Those individuals will have their sentences reclassified from execution to life without the possibility of parole: “I have long advocated for reforms to make our justice system more fair and effective, and that includes ending the use of the death penalty which has not been shown to reduce crime. I applaud President Biden for commuting these sentences to life sentences without the possibility of parole. The Biden Administration placed a moratorium on federal executions and this will ensure the incoming Administration cannot easily resume the practice. We must be clear: this does not absolve any of these individuals of their guilt, and our thoughts remain with all of their victims’ families and loved ones. Rather, these actions will help us end the use of the death penalty at the federal level. Don Beyer (D-VA) today introduced legislation that would synchronize access to business tax information by the three primary government statistical agencies: the Bureau of Labor Statistics (BLS), the Bureau of Economic Analysis (BEA), and the Census Bureau. This reform would improve the accuracy of economic reports and increase the efficiency of our statistical system. Text of the legislation is available here. While Congress authorized the three statistical agencies to share business data with each other in 2002 under the Confidential Information Protection and Statistical Efficiency Act, Section 6103 of the U.S. Tax Code prevents uniform access to business tax data. This has resulted in data discrepancies between Census, BEA and BLS estimates. “This is a commonsense fix that is long overdue,” said Rep. Beyer. “Policymakers and business leaders rely on the economic reports and indicators released by Census, BEA, and BLS to make informed decisions. The inability of these three agencies to utilize the same data wastes time and resources and contributes to a muddled picture of our economy. There is no good reason for one agency to have access to business tax data and not the other two when all three have demonstrated the ability to be excellent stewards of confidential information. We all benefit from access to better economic data, and this bill would help ensure that we have a more accurate understanding of our economy.” Economists from across the ideological spectrum agree that this reform is necessary: “The amendment can be expected to yield substantial improvements in a wide array of statistics on U.S. economic performance, ranging from trade patterns and output of noncorporate businesses to industry-level measures of employment and productivity. Better economic statistics benefit everyone who uses them, including U.S. businesses, households, communities, financial-market participants, and policy decision-makers.” Karen Dynan, Chair, American Economic Association (AEA) Committee on Economic Statistics – on behalf of the committee Professor of the Practice, Harvard University Kenneth Troske, Chair, AEA Committee on Government Relations – on behalf of the committee Professor of Economics Chair, Department of Economics, University of Kentucky “American businesses are flying blind without high-quality government statistics to help inform their decisions. This proposal would significantly improve the quality of information available to business leaders and decision makers. The return on investment for the taxpayer from this proposal would be substantial.” Michael R. Strain, Arthur F. Burns Scholar in Political Economy Director of Economic Policy Studies, American Enterprise Institute “This amendment would facilitate research to produce better evidence on the effectiveness of government programs, including those aimed at boosting economic mobility for low-income Americans. Ultimately, it would improve outcomes for people who are disadvantaged and marginalized throughout the country.” Jim Sullivan, Professor of Economics Co-founder and Director, Wilson Sheehan Lab for Economic Opportunities Director, Notre Dame Poverty Initiative, University of Notre Dame “This amendment is a game-changer for improving the accuracy and consistency of U.S. economic statistics. Senators Jon Ossoff (D-GA) and John Cornyn (R-TX) lead companion legislation in the Senate. “Our veterans often encounter barriers filing post-discharge VA disability claims and lengthy waits before receiving benefits, but it does not have to be this way,” said Rep. By expanding the Solid Start program, our legislation would encourage more service members to take part in the Benefits Delivery at Discharge program and file their disability claims early. This would streamline their claims process and minimize the gap between their discharge and when they begin to receive benefits. With this bill, we hope to ensure veterans receive the services and benefits they’ve earned without unnecessary gaps in care and support.” “Our service members selflessly dedicate themselves to our nation but unfortunately I often hear of the challenges associated with transitioning out of the military,” said Rep. The Federal Railroad Administration’s Federal-State Partnership for Intercity Passenger Rail, the MEGA Grant Program, and the CRISI Grant Program provide significant investments to support the passenger rail network nationwide. Currently, these programs require applicants to provide a partial funding match, also known as the “nonfederal share,” covering at least 20% of the total cost. “Our passenger rail systems provide invaluable transportation options to Americans nationwide, but funding limitations in local governments can stagnate growth and modernization efforts,” said Congresswoman McClellan. “As we work to expand passenger rail, we need to ensure we have every tool at our disposal. This simple, fair, and effective plan would address the dangers of climate change and put more money in the pockets of hardworking Americans, increasing their spending power and growing our entire economy. ""This legislation takes a straightforward approach to tackling the climate crisis — it requires the biggest polluters to pay for the emissions they generate within established caps and returns the proceeds to American households. The result: less pollution and more money in the pockets of the American people.” said Senator Chris Van Hollen. “As carbon emissions continue to rise and increasing global temperatures lead to more frequent and calamitous weather events, we must take concrete steps to reduce emissions and tackle the climate crisis,” said Congressman Don Beyer. “Our legislation offers a practical and efficient solution to address the climate crisis, spur clean energy innovation and boost economic growth by holding polluters accountable through the auctioning of permits to emit carbon under a continually tightening emissions cap. The revenue raised would then be returned directly into the pockets of American families in the form of a Healthy Climate Dividend. I thank Senator Van Hollen for his leadership on the Healthy Climate and Family Security Act and urge my colleagues to support this measure.” The Healthy Climate and Family Security Act aims to cap carbon pollution and reduce CO2 emissions gradually but steadily. The original House-passed version contained MAGA culture war amendments that dismantle all DEI initiatives within the Armed Forces; limit servicemembers and their families’ access to reproductive health care; ban TRICARE coverage for gender-affirming care; restore Confederate memorials; abandon Ukraine and our NATO allies; and more. I vehemently and unequivocally opposed these provisions and Republicans’ use of must-pass legislation to advance their policy wishlist, and therefore voted against the House version. “Thankfully, negotiators stripped nearly all of these poison pill amendments from the final version of the bill. However, the final bill included a Republican provision banning TRICARE coverage for gender-affirming care for minors that could result in sterilization. While I adamantly oppose this provision, I voted for the National Defense Authorization Act for Fiscal Year 2025 because of its transformative provisions to improve the quality of life of our servicemembers and military families in Virginia and across the nation.”",1,2026-03-30T01:40:41Z,2026-04-07T22:13:55Z https://mcclellan.house.gov/media/press-releases/mcclellan-tonko-introduce-mentor-act-support-researchers-mental-health,"McClellan, Tonko Introduce MENTOR Act to Support Researchers’ Mental Health",2024-12-11,2024,2024-12,Democrat,House,VA,Jennifer L. Tonko (NY-20) announced their introduction of the Mental Health Enhancement, Navigation, and Treatment for Our Researchers Act of 2024 (MENTOR Act). This new bill would establish federal guidelines through the Office of Science and Technology Policy (OSTP) to improve the mental health and mentoring of graduate and postdoctoral researchers. Graduate students and postdoctoral researchers support university productivity through their work, including conducting and publishing cutting-edge research, helping secure grant funding, and serving as mentors and instructors for undergraduate students and researchers. Despite this, research shows 50 percent of graduate students experience depression, anxiety, or burnout symptoms during their training. In a survey of postdoctoral researchers by Nature, 51 percent considered leaving science altogether due to work-related mental health concerns. “Our national leadership in science and innovation depends on the work of highly trained graduate and postdoctoral researchers. However, too many researchers have negative experiences in the workplace that contribute to poor mental health or push them out of their training programs,” said Congresswoman McClellan. “I thank Congressman Tonko for his leadership on the MENTOR Act and look forward to working with him to advance this legislation. Together, we will continue fighting to support and strengthen our research workforce.” “Our researchers provide so much, not only to our institutes of higher learning, but to our communities and society as a whole by driving innovation, technological development, scientific discovery, and more,” said Congressman Tonko. “Unfortunately, burnout, poor mentoring, and mental health concerns are seriously impacting students and researchers, shrinking a critical pipeline of workers and stunting innovation. We in Congress should do all we can to support our graduate and postdoctoral researchers. That’s why I’m introducing the MENTOR Act. By establishing guidelines to address and improve mentoring and mental health, we give our researchers the support they need while maintaining our nation’s spirit of innovation and scientific prowess.” The MENTOR Act is endorsed by the American Suicide Prevention Foundation; Oyanova; Graduate Women in Science; Framework for Accountability in Academic Research and Mentoring Project; Graduate Workers Union at UW Madison; United Campus Workers Southeast; and Communications Workers of America Local 3821. “The health and wellness of graduate and postdoctoral researchers is paramount to the strength, resilience, and longevity of the United States as a driver of scientific and technological discovery,” said Dr. Amanda Koenig, Past President, Graduate Women in Science. “The MENTOR Act ensures that the many prestigious institutions of research and higher learning in the U.S. have the appropriate resources to prioritize the enduring success of its trainees. And in so doing, it fortifies the United States as a leader on the frontiers of technology, invention, and philosophy.” The MENTOR Act of 2024 would: Direct the Office of Science and Technology Policy (OSTP) to develop and implement comprehensive guidelines for federal research agencies to improve the mental health and mentoring of graduate and postdoctoral researchers by: Establishing clear definitions for problematic behaviors at institutions of higher education. Implementing standardized, confidential, and safe systems to report and address bullying, harassment, and poor mentorship. Strengthening mentor-mentee relationships by assessing mentoring plans and benefit disclosures in grant applications and allowing grant funding to support mentoring activities. Supporting mental well-being by ensuring access to affordable health care and implementing protections for researchers, with a focus on international and underrepresented groups. Promote Continuous Evaluation and Improvement through Data Collection The National Science Foundation (NSF) and National Institutes of Health (NIH) will conduct biennial evaluations on the mental health of graduate and postdoctoral researchers. The Government Accountability Office (GAO) will evaluate the effectiveness of the guidelines, recommend improvements, and identify additional research needs.",1,2026-03-30T01:40:41Z,2026-04-07T22:13:55Z https://cline.house.gov/news/documentsingle.aspx?DocumentID=1536,Congressman Ben Cline Receives Friend of the Farm Bureau Award for the 118th Congress,2024-12-10,2024,2024-12,Republican,House,VA,Ben Cline,C001118,cline.house.gov,cline,https://cline.house.gov/news/documentquery.aspx?DocumentTypeID=27,scraper,"Congressman Ben Cline (R-VA) has been named a recipient of the Friend of the Farm Bureau Award for the 118th Congress. According to the World Health Organization (WHO), 39,000,000 people lived with the human immunodeficiency virus (HIV) in 2023. Women accounted for approximately half of all cases. Children made up approximately 1,400,000 cases, the vast majority of whom live in sub-Saharan Africa. Worldwide, an estimated 1.3 million women and girls