This bill delivers urgently needed funds to help save Hoosier lives and livelihoods as Indiana and the entire nation battle the deadliest wave yet of COVID-19. The bill also includes Rep. Carson's amendment to increase funding for Pancreatic Cancer research at the Department of Defense (DoD) to $15 million dollars. This increased funding will help researchers find ways to detect and treat this deadly disease earlier and help save lives. The bill includes a number of key provisions, including an additional round of direct payments to Americans, rental housing assistance, expanded nutrition assistance, plus additional funding for small and minority-owned businesses, including more Paycheck Protection Program (PPP) funds. The bill funds critical transportation and infrastructure priorities, including $14 billion for transit to help front line workers get to work, and more funding for passenger rail and aviation workers. This legislation also provides billions of dollars to support the distribution of the COVID-19 vaccines. Still, Rep. H.R.8686, the Small Business Debt Relief Extension Act, introduced this week, offers additional debt relief on SBA 7(a), 504, and microloans that were received as part of the CARES Act. The CARES Act's small business debt relief provision expired last month, making it imperative that Rep. Carson's bill is passed as soon as possible. This bill ensures that the entirety of the $17,000,000,000 appropriated to this loan program in the CARES Act be used for its intended purpose. The bill accomplishes this in two ways: 1. Businesses who are currently receiving, or have received, the subsidy be granted a 6-month extension for a total of 12 months of debt relief. 2. Businesses who do not currently have an SBA loan and that apply by March 30, 2021, can receive a 6-month subsidy. Senator Sheldon Whitehouse (D-RI) also introduced a companion resolution in the Senate. This effort comes as the world continues to mourn the deaths of several iconic Americans from this very aggressive cancer, including Congressman John Lewis and Supreme Court Justice Ruth Bader Ginsburg. Reps Carson and Eshoo, and Senator Whitehouse, hope that this effort will raise awareness for pancreatic cancer, result in greater research funding support from Congress, and ultimately help save lives. Accurately described as a silent killer, pancreatic cancer still does not have an early detection test. As a result, by year's end, pancreatic cancer will have killed an estimated 47,050 Americans and is the third largest cause of cancer-related death in our county. As COVID-19 continues to rob us of more than 220,000 of our fellow Americans, pancreatic cancer continues to devastate thousands of American families and communities. An additional 57,600 Americans will be diagnosed with pancreatic cancer this year. This resolution helps to raise awareness for pancreatic cancer by accomplishing three things: Supports the designation of ""Pancreatic Cancer Awareness Month"" Recognizes the critical importance of increasing funding for pancreatic cancer research at the Department of Defense (DoD) and the National Institutes of Health (NIH) to find early detection tests and effective treatments to combat this disease and reduce the disproportionate impact on communities of color. The Students Helping Young Students Act (H.R. 8550) will invest in college students who support and mentor K-12 students in after school activities. Currently, after school activities are not considered a community service under the Federal Work-Study program. Rep. Carson's bill changes this by allowing college students to access Federal Work-Study funds for their participation in after school activities. Moreover, this legislation requires eligible schools to allocate federal funds to students who want to work with after-school programs. Through these changes, students who want to serve their community can be compensated for their important work, and the younger students will benefit from this mentorship, which has been shown to dramatically improve one's educational achievements. This legislation has been endorsed by MENTOR: the National Mentoring Partnership. The second bill, the Interstate Teaching Mobility Act (H.R. 8551) will create a new voluntary program at the Department of Education (DOE) to allow licensed teachers to use their licenses across state lines. Currently, there is a troubling shortage of teachers in America that is partially caused by inconsistent and often cumbersome state-by-state certification and assessment requirements. These obstacles prevent many from teaching, which negatively impacts countless schools and students, particularly in under-served communities. Rep. Carson's legislation will help America's education system catch up to our increasingly mobile society by allowing teachers to more easily take teaching positions across state lines and at schools that desperately need teachers. This legislation has been endorsed by the National Education Association (NEA) and Third Way. ""I am extremely pleased to introduce these two pieces of legislation that will help improve our education system,"" Congressman Carson said. Food deserts are neighborhoods where access to nutritious and affordable food is scarce. Over 29 million people -- almost 10 percent of the U.S. population -- live without ready access to affordable, nutritious food and over 2 million people have