He was a champion of local journalism and worked tirelessly to advocate for journalists on every level. Robba and I were privileged to know Ed personally, and he always treated us graciously. In particular, we valued his leadership of the Landon Lecture Series at Kansas State University. Robba also enjoyed the time they spent serving together at KSU. “Ed leaves a lasting legacy of commitment to journalism, and I am grateful for his passion for making Kansas and the world a better place. Sen. Moran will replace retiring U.S. Senator Jim Inhofe (R-Okla.) as Co-Chair. “I am honored to be selected to serve as the next Co-Chair of the Senate Army Caucus,” said Sen. Moran. “Kansas has a proud history of military service and is home to a significant Army presence with Fort Riley, Fort Leavenworth and the Army National Guard and Reserve. Throughout my time in Congress, it has been a priority to support our military institutions in Kansas and this position will allow me to better advocate for our soldiers and their families in Kansas, the United States and across the globe.” “Sen. Inhofe has been one of Congress’ most influential and strongest advocates for servicemembers and their families, and I am grateful for his many years of leadership on the Senate Army Caucus and in the U.S. Senate,” continued Sen. Moran. “I look forward to working with Sen. Reed, Army leaders and members of the Senate Army Caucus to support our nation’s soldiers and their missions.” “I am proud to welcome Senator Jerry Moran as Co-Chair of the Army Caucus,” said Sen. Reed. “Sen. Moran has long been a steadfast advocate for our nation’s soldiers, and I look forward to serving with him in this new leadership role. The Army is fundamentally a ‘People First’ organization, and the Senate Army Caucus is committed to supporting our soldiers, their families, and our Army civilians and veterans. Sen. Moran will be a tremendous partner in this endeavor.” “I am also grateful to my good friend, Senator Jim Inhofe, for his tremendous leadership as Co-Chair of the Senate Army Caucus, and I congratulate him on his well-earned retirement,” continued Sen. Reed. “The Army is stronger and America is safer because of his service.” “It was an honor to support the United States Army during my time as Army Caucus Co-Chair, and now I am proud to see that position filled by someone with great dedication and integrity – my friend, Kansas Senator Jerry Moran,” said Sen. Inhofe. “I am certain that Sen. Moran will continue to keep the best interest of the U.S. Army at heart as he co-leads this caucus with Senator Reed into the future.” The bipartisan Senate Army Caucus includes more than 30 Senators from across the country. The Army Caucus is one of the largest and most active caucuses in the Senate. The caucus’ goal is to advocate on behalf of the U.S. Army in the Senate and educate members on the importance of supporting Army goals. The caucus meets regularly with Army leadership to receive updates on the service’s readiness, assess soldier quality of life initiatives and develop legislation to advance the goals of the Army. # # #",1,2026-03-30T01:40:41Z,2026-04-06T18:41:06Z https://www.moran.senate.gov/public/index.cfm/news-releases?ID=01A40DDA-5C3B-448E-86D0-B60CEEC6DB4B,Sen. This federal investment was included in the FY2023 Appropriations Package. “Already home to nearly 15,000 active duty servicemembers and the headquarters for the 1st Infantry Division, Fort Riley will soon have the opportunity to expand its capabilities,” said Sen. Moran. “By building new barracks, the base will have greater capacity for additional soldiers to be housed at Fort Riley and will be in a better position to compete for future opportunities. I appreciated the opportunity to welcome Chief of Staff of the Army General James McConville to Fort Riley this summer to see firsthand Fort Riley’s capabilities.” “Throughout my time in Congress, and especially since the 1st Infantry Division’s return to Fort Riley in 2005, I am proud to have worked closely with the Department of Defense to invest in resources to grow and support Fort Riley’s critical infrastructure, including new middle and elementary schools and the state-of-the-art Irwin Army Hospital,” continued Sen. Moran. “With the addition of these new barracks, Fort Riley will continue to be one of the best places for our servicemembers to live, work and raise a family.” Sen. Moran hosted Gen. The funding was secured by Sen. Moran in the FY2023 Appropriations Package through his role on the Appropriations Subcommittee on Commerce, Justice and Science and the Appropriations Subcommittee on Labor, Health and Human Services and Education. In July of this year, The University of Kansas Cancer Center received the National Cancer Institute’s (NCI) Comprehensive Designation Status – the highest level of recognition awarded by the NCI and the gold standard for cancer centers. “After years of hard work and dedication, The University of Kansas Cancer Center was awarded the NCI’s Comprehensive Designation Status earlier this year, opening up new possibilities and greater federal investment,” said Sen. Moran. “The KU Cancer Center is already a nationally recognized leader in the fight to treat and cure cancer, and soon, with a new, state-of-the-art cancer center, KU can expand its legacy and capabilities to do research, development and treat patients. With the new center, even more Kansans will have the opportunity to receive care and treatment for cancer close to home. It has long been my priority for Kansas to be a place that not only recruits the top talent in the world to our state, but also keeps our students, their knowledge and intellect in Kansas. Now, more Kansans will have the opportunity to change the world right here at home, and one day, God willing, find a cure for cancer.” “The funding provided in this omnibus package will enable the KU Cancer Center to enhance its work in research and patient care while fulfilling its duty to provide public education and outreach programs, especially to underserved and high-risk populations,” said Douglas Girod, KU Chancellor. “More broadly, by strengthening the KU Cancer Center, this funding elevates the entire university and strengthens KU’s position as a leading national research institution and proud member of the Association of American Universities. We deeply appreciate Senator Moran’s continued support of the KU Cancer Center and the university, and we look forward to partnering with him in the future on initiatives that benefit Kansas."" “The funding will significantly bolster The University of Kansas Cancer Center’s research infrastructure and collaborative culture, leading to a broader portfolio of practice-changing clinical trials that we offer,” said Roy