living with HIV become pregnant each year. Without interventions, HIV transmission rates between a mother and her child during pregnancy, labor, delivery, and breastfeeding range from 15 to 45%. “The United States, in collaboration with our global allies and partners, has made meaningful strides in reducing the rates of pediatric HIV/AIDS and curbing perinatal transmission, but we must continue to act,” said Congresswoman McClellan. “We know antiretroviral therapies can improve the quality of life of people living with HIV/AIDS and prevent future transmissions. We have the knowledge and resources to end pediatric HIV/AIDS. This new resolution reaffirms the United States’ commitment and leadership in that fight, because every mother and child deserves the opportunity to live a long, healthy life.” “The progress we have made in the fight to end pediatric HIV/AIDS worldwide has not been accidental. It has required deliberate and substantial investment and work,” said Congresswoman Lee. “Today, with the necessary resources and funding, we can end pediatric HIV/AIDS. I am proud to introduce this resolution reaffirming the United States’ commitment and leadership to working with our global allies in this fight.” H.Res. 1613 recommits the United States to leading the global fight to end pediatric HIV/AIDS through evidence-based approaches targeting adolescents and young women. The resolution acknowledges the need for additional HIV treatment and prevention and encourages the continued work of the United States President’s Emergency Plan for AIDS Relief (PEPFAR). H.Res. 1613 is endorsed by the Elizabeth Glaser Pediatric AIDS Foundation, Children’s AIDS Fund International, ONE Campaign, World Relief, World Vision, First Focus Campaign for Children, and Friends of the Global Fight. “Decades into the global AIDS response the equity gap for children only continues to grow. The political leadership shown by Congresswomen Lee and McClellan is crucial to close that gap and ensure all children are accessing lifesaving HIV services,” said Catherine Connor, Vice President of Public Policy and Advocacy, Elizabeth Glaser Pediatric AIDS Foundation. “We are grateful to Rep. Barbara Lee for her amazing leadership while in Congress. She will be greatly missed. We are also grateful to Rep. Jennifer McClellan for her commitment to children and applaud her and Rep. Lee's leadership on this resolution to continue the U.S. fight against pediatric HIV/AIDS,” said Bruce Lesley, President, First Focus on Children. “First Focus on Children’s Campaign for Children strongly supports this timely resolution and calls on Congress to continue to protect and treat these children by passing a clean, five-year reauthorization of PEPFAR before it expires in March 2025. Lawmakers also must fully fund the program in next year’s annual appropriations process.” “While more than 20 years of U.S. investment in ending HIV/AIDS around the world have brought us most of the way in that fight, thank you Congresswomen Jennifer McClellan and Barbara Lee for your critical and timely leadership in calling for US leadership to finally end pediatric HIV/AIDS through H.Res. 1613,” said Anita M. Smith, President, Children’s AIDS Fund International. “Ending global HIV/AIDS successfully and effectively must include closing the treatment gap between adults and children through scientifically proven prevention, diagnosis, treatment and care interventions provided for child-bearing women, adolescent girls and children who have yet to be reached with these life-saving strategies.” ""As a child-centered, faith-based organization, we believe every child deserves the opportunity to thrive, regardless of the challenges they face. This resolution underscores the critical need for equitable access to pediatric HIV prevention, treatment, and care. Through our work with OVC and DREAMS programs under PEPFAR, we witness the transformative power of investing in children and their families. We stand committed to supporting efforts that ensure no child is left behind in the global HIV response,"" said Robert Zachritz, Vice President of Advocacy, World Vision. “The United States has played a pivotal role in the fight against HIV/AIDS – a legacy of leadership that must continue. The fight against HIV/AIDS is one we know we can win, especially with the help of tried-and-tested programs like PEPFAR, which alone has ensured nearly 8 million babies were born HIV-free. While we celebrate the progress made, it’s imperative that we renew our commitment to ensuring everyone, everywhere is free from the threat of preventable, treatable disease,” said Elizabeth Hoffman, North America Executive Director at the ONE Campaign.",1,2026-03-30T01:40:41Z,2026-04-07T22:13:55Z https://bobbyscott.house.gov/media-center/press-releases/scott-receives-hill-champion-award-hiv-advocacy,Scott Receives Hill Champion Award for HIV Advocacy,2024-12-06,2024,2024-12,Democrat,House,VA,"Robert C. Under the Biden-Harris Administration, the economy has grown steadily, adding 16.4 million jobs since President Biden took office. To date, President Biden is the first President on record without a month of job loss in the seasonally adjusted data. Every other administration has seen at least one month of job loss. “Today’s job report is a testament to the responsible stewardship of the economy led by Congressional Democrats and the Biden-Harris Administration over the past four years. Democrats have worked tirelessly to safeguard and uplift working families, and that work has paid off. Since taking office, the Biden-Harris Administration has overseen the creation of 16.4 million jobs while constantly fighting for the safety and dignity of workers. President Biden has created more jobs in four years than any other President. In addition, the only President on record to create more jobs while in office is President Clinton, who added 22.9 million jobs. Even President Reagan did not create as many jobs in eight years as President Biden has created in nearly four years. “As we look to the future, we must fight to protect that legacy against Donald Trump’s irresponsible and dangerous economic agenda which aims to make the one percent richer and leave working Americans struggling. Our priority must be to put workers and their families first. “Ensuring all workers have access to workforce development opportunities is a fundamental piece of this puzzle. Fortunately, we have a commonsense bipartisan, bicameral solution to this problem. Under the Workforce Innovation and Opportunity Act (WIOA), we have made crucial improvements to workforce development across the country. However, a decade after its passage, WIOA still faces hurdles that impede its ability to ensure job seekers—including those without a bachelor’s degree—can access good-paying jobs. That is why Congress must pass A Stronger Workforce for America Act, which makes critical improvements to WIOA that will increase the amount of skills development provided under the law, strengthen connections between employers and the workforce system, and put more Americans on the pathway to a successful career. “In Congress, it is our duty to put the welfare and dignity of the American people first. By strengthening our workforce development system and creating good jobs, we can continue to sustainably grow the economy for workers and their families for years to come.” ###",1,2026-03-30T01:40:41Z,2026-04-07T22:13:55Z https://beyer.house.gov/news/documentsingle.aspx?DocumentID=6322,Beyer Statement on IRS Nomination,2024-12-05,2024,2024-12,Democrat,House,VA,"Donald S. In a letter to House Appropriations Subcommittee on Agriculture, Rural Development, and Food and Drug Administration Chair Andy Harris (MD-01) and Ranking Member Sanford Bishop (GA-02), McClellan called for an extension to the SNAP benefit replacement authority. SNAP theft has increased every quarter in 2024 with the largest increase in the third quarter, when SNAP theft incidents increased by more than 100,000. In November 2024, residents of Virginia’s Fourth experienced a troubling increase in stolen SNAP benefits, with Richmond seeing a 2000% increase in reported cases of benefit theft. “SNAP families depend on these benefits to cover a significant portion of their monthly food budget, and losing them leads to devastating consequences. Many low-income households now face impossible choices between putting food on the table or paying essential bills. In some cases, parents skip meals to ensure their children have enough to eat,” wrote Congresswoman McClellan. “Indeed, local food pantries and non-profit organizations reported a steep uptick in demand for food assistance within their communities. While these organizations have stepped up to support their neighbors, they cannot address the crisis alone. In the Consolidated Appropriations Act of 2023, Congress authorized states to use federal funds to replace SNAP benefits stolen from participants through card skimming, card cloning, and other similar methods. Absent congressional action, this authority will end on December 20th when the Continuing Appropriations and Extension Act of 2025 expires. “As local and state entities work to investigate theft incidents and replenish funds, Congress must do its part and extend the authority for SNAP benefit replacement,” continued Congresswoman McClellan. “Without this authority, families affected by theft and fraud later this month – and in the months to come – will be deprived of the assistance they deserve and face prolonged and unnecessary hardship.” McClellan spoke on the House floor to raise awareness of SNAP theft and reiterate her call to extend the authority and protect vulnerable families. This action serves as another example of the Biden-Harris Administration’s prioritizing workers and their families. “Today, the Biden-Harris Administration is cracking down on antiquated, discriminatory loopholes that allow corporations to pay workers with disabilities less than the federal minimum wage. All workers should be treated with fairness and dignity, regardless of whether that individual has a disability or not. “As it currently stands, Section 14(c) of the Fair Labor Standards Act (FLSA) permits employers to apply for special certificates from the Department of Labor (DOL) to underpay individuals with disabilities. There is no minimum hourly rate that an employer is required to pay an employee under these certifications, and data from the Government Accountability Office (GAO) suggests that the majority of 14(c) workers earn less than $3.50 per hour. This blatant denial of equal opportunity for disabled Americans is disgraceful and should not continue. “The Administration’s proposed rule would end the issuance of new certificates and would end the use of subminimum wage certificates within three years, allowing businesses and their employees to transition into fully integrated and competitive jobs, so that all workers earn at least the minimum wage. “I’m grateful to the Biden-Harris Administration for continuing their work to protect workers. And I hope that the incoming Administration will finalize this rule after the comment period ends. This honor was given to Congressman Scott for his stand against child labor exploitation and his sponsorship of H.R. 4440, the Protecting Children Act, legislation that calls for innovative and sweeping strategies to combat child labor. “Children should be learning and growing in schools, not risking their safety and lives in dangerous workplaces,” said Congressman Scott. “The scourge of child labor that Congress sought to eliminate 85 years ago with the passage of Fair Labor Standards Act is back, and it has returned at time when the agencies we expect to provide timely data and aggressive enforcement lack the resources they need. I am proud to receive this honor, and I will remain steadfast in this fight to enact my Protecting Children Act and end abusive child labor.” More information from the Child Labor Coalition can be found by CLICKING HERE. To date, President Biden is the first President on record without a month of job loss in the seasonally adjusted data. Every other administration has seen at least one month of job loss. “Without question, Americans are better off today, then they were four years ago. Since President Biden took office, the economy has added 16.1 million jobs, inflation has fallen to 2.4 percent over the year, and wages continue to grow, particularly among low-wage workers. Four years ago, the economy was in freefall, Americans were hoarding toilet paper and standing in line at foodbanks. President Trump was on track to achieve the worst job performance in modern history, and the unemployment rate was 6.8 percent, compared to today’s rate of 4.1 percent. “The contrast between the records of this administration and the prior administration could not be starker. For example, President Trump is the first president in nearly 100 years to have lost more jobs than he created during his time in office. During President Trump’s tenure, ten months of which he spent mismanaging the COVID-19 pandemic, the economy lost 2.7 million jobs. During President Biden’s time in office, nearly two years of which were spent recovering from the COVID-19 pandemic, the economy has added 16.1 million jobs. That is more jobs than any President has created in four years. “The Biden-Harris Administration’s responsible stewardship of the economy and investment in workers has paid off. In the past four years, Democrats ensured working people were not left