no transportation to get to their nearest store. This legislation will create USDA funding for state operated revolving funds that will issue low interest loans for the operation of grocery stores in food deserts. The bill ensures that recipients of these loans, including for-profit, non-profit and municipal entities, will provide affordable, healthy food, including fresh produce and staples like milk, bread and meat. It will also ensure that USDA professionals are available to provide technical assistance to recipients who need it. ""Nutritious food should be an expectation, not a luxury. That is why I am extremely pleased to reintroduce the Food Deserts Act, which creates new avenues to fund stores in underserved communities,"" Congressman Carson said. ""In the 7th Congressional District alone, 1 in 5 people live in a food desert. In these areas, grocery stores are unfortunately closing down, taking away healthy options, and prices are skyrocketing for smaller stores. Too many families already lack a car or reliable public transportation to get to the nearest alternative, often located over a mile away. These problems have only been made worse by the COVID-19 pandemic. Carson Reintroduces Bill to Fight Food Deserts,2020-10-07,2020,2020-10,Democrat,Senate,IN,André Carson,C001072,carson.house.gov,,,legacy,"Indianapolis, IN This week, Congressman Andr Carson (IN-07) reintroduced the Food Deserts Act (HR8531), legislation that will help shrink food deserts. Nutritious food should be an expectation, not a luxury. That is why I am extremely pleased to reintroduce the Food Deserts Act, which creates new avenues to fund stores in underserved communities, Congressman Carson said. In the 7th Congressional District alone, 1 in 5 people live in a food desert. Today, thousands of my constituents are struggling to find the food they need, with many forced to rely on fast food and convenience stores Rep. Carson continued. This is simply unacceptable, particularly in the wealthiest nation on Earth. The Food Deserts Act is a bold, common-sense solution to help reduce this inequality. ""Fight for the things that you care about, but do it in a way that will lead others to join you."" This insight came from the late Honorable Ruth Bader Ginsburg and has never been more applicable than today. The Notorious RBG was a fighter for all and a defender of rights until the very end, showing us all the true definition of what it means to be a great leader. Throughout her career she fought to extend fairness and protections for countless marginalized groups in this country. As a father to young girl and a passionate defender of women's rights, I stand before you to reflect on the legacy that Justice Ginsburg has left on all generations today, and in the years to come. In 1993, Justice Ginsburg was appointed to the Supreme Court with unanimous support from the Senate and became only the second woman ever to serve on the highest court in our land. She brought both passion and brilliance to her decisions, always with the best interests of Americans on her mind while upholding our Constitution. We have a duty to honor Justice Ginsburg by continuing her fight to advance the progress she tirelessly worked for during her entire career. In a time when my constituents and fellow Americans are urgently voicing their need for unity and fairness, we must demand the very things Justice Ginsburg fought for so fiercely: equal health care, reproductive rights, equal rights, LGBTQ rights, workers' rights, voting rights, civil rights, and much more. So much is at stake with the Supreme Court vacancy her passing has created. The Supreme Court is already scheduled to hear arguments the week after the election on the Trump Administration's reckless push to destroy the Affordable Care Act (ACA). That means, in the middle of this unprecedented COVID-19 pandemic, which has killed more than 200,000 Americans, the President and his allies are trying to pack the Supreme Court to take away the health care of millions of Americans. This president has promised that his Supreme Court nominee will dismantle the ACA, so we must take him at his word. President Trump and Senate Republicans are ignoring the dying wishes of Justice Ginsburg, the opinion of most Americans, and years of precedent in a desperate bid to pack the courts to rubberstamp their reckless agenda. This is an insult to our Democracy and a threat to every American. There should be no consideration of a replacement for Justice Ginsburg before the next president is sworn in. We must act now, after Justice Ginsburg's passing, but before a new justice is appointed to roll back her legacy and our rights. We must take our shared grief and use it as turning point, drawing on her example as a courageous inspiration for us to all rise up and make her proud. We must fight for the rights of those who have been ignored or forgotten for too long. Justice Ginsburg fought and worked hard until the very end, showing us all that when love for Country and Constitution runs deep, there is no denying justice. I urge my Senate Colleagues to honor both her and the American people's wishes. You can read the full letter here and below. Dear Ms. Quinn, We are writing to request that your office take up an investigation into allegations recently raised about the treatment of Muslim detainees at the Immigration and Customs Enforcement (ICE) detention