Jensen, MD, Vice Chancellor and Director of The University of Kansas Cancer Center. “It will also foster significant economic growth and further position our region as a hub for innovative biomedical research. We are grateful for Senator Moran’s resolute support of the cancer center.” Timeline of KU Cancer Center’s Comprehensive Designation Status Application: In 2012, KU Cancer Center was recognized as a National Cancer Institute-designated cancer center. In 2017, KU Cancer Center’s NCI designation was renewed, but the first attempt toward comprehensive status fell short. This same year, NCI made it a rule that no cancer center could be promoted to comprehensive status on its first five-year renewal, allowing KU time during the subsequent five years to focus on strengthening core areas necessary to achieving comprehensive status from NCI. In 2021, as its five-year cancer center renewal would soon come up for review, KU Cancer Center submitted its second application for comprehensive status. In June of 2022, KU Cancer Center officially received the National Cancer Institute’s comprehensive designation status. Additional Federal Resources: As a member of the Senate Appropriations Committee with jurisdiction over the National Institute of Health (NIH) and the NCI, Sen. Moran also helped secure a total of $16 million in federal resources for KU Cancer Center in the FY2022 Appropriations bill. # # #",1,2026-03-30T01:40:41Z,2026-04-06T18:41:06Z https://www.moran.senate.gov/public/index.cfm/news-releases?ID=E750AE47-E894-4068-AFDE-AD01713B83BB,Sen. This legislation is also sponsored by Senators Amy Klobuchar (D-MN), Lindsey Graham (R-SC), Chris Coons (D-DE), Roy Blunt (R-MO), Richard Blumenthal (D-CT), Jeanne Shaheen (D-NH) and Lisa Murkowski (R-AK). “The withdrawal from Afghanistan was a dark day in American history,” said Sen. Moran. “The rushed and chaotic evacuation from Kabul resulted in the deaths of American servicemembers and stranded thousands of our Afghan allies behind enemy lines. For two decades countless Afghans stood by our servicemembers and risked their lives and their families’ lives to support our troops in Afghanistan. Veterans of the Afghan War are now calling for Congress to provide safety and certainty for their allies and friends who assisted them in battle. We must answer that call and establish a pathway for our Afghan partners to begin a new life. This legislation will put a program in place to protect our national security while also keeping our promise to those who risked their lives for America.” “As a constituent and Afghan veteran, I applaud Sen. Moran for endorsing the Afghan Adjustment Act,” said 1SG (ret.) Slade Deister, from Leavenworth, Kan. “I am grateful that he has listened to veterans, and this is a critical piece of legislation that supports our nation's veterans and warfighters by ensuring that we honor our allies during America’s longest war. If Congress does not act to support its allies by passing the Afghan Adjustment Act, potential allies in future combat zones are going to be less likely to support the U.S. mission after seeing our Afghan partners abandoned.” After U.S. troops were pulled out of Afghanistan, Afghanistan fell to the Taliban on August 15, 2021, resulting in a humanitarian and global security crisis. In the months following the collapse of Afghanistan, thousands of Americans, Afghans and foreign nationals sought refuge from the Taliban. The U.S. assisted in the evacuation of thousands of Afghans to the U.S. and other countries. The Afghan Adjustment Act would: Establish a task force to develop and implement a strategy for supporting Afghans who were left behind or outside of the United States who are eligible for SIV status and require the Department of State to respond to congressional inquiries about SIV applications; Allow Afghans on humanitarian status who submit to additional vetting to apply for permanent legal status. For these Afghans, the primary options under current law to gain permanent status are through our asylum system or the burdensome SIV process; Expand the SIV program to include previously omitted groups, including the Female Tactical Teams of Afghanistan, the Afghan National Army Special Operations Command, the Afghan Air Force, and the Special Mission Wing of Afghanistan. The legislation has received the endorsement of organizations including the Iraq and Afghanistan Veterans of America (IAVA), Veterans for Foreign Wars, the American Legion, Veterans for American Ideals, With Honor Action and the Association of Wartime Allies. # # #",1,2026-03-30T01:40:41Z,2026-04-06T18:41:06Z https://www.moran.senate.gov/public/index.cfm/news-releases?ID=859B04B9-0F41-416E-962F-9A41B1148D12,Sen. Moran’s provisions: “The strength and preparedness of our military is a direct deterrent to our adversaries. Making certain our men and women in uniform have cutting-edge technology, an arsenal of advanced weapons and ample support for military families will determine the long-term success of our military. “This legislation supports our troops by providing the largest pay raise in 20 years, resupplying our depleted weapons stock and making certain our troops have the equipment they need to complete their missions. As Russia continues its unjust war in Ukraine and China remains our foremost threat, it’s critical that Congress provides the resources necessary for our military to be combat-ready.” Sen. Moran Priorities Included in the NDAA: Requires that certain military equipment, such as body armor and protective gear, be manufactured in the U.S by small businesses. Requires a report detailing the operational impact on the National Defense Strategy of Tactical Control Party specialists force structure in the Air National Guard prior to the divestment of any units. Authorizes funding to support the construction of an unaccompanied enlisted barracks at Fort Riley. Authorizes funding for the construction of a microgrid at Fort Riley, increasing the resiliency of energy supply in the event of natural or man-made power outages. Allows for more veterans to lead Junior ROTC programs across the country. This reduces certain barriers for more programs to be stood up in Kansas, which is an underrepresented state by the Junior ROTC program. Requires the Secretary of Defense to report on current alternatives to burn pits and ongoing efforts to field additional technologies. # # #",1,2026-03-30T01:40:41Z,2026-04-06T18:41:06Z https://www.moran.senate.gov/public/index.cfm/news-releases?ID=A1AB49E3-484B-4289-BD7D-0004E15F3100,Sen. The legislation would also work to strengthen the pipeline of pilots serving regional airports, including the five airports across Kansas participating in the Essential Air Service program. The Aviation Workforce