Following my February 5, 2025 letter, I was pleased to see President Trump’s decisive leadership on this important issue when he issued Executive Order 14288, Strengthening and Unleashing America’s Law Enforcement To Pursue Criminals and Protect Innocent Citizens. Likewise, I was relieved to see the Department of Justice act quickly and assist in ending the following but not limited to consent decrees: Louisville, Kentucky; Minneapolis, Minnesota; Norfolk, Virgina; New Orleans, Louisiana; and Seattle, Washington.

President Trump and the Department of Justice are finally freeing police departments nationwide from the shackles of costly consent decrees that prohibit law enforcement officers from doing their jobs and protecting American citizens. These consent decrees have only lined the pockets of out-of-state grift attorneys at the complete detriment of taxpayers and American cities.

The City of Cleveland would know. In March 2025, I filed a bar complaint against the City of Cleveland consent decree monitor who, I believe, not only abused his authority as a federal monitor but also consistently egregiously and unethically charged the City of Cleveland for “services” such as to attend a fallen officer’s memorial service. Fortunately, this monitor finally resigned from his position in August 2025, even though he should have resigned immediately after his unethical behavior was exposed.

I know that President Trump and the Department of Justice will stop at nothing to continue the good work of ending these abusive consent decrees nationwide. Therefore, I respectfully request an update on the status of the remaining police consent decrees nationwide within 10 business days of receipt of this letter.

How, as Mentor Board of Education President could you let this happen? Unfortunately, this is not the first time I have written to you about my sincere concerns regarding the Mentor Board of Education. You showed almost no interest in having a conversation, which is consistent with what I have heard from Mentor Public Schools’ parents about your disregard for their concerns as well. From your fellow school board members disregard of President Trump’s Executive Orders to now inviting potential sex offenders into Mentor Public Schools, I am deeply concerned on behalf of all parents of Mentor Public Schools and the taxpayers in Lake County that you are unable to faithfully keep Ohio’s most vulnerable population safe. We write to alert you to a serious violation of Congressional intent that threatens great harm to U.S. taxpayer dollars and ask for your immediate assistance in rectifying this problem.

As you know, Congress recently enacted Public Law 119-21, the One Big Beautiful Bill Act, giving working class families massive tax relief, ending the Green New Scam, and fully funding our border security and national security needs. As part of this law, Congress amended Sections 25E, 30D, and 45W of the tax code, which collectively provide tax credits for the purchase of certain “clean vehicles.” These electric vehicle subsidies were costing taxpayers billions of dollars each year and distorting the market for automakers and dealers across the country, and we are extremely pleased that Congress acted decisively to cut these credits off. The intent of P.L. 119-21 is clear – no credits allowed after September 30, 2025.

To implement this law, on August 21, 2025, the Internal Revenue Service (IRS) issued guidance (IR-2025-86) which provided clarification on the availability of the EV subsidies for taxpayers who enter into a written binding contract and make a downpayment on an eligible “clean vehicle.” This guidance, while well intentioned, is unfortunately being taken advantage of by certain car companies who wish to continue bilking the U.S. taxpayer. It has come to our attention that certain car companies are gaming this guidance by instructing their captive financial entities to enter into written binding agreements with dealers for electric vehicles, paying a nominal downpayment, to secure the credits on vehicles that may not be leased to the end user for months.

Given this concerning information, we write to request your assistance to close this loophole and address the total violation of Congressional intent by these nefarious actors. Treasury, working with the IRS, must act decisively to clarify the guidance to ensure that only written binding agreements which identify the lessee are eligible and that the deposit must be made by the end user to qualify. We look forward to working with you to address this issue promptly in order to protect taxpayer dollars.

It is my understanding that if a deal is not reached this week between your company and NBCUniversal, then roughly 10 million paid subscribers in the United States will not have access to either Hispanic broadcast network.

Google is effectively placing an 18 percent tax on millions of Hispanic customers—or worse—denying them access to services in a way that could be indicative of serious antitrust violations. This is one recent example of Google abusing its market power to silence these outlets that millions of Hispanic viewers rely on. I write today to request an update on the status of the two $20 billion semiconductors factories your company promised to build in New Albany nearly four years ago and that were initially set to open this year. Unfortunately, the site’s development is nowhere near where your company said it would be. This was the largest investment in Ohio’s history and was initially projected to create 3,000 Intel jobs and 7,000 construction jobs over the course of building the two factories. The development of the factories was also going to supposedly “support tens of thousands of additional local long-term jobs across a broad ecosystem of suppliers and partners.” Your company estimated that after the two factories were built, the investment in the factories could grow to as much as $100 billion in ten years, making it one of the largest manufacturing sites in the world.