behind during this country’s economic recovery. But the work is not over. Despite the resilience of the economy, there is more that can be done to lower costs, whether at the grocery store, the pharmacy counter, or when buying a home. Democrats are offering proposals to end price gouging, lower prescription drug costs, expand homeownership, increase the Pell Grant, and lower the cost of childcare, among many other priorities. Moreover, to help families make ends meet, Democrats are proposing to expand the Child Tax Credit, which would provide as much as $300 per month per child.",1,2026-03-30T01:40:41Z,2026-04-07T22:07:06Z https://beyer.house.gov/news/documentsingle.aspx?DocumentID=6311,Beyer Statement on Donald Trump’s Threat to Metro,2024-10-31,2024,2024-10,Democrat,House,VA,"Donald S. It is a major driver of our local economy, is fundamental to the livelihoods of millions of residents in the region who use it to access jobs, schools, and services, and helps relieve congestion on our already overburdened roads. Donald Trump’s Project 2025 proposal to eliminate the federal funding WMATA depends on would lead to crippling service reductions and deteriorating infrastructure, making it harder for people to commute and for the region to function. Further, purging Metro services could cost the region billions in economic activity by reducing job access and slowing the movement of goods. Metro is the public transportation system for our nation’s capital. The lawmakers urged Armed Services leadership to reject any provisions that undermine diversity, equity, and inclusion (DEI) initiatives at the Department of Defense (DoD) in the Fiscal Year 2025 National Defense Authorization Act (FY25 NDAA). “One of the key strengths of the United States and its military is diversity. Diversity of race, ethnicity, background, gender, economic background, and sexual orientation contribute to new ideas, new perspectives, and new ways of thinking that allow for more robust decision-making, better planning for contingencies, and the development of well-thought-out and analyzed strategies that will be key to maintaining our military advantage in an age of increased great-power competition,” wrote the lawmakers. “This is only achieved by actively working to recruit a diverse military and ensuring that we have systems in place to support our servicemembers. DoD’s DEI initiatives are the most concrete action to accomplish that work and create a culture where all servicemembers feel welcome, free from harassment, and supported to be the best warfighters possible.” The annual NDAA authorizes funding for the Department of Defense (DoD) and all Armed Forces operations for the upcoming fiscal year. McClellan addressed the numerous provisions that significantly undercut DoD’s efforts to recruit and retain a diverse and representative military including: The complete elimination of the Office of Diversity Equity and Inclusion at DoD; Language that would institute a hiring freeze for DEI work at DoD; The elimination of the Chief Diversity Equity and Inclusion Officer role at DoD; Prohibitions on the creation of DEI offices at service academies; and The implementation of severe pay cuts for DoD employees who work on DEI issues. A 2021 study by Blue Star Families found that nearly one in three servicemembers of color experienced at least one incident of harassment or racial profiling on base. Additionally, communities that experience discrimination are much less likely to encourage young individuals to join the military. The DoD has taken significant steps to address these issues through the implementation of DEI initiatives. In Congress, McClellan helped introduce theEqual and Uniform Treatment in the Military (EQUITY) Act, legislation to prohibit discrimination in the armed forces, and opposed extreme Republicans’ efforts to dismantle Diversity, Equity, and Inclusion (DEI) initiatives during Floor debate of the FY25 NDAA. This decision will allow Governor Youngkin to strip Virginians of their right to vote in clear violation of federal law. This decision also perpetuates the falsehood that noncitizens are voting in meaningful numbers and former President Trump’s plan to undermine confidence in our elections. “The National Voter Registration Act is clear. It requires all states to complete any systematic removal of voters from its voter rolls 90 days before a federal election. This statute gives states ample time prior to this deadline to review its voter rolls. Most importantly, it provides voters sufficient time to rectify any improper removal prior to Election Day. U.S. District Court Judge Patricia Tolliver Giles determined that Governor Youngkin’s actions violated this statute, and the U.S. Court of Appeals for the Fourth Circuit upheld her order citing the Commonwealth’s defense of the action as ‘weak’ and that it ‘violates basic principles of statutory construction.’ Furthermore, the Fourth Circuit recognized that the Commonwealth maintains the ability to remove ineligible voters on an individualized basis to limit the risk of improper removals. “Unfortunately, this latest order by the Supreme Court is just one in a series of rulings that have rolled back fundamental rights, freedoms and foundational principles of our democracy. This Court gutted key provisions of the Voting Rights Act, stripped women of their right to make decisions about their own body, diminished the ability of federal agencies to protect communities from toxic pollutants, and created the foundation for a President of the United States to be immune from the law.” # # #",1,2026-03-30T01:40:41Z,2026-04-07T21:57:20Z https://mcclellan.house.gov/media/press-releases/mcclellan-statement-supreme-courts-decision-allow-youngkins-voter-purge-resume,McClellan Statement on Supreme Court’s Decision to Allow Youngkin’s Voter Purge to Resume,2024-10-30,2024,2024-10,Democrat,House,VA,Jennifer L. Warner and Tim Kaine (both D-VA) and U.S. Representative Bobby Scott (D-VA-03) announced $380,000,000 in federal funding for the Port of Virginia to accelerate its plan to become carbon-neutral by 2040. Warner, Kaine, and Scott advocated for this funding and sent a letter of support for this grant. The funding was awarded through the Environmental Protection Agency’s Clean Ports Program, which was made possible by the Inflation Reduction Act that the members helped pass. “The Port of Virginia is one of the largest and busiest ports on the eastern seaboard, and it’s critical to Virginia’s economy and offshore wind industry. As the Port of Virginia continues to grow thanks to investments we’re making, we must also ensure we’re reducing greenhouse gas emissions, which result in negative health and environmental impacts for our communities,” said the lawmakers. “That’s why we’re thrilled that this federal funding, which was made possible by the Inflation Reduction Act we supported, will accelerate the Port’s efforts to achieve net-zero carbon emissions by 2040 and further cement Virginia’s place as a leader in clean energy.” The Inflation Reduction Act made historic investments to support clean energy projects. It included clean energy tax credits that have incentivized a series of corporate investments in Virginia, including: A $681 million investment by LS GreenLink to build a state-of-the-art facility to manufacture high-voltage subsea cables used for offshore wind farms in Chesapeake, which will create over 330 jobs in Virginia. An investment of over $400 million by Topsoe to build a new manufacturing facility in Chesterfield County, which will create at least 150 new jobs in Virginia. An investment of $208 million by Mack and Volvo Trucks—in addition to a federal grant award of over $208 million for the company—to sustain 7,900 union jobs and create 295 new jobs in Virginia, Maryland, and Pennsylvania. Volvo Trucks is the second largest employer in the New River Valley, sustaining 3,600 jobs in Dublin, including 3,200 United Automobile Workers (UAW) jobs. In September 2024, Warner and Kaine visited Volvo’s New River Valley plant to celebrate the investment. Today’s announcement builds on other transformational investments made to the Port of Virginia by the Biden-Harris administration with the backing of Warner, Kaine, and Scott. That includes $225.4 million to fully fund the Norfolk Harbor Deepening and Widening Project, which will improve navigation and expand capacity by deepening and widening Norfolk Harbor’s shipping channels, allowing for two-way traffic in and out of the harbor. Of this amount, $141.7 million was made available through the Infrastructure Investment and Jobs Act and $83.7 million was provided through the Fiscal Year 2022 omnibus appropriations bill. The Port also previously received $20 million in federal funding from the Department of Transportation for improvements to Portsmouth Marine Terminal that will allow it to serve as a staging area to support the manufacturing and movement of offshore wind goods to support the 2.6 gigawatt Coastal Virginia Offshore Wind commercial project and other commercial offshore wind projects up-and-down the East Coast. For the last three election cycles, I have been concerned that Governor Youngkin and his administration have arbitrarily removed eligible voters from the Commonwealth’s voter rolls, and I have been especially concerned that these purges have occurred so close to Election Day. “In the two weeks before the 2023 Virginia General Assembly elections, the Youngkin Administration improperly removed 3,400 qualified voters, possibly in violation of Section 2 of the Voting Rights Act. In his August 7, 2024 executive order, the Governor ordered daily systematic purges of voters resulting in the potential illegal purge of more eligible voters. The National Voter Registration Act requires all states to complete any systematic removal of ineligible voters no later than 90 days prior to a federal election for voters to have adequate time to remedy any improper removal. In its review of these 1,600 voters, the U.S. Department of Justice found multiple instances of incorrect removals due to bureaucratic errors or mistakes made by the individual when filling out forms. Judge Tolliver Giles’ order recognizes that the Plaintiffs in this case are likely to succeed on the merits and would have suffered irreparable harm by denying their ability to exercise their right to vote at the ballot box on November 5th. “These efforts by Governor Youngkin and Republicans across the country are squarely within former President Trump’s playbook to undermine confidence in our elections and call into question the results of this November’s election if he does not win. There is no evidence that non-citizens are voting in any meaningful numbers, and to suggest otherwise is dishonest and only serves to undermine faith in our elections. These efforts only disenfranchise actual citizens from being able to exercise their right to vote. I expect the Governor and his administration to immediately reinstate these voters and notify them per the U.S. District Court’s order. Additionally, the U.S. Department of Justice must vigorously investigate these matters to protect the right to vote for all who are eligible and hold accountable all who violate the law.”",1,2026-03-30T01:40:41Z,2026-04-07T21:57:20Z https://beyer.house.gov/news/documentsingle.aspx?DocumentID=6312,Beyer Statement on President Biden’s National Security Memorandum on Artificial Intelligence,2024-10-25,2024,2024-10,Democrat,House,VA,"Donald S. Under the Biden-Harris Administration, 16.2 million jobs have been created, and workers have seen their hourly earnings grow by 18.1 percent on average. “Four years ago, the unemployment rate was 7.8 percent. Today, the unemployment rate is 4.1 percent. Four years ago, roughly 800,000 people filed initial unemployment insurance claims during the week. Only 225,000 filed claims this week. Four years ago, the economy was in freefall and Americans were hoarding toilet paper; today the economy is strong, and Americans are thriving. “The truth is the economy always performs better under Democratic Administrations. For example, President Trump is the first president in nearly 100 years to have lost more jobs than he created during his time in office. During President Trump’s tenure, ten months of which he spent mismanaging the COVID-19 pandemic, the economy lost 2.7 million jobs. During President Biden’s time in office, nearly two years of which were spent recovering from the COVID-19 pandemic, the economy has added 16.2 million jobs. That is more jobs than any President has created in four years. And more jobs than any Republican President has created in eight years. The only President to create more jobs is President Clinton, who added 22.9 million jobs in eight years. “Despite inheriting a struggling economy and a workforce devastated by the COVID-19 pandemic, the Biden-Harris Administration successfully rebuilt the economy and delivered real, lasting results for the American people. The policies in the American Rescue Plan Act (APRA) helped to create millions of new jobs– reflecting Democrats’ commitment to build an economy from the bottom up and the middle out. “In ARPA and IRA, Democrats fought to put money in family bank accounts by passing stimulus payments, enacting the child tax credit, enhancing SNAP benefits, increasing unemployment insurance and saving the pensions of one million workers participating in the multi-employer pension fund. Democrat then lowered everyday costs for working families by reducing