Enhance accountability through independent evaluations and reporting.

Barrett’s legislation is the House companion to the Acquisition Reform and Cost Assessment (ARCA) Act (S. 1591) introduced by Senator Jerry Moran (R-KS). S. 1591 passed the Senate unanimously.

BACKGROUND

Barrett introduced the Military Helicopter Training Safety Act (H.R. 1898) in March following the January crash between an American Airlines passenger jet and a military helicopter in Washington, D.C. that claimed 67 lives. The military helicopter was not equipped with a traffic alert and collision avoidance system (TCAS), technology that can communicate with systems in other aircraft and direct pilots to avoid colliding.

The bill was incorporated into the NDAA for Fiscal Year 2026 (S. 1071), the annual military policy bill that President Trump signed this evening. Barrett’s provision within the NDAA will require the Department of Defense to report on the feasibility of adding TCAS and other technology in military helicopters to help prevent future crashes. Over the weekend, the world watched in horror as Jews celebrating the start of Hanukkah were murdered on the shores of Sydney, Australia.

It’s dizzying, it’s unfathomable, and devastatingly, it’s become more common in our world today. It doesn’t matter whether it’s in Australia, the United States, or Israel: the killing of Jewish people for practicing their faith is unconscionable, and it must stop.

Today, we mourn the 15 lives lost at Bondi Beach. We grieve with their families and their loved ones, and we share the pain felt by the entire Jewish community around the world. Hanukkah is a celebration of light—a proof point that even in dark times, Jewish communities can find the joy.

However, these are not easy days.

With freedom and lives on the line, we need change. We need the violence to stop.

As Co-Chair of the Anti-Semitism Task Force, I will always speak out and use my voice to uproot antisemitism wherever it festers.

To the Jewish community in Michigan and beyond: I see you, I hear you, and I will do everything in my power to ensure that you get to live, worship, and celebrate safely and freely.

Child care is unaffordable across the country. Since 1990, child care expenses have more than tripled, and in 38 states and Washington, D.C., child care costs more than public college tuition. Parents pay a median of $800 a month, or a median of up to $1,100 for parents who need 20 hours or more of care a week. These astronomical costs harm working families; child care expenses push approximately 134,000 families into poverty each year.

The Tri-Share Child Care Pilot Act of 2025 would allocate $250 million a year for three years to create a pilot Tri-Share program beginning the year after enactment of the legislation. Parents will be eligible if they:

Are employed by an employer participating in the program. Individual states would be responsible for coordinating and soliciting employer enrollment

Make under 500% of the federal poverty level

Have a child who is under the age of mandatory schooling.

This bill uses the existing Federal Medical Assistance Percentage (FMAP) to set the federal government’s share of the government’s third. This ensures every state receives need-based support to make child care more affordable for families across the country.

The Tri-Share program has been successfully piloted at the state level in several different states including Michigan, North Carolina, Kentucky, Indiana, Ohio, West Virginia, Connecticut, North Dakota, and Missouri. The results have been incredible. In Michigan, the Tri-Share program has seen tremendous success:

82% of participating families said that Tri-Share helped them to stay in the workforce.

81% of participating families reported that Tri-Share supported their long-term career goals.

71% of participating employers say Tri-Share has helped them retain employees.

80% of participating employers anticipate that Tri-Share will be a critical recruitment tool moving forward.

Over half of employers (55%) participating in Tri-Share qualify as small or micro businesses.

57% of child care providers reported improved financial stability, helping to maintain local child care slots so that parents can continue working.

“It’s a public health and safety issue…and when I have Michiganders who have daughters or sons going through clinical cancer research trials that are stopped in the middle because of RFK, when I introduce legislation to reinstitute the funding for those clinical trials, and it doesn’t get done … when I’ve called on him to step down and he doesn’t, this is a safety issue.”

Rep. Haley Stevens (D-Mich.) said on Wednesday she filed articles of impeachment against Health and Human Services (HHS) Secretary Robert F. Kennedy Jr., calling him “the biggest self-created threat to our health and safety.”

“RFK Jr. has got to go. Today, I introduced Articles of Impeachment to remove him from office. RFK Jr. has turned his back on science and public health and on the American people,” Stevens said in a video statement released on the social platform X.

“Under his watch, families are less safe, health care costs are skyrocketing, and lifesaving research, including right here in Michigan, is being gutted,” she said in the video. “RFK Jr. is the biggest self-created threat to our health and safety.”

