I write today to share with you my concerns regarding recent discharges into Lake Michigan, via Burns Waterway, stemming from the U.S. Steel – Midwest Plant outflow.

Within the span of two weeks, two separate discharges have necessitated at points the closure of beaches within the Indiana Dunes National Park and local municipalities, the closure of a water intake facility, and investigations by the Indiana Department of Environmental Management (IDEM). More troubling, these discharges happened nearly a month after the U.S. District Court for the Northern District of Indiana approved a revised consent decree relative to discharge violations that occurred in April 2017.

The consent decree references the implementation of operation and maintenance plans related to the facility’s wastewater infrastructure, developed by U.S. Steel, which the U.S. Environmental Protection Agency (EPA) and IDEM did not initially approve, in part, based upon the volume of public comments. The plans ultimately approved by the regulatory agencies, as stated in the consent decree, were updated to include additional operational procedures aimed at avoiding and minimizing spills from the facility’s treatment plants, among other items, and U.S. Steel opted to begin complying voluntarily; however, the consent decree documents numerous violations involving discharges into Burns Waterway between late 2018 through the end of 2019. In August 2019, the government noted that U.S. Steel experienced additional issues with oil sheens appearing in outflows, among other issues. While I appreciate the dedication of the plaintiff agencies and respective staff to develop both monetary and nonmonetary requirements to be imposed as a result of the 2017 incident, what is concerning is the repeated discharge of substances into Burns Waterway, which flows directly into Lake Michigan, that continue today and that require investigation.

As the federal Member representing Indiana’s First Congressional District, I recognize the balance that must be maintained between Northwest Indiana’s industrial economy and its rich biodiversity, including the Lake Michigan ecosystem. It is also imperative that the protection of workers’ health and safety must be as important as protecting our environment. As we move forward, simply mitigating environmental violations after the incident is not sustainable and cannot continue to be the norm. More must be done to prevent discharges that are in violation of existing permits into our precious waterways, and I encourage the EPA and IDEM to do your utmost to be vigilant and ensure that the operations and maintenance plans outlined in the consent decree are fully adhered to and implemented.

The current conditions of this roadway segment are substandard with limited shoulder width and no sidewalks. Several traffic safety issues result due to the lack of a dedicated turn lane; pedestrian safety is compromised due to the lack of sidewalks. Construction of this segment will provide a safe arterial east/west Lake County corridor that aligns with improvements previously made.

$2,000,000 - Central Avenue Road Reconstruction in Portage

Currently, Central Avenue in Portage, Indiana, exists as one through-lane in each direction and lacks appropriate shoulders, curbs and gutters, and limited sidewalks, creating vehicular and pedestrian safety hazards. The proposed road reconstruction at Central Avenue, from the Lake/Porter County Line to Willowcreek Road, will address inadequate safety conditions, deteriorated and outdated infrastructure along Central Avenue, reduce congestion along the corridor, and address stormwater drainage issues. The existing roadway does not meet INDOT design standards, specifically in regard to sight distances and roadway width. Central Avenue provides an east-west alternative to interstates and highways for traffic as it connects to communities west of Portage.

$7,411,200 - Willowcreek Road Extension in unincorporated Porter County

The Willowcreek Road Extension will improve operational traffic flow along the corridors located in Porter County by providing an improved, north-south connector. The project will reduce travel delays caused by vehicular traffic, save more than 70 percent of vehicle hours traveled, relieve congestion, and improve system linkage along multiple corridors. Willowcreek Road north of CR 700 North provides access to Interstates 80, 94, Interstate 90/Indiana Toll Road, and U.S. Highway 6; extending Willowcreek Road south from CR 700 North to U.S. Highway 30 will increase access to these travel corridors.

$8,100,000 - Kennedy Avenue Bridge Replacement in Highland and Hammond

The Little Calumet River Basin Development Commission aims to replace the existing four-lane bridge along Kennedy Avenue, which spans the Little Calumet River, to meet INDOT standards and specifications. The current Kennedy Avenue Bridge is positioned lower compared to federal levees built within the river corridor; in anticipation of flood events, vehicular access is interrupted as the bridge is sandbagged to complete the line of protection. When access to the bridge is prohibited, traffic is rerouted to nearby Indianapolis Boulevard and Cline Avenue, which are both heavily traveled roadways, contributing to increased traffic congestion. Replacing and raising the bridge eliminates the necessity of preventing north/south traffic movement between Highland and Hammond on Kennedy Avenue in that instance, improves water flow under the bridge, and reduces the potential for flooding in nearby communities.

As you are well aware, our Constitution states clearly “No money shall be drawn from the Treasury, but in Consequence of Appropriations made by Law,” and I am pleased this Committee has taken steps to reaffirm the Legislative Branch’s “power of the purse,” as well as given Members the opportunity to direct federal spending to worthy, locally-supported projects.