health care costs, reducing premiums on the Obamacare Marketplace and reducing drug costs, especially insulin, and reducing the costs of childcare. These measures not only helped families afford their day-to-day needs but by the end of the first year, child poverty was cut in half, and credit card delinquency was at its lowest point in nearly 30 years. And Congressional Democrats were able to accomplish this without a single Republican vote. “And the Administration’s commitment to invest in workers has paid off for families across America. The Census Bureau recently reportedthat the strong labor market and falling inflation contributed to a marked increase in real median household income, as well as a decrease in the official poverty rate. These investments demonstrate that policies that prioritize workers are also great for the economy. “Every worker in America should be able to come home from work each day healthy, whole, and fairly compensated. Unfortunately, we know all too well that unscrupulous employers cut corners that put workers’ lives at risk or violate their rights in the workplace. In 2023, 16.2 million Americans were able to count on their unions to help them secure higher pay, better benefits, and safer workplaces. Continuing to safeguard collective bargaining is just one of the ways this Administration and Congressional Democrats have ensured that workers have a share in the prosperity they work hard to create. “Moreover, the Biden-Harris Administration remains committed to raising workers’ wages. This is why in 2021, President Biden worked to raise the minimum wage for federal contractors to $15 an hour. And earlier this year, the Department of Labor finalized a rule that would guarantee overtime pay for most salaried workers earning less than $58,656 per year, extending overtime protections for roughly an additional 4 million Americans. I will continue to support the Biden-Harris Administration’s ongoing commitment to paying workers their fair share and having the security they need to provide for themselves and their families. “The results of these policies speak for themselves – in the past four years, Democrats ensured working people were not left behind during this country’s economic recovery. But the work is not over. Despite the resilience of the economy, there is more that can be done to lower costs, whether at the grocery store, the pharmacy counter, or when buying a home. Democrats are offering proposals to end price gouging, lower prescription drug costs, expand home ownership, increase the Pell grants, lower the cost of childcare, among many other things. “In stark contrast, my House Republican colleagues have spent their time in the majority complaining and blaming others but not offering Americans any solutions. And their record shows it. In the last two years, House Republicans have not passed a single piece of legislation that was signed into law that will meaningfully reduce costs for the American people. Complaining about a problem is not a solution. “As for me, I will continue my work in Congress, as I always have— working on policy solutions that will build on the progress we have made and create an economy where everyone can succeed.”",1,2026-03-30T01:40:41Z,2026-04-07T21:57:20Z https://cline.house.gov/news/documentsingle.aspx?DocumentID=1499,"Congressman Ben Cline Makes National Shooting Sports Foundation’s “Dean’s List,” Receives A+ Rating on Second Amendment",2024-10-03,2024,2024-10,Republican,House,VA,Ben Cline,C001118,cline.house.gov,cline,https://cline.house.gov/news/documentquery.aspx?DocumentTypeID=27,scraper,"Congressman Ben Cline (VA-06) released a statement after being named to the National Shooting Sports Foundation’s “Dean’s List”. I’m grateful for Democratic Whip Katherine Clark’s leadership on this pressing issue, as we introduce the Child Care Infrastructure Act and the Child Care Workforce Development Act. These bills will bolster federal investment in our nation’s child care industry and incentivize care workers and early childhood educators to continue their invaluable work.” ""Democrats are focused on one of the most urgent challenges facing everyday families: the outrageous cost of child care,"" said Whip Clark. ""This pair of bills will build out child care facilities across the country while recruiting talented Americans to pursue careers in early education. This investment would mark a critical step forward in House Democrats' fight to lower costs for parents, create opportunities for our children, and build an economy that works for working families. While Republicans ignore the child care crisis, we are ready with solutions."" “Child care is infrastructure and an important investment for children, families, and the economy,” said Congresswoman Bonamici. “The ongoing hurdles child care providers and families face are limiting economic growth, threatening employers and small businesses, and holding back working families. I’m grateful to partner with Whip Clark to introduce legislation that will provide funding to improve and build facilities to help meet the demand for affordable, accessible child care.” ""As a father and the founder of the Dads Caucus, I know firsthand how difficult it can be to find affordable child care, and I know that the working parents of this nation face the same concern. Many families today are living in child care deserts, where there aren't enough quality, affordable daycares nearby—my colleagues and I are fighting to change that,” said Congressman Gomez. “I’m proud to join Whip Clark on these two bills that will make becoming an early childhood educator more attainable for students, expand our child care provider workforce and fund building new daycares as key infrastructure investments. Working families should rest assured that their children are being looked after in quality facilities with qualified educators who are supported.” “As a working mom of a four-year-old son with another child on the way, I know firsthand how difficult it is to find affordable child care and the struggles families in my district are facing, especially in more rural communities,” said Congresswoman Pettersen. “That’s why I’m proud to help reintroduce these two pieces of legislation to bolster our child care workforce, help lower costs for parents, and ensure every family can access the care they need for their children to thrive. I’m incredibly grateful for the leadership of Whip Clark and my colleagues who joined today.” “The rising cost of child care has made it difficult for millions of parents to balance earning a living with caring for their families. Nonetheless, my Republican colleagues refused to join us in supporting working parents and allowed vital federal child care stabilization funding to expire last year. Our working families deserve better. Without additional action by Congress, the unaffordability and unavailability of child care in the U.S. will only worsen,” said Congresswoman Tokuda. “As a mother of two boys that has to make tough choices, I’m proud to join our Democratic Whip, Congresswoman Katherine Clark, in introducing the Child Care Infrastructure Act and the Child Care Workforce Development Act. Together, these bills will provide for greater investment in the programs and the people we entrust to take care of our kids so they can continue serving children and families across the country.” The Child Care Infrastructure Act would: Direct the Department of Health and Human Services (HHS) to conduct a national needs assessment of early child care and learning facilities to understand the impact of the child care crisis and evaluate the ongoing infrastructure needs of child care facilities across the U.S. Establish a grant program to award grants to states for the purpose of constructing new or renovating existing child care facilities. Set aside a minimum of 10% and a maximum of 15% of the authorized funds to award grants of up to $10 million to intermediary organizations, including development financial institutions or other organizations that have demonstrated experience in developing or financing early care and learning facilities. Authorize $10 billion over five years to invest in our nation’s child care infrastructure. The Child Care Workforce Development Act would: Authorize HHS to administer a student loan repayment program of up to $6,000 annually for five years for early childhood educators working for providers eligible to receive Child Care and Development Block Grant (CCDBG) funding. Establish a program to provide up to $4,000 annually to eligible individuals pursuing an associate’s degree or a certificate in early childhood education. Congresswoman McClellan has championed child care during her time in Congress. Last year, McClellan and Rep. Nancy Mace (SC-01)introduced H.R. 5581, the bipartisan Child Care Assistance for Maternal Health Act, to increase short-term child care access for mothers and their families during the pregnancy, birth, and postpartum period. McClellan and Sen. Tim Kaine (D-VA)convened a roundtable discussion with parents and child care providers to discuss the child care crisis in America following a tour of Kidz with Goals Unlimited, a child care and early education center in Hopewell. Earlier this year, McClellan and Whip Clark toured Sprout School at Second Presbyterian in Richmond and convened a roundtable discussion at YWCA Richmond with child care providers, advocates, and community leaders to discuss federal funding for child care resources. From day one, House Democrats stood ready to pass a bipartisan Continuing Resolution (CR) to fund the government through the end of the calendar year to give Congress the time needed to finish the twelve year-long appropriations bills. “Republicans tried repeatedly to advance their restrictive voting bill, the SAVE Act, through this funding legislation, because they knew it could not become law on its own merits. House Democrats defeated their efforts and successfully negotiated a clean CR that funds our federal agencies at current levels through December 20th, provides increased funding for the Secret Service, and ensures critical federal services remain functional and available to the American people. “While we avoided a catastrophic government shutdown, this CR is not cause for celebration. The federal government should not have to operate on these temporary stopgap measures, and the American people should not have to worry about whether or not they will have access to critical services should a shutdown occur. The entire process is emblematic of Republicans’ inability to govern and put the American people above their own party’s politics. Today, House Democrats were the adults in the room, carrying the legislation over the finish line and providing more votes in support of the bill than Republicans. “When we return to Washington after the District Work Period, Republicans need to abandon their extreme agenda and work with House Democrats to expeditiously pass the appropriations bills to fund the government for Fiscal Year 2025. Prior to serving in the U.S. House, Wexton served the people of Northern Virginia for over two decades as a prosecutor, attorney, advocate for abused children, and state Senator. Throughout her legislative career, Wexton has been renowned for her success in working across the aisle to deliver results to better the lives of Virginians. In September 2023, Wexton announced that her previous Parkinson’s Disease diagnosis had been updated to Progressive Supranuclear Palsy – a kind of ‘Parkinson’s on steroids’ – and would not seek reelection. Following this diagnosis, Wexton used her platform and time in office to raise awareness for and champion passage of the Dr. Emmanuel Bilirakis and Honorable Jennifer Wexton National Plan to End Parkinson’s Act which was ultimately signed into law by President Biden. In July 2024, Wexton became the first member of the U.S. House to have a model of her voice generated by artificial intelligence speak for her on the House floor. “A neurodegenerative disease diagnosis is extremely difficult news for anyone to receive, but Jennifer has faced her diagnosis with extraordinary grace, strength, and courage,” said Rep. Don Beyer. “She has never wavered in her service to the American people and was instrumental in the enactment of the National Plan to End Parkinson’s Act, the most significant action Congress has taken in decades to combat Parkinson’s and related neurodegenerative diseases. By establishing an AI Security Center and updating cybersecurity reporting systems to include AI, the legislation would support AI research while mitigating threats posed by this emerging technology. In May, Senators Mark Warner (D-VA) and Thom Tillis (R-NC) introduced the Secure Artificial Intelligence Act in the Senate. “AI has the potential to enhance the lives of our people – from driving discoveries in new scientific domains to propelling cutting-edge medical research and more,” said Congresswoman Ross. “However, as we cross this new frontier, it is essential that we implement smart policies to address security and safety risks while continuing to foster innovation and competitiveness. As a representative of the world-renowned Research Triangle, I’m proud to introduce this legislation, which will enhance safety by establishing a more robust tracking and processing system to protect organizations and individuals from AI-related risks. This legislation helps individuals with disabilities save for their futures by permanently extending three provisions of