(December 14, 2023) – This week, Congressman Morgan McGarvey (KY-03) introduced the Relief for Survivors of Miners Act alongside Congressman Matt Cartwright (PA-08) and cosponsors Reps. Gerry Connolly (VA-11), Chris Deluzio (PA-17), Dan Kildee (MI-08), Jennifer McClellan (VA-04), Joe Neguse (CO-02), and Abigail Spanberger (VA-07). The bill will make it easier for survivors of miners who died of pneumoconiosis, also known as “black lung disease”, to access benefits through the Black Lung Benefits Act of 1972. An identical bill has been introduced in the Senate by Senator Mark Warner of Virginia. “Generations of mine workers have worked in dangerous conditions to power America and provide for their families and communities,” said Rep. Morgan McGarvey. “Kentucky was at the forefront of the last energy revolution, but we paid for it with the health and safety of our miners. I’m proud to join with my colleagues Senator Warner and Congressman Cartwright in righting a past wrong, and I’ll continue fighting to ensure these families receive the benefits they’ve more than earned.” Research has shown that repeated exposure to coal dust and other materials puts miners at risk of developing black lung disease. Inhaling dust on the job scars the lungs, impairs breathing, and other respiratory complications that can have life-altering consequences and lead to disability and death. The Black Lung Benefits Act of 1972 makes those disabled by black lung due to occupational exposure eligible for monthly payments and medical benefits. The miner’s surviving dependents are also able to claim benefits in the event of a miner’s death. However, under current law, the burden is on the survivor to prove that black lung substantially contributed to the miner’s death, despite many of these families facing significant grief and economic insecurity. The Relief for Survivors of Miners Act would fix these barriers to benefits to ensure families of miners are properly compensated. Specifically, the legislation: Re-establishes a pre-1981 “rebuttable presumption” that a miner who died from respiratory-related conditions had died due to black lung if the miner was previously disabled due to black lung. Improves legal representation by paying attorney’s fees and medical expenses incurred during the claim process. Requests a Government Accountability Office report on the financial impact of these payments and other ways to improve the claims process and benefits for survivors. “Miners from Northeast Pennsylvania – and across the country - have made tremendous sacrifices to power our nation, and the families of miners who lost their lives to black lung disease deserve our support,” said Rep. Cartwright. “This bill is critical to removing the unwarranted red tape preventing families from receiving the benefits they deserve and will expand resources to help families secure the support they need.” “When a miner dies, their families are left not only grieving and planning a funeral, but they also often lose the benefits they relied on for groceries and paying the bills.” said Vonda Robinson, Vice President of the National Black Lung Association. “The Relief for Survivors of Miners Act will make their lives a little easier, and help to make sure that families are not left in poverty after their loved ones die.” “The UMWA has been at the forefront of battling black lung disease for more than fifty years,” said Cecil E. Roberts, International President of the United Mine Workers of America. “Enacted by Congress in 1969 as part of the Federal Mine Health and Safety Act, the black lung benefits system has been helpful to thousands of miners and their families. But more needs to be done. The cost of living has dramatically increased since 1969, miners are contracting the disease at younger ages and there are more severe forms of the disease. Congressman McGarvey’s, ‘Relief for Survivors of Miners Act’ would ease burdens families of deceased miners face claiming black lung benefits so these families receive the benefits they deserve.” “Too many families have to navigate the black lung benefits process alone, often fighting tooth and nail with coal companies to prove that the coal miner died of black lung,” said Quenton King, Federal Legislative Specialist, Appalachian Voices. “This legislation will not only encourage more attorneys to take on black lung cases, but also will level the playing field for dependents by reestablishing a provision that anti-coal miner lawmakers removed in the 1980s. We applaud Rep. McGarvey for his leadership in introducing this bill in the House for the first time, and we urge Congress to swiftly enact this legislation.” ""Losing a loved one is a difficult experience but widows and survivors of miners who pass from black lung face the task of navigating the stresses of the black lung process,” said Courtney Rhoades Mullines, Black Lung Organizer at the Appalachian Citizens’ Law Center. “This bill, and its matching Senate bill, will make this process more accessible for those that have lost a loved one to this preventable disease. We are thankful for Representative McGarvey’s leadership and being a voice for miners and their families."" The Relief for Survivors of Miners Act is endorsed by Appalachian Citizens’ Law Center, Appalachian Voices, National Black Lung Association, and United Mine Workers. (December 13, 2023) – Today Congressman Morgan McGarvey (KY-03) and Congresswoman Suzanne Bonamici (OR-01) led 25 of their colleagues in drawing attention to the decline in federal housing assistance programs for families with children. Section 8 Housing Choice Vouchers and the Low-Income Housing Tax Credit are two of the largest federal housing programs that can help prevent homelessness. Unfortunately, data from the Department of Housing and Urban Development (HUD) on Section 8 vouchers shows that families with children have received a smaller share of voucher recipients over the last decade. “The Biden Administration has shown historic dedication to improving opportunities for homeownership and increasing protections for families who rent,” the Representatives wrote. “Unfortunately, the number of families experiencing homelessness is on the rise nationally. We write to request information from your agencies so we can work together to improve federal programs to better serve vulnerable families.” In 2009, households with children received 42 percent of the benefits from subsidized HUD programs. By 2022, that percentage had declined to 33 percent. This includes Section 8 choice vouchers, public housing, and project-based vouchers. The letter requests HUD and the Internal Revenue Service (IRS) provide information on policies to enhance support for families and youth at risk of homelessness, including: Data on how many new families are being accepted in federal housing programs; A breakdown of information about families’ access to developments subsidized by the Low Income Housing Tax Credit and Section 8 Housing Choice Vouchers; Confirmation of the downward trend of families with children accessing federally subsidized housing and details on what may be the potential causes; Information on initiatives HUD and IRS are undertaking to promote housing stability for families The letter is supported by First Focus Campaign for Children and SchoolHouse Connection. “Access to safe and affordable housing is critical for healthy child development, yet publicly available data from the U.S. Department of Housing and Urban Development shows that over the past decade, families with children are a declining share of subsidized housing recipients,” said Bruce Lesley, President, First Focus Campaign for Children. “First Focus Campaign for Children applauds Reps. Bonamici, McGarvey, and the rest of the signers for prioritizing children by sending this letter to HUD Secretary Marcia Fudge and IRS Commissioner Daniel Werfel to inquire about this concerning trend, as well as ask for more information about actions taken by HUD and the IRS to increase support for families and youth experiencing homelessness and housing instability.” In addition to Reps. Bonamici and McGarvey, the letter was signed by 25 of their colleagues, including Yvette Clarke (D-NY), Dwight Evans (D-PA), John Garamendi (D-CA), Sylvia Garcia (D-TX), Jimmy Gomez (D-CA), Raúl