“I cannot and I will not stand by while one man dismantles decades of medical progress,” she continued. “Enough is enough, and that is why I’m pushing to impeach RFK Jr., to hold him accountable and to protect the health, safety and future of every Michigander because our health, our science and our future are worth fighting for.”

In late September, Stevens introduced the “Stop RFK’s BS Act,” which would reverse funding cuts Kennedy has overseen.

MedPage Bill: House Democrat Files Articles of Impeachment Against RFK Jr.

Rep. Haley Stevens (D-Mich.) announced that she introduced articles of impeachment against HHS Secretary Robert F. Kennedy Jr. on Wednesday.

The articles of impeachment contend that Kennedy ""has imperiled the health and safety of the American people, eroded public confidence in the nation's public health institutions, and stalled decades of scientific and medical progress.""

Stevens pointed to a series of actions taken by Kennedy, including cutting funding for lifesaving research; restricting access to COVID vaccines for pregnant women and healthy children; and firing all 17 previous members of the CDC's Advisory Committee on Immunization Practices (ACIP) and replacing them with a smaller handpicked group.

Stevens' move closely follows the 2-day ACIP meeting last week, during which the panel discussed shrinking the childhood vaccination schedule and setting up a workgroup to assess the safety of aluminum adjuvants in vaccines, on top of voting to drop the recommendation for the hepatitis B vaccine for all babies at birth.

This bipartisan defense package includes Congressman Tom Barrett’s (MI-07) Military Helicopter Training Safety Act (H.R. 1898), as well as provisions he fought for and secured to support the fighter jet mission at Michigan’s Selfridge Air National Guard Base and repeal outdated combat authorizations.

BACKGROUND

The annual National Defense Authorization Act (NDAA) authorizes spending and sets policy for the Department of Defense. The NDAA for Fiscal Year 2026 (S. 1071), which the House approved today, authorizes more than $900 billion in defense spending and includes the three major policy wins for Barrett listed below.

Aviation Safety:

Barrett introduced the Military Helicopter Training Safety Act (H.R. 1898) in March following the January crash between an American Airlines passenger jet and a military helicopter in Washington, D.C. that claimed 67 lives. This legislation included in the NDAA will require the Department of Defense to report on the feasibility of adding TCAS and other technology in military helicopters to help prevent future crashes. The report will be due 180 days after the president signs the NDAA into law, and Congress and the administration can then begin implementing the technology based on the report’s findings.

Selfridge Air National Guard Base:

This legislation also includes a provision Barrett secured to support and protect the A-10 Warthog fighter jet squadron at Michigan’s Selfridge Air National Guard Base during the transition to newer fighter jets.

Earlier this year, President Trump announced that Selfridge would be getting a new squadron of F-15EX Eagle II fighter jets to replace the base’s current A-10 fighters, which the Air Force is planning to retire. However, the new F-15EXs will not be ready for a few years, and the NDAA will help maintain the current squadron during the transition to retain critical personnel and mission readiness at the base.

This fall, Barrett wrote a letter with members of the Michigan congressional delegation and other colleagues, urging negotiators to protect the outgoing A-10s in the final NDAA.

Repealing Authorization For Endless Wars:

Barrett also called for and helped secure the repeal of the 1991 and 2002 authorizations for use of military force (AUMFs) that have been in place since the Gulf and Iraq wars. With this provision, Barrett voted to end the very same conflict in which he was deployed in 2008. He has been a constant advocate for repealing these outdated authorizations and led a bipartisan letter with 34 of his colleagues on November 6 advocating for these repeals to be included in the NDAA.

CISA shall conduct outreach to promote awareness of cybersecurity employment to educators, unions, chambers of commerce, workforce development officers, schools, and other institutions.

Background

From 1940 to 1945, Herb Elfring served in the U.S. Army National Guard and was a member of the 251st Coast Artillery. He was stationed at Hawaii’s Camp Malakole near Pearl Harbor at the time of the attack, barely avoiding bullet fire from Japanese planes.

By 1944, Elfring had completed Officer Candidate School and was promoted to the rank of Captain. For his bravery in the line of duty, he was awarded various medals, including a World War II Medal, American Defense Medal, and the American Campaign Medal.

Elfring's service to his community continued as a civilian. He partnered with Darlene Soave to start the organization One Stop Veteran Resources to create programs for veterans and engage with our nation's youth. In the decades since his conviction, Yang has remained a law-abiding, productive member of the community. His conviction was expunged several years ago, and he received a full pardon this fall.

