As China works to put a chokehold on mining and refining of minerals, the Biden administration’s latest action to slow down the mining permitting process will only put U.S. supply chains at further risk. FAST-41 Background

The Fixing America’s Surface Transportation Act was enacted on December 4, 2015. Title 41 of the act (FAST-41) established new coordination and oversight procedures for infrastructure projects being reviewed by federal agencies.

FAST-41 is intended to:

Improve early consultation and coordination among government agencies;

Increase transparency through the publication of project-specific timetables with completion dates for all federal authorizations and environmental reviews; and

Increase accountability through consultation and reporting on projects.

In 2021, mining was added as a sector under FAST-41, and projects could then work through the 18 possible criteria to be expedited. These range from renewable and conventional energy production to semiconductors and artificial intelligence. $82 million for the construction of the F-35 T-7A East Campus infrastructure project, which would support F-35 maintenance, repair, and training facilities as well as a new depot complex; and

$14.2 million for a new open storage area for the Defense Logistics Agency Distribution Center, which will support F-35 maintenance and the long-term health of the LGM-35A Sentinel program.

This bill advocates for our servicemembers across the nation by raising basic pay by 5.2%, the largest pay raise in 20 years. For almost 50 years, the Generalized System of Preferences (""GSP"") program has allowed the United States to foster better trade relationships with the world's most developing countries and reduce their reliance on foreign aid. “Several economic sectors in Utah, including the outdoor recreation industry, rely on an effective and modernized Generalized System of Preferences program to do business,” said Congressman Blake Moore. “But Congress has not considered a significant overhaul of CNLs in the GSP program since 1996, which has led to outdated trade policies that impede production, limit growth, and harm U.S. economic and national security interests. This legislation will give Utah companies the flexibility they need to diversify their supply chains away from China and towards more reliable trade partners around the world.”

This is particularly true given the dramatic increase in U.S. market share held by imports since 2012 and the recent 31 percent surge in the volume of imports from 2018 to 2022.”

On August 3, 2023, you received a submission from American sheep producers urging you to request that the United States International Trade Commission initiate a safeguard investigation under Section 201 of the Trade Act of 1974. The purpose of the investigation would be to determine if lamb and mutton are being imported into the United States in such increased quantities as to be a substantial cause of serious injury to the domestic sheep industry. We urge your favorable consideration of that request.

Based on U.S. Department of Agriculture data, consumption of lamb and mutton in the United States increased by nearly 17 percent from 2018-2022. The Tax Stamp Revenue Transfer for Wildlife and Recreation Act would strategically allocate these taxes to both support wildlife conservation and recreation and expedite ATF processing. Specifically, 15% of the total revenue would go to the ATF's NFA division, aimed at expediting the processing of suppressor applications. The remaining 85% would be split further: 85% would be allocated to the Pittman Robertson Wildlife Restoration Trust Fund to support wildlife conservation, law enforcement, hunter recruitment, and other related lawful activities, while 15% would be provided for the development, maintenance, and operation of recreational shooting ranges. These dedicated ranges enhance safety, reduce environmental impact, and contribute to the recruitment and retention of ethical hunters and shooters.

Background

Hershel “Woody” Williams was born in West Virginia in 1923. He enlisted in the Marines in 1943 and was in the Pacific Theater within less than 90 days. On February 21, 1945, then Corporal Williams landed on the beach at Iwo Jima, where he distinguished himself by repeatedly risking himself to enemy fire and bayonet charges over several hours, while singlehandedly destroying enemy pillboxes, or concrete trenches, to make way for American tanks and infantry. His gallant actions took place on the same day as the famous flag raising on Mount Suribachi, which he witnessed from 1,000 yards away.

After returning home, President Harry Truman awarded Corporal Hershel Williams the Medal of Honor—our nation’s highest recognition for valor in combat—for his “aggressive fighting spirit and valiant devotion to duty throughout this fiercely contested action, [sustaining] and [enhancing] the highest traditions of the United States Naval Service.” Following his distinguished Marine career, Williams continued to serve others in many capacities. He lay in state in the U.S. Capitol Rotunda last summer as the last World War II Medal of Honor recipient to pass away.