Grijalva (D-AZ), Chrissy Houlahan (D-PA), Sheila Jackson Lee (D-TX), Sara Jacobs (D-CA), Barbara Lee (D-CA), Doris Matsui (D-CA), Eleanor Holmes Norton (D-DC), Ilhan Omar (D-MN), Scott Peters (D-CA), Delia Ramirez (D-IL), Deborah Ross (D-NC), Andrea Salinas (D-OR), Mary Gay Scanlon (D-PA), Janice Schakowsky (D-IL), Adam Schiff (D-CA), Shri Thanedar (D-MI), David Trone (D-MD), Juan Vargas (D-CA), Bonnie Watson Coleman (D-NJ), and Nikema Williams (D-GA). Reps. Bonamici and McGarvey lead the bipartisan, bicameral Runaway and Homeless Youth and Trafficking Prevention Act together. The full text of the letter can be found below. Dear Secretary Fudge and Commissioner Werfel, We write today to inquire about efforts to safeguard affordable housing for families in the United States. The Biden Administration has shown historic dedication to improving opportunities for homeownership and increasing protections for families who rent. Unfortunately, the number of families experiencing homelessness is on the rise nationally.] We write to request information from your agencies so we can work together to improve federal programs to better serve vulnerable families. The Low Income Housing Tax Credit (LIHTC) and Section 8 Housing Choice Vouchers are our largest programs to secure housing stability for vulnerable Americans. It is essential that all our federal housing programs, but especially LIHTC and Section 8, directly serve the needs of low-income families. There is a potentially concerning trend of fewer families with children accessing stable housing through federal assistance, especially LIHTC and Section 8 vouchers. The database on the Department of Housing and Urban Development’s website shows that the percent of people with children in subsidized housing nationally has fallen to 33 percent, which is the lowest percentage in a decade and an overall decline of eight percent from 2010. According to research from the Center for Budget and Policy Priorities, the number of families receiving rent assistance fell by 250,000 or 13 percent from 2004 to 2016. Although Congress has not provided needed investments to expand federal housing programs to fully meet the demands of our housing crisis, we remain concerned about fewer and fewer families with children being served by these programs. We ask that you provide responses to the following questions: 1. Do your agencies have data showing how many new families are being accepted in federal housing programs? a. Please provide a breakdown of information about families’ access to developments subsidized by the Low Income Housing Tax Credit and Section 8 Housing Choice Vouchers. 2. Does data available to your agencies reflect a downward trend of families with children accessing federally subsidized housing? If so, please detail the cause of this trend, including whether it is related to any or a combination of the following: a. Prioritization of people other than families with children by housing developers or local and state housing agencies; b. Rehabilitation and construction of units that are not accessible to families with children; c. Children in families who entered housing developments moving out and the rest of their family staying, which in turn keeps these units off the market; d. Discrimination based on source of income or familial status by landlords against vouchers or other screening practices that disproportionately harm low-income families with children; and, e. Lack of accessible units for families with children because of limited appropriations for housing programs. 3. What initiatives is HUD taking to promote housing stability for families? a. What resources are needed to fully meet the mission of the Family Unification Program? b. When does HUD anticipate publishing guidance to better integrate services with the Department of Health and Human Services (HHS) in response to the 2021 report, GAO-21-540? c. How will family housing stability be integrated into the LGBTQI+ Youth Homelessness Initiative? The need for expanded resources to address housing and houselessness is clear. As demonstrated by the Emergency Rental Assistance Program created during the COVID-19 pandemic, dedicated federal resources prevent evictions, improve wellbeing and financial security, and fill gaps to mitigate housing cost increases. We remain committed to addressing underinvestment in housing and making housing and homeownership affordable and achievable for all Americans. It is essential that Congress addresses this important issue and our effort must be coupled with policies that remove barriers to family access and enhance coordination of the full spectrum of services for people at risk of or experiencing homelessness. Thank you again for your dedication to making affordable housing attainable for all Americans. We look forward to your answers and opportunities to partner with you to deliver the resources needed so everyone has a safe and affordable place to call home. ###",1,2026-03-30T01:40:41Z,2026-04-08T01:14:16Z https://mcgarvey.house.gov/media/press-releases/congressman-morgan-mcgarvey-celebrates-closing-more-than-1000-constituent-cases-in-first-year-in-congress,"Congressman Morgan McGarvey Celebrates Closing More Than 1,000 Constituent Cases in First Year in Congress",2023-12-11,2023,2023-12,Democrat,House,KY,Morgan McGarvey,M001220,mcgarvey.house.gov,mcgarvey,https://mcgarvey.house.gov/media/press-releases,scraper,"LOUISVILLE, KY (December 11, 2023) – Today, Congressman Morgan McGarvey (KY-03) announced his office has closed more than 1,000 constituent cases during his first year in Congress. “We hit the ground running and our office has closed over 1,000 constituent cases and returned more than $3.7 million to Louisvillians in my first year in Congress,”said Rep. (December 06, 2023) – Today, Congressman Morgan McGarvey (KY-03) introduced the Workers Protecting Our Wage Earners’ Rights Act, or Workers POWER Act, alongside Rep. Bobby Scott (VA-03), Ranking Member of the House Education & Workforce Committee, Congressional Labor Caucus Co-Chair Rep. Donald Norcross (NJ-01), and Rep. Greg Casar (TX-35). The bill will equip the Department of Labor with the resources needed to tackle federal labor law violations including child labor, wage theft, and workplace health and safety violations. “Everyday working people are the ones who power this country, and they deserve to work with dignity, free from concerns of stolen wages or having their health and safety put at risk,” said Rep. Morgan McGarvey. “This bill creates a better future for our country’s workers by empowering the Department of Labor to crack down on bad actors engaging in conduct ranging from child labor violations to wage theft. I’m proud to lead my colleagues in the fight to prevent our workers from being exploited and will continue working to ensure every worker in our country makes good wages and has safe working conditions.” The Workers POWER Act grew out of a federal investigation into several Louisville McDonald’s which were found in violation of child labor law and fined $212K by the Department of Labor’s Wage and Hour Division. The investigators uncovered numerous violations, including 305 minors working illegally and two 10-year-old children working as late as 2:00 a.m. Despite the best efforts of the hardworking federal investigators, reports of child labor have continued to make headlines while staffing shortages at the Wage and Hour Division remain pertinent due to underfunding. This legislation improves the pipeline, capacity, and resources into the Department of Labor’s Wage and Hour Division (WHD) and Occupational Safety and Health Administration (OSHA). To do so, the legislation seeks to increase the slots in pipeline programs, incentivize recruitment and retention, promote reports on the needs of the Department of Labor to best enforce labor laws, and create a grant program to states to increase labor violations enforcement. “The Department of Labor’s (DOL) Wage and Hour Division (WHD) and Occupational Safety and Health Administration (OSHA) are an essential line of defense against wage theft, abusive child labor, and unsafe workplaces. Regrettably, these agencies and their staff have been left without the resources and support they need to fulfill DOL’s promise to workers. This is