facility, Krome Service Processing Center, in Miami, Florida. The allegations that Muslim detainees were given a ""choice"" to violate their religious tenets by eating pork, or offered spoiled halal food as a substitute, are outlined in detail in a letter sent to your office by Muslim Advocates on August 18th, 2020. While ICE has publicly denied the allegations, every aspect of the allegations has documented precedent. Given the history of religious freedom violations across ICE detention facilities, including violations affecting Muslim, Catholic, and Hindu detainees, we find the allegations of targeted violations of Muslim civil rights to be credible. Furthermore, given a history of dangerously poor food quality in ICE detention facilities, including those enumerated in a February, 2019 DHS Office of the Inspector General report regarding the detention facility in Essex, New Jersey, we find the allegation that the ""reasonable accommodation"" provided to detainees at Krome may have included spoiled religiously compliant food alternatives to be credible. As you are no doubt aware, forcing Muslim detainees to choose between eating pork and eating spoiled halal food would be a clear violation of ICE's 2011 Performance-Based National Detention Standards. They would also be clear violations of the civil rights and civil liberties of Muslim detainees. We further note that Krome is not likely to be the only facility where these alleged violations are occurring. For this reason, we ask that your investigation include the specific allegations raised in Muslim Advocates' letter, be expanded to include investigations of other facilities with significant numbers of detainees requiring religious accommodations. We also request a list of those facilities, including the numbers of detainees requiring religious accommodations, disaggregated by religion, at each of them. As part of this investigation, we ask that you specifically examine the grievance and complaint system at Krome and other facilities, given the allegation that detainees filed numerous grievances about the meal issue but never received a response. We ask that the results of this investigation be made public. We also ask that you do everything in your office's power to ensure that all Muslim detainees and other detainees requiring religious dietary accommodations are given immediate access to those accommodations, and that ICE officers and employees who have violated detainees' rights are held accountable. The fundamental values of religious freedom and equality before the law are essential to the fabric of our democracy. As part of this investigation, we ask that you specifically examine the grievance and complaint system at Krome and other facilities, given the allegation that detainees filed numerous grievances about the meal issue but never received a response. We ask that the results of this investigation be made public. We also ask that you do everything in your office's power to ensure that all Muslim detainees and other detainees requiring religious dietary accommodations are given immediate access to those accommodations, and thatICEofficers and employees who have violated detainees' rights are held accountable. The fundamental values of religious freedom and equality before the law are essential to the fabric of our democracy. The bill stops the Trump Administration from making harmful changes to the United States Postal Service (USPS) that shatter its ability to provide timely and reliable service. The prohibitions in the bill will last until January 2021, or until the end of the COVID-19 pandemic. Specifically, the bill prohibits: ·Any change that would generally affect service on a nationwide or substantially nationwide basis. ·Any revision of existing service standards. ·Closing, consolidating, or reducing the hours of any post office or postal facility. ·Any prohibition on paying overtime to Postal Service officers or employees. ·Any change that would prevent the Postal Service from meeting its service standards or cause a decline in measurements of performance relative to those standards. ·Any change that would have the effect of delaying mail or increasing the volume of undelivered mail. This legislation comes amid a nationwide outcry against Postmaster General Louis DeJoy's operational changes and service reductions at the USPS. These changes have slowed delivery of essential supplies, like prescriptions, Social Security checks, paychecks and more. This slowdown also threatens Americans' ability to vote by mail in the upcoming 2020 elections. ""I am honored to vote for the ‘Delivering for America Act.' This legislation is necessary to protect our Democracy and the well-being of every Hoosier and every American,"" Congressman Carson said. ""As we face an extremely deadly pandemic that has already killed more than 170,000 Americans, it is unconscionable that this administration would seek to undermine such an important lifeline for so many. In the past several days, our Indianapolis office has been flooded with calls from constituents who are not receiving vital mail from the USPS in a timely manner. Our office, which relies on the Postal Service to help constituents, has also experienced large gaps in service. Clearly, this slowdown is hurting countless Hoosiers, and I won't stand for it."" ""While the Postmaster General's announcement earlier this week that he is halting