the tax code which expire in 2025. In 2014, Congress established Achieving a Better Life Experience (ABLE) accounts allowing individuals with disabilities and their families to save and invest in tax-free savings accounts without losing eligibility to federal support programs like Medicaid and Supplemental Security Income. In nearly a decade 162,000 ABLE accounts have saved more than $1.7 billion with an average account holder balance of nearly $11,00. Expiring tax provisions supporting ABLE accounts include allowing individuals with disabilities to contribute more to their ABLE account if they are employed, eligibility for a non-refundable savers credit of up to $1,000, and rollover of qualified funds into an ABLE account from a 529 education savings account. “Individuals with disabilities and their families ought to have certainty about ABLE account tax provisions. A shutdown would disproportionately impact the Commonwealth of Virginia, with one of the largest populations of federal employees and active-duty service members in the country who would be forced to work without pay. Despite the very real threats, House Republicans keep wasting time and putting politics over people. “For months, House Democrats have stood ready to work with Speaker Johnson and the Republican conference to pass a clean Continuing Resolution to extend current funding levels to the end of the year and allow Congress the time to pass the twelve appropriations bills necessary to fully fund the federal government for the 2025 fiscal year. However, Speaker Johnson rejected these opportunities and wasted time sending a hyper-partisan bill to the floor that he knew would not pass. To appease the most extreme wing of his party, Speaker Johnson included in his funding bill the SAVE Act, a restrictive, anti-voter bill that will drastically limit access to the ballot box for American citizens. “The SAVE Act seeks to address mythical “non-citizen voting,” which is already illegal and punishable by up to five years in prison, despite no evidence of widespread occurrences. Their bill would implement burdensome proof-of-citizenship requirements to register to vote with very few acceptable forms of identification. Drivers’ licenses and other state-issued IDs, including military and Tribal IDs, would not be acceptable forms of proof of citizenship. The only forms House Republicans deem appropriate are those that cost money, such as a passport. That is a modern-day poll tax on American citizens. “I swore my oath of office on the Bible in which my father kept his poll tax receipt as a reminder of the obstacles my family faced to vote, the progress we have made as a nation, and the work still left to do to uphold our country’s promise of a democracy by, of and for the people. I refuse to support Republicans’ poll tax legislation. I voted no on today’s Continuing Resolution. “I urge Speaker Johnson and House Republicans to abandon their partisan approach to governance. It’s past time they realize that in divided government, they must work across the aisle to develop and pass legislation that meets the needs of the American people. House Democrats stand ready to pass a clean Continuing Resolution that provides Congress with the necessary time to finish its work on the twelve appropriations bills for Fiscal Year 2025.”",1,2026-03-30T01:40:41Z,2026-04-07T21:43:57Z https://mcclellan.house.gov/media/press-releases/mcclellan-announces-2024-veteran-year-district-program,McClellan Announces 2024 Veteran of the Year District Program,2024-09-16,2024,2024-09,Democrat,House,VA,Jennifer L. Senator Peter Welch (D-VT) is introducing companion legislation in the Senate. The legislation would require ranked choice voting (RCV) in all congressional primary and general elections starting in 2028, allowing voters to express support for multiple candidates for public office, with the candidate receiving the most votes declared the winner. With RCV, voters rank candidates in order of choice. If a candidate receives more than half of the first choices, that candidate wins, just like in any election. If not, the candidate with the fewest votes is eliminated, and voters who picked that candidate as ‘number 1’ have their votes redistributed and counted for their next favored choice. This process continues until a candidate wins with more than half the votes. “Ranked choice voting focuses American elections and campaigns on coalition-building,” said Rep. Raskin. “Our legislation incentivizes candidates to reach a broader range of the voting public, making our electoral process more democratic, more positive, more efficient and more representative—and our Congress too.” “Our democracy is at its strongest when everyone is heard and represented. Ranked choice voting offers an opportunity to break through polarization and strengthen our democracy by ensuring that our elected candidates have received the broad support of the folks they’ll represent,” said Senator Welch. “This pro-democracy bill will make our elections more equitable, more civil, and more representative.” “In an increasingly polarized Congress, it’s become ever more difficult to produce pragmatic legislation and solutions that benefit the American people,” said Rep. Don Beyer. “By implementing ranked choice voting, which ensures that winners are elected with majority popular support, we can encourage the election of leaders who build broad and diverse coalitions and are focused on solutions rather than divisive rhetoric. This would increase voter satisfaction and be a great win for a healthier democracy.” “Ranked choice voting is the fastest-growing election reform in the nation because it works,” said Meredith Sumpter, President and CEO of FairVote, a nonpartisan organization seeking better elections. “RCV fixes the ‘spoiler problem’ and ensures winning candidates represent the majority of voters—without the need for expensive, low-turnout runoffs. Everywhere it’s used, voters have embraced RCV and the better choices, better campaigns, and better governance that it delivers. The Ranked Choice Voting Act will give every voter the freedom to make their voice truly heard in Washington.” “We appreciate Representative Raskin’s strong leadership on this important election reform aimed at expanding voter choices and increasing voter participation in elections,” said Jon Golinger, Democracy Advocate, Public Citizen. “Given the unprecedented threats to the integrity of our elections, we need to work harder than ever to advance bold reforms that strengthen American democracy.” “We are in the midst of a crisis in democracy,” said Debra Perlin, Policy Director, Citizens for Responsibility and Ethics in Washington (CREW). “Rep. Raskin and Senator Welch's Ranked Choice Voting Act is welcomed democracy reform legislation aimed at decreasing political polarization and increasing the power of communities to elect candidates that truly represent their needs. Preliminary studies show that by giving voters more choices, along with voter education and assistance, ranked choice voting increases the electoral viability of community-based candidates and expands access to the ballot for all voters, including voters of color. We call on Congress to pass the Ranked Choice Voting Act in order to build towards a more inclusive democracy, where politicians are more accountable to their constituents and focus on the issues that matter to the people they serve.” “The Ranked Choice Voting Act would help make our democracy fairer and more representative because it gives voters more choice and enables the election of candidates who have broader support in their community,” said Trevor Potter, founder and president, Campaign Legal Center. “Ranked choice voting is proven to increase voter turnout and leads to a more diverse array of candidates. Additionally, ranked choice voting gives the public the opportunity to vote for their preferred candidate, regardless of party, without fear of wasting their vote or ‘spoiling’ the election. CLC fully endorses the Ranked Choice Voting Act and encourages Congress to pass it.” Voting and elections experts observe that RCV can help foster political goodwill in a polarized, partisan environment. In a letter sent yesterday to Treasury Secretary Janet Yellen, Energy Secretary Jennifer Granholm, EPA Administrator Michael Regan, OMB Director Shalanda Young, National Climate Advisor Ali Zaidi, and John Podesta, Senior Advisor to the President for Clean Energy Innovation and Implementation, the lawmakers urged the administration to quickly finalize the strong proposed rules for 45V that aligned with Congressional intent and would reduce carbon emissions, while ensuring the tax credit supported robust growth in the nascent clean hydrogen industry. “When Congress drafted the climate provisions of the Inflation Reduction Act, including the Section 45V Tax Credit for Production of Clean Hydrogen, our primary intent was to develop a suite of incentives that would result in substantial emissions reductions. The 45V tax credit is a key part of the IRA, which will help decarbonize hard-to-abate industrial sections. Treasury’s proposed rules for 45V remain critical to ensuring that 45V does not increase net carbon pollution, and we urge Treasury to finalize rules consistent with its proposal,” wrote the lawmakers. “The U.S. has the chance and is well-suited to stake out a leading position on clean manufacturing; we must not squander this opportunity for short-sighted gain,” added the members. “Treasury’s strong proposed rules demonstrated a commitment to evidence-based policy, and we urge Treasury to maintain this rigor as it finalizes the regulations. Just as we agree that it is important to get clean hydrogen right, we agree that no tax credit is worth compromising our commitment to tackling the climate crisis by pursuing scientific emissions reduction targets.” The Inflation Reduction Act included a suite of clean energy tax credits and other provisions to boost decarbonization technologies in the United States, including the Section 45V Clean Hydrogen Production Tax Credit. Clean hydrogen has the potential to reduce emissions in aviation, shipping, steelmaking, and heavy-duty vehicles, but is still at an early stage of development. The 45V tax credit, as designed by Congress, aimed to jump start innovation in the hydrogen industry to give clean hydrogen an opportunity to compete with conventional “grey” hydrogen. Senators Whitehouse and Merkley asked Treasury in an October 2023 letter to adhere closely to Congressional intent and implement strict rules for the 45V tax credit. The senators urged Treasury to design the standards around three principles – additionality, deliverability, and time-matching – to ensure the environmental integrity of the program. The senators also pointed to the rules governing the European Union’s clean hydrogen economy as a good starting point for Treasury’s standards. “A three-pillar framework with strong protections against fossil fuel greenwashing ensures the hydrogen tax credit is part of a solution to this problem by stimulating demand for new sources of clean electricity generation while fulfilling its primary goal of reducing carbon pollution. These rules ensure that we do not subsidize a greenwashed industry that burdens environmental justice communities with toxic pollution,” added the 66 members of Congress. Senators Ed Markey (D-MA), Bernie Sanders (I-VT), Chris Van Hollen (D-MD), Elizabeth Warren (D-MA), Peter Welch (D-VT), and Cory Booker (D-NJ) joined Whitehouse and Merkley on the letter. Representatives Raskin and Beyer led a group of 58 members of the House of Representatives in signing the letter. Climate Action Campaign, Natural Resources Defense Council, Earthjustice, League of Conservation Voters, Environmental Defense Fund, Union of Concerned Scientists, Sierra Club, and Evergreen Action endorsed the lawmakers’ letter. The text of the letter is below and a PDF is available here. Dear Secretaries Yellen and Granholm, Administrator Regan, Director Young, Mr. Podesta, and Mr. Zaidi, When Congress drafted the climate provisions of the Inflation Reduction Act (IRA), including the Section 45V Tax Credit for Production of Clean Hydrogen (45V), our primary intent was to develop a suite of incentives that would result in substantial emissions reductions. The 45V tax credit is a key part of the IRA, which will help decarbonize hard-to-abate industrial sections. Treasury’s proposed rules for 45V remain critical to ensuring that 45V does not increase net carbon pollution, and we urge Treasury to finalize rules consistent with its proposal. As members deeply involved in the crafting and passage of the IRA, our goal was always to enact a package of incentives that would put the United States on track to meet its Nationally Determined Contribution (NDC) of 50 to 52 percent emissions reductions by 2030 compared to a 2005 baseline, a target scientists state is necessary to avoid exceeding 1.5 degrees Celsius of warming. To ensure the IRA lived up to this goal, hundreds of hours of work went into the emissions analysis of various competing policies. New analysis from Energy Innovation shows that if proper guardrails are not in place, 45V could actually increase emissions by 2 to 3 percentage points. This is significant: since 2005, U.S. emissions have only declined by 18 percent. In other words, getting the 45V rule wrong could erase one sixth of our progress to date. We agree on the need for a robust, clean hydrogen industry. The environmental impact and energy efficiency of hydrogen depends on how it is produced. Currently, most hydrogen is produced by natural gas reforming or gasification, and marginally by electrolysis and other methods. Electrolytic hydrogen has the potential to cut emissions in the hardest-to-abate sectors, particularly where direct electrification is unfeasible. However, because of the energy intensity of the electrolysis process, when powered by gas or coal, electrolyzers produce hydrogen with 1.5-5 times the emissions of conventional hydrogen made through steam methane reforming (SMR). As a result, estimates indicate that, without safeguards, 45V would actually increase the emissions intensity of U.S. hydrogen production. Taxpayer dollars must not blindly support all kinds of electrolytic hydrogen or we risk eroding climate progress and further subsidizing the fossil fuel industry at the expense of environmental justice and American consumers. 