particularly dangerous at a time when unscrupulous employers are robbing workers of hard-earned pay and there is a surge in horrific incidents of child labor and workplace injuries and deaths,” said Ranking Member Scott. “The Workers POWER Act would help ensure that WHD and OSHA have access to a strong pipeline of talent and can provide their staff with the support they deserve. We must invest in the individuals who dedicate themselves to protecting the rights and safety of American workers.” “No worker should be subjected to unsafe and unhealthy working conditions. As a former electrician, I saw many friends and coworkers seriously injured and killed on the job due to dangerous and exploitative working conditions,” said Congressman Norcross, co-chair of the Labor Caucus. “I’m proud to join my colleagues in introducing the Workers POWER Act to empower the Department of Labor with the tools and resources it needs to enforce federal labor laws, protect workers, and crack down on exploitative labor practices. The health and safety of America’s workers remains one of my top priorities in Congress, and I will continue to work with both sides of the aisle to keep them safe and healthy.” “Right now, people are being forced to work unsafe and dangerous jobs by some of the biggest corporations across the country,” said Congressman Casar. “We must increase the Department of Labor’s resources to help them tackle the increasing number of labor violations, hold these big corporations accountable, and protect U.S. workers for the long haul.” “Our labor laws are only meaningful when we adequately fund the agencies that oversee enforcement,” said USW International President David McCall. “The USW commends Rep. McGarvey and his Workers POWER Act, which would finally give the Department of Labor and its state partners the resources they need to protect workers from employers who seek to exploit or endanger them.” ""Working people should not have to compromise when it comes to safety on the job,” William Samuel, AFL-CIO Government Affairs Director. “The Workers POWER Act will bolster the Department of Labor's resources, staffing and enforcement capabilities. This legislation is long overdue and absolutely necessary to prevent unacceptable labor violations like wage theft, child labor, and occupational hazards. We urge legislators to pass this critical bill to create specialized positions and allocate grants to states, all of which are necessary to protect American workers and ensure stronger enforcement of federal labor laws."" “Labor laws without proper enforcement are as good as the paper they’re written on. The Workers POWER Act will empower workers across the country by giving the Department of Labor the resources it needs to enforce labor law to the fullest extent,” said UFCW International President Marc Perrone. “Labor violations impact workers in every single district of this country while major corporations continue to profit. It is high-time to increase the number of trained investigators that our members need to stay safe from both injuries and substandard employers. We applaud Rep. McGarvey for giving the Department of Labor and its agencies the tools to fight back against widespread labor problems that continue to plague this country, such as wage theft, workplace safety, and violations of child labor laws.” “SMART members know as well as anyone that rules and regulations designed to protect workers are only effective when they are enforced – and that’s especially true when it comes to labor law,” said SMART General President Michael Coleman. “As child labor law violations skyrocket, and as workers continue to organize in the face of well-documented violations of federal law, it is more crucial than ever that the Department of Labor’s Wage and Hour Division has the funding and staffing needed to protect working Americans and their families. SMART strongly supports the Workers POWER Act, and we encourage all pro-worker members of Congress to sign onto this commonsense legislation.” “The Child Labor Coalition is delighted that Rep. McGarvey has introduced legislation, the Workers POWER Act, to help the Department of Labor increase its inspectorate. We’ve seen a huge increase in hazardous child labor this year and last. With less than 800 inspectors for 11 million workplaces, the Wage and Hour Division must have additional resources as it works to protect vulnerable teen workers. We believe that the U.S. needs at least 1500 labor inspectors, a doubling of current levels. We thank Rep. McGarvey and other original cosponsors for this nuanced, well-designed legislation,” said Reid Maki, coordinator of the Child Labor Coalition and the director of child labor advocacy for the National Consumers League. The Workers POWER Act is endorsed by the Amalgamated Transit Union (ATU), American Federation of Government Employees (AFGE), American Federation of Labor and Congress of Industrial Organizations (AFL-CIO), American Federation of Teachers (AFT), American Postal Workers Union (APWU), Association of Flight Attendants (AFA), Association of Professional Flight Attendants (APFA), International Association of Sheet Metal, Air, Rail and Transportation Workers (SMART), International Brotherhood of Teamsters, Media Voices for Children, National Child Labor Coalition, National Consumers League, National Treasury Employees Union (NTEU), Transport Workers Union of America (TWU), United Food and Commercial Workers (UFCW), United Steelworkers (USW), International Brotherhood of Electrical Workers (IBEW). I voted present today not because I’m undecided on the question of antisemitism - I condemn antisemitism wholeheartedly and in all its forms - but because I could not in good conscience vote for a partisan resolution designed exclusively to score political points rather than address antisemitism. Just last week, I joined my colleagues in a nearly unanimous bipartisan vote affirming Israel’s right to exist and condemning antisemitic attacks on Israel; but with the rise of antisemitism across the country, we have to get this right, and I do not believe the resolution we voted on today was right. It did not receive the endorsement of the bipartisan Antisemitism Task Force, and it came to the floor without a single Democratic cosponsor. I agree wholeheartedly with what Representatives Jerry Nadler, Jamie Raskin, Dan Goldman said of this resolution: ‘The threat of antisemitism and the safety of Jewish lives is not a game. It is beneath the dignity of Congress and it is an affront to Jews everywhere to treat rising antisemitism as an opportunity to create partisan division with conceptual confusion’. I’m appalled that Republican leadership chose to play political games with such a serious issue. (November 29, 2023) – Today, Congressman Morgan McGarvey (KY-03) joined his colleagues, Congresswoman Jennifer McClellan (VA-04) and Congresswoman Robin Kelly (IL-02), and March of Dimes President and CEO Dr. Elizabeth Cherot, at a press conference marking November as Premature Awareness Month. A transcript of his remarks are below: Thank you so much, Congresswoman McClellan. Thank you to Dr. Cherot for sharing those statistics. D plus is simply unacceptable — particularly when we are talking about women's health. We're talking about our most fragile human beings and premature babies. We're talking about the health disparities, particularly in black and brown women in this country. We've got to do better. Thank you, Emma Lee, for your story. I know how difficult that is. And you were making me relive a lot of what we went through and thinking about this week. We can talk about the statistics, but the turmoil it takes on every family that goes through this as well is significant. I remember we went in for our 24 week scan; we had twins, it was our first pregnancy, it was fantastic. The doctor said everything looks so good, don't come back for another month. The next day, my wife called me laughing from work and she said, “you're not going to believe this — I just peed my pants”. And the next call, she called crying from the emergency room and she said “my water broke”. And we couldn't be cared for at the hospital where we were — they didn't have a level of NICU high enough for us and we were transported to a different hospital in an