The Medal of Honor is the United States' highest award for military valor in action. An estimated 40 million individuals have served in the United States Armed Forces since the Civil War. Fewer than 4,000 have been awarded the Medal of Honor. President Abraham Lincoln awarded the first Medals of Honor more than 160 years ago on March 25, 1863, forever tying the Medal to his lasting and living legacy. In 1991, President George H.W. Bush further extended this legacy by establishing March 25 as National Medal of Honor Day.

Dear Ambassador Zahran,

As members of the U.S. House of Representatives, we are writing to you to express our outright condemnation of the recent terrorist attacks in Israel by Hamas and its terrorist partners. Given these events, we strongly encourage the government of Egypt to engage constructively with the United States, Israel, and relevant international stakeholders to establish and maintain safe zones in southern Gaza, with humanitarian access corridors, for civilians seeking refuge from the fighting in the north of the Strip.

Israel has the well-established right and responsibility to respond to these vicious attacks. We unequivocally support Israel’s right to defend itself, take necessary measures in support of its national security, and rescue the nearly 200 hostages currently being held in Gaza. As in previous conflicts, we also note that Israel’s military operations inside Gaza are designed to avoid civilian casualties. Israel has repeatedly encouraged innocent Gazans to leave Hamas locations and targets in the northern part of the Strip and has established an intelligence driven process to target terrorist activity, limit civilian casualties, establish corridors for safe passage, and adhere to the laws of armed conflict. In contrast, Hamas shamefully disregards international humanitarian law and the rules of war by intentionally targeting civilians, taking hostages, using human shields, and embedding their fighters in civilian communities with utter disregard for their welfare. As the controlling authority in the Gaza Strip, Hamas locates its infrastructure and command centers within civilian homes, schools, and hospitals. Hamas routinely launches rockets and mortars from residential neighborhoods. Hamas and other organizations such as the Palestinian Islamic Jihad have done everything in their power to maximize the danger and suffering of the civilians over which they have governing responsibility, publicly threatening residents and preventing them from evacuating combat areas. These heinous actions are intentional, irrefutable, and inexcusable. They are also clear violations of the laws of armed conflict.

We are also deeply concerned for the innocent civilian lives Hamas intentionally puts in harm’s way, and the rapidly growing humanitarian crisis in Gaza driven by Hamas’s brutality. Although Israel has repeatedly warned Gazans to leave Hamas locations and targets, Hamas is actively working to prevent the evacuation of innocent Palestinians in order to use them as human shields. In fact, Hamas has even taken active steps to prevent foreign nationals from evacuating through the Rafah Border Crossing, the only remaining way out of Gaza.

In order to protect noncombatants and civilians in Gaza from Hamas’s brutality, we call on the Egyptian government to urgently work with the United States, Israel, and relevant international stakeholders to 1) take all measured and appropriate steps to support and facilitate safe zones in southern Gaza and 2) enable a steady supply of humanitarian assistance to flow from Egypt towards those in the safe zones until the civilian population is able to return to the north of the Strip. We are optimistic that the international community will participate in providing financial assistance for this humanitarian situation, but Egypt’s robust participation is essential to the success and the safety and security of up to two million Gazans who are desperately in need of such support. Further, we call upon those states that have been long-standing intermediaries for Hamas, especially Qatar and Tu?rkiye, to help as well.

Egypt is a major global player and a consistent security partner to the United States. We urge Egypt to recognize its humanitarian responsibility to protect innocent lives. Egypt’s partnership with the Israeli government since 1980 has played a valuable role in preserving peace and security in the region for decades. For background, Hamas attacked Israel on Saturday morning—the morning of the Jewish holiday Shemini Atzeret and the 50th anniversary of the Yom Kippur War. Israeli Prime Minister Netanyahu declared a state of war on Saturday, and many of our key foreign allies have demonstrated unity in showing support for Israel in its time of need.