Development Enhancement Act would help expand the Federal Aviation Administration (FAA)’s current Aviation Workforce Development Grant program by increasing annual funding for pilot development and mechanic development grants, as well as provide grant funding for aviation manufacturing workforce development. This legislation will work to make certain the pipeline of talent within the aviation industry will remain strong for years to come. “The state of Kansas is renowned for its aviation industry, but it’s only as strong as our workforce,” said Sen. Moran. “Further investment into these important programs and expanding the eligibility to the aviation manufacturing sector will work to strengthen the talent pipeline and prevent disruptions within this important industry.” “As a pilot, I know that investing in aviation-focused workforce development programs helps attract and retain the best talent and keeps our nation at the forefront of global aviation innovation,” said Sen. Duckworth. “With our nation’s aviation workforce hard hit by the pandemic, I’m proud to introduce this bipartisan legislation with Senator Moran to help grow the pipeline of future pilots, mechanics and manufacturing workers to help the aviation and aerospace industries meet the demands and challenges of tomorrow.” According CNBC, citing an estimate from consulting firm Oliver Wyman, the aviation industry is experiencing a shortage of as many as 8,000 pilots, approximately 11 percent of the total workforce. The same estimate suggested a shortage of 30,000 pilots by 2025. According to Crain’s Chicago Business, in 2020, FAA issued 30 percent fewer airplane mechanic certificates than the agency did in 2019. That same report found new certificates increased in 2021, but demand for airplane mechanics still outstripped supply. Additionally, according to a 2020 GAO study, half of FAA certified mechanics and repair technicians as of 2018 were over age 50. # # #",1,2026-03-30T01:40:41Z,2026-04-06T18:41:06Z https://www.moran.senate.gov/public/index.cfm/news-releases?ID=349C85F8-662D-44F5-8102-8381922C9581,"Sens. Their legislation, the American Indian and Alaska Native Veterans Mental Health Act, would require each VA medical center to hire a minority veteran coordinator trained in the delivery of mental health and suicide prevention services which are culturally appropriate for Native veterans. The bill would also require each facility’s minority veteran coordinator to work in tandem with a suicide prevention coordinator to contact local tribal leadership, consult with them on mental health care delivery and provide the VA medical center director with an annual written plan for specific outreach to American Indian veterans. “American war heroes come from every corner of our country, and as they transition out of the military, the VA must work to make certain all veterans have access to care,” said Sen. Moran. “This legislation would provide specific mental health outreach for American Indian veterans, who often live in rural or medically underserved areas, and training for VA staff to better serve veterans in the American Indian community.” “Native veterans need assurance that they’ll get top-notch assistance when seeking earned care from VA—especially when it comes to their mental health,” said Sen. Tester. “Our bipartisan bill will ensure VA facilities in Montana and beyond are working directly with Tribes on the ground to strengthen outreach and connect more veterans with the mental health care they deserve.” Last week, Sens. Moran and Tester led a Senate Veterans’ Affairs Committee hearing to discuss the VA’s efforts to address the needs of American Indian veterans across the country. During the hearing, VA officials were pressed on a variety of issues including providing culturally competent mental health care and partnering with tribes to develop suicide prevention programs specific to American Indian veterans. Moran. “Tribal universities, like Kansas’ own Haskell Indian Nations University, should have the opportunity to share specific needs and ideas that can better help direct federal resources to our tribal colleges.” The Department of Education’s tribal advisory group – the National Advisory Council on Indian Education (NACIE) – advises the Secretaries of Education and Interior on programs serving tribes and their members. NACIE releases an annual report, but the Department of Education does not have a process for considering NACIE’s report when developing its budget request. Additionally, Department of Education tribal consultation sessions often do not provide the opportunity for TCU leaders to provide direct input. The National Advisory Council on Indian Education Improvement Act would address these challenges by: Requiring at least one of NACIE’s members be the president of a Tribal College or University. Requiring the Secretaries of Education and Interior to consider NACIE’s annual report when preparing their budgets each year. Moran. “Kansas and surrounding states are committed to preserving the lesser prairie-chicken and its habitat area and have contributed millions of public and private dollars to conservation efforts. This work has resulted in successfully conserving habitat area and increasing the population of the bird. The choice to list the lesser prairie-chicken as threatened despite voluntary, locally-driven conservation efforts will negatively impact critical industries in Kansas and will remove any incentive for similar local efforts for wildlife conservation in the future.” “The U.S. Fish and Wildlife Service’s announcement is disappointing and a reminder that this Administration favors government micromanagement of agriculture and heavy handed regulation in their war against energy producers instead of working with landowners to promote continued voluntary conservation efforts,” said Sen. Marshall. “Listing the lesser prairie chicken will hurt our state’s economy, hinder our oil and gas independence, increase utility costs, and prevent the development of renewable energy in prime Western Kansas locations.” “In their final rule, the U.S. Fish and Wildlife Service first commended landowners’ voluntary efforts to increase lesser prairie-chicken populations in Kansas, and then unilaterally decided that the federal government is better equipped to address these local areas,” said Rep. Mann. “This ruling is more than another example of federal overreach - it is a proxy war on American agriculture and energy sectors that are vital to our economy. Farmers, ranchers, and landowners are the original conservationists, and the federal government should get out of their way to let them do what they do best.” Items to Note: On May 21, 2021, Sens. Moran and Marshall joined their colleagues in urging