I also appreciate the stringent transparency measures instituted by the Committee. We must always be reminded of our fiduciary responsibility to hard-working taxpayers. As public servants, we must conduct appropriate oversight and assure the American people that each and every appropriated dollar is fulfilling an essential need and benefiting our communities.

I have the great honor and privilege of representing Indiana’s First Congressional District, following in the footsteps of my mentor and friend, Chairman Pete Visclosky. Our district is at the center of vital road, rail, air, and port networks, and home to major manufacturing industries. This infrastructure, coupled with our incredible workforce and adjacency to the great city of Chicago, enables our region to continue to attract new businesses and talent. Northwest Indiana is proud to have the largest concentration of steel production and the largest inland oil refinery in our country. These industries foster economic activity and provide good-paying union jobs to thousands of workers in my district.

One particular request I would like to draw your attention to is the value of the International Trade Commission (ITC). As I mentioned earlier, my district leads the nation in steel production. In order to prevent bad actors from exporting their unemployment to our nation and my district in particular, we must ensure that the ITC has sufficient funding to uphold our trade laws.

As you know, the ITC is required by U.S. law to release its budget justification independently from the Office of Management and Budget. I recently had the opportunity to meet with Chair Kearns and Vice Chair Stayin regarding the ITC’s FY 2022 budget justification. Most significantly, the funding increase that the Commission is requesting is essential to hire more staff and make necessary information-technology investments to commensurate with their record high caseload. The ITC’s budget justification provides the most complete understanding of its financial needs and offers insight on how inadequate funding levels would impact its ability to enforce our trade laws and protect American workers. Therefore, I request the Committee to closely review the ITC’s budget justification and fund the ITC at $118.8 million for FY 2022.

In closing, I would like to again take a moment to recognize my predecessor, Chairman Visclosky, who served on this Committee with distinction for many years. Mr. Visclosky consistently demonstrated the incredible value of the House Appropriations Committee and how responsible federal investments can transform regional economies. This legislation would also allow the FAA to focus on safety, certification, and air traffic operations.

This afternoon, the Subcommittee will be reviewing the Department of Veterans Affairs’ cybersecurity posture. We will also be reviewing the findings in the annual Federal Information Security Modernization Act or FISMA audit. Our goal here today is to assess how VA manages its cybersecurity program—including its cyber supply chain, how it controls access to confidential data, and how well it safeguards its information technology assets.

At today’s hearing we will hear from VA leadership about the broader cybersecurity landscape, the challenges, management’s approach to tackling these challenges, and what resources may be needed.

Last Congress, the Subcommittee on Technology Modernization held the Committee’s first ever hearing to examine VA’s cybersecurity. I am pleased that we can continue this important work and explore the ongoing cybersecurity management challenges at VA.

Cybersecurity is not a new challenge in the federal government. The threats to our information systems have only increased since the Federal Information Security Management Act (FISMA) was first passed in 2002.

Major cybersecurity breaches earlier this year—especially of SolarWinds’ Orion software, the zero-day Exchange server hack, and other incidents—highlight the risks to our information systems. As our reliance on electronic personal data increases, and the sharing of that data increases, so do the risks. Our dependence on electronic systems to support healthcare, e-commerce, and public service delivery is growing—all the more so during the pandemic as government and industry shifted life online.

We need to only look back a few weeks to see how dangerous a cyber incident can be. The recent ransomware attack on Colonial Pipeline crippled fuel supplies up and down the east coast, adding unnecessary uncertainty and increased costs for countless individuals.

Unfortunately, the health sector is not immune to these attacks. In 2017, WannaCry ransomware, created by hackers working for the North Korean government, spread across the world and infected the U.K.'s National Health System. In May 2020, Blackbaud, a cloud software provider used by many healthcare companies, was the victim of a ransomware attack. So far, more than 6 million individuals have been impacted.

Many experts estimate that the value of medical records on the darknet is higher than that of passwords and credit cards. According to security company Comparitech—in 2020 at least 92 individual ransomware attacks affected more than 600 separate clinics, hospitals, and organizations, and over 18 million individual patient records. Ransomware attacks may have contributed to 40,056 hours (1,669 days) of downtime to healthcare organizations in 2020. The average time lost to downtime is increasing—up to 21 days during Q4 of 2020. On average, healthcare cyberattacks cost $1.4 million in recovery.

VA prides itself as being the nation’s largest integrated healthcare provider. In that role, VA should be at the forefront of addressing many of these risks and should be a leader in healthcare cybersecurity. As VA continues the process of modernizing its IT systems to deliver healthcare, adjudicate disability claims, and provide educational benefits, information security management should be a key component from the outset.

The Subcommittee is still concerned that VA has not done enough to assess risk and develop long-term information security strategies. Numerous Inspector General and Government Accountability Office reports continue to cite management failures and lack of internal oversight.

