I rise today to honor the 61st Governor of the Commonwealth of Kentucky, Steve Beshear, whose tenure as Governor comes to a close this week. Of his many significant accomplishments, none came easily or by happenstance. In fact, national basketball championships for both the Universities of Louisville and Kentucky notwithstanding, it's tough to think of a less enviable time to walk into the Governor's mansion. Within a year of his taking office, the global economy imploded, creating the worst economic crisis in our lifetimes and leading to unemployment as high as 10.7%. The health of our state was dismal with one in five Kentucky adults carrying no health insurance. And Mother Nature didn't do him any favors either. During one 11-month span, three presidential disaster declarations were issued for Louisville alone. To say you wouldn't want to be the governor to face those challenges is an understatement. To say you'd want Steve Beshear to be your governor addressing those challenges, well, that's just common sense. Our recovery didn't just happen during the tenure of Steve Beshear it happened because of Steve Beshear. Because we had a governor who wasn't concerned with what was popular or politically savvy, he was committed to doing what needed to be done. He said no' to the calls for European style austerity, and instead, invested in our Commonwealth in our people, our infrastructure, our education giving Kentucky's economy an immediate jolt and keeping our communities and workforce competitive for the long haul. The results speak for themselves. Today, unemployment is half of what it was during the Great Recession, under five percent for the first time since 2001. Site Selection Magazine says there's no better state in the nation for economic development. Companies are investing in Kentucky like never before -- $3.7 billion in investment announced just last year. And Kentucky is doing business like never before, with exports of $27.5 billion last year four times the national average. And we are building like we haven't done in a long time. When I say our infrastructure was crumbling, it's not hyperbole. Bridges were literally falling down. Now, they're going up. Leaders have been talking about the need for new Ohio River bridges in Louisville for nearly 50 years. But Governor Beshear doesn't talk the talk, he walks the walk; and I'll be proud to walk with him across the first of two new Ohio River Bridges for the first time this weekend. But it's his stands that he'll be most remembered for. If you asked him, Steve would tell you he's just doing what's right. But that takes courage, and thankfully Kentucky's governor has had no shortage of that. He reinstated an executive order prohibiting LGBT discrimination against government workers, made Kentucky the first state in the nation to adopt Common Core and second to adopt Next Generation Science Standards, and when it came to medical care, he refused absolutely refused to play politics with the health of his state. He expanded Medicaid and led the creation of the nation's most successful health exchangekynectand reduced the number of Kentuckians without health insurance from 20.4 percent to 9 percent, the best improvement in the nation. In my district alone, the uninsured rate dropped 81 percent. For the first time, quality, affordable health insurance is a reality for hundreds of thousands of Kentuckians, and it's thanks to Steve Beshear. Of course, he's been working for the people of Kentucky since long before he was a governor, and he never did it alone. Throughout his decades of public service, he has depended on the strength of another great Kentucky leader, his wife and our First Lady, Jane Beshear. I have been honored to be Steve and Jane's ally these past eight years, and I've been lucky to have them as mine as we worked to revitalize Louisville's manufacturing sector, address our community's infrastructure needs, and make sure Kentucky children, veterans, and working families are taken care of. Over the past 30 years, I've had the honor of calling Steve Beshear my Attorney General, my Lieutenant Governor, and now my Governor. But, above all, I've been most proud to call him my friend. In his first inaugural address in 2007, Governor Beshear noted that the path of progress in Kentucky will involve new thinking and new ideas. It will require cooperation and patience. This federal investment will not only respond to congestion and safety concerns, it will revitalize the Dixie Highway corridor, by making it a national model of regional commercial and multi-modal integration, said Yarmuth. The Transforming Dixie Highway project, funded through a federal TIGER grant and $11.5 million from the state, has three components: intelligent traffic signalization designed to reduce commuter delays; improved safety through new sidewalks and improvedcrosswalks; and new buses and enhanced stops to accommodate Bus Rapid Transit, with lanes designated for buses only. Dixie Highway once ran through farmland, minutes from downtown Louisville. Today it is wide, heavily used and often unsafe. The Kentucky Transportation Cabinet long has recognized Dixie Highway's strategic importance and poor repair and committed $11.5 million in state road funds toward the required match for a TIGER grant. A Catholic city councilman from Chicago and a Jewish journalist from Kentucky, the two of us naturally bring very different viewpoints to our work. But we are in complete agreement on one of the most important issues the U.S. facesthe nuclear agreement with Iran is good for America, crucial for Israel, and an important step toward a more peaceful Middle East. The United States entered into P5+1 negotiations with one prevailing goal: to prevent Iran from obtaining a nuclear weapon. After months of negotiations, we now have an agreement that will do just that. The deal severely restricts Iran's nuclear program to only energy-grade enrichment, eliminates much of their uranium stockpile, retires most centrifuges, and gives International Atomic Energy Agency (IAEA) inspectors