However, we are deeply concerned that the Israeli response to violations by Hamas have been severe and disproportionate, resulting in massive loss of life. In fact, since the start of the current ceasefire agreement on October 10, 2025, at least 356 Palestinians have been killed and more than 900 have been injured by Israeli attacks… On November 29, the Israeli military killed two brothers, aged 8 and 10, in a drone strike after they crossed into an Israeli-controlled area of Gaza, referring to the children as “suspects” in a statement that failed to acknowledge they were children. The total death toll from the war in Gaza has now surpassed 70,000, including over 20,000 children.”

“Additionally, since the beginning of the ceasefire Israeli forces have reportedly destroyed more than 1,500 buildings, many of which did not appear to be damaged prior to being destroyed. These actions raise significant concerns that Israel could be acting in violation of international humanitarian law which prohibits the destruction of civilian property unless absolutely necessary for military operations. We also are gravely concerned that the Israeli government is not allowing sufficient levels of humanitarian aid to enter Gaza,” the Members go on to write. “The ceasefire agreement calls for 600 trucks per day to enter Gaza, but recent reports indicate that far fewer trucks are actually getting through. Insufficient and delayed aid deliveries will only exacerbate an already desperate humanitarian situation in Gaza where civilians are still facing severe malnutrition and starvation, the rampant spread of disease, and lack of access to healthcare, clean drinking water, sanitation, and shelter.”

“Unfortunately, the near daily violations of the ceasefire threaten to plunge the region back into full-scale war. Background:

The Pet and Livestock Protection Act requires the Secretary of the Interior to reissue the 2020 Department of the Interior final rule that delisted gray wolves in the lower 48 United States. It also ensures this rule cannot be overturned through judicial review, preventing activist judges, like the California judge who vacated the rule in 2022, from relisting the gray wolf by judicial fiat.

In 2020, the Department of the Interior and the U.S. Fish and Wildlife Service under President Trump delisted the gray wolf in the lower 48 United States through a process that included the best science and data available. At over 6,000 wolves at the time of delisting, the gray wolf has been the latest Endangered Species Act (ESA) success story with significant population recoveries in the Rocky Mountains and western Great Lakes regions.

Despite clear evidence of recovery, a California judge overturned the rule in 2022, relisting the gray wolf under the ESA. Since then, wolf attacks in Wisconsin have increased for the third consecutive year. In 2024, Wisconsin paid out $322,970 for wolf-caused losses, the second-highest amount in 40 years. Several states in the Northern Rockies are responsibly managing stable wolf populations, and it’s time to give other states the opportunity to do the same.

It will also ensure an individual is notified within 90 days when their data was searched and allow that individual to request a copy of any information disclosed.

Background: This legislation modernizes the Gun Control Act of 1968 (GCA) by excluding “less-than-lethal projectile devices” from its definition of the term “firearm.” Under the current reading of the GCA, the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) considers new models of less-than-lethal equipment, such as TASER devices, to be classified as firearms due to the way an object is propelled, although they do not carry a substantial risk of serious injury or death. The current classification has made procurement of these devices, critical for self-defense and de-escalation, difficult for law enforcement. This also leads to the misclassification of police officers' use of force, as the use of any firearm is considered “deadly force” by a majority of states.

Recent years have seen the closure of many in-person processing locations across the country. While some are able to renew their IDs online, many veterans and beneficiaries who are unfamiliar with the internet, do not have access to the internet, or who have disabilities, rely on in-person processing to keep their IDs up to date. In Wisconsin’s 8th District, we have seen the recent closure of the Green Bay Facility. For that reason, the closest facility is located in Appleton, Wisconsin and is staffed by a member of the Wisconsin National Guard. However, that guardsman is on temporary orders and is set to be reassigned. Without a sufficient replacement, in-person DEERS/RAPIDS processing will end in Northeast Wisconsin. Handrich, despite the heavy enemy fire, voluntarily left the comparative safety of the defensive area and moved to a forward position where he could direct mortar and artillery fire upon the advancing enemy. He remained at this post for eight hours, directing fire against the enemy who often approached within 50 feet of his position. Again, on the morning of August 26th, another strong hostile force tried to overrun the company's position. With complete disregard for his safety, M/Sgt. Handrich rose to his feet and from this exposed position fired his rifle and directed mortar and artillery fire on the attackers. At the peak of this action, he observed elements of his company preparing to withdraw. He perilously made his way across fire-swept terrain to the defense area where, by example and forceful leadership, he reorganized the men to continue the fight. During the action M/Sgt. Handrich was severely wounded. Refusing to take cover or be evacuated, he returned to his forward position and continued to direct the company's fire. Later a determined enemy attack overran M/Sgt. Handrich's position, and he was mortally wounded. When the position was retaken, over 70 enemy dead were counted in the area he had so intrepidly defended. M/Sgt. Handrich's sustained personal bravery, consummate courage, and gallant self-sacrifice reflect untold glory upon himself and the heroic traditions of the military service. For his heroic acts, he was posthumously awarded the Medal of Honor. He is buried at Little Wolf Cemetery in Manawa, Waupaca County, Wisconsin.