They also repeat recommendations year-after-year—seemingly without adequate progress in resolving them.

I look forward to hearing from leadership within VA’s Office of Information Technology about the Department’s overall cyber program and cyber strategy. We will also hear from the Office of Inspector General about its recent FISMA audit, outstanding issues, and how VA’s cybersecurity posture has evolved over the last several years. Finally, we will hear from the Congressional Research Service, whose expertise can help us contextualize some of these issues and understand cybersecurity within the federal government.

As the Technology Modernization Subcommittee, we must ask—is VA ready? Is VA’s information security management system up to the task? Is VA ready to prioritize cybersecurity? America's veterans should be able to access VA healthcare with the peace of mind that their data and privacy will be protected. I hope VA can get this right.

My primary purpose for testifying today is to urge the Subcommittee to provide $10 million for the Center for Disease Control and Prevention’s (CDC) National Center for Injury Prevention and Control for child sexual-abuse prevention research activities in Fiscal Year (FY) 2022.

Specifically, the CDC estimates that one in four girls and one in 13 boys will become victims of child sexual abuse. This traumatic experience is associated with long-term physical and mental-health issues, impacting how children think, feel, and act over their lifetime. Regrettably, a 2020 report by INTERPOL found that the COVID-19 pandemic has increased the frequency of child sexual abuse and the consumption of online child sexual-abuse materials. Further, the pandemic has provided abuser’s additional access to victims while inhibiting children’s ability to access victim services to report their abuse and receive treatment.

I believe that increasing funding for child sexual-abuse prevention research activities will be a crucial investment in the continued fight to protect our most vulnerable population. This research will be used to clarify the risk factors that promote offending and the protective factors that prevent offending. Most importantly, this research will be used to develop and disseminate effective prevention strategies to ensure that evidence-based intervention practices make it into the hands of parents, educators, youth-serving organizations, and other stakeholders dedicated to keeping children safe from sexual abuse.

I would add that prior to becoming a Member of Congress, I have been engaged in advocating for children and successfully led a coalition to enact a state law in Indiana that mandates educator and student training on how to detect sexual abuse. This initiative, called the No More Secrets campaign, has aimed to help our youth better understand and report the abuse they may experience, and I appreciate the opportunity to continue to be engaged in this issue by advocating today before this Subcommittee.

I am thankful for the demonstration of this Subcommittee’s commitment to investing in research to eradicate child sexual abuse in recent fiscal years, and I respectfully encourage the Subcommittee to appropriate $10 million to this vital program in FY 2022.

My primary purpose for testifying today is to discuss the importance of the Capital Investment Grant program. As you are well aware, my predecessor for the First Congressional District of Indiana, Chairman Pete Visclosky, was instrumental in supporting the Capital Investment Grant program and its transformational projects in Northwest Indiana.

Specifically, Capital Investment Grant program funding has allowed Indiana’s First Congressional District to successfully secure two Full Funding Grant Agreements in this account for the South Shore Rail Line West Lake Corridor project and the Double Track project. My district is adjacent to the commercial capital of the Midwest, the great city of Chicago, and these projects seek to benefit residents and businesses by reducing travel times and increasing the frequency of commuter transit in my district. The successful implementation of these investments will incentivize new development and workforce housing, and ultimately provide our current and next generations with new and exciting opportunities to live, develop a career, and raise a family in Northwest Indiana.

I wholeheartedly believe that the Capital Investment Grant program is a staple for communities across our nation, and each year, this program continues to demonstrate the positive impact it has on the lives and livelihoods of everyday Americans.

I appreciate the robust allocations directed to the Capital Investment Grant program in prior years and the demonstration of this Subcommittee’s commitment to investing in and advancing our nation’s infrastructure. Our workers have faced increased exposure to COVID-19 due to the nature of their work and they deserve our support. Given the near impossibility of proving the nexus between the source of the novel coronavirus infection and the workplace, nearly 20 states have amended their workers’ compensation laws or policies to provide that COVID-19 infections are presumed to be work-related and covered under a state’s workers’ compensation program. Following the lead of many states, the U.S. House of Representatives passed COVID-19 workers’ compensation legislation for federal and postal workers as part of the American Rescue Plan Act (P.L. 117-2), and it is necessary for Congress to do the same for maritime workers covered under the Longshore and Harbor Workers’ Compensation Act.

As the Subcommittee begins to draft its Fiscal Year 2022 Departments of Commerce, Justice, Science and Related Agencies Appropriations bill, we are writing to encourage the Subcommittee to ensure adequate funding for the United States Department of Commerce (DOC)’s International Trade Administration (ITA) and the United States International Trade Commission (ITC) to prioritize and carry out the application of United States trade remedy laws. Your attention to this matter is greatly appreciated.