more access in Iran than in any country in the world. Most importantly, under this deal, Iran can never have a nuclear weapon. We recognize that some of our colleagues do not share our enthusiasm for this deal, and we certainly share their mistrust for the Iranian regime. But, this agreement is not built on trust. It's built on strict verification and unprecedented enforcement. Iran has agreed to submit to full IAEA inspections throughout their nuclear supply chain, leaving no site off-limits and ensuring the IAEA will have access wherever it needs it, whenever it needs it. Iran conceded to these terms after the success of crippling international sanctions. Relief from those sanctions will be introduced gradually, only after Iranian compliance is verified. And should they fail to comply at any point, those sanctions will automatically snap back into place. But make no mistake, sanctions were not delaying Iran's march toward a bomb. Sanctions were designed to make that march unbearable and force Iran to the negotiating table where we could strike a deal that would truly make the world safer. And it worked. Now, aside from war, we're left with two choices. Either we support the deal and stop Iran from getting a bomb, or we oppose the deal and allow Iran to resume its nuclear path, unchecked and no longer encumbered by the pain of global sanctions. Whether we like it or not, that is where we find ourselves. The sanctions' effectiveness depended on a coalition that included China and Russia. Should the U.S. unilaterally defeat this agreement, deemed positive by all members of the coalition, China and Russia are unlikely to simply return to business as usual. The formation of the P5+1 was a unique historical moment. A failure by Congress to recognize the significance of today's moment would undo more than a decade of progress while leaving Iran's nuclear program fully intact. There is simply no acceptable alternative to this deal. It's why, despite all the criticism, no viable substitute has been offered. No one likes working with enemy nations, but deals like these aren't necessary among friends. It's understandable that much of the apprehension over these negotiations have to do with Iran's history, and certainly, the past must be taken into account it's also why there is such high emphasis on verification. But we must not allow history to be the obstacle in working toward a better, more peaceful future. Some have derided the agreement based on the Americans who remain unjustly imprisoned in Iran. We too had hoped negotiations would have already led to their release and share the urgent need to free them. But here too, the deal provides our best chance. An abrupt severing of ties would give us no means to free the prisoners, but in an improved negotiating climate, we have a real chance to secure their release. These choices are never easy, but after more than a decade of groundwork, the best and right path is now clear. To upend this agreement would be not only a setback for our shared goal of a peaceful world, but it would be a major blow to American diplomacy. If we walk away, the future of international relations within the Middle East will be put at risk. China and Russia will have no need to deal with us if they again have the ability to deal with Iran directly. And Iran's nuclear program will resume its growth, free of safeguards from the international community. The critics are right about one thing. This is not a perfect deal. But no negotiation ends in perfection, and the results of this negotiation are very good. To be certain, it's the best deal available. It's good for the United States, good for our allies, most especially Israel, and it's good for the Middle East. By cautiously and carefully inviting Iran to rejoin the world stage, we can guarantee they play by the rules, and finally ensure regional stability and security for all. According to the Environmental Protection Agency, mountaintop removal mining operations have buried or polluted nearly 2,000 miles of Appalachian streams. These are primary water sources for hundreds of families and entire communities. Mountaintop removal mining is largely mechanized and requires far fewer miners than traditional underground mining. The Prime Minister has plenty of other places to express his opinions. In fact he has done so many times. Netanyahu will specifically be arguing against the foreign policy of the administration. Speaker Boehner invited the Prime Minister to address Congress specifically to refute President Obama's position. I will not contribute to the impression that this body does not support the President of the United States in foreign affairs. The speech is scheduled less than two weeks before Israeli elections and there is a demonstrable risk that Netanyahu will use the perception of congressional support in his campaign. He did it before. A television ad for his 2013 campaign begins with a shot of the U.S. Capitol, and has footage of rousing applause from members. (House ethics rules prohibit members of Congress from using such footage in political ads.) It will become a matter of score-keeping as to who stands up and applauds and who doesn't. Having visited Israel only months after Netanyahu addressed Congress in 2011, I know how much political impact these scenes have in that country. There is pressure to join the applause even if a member does not agree with statements made. Congress has a broader responsibility than the security interests of Israel. While it certainly is important that we understand the Israeli perspective, the American people will hear only Netanyahu's perspective, creating a public perception that could undermine a broadly supported resolution to the Iranian nuclear situation. They do not have a seat at the table. On the other hand, the only way a potential Iranian nuclear threat can be averted peacefully is if the world powers use the crippling economic sanctions to force a diplomatic solution. All of those countries have an interest in preventing Iran from developing nuclear weapons.