ambulance. We didn't leave for 109 days. And our babies were born fortunately at 26 weeks and had gotten some of the surfactant, some of the things we know help these premature babies, but they were a half and a pound and 15 ounces, respectively. We went through the ventilator, we went through all the pumping stories, we had to use other people's freezers — it makes me think about all the things you have to go through. But even then with these such fragile, fragile human beings, they got one cc of breast milk over eight hours delivered through a hydraulic arm because they can't tolerate it and then they have to grow. And you can't change the caloric content of breast milk. And we know with premature babies that if you're using a cow supplement, a bovine supplement, to up the caloric count of that breast milk — it has terrible consequences for preemies. And we know the advantages of human fortified breast milk. So we found out about that and in Kentucky, insurance wouldn't cover it. And so we fought and we fought and we fought to try and get our babies out of the hospital just as any parent would do. And it makes me realize the way policy interacts with this because when you're sleeping in a hospital chair, you say a lot of prayers and you make a lot of promises. And one of the promises I made, I said if we ever get out of here, we're going to do something about this. I didn't know what but we'll do something to help. And a year later I ran for the state senate and passed the first insurance mandate in Kentucky history where we mandated the coverage of human fortified breast milk for premature babies. So raising this awareness, getting people to understand what goes on, to know the humans behind these stories, the successful outcomes. And of course, the nearly million babies who die worldwide from prematurity — that we can help out is just going to be so beneficial for our families in this country, in this world. And so, Congresswoman McClellan, thank you so much for what you're doing, the March of Dimes team, thank you for what you're doing. And let's continue raising awareness for these kids, these moms, these parents who so need it. ###",1,2026-03-30T01:40:41Z,2026-04-08T01:01:09Z https://mcgarvey.house.gov/media/press-releases/-congressman-morgan-mcgarvey-introduces-bill-to-expand-access-to-capital-for-small-business-owners,Congressman Morgan McGarvey Introduces Bill to Expand Access to Capital for Small Business Owners,2023-11-28,2023,2023-11,Democrat,House,KY,Morgan McGarvey,M001220,mcgarvey.house.gov,mcgarvey,https://mcgarvey.house.gov/media/press-releases,scraper,"WASHINGTON, D.C. McGarvey. “But too many entrepreneurs, particularly those from underserved communities and backgrounds, struggle to access critical capital when they start or grow their businesses. I’m proud to introduce this bipartisan bill that will make it easier to create small businesses across our country. I’ll continue working with my colleagues to create equal opportunity for everyone, so that anyone who wants to be a small business owner can do just that — regardless of their race, ethnicity, or zip code.” As it currently stands, Community Development Financial Institutions (CDFIs), Community Development Corporations (CDCs), Microloan Intermediaries, and Minority Development Institutions (MDIs) do not have a designated advocate within the federal government. As a result, these institutions and those they serve often struggle to navigate the federal bureaucracy and take advantage of capital access programs and other federal assistance. The Coordinator for Community Financial Institutions would be tasked with advocating for community lenders across federal agencies, providing support and education, and connecting these institutions to SBA’s capital access programs. Community lenders support veterans, rural Americans, and other traditionally underserved groups, and creating a position at SBA to support these lenders will increase their effectiveness and ensure every American benefits from critical federal programs. “Capital access is a priority for small businesses—they need capital to survive. In Missouri’s Fourth Congressional District, this can be a challenge because we have banking deserts,” said Rep. Alford. “CDFIs, like those in our district, help keep the American Dream alive by providing capital to entrepreneurs in rural America. Too often, I am told in Committee hearings that constituents do not know the resources available to them. This legislation will make sure CDFIs and the small businesses they benefit are properly supported and know what resources they can access.” “The Supporting Community Lenders Act is a great opportunity to integrate mission-focused CDFI and MDI banks into SBA’s outreach and servicing of small businesses in underserved, low income and minority communities,” said Brian Blake, Chief Public Policy Officer, Community Development Bankers Association. “The capital gap for these businesses is acute. The members of the Community Development Bankers Association thank Representatives McGarvey and Alford for introducing this important legislation on the House side.” Text of the bill can be found here. ###",1,2026-03-30T01:40:41Z,2026-04-08T01:01:09Z https://mcgarvey.house.gov/media/press-releases/congressman-morgan-mcgarveys-statement-ceasefire-agreement-release-hostages,Congressman Morgan McGarvey’s Statement on the Ceasefire Agreement to Release Hostages and Provide Humanitarian Relief,2023-11-22,2023,2023-11,Democrat,House,KY,Morgan McGarvey,M001220,mcgarvey.house.gov,mcgarvey,https://mcgarvey.house.gov/media/press-releases,scraper,"LOUISVILLE, KY (November 22, 2023) – Today, Congressman Morgan McGarvey released the following statement: “The freeing of 50 hostages, a temporary ceasefire, and the increase in humanitarian aid to Gaza is a welcome and desperately needed development. (November 16, 2023) – Today, Congressman Morgan McGarvey released the following statement on the ongoing violence in Gaza: “The images coming out of Gaza are horrifying. Thousands of Palestinians have been killed and so many more have fled their homes. I have seen Palestinians crying in agony while holding blood-stained toddlers, I have watched families digging through rubble searching for loved-ones, I have heard the doctors who refuse to leave patients as their hospitals fail. The pain, fear and anguish are palpable. “The dire humanitarian situation unfolding before our eyes demands compassion and action. Over the last month, I have met with Palestinians and Muslims in Louisville, members of our Jewish community, as well as scholars, military, and intelligence officials in Washington, and two things are clear to me: (1) we must do all we can to protect innocent lives, and (2) nothing about this conflict is simple, even if we want it to be. I stand with Israel and its people, while opposing Prime Minister Netanyahu and the extremists in his party. Simultaneously, I stand with the Palestinians yearning for a future without war, while standing against Hamas both for what it has done to Israelis and to its own people. These truths can co-exist, even if it’s difficult to get to them on various social media platforms (or in response to a phone message). “I remain deeply saddened by the terrorist attack on October 7th. The jarring images of terrorists paragliding into Israel, celebrating killing families in their homes, and dragging innocent Israelis into cars and taking them hostage are gut-wrenching. Hamas’ brutal terrorist attack killed over a thousand people, wounded thousands more, and took over 200 people hostage. American citizens are among the dead, wounded, and captive. I unequivocally condemn these attacks. Israel has a right to defend itself and its people. At the same time, innocent civilians in the Gaza Strip, half of whom are children who bear no guilt for Hamas’ terrorism, have the right to live free from violence. “To pursue peace I believe we must free the hostages and avoid killing innocent civilians, even if they are being used as human shields by Hamas. For a two-state solution to become a reality, there must be an immediate release of the hostages held by Hamas, including innocent women and children, the dismantling of Hamas, and a ceasefire on both sides of the conflict. “I support President Biden’s