U.S. Department of Interior Secretary Deb Haaland to not list the LPC under the ESA. On July 16, 2021, Sens. Moran and Marshall and Rep. The senators’ bipartisan Hannon Act, signed into law on October 17th, 2020, required the VA to increase the number of locations where VA telehealth care is available at non-VA facilities through a grant funding program. “While not a replacement for in-person care in every situation, telehealth is essential for reaching veterans in rural and remote areas and who live far distances from the nearest VA facility,” the senators wrote in a letter to VA Secretary Denis McDonough. “Telehealth has become an even more important care option during the COVID-19 pandemic, allowing VA to safely provide routine care to veterans without needing to travel…Given the unprecedented increase in telehealth demand and the historic level of investment in VA telehealth funding, we are concerned VA has yet to publish a proposed rule to enact the telehealth grants program from the Hannon Act.” Sens. Moran and Tester further highlighted how the new grant program would allow non-VA facilities, including Veterans Service Organizations (VSOs), nonprofits or businesses, to become a telehealth access point for local veterans living in rural or remote areas to receive care closer to home. VSOs in particular have been consistent supporters of increasing telehealth access for veterans in rural and remote areas and would be able to utilize the program to help bolster veterans’ access to care. “Please provide an update on the status of the telehealth grant program development, steps taken to expedite implementation, and a timeline for VA to publish a proposed rule, final rule, and award grants in accordance with Section 701 of the Hannon Act,” the senators continued. “VA must take action to ensure veterans in rural and remote areas have timely and convenient access to care and telehealth services.” Read the senators’ full letter HERE. # # #",1,2026-03-30T01:40:41Z,2026-04-06T18:34:28Z https://www.moran.senate.gov/public/index.cfm/news-releases?ID=0E39605A-31FF-46CA-88D9-A9CB90AE7DDE,"Sen. October 11, 2022 The Honorable Joseph R. Biden President 1600 Pennsylvania Avenue Washington, D.C. 20500 President Biden, I write to express my concern regarding the continued release of crude oil from the Strategic Petroleum Reserve (SPR), now at its lowest point in four decades. Given that the United States consumes nearly twenty million barrels of oil per day, the recent decision to release another ten million barrels from the SPR is not only reckless, but it will have a minimal effect on lowering prices at the pump. Draining our emergency supplies is a short-sighted and dangerous choice that imperils our energy security at a critical time of global uncertainty. Furthermore, the concerning announcement by the Organization of the Petroleum Exporting Countries (OPEC) to reduce oil production underlines the importance of American energy independence. The OPEC decision should result in your administration working to increase domestic oil and gas production, not continuing to tap the SPR at unsustainable levels or easing sanctions on oppressive governments in countries like Venezuela. The current geopolitical turmoil requires robust exploration and production of oil to boost American energy security. Rather than support American energy production, the Department of the Interior (DOI) announced it would raise royalty rates for onshore leases and cut acreage available for leasing by 80 percent. Even after the emergency oil reserves had been depleted, DOI’s proposed five-year offshore oil and gas leasing plan opened the door to allowing zero lease sales through 2028, an unprecedented policy. With this program now lapsed, and many other offshore leases canceled, your administration is jeopardizing our nation’s ability to use our vast resources for energy independence. In turn, I urge you to replenish the SPR with increased domestic oil production instead of draining our emergency reserves. The United States can no longer stand by as OPEC continues to consolidate power over the world’s energy markets. Now is the time to unleash the domestic oil and gas industry to lower prices, support American jobs, and decrease our persistent reliance on adversaries for our energy. The International Children with Disabilities Protection Act would create the ‘‘International Children with Disabilities Protection Program,” a grant program within the State Department to empower individuals with disabilities. Additionally, this legislation reinforces U.S. policy to protect against the unnecessary institutionalization of children with disabilities and to help promote the development of laws and policies that support the full inclusion of children with disabilities in families. “Children with disabilities deserve a place in society where they are respected, loved and treated with basic human dignity,” said Sen. Moran. “This legislation helps protect the most vulnerable children around the globe and gives them opportunities to succeed by helping keep children out of harmful institutions and supporting their families.” “I am proud to be joined by my colleagues in introducing our International Children with Disabilities Protection Act to address gaps in the United States’ assistance for the more than 240 million children with disabilities worldwide,” said Sen. Menendez. “Children with disabilities are among the most vulnerable in society—frequently denied the choice to live with their loved ones, to receive an education, and to engage and thrive in their communities. By shoring up our resources to amplify the voices and bolster the work of those fighting for the rights of children with disabilities around the world —particularly families of children with disabilities— this legislation represents a significant step forward in advancing disability rights and achieving lasting reform.” This legislation was cosponsored by Senators Dick Durbin (D-Ill.), Lisa Murkowski (R-Alaska), Patrick Leahy (D-Vt.), Marsha Blackburn (R-Tenn.), Jeanne Shaheen (D-N.H.), Thom Tillis (R-N.C.), Tim Kaine (D-Va.), Tammy Duckworth (D-Ill.), Jeff Merkley (D-Ore.) and Chris Murphy (D-Conn.). The International Children with Disabilities Protection Act is also supported by dozens of leading disability rights organizations. “This bill supports disability activists and families working in their own countries to ensure that every child with a disability can live and grow up with a family,” said Eric Rosenthal, Executive Director of Disability Rights International (DRI). “A relatively small investment by the United States in supporting advocacy will have a big impact on protecting millions of children with disabilities at-risk of losing their families.” “The