While I appreciate President Biden’s clear statement of support for Israel, it highlights one of my biggest frustrations with this administration—you cannot have it both ways in matters of foreign policy. First, the US State Department Office of Palestinian Affairs posted, then deleted, a statement on X that called for “all sides to refrain from violence and retaliatory attacks.” Israeli citizens are getting murdered in the streets, and they are fully justified in using whatever forceful means necessary to stop the violence and ensure this never happens again. Second, President Biden reentered into Obama-era negotiations (i.e. the Joint Comprehensive Plan of Action, JCPOA) with Iran. The Trump-Pence administration cancelled JCPOA, and the result was regional trade relationships between Israel and some Arab States—the best potential for sustainable peace we’ve ever seen in that region. You cannot have it both ways, and President Biden needs to take a stand against Iran.

At the time of this writing, at least 800 Israeli and foreign citizens have been killed, including some murdered in their own homes. Over 100 people have been abducted. 260 have been found dead at the site of a music festival near the Gaza border where Hamas relentlessly raped and shot at festival goers, many of them young adults. US authorities have also confirmed that 11 American civilians have been killed in Israel. This morning, several synagogues received bomb threats, including one in the First District.

The Israeli government was blindsided by this attack, which clearly took months to plan. The lack of information and foresight into this attack presents several questions as to how our intelligence community failed to assess such threats from Hamas–-as well as our failure to adequately work in concert with Israeli intelligence and their defense forces.

Further, we know that Iran has funded Hamas for years and given haven and training to their leadership. The Wall Street Journal has reported that Iran knew about this planned attack and even helped Hamas train, prepare, and execute. The American people should be furious that the Biden Administration unfroze $6 billion in Iranian assets in exchange for American political prisoners. While the Administration said the money could not be used for military purposes, we know Iran cannot be trusted.

What now? Due to the actions of eight House Republicans and all Democrats last week, the House of Representatives is without a speaker, meaning we cannot debate or advance support to aid Israel—and what would happen if we needed to declare war? This is a sad example that when you act in self-interest, you weaken our nation and our allies. We need to elect a speaker immediately and the Biden Administration should call an emergency G7 meeting to develop a plan to help Israel and coordinate any necessary sanctions on Hamas and its financial backers. This includes an honest assessment of Iran’s involvement with the attacks and imposing sanctions where necessary. It must also start an investigation into why our intelligence capabilities failed to recognize such a wide-scale attack on one of our greatest allies. Congress, for its part, should heavily scrutinize future aid packages for the Palestinian Authority requested by the Biden administration until it can be properly audited and confirmed that it will not indirectly reach Hamas’s leadership.

1. Debt costs threaten our collective future. The federal government is projected to borrow nearly $20 trillion over the coming decade, with associated interest costs inhibiting our ability to prepare for and address 21st-century challenges. Net interest payments on this debt will total more than $10 trillion over this timeframe, more than we will spend on Medicaid or defense. America increasingly spends more to finance the decisions of the past than investing in the next generation. For example, this year we’ll spend more on interest than we do on children, with interest payments on track to be the largest line item in the budget by 2051.

2. Durable solutions need bipartisan support. Achieving a sustainable budget and improving the budget process durably requires bipartisanship and an open mind. By working together, we can implement solutions with the staying power to meaningfully improve our fiscal outlook over time.

3. Members should focus on putting forward solutions and not tearing each other down. It is all too easy and common for lawmakers to attack each other’s proposals without putting forward their own plans to address our country's fiscal problems. In the spirit of building trust and finding common ground, BFF participants should not attack each other but instead put forward their ideas for debate.

Solutions this group previously supported include the Fiscal State of the Nation resolution (FSON), which passed the House by voice vote in the 117th Congress. Improving access to transit is a shared effort among all transportation agencies and local communities. A critical component to strengthen Utah’s transportation network and increase transit access are connections in the first and last mile of individual travel experiences. This, in turn, provides greater access to the opportunities that foster upward economic mobility — education, employment, healthcare, social services, in addition to shopping and recreation.