emphasis on the imperative to protect the lives of Palestinian civilians and reduce civilian harm in the course of Israel’s military operations. Additionally, innocent civilians must have access to food, water, fuel and medicine; that’s important to the values of peace, justice and freedom our country shares with Israel. I will continue to support the Biden Administration’s push for humanitarian pauses in order to get more critically needed aid to the people that need it most, and I will advocate for an immediate end to this war that stops the rockets going into and out of Israel, sees the safe return of all hostages, and removes the terrorist organization Hamas so a two-state solution can be realized. “I remain steadfast in my commitment to ensuring our country is a force for good and always uses its strength to protect democracy and innocent life. My heart aches for every Israeli and Palestinian family robbed of a loved one in this conflict. It’s important to know that some of our Louisville neighbors have lost family and loved ones in Gaza and others had family taken hostage by Hamas on October 7th. Our community is hurting. As a person of faith, I am praying for peace. I remain committed to finding a peaceful path to a two-state solution in the region, which means the release of the hostages, the dismantling of Hamas, and an end to this war."" ###",1,2026-03-30T01:40:41Z,2026-04-08T01:01:09Z https://mcgarvey.house.gov/media/press-releases/congressman-morgan-mcgarvey-introduces-bipartisan-resolution-celebrating,Congressman Morgan McGarvey Introduces Bipartisan Resolution Celebrating National Apprenticeship Week,2023-11-15,2023,2023-11,Democrat,House,KY,Morgan McGarvey,M001220,mcgarvey.house.gov,mcgarvey,https://mcgarvey.house.gov/media/press-releases,scraper,"WASHINGTON, D.C. (November 15, 2023) – This week, Congressman Morgan McGarvey (KY-03) introduced a bipartisan resolution supporting the designation of the week of November 13th, 2023 as “National Apprenticeship Week.” “Building the workforce of tomorrow begins with our investments today,” said Rep. Morgan McGarvey. “Registered apprenticeship programs are critical to ensuring our country provides the high-quality, high-paying jobs that hard working people deserve, with the training and support they merit. I’m so grateful to join my bipartisan colleagues to support the people who power and build our country.” Registered apprenticeships are an “earn and learn” model where employers can develop and train their future workforce while workers receive progressively increasing wages, classroom instruction, a portable, nationally recognized credential, and a pathway to a high paying career. Apprenticeships can range from the electrical field to information technology and tech. After completion, registered apprenticeship participants have a 93% placement rate, an average starting salary of $77,000, and earn $300,000 more over their lifetime compared to their peers not in apprenticeship programs. This bipartisan resolution is co-led by Rep. Bobby Scott, Ranking Member of the House Education & Workforce Committee, (VA-3), Rep. Brian Fitzpatrick (PA-1), Rep. Marie Gluesenkamp Perez (WA-3), Rep. Bill Johnson (OH-6), and Rep. Alex Mooney (WV-2). The resolution celebrates “National Apprenticeship Week” and highlights the importance of apprenticeship programs and applauds their benefits. The resolution encourages the expansion of registered apprenticeship programs, increases awareness about the value of the model, and supports the important work of its participants – uniting labor, industry, and a wide swath of stakeholders. “Every year, Registered Apprenticeships connect workers across the country with in-demand skills and good-paying jobs and allow employers to tap into a pipeline of talented workers. In short, Registered Apprenticeship programs are critical to strengthening our workforce, businesses, and economy. That is why I remain committed to passing the National Apprenticeship Act, which invests in expanding and modernizing the apprenticeship programs for the next generation of workers,” said Ranking Member Scott, House Committee on Education and the Workforce. “I am proud to co-lead this resolution to officially designate National Apprenticeship Week and raise awareness about the need to reinvest in our apprenticeship system where workers can earn while they learn. We must continue fighting to ensure that workers and employers across America can access the proven benefits of our nation’s most successful federal workforce development initiative.” ""As our country faces workforce shortages and a gap in skills, it is crucial that we encourage more young Americans to pursue apprenticeship programs,"" said Congressman Fitzpatrick, co-chair of the Building Trades Caucus. ""I'm proud to join a bipartisan group of colleagues on this resolution to recognize the impacts that apprenticeships have on our students, our businesses, and our economy by preparing highly skilled technical employees who are ready for the workforce."" “For anyone who’s looked at getting into the trades or buying their own tool set – it’s expensive and it takes resources. Apprenticeship programs equip young people with the training and support they need to build a fulfilling, good-paying career in the trades,” said Rep. Gluesenkamp Perez. “Before coming to Congress, I ran an auto repair and machine shop and we were able to bring on an apprentice who has been with us ever since. I’m excited to stand alongside my bipartisan colleagues to support these opportunities and commit to empowering the next generation of tradespeople.” “Providing specialized skills for the American tradesmen and women in manufacturing, construction, the oil and gas sector, and many other areas is critical,” said Rep. Bill Johnson. “There is high demand in Eastern Ohio and across the state for many of these trades, and I have seen firsthand the benefit these programs have for those looking to gain skills specific to their craft. By investing in these programs and expanding access, we can work together to ensure that all Americans have access to well-paying jobs and the skills they need to succeed. The skills and trades learned through these apprenticeship programs are going to be in demand for a long time to come.” “College is not the only route to a successful career. In West Virginia and across America apprenticeships prepare workers for high-paying jobs so they can support their families,” said Rep. Alex X. Mooney. “I’m proud to join with this bipartisan group of colleagues to support National Apprenticeship Week and highlight the importance of apprenticeships to building the American workforce.” The resolution text can be found here. ###",1,2026-03-30T01:40:41Z,2026-04-08T01:01:09Z https://mcgarvey.house.gov/media/press-releases/congressman-morgan-mcgarveys-statement-voting-avoid-another-republican-led,Congressman Morgan McGarvey’s Statement on Voting to Avoid Another Republican-Led Government Shutdown,2023-11-14,2023,2023-11,Democrat,House,KY,Morgan McGarvey,M001220,mcgarvey.house.gov,mcgarvey,https://mcgarvey.house.gov/media/press-releases,scraper,"WASHINGTON, D.C. The continuing resolution avoids a catastrophic shutdown and allows Congress to continue negotiating a funding agreement for fiscal year 2024. “For the second time this year, I voted to avoid a catastrophic government shutdown,” said Rep. McGarvey. “Let me be clear — this continuing resolution is not a solution, and it will harm our ability to meet needs at home and respond to crises around the world. It’s been six weeks since Congress passed a CR at the end of September so we could come together and figure out a sustainable funding plan. Instead, House Republicans spent that time ousting their Speaker, trying and failing to elect a new leader, repeatedly bringing forward bills too draconian for even their own members to vote for, and refusing to negotiate an agreement with our Senate counterparts to fund the government for the rest of fiscal year 2024. This CR funds the government at levels agreed to in 2022, before I even got to Congress. These funding levels are wholly inadequate. They leave school meal programs underfunded, diplomats and soldiers without the resources to address global wars on multiple fronts, ignore humanitarian