45V should also not blindly support the production of hydrogen from fossil fuels. In addition to being major sources of greenhouse gas emissions, SMR hydrogen production poses severe pollution risks to frontline communities. Accounting loopholes that allow conventional fossil hydrogen to qualify for 45V must be prohibited; it is unconscionable to let federal funds prop up a greenwashed industry that pollutes historically marginalized communities. Reserving the tax credit for truly clean hydrogen that reduces emissions is directly in line with the statutory text of the IRA, which plainly states congressional intent. 45V’s subsidy is reserved for qualified clean hydrogen “produced through a process that results in a lifecycle greenhouse gas emissions rate of not greater than 4 kilograms of CO2e per kilogram of hydrogen.” This reflects Congress’s recognition that taxpayer dollars must be carefully directed towards hydrogen production that moves us closer to, not further from, our decarbonization targets. The statute adopts a definition for “lifecycle greenhouse gas emissions” from section 211(o)(1)(H) of the Clean Air Act, which makes clear that this greenhouse gas emissions rate must account for “significant indirect emissions such as significant emissions from land use changes”. By acknowledging that electrolytic hydrogen production which drives significant increases in grid emissions fails to meet the statute’s threshold lifecycle greenhouse gas emissions rate, Treasury’s proposed rules give effect to the IRA’s text and purpose of reducing emissions. Consideration of lifecycle greenhouse gas emissions under section 211(o), the Renewable Fuel Standard (RFS), requires a broad consideration of indirect emissions, beyond the scope of just a single farm or facility. The Environmental Protection Agency (EPA) characterizes this as a need to consider “market interactions induced by expanded biofuel production and use.” Since the emissions profile of electrolytic hydrogen depends wholly on the resources powering it, accounting for indirect emissions under 45V requires similar scrutiny of grid market dynamics. EPA confirms that this is consistent with their interpretation and application of section 211(o)(1)(H). Just as it is insufficient to look only at a single plot of land under the RFS, an accounting of only facility-level emissions or a simple tallying of renewable energy certificates (RECs) is inadequate for 45V. A robust body of modeling and analysis supports this conclusion. In addition to the new analysis from Energy Innovation, Evolved Energy Research (EER) estimates that if 45V were implemented without rules accounting for indirect emissions, annual greenhouse gas emissions could increase by nearly 200 million metric tons (MMT) of CO2e per year by 2032, even after accounting for the displacement of conventional hydrogen and fossil fuels in vehicles and the power sector. Cumulatively, this could lead to a net 1,233-MMT CO2e increase in U.S. emissions by 2032, when compared to a scenario without the 45V tax credit. By comparison, roughly 10 MMT of hydrogen is produced annually in the U.S. from fossil fuels, emitting approximately 100 MMT CO2e of greenhouse gases. Without reasonable safeguards in place, 45V actually increases the emissions intensity of U.S. hydrogen production. Displacing conventional hydrogen with a lower-carbon alternative is a worthwhile endeavor, but subsidizing the production of hydrogen that is more carbon-intensive than the legacy industry would be a glaring policy failure. Several other independent analyses agree on the importance of guardrails-specifically the guardrails proposed by Treasury. These include modeling from the Electric Power Research Institute (EPRI), analysis from Rhodium, prior analysis from Energy Innovation, and modeling from Princeton ZERO Lab. The models that differ, such as the one conducted by Energy & Environmental Economics (E3) and funded by the American Council on Renewable Energy (ACORE), fail to account for power sector load growth dynamics and produce flawed conclusions as a result. Data centers, investments in manufacturing, and broader electrification of the economy are driving load growth in the U.S. for the first time in two decades, causing many utilities to turn to increasing fossil generation. 45V adds electrolyzers to this equation, which require tremendous amounts of power and represent a sizeable new demand, capable of drawing power at all hours of the day. To meet the Department of Energy’s (DOE) goal of 10 MMT of annual clean hydrogen production by 2030, electrolyzers consuming several dozen gigawatts of electricity will need to come online. Without strong standards, new sources of clean electricity will not necessarily be deployed to meet this demand, especially not at all hours of the day. As such, the 45V tax credit risks creating a shell game, where existing clean generation gets nominally claimed by hydrogen electrolyzers, but the resulting gap in grid capacity is backfilled by fossil fuel generation. The three pillars do not—as some have claimed—lead to the cannibalization of future clean energy. Instead, they help ensure that when electrolyzers are added to the grid, that demand is balanced with additional clean energy, rather than requiring new fossil generation, keeping existing fossil generators running, or consuming existing renewables that are needed to decarbonize other aspects of our economy. If the three-pillar requirements are weakened, households will bear the negative effects of fossil-fuel-powered electrolyzers, in the form of both increased pollution as well as increased energy bills. A study of electricity markets in California and Colorado found that weak 45V rules could lead to as much as a 10-percent increase in power prices for consumers as a result of the additional demand on the electric grid. Treasury’s proposed rules ensure that 45V will live up to its emissions-reducing potential and prevent the tax incentive from becoming yet another fossil fuel subsidy. The “three pillars” of incrementality, temporal matching, and deliverability ensure that taxpayer dollars do not go to electrolyzers that generate significant indirect greenhouse gas emissions from the grid. The rules work together to create a market signal for the development of new zero-carbon power and the deployment of electrolyzers that can flexibly ramp down when clean power is limited. 45V’s ability to be stacked with the 45Y Clean Electricity Production Credit or the 48E Clean Electricity Investment Credit enhances this signal. Furthermore, modeling, analysis, and current market realities overwhelmingly show that strong guardrails will not prevent the clean hydrogen industry from developing. EER and EPRI find that while the three pillars are necessary for preventing an emissions spike, they have limited consequences for total electrolytic hydrogen production or deployment of electrolyzers. Nor are these concerns borne out in evidence on the ground. A contingent of hydrogen suppliers and developers currently planning and developing more than 50 GW of three-pillar-compliant projects in the U.S. have come out in strong support of Treasury’s rules. And in the European Union, where the three pillars are already law, the clean hydrogen market has boomed. The economic incentives for the development of the hydrogen industry are further bolstered by the $7 billion DOE has allocated to the Hydrogen Hubs. While many of the Hubs also plan to produce SMR hydrogen with carbon capture, some have raised concerns that Treasury’s proposed rules could threaten the economic viability of the Hubs. However, analysis from the Rocky Mountain Institute (RMI) shows that the three pillars are not necessarily a barrier for the Hubs’ access to qualified clean electricity. All the Hubs are projected to have access to enough pillar-compliant clean energy to achieve their early electrolytic hydrogen production goals with capacity factors north of 70 percent. We acknowledge that the three pillars could affect the viability of some hydrogen project designs. However, we must remember that the bedrock goal of the IRA was to cut greenhouse gas emissions, and the 45V credit was crafted to support a truly clean hydrogen industry. Removing these guardrails in the final 45V rules will thoroughly undercut those goals. Without strong rules, 45V will subsidize the production of more carbon-intensive hydrogen and could cost taxpayers an additional $252 billion through 2040, while harming the same frontline communities that have acutely borne the costs of our reliance on fossil fuels. Transmission limitations and delays in interconnection challenge the achievement of our larger climate goals. The Federal government should address these problems directly rather than by watering down the rules governing the production of 45V-eligible hydrogen. For these reasons, forward-thinking companies along the hydrogen value chain, environmental organizations, environmental justice groups, consumer advocates, and fiscal responsibility watchdogs have voiced staunch and unified support for Treasury’s strong proposed rules. On the other hand, it is telling that the fossil fuel industry is well-represented among those calling for weakening the rules. As Treasury works to finalize its guidance, we encourage it to maintain strong climate standards in its final rule. While certain allowances can be made to facilitate compliance with the rules, we must not compromise the emissions integrity of 45V. Unfortunately, many of the exemptions and modifications that have been proposed would severely weaken the tax credit: 5-10 Percent Curtailment or Retirement Allowance for Existing Clean Energy: Flexible electrolyzers are an ideal use case for otherwise curtailed clean energy. Curtailments should be credited when and where they occur, but blanket allowances are a poor proxy for this. Curtailments of renewables, by their nature, are typically not consistent enough to serve as the sole power source for an electrolyzer, and allowances that fail to match the sporadic nature of these curtailments can easily push the emissions intensity of electrolyzers above statutory thresholds. Applying a blanket 5-10% allowance to more “firm” resources like existing nuclear or hydroelectric generation, under the guise of preventing retirements, could severely harm the integrity of 45V. Exempting 5% of all existing clean energy from the incrementality requirement could allow 1.5 MMT of hydrogen to qualify annually, which in the short-term could drive up to 60 MMT CO2e of additional annual greenhouse gas emissions; cumulatively, this could drive up to 1,479 MMT CO2e of additional greenhouse gas emissions through 2035. A 10-percent allowance could potentially double those amounts. Incrementality Exemption for Relicensed Hydroelectric and Nuclear: Unless assets can demonstrate a credible risk of retirement that cannot be prevented with the IRA’s 45U Zero-Emission Nuclear Power Production Credit or state incentives, there is no reason to exempt them from incrementality. If all hydroelectric and nuclear assets that were set to be relicensed between 2024 and 2035 were granted this exemption and then used exclusively to support hydrogen electrolysis, it could result in up to a 525 MMT CO2e cumulative increase in greenhouse gas emissions through 2035. Incrementality Exemption for State Clean Energy Mandates: At first blush, an exemption that recognizes the progress states have made on climate seems reasonable, but such an exemption for incrementality should only be granted if the states can credibly demonstrate that their policies can constrain indirect emissions from electrolyzers without leaking emissions to neighboring states. No U.S. state is in a position to credibly demonstrate that they can accomplish that, absent additional measures. A legally binding target is insufficient without policies to constrain emissions. Even if in-state emissions are constrained, an exemption would allow any clean power supplied to other states to be redirected to electrolyzers within their borders, which would lead to the same indirect emissions. And while a clean electricity standard drives toward zero power emissions, an electrolyzer would still be able to induce emissions above the statutory cap until the target reaches zero. Current cap and trade programs have price ceilings that can be effectively short-circuited by the value of 45V. Annual or Monthly Matching: Allowing electrolyzer projects that commence construction prior to 2028 to qualify through annual matching in perpetuity would increase