Buchanan successfully attached the measure to this year's National Defense Authorization Act (NDAA) as a part of his push for military training reforms after Army Specialist Nicholas Panipinto of Bradenton died in a vehicle training accident in South Korea last year. A lack of emergency services on base and delays in medical response was cited in his death.
The death of Specialist Panipinto is an tragedy that never should have happened, Buchanan said. That's why I will keep working to end the heartbreaking and increasingly frequent number of military training accidents. I know how much these reforms mean to Nick's family and I sincerely hope that this new law will ensure that no other family has to endure similar heartache.
Buchanan's amendment requires the Department of Defense to examine emergency response capabilities and services currently available at U.S. military bases around the world and to report toCongress on the potential benefits and feasibility of requiringbases to have properly functioning MedEvac helicopters and fully-stocked military ambulances.
Specialist Panipinto's mother, Kimberly Weaver, praised Buchanan saying, We are so thankful to Congressman Buchanan for all of his help in getting these necessary changes signed into law. This world is a better place because Nicholas was in it and the legacy he leaves behind will be in protecting the lives of his fellow servicemembers.
Deaths during training exercises have risen dramatically in recent years. In 2017 alone, nearly four times as many service members died in training accidents than were killed in action.
Buchanan now has 23 legislative initiatives enacted into law since his first term in Congress. I was among the first people in Washington to suggest that we remove blanket immunity for Big Tech companies and I was already planning to file a bill early in the new Congress to do that, Rubio said. We don't have to let these important priorities die in order to deal with Big Tech. We should let this become law and then move to deal with the outdated and undeserved special treatment social media companies receive.
Earlier this week, Rubio announced he would introduce legislation to maintain Section 230 protections for small businesses and companies that protect free speech, but remove the blanket immunity for Big Tech companies that engage in certain moderation, selective distribution, or content development activities.
In June 2020, Rubio, along with Senators Kelly Loeffler (R-GA), Kevin Cramer (R-ND), and Josh Hawley (R-MO), requested that the Federal Communication Commission (FCC) take a fresh look at Section 230 of the Communications Decency Act and clearly define the criteria for which companies can receive protections under the statute.
Later that month, Rubio and Senator Josh Hawley (R-MO), along with Senators Mike Braun (R-IN), Tom Cotton (R-AR), and Kelly Loeffler (R-GA), introduced the Limiting Section 230 Immunity to Good Samaritans Act, which would prohibit Big Tech companies from receiving Section 230 immunity unless they update their terms of service to operate under a clear good faith standard and pay a $5,000 fine if they violate those terms.

Elevate the position of special envoy to monitor and combat anti-Semitism to the rank of ambassador;


Direct the special envoy to report directly to the secretary of state;


Prohibit the special envoy from being double-hatted with another portfolio of issues;


Emphasize that the special envoy should be a person of recognized distinction in the field of combating anti-Semitism or religious freedom; and


Clarify that the special envoy shall be the primary advisor and coordinator for U.S. government efforts to monitor and combat anti-Semitism and anti-Semitic incitement in foreign countries.