needs, and project general dysfunction at a time when we need to be showing strength and leadership. This is not how the government should work. I will continue working on a bipartisan path forward so we avoid more near-shutdowns, remain a global force for good, and fund our country’s needs.” The continuing resolution now moves to the Senate. Funding for the government will run out at 12:01 a.m. on Saturday, November 18, if not passed by both chambers and signed into law by the President. If signed into law, funding for the government will expire on January 19th and February 2nd. ###",1,2026-03-30T01:40:41Z,2026-04-08T01:01:09Z https://mcgarvey.house.gov/media/press-releases/congressman-morgan-mcgarvey-introduces-bill-protect-veterans-against-scams-and,Congressman Morgan McGarvey Introduces Bill to Protect Veterans Against Scams and Fraud,2023-11-09,2023,2023-11,Democrat,House,KY,Morgan McGarvey,M001220,mcgarvey.house.gov,mcgarvey,https://mcgarvey.house.gov/media/press-releases,scraper,"WASHINGTON, D.C. (November 09, 2023) – Today, as Americans prepare to honor our military veterans on Veterans Day, Congressman Morgan McGarvey (KY-03) introduced the Veteran and Servicemember Consumer Protection Act. This bill gives the Federal Trade Commission (FTC) new authorities to crack down on fraud and scams targeting veterans and servicemembers. “Veterans who have served our country and those who serve today have earned the right to enjoy every single dollar of their earned benefits,” said Rep. McGarvey. “Unfortunately, veterans and servicemembers are considerably more likely than their civilian counterparts to be targeted by criminals. This is unacceptable. My bill gives the Federal Trade Commission the tools it needs to prevent identity theft, phishing schemes, robocalls, and other scams seeking to steal from those who have served and continue to serve today.” Veterans and servicemembers - especially those who receive disability compensation and other cash benefits - are criminals’ preferred targets for scams and fraud. According to the AARP, 78 percent of veterans report schemes designed to take advantage of their service benefits, and 16 percent of veterans have reported losing money to fraud. In 2021, according to FTC data, veterans, servicemembers, and their families lost $267 million to fraud. The Veteran and Servicemember Consumer Protection Act directs the FTC to create a coordinator position within the Bureau of Consumer Protection to prevent fraud targeting veterans and servicemembers and to monitor mail, TV, robocalls, and other fraud schemes targeting them. The coordinator will be required to consult with other federal agencies to educate veterans and servicemembers on how criminals target them and provide information on how to report attempted fraud. The bill also requires the FTC to maintain a website with resources on how veterans can protect themselves from fraud. I will always fight for our community and our country, regardless of which party is in power, but it is not on House Democrats to save House Republicans from themselves; we are ready for the House Majority to stop their infighting so we can get back to work for the American people.” ###",1,2026-03-30T01:40:41Z,2026-04-08T00:49:26Z https://mcgarvey.house.gov/media/press-releases/transcript-congressman-morgan-mcgarveys-remarks-potential-house-republican,Transcript of Congressman Morgan McGarvey’s Remarks on the Potential House Republican Government Shutdown,2023-10-06,2023,2023-10,Democrat,House,KY,Morgan McGarvey,M001220,mcgarvey.house.gov,mcgarvey,https://mcgarvey.house.gov/media/press-releases,scraper,"WASHINGTON, D.C. (September 29, 2023) – Today, Congressman Morgan McGarvey (KY-03) spoke on the floor of the U.S. House of Representatives ahead of the potential House Republican government shutdown. Below are Rep. McGarvey’s remarks: I rise today because I’m frustrated. I came here to work — to work across the aisle and get things done. Right-wing extremists are preventing us from doing our most important job: passing a budget. It is catastrophic for our country, our community, and our economy if extremist Republicans shut down our government. Let me be clear: Kentuckians cannot afford a shutdown. 119,884 Kentucky moms and babies will lose access to vital nutrition assistance, and nearly 556,000 SNAP recipients lose access to their benefits in a prolonged shutdown. 10,672 federal civilian workers in my district could be furloughed or have to work without pay. These are real consequences to Republicans’ harmful actions. So pass a spending bill; it’s our job. And when you’re done playing political games, we’re ready to work together to avoid a disastrous shutdown. ###",1,2026-03-30T01:40:41Z,2026-04-08T00:49:26Z https://mcgarvey.house.gov/media/press-releases/congressman-morgan-mcgarvey-announces-1-million-grant-address-youth-violence,Congressman Morgan McGarvey Announces $1 Million Grant to Address Youth Violence in Louisville,2023-09-28,2023,2023-09,Democrat,House,KY,Morgan McGarvey,M001220,mcgarvey.house.gov,mcgarvey,https://mcgarvey.house.gov/media/press-releases,scraper,"WASHINGTON, D.C. The grant will allow YouthBuild Louisville to expand its services to Smoketown youth by developing a school safety plan with Meyzeek Middle School, training Smoketown residents in de-escalation and positive youth development, and recruiting community members to serve on the Smoketown Anti-Violence Coalition. “YouthBuild Louisville is doing incredible work to keep our community safe, and this $1 million grant will increase their ability to stop youth violence,” said Rep. McGarvey. “This will allow YouthBuild Louisville to expand their services to young people in Smoketown and empower them with positive development programs, setting them up for success later in life. This federal funding will support our youth and continue efforts to keep our communities safe.” “We are thrilled to be supported by OJJDP to work with partners, parents, young people and Meyzeek Middle School to boost attendance, academic performance and regulate behavioral responses to stress,” said Lynn Rippy, President and CEO of YouthBuild Louisville. “Our work aims to reduce young people’s exposure to violence, build coping and resiliency skills. H.R. 3981, the Isakson-Roe Education Oversight Expansion Act, strengthens the Department of Veterans Affairs' (VA) oversight capacity to prevent fraud and protect veterans from exploitative educational institutions. The bill now awaits passage in the U.S. Senate. The Isakson-Roe Education Oversight Expansion Act is Congressman McGarvey’s very first bill to pass the House. “I’m ecstatic that this bill is one step closer to making it across the finish line,” said Rep. Morgan McGarvey. “Our veterans in Louisville and across the country deserve the absolute best. I’ve always said that we need to put as much effort into supporting our veterans when they come out of active duty as when they go in. This bill gives the VA the tools it needs to ensure that all veterans who are entitled to their education benefits can use them at reputable entities, free from the concern that they may be defrauded. I’m proud to lead my colleagues in this bipartisan effort to ensure our veterans and their benefits are supported and protected.” Through their service, many veterans earn federal support to help pay for college, graduate school, and training programs with the GI Bill education benefit. However, some veterans have been exploited by predatory, fraudulent, or unscrupulous educational and vocational programs. The Isakson-Roe Education Oversight Expansion Act builds on the successes of the comprehensive Isakson and Roe Veterans Health Care and Benefits Improvement Act of 2020 to boost oversight, foster accountability, and most of all, help veterans access the quality education they deserve. Congressman Mike Levin (CA-49), the sponsor of the original Isakson-Roe Act, is the co-lead for Congressman McGarvey’s bill. “Veterans should never have to worry that their education will be jeopardized by a predatory institution. Any school that seeks to defraud veterans must be held accountable,” said Rep. Levin. “This bill would strengthen VA’s capacity to rein in unscrupulous education practices and ensure that our veterans are treated fairly. I am proud that