American industry and workers can more than compete and succeed in a fair market that responds to supply and demand principles. Unfortunately, our manufacturers must increasingly operate in a global market dominated by state-owned and subsidized firms. These firms operate irrespective of market conditions, often permitting them to operate at an economic loss and sell products at less than fair market value.

Anti-Dumping (AD) and Countervailing Duty (CVD) laws exist to protect United States producers and workers from economic injury resulting from unfairly traded exports. According to the ITA, the agency has experienced a surge in the number of AD and CVD petitions filed by domestic industry. The number of such petitions nearly doubled over the past five years and shows no signs of abatement.

Case initiations averaged 53 in 2018 and 2019. In 2020, ITA initiated 119 cases, which is more than any other year this decade. Eight additional cases have already been initiated in the first two months of 2021. It should be noted that ITA and ITC have found merit to claims of economic injury resulting from unfairly traded import investigations.

AD and CVD investigations are labor intensive and require a great deal of analysis, thorough investigations, and verification of evidence submitted by respondents in foreign countries. In addition, nations engaged in unfair trade practices continue efforts to circumvent legitimate AD and CVD orders that require continued vigilance and investigation by petitioners and ITA. The agency must also contend with petitions for administrative review of existing AD and CVD orders, and “sunset reviews” of existing orders.

We strongly encourage the Committee to consider these factors when establishing funding levels for Enforcement and Compliance activities at ITA to ensure the agency has adequate resources and personnel to protect American firms and workers from economic injury from unfairly traded exports.

The ITC is an independent, quasi-judicial commission responsible for investigating and making timely and objective determinations involving imports that cause injury to a domestic industry in violation of United States trade laws. Its status as an independent agency whose commissioners are equally split between the parties provides confidence to affected stakeholders that decisions and remedy recommendations made by the Commission are solely based on relevant law and are free of political interference. Among the ITC’s mission priorities are conducting AD/CVD investigations and reviews and trade involving United States intellectual property rights under Section 337 of the Tariff Act of 1930.

The ITC continues to experience record trade remedy investigation caseloads, as well as concomitant reviews of existing orders. According to the ITC, the agency has experienced a surge in the number of AD and CVD petitions filed by domestic industry. Only eight such petitions were filed in 2014. Since then, however, more than 100 new petitions have been filed, and there is no sign of abatement. Additionally, cases investigated by ITC are increasingly complex and include petitions involving multiple countries. The increased funding request will also allow the ITC to address its growing portfolio of mandates in the trade enforcement area, including additional responsibilities under USMCA. Without the proper funding to handle the increased and more complex workload, as reflected in the ITC’s Congressional Budget Justification, it will not have the capacity to meet the tight statutory deadlines associated with trade enforcement.

We strongly encourage the Committee to build on its previous efforts to protect domestic workers and businesses from unfair trade by providing adequate resources to the ITA and ITC to best ensure timely and objective responses to trade remedy complaints and investigations.

I would like to thank Chairwoman Kaptur and Ranking Member Simpson for holding today’s Member Day hearing. I appreciate the opportunity to engage with all members of this Subcommittee and advocate for U.S. Army Corps of Engineers projects that are essential to strengthening the economy of Northwest Indiana, the entire Midwest, and our nation.

I have the great honor and privilege of representing Indiana’s First Congressional District, following in the footsteps of my mentor and friend, Chairman Pete Visclosky. Our district is at the center of vital road, rail, air, and port networks and home to major manufacturing industries. This infrastructure, coupled with our incredible workforce and adjacency to the great city of Chicago, enables our region to continue to attract new businesses and talent. Northwest Indiana is proud to have the largest concentration of steel production and the largest inland oil refinery in our country. These industries foster economic activity and provide good-paying, union jobs to thousands of workers in my district.

From maintaining the federal navigation depths of our commercial harbors to ensuring Northwest Indiana residents have clean drinking water, the Chicago District of the U.S. Army Corps of Engineers is a true hero and an unparalleled, long-standing partner when it comes to facilitating economic development and promoting environmental stewardship in Northwest Indiana. Chairman Visclosky would often state that the U.S. Army Corps of Engineers projects serve as an economic driver in Indiana’s First Congressional District, and I agree wholeheartedly.

I appreciate that Community Project Funding is an important step in re-asserting the constitutional prerogatives of the Legislative Branch and I fully understand the importance to this Subcommittee to thoughtfully scrutinize Member requests. I believe it is critical that we exercise our constitutional authority to direct funding to our districts, and it is incumbent for us to submit scrutinized project requests that are beyond reproach and focused on the criteria set forth by this Subcommittee.