cumulative emissions by nearly 700 MMT of CO2e through the duration of the tax credit. Monthly matching is similarly a poor substitute for hourly matching. Even weekly matching fails to safeguard against indirect emissions remotely as well as hourly matching, as the key consideration is electrolyzers’ ability to capture intraday variations in renewable output, like the sun setting each night and rising each morning. Hourly matching is critical to minimize emissions from electrolytic hydrogen and to incentivize the deployment of flexible electrolyzers. Low-tech alkaline electrolyzers are unable to ramp up or down to match the availability of clean electricity—a trait that will be essential to electrolyzers’ ability to continue producing competitively-priced hydrogen after subsidies expire. While these electolyzers are cheap, they are ill-suited to producing truly clean hydrogen and are largely imported from China. Conversely, the U.S. leads the way in high-tech electrolyzers, such as proton exchange membrane and more flexible alkaline electrolyzers. These technologies are better able to respond to the variability of renewables and produce truly clean hydrogen, but they require hourly matching to be economic over Chinese alkaline electrolyzers. Allowing Compliance through External Modeling: While there is consensus on the need for the three pillars among most experts and academics, some industry players have backed models with more favorable assumptions and parameters to erode the stringency of 45V at the expense of our climate and average American consumers. Given this, Treasury should not allow projects to comply with their own models and should instead require all producers to meet the same set of evidence-backed standards as they have proposed. Not Averaging Across the Year: Without the three pillars, grid-connected electrolyzers risk producing hydrogen with far greater emissions than conventional fossil hydrogen. Allowing producers to only qualify when it is convenient creates this same indirect emissions risk. Allowing electrolyzers to earn 45V tax credits when clean energy is widely available—while ignoring the emissions impact of other hours when clean energy is scarce and electrolyzers choose to continue operating with dirty power—could still drive significant emissions. Since the electrolyzer would not be operational without this tax credit, 45V would effectively be subsidizing both clean and dirty hydrogen production, and the emissions from the hours of dirty hydrogen production would be indirect emissions that the statute requires Treasury to consider. Therefore, projects must not be allowed to qualify for only a portion of their annual production. Renewable Natural Gas and Fugitive Methane Emissions: Since 45V is a tech-neutral tax credit, the rules for all production pathways must be equally stringent to avoid perverse incentives. Treasury recognized the importance of an equally rigorous approach in their proposed rules. In particular, Treasury should not allow captured methane to be considered greenhouse-gas-negative; such a rule would enable relatively small amounts of captured methane to offset the emissions of SMR hydrogen enough to qualify for the full $3/kg tax credit, making it effectively free to produce. In this same vein, book-and-claim accounting—that is, allowing methane captured in one location to be credited as an offset in another—would allow gaming of the tax credit and thus presents risks for inclusion in 45V. Treasury should also disallow co-product allocation in 45V to avoid incentivizing pollution shifting as opposed to true emissions reductions. Accurate Upstream Methane Emissions: Estimates of upstream methane leakage for fossil-based hydrogen must be accurate and transparent by relying on measured and verified data. While industry has proposed that hydrogen producers should be able to self-report user-specific methane figures, there is no robust verification system in place to validate these figures. Company-reported data from the Greenhouse Gas Reduction Program Subpart W already show significant under-reporting of methane emissions, when compared with observed satellite measurements. Producers should not be allowed to elect between using national methane emissions rates and their own site-specific rate, which would allow them to cherry-pick whichever of the two happens to be lower. Until site-specific rates can be sufficiently verified, Treasury should instead assign basin-specific methane emissions rates to fossil-based hydrogen to credit responsible operators without allowing them to claim emissions reductions they did not achieve. We are at a pivotal moment in the energy transition. We have the technology to electrify the bulk of our economy and transform our hardest-to-decarbonize sectors. However, our deployment of clean electricity generation is lagging behind and we face the risk of expanding heavily polluting fossil fuel infrastructure. A three-pillar framework with strong protections against fossil fuel greenwashing ensures the hydrogen tax credit is part of a solution to this problem by stimulating demand for new sources of clean electricity generation while fulfilling its primary goal of reducing carbon pollution. These rules ensure that we do not subsidize a greenwashed industry that burdens environmental justice communities with toxic pollution. If we want this industry to thrive into the future, we cannot afford short-sighted half-measures. The European Union has adopted rules for clean hydrogen similar to those proposed by Treasury. If our hydrogen is not truly clean, the low-carbon products that depend on that hydrogen—green steel, e-fuels, clean methanol, zero-carbon fertilizers—will not be duly credited in other markets. The U.S. has the chance and is well-suited to stake out a leading position on clean manufacturing; we must not squander this opportunity for short-sighted gain. Treasury’s strong proposed rules demonstrated a commitment to evidence-based policy, and we urge Treasury to maintain this rigor as it finalizes the regulations. Just as we agree that it is important to get clean hydrogen right, we agree that no tax credit is worth compromising our commitment to tackling the climate crisis by pursuing scientific emissions reduction targets. The resolution seeks to raise awareness about the growing firearm suicide crisis in the United States and promote the importance of storing firearms safely and securely to help curb firearm suicide. “Firearms are the most common method of death by suicide, but we can take steps to help curb those trends,” said Congresswoman McClellan. “Safe and secure firearm storage will help reduce unintentional and firearm suicide deaths. The National Firearm Suicide Prevention Day resolution calls attention to the troubling realities of firearm suicide and resolves to educate and promote awareness around safe gun storage. I thank Congresswoman Brownley for her leadership and look forward to working with her to advance it.” “The epidemic of gun violence continues to plague communities throughout our country and forever changes the lives of families who have lost someone to gun death. However, the debate surrounding gun safety overlooks the role that guns often play in suicide,” said Congresswoman Brownley. “In recognizing Firearm Suicide Prevention Day, we are bringing much needed awareness to this heartbreaking crisis and focusing on how to prevent firearm suicide to keep our children, families, our nation’s veterans, friends, and loved ones safe. According to a report published by the Centers for Disease Control and Prevention’s National Center for Health Statistics, in 2022, a firearm was used in 54.6% of all suicides in the United States. With an average of 74 people dying by gun suicide in the United States each day, as reported by Brady, and easy gun access increasing the risk of death by suicide by 300%, we cannot address suicide without talking about guns and the importance of safe gun storage. Ranking Member Scott: “I applaud the Biden-Harris Administration for taking historic action to improve mental health care coverage and access for more than 150 million Americans. Why was action not taken earlier to prevent a widespread outbreak? What processes were in place to control the risk of food contamination by listeria and other pathogens at the Jarratt facility? After the failures that resulted in this devastating outbreak, what additional safeguards will be implemented moving forward? The station currently serves approximately 30,000 passengers, and ridership is expected to increase with the development of the Richmond to Raleigh corridor. “Ettrick Train Station serves as an important transit hub in the Tri-Cities region in our district, accommodating tens of thousands of passengers every year, including students at Virginia State University, commuters traveling to and from work, and tourists and long-haul passengers,” said Congresswoman McClellan. “However, decades of underinvestment has left the station outdated and in need of repairs. Residents of the Carriage House Apartments have reported various issues with the property, including infestations, poor sanitary conditions, and inoperable elevators. The Petersburg Fire Marshal recently cited multiple violations like plumbing and mechanical issues. “Local reports and resident complaints underscore several persistent problems, including poor maintenance, security lapses, and health hazards within the apartment complex,” wrote Congresswoman McClellan. “These issues have not only affected the quality of life for residents but raised questions about the management company’s ability to provide a safe and secure living environment.” McClellan urged HUD to continue working with Envolve Communities, the management company of Carriage House Apartments, given the agency is under a Housing Assistance Payment contract with them. Specifically, McClellan urged HUD to ensure the following: Health and Safety Inspections: Conduct thorough inspections of the property to identify and address any health and safety hazards. This includes ensuring that all necessary repairs and maintenance work are completed promptly. Enhanced Security Measures: Implement enhanced security measures to protect residents from any potential threats and to provide a secure living environment. Compliance with Housing Standards: Ensure that the management company adheres to all federal housing standards and regulations, particularly those designed to protect seniors. Chris Coons (DE) led a bicameral partnership of their Democratic colleagues to introduce H.R. 9244, the National Origin-Based Antidiscrimination for Nonimmigrants (NO BAN) Act—legislation that will prevent future Muslim bans. The NO BAN Act will strengthen the Immigration and Nationality Act to prohibit discrimination on the basis of religion, and restore checks and balances by limiting overly broad executive authority to issue future travel bans. As a candidate for president in 2016, Donald Trump promised to ban all Muslims from the United States. Upon taking office, he sought to fulfill that campaign promise and enacted bans that were repeatedly struck down by federal courts, until the Supreme Court, in a 5-4 vote, ultimately upheld a version. As a result of the bans, married couples could not live together, parents could not live with their children, and families could not gather to celebrate or grieve. While the Biden-Harris Administration reversed these bans on its first day, future presidents could once again ban travel to the United States on the basis of religion. “A hateful stain on our nation, Trump’s Muslim ban was inspired by bigotry and Islamophobia and did lasting damage to the families it separated,” said Rep. Chu. “I was so grateful when the Biden-Harris administration took action on its first day to rescind all versions of this ban, but we can’t risk letting prejudice against Muslims, or any other religious minority, become policy once again. I am joining Senator Coons and my Democratic colleagues to once again introduce the NO BAN Act to update our laws, make certain future presidents cannot ban people solely because of their religion, and require evidence of national security threats to exist before broad-based travel bans are implemented. I urge our Republican colleagues to respect religious liberty and join us in sending this legislation to President Biden’s desk for his signature.” “Former President Trump’s Muslim ban was cruel and counterproductive,” said Sen. Coons. “It tore apart families; led to the detention of people at airports for hours with limited access to food, water, or legal representation; and violated the very fabric of who we are as a country. We must ensure that this senseless policy is never repeated and that no elected official acts on fear and prejudice to discriminate based on religion or nationality. That is why I’m reintroducing the NO BAN Act to prevent future discriminatory travel bans and make sure our nation lives up to its highest ideals.” The bill would: Provide that the Immigration and Nationality Act nondiscrimination provisions apply to religion, as well as to the issuance of non-immigrant visas and benefits; Require that any travel restriction imposed under Immigration and Nationality Act be based on specific and credible facts, and in a way narrowly tailored to address a compelling government interest; and Establish procedural requirements including notice to Congress within 48 hours and periodic reporting.",1,2026-03-30T01:40:41Z,2026-04-07T21:36:13Z