upcoming changes is progress, it's not enough to fully safeguard this service,"" Congressman Carson added. ""We also have to reverse the damage that has already been done and make sure the USPS is fully funded. My colleagues and I will continue working toward these goals, because no American's vote, health, or well-being should be threatened by partisan games."" The legislation also provides an additional $25 billion in funding that was requested by the USPS. This provision was also included in the Heroes Act, the House's COVID-19 relief package that passed in the chamber last May. The bill still sits on Senate Majority Leader Mitch McConnell's desk. In addition, Congressman Carson sent a letter today to Postmaster General Louis DeJoy detailing the many recent complaints he has received from constituents about harmful changes in local postal services. While the overwhelming number of police officers perform their responsibilities professionally, Mr. Floyd's murder is only the latest example of the abuse of power caused by the systemic racism that continues unabated in American society. So much more needs to be done to prevent any further abuse and to vigorously attack racism and other forms of discrimination in the United States. On May 15, 2020, I supported and the House approved H.R. 6800, The Heroes Act, by a vote of 208 to 199. This measure includes the following provisions designed to assist American individuals, small businesses, and health-care professionals and other essential workers during this pandemic: Giving hazard pay to our heroes Establishes a Heroes Fund to provide health-care workers, grocery workers, and other essential workers with $13 per hour in additional pay during the pandemic, with an individual cap of $10,000 in enhanced funding for each worker. Sending direct payments to Americans Provides Americans with another payment of up to $1,200 of immediate assistance per individual. Ensuring safety in the workplace Requires the Occupational Safety and Health Administration to issue regulations mandating that employers implement plans to protect their employees from exposure to COVID-19, as well as prohibits employers from retaliating against employees who report COVID-19 workplace hazards or that bring their own personal protective equipment to use from home. Fighting for affordable health care Authorizes a two-month special enrollment period to offer the uninsured an additional opportunity to sign up for a health-insurance plan on the federal marketplace, mandates that all private health-insurance plans cover treatment of COVID-19 with no cost-sharing, and provides for federal coverage of all COBRA premiums during the pandemic. Reinforcing our nation's health-care system Provides $100 billion to reimburse hospitals and health-care providers for expenses and lost revenue resulting from the pandemic, as well as $75 billion to improve our nation's capacity to test, trace, and reduce cases of COVID-19. Working to find a cure Includes $9.32 billion for federal research on COVID-19 and the development and manufacture of eventual therapeutics and vaccines. Bringing relief to states, communities, and businesses Provides $500 billion in relief funding for states, $375 billion in relief funding for local governments, and $10 billion in additional grants for small businesses. Supporting our educators and students Allocates $100.15 billion to support the continued operation of K-12 schools, colleges, and universities, extends the deferral of payments and interest on federally-held student loans through September 30, 2021, and provides up to $10,000 in debt relief to borrowers of federal and private student loans that are in default, serious delinquency, forbearance, deferment, or that pay $0 in monthly payments. Improving unemployment and paid leave benefits Extends enhanced unemployment benefits authorized by Congress through January 31, 2021, and enhanced paid leave benefits to employees through the end of 2021. Preventing hunger in our communities Increases the benefit level of the Supplemental Nutrition Assistance Program by 15 percent and provides $150 million to local food banks in order to meet increased demand. More information on The Heroes Act can be found at https://appropriations.house.gov/. Looking forward, the House will now enter into negotiations with the Senate on this legislation. As a former law enforcement officer, I know that training is what will best equip officers to carry out their duties with honor and integrity. More training is critical to improve community policing and to de-escalate volatile scenarios. More mental health resources are also critical as our entire community struggles during this outbreak of violence and a pandemic at the same time. ""Finally, I know that most officers do their best every day to protect and serve, so I want to acknowledge what a hard and thankless job they have sworn to perform. The creation of a new Use of Force Board and updates to IMPD's Use of Force policies will also help ensure that officers deploy force proportionately, appropriately, and not inappropriately. Investigations are underway, and I eagerly await these findings. We must get answers to our many questions, and this must happen with thoroughness and swiftness. As was said this morning, although we are a strong and resilient people, resilience and strength have their limits. To the family and loved ones