International Children with Disabilities Protection Act provides support to activists working in their own countries to make the legal and policy changes needed to create alternatives to institutionalization and support families to keep their children at home, at home, with access to the help they need to thrive,” said Julie Ward, Senior Executive Officer, Public Policy, The Arc of the United States. “When my son was just diagnosed with autism 29 years ago, his physician recommended institutionalizing him at just two years old,” said Isabel Hodge, Executive Director, U.S. International Council on Disabilities. “Today, with community-based supports, he lives in his own home, is employed, and is also regularly involved in the community through church activities and his hobbies. If we had acted on the physician’s recommendation, then his life would be vastly different and we’re not sure he would have survived into adulthood. All children deserve to grow up with the love and support of their families and community. Please support the International Children with Disabilities Protection Act.” # # #",1,2026-03-30T01:40:41Z,2026-04-06T18:34:28Z https://www.moran.senate.gov/public/index.cfm/news-releases?ID=EF3939BE-6D94-4636-87CD-BFAB3C424115,Sen. Grants awarded to industry for the purposes of broadband deployment are currently factored into a company’s income and will soon be subject to additional taxes due to scheduled changes to the corporate tax code that kick in beginning next year. This new bipartisan legislation moves to exclude broadband deployment grants awarded through the IIJA and ARP from an organization’s income, ensuring the entirety of federal dollars awarded to companies for the purpose of deploying broadband around the country can be used wholly for that purpose, rather than making their way back to the government through taxes. “Reliable, high-speed internet is more crucial than ever for Kansans to run their businesses, access telehealth or pursue an education,” said Sen. Moran. “This commonsense legislation would make certain federal grants provided for broadband deployment are not counted as taxable income to maximize the impact and success of these resources.” “In order to fully reap the benefits of the Infrastructure Investment and Jobs Act and the American Rescue Plan, every dollar that was set aside to fund broadband expansion and deployment should be used for that purpose,” said Sen. Warner. “Taxing these broadband investments awards would be counter-productive, and could ultimately diminish efforts to give more Americans access to high-speed internet.” “We are grateful that Congress committed tens of billions of dollars to broadband deployment grants through recent bills seeking to help close the digital divide in our country,” said Chief Executive Officer of NTCA Shirley Bloomfield. “But taxing broadband grants – requiring recipients to pay back to the government a portion of what they receive from the government – will dramatically reduce the impact of these programs and likely leave the hardest-to-reach communities without essential connectivity for even longer. It is critical that all broadband grant funds go toward their intended purpose of network deployment. NTCA is proud to support the Broadband Grant Tax Treatment Act, and on behalf of our members, I want to thank Senators Warner and Moran for introducing the bill. This legislation will maximize the impact of every dollar granted for broadband deployment and further the mission of getting every American connected.” “The federal government is making an enormous investment in rural broadband, but the effects of the tax code make it harder for the small, locally-based broadband providers we represent to maximize the amount of funding going to build out the network,” said Derrick B. Owens, Senior Vice President for Government and Industry Affairs for WTA - Advocates for Rural Broadband. “We applaud the Senators for introducing this bipartisan legislation, which would streamline the tax code so that we’ll get as much broadband built as quickly as possible."" # # #",1,2026-03-30T01:40:41Z,2026-04-06T18:29:59Z https://www.moran.senate.gov/public/index.cfm/news-releases?ID=76218EBF-FC06-44B8-AB0E-87BAEA70800D,VIDEO: Sen. Moran. Click HERE to Watch Sen. Moran’s Full Remarks Sen. Moran’s remarks as prepared: “Mr. President – This evening, I want to highlight a community in Kansas that is a model for rural towns across our state and our country. “It is timely because just yesterday the New York City mayor joked that my home state of Kansas has “no brand” and then chuckled at his joke. “I had planned to give this floor speech before the mayor of New York City used Kansas as a punchline, but now it seems a little more fitting. “Located in Allen County, Humboldt, Kansas is home to about 2,000 residents. Like many small communities in rural America, Humboldt was facing declining population numbers as businesses moved away and buildings on Main Street were abandoned. “Even the locally-owned newspaper, which opened in 1864 and was the state’s longest, continuously running paper, the Humboldt Union, had to shut down. “However, in the last couple of years, Humboldt has defied the odds. “The vacant buildings on Main Street now boast thriving businesses and welcoming storefronts. Since 2020, Humboldt has gained a coffee shop, a variety of bars and restaurants, a fitness center, a microbrewery, a grocery store, a hotel and the Humboldt Union was re-established. “Even as the pandemic created new challenges for many small businesses, Humboldt’s businesses were able to persevere. “In January, the travel desk at The New York Times selected Humboldt as a top destination in the world alongside places such as Greece, Australia and Argentina. Pretty ironic now. “The majority of growth and economic development in the community can be contributed to a civic organization called “A Bolder Humboldt.” This group was formed a few years ago by leaders, like Paul Clouthier, and is still going strong today. “Paul recently took me on a tour of downtown with Mayor Nobby Davis to see first-hand the renovation being done and to meet the owners of the small businesses that are reshaping the town square. “Paul said, “I’ve lived in a lot of big cities, and the thing I loved about them was that they had complete neighborhoods, with a grocery store and a dry cleaners and a bar and little restaurants. Which is basically what a small town is, or used to be.” “Bolder Humboldt is working to rebuild the ideal, American small town for the 21st century. “I visited a café and coffee shop owned by Josh Works who is also involved in Bolder Humboldt. His father owns B&W Trailer Hitches and set a standard during the recession in 2008 to prioritize and