Background:

On July 4, the Working Families Tax Cut, H.R. 1, was signed into law.

This legislation, among other provisions, establishes a new federal tax credit scholarship program.

The program provides a dollar-for-dollar tax credit of up to $1,700 per taxpayer.

This new educational tax credit incentivizes charitable donations to qualified Scholarship Granting Organizations (SGOs) for families earning up to 300% of their county’s median gross income.

While H.R.1 allows any taxpayer to donate and receive the tax credit, it requires states to opt into the program for families to be eligible for these scholarships.

In September, Governor Evers announced he would not allow Wisconsin families to take advantage of these scholarships.

The letter is currently circulating with House offices, but excerpts are below.

“While protecting public safety and countering genuine threats are essential responsibilities of government, the sweeping language and broad authority in these directives pose serious constitutional, statutory, and civil liberties risks, especially if used to target political dissent, protest, or ideological speech,” the Members wrote.

“Your memo uses ideologically charged language (e.g., “hostility toward those who hold traditional American views on family, religion, and morality”) that invites enforcement based on an individual’s personal opinions or political beliefs rather than any objective concern for public safety,” the Members continued. “This approach threatens our constituents’ civil liberties. Regardless of whether the President agrees with someone’s political views, the Constitution guarantees their right to speak and assemble peacefully.

“The memo also characterizes ‘anti-capitalism’ as a hallmark of violent behavior without explaining the term,” the Members go on to say. “This omission allows officials to potentially treat Americans as domestic terrorists for something as routine as organizing a local boycott or operating an employee-owned business. That lack of clarity threatens to chill lawful activism and punish economic alternatives.

“Additionally, the memo's inclusion of “anti-Christianity” as a concern implies that criticism of Christian doctrines or institutions may qualify as violent behavior,” the Members continued. “This framing conflicts with the Constitution’s guarantee of religious freedom and its prohibition against government favoritism toward any faith. Students across the country continue to face widespread bullying and harassment on college campuses, and studies have consistently found that LGBTQ+ students are more likely to experience harassment in higher education than their non-LGBTQ+ peers. A report published in 2022 found that one-third of LGBTQ+ students at four-year colleges were bullied, harassed, or assaulted, and 19% of their non-LGBTQ+ peers were similarly mistreated. This widespread harassment has detrimental effects on students’ well-being and educational opportunities. The same 2022 report found that 35% of LGBTQ+ students said their mental health was not good all or most of the time they were in college. According to the Trevor Project’s 2024 U.S. National Survey on the Mental Health of LGBTQ+ Young People, LGBTQ+ youth continue to experience a significantly higher risk of suicide—with 39 percent of LGBTQ youth seriously considering attempting suicide in 2024.

The Tyler Clementi Higher Education Anti-Harassment Act would help protect students from campus bullying and harassment and address this widespread issue by:

Requiring colleges and universities that receive federal funds to adopt anti-harassment policies, which includes harassment that occurs over electronic communication or is based on a student’s actual or perceived race, color, national origin, sex (including sexual orientation, gender identity, pregnancy, childbirth, a medical condition related to pregnancy or childbirth, and a sex stereotype), disability, or religion.

Requiring schools to distribute their anti-harassment policy to all students and employees, including prospective students and employees, upon request.

Requiring schools to recognize cyberbullying as a form of harassment; and

Creating a competitive grant program to help colleges and universities start or expand programs to prevent harassment and provide counseling services to students who have experienced harassment.

Background:

Sand Island would become a National Preserve to ensure continued hunting access (view map here), and management and protection of the Apostle Islands National Park and Preserve would remain under the National Park Service. The bill ensures fishing and recreational opportunities will continue to be managed by the National Park Service as they are today, and no mining would be allowed, consistent with the Mining in the Parks Act of 1976.

Importantly, the legislation affirms all treaty rights and Tribal sovereignty, stating: “Nothing in this Act shall be construed as affecting any rights granted, reserved, or established pursuant to treaty, statute, or executive order pertaining to any Tribe, including, but not limited to, rights to hunt, trap, fish, and gather on lands included within the boundary of Apostle Islands National Park and Preserve or any other rights asserted by any Tribe.”

This would not be the first time a National Lakeshore became a National Park. In 2019, Indiana Dunes, once a National Lakeshore, was elevated to a National Park. While our neighboring states of Minnesota, Michigan, and Indiana all enjoy National Parks, Wisconsin does not yet have one, and the iconic features of these unique islands are deserving of this long-overdue recognition. Elevating the Apostle Islands to a National Park would bring numerous benefits to Wisconsin, including additional conservation resources, heightened prestige, and greater economic output in the surrounding communities, thus supporting more local jobs and businesses.