of Dreasjon Reed, I offer my condolences and prayers as you deal with this unimaginable pain. Today's announcement of changes at the Indianapolis Metropolitan Police Department (IMPD) from Mayor Hogsett and Chief Taylor is encouraging news. I have been a strong proponent for the use of body worn cameras for the IMPD and want to see this rollout happen as expeditiously as possible. I'm also pleased by the collaboration with our City-County Council to provide local funds to implement this long-overdue change. I will continue my efforts in Congress to help provide robust federal funding to match these efforts. But technology alone will not prevent tragedies with excessive use of force. Finally, I know that most officers do their best every day to protect and serve, so I want to acknowledge what a hard and thankless job they have sworn to perform. Justice delayed, is indeed justice denied. First and foremost, I am pleased thaton April 24, 2020, much overdue legislation was signed into law to replenish small business relief programs that recently expired, as well as provide further support to our nation's health-care system. Specifically, P.L. 116-139, the Paycheck Protection Program and Health Care Enhancement Act, includes the following provisions: Appropriates an additional $310 billion for the Small Business Administration's (SBA) Paycheck Protection Program (PPP). This program provides small businesses, nonprofits, and other eligible entities with loans of up to $10 million each, with up to eight weeks of average payroll and other costs forgiven if the business retains its employees and salary levels. Of the total funding included in P.L. 116-139 for the PPP, $60 billion is set aside exclusively for distribution by local community banks, credit unions, and other authorized PPP lenders with less than $50 billion in assets. The SBA has now resumed taking applications for this program. Provides $50 billion for the SBA's Economic Injury Disaster Loan (EIDL) program and $10 billion for EIDL Emergency Advance funds. The EIDL program allows small businesses, nonprofits, and other entities to apply for low-interest loans of up to $2 million to help overcome the temporary loss of revenue due to COVID-19. These loans may be used to pay fixed debts, payroll, accounts payable, and other bills incurred during this public-health emergency. Includes $100 billion for our nation's health-care system. $75 billion is allocated to reimburse hospitals and health-care providers for COVID-19 expenses and lost revenue, as well as purchase additional supplies of personal protective equipment. $25 billion is provided to improve our nation's ability to develop, manufacture, and expand capacity for the testing of COVID-19. I firmly believe that Congress must continue to regularly replenish funding for small business relief programs at the SBA as necessary and in a timely, nonpartisan fashion. It is unacceptable that small businesses in Northwest Indiana and across the country had to wait for over a week without access to the PPP and EIDL programs due to the inability of Congress to agree on a way forward. While I am grateful that negotiations resulted in improved legislation, including greater funding for the SBA and new funding for health care, I would emphasize that the American people cannot afford partisan brinksmanship during a time of crisis. Looking forward, the House is now developing another legislative package to address COVID-19 and I strongly believe that it must do more to assist American families suffering from hardship. The House's proposal will seek to provide additional direct payments to Americans, improve paid leave and unemployment insurance, expand the Supplemental Nutrition Assistance Program, and allow the uninsured an additional opportunity to access health insurance on the federal marketplace. Additionally, I am supportive of efforts being advocated for by House Democrats to implement enhanced workplace health and safety standards as well as hazard pay for frontline employees that continue to serve our country in this difficult time. This effort must be coupledwith strong funding and procurement requirements in order to ensure that every nurse, doctor, and provider has access to necessary personal protective equipment. Establishing a robust supply chain for this equipment would also allow workers in other critical industries such as in the steel mills, trades, and grocery stores to access these supplies without creating undue harm to our hospitals. Finally, I am supportive of proposals being circulated in Congress to provide new financial support to the U.S. Postal Service, which is on the frontline ensuring that mail and packages are being delivered during this pandemic and that critical medical supplies reach their destinations. As Congress proceeds, please do not hesitate to contact my office through my website, at https://visclosky.house.gov, or by phone, at 219-795-1844, should you have any concerns or thoughts regarding the federal government's response to this pandemic. I assure you that my office is always available to assist you to the best of our ability. I hope this information is helpful. ""I'm honored to support the CARES Act — Congress' biggest and boldest effort yet to tackle the COVID-19 crisis,"" Rep. Carson said. ""This comprehensive legislation provides an unprecedented $2 trillion dollars to help our families, workers, and