care for his staff and his community. “In addition, the community has rebuilt 10 blocks of the downtown streetscape with help from a local business, Monarch Cement Company. Owned and run by Walter Wulf, this a 110-year-old business is a staple of the community. “The city has also developed Southwind Industrial Park with the latest addition of Murphy Tractor and Equipment Company – providing new jobs for locals and new residents. “Humboldt also has gained fame as the hometown of Biblesta – an annual festival taking place this weekend that has been going for six decades and features the world’s largest Bible-themed parade. “Each year City Manager Cole Herder addresses graduating high school seniors and presents them with mailboxes in the school’s colors – black boxes with orange lettering. “Each box has the student’s name and “Humboldt, Kansas” stenciled in orange letters. Inside, there is an invitation. “He appeals to students to pursue an education and new experiences, but he also encourages them to consider their hometown of Humboldt as the place to establish their careers and raise their own families. “The community of Humboldt is a success story. It’s a role model. “It demonstrates how teamwork, creative thinking, hard work, treating others with respect, and caring about the future of your community can make a positive difference for your city, the state and for our entire country. “That’s our brand in Kansas. “I am proud to recognize the efforts of Humboldt with what we’ve called the Building Better Communities Award. “Today, in the United States Senate, I offer my congratulations and gratitude for the kind of leadership and effort among all residents of the community to see that Humboldt is a good place to live today and, and perhaps even more importantly a great place to live tomorrow.” # # #",1,2026-03-30T01:40:41Z,2026-04-06T18:29:59Z https://www.moran.senate.gov/public/index.cfm/news-releases?ID=BAE04A42-AEE9-4A17-8D44-9DB852EA1350,"Sens. Duckworth. “I’m proud to lead this resolution alongside Senator Moran, and we will continue supporting student parents as they work to provide a better future for their families.” Full text of the resolution is available here. # # #",1,2026-03-30T01:40:41Z,2026-04-06T18:29:59Z https://www.moran.senate.gov/public/index.cfm/news-releases?ID=B3A5F9BF-C95F-4FED-933E-C63C6721BE9C,VIDEO: Sen. Moran. “The Association of American Railroads found that a nationwide rail shutdown could idle more than 7,000 trains and lose more than $2 billion a day in missed economic output. As the deadline for a resolution approaches, we are already seeing the impacts of contingency planning by railways, showing that a full shutdown would be unacceptable.” “In the event that a conclusion is not reached, I will utilize my opportunities as a member of the Senate, as a member of Congress, for congressional intervention and work to shield the impact of a rail shutdown across the nation,” Sen. Moran continued. “Our constituents deserve certainty that will come from reaching a resolution.” Click HERE to Watch Sen. Under the Indian Reorganization Act (IRA) passed in 1934, the Secretary of the Interior was given authority and guidelines for taking land into trust for Indian Tribes. The Supreme Court’s 2009 decision in Carcieri v. Salazar denied the secretary’s authority for tribes who received federal recognition after IRA’s enactment. The senators’ legislation would ensure any land taken into trust after the IRA is still recognized and protected and shall remain in Indian country. “Since the Carcieri decision, tribes throughout the country recognized after 1934 have faced uncertainty regarding their lands taken into trust,” said Sen. Moran. “Short of a full legislative fix, which I support, this bill will assure tribes of the status of their lands already in trust and enable stable economic development going forward.” # # #",1,2026-03-30T01:40:41Z,2026-04-06T18:29:59Z https://www.moran.senate.gov/public/index.cfm/news-releases?ID=EAC3D009-6BFF-4C68-A517-9D01CDDC8184,"Sens. U.S. Representative Doug LaMalfa (R-Calif.) will introduce companion legislation in the House. In response to high inflation, the Veterans Medical Mileage Adjustment Act of 2022 would increase the reimbursement rate for the Beneficiary Travel Program for eligible veterans who have to travel more than seven miles for VA-related health care. “Inflation and rising costs have resulted in more and more veterans shouldering additional costs when traveling to receive health care provided by the VA,” said Sen. Moran. “Raising reimbursement rates will help keep the Beneficiary Travel Program relevant and make certain travel-related costs are not inhibiting our veterans from receiving the care they deserve.” “For Montana veterans living in rural or remote areas, getting to a VA health care appointment can mean driving dozens of miles each way to their nearest facility,” said Sen. Tester. “Increasing the mileage reimbursement rate will ensure VA benefits are keeping pace with rising transportation costs, so veterans can continue accessing their earned care—no matter where they live.” “With gas prices in California up over two dollars in the last few years, traveling is more expensive than ever,” said Congressman LaMalfa. “While some Californians try to make ends meet by cutting back on driving or other necessities, rural veterans seeking medical treatments have few options. They rely on hospitals and clinics located far from their home. We shouldn’t force our veterans to shoulder more and more of this cost because Washington has abandoned a reasonable energy policy. This legislation will increase the mileage reimbursement rate to protect our veterans from government-created inflation.” This legislation is cosponsored by Senators Kevin Cramer (R-N.D.), Maggie Hassan (D-N.H.), Thom Tillis (R-N.C.), Patty Murray (D-Wash.), Mike Rounds (R-S.D.), Sherrod Brown (D-Ohio) and Kyrsten Sinema (D-Ariz.). Additionally, this legislation is endorsed by the American Legion, Veterans of Foreign Wars of the U.S. (VFW), Disabled American Veterans (DAV) and Wounded Warrior Project. The Veterans Medical Mileage Adjustment Act of 2022 would: Increase the VA mileage reimbursement rate from $0.415 to $0.455 per mile. Help cover the out-of-pocket expenses veterans and their caregivers incur when scheduled health care of medical disability examinations require them to travel more than seven miles, or more than 14 miles round trip. Incorporate the findings of the annual Internal Revenue Service study on transportation costs showing an increase in fuel, insurance, maintenance, depreciation and other costs to lessen the burden on veterans and caregivers. Apply the increase to any veteran or caregiver currently eligible for the Beneficiary