In October, Barrett hand-delivered a letter to the ICE office in Detroit advocating for Yang’s release and coordinated directly with senior administration officials. Although Lue doesn’t have a permanent immigration status, he has always maintained a lawful presence in the United States.

Reports that the Big Ten Conference could sell a stake of its media rights to a private equity group have led Michigan U.S. Rep. Haley Stevens (D-Birmingham) to send a letter to the conference’s commissioner stating her opposition to the deal and requesting additional information.

Publicly reported details show the Big Ten would sell 10% of its media rights to UC Investments, a group affiliated with the University of California system pension fund, for $2.4 billion.

In her letter to the conference commissioner Tony Petitti, Stevens warned the deal would be a “dangerous expansion of private equity influence over our nation’s universities, harming the quality of college sports and the integrity of university governance.”

The influence of wealthy non-university interests has already created issues for college sports, Stevens said, pointing to the role of television networks in eliminating the regional nature of conferences through realignment.

The deal would open the door for other conferences to seek investment from private enquiry groups, Stevens said, arguing it would further undermine regional cohesion. She also warned that giving private investment firms control of sports television revenue would create undue influence over university decisionmaking.

Big Ten member universities should be focused on their mission to educate and prepare young people for fulfilling and productive lives instead of maximizing television revenue in partnership with wealthy financial institutions.

A Michigan Congresswoman has joined those questioning whether a proposed $2.4 billion deal with a California-based investment fund is good for the Big Ten.

U.S. Rep. Haley Stevens on Tuesday sent a letter to Big Ten Commissioner Tony Pettiti saying the league’s reported proposal to sell a 10% stake of its media rights to the University of California’s investment arm risks putting profits ahead of student-athletes, college sports and university integrity.

Stevens, D-Birmingham, in the letter criticized the proposal, calling it the latest step in a troubling pattern of corporate influence overwhelming college sports and leading to nonsensical conference realignment.

A 529 plan is a tax-advantaged savings program that allows individuals to use invested dollars to pay for qualified education-related expenses. Originally intended to assist with higher education, 529 plans were expanded in recent years to also cover K-12 and apprenticeship programs.

The Early Education Savings Program Act would further expand 529 savings programs to include child care as well, allowing parents to use tax-free income on child care for kids under five years old at state-licensed child care facilities. These accounts would have no cap on contributions or balances used for child care expenses.

Beyond the impact on children, child care affordability continues to be a crisis for the nation’s workforce. The U.S. Chamber of Commerce estimates states lose $1 billion per year in economic activity due to a lack of affordable and accessible child care. According to an analysis from the Kaiser Family Foundation, premiums on the Marketplace would more than double on average next year without enhanced tax credits. At a time when costs are already rising across the board for families, allowing health care premiums to double would force many Americans to make difficult financial choices to stay afloat. Families are still facing high costs at the grocery store, where the cost of beef rose by 1.2 percent in September alone – up by a staggering 14.7 percent from 2024. The cost of lunch meats also increased by 4.2 percent in September, while the price of coffee has spiked by 18.9 percent overall in 2025.2 Moreover, the cost of owning a home, buying a car, and paying for college has also increased – meaning families are being squeezed for every penny they have. Allowing these tax credits to expire would jeopardize the health and well-being of our constituents and neighbors. In 2021, the Bipartisan Infrastructure Law (BIL) amended two federal programs–the Transportation Infrastructure and Finance Innovation Act (TIFIA) and the Railroad Rehabilitation and Improvement Financing (RRIF) programs–that provide federal loans for transportation projects. These changes allowed loans to also be used to finance housing development projects.

As the BIL has been implemented, however, housing developments and local governments have experienced difficulty in obtaining TIFIA and RRIF funding because of the significant differences in creditworthiness standards required for housing projects as opposed to transit projects. As a result, housing developers have found it difficult to take full advantage of these financing opportunities. For the last two months, U.S. Sen. Elissa Slotkin has been leading an effort to curb President Donald Trump’s use of executive power.

U.S. Rep. Haley Stevens (D-Birmingham) joined Slotkin Tuesday in her calls to end the presidential pardon, criticizing Trump for weighing a decision to pardon Jeffrey Epstein’s sex-trafficking co-conspirator Ghislaine Maxwell, who is reportedly planning to seek a commutation of her federal prison sentence, according to the Independent.