For the First District of Indiana, I have asked this Subcommittee to appropriate $10 million in Community Project Funding to the Corps’ Construction account for the specific purpose of undertaking Environmental Infrastructure projects in the Calumet Region. I would note that the requested amount is equal to the Chicago District’s demonstrated capability for Fiscal Year (FY) 2022. Authorized by Section 219 of the Water Resources Development Act of 1992 and subsequent laws, Environmental Infrastructure projects have a transformational impact, aiding local communities in making necessary, overdue improvements to water, sanitary sewer, and stormwater sewer infrastructure.

With respect to the appropriate transparency measures that this Subcommittee has put in place, I would emphasize for the Calumet Region Section 219 that the evidence of local community support is overwhelming, with local sponsors contributing 25 percent of their projects’ costs. These projects have also had a vital benefit to local communities, and attract new economic activity to our region. In partnership with the Chicago District, this cost-sharing approach has served as a model of federal/local cooperation and delivered a strong track-record of proven results, included, but not limited to: sanitary sewer interceptors and lines that benefit residents by reducing flooding; improved operations of local wastewater treatment facilities by eliminating inflow and infiltration of groundwater into sewer systems, which prevents the unnecessary treatment of additional water in these facilities and makes their operation more efficient and cost-effective; and stormwater projects constructed in areas where no previous stormwater infrastructure existed to protect homeowners from flooding events. I firmly believe that we must build on such models of cooperation and continue to appropriately distribute federal assistance through the annual appropriations process to communities that are depending on us.

Additionally, I have requested approximately $18 million in Community Project Funding to complete Corps’ Construction activities of the Confined Disposal Facility and assist Indiana Harbor, one of the most commercially active harbors in the Great Lakes and the 43rd most active port in the country. Navigational dredging resumed in Indiana Harbor in 2012 – having last been dredged in 1972 – and has substantially enhanced the harbor’s commercial viability, as well as improved environmental and health conditions for local communities. We must provide the Chicago District with additional resources in FY 2022 in order to build upon these gains and further increase the harbor’s commercial capacity. I would note that, in part due to ongoing navigational dredging, Indiana Harbor is directly or indirectly generating nearly $1 billion in annual business revenue and supporting approximately 100,000 jobs, many of them good-paying, union jobs.

Finally, I have requested $1,597,000 in Community Project Funding for Operation and Maintenance activities in Burns Waterway Harbor. Continuing to fund this project in FY 2022 ensures the operations and economic activity at the Port of Indiana-Burns Harbor continues uninterrupted. This port accepts international shipments entering from the St. Lawrence Seaway into the Great Lakes and is also the connection from the Great Lakes to the Atlantic Ocean. The importance of the Burns Waterway Harbor and this port cannot be understated as it provides access to two major waterways – the Great Lakes-St. Lawrence Seaway and the Inland Waterway Systems – and annually, the Port accounts for 100 ships, 400 barges, 300,000 trucks, 1,200 railcars and 200 lake vessels moving cargo throughout the region. As with the other projects I have outlined, the economic benefits to local communities are apparent. Burns Waterway Harbor is directly or indirectly generating more than $15 billion in business revenue and 80,000 jobs, including union jobs with the International Longshoremen’s Association.

In closing, I would like to again take a moment to recognize my predecessor, Chairman Pete Visclosky, who served on this Subcommittee with distinction for many years. Mr. Visclosky showed myself and Northwest Indiana the incredible value of the House Appropriations Committee and what responsible federal investments can do to transform local communities. Chairwoman Kaptur, Ranking Member Simpson, and all members of this Subcommittee, I look forward to building on Mr. Visclosky’s positive legacy and developing strong relationships with all of you so that we may work in a collaborative and productive manner to deliver for Northwest Indiana and all of the American people. Mrvan submitted a statement last week into the Congressional Record of the U.S. House of Representatives recognizing Northwest Indiana High School basketball players and those teams who represented the region during Semi-State and beyond this past season.

Madam Speaker: As an avid basketball player, it gives me great pleasure to recognize the exceptional achievements of all of the high school basketball players in Northwest Indiana this past year, who safely showed up and put in the effort during the challenges of this health pandemic. I also want to recognize the following high school basketball programs from Indiana’s First District who represented our region during Semi-State and beyond this past season. Those teams include the Crown Point women’s team, the Gary West Side men’s team, and the Kouts men’s team.

First, congratulations to the Lady Bulldogs of the Crown Point High School women’s basketball team who won the Indiana High School Athletic Association’s 4A State Championship on February 27, 2021. Special recognition also to Coach Chris Seibert who was appropriately named the 2021 Girls Basketball Coach of the Year by our leading local newspapers of the Post-Tribune and the Northwest Indiana Times, and also Jessica Carrothers, who was named the Northwest Indiana Times 2021 Girls Basketball Player of the Year. I am inspired by the camaraderie of your team and the demonstration of how your hard-work has truly paid off.