Travel reimbursement benefit for travel that occurs after enactment of the Veterans Medical Mileage Adjustment Act of 2022. # # #",1,2026-03-30T01:40:41Z,2026-04-06T18:29:59Z https://www.moran.senate.gov/public/index.cfm/news-releases?ID=32DB8C83-8564-43A9-B3BE-DB3F912E2AC5,Sen. The images of Afghans left behind at the Kabul airport, fearful of the Taliban’s return to power, and the loss of 13 American servicemembers from a terrorist attack remain vivid in our thoughts. “Today, thousands of Afghans who put their lives at risk to help American and coalition troops remain in danger in Afghanistan and many who did get out are stuck in other countries waiting to start their lives anew. The rights of Afghan women have been rolled back, including denying girls a full education, and Afghans under the Taliban regime are suffering from crippling poverty and hunger. This is heartbreaking after the United States invested twenty years in Afghanistan, trillions of dollars and the lives of her sons and daughters. Those who gave their lives and all who served in Afghanistan to fight terrorism deserve our gratitude and ongoing care. “Americans deserve answers as to how the withdrawal could be so disastrous and how the Afghan government we supported could collapse so easily. Last year, I co-sponsored the Afghanistan War Commission Act to establish a nonpartisan, independent commission to examine the war in its totality, which was enacted into law. I am awaiting the work of this commission and the findings they will produce to ensure that what happened last year never happens again.” # # #",1,2026-03-30T01:40:41Z,2026-04-06T18:26:22Z https://www.moran.senate.gov/public/index.cfm/news-releases?ID=67AFB45D-AD8C-4AD9-81A3-91D7A65A7619,Sen. This historic, bipartisan legislation was introduced by U.S. Senators Jerry Moran (R-Kan.) and Jon Tester (D-Mont.) – the ranking member and chairman of the Senate Veterans’ Affairs Committee. The Senate passed the legislation on August 2 with a vote of 86-11. “Today, we delivered on a promise made to our veterans that if someone serves in our military, we will take care of them and provide them with the benefits they have earned through their service,” said Sen. Moran. “From Vietnam veterans suffering from Agent Orange to the 3.5 million post-9/11 veterans exposed to burn pits during their deployments, our nation’s veterans and their families will no longer have to fear being turned away from the VA for illnesses connected to toxic exposure. The SFC Heath Robinson Honoring Our PACT Act will make good on our promise to take care of our veterans by delivering all generations of toxic-exposed veterans their earned health care and benefits under the Department of Veterans Affairs.” “Thank you to SFC Heath Robinson’s family and all the veterans and advocates who worked tirelessly to get this long-overdue bill passed through Congress and signed into law,” continued Sen. Moran. “Today would not have been possible without their input, commitment and dedication.” The SFC Heath Robinson Honoring Our PACT Act delivers all generations of toxic-exposed veterans their earned health care and benefits under the Department of Veterans Affairs (VA) for the first time in the nation’s history. For more than a year, Sens. Moran and Tester led negotiations between Democrats, Republicans, House Veterans’ Affairs Committee Chairman Mark Takano, Ranking Member Mike Bost, the Biden Administration, Veterans Service Organizations and advocates. Among its many priorities, the SFC Heath Robinson Honoring Our PACT Act of 2022 will: Expand VA health care eligibility to Post-9/11 combat veterans, which includes more than 3.5 million toxic-exposed veterans; Create a framework for the establishment of future presumptions of service connection related to toxic exposure; Add 23 burn pit and toxic exposure-related conditions to VA’s list of service presumptions; Expand presumptions related to Agent Orange exposure; Includes Thailand, Cambodia, Laos, Guam, American Samoa, and Johnston Atoll as locations for Agent Orange exposure; Strengthen federal research on toxic exposure; Improve VA’s resources for toxic-exposed veterans and training for VA health care and benefits professionals; and Set VA and veterans up for success by investing in: VA claims processing; VA’s workforce; and VA health care facilities. In Honor of SFC Heath Robinson: This legislation is named in honor of SFC Heath Robinson, an Ohio Army National Guardsman who answered the call to serve our nation in the years following 9/11. He was a son, husband and father. After his service, he was diagnosed with a rare cancer caused by prolonged exposure to toxic substances. In 2020, the cancer cost him his life. Heath left behind an 8-year-old daughter, a wife and an extended family who are now committed to ensuring this country provides other veterans suffering from toxic exposures health care and benefits. What Veterans Are Saying About the SFC Heath Robinson PACT Act: Lt. Gen. Dana T. Atkins, USAF (Ret), MOAA President and CEO: “The PACT Act could not have gotten done without the leadership and support of Sen. Jerry Moran. The hard work and dedication of him and his team helped fulfill a promise that our nation has left unanswered for years. He had the backs of veterans every step of the way, MOAA thanks you for the difference you have made for millions of veterans, their families and their survivors.” Lee Tafanelli, Major General (Ret.) and former Adjutant General of Kansas: “Our veterans have fought for this country. By no means should they have to fight the bureaucracy to get the necessary medical care they deserve. This landmark legislation fulfills the basic and sacred promise that we make to our veterans when we send them off to war. The promise that we will provide the necessary VA medical care and disability benefits when they return must be honored. The legislation that you championed will have a great impact in the lives of our veterans long after their service. The knowledge that the obstacles formerly in their way have now been streamlined will provide peace of mind as our veterans move on with their lives. Access to the necessary healthcare for illnesses that have occurred as a result of their exposure to toxins during their deployment is an absolute necessity.” William Turner, Director of Kansas Commission on Veterans Affairs Office and former Deputy Commanding General of Support for Fort Riley’s First Infantry Division: “I greatly appreciate the extensive research and work that has been done by Senators Moran and Tester to effect legislation that rightfully would guarantee veterans who have been exposed to toxic environments and are suffering respiratory conditions, cancer and other associated illnesses permanent