small businesses deal with this pandemic's challenge to our health and our economy. And House Democrats worked to ensure this legislation prioritizes every day Americans and the people most in need of assistance."" Here are just a few of the numerous initiatives in this historic piece of legislation that will benefit Hoosiers. A $150 Billion State and Local Coronavirus Relief Fund: Creates a $150 billion State and Local Coronavirus Relief Fund to provide states and localities additional resources to cope with the coronavirus pandemic. It is estimated that Indiana will receive approximately $2.6 billion in desperately needed funds to benefit Hoosiers. $260 Billion in Dramatically Expanded Unemployment Benefits: Includes numerous provisions to improve unemployment benefits, including providing an additional $600 per week for the next four months, providing an additional 13 weeks of federally funded benefits, and expanding eligibility to include workers in the gig economy and self-employed workers. Direct Cash Payments to Lower and Middle-Income Americans: Provides for a one-time, direct cash payments to lower-and middle-income Americans of $1,200 for each adult and $500 for each child, beginning to phase out at an annual income of $75,000 for an individual and $150,000 for a household. These payments will provide individuals with the cash they need right now to survive with much of the economy currently shut down. Small Business Relief: Provides more than $375 billion in small business relief, including $349 billion for forgivable loans to small businesses to pay their employees and keep them on the payroll; $17 billion debt relief for current and new Small Business Administration (SBA) borrowers; and $10 billion in immediate disaster grants. Help for Our Hospitals, Health Care Workers, and Health Research: Provides an investment of about $200 billion in our hospitals, health systems, and health research, including increased funding for the personal protective equipment and medical equipment desperately needed by our health care workers, including ventilators, n95 masks, gowns, gloves, etc. Relief from Eviction: The bill bans evictions, foreclosures, and repossessions – including manufactured homes, RVs, and cars nationwide – to ensure that people can safely quarantine in their homes, if necessary. These provisions help homeowners and renters living in federally financed homes, but more needs to be done to help renters in market-rate properties, and I look forward to getting this help passed in our next package. Support for Aviation: $25 billion to air carriers, $3 billion to airline contractors providing ground staff, $4 billion to cargo haulers, and $10 billion to Federal Aviation Administration's Airport Improvement Program. More Than $100 Billion in Additional Emergency Appropriations, Including the Following: Transit Agencies: Provides $25 billion to transit agencies, which have all seen a drastic drop in revenues as social distancing has been implemented. And it also includes $1 billion for Amtrak. This funding is to be used to protect the jobs of the employees of the transit agencies, funding their paychecks during this public health emergency. Indiana will receive more than $235 million under this program. HUD Emergency Solution Grants: Provides $2 billion for Housing and Urban Development (HUD) Emergency Solution Grants to states that will be distributed by formula. These grants are designed to address the impact of the coronavirus among individuals and families who are homeless or at risk of homelessness, and to support additional homeless assistance, prevention, and eviction prevention assistance. Of this $2 billion, Indiana will receive more than $40 million. In addition, the bill provides an additional $2 billion for these grants that will be allocated by HUD to the most hard-pressed areas. Child Care and Development Block Grant: Supports child care and early education by providing $3.5 billion for the Child Care and Development Block Grant. Indiana will receive more than $78 million under this emergency appropriation. Low-Income Home Energy Assistance Program (LIHEAP): Provides $900 million to help low-income families pay their heating and cooling bills. Indiana will receive nearly $6 million for this purpose during this public health emergency. Byrne-Justice Assistance Grant Program: Provides $850 million for this program, giving additional support to state and local law enforcement agencies, thereby allowing them, for example, to obtain the personal protective equipment and other medical items they may need during this public health emergency. Indiana will receive more than $17 million under this appropriation. CDC Coronavirus State, Local and Tribal Grants Minimum Awards: Provides about $750 million in CDC State, Local, and Tribal Grants Minimum Awards to help agencies cope with the public health emergency. The minimum award for Indiana is around $11.5 million. In addition, states can apply for additional funds above their minimum award, based on their needs. Election Assistance: Provides $400 million for Election Assistance Grants for states to help prepare for the 2020 elections. Coronavirus is already resulting in the postponement of some primaries and this funding can help states make voting safer for individuals. Funding can be used, for example, to increase the ability to vote by mail, expand early voting, and