the full House passed our legislation and now we hope the Senate will act quickly for it to become law.” The Isakson-Roe Education Oversight Expansion Act strengthens reporting requirements imposed on entities that are recipients of GI Bill education benefits. This bill requires educational entities to self-report any noncompliance within 30 days; schools that have not reported noncompliance and are found in violation of compliance may face additional penalties. Additionally, the bill requires the VA to create a previously mandated database of risk-based surveys within 180 days to ensure programs receiving federal funds are legitimate and properly serving their veteran populations. “The American Legion has long been a proponent of oversight of academic institutions where veterans are enrolled,"" said the American Legion in a statement. “Too often, veterans fall victim to predatory institutions that aim to take advantage of their GI Bill benefits. H.R. 3981 The Isakson-Roe Education Oversight Expansion Act will counter predatory practices by placing more accountability on academic institutions, while mandating that VA create a risk-based survey database to track the legitimacy of academic institutions. The American Legion supports this critical piece of legislation, and we commend Rep. Morgan McGarvey and his staff for the important work they do on behalf of veterans and their families.” ""We applaud the House passage of the much-needed technical improvements proposed in the Isakson-Roe Education Oversight Expansion Act.” said Will Hubbard, Vice President at Veterans Education Success. “By establishing a timeline for the Department of Veterans Affairs to implement the risk-based survey database and simplifying the reporting process for schools to self-report adverse issues, this bill represents a significant step forward in veterans' education. Congressman McGarvey's unwavering commitment to veterans and his exemplary leadership on this important legislation deserve great credit.” Congressman McGarvey’s legislation has the endorsements of the American Legion, Black Veterans Empowerment Council, Black Veterans Project, Blinded Veterans Association, Blue Star Families, Combined Arms, Common Defense, Disabled American Veterans, Military Family Advisory Network, Military-Veterans Advocacy, Modern Military Association of America, National Guard Association of the United States, Paralyzed Veterans of America, Service to School, Student Veterans of America, National Military Families Association, Veterans Education Success, Veterans for Common Sense, Veterans for Peace, and Vietnam Veterans of America.",1,2026-03-30T01:40:41Z,2026-04-08T00:37:48Z https://mcgarvey.house.gov/media/press-releases/congressman-morgan-mcgarvey-announces-mobile-office-hours-across-louisville,Congressman Morgan McGarvey Announces Mobile Office Hours Across Louisville and Jefferson County,2023-09-11,2023,2023-09,Democrat,House,KY,Morgan McGarvey,M001220,mcgarvey.house.gov,mcgarvey,https://mcgarvey.house.gov/media/press-releases,scraper,"LOUISVILLE, KY (September 11, 2023) – Today, Congressman Morgan McGarvey (KY-03) announced upcoming mobile office hours at locations across Louisville and Jefferson County. McGarvey. “The extreme bus delays at the start of this school year meant many young students, including our own, didn’t get home from school until late in the evening — and some kids didn’t get picked up at all. This isn’t normally a federal issue, but I’m asking the Department of Education to provide our community with additional resources to help alleviate the shortage of bus drivers and provide extra relief for the drivers who are working hard to take our kids to and from school. While Congress doesn’t — and shouldn’t — control Jefferson County bus routes, I’m exploring every possible solution to make sure this never happens again.” The full text of the letter is below: Dear Deputy Assistant Secretary Schott: Public schools are the core of our communities. As a tenet we all hold dear, public education is the foundation upon which we ensure that each successive generation is equipped to flourish and thrive with dignity. A strong education system forges strong minds which forge a strong country. When our schools succeed, we all succeed. One of the pillars of the American education system is the idea that all students, regardless of race, gender, disability, socioeconomic status, or any other characteristic, are entitled to a free and comprehensive education that promotes their growth, intellect, and personhood. Part of that mission is transportation to and from school to ensure that all students have ready access to success. As a proud product of Jefferson County Public Schools (“JCPS”) and fierce supporter of public education, I understand how critical it is to uphold this bedrock commitment. I applaud all those who serve our public schools and help to enlighten the minds of the next generation. It is up to all of us to ensure that those public servants have the tools, resources, and support they need to carry this mission through. As you know, a shortage of bus drivers and fiscal constraints have plagued schools across the country. Jefferson County Public Schools has lost a third of its bus drivers since before the COVID-19 pandemic. This bus driver shortage, in addition to other salient factors, led to a bus fiasco on the first day of school at JCPS with long delays and logistical potholes. Like many JCPS parents, I sent my son on a bus for his first day at a new school, and he didn’t get home until after dinner. Some kids weren’t picked up at all or didn’t get home until nearly ten o’clock at night, leading to worried parents and hungry kids. Every parent deserves to send their kids to school with peace of mind that they’re being taken care of and will come home safely. Let me be clear: our school bus drivers and our JCPS faculty and staff went above and beyond in ensuring that these kids got home safely despite the challenges that arose. Nevertheless, we cannot allow this to happen again. As the dust settles and students begin to return to the classroom, I will continue to monitor ways we can best uplift and support our school system. In the meantime, I will continue to support efforts on Capitol Hill to ensure that our schools receive the robust federal supports they deserve and the resources they need. The bus driver shortage not only afflicts JCPS, but also school districts across the country. Thus, I write to ask that the Department of Education identify and provide Jefferson County Public Schools with any existing grants, tools, or other resources the district can use to address the school bus driver shortage. As this shortage affects districts all over the country, I also write to ask what actions the Department is taking to address the shortage and support affected state and local education agencies. I look forward to your timely response along with the other parents of JCPS. I appreciate all that you and your office do to uphold the dignity and development of our youth. Their success is our success. Sincerely, Morgan McGarvey Member of Congress ###",1,2026-03-30T01:40:41Z,2026-04-08T00:30:18Z https://mcgarvey.house.gov/media/press-releases/rep-morgan-mcgarveys-statement-jcps-bus-delays,Rep. This year, my office has received nearly 400 passport requests, and we’re expecting even more. Creating a passport agency in my district would not only help my constituents, but everyone in Kentucky, and people in surrounding states, to process their applications in a timely manner.” The full text of the letter is below: The American people’s ability to travel is integral to intercultural exchange, economic development, and the reunification of travelers with family and friends who live abroad. Unfortunately, passport application backlogs, geographic barriers, and costs keep too many Americans from sharing equitably in this vision of a mobile and internationally involved populace. We write to you today to urge you to consider opening a passport agency in Louisville, Kentucky – a major hub of national and international travel and a significant regional powerhouse without ready access to a nearby passport processing location. Indeed, those in the area must travel roughly 5 hours to Chicago or Detroit, 7 hours to Atlanta, or 