Additionally, congratulations to the Gary West Side High School men’s basketball team who won their Regional championship game to advance to Indiana’s Class 4A Semi-State on March 20, 2021. The Cougars fought their way for every second, taking the game to overtime where they lost by a mere five points. I applaud Coach Chris Buggs, his coaching staff, and the men who gave it their all to the very end.

And I also congratulate the Kouts High School men’s basketball team for winning the Semi-State Championship for the first time in the school’s history. The Mustangs competed in the IHSAA Class 1A State Tournament on April 3, 2021, and ended their season with an overall record of 29-3. I applaud Coach Kevin Duzan and these young men for their successful season and the legacy they have left.

These truly remarkable teams achieved great success during this very challenging year. For their skill, tremendous hard work, dedication to the game, and for representing our region, these outstanding young athletes deserve to be recognized and congratulated for their incredible seasons.

It is good to see all of you, and I thank you for the opportunity to speak before you once again to testify in support of the domestic industry and workers in this case to impose antidumping and countervailing duty orders on mattresses from Cambodia, China, Indonesia, Malaysia, Serbia, Thailand, Turkey, and Vietnam.

I believe that one of the reasons that there is a great divide in our nation is because too many workers feel left behind. In the case before you today, imports of mattresses in the United States increased by 52,000 percent from 2018 to 2019, resulting in the loss of over 350 jobs and the closure of businesses. These were good-paying jobs that are part of industry with a solid U.S.-based supply chain.

It is not right, and it is not fair to those workers, and those families, whose lives are upended because companies in countries far away from their homes are cheating and exporting their unemployment to our great nation. We must do more to protect the livelihoods of every single worker in our nation.

I appreciate the initiative of all of the petitioners for bringing forward this case so that we can uphold our trade laws and defend our workers. One of the petitioners in this case, Leggett and Platt, produces steel wire used in mattress components at Merit Steel in Kouts, Indiana, which is in the First Congressional District of Indiana. I also thank the engagement of the unions in this case, including the United Steelworkers, the International Brotherhood of Teamsters, and the AFL-CIO.

Together, through our dedication and commitment to a thriving economy with fair rules for all, we can ensure that all American workers can compete on a level playing field with the understanding that when others violate our trade laws that the U.S. government will fight for them, for their families, and their communities.

Madam Speaker, it is with great respect and admiration that I rise today in observance of Women’s History Month and its 2021 theme – Valiant Women of the Vote: Refusing to be Silenced. Each year, the National Women’s History Project selects a unifying theme to recognize and promote Women’s History Month. This year’s theme recognizes the passage of the 19th Amendment and honors the stories of those women who have fought for equal rights in the workplace.

Prior to the right to vote, women were instrumental in organizing workplaces, most famously during the Bread and Roses Strike of 1912. Tens of thousands of women fought for more than wages and working conditions; they fought to be respected in the workplace. For generations since, women have contributed to resolving conflicts and have persevered tirelessly to promote equality in the workplace. Women have insisted upon and continue to fight for respect, justice, and equality. Today, I would like to take a moment to honor Women of Steel, an advocacy-arm of the United Steelworkers, which evolved from the early women’s caucuses that demanded women have their rightful place in the workplace. Throughout the years, women from diverse backgrounds have played an instrumental role in paving the way for women in the steel industry.

Among these remarkable leaders was Ola Kennedy. Ola was a resident of Gary, Indiana who passed away in 2009. Ola worked for 28 years at Hammond Valve. A devoted community leader, she was involved in many union and civic organizations and was one of the founding members of the Coalition of Black Trade Unionists in addition to being a member of the NAACP and holding various positions at Local Union 1273, District 31 United Steelworkers, District 31 Women's Caucus, and Steelworkers Fightback Organization. We also celebrate Roberta Wood. In the 1970s, Roberta Wood went to work in the male-dominated mill in the union’s former District 31 in Gary, Indiana. Along with Ola, Roberta co-founded the steelworker women's caucus in the Chicago/Gary district of the Steelworkers union. In 1976, she was elected the first female member of USWA Local 65's Executive Board and is currently a member of the Steelworkers Organization of Active Retirees where she continues to advocate for future generations.

I would also like to take a moment to recognize those women who have recently celebrated more than five decades at ArcelorMittal, which is now Cleveland-Cliffs: Gail Richardson, a native of East Chicago and a safety advocate at Indiana Harbor; Judith Studer, a senior clerical technician in the maintenance, environmental and utilities department at Burns Harbor; and Maria Garcia, a materials management coordinator in the logistics department at Indiana Harbor.

Today, the Women of Steel continue to advocate for more women in leadership and carry on the march to fight for full gender equality in the workplace. I commend these women and the many others who fought and continue to fight alongside them for women of every creed, class, and ethnic background. These fearless, strong, and vocal women are exemplary role models who reflect the 2021 theme, Valiant Women of the Vote: Refusing to be Silenced.