https://mcclellan.house.gov/media/press-releases/mcclellan-celebrates-doe-grant-award-modernize-and-upgrade-energy,McClellan Celebrates DOE Grant Award to Modernize and Upgrade Energy Infrastructure in Richmond Public Schools,2024-08-07,2024,2024-08,Democrat,House,VA,Jennifer L. McClellan was joined by community leaders and voting rights advocates to discuss ongoing threats to voting rights and efforts to preserve access to the ballot box. In 2013, the Supreme Court gutted the Voting Rights Act in its Shelby County v. Holder decision and unleashed a wave of discriminatory state laws targeting voters and restricting voting access. Among other restrictions, these laws have closed polling stations, curbed early voting and voting by mail, imposed strict identification requirements, limited multi-lingual voting materials, and made it harder to register to vote. “Voting rights are sacred and personal to me. My great-grandfather had to take a literacy test and find three white men to vouch for him just to be able to vote. My grandfather and father had to pay poll taxes. My great-grandmothers and grandmothers never voted, and my mother didn’t vote until after the Voting Rights Act of 1965,” said Congresswoman McClellan. “The Voting Rights Act was the culmination of the Civil Rights Movement and an important step toward unlocking the true power of democracy. However, the fight for equal access to the ballot box continues today, especially in the wake of the Supreme Court’s Shelby County v. Holder decision. As a member of the Task Force on Strengthening Democracy, I will continue fighting in Congress to advance the John R. Lewis Voting Rights Advancement Act and the Freedom to Vote Act. I thank all of the participants who joined me today for their insights and continued efforts to protect voting rights.” McClellan was joined by: Delegate Mike Jones Alexsis Rodgers, Black Futures Lab Tram Nguyen, New Virginia Majority Monica Hutchinson, Henrico NAACP Nicole Martin, Chesterfield NAACP Julia Newton, SEIU Chrishawn Lawrence, SEIU Robert Lester, Virginia Interfaith Center for Public Policy Edgardo Cortes, Former Commissioner of Elections John Powers, Program Director, Power & Democracy, Advancement Project Nicholas Gothard, Lawyers’ Committee for Civil Rights Under Law ""We had lines all the way down Grass Fields in Southside... everyone was celebrating the fact that so many people came out to vote, but that is an actual antithesis of early access voting- to have lines that long and having to stand in it,” said Delegate Michael J. Jones. “It's personal for me [voting rights] because even though laws are meeded out, how it's meeded out by local registrars is not equitable."" “Through our Black Census Project, Black Futures Lab spoke to over 200,000 Black people from across the country about our experiences, concerns, and dreams for the future,” said Alexsis Rodgers, Political Director at Black Futures Lab. “The results demonstrate that Black people are concerned about rules that make it harder to vote with 17% of census respondents listing it as a top issue impacting Black people. In the aftermath of the Shelby decision, many states have acted against the interest of Black communities by passing restrictive and discriminatory voting laws that have a disproportionate impact on our ability to vote. Congress should pass the John Lewis Voting Rights Act to protect the freedom to vote for all Americans.” “Working with Congresswoman McClellan on the passage of the Voting Rights Act of Virginia is one of my proudest achievements,” said Tram Nguyen, Co-Executive Director of New Virginia Majority. “But with the gutting of the federal Voting Rights Act, millions of Americans across the country aren’t afforded the same protections or access to the ballot as we are in Virginia. The ability to exercise our right to vote should not depend on our zip code. Now more than ever, it’s imperative that Congress pass The John Lewis Voting Rights Advancement Act and The Freedom to Vote Act so that we all can have an equal say, no matter where we live.” “It is extremely important that we are educating and leading the way for the next generation. The seed of doubt was planted many decades ago, the doubt that we matter and that our vote counts,” said Monica Hutchinson, President of the Henrico County NAACP. “Let me say what so many have said before, if your vote didn't count they wouldn’t fight so hard to suppress it. Since 1909, the NAACP has been fighting for our political rights, voting rights, civil Rights, and more. We are far from done, The Fight Continues!” “The Chesterfield NAACP advocates for the US Congress to pass the John Lewis Voting Rights Advancement Act H.R.4 that will provide adequate funding and resources to state and local jurisdictions to improve and provide safe, secure and effective voting systems and that no excuse mail-in voting be secured in every state and territory,” said Nicole Martin, President of the Chesterfield County NAACP. We need our faith-based community to put their faith in action during the 2024 election cycle,” said Robert Lester, Virginia Interfaith Center for Public Policy. “I'm thankful Congresswoman McClellan is so focused on ensuring our voting rights in Virginia and across the country are safeguarded from attempts to limit our participation in democracy,” said Edgardo Cortes, former Virginia Commissioner of Elections. “These two pieces of federal legislation are critical to making sure voters have the same ability to participate regardless of where they live and that states cannot place burdensome restrictions on the fundamental right to vote.” “Across Virginia, voters continue to experience the lasting effects of Jim Crow and efforts to systemically disenfranchise them, denying them the freedom to vote,” said Nicholas Gothard, Senior National Coordinator of Election Protection, Lawyers' Committee for Civil Rights Under Law. “The Lawyers’ Committee has been at the forefront of advocating for voters through litigation, policy, and community action in Virginia, helping lead the Virginia Election Protection Coalition - the commonwealth's largest nonpartisan voter protection effort. Don Beyer. “These workers need and deserve coordinated information and support, which currently does not exist. The establishment of an Older Workers’ Bureau would provide a central office dedicated to supporting our older workers and ensuring they have the resources they need to be successful.” “Similar to during the Great Recession, older workers have lost jobs in massive numbers during the pandemic economic downturn, and they struggle with long-term unemployment at rates greater than their younger counterparts. Millions more have abandoned the job search entirely and opted for early retirement, putting their already tenuous financial security at risk in their later years,” said Ramsey Alwin, President and CEO of the National Council on Aging. “Now is the time to make substantive changes in the programs and systems that help Americans return to work, particularly older adults. Don Beyer (D-VA), Senior House Democrat on Congress’ Joint Economic Committee, issued the following statement on today’s GDP report showing the U.S. economy surpassed forecasts with 2.8 percent growth in the second quarter (Q2) of 2024: “Today’s GDP report showed continued economic growth well ahead of expectations – more excellent news for the American people. The increased economic gains seen in the 2.8 percent growth in Q2 were driven by strong business investment and robust consumer spending. Today the U.S. economy is the strongest in the world. “This strong GDP data follows tremendous June jobs numbers and the best monthly CPI report we’ve seen in years, which showed inflation cooling significantly. Under the leadership of the Biden-Harris Administration and congressional Democrats our economy has recovered much faster than any other competitor nation from the pandemic, and is now exceeding pre-pandemic growth projections. After inheriting the worst economic disaster since the Great Depression, President Biden has presided over an unparalleled economic recovery, with historically low unemployment and nearly 16 million jobs added, putting him in position for one of the greatest economic legacies in presidential history.",1,2026-03-30T01:40:41Z,2026-04-07T21:24:45Z https://beyer.house.gov/news/documentsingle.aspx?DocumentID=6276,"Kaine, Tillis, Lawler, and Beyer Introduce Bipartisan, Bicameral Legislation to Protect National Trails",2024-07-25,2024,2024-07,Democrat,House,VA,"Donald S. Beyer, Jr.",B001292,beyer.house.gov,beyer,https://beyer.house.gov/news/documentquery.aspx?DocumentTypeID=27,scraper,"Today, U.S. Senators Tim Kaine (D-VA) and Thom Tillis (R-NC) and U.S. Representatives Mike Lawler (R-NY-17) and Don Beyer (D-VA-08) introduced the Appalachian Trail Centennial Act, bipartisan, bicameral legislation to strengthen the public-private partnerships that preserve, maintain, and manage national trails across the country. The legislation marks the upcoming 100th anniversary in 2025 of the Appalachian Trail Conservancy (ATC), which has set the standard for partnering with the federal government to help protect a national trail since its founding. “Preserving and maintaining our national trails requires the work of many stakeholders. When I hiked the Appalachian Trail in Virginia a few years ago, I saw National Park Service and U.S. Forest Service employees, local government workers, and volunteers from the Appalachian Trail Conservancy and various Appalachian Trail Clubs—all of whom were working to protect the AT,” said Senator Kaine. “I’m proud to introduce this bipartisan legislation to better coordinate efforts between public and private stakeholders, so we can ensure our national trails can be enjoyed by all for decades to come.” “The Appalachian Trail is one of the most iconic hiking trails anywhere in the world, connecting millions of people every year with the rich natural resources of Appalachia and serving as the bedrock of the local economy for gateway communities throughout North Carolina,” said Senator Tillis. “As we approach the 100th anniversary of the Trail, I am proud to work with Senator Kaine to introduce this bipartisan legislation to recognize the important role of volunteer trail clubs and improve the management of the National Trails System to preserve the AT for the next 100 years.” “As Co-Chair of the Appalachian Trail Caucus representing a district with nearly fifty miles of the AT running through it, I’m proud to join colleagues from both parties to introduce the bipartisan, bicameral Appalachian Trail Centennial Act,” said Representative Lawler. “This legislation will go a long way to preserving the Appalachian Trail by fostering greater cohesion between the public and private stakeholders who work to maintain it. I cannot think of a better way to herald the 100th anniversary of the Appalachian Trail Conservancy than by passing this bill to help ensure the trail will be enjoyed for centuries to come.” “Since its conception nearly 100 years ago, the Appalachian Trail has provided countless Americans with a refuge from the hustle and bustle of everyday life and provided opportunities for hiking, picnics, and camping trips,” said Representative Beyer. “I just completed my 2,072nd mile on the Appalachian Trail and it is my hope that my grandchildren are able to do so as well. As we introduce the Appalachian Trail Centennial Act to preserve the trail for future generations, we are solidifying and strengthening the trail and its partnerships so that it remains the crown jewel of hiking for the next 100 years and can continue to be a cherished part of our national heritage and culture.” “For nearly 100 years, the Appalachian Trail Conservancy has been the standard bearer for trail management,” said Sandra Marra, President and CEO of the ATC. “The Appalachian Trail Centennial Act recognizes what the ATC has learned over the decades — no single entity can manage a National Trail on its own. Instead, organizations need strong partnership agreements with the federal government that will enable them to forever protect the places we love. The ATC thanks Senators Kaine and Tillis and Representatives Lawler and Beyer for their leadership on this legislation, and are grateful to our agency partners at the National Park Service and the U.S. Forest Service for their support for trail management and protection.” Specifically, the Appalachian Trail Centennial Act would: Establish “Designated Operational Partners” (DOP) for National Scenic and Historic Trails and recognize ATC as the first. A DOP must have demonstrated experience in the management, maintenance, and preservation of the trail. Allow a DOP to enter into agreements of up to 20 years with the National Park Service (NPS) and U.S. Forest Service to care for National Scenic and Historic Trails. Require a DOP to work with federal, state, and local entities to coordinate and advance efforts related to land and resource conservation. Direct federal agencies to partner with states and other local stakeholders to study and monitor visitor levels, usage patterns, and local economic benefits of National Scenic and Historic Trails. Create a streamlined process for agencies to donate surplus tools and equipment to trail maintaining volunteer groups to use for the betterment of trails. Recognize the decades of dedicated service by the Appalachian Trail maintaining clubs and their volunteers.",1,2026-03-30T01:40:41Z,2026-04-07T21:24:45Z