access to VA health care. Our Veterans have served in multiple locations where they have been exposed to a number of toxins that have resulted in them developing serious illnesses and they often struggle to gain access to health care and benefits that can help alleviate some of the pain and suffering they are experiencing. It is absolutely imperative that we enact the Sergeant First Class Heath Robinson Honoring Our Pact Act of 2022, as amended, to both guarantee exposed Veterans the permanent access to VA health care and also continue to establish a list of conditions that are presumed linkages to the toxic exposures thus enabling Veterans to receive their full benefits.” Pat Proctor, Colonel (Ret.) U.S. Army and Kansas State Representative: ""As a veteran of both Iraq and Afghanistan, I know so many of my fellow veterans who are suffering from the negative effects of toxic exposure during their service in-theater. And there is no telling how many of us will be impacted as we get older. I am so incredibly grateful to Senator Moran for leading this effort, standing with those of us who served, and seeing that our nation meets its obligation to those who risked their lives in its defense."" Timeline of Sen. Moran’s Work on Toxic Exposure Care for Veterans: August 10, 2022: The SFC Heath Robinson PACT Act is signed into law by the President. This legislation invests resources into manufacturing semiconductors and other critical technology in the United States, authorizes investments in key technology areas, and works to rebalance federal research investments to the middle of the country. “A strong economy will help us produce the technology and resources we need to compete successfully in the decades to come,” said Sen. Moran. “This legislation invests in businesses around the country to produce key technologies, such as semiconductors, here at home, creating new jobs and boosting American manufacturing. As aggression from China and Russia makes clear, it is vital to safeguard our supply chains from any disruptions. This bill is a key step in rebuilding our economy to be stronger and independent from our adversaries.” The CHIPS and Science Act will also help geographically rebalance federal research and development investments. In 2021, half of the states received under 13 percent of National Science Foundation (NSF) funds; this bill sets aside 20 percent of NSF funds for those historically under-funded states, including Kansas. Other programs, including the Regional Technology Hubs program, will help increase technology development outside of traditional high-tech bases. Additional authorizations are made to boost domestic manufacturing through critical programs like the Manufacturing USA program and the Hollings Manufacturing Extension Partnership program. # # #",1,2026-03-30T01:40:41Z,2026-04-06T18:26:22Z https://www.moran.senate.gov/public/index.cfm/news-releases?ID=9673B4B8-7FD6-4083-B63C-D1BF87CC8719,Sen. Congratulations to Jabari Wamble on his nomination to the Federal bench. I recently had the opportunity to meet with Mr. Wamble and discuss his service in the U.S. Attorney’s office and his education at the University of Kansas. Mr. Wamble has demonstrated legal skill and interest in justice throughout his professional career. He is a dedicated public servant. “I look forward to learning more about Mr. Wamble’s views, including how he sees the role of a judge under the U.S. Constitution, in his upcoming Senate Judiciary Committee hearing.” # # #",1,2026-03-30T01:40:41Z,2026-04-06T18:26:22Z https://www.moran.senate.gov/public/index.cfm/news-releases?ID=E4070F6E-DAD3-499E-BCEB-410583C32E91,Sen. Rather than taking steps to curb spending and expand energy production, the so-called Inflation Reduction Act will raise taxes on small businesses and working families, including by hiring 87,000 more IRS agents to target more Americans with tax audits. Instead, the Senate should be focused on pro-job, pro-growth policies to reduce the cost of gas, goods and services for Kansans.” # # #",1,2026-03-30T01:40:41Z,2026-04-06T18:26:22Z https://www.moran.senate.gov/public/index.cfm/news-releases?ID=8E5DC0D4-D68D-4BDF-A8D4-C066728FB5DE,Sen. This historic and bipartisan legislation was introduced by U.S. Senators Jerry Moran (R-Kan.) and Jon Tester (D-Mont.) – the ranking member and chairman of the Senate Veterans’ Affairs Committee. This legislation now heads to the President’s desk to be signed into law. “This is an historic moment for our nation’s veterans,” said Sen. Moran. “Sen. Tester and I made a commitment to get to this point today, and despite procedural hurdles, the Senate took consequential action to provide all generations of veterans their earned health care by passing the SFC Heath Robinson PACT Act. Thousands of veterans who answered the call to serve after the terrorist attack on 9/11 suffer the health consequences of exposure to open burn pits. Many of these veterans are simultaneously experiencing a battle with the VA to gain access to the health care and benefits they desperately need. This legislation will provide comprehensive relief for all generations of veterans, from Agent Orange to the 3.5 million post-9/11 veterans exposed to burn pits during their deployments. Our nation’s veterans and their families will no longer have to fear being turned away from the VA for illnesses related to toxic-exposures.” “Thank you to SFC Heath Robinson’s family and all the veterans and advocates for their input and commitment to get this long-overdue bill passed through Congress,” continued Sen. Moran. “I urge the President to quickly sign this legislation into law.” This legislation passed the Senate with a vote of 84-14 in June, but was amended with a technical fix in the House of Representatives which required an additional vote in the Senate. The SFC Heath Robinson Honoring Our PACT Act will deliver all generations of toxic-exposed veterans their earned health care and benefits under the Department of Veterans Affairs (VA) for the first time in the nation’s history. For more than a year, Sens. Moran and Tester led negotiations between Democrats, Republicans, House Veterans’ Affairs Committee Chairman Mark Takano, Ranking Member Mike Bost, the Biden Administration, Veterans Service Organizations and advocates. Sergeant First Class Heath Robinson deployed to Kosovo and Iraq with the Ohio National Guard. He died in 2020 from toxic exposure as a result of his military service. As leaders of the Senate Veterans’ Affairs Committee, Sens. Moran and Tester have long been dedicated to identifying a path forward for unaddressed toxic exposure issues alongside Veterans Service Organizations—remaining committed to delivering comprehensive relief to all generations of toxic-exposed veterans.