State and local officials moved mountains to assist your company in achieving the company proclaimed original timeline for opening in 2025. Ohio gave your company $2 billion worth of public incentives and developed significant newly constructed public infrastructure amounting to at least $691 million. Yet, in 2024, Intel announced that it was cutting 30 percent of its workforce, delaying the project a second time, and that the first factory would not open until 2030 at the earliest—five years after the publicly announced original opening of 2025. Unfortunately for the state of Ohio and the local community in Licking County, your company announced in July that Intel was going to further delay the pace of the project. The taxpayers of Ohio deserve accurate and thorough information about the status of the enormous promises that your company made to our citizens and return on investment, or lack thereof, of the taxpayers’ investment in this project.

Additionally, I request that your company cease from continuing to pass additional infrastructure costs to the ratepayers in Ohio due to a lack of efficient use of your excess power. As you know, Meta requested that your company temporarily reassign approximately 200MW of power for its use. Given the continuous delays in the project, it is in the best interest of Ohio’s hardworking taxpayers to offset any infrastructure costs by reassigning remaining power that is not utilized by Intel to entities who are interested in utilizing it, such as Meta.

It is my responsibility to ensure that the ratepayers and taxpayers in the state of Ohio are not being taken advantage of and to ensure that this investment is not a charade or worse potential fraud. I am writing to ensure that your university has plans in place to combat antisemitism. Universities must protect both students’ religious freedom and safety while on campus.

Jewish Americans are under attack in this country. Americans have witnessed the manifestation of rampant antisemitism on college campuses all over the country. Horrifyingly, hate crimes and domestic terrorism have plagued the Jewish community. Recently, in this country, Jewish Americans have been murdered in cold blood and burned alive. These attacks are reminiscent of 1939. It is 2025—the violence against Jews must stop.

In 2024, the United States witnessed the highest number of antisemitic incidents in almost 50 years. Antisemitic incidents increased by five percent in 2024. This increase is in addition to the 344 percent increase in antisemitic incidents over the past five years and an 893 percent increase over the past 10 years.

The Trump Administration is taking strong and necessary action to combat antisemitism. On January 29, 2025, and January 30, 2025, President Trump issued Executive Order 141884 and accompanying Fact Sheet to address Additional Measures to Combat Anti-Semitism. Following the issuing of Executive Order 14188, the Office for Civil Rights of the United States Department of Education opened investigations into 5 universities “where widespread antisemitic harassment has been reported” and sent letters to an additional 55 universities that are under investigation for antisemitic harassment and discrimination “in response to complaints with OCR.” Additionally, the Department of Justice established a multi-agency Task Force to Combat Anti-Semitism, which plans to visit ten university campuses that have experienced antisemitic incidents since October 2023.

As the senior United States Senator for the state of Ohio, I want to make sure that university leaders are doing all they can to ensure students are free not only to learn on college campuses but also to feel safe while doing so, regardless of their religion.

I suggest your institution consider adopting the International Holocaust Remembrance Alliance (IHRA) definition of antisemitism. This definition provides clarity on what constitutes antisemitism and can serve as a tool on campus to help combat hate crimes and foster a safer environment for Jewish students.

Dear Chair Powell:

Thank you for your response to my June 18th letter regarding the Federal Open Market Committee’s (FOMC) decision to keep the target federal funds rate unchanged at 4.25 to 4.5 percent. I write today with further concern that the FOMC’s decision making process is severely flawed given the most recent Personal Consumption Expenditures (PCE) index report from the Bureau of Economic Analysis.

PCE inflation for the month of May was almost exactly in line with the FOMC’s long-run goal of 2 percent, measuring a very mild 2.3 percent on an annualized basis. The Council of Economic Advisors recently conducted an analysis of the PCE index comparing the prices of imported goods and domestically produced goods. The chart below illustrates that so far this year, prices have barely risen, and inflation is fully under control, while also clearly demonstrating that tariffs are not contributing to inflation as prices for imported goods have actuallyfallen this year.

Meanwhile, the data reveal that personal incomes and consumption fell in May. The Federal Reserve’s dual mandate requires that monetary policy support both stable prices and maximum employment. Clearly, the correct policy given these data is to cut the target federal funds rate substantially in order to support economic growth.

Yet, the FOMC has repeatedly ignored the data, and is instead choosing to maintain rates at the current high level. The federal funds rate in the U.S. is substantially higher than that of peer, developed economies like Japan, Canada, and the European Union. The federal funds rate is also above the long run neutral rate, which is approximately 3.0 percent according to the median projection of FOMC members. The current target rate of 4.25-4.5 percent represents a highly restrictive monetary policy, which is severely out of step with current economic conditions.

Recently, in testimony before the House Financial Services Committee and the Senate Banking Committee, you admitted that the FOMC would likely be cutting rates by now given declining inflation, if not for your fear of tariffs increasing prices. Yet, as the CEA analysis illustrates, we have several months of data showing that tariffs have not raised prices, which gives me serious concern about your objectivity and neutrality when evaluating the correct course of monetary policy in an environment where tariffs are present. Despite clear data showing that inflation has continued its decline and now sits almost exactly at the FOMC’s long-run goal of 2 percent, even with tariffs in place, you continue to use the President’s trade policy as a reason to continue restrictive monetary policy. At this point, I firmly believe your economic analysis is clouded by your personal feelings on trade policy.