9 hours to Hot Springs, Arkansas, to get to their closest passport agency. This distance places an undue economic, time, and social burden on those in the area, exacerbating frustration and overall constituent dissatisfaction with the system. Moreover, the lack of a passport agency in this heavily populated area of the country hikes wait times in other passport agencies in a spillover effect that increases backlogs across the board and strains workloads for our public servants. A new passport agency in Louisville, Kentucky, would help reduce these aches by servicing population centers in Nashville, Indianapolis, Cincinnati, St. Louis, and other population hubs, not to mention the wide swaths of rural areas within the Ohio River Basin. As an accessible location, Louisville sits at the crossroads of several major interstates, and its airport serves as a major regional hub. We appreciate all that you and the Bureau of Consular Affairs undertake to bolster the international travel and exchange of Americans abroad. We respectfully request that the Bureau consider the construction of a passport agency in Louisville, Kentucky, to ensure that all Americans can share in the vision of international cooperation and travel without undue hassle, distance, or delay. ###",1,2026-03-30T01:40:41Z,2026-04-08T00:18:03Z https://mcgarvey.house.gov/media/press-releases/reps-morgan-mcgarvey-and-gregory-meeks-lead-congressional-colleagues-calling,Reps. The full text of the letter is below: We write today to express our support for the creation of a postage stamp commemorating the extraordinary life and accomplishments of Muhammad Ali. The greatest heavyweight boxer in history and most celebrated sportsman of the 20th century, Ali’s accomplishments in the ring were surpassed only by his role as a champion for civil rights, peace, and equality, and we believe they merit this recognition. Born Cassius Clay in Louisville’s Smoketown neighborhood, Ali began boxing at age 12 after his brand new bike was stolen. With lightning quick feet and fists, the Louisville Lip took Olympic gold at the 1960 games in Rome, won the world heavyweight title at the age of 22, and – after a three year absence from boxing – took part in the greatest boxing matches of boxing’s greatest age. His accomplishments in the ring are well documented and recognized. Not just the greatest heavyweight of all time, or greatest boxer of all time, Sports Illustrated named him the Sportsman of the Century in 1999, and the same year, the BBC called him the Sports Personality of the Century. He was, and is, The Greatest. Ali’s dominance inside the ring was matched only by his reach outside the ring. When he was drafted to fight in the Vietnam War, Ali asserted a conscientious objection—citing his conversion to Islam and the injustice he observed against Black Americans during the Civil Rights Movement. His protest, which preceded the anti-war sentiment that eventually swept the nation, cost him the prime of his career, which was only revived after the Supreme Court sided with him unanimously three years later. But he never threw in the towel; his fidelity to his beliefs inspired the most influential Black athletes of his time to stand with him and put their careers at risk during the now-iconic Cleveland Summit—cementing the influence of athletes in combatting social injustice. In the face of Jim Crow segregation, Ali rose as a beacon of hope for the future. After becoming heavyweight champion, Clay changed his name to Muhammad Ali, meaning beloved of God, to demonstrate his convictions about racial injustice. During his exile from boxing, Ali gave rousing speeches at college campuses across the nation, encouraging them to roll with the punches as they called for an end to the Vietnam War and to white supremacy. He visited Chicago the summer after the West Side uprising of 1966 and started amateur boxing leagues to keep at-risk Black youth out of harm’s way. After Dr. Martin Luther King Jr. was assassinated, Ali spoke to the Poor People’s March on Washington in 1968 during their stop-over in Louisville, encouraging them to persevere on their journey to the nation’s capital in Dr. King’s honor. In addition to his civils rights activism, Ali was a staunch advocate for people suffering from degenerative brain diseases. Ali was diagnosed with Parkinson’s Disease in the early 1980s and lived with the disease for almost half his life, but his spirit was never on the ropes. Along with his wife, Lonnie, Muhammed opened the Muhammed Ali Parkinson Center in Phoenix to serve as a hub for people suffering from the disease and advocated for increased Parkinson’s research funding in Congress. McGarvey. “For 63 years, Congress has used the bipartisan NDAA to advance our defense needs and protect our service members. Today, House Republicans chose to pass a shameful bill through a partisan process. This bill undermines our national security, weakens our military readiness and effectiveness, and takes away rights from millions of servicemembers. Instead of authorizing crucial funding to modernize and strengthen our military, House Republicans moved forward with an extremist bill that erodes our decades-long effort to build a fighting force that reflects the strength and diversity of our nation. (June 22, 2023) – Earlier this month, Congressman Morgan McGarvey (KY-03) and Congressman Mike Levin (CA-49) introduced H.R. 3981, The Veterans Education Oversight Expansion Act, which strengthens the Department of Veterans Affairs' (VA) oversight capacity and restores education benefits to defrauded veterans. “We all succeed when our veterans can access the education benefits they have earned,” said Rep. Morgan McGarvey. “Those who have served our country should be able to return home to high-quality educational and vocational programs that guarantee their success as they transition to civilian life. No veteran should worry that the program they’re enrolled in is fraudulent, subpar, or otherwise inadequate. I’m proud to join my colleague, Rep. Mike Levin, to ensure our hardworking veterans can receive their hard-earned benefits.” Through their service, many veterans earn federal support to help pay for college, graduate school, and training programs through their GI Bill education benefits. However, some veterans have been exploited by predatory, fraudulent, or falsified educational and vocational programs. The Veterans Education Oversight Expansion Act builds on the successes of the comprehensive Isakson and Roe Veterans Health Care and Benefits Improvement Act of 2020 to boost oversight, foster accountability, and most of all, help veterans access the quality education they deserve. “Any educational institution that seeks to defraud veterans, instead of putting them front and center, should be scrutinized and held accountable. Veterans should never have to worry that their education is being jeopardized or that they will be harmed by a predatory institution,” said Rep. Mike Levin. “Our bill expands VA’s capacity to rein in unscrupulous education practices and ensure that veterans are treated fairly. Protecting student veterans from predatory schools is an issue I am passionate about, and I am proud to co-lead this bill with Rep. McGarvey. We were glad to hold a productive hearing and look forward to moving this bill through the legislative process.” The Veterans Education Oversight Expansion Act strengthens the reporting requirements of educational entities that are recipients of GI Bill education benefits. This bill would require educational entities to preemptively report any non-compliance within 30 days, and allows a veteran’s GI Bill education benefits to be restored if an educational entity is found to have acted maliciously (e.g., scams by for-profit predatory colleges) or is otherwise found to be inadequate or ineligible under the discretion of the Secretary of Veterans Affairs. Finally, the bill requires the VA to create a previously mandated database of risk-based surveys within 180 days to ensure programs receiving federal funds are legitimate and properly serving their veteran populations. “Too many of our nation's veterans have been exploited and deceived by unscrupulous educational organizations, finding their well-earned G.I. Bill education benefits squandered,