Projects take a variety of forms, including continuous sidewalks, improvements to intersections, new trails and paths and so much more. The result is less traffic congestion, decreased pollution, more household savings and more access to services, jobs and educational opportunities. Additionally, first and last mile connectivity is an important component of the Wasatch Choice Vision–our communities’ shared vision for transportation.

Regional transportation partners identified a list of 15 priority projects that the RAISE grant will fund. A selection of projects include:

Ogden City intersection improvements, including traffic calming bulb-outs and new ADA ramps along Madison Avenue and a multi-use path

Magna Township sidewalk replacement and new sidewalk along several streets accessing 2700 South

Provo City buffered bike lanes on University Avenue between Center Street and 800 North; buffered bike lanes on 200 East between 600 South and Center Street

West Valley City bike lanes on 1200/1300 West, 2200 West and 4000 West

“On Thursday, the House Committee on Ways and Means voted to release the testimony of two credible IRS employees who spent several years investigating Hunter Biden for tax crimes. After experiencing frustration of how this investigation was being handled, they brought their cases to the Committee, which is the only committee that can legally take their testimony and release it to the House of Representatives, making it public record.

These troubling testimonies reveal that the federal government does not treat all taxpayers equally when applying tax law. Per their testimony, the whistleblowers recommended charges against Hunter Biden for tax crimes covering an estimated $2.2 million in unreported tax on global income streams to Hunter Biden and his associates in Ukraine, Romania, and China. Hunter Biden is said to have received $8.3 million in foreign payments, including a valuable diamond and a Porsche car.

To state the obvious, these allegations are potentially far more severe than the misdemeanors levied on Hunter Biden earlier this week, and that level of tax evasion has resulted in other Americans serving time in prison or jail. The whistleblowers allege, as early as April 2020, that the Department of Justice “dragged their feet on the IRS taking these investigative steps” and highlighted that U.S. Attorney of Delaware David Weiss attempted to elevate and move this case to a different jurisdiction several times, yet testimony shows he was repeatedly denied. Furthermore, in a recent statement from Weiss, parroted by US Attorney General Merrick Garland, Weiss claims he has always had full authority on this case—but that is inconsistent with the whistleblowers’ experience, and I strongly believe this needs further scrutiny.

The timing of the special plea deal for Hunter Biden can’t be ignored. The DOJ had this case for months, and yet they acted on it this week, just two days before the Ways and Means Committee was set to release the testimony. I was briefed on the details of this case the week of June 12th and was under a strict confidentiality agreement until the committee voted favorably to release the information. Imagine my surprise on Tuesday morning when news broke that Hunter Biden had been charged and a plea deal was already in the works. I strongly believe the federal government has given preferential treatment to the current president’s son, and I encourage authorities to consider this testimony and any other information that stems from these whistleblowers’ brave actions.

In 2021, 44 units of the NPS set a record for recreation visits. Utah’s national parks experienced record levels of visitation, with rates up nearly 80% since 2011. Background

Of the $484.85 billion donated to charities in 2021, 67% of donations came from individuals. While charitable contributions from foundations and corporations have grown in recent years, the share of dollars donated by individuals has fallen for the fourth consecutive year. This alarming trend has serious implications for the churches, museums, food banks, and other nonprofits that serve our communities and unite us as Americans.

When Congress created the temporary universal charitable deduction in 2021 and 2022, the result was the generation of $10.9 billion for charities, with 25% of that coming from Americans making less than $30,000. PCBs are the material on which semiconductors sit (often the green-colored surface in images of chips) and are a critical part of the supply chain. Background checks for firearm sales hit a record 21 million in 2022, and an additional 18.5 million background checks were processed in 2021. 2022 background checks are expected to near these record numbers. Designate all new federal programs making more than $100 million in payments in any one fiscal year as “susceptible to significant improper payments” for the first three years of operation;

Subject these programs to more timely improper payment reporting requirements; and

Reinstate the requirement that agencies report on their antifraud controls and fraud risk management efforts in their annual financial reports to Congress.