Attached is a complete list of funding amounts for Northwest Indiana municipalities and school corporations, and these funding amounts are rough estimates provided by the House Budget Committee and the House Committee on Education on Labor.

I am Congressman Frank J. Mrvan and I represent the First Congressional District of Indiana.

As many of you know, the First Congressional District of Indiana is a recognized leader in steel production and related downstream products. Additionally, I believe that you are familiar with my predecessor, Congressman Pete Visclosky, who has been a long-time friend and mentor to me. He would often talk about the critical work of the International Trade Commission to protect our domestic manufacturers and workers by upholding our trade laws. He would also often testify before trade cases that impacted steelworkers and the manufacturing industry in Northwest Indiana and across our nation.

I am honored to be able to continue that tradition today and speak before you in support of the domestic industry in their case against the illegal import of seamless line and pressure pipe from Czechia, Korea, Russia, and Ukraine. I also understand that representatives from the United Steelworkers, the U.S. Steel company, and the petitioner, Vallourec Star L.P., will appear to testify on this case and state why relief is needed for this vital sector of the pipe and tube industry.

The American pipe and tube industry is an integral component of our nation’s manufacturing sector, as these products are used in an array of applications for the chemical, petrochemical, and refining industries, including in the offshore transportation of oil, gas, and methane. These are industries that rely on quality and safe seamless line and pressure pipe products, including in my district, which is home to one of the largest refineries in North America.

In the preliminary investigation, the data showed that the domestic pipe and tube industry is materially injured by the subject countries. Due to these illegal imports, five of six responding domestic producers reported negative effects on investment, negative effects on growth and development, and the loss of over 150 American jobs.

As our country continues to take steps to emerge from a global pandemic, it is imperative that we maintain and grow our manufacturing capacities. We must ensure that the domestic pipe and tube industry and its workers are included in our nation’s economic recovery.

On behalf of the American industry and its invaluable workforce, I urge you to continue to do everything possible to uphold our trade laws so that we can continue to support a thriving national economy that creates good-paying job opportunities for everyone. Madam Speaker, it is with great respect and sincere admiration that I rise today to celebrate Black History Month and its 2021 theme – The Black Family: Representation, Identity, and Diversity. This year’s theme reflects on the unwavering resilience of the Black family as a nurturing and loving foundation for Black excellence, even as it continues to face systemic racism and significant disparities in our society. The Black family has positively impacted our nation throughout its history, and it is important to acknowledge and affirm that Black history is American history.

Today, I would like to take a moment to honor a Black family that has played an instrumental role in public service in Indiana, and that is the family of former State Senator Earline Rogers and Earline’s late husband, Louis Charles “Chuck” Rogers. Chuck and Earline married in 1955 and had two children, Keith and Dara, as well as many grandchildren and great grandchildren. From working selflessly as a public-school teacher to Earline’s decades of service in the Indiana General Assembly, and Chuck having been a dedicated firefighter and first responder, the Rogers family is an exemplary pillar of the Northwest Indiana community.

In her pursuit for education, Earline graduated with honors and as senior class president from Roosevelt High School, and later went on to earn both a Bachelor and Master of Science in Education from Indiana University. After earning her degrees, Earline’s early career included teaching in Gary Community School Corporation and being an active member in the American Federation of Teachers, which subsequently encouraged her to run for office. Earline went on to serve in numerous roles during her time in public service, and was one of Indiana’s most accomplished and effective legislators, working with all her colleagues, including my father, State Senator Frank Mrvan, in a bipartisan fashion to improve the lives of all Hoosiers.

One of her many accomplishments is her legislation to address child exploitation. A decade ago, Indiana had the second highest rate of girls being sexually assaulted in grades 9-12, with Black and Latino students among the most vulnerable. These devastating statistics prompted Senator Rogers – along with my father and countless other advocates – to champion Heather’s Law, which requires the Indiana Department of Education to develop programs for Indiana schools to better educate students about predators and sexual abuse.

I am especially proud to note that, when I was first beginning my career in public service, I had the opportunity to intern for Earline in the Indiana General Assembly. I am proud to call Earline one of my mentors. As a legislator in the U.S. House of Representatives, I will continue to strive to be as dedicated as Earline in improving economic opportunity and prosperity for all residents of Northwest Indiana.

I would also like to honor Chuck, who recently passed away on December 7, 2020. He will be remembered as a loving father, a supportive husband, and a great public servant. Chuck attended East Saint Louis High School in Illinois and went on to graduate from Indiana University. After school, Chuck held several esteemed positions, including as a member in the U.S. Army, a high-school sports coach, and a high-school educator of Black studies. Chuck was also a dedicated firefighter as he eventually earned the title of Fire Battalion Chief of the Gary Fire Department, where he served for forty years. Chuck also served as a precinct committeeman of Indiana’s Third State District, where he played an essential role in Earline’s career as State Senator.