expand online registration. Indiana will receive nearly $8 million for these purposes. ""While this is a major step in the right direction, there's much more work to be done to combat this crisis,"" Rep. Carson added. ""I will continue to work tirelessly across the aisle and with every level of government to help us weather this storm, and help prevent similar crises in the future. Election Assistance:Provides $400 million for Election Assistance Grants for states to help prepare for the 2020 elections. Let's stay safe, follow the public health guidelines, and take care of each other. If we work together, we can emerge stronger and more united.""",1,2026-03-30T12:14:52Z,2026-03-30T12:14:52Z https://visclosky.house.gov/media-center/press-releases/visclosky-update-on-covid-19,Visclosky March 24 Update on COVID-19,2020-03-24,2020,2020-03,Democrat,House,IN,Peter Visclosky,V000108,visclosky.house.gov,,,legacy,"I write to provide you with an update on efforts by Congress to address the outbreak of the 2019 novel coronavirus, also known as COVID-19. I recognize that the situation we face is unique and unprecedented in our lifetimes, but you should know that I remain dedicated alongside other solution-oriented Members of Congress, our Governor, and local stakeholders to do our very best to support workers, small businesses, and our region. In response to this situation, I believe that Congress must continue to act to support statesand local communities as they seek to bolster their public-health response capabilities. That is why I supported the passage of P.L. 116-123, the Coronavirus Preparedness and Response Supplemental Appropriations Act. This law provides $8.3 billion in new emergency funding to aid federal, state, and local agencies in addressing the COVID-19 pandemic, including $500 million specifically for the purpose of procuring new personal protective equipment, pharmaceuticals, and other necessary medical supplies for our health-care workers. P.L. 116-123 also includes $1 billion to expand the availability of Small Business Administration Economic Injury Disaster Loans. Under this program, small businesses may apply for low-interest loans of up to $2 million to help overcome the temporary loss of revenue due to COVID-19. Information on how to apply is enclosed. Additionally, I believe that Congress must take strong action to prioritize the health and financial needs of American families and workers as we seek to collectively address this pandemic. That is why I also supported the recent passage of P.L. 116-127, the Families First Coronavirus Response Act. Among other provisions, this law mandates that, through 2020, companies of less than 500 employees must provide a combined total of up to 12 weeks of paid family and sick leave to employees who must self-quarantine, care for a quarantined family member, or care for a child when ordinary supervision is unavailable due to COVID-19. The cost of this leave will be reimbursed to businesses by the federal government within three months. More information onthese new leave options are enclosed. Looking forward, it is clear that much more must still be done. That is why House Democrats have introduced H.R. 6379, the Take Responsibility for Workers and Families Act. Highlights of this $2.5 trillion stimulus package include the following: Bolstering the health-care system Provides over $150 billion to support hospitals, community health centers, and government medical programs as they fight COVID-19. Putting money in the pockets of individuals and families Provides Americans with $1,500 of immediate assistance per individual, up to $7,500 for a family of five. Further expanding paid leave and family medical leave Expands paid sick days and family medical leave to ensure nearly every worker has access to these crucial benefits. Enhancing unemployment compensation Creates new temporary Federal Pandemic Unemployment Compensation of $600 a week for eligible workers affected by COVID-19. Supporting small businesses Streamlines aid for small businesses and provides more than $500 billion in additional grants and interest-free loans, some with forgivable components. Assisting states and local governments Stabilizes the finances of states and local governments with $200 billion for states and $15 billion for local governments. Standing with America's students Provides nearly $60 billion to schools and universities to help them stabilize their funding and continue operating during the crisis. The legislation also helps current borrowers with their student debt burden. Supplemental information on H.R. 6379 is enclosed, as well as available online at https://appropriations.house.gov. While the House will still have to reconcile differences between its version of the stimulus package and the version that will be finalized by the Senate, be assured that I will fight for the strongest bill possible in order to bring immediate assistance and new equipment to the health-care workers who are tirelessly acting to protect our nation, as well as greater financial relief to American families suffering hardship. As Congress proceeds on this and other efforts, I would encourage you to remain in touch with my office through my website, online at https://visclosky.house.gov, or by phone at 219-795-1844. I hope this information is helpful, despite the circumstances. May you and your family be healthy and safe.