A judge sentenced Maxwell to 20 years in prison for enabling sex offender and disgraced financier Jeffrey Epstein in the sexual exploitation of more than 250 underage girls.

“It’s time to stop protecting Donald Trump and to start protecting survivors,” Stevens posted to social media platform X on Tuesday. “The presidential pardon power has been used to reward political allies. Trump has done it again, and again, and again. And now he could even pardon a person who helped run a child sex trafficking ring with Jeffrey Epstein. That’s unacceptable.”

On Nov. 9, Trump issued a pardon for 16 individuals accused of scheming to certify Michigan’s electoral votes for Trump in the 2020 election. While charges against 15 of those individuals were dismissed in September, the 16th reached a cooperation agreement with the Michigan attorney general’s office. His charges were dropped.

Trump has also issued blanket pardons for those involved in the events at the U.S. Capitol on Jan. 6, 2021. He pardoned Ross William Ulbricht, who had been serving a life sentence in prison for running a website that acted as a marketplace to trade narcotics.

Haley Stevens (D-Birmingham) joined Slotkin Tuesday in her calls to end the presidential pardon, criticizing Trump for weighing a decision to pardon Jeffrey Epstein’s sex-trafficking co-conspirator Ghislaine Maxwell, who is reportedly planning to seek a commutation of her federal prison sentence, according to the Independent.

The Illinois House voted 114-1 to impeach him, and he was removed from office and prohibited from ever holding office in the state again by two separate unanimous votes in the Illinois Senate. Blagojevich was released from prison at least four years early in 2020 after Trump commuted his sentence. Otherwise, he wouldn’t have been eligible for early release until at least March 2024.

BACKGROUND:

When a service member enlists in the military, they get access to GI Bill benefits, including money for qualifying veterans and their family members to cover all or some of the costs for school or training. As a retention incentive, a service member may be eligible to transfer their unused GI Bill benefits to their spouse or children if they agree to serve an additional four years in the Armed Forces. However, thousands of service members who made that commitment lost their ability to fulfill it when they were involuntarily separated or pressured into retirement for refusing the COVID-19 vaccine.

Barrett introduced the Patriots Over Politics Act (H.R. 3619) in May to correct this injustice by allowing any service member who completed at least six years of service and left the military between August 24, 2021, and January 10, 2023, to transfer their G.I. Bill benefits to their children. This legislation would affect approximately 6,400 veterans.

The Sharri Briley and Eric Edmundson Veterans Benefits Expansion Act (H.R. 6047) would increase payouts for the VA’s Dependency and Indemnity Compensation (DIC) benefits program, as well as the Special Monthly Compensation (SMC) benefit program. The DIC provides survivor benefits to more than half a million military families who lost a parent, spouse, or child in the line of duty or as a result of injuries sustained while serving. The SMC provides extra financial assistance for more than 7,000 veterans who suffer from severe service-related disabilities. This would be the first significant increase to either of these programs in decades.

“We can never repay the debt we owe to the men and women who sacrificed life and limb to defend our country, but that should never stop us from trying. This bill is about following through on our promises and making one of the most significant increases to benefits in more than two decades,” said Barrett. “Our disabled veterans and Gold Star families have already given more for our country than anyone should ever have to. We have an obligation to take care of them and to make sure survivors like Sharri Briley and veterans like Sgt. Eric Edmundson never again have to worry about their country showing up when they need it most.”

H.R. 6047 is named after Sharri Briley and Sgt. Eric Edmundson. Sharri is the widow of Chief Warrant Officer 3 Donovan Lee ‘Bull’ Briley, an Army Special Operations Black Hawk helicopter pilot who lost his life in Mogadishu, Somalia, during the “Black Hawk Down” tragedy. Sgt. Edmundson is an Army veteran whose vehicle was hit by an improvised explosive device in Iraq in 2005, which left him unable to walk or speak.

This legislation would increase DIC payments for surviving family members by a total of 5% over the next five years. It would add $10,000 to annual SMC benefits for the most severely disabled veterans who need regular aid in their home under the supervision of a medical professional.

“Veteran families like the Brileys and the Edmundsons – and the thousands more like them – who have given so much in exchange for their service in uniform have not seen a meaningful increase to their benefits in over 20 years. It’s time we changed that to grant this deserving group of American heroes the affordability they need to comfortably live their lives,” said Chairman Bost. “The Sharri Briley and Eric Edmundson Veterans Benefits Expansion Act, led by my friend, Rep.