As we recognize and celebrate the contributions of the Rogers and others, we must also acknowledge and address the structural factors that continue to create challenges for the Black family. In the last year, the COVID-19 public-health emergency – and the tragic killings of George Floyd, Breonna Taylor, and so many others – have exposed these inequities. Regarding the pandemic, I would note that, regrettably, minorities account for more than 50 percent of all hospitalizations and deaths from COVID-19 in the United States. We must remedy the early governmental failures to distribute COVID-19 vaccines in an equitable manner to the communities that have suffered the most.

Madam Speaker, as we celebrate Black History Month, let us recognize the indelible contributions of Black families to the strength of our communities, as well as recommit ourselves to fighting the pernicious influence of systemic racism and ameliorating the ongoing harms experienced by too many Black families in our society.",1,2026-03-30T01:40:41Z,2026-04-06T19:26:35Z

Dear President Biden,

The American steel industry and its workers are critical to the nation’s economy. The industry that includes producers and fabricators supports nearly two million jobs across the country and has remained an essential industry and continued operations during the pandemic. These companies and workers make an array of products used in automotive, construction, defense, energy, and transportation and rely on a level playing field on which to compete. The industry has continued to make new investments at facilities in the U.S. and is recognized as a global leader in the production of sustainable steel products. The industry is also a critical component for our national security.

As members of the Congressional Steel Caucus, we work closely with industry and labor andrecognize the impact that unfairly traded imports and global steel overcapacity have had on the nation’s steel sector. The Caucus and its members supported the current tariffs and quotas put into place in 2018 through Section 232 of the Trade Expansion Act. This remedy has benefited the industry and we heard from the industry about the benefits of the comprehensive program at our March 5, 2020 Caucus hearing. We concur that it is important that these tariffs and quotas remain in place to ensure the industry can continue its road to recovery.

Before the coronavirus pandemic, the American steel industry and its workers were recoveringfrom repeated surges in unfairly traded steel imports – fueled by unfair trade practices, illegal government subsidies, and other forms of state intervention. The impact of the tariffs and quotas have resulted in significant reductions in imports. In fact, tariffs and quotas have decreased overall steel imports by eight percent.

However, we remain concerned that the industry remains at risk due to the lingering effects ofthe pandemic. We know that as the U.S. economy begins to recover that it will be an attractive market for foreign producers to pursue. This is why we want to ensure that the existing tariffs and quotas remain in place to ensure that imports do not take a significant share of the U.S. market as the nation begins its economic recovery.

We have worked with the industry and its workers on many initiatives and know that Americansteel is resilient. The industry is prepared to meet the challenges that lie ahead but needs to have the tools to fight trade distorting practices that threaten the industry. Steel is the backbone of our economy, for over a century steel companies, workers, and communities have contributed to the American economy. From spans of steel bridges and beams used in the nation’s tallest buildings to steel plates used in the U.S. fleet, steel sheet used in auto production, and pipe and tube products used in a variety of other industries – the footprint of steel is broad and we are reminded of that in our everyday life. We support strong trade measures that will ensure a vibrant industry, good wages, and good quality of life for thousands of Americans across the country.

As the Biden-Harris administration reviews the existing tariffs and quotas in place on certain steel products, we strongly encourage the continuation of a comprehensive program. Steel is a critical component of the “Build Back Better” recovery plan and through continuation of the tariffs and quotas we can ensure that these companies and their workers can contribute to a robust economic recovery in our nation.

Their painful denial and delusion is dangerous. These steady drumbeats fueled the deadly mob in Charlottesville and then insurrectionists who attacked the Capitol.

The seditionists were wrapped in confederate flags and Blue Lives Matter flags, when they beat an officer to death – hitting an officer in the head with a fire extinguisher! They claimed they love law and order, but their lawless violence shows us the truth.

The facts are that Trump's insurrectionists came to the Capitol with plans to kidnap or kill my fellow Hoosier, Vice President Pence, Speaker Pelosi, and other government officials.

I just learned yesterday that I was on the hit list of one of the indicted insurrectionists because I am a Black Member of Congress and a Muslim man. It is extremely disturbing to learn from press reports that I was one of several individuals identified in a list of ""good guys"" and ""bad guys"" targeted for attacks.

This indicted terrorist had the means and opportunity to carry out his plans to violently attack, injure and destroy government officials and related offices in our Nation's Capitol.

These were not idle threats. These were planned and organized measures to take my life, my colleagues' lives and try to destroy our government.

We must get to the bottom of the failure of law enforcement leadership to protect the U.S. Capitol. We must investigate every lead and prosecute all perpetrators to the fullest extent of the law, including any Members, officers or staff who were complicit in the attack.