While you’ve continued to criticize President Trump’s tariffs and argue that they will contribute to inflation, despite you stating clearly on multiple occasions that it is not the Federal Reserve’s job to comment on tariff policy, there are several other critical policy errors made by the previous Administration that threw gasoline on the inflationary fire – all of which you chose to ignore. Shutting down the economy during COVID and barring unvaccinated individuals from workplaces contributed massively to inflation, and yet you stayed silent. When President Biden banned the export of liquified natural gas, exacerbating already acute supply chain issues, you had nothing to say. On conversations about the tax code, you’ve never been willing to admit that higher taxes contribute to inflation. And most egregiously, you supported student loans being forgiven, a policy which is clearly inflationary, not to mention that it is discriminatory and picks one group of people over another group as worthy of debt forgiveness.

You deliberately ignore the harms from these poor policy choices and at the same time fail to acknowledge President Trump’s progress at taming inflation. Hiring data just released on July 3rd blew past expectations yet again. Your willful ignorance of these facts and your choice not to lower interest rates despite the Trump Administration’s economic progress is costing our country $400 billion per year. Clearly your relationship with the President, your inaction on rates, and your mismanagement of the Federal Reserve balance sheet all lead to an obvious conclusion. You should resign immediately and allow the President the deference to select someone he feels can make the changes needed to restore the credibility of the Federal Reserve System.

I write today on behalf of the nearly 1,000 Pixelle employees losing their jobs because of your selfish business decisions and corporate greed. You know what is an “extremely difficult decision?” Figuring out how to feed and provide for your family when you’ve been laid off after dedicating 37 years of your life to an employer because Wall Street elites decided that they want to “align [their] operations with long-term business goals.”

Chillicothe is called Paper City for a reason. The first iteration of the paper mill was constructed in 1812. While the ownership of the paper mill has changed throughout its long history, from family-owned to under the ownership of a public company, its presence to the people of Chillicothe and perseverance remained resolute throughout tumultuous times in our history.

Yet somehow your collective greed and/or inept business choices managed to close the doors to a paper mill that survived the Great Depression, Pearl Harbor, the September 11, 2001 terrorist attacks, the transition to the digital age, and a global pandemic. And yet, the paper mill and business are suddenly unable to survive the outcome of an acquisition by a private equity firm? As a businessman myself, the facts just do not add up.

H.I.G. Capital is an investment firm with $69 billion of equity capital under management, riddled with Wall Street executives, including Mr. Mnaymneh, a billionaire five times over and one of the wealthiest people in the world. H.I.G. Capital’s business model is to suck the proverbial blood out of companies it acquires until the companies declare bankruptcy, leaving the employees and communities it decimates behind.

In 2019, H.I.G. acquired the then-successful Jenny Craig company only to milk it for all its worth before Craig Holdings declared bankruptcy barely four years later. Similarly, H.I.G. Capital acquired Cleveland-based Supply Source Enterprises, only to drive it into the ground before the company declared bankruptcy in 2024. H.I.G.’s corporate ransacking continued with Pegasus Home Fashions, Mobileum before it moved on to Pixelle. I’m here to inform you that such lecherous, self-serving, and destructive behavior must end now.

In 2022, H.I.G. announced that one of its affiliates had completed the acquisition of Pixelle Specialty Solutions Holding LLC, who owned and operated the Chillicothe Paper Mill. Both of your respective companies boasted about the closing of the acquisition. According to the former Chief Executive Officer of Pixelle, Timothy Hess, “Pixelle has developed a broad, innovative portfolio of industry leading brands across the specialty papers and sustainable packaging markets. In under four years, we have transformed Pixelle into the leading specialty-focused paper producer in North America through three strategic acquisitions and successful implementation of a continuous improvement program.

Likewise, H.I.G.’s Head of North American Industrials bragged that Pixelle has “a proven track record of building a best-in-class business and providing the highest levels of quality and service for their customers.” He continued, “[w]e are excited about the combination of H.I.G.’s value-added partnership with Pixelle’s differentiated capabilities in technically demanding specialty papers to embark on the next phase of growth.” So, help me understand how kicking nearly 1,000 employees to the curb and shutting down an approximately 200-year-old paper mill is part of your “next phase of growth”?

I can only conclude that H.I.G. acquired a landmark Ohio business with the sole intention of shutting it down to line your executives’ pockets at the expense of hard-working Ohioans. I won’t allow this carnage to stand. The only logical solution is for H.I.G to divest itself from Pixelle and the paper mill and find an operator that knows how to successful run and grow a company.

Therefore, I demand answers to the following questions, requests for information, and production of documents within six business days of receipt of this letter. If I do not receive the requested answers, information and documents, I will not hesitate to use the full force of my authority as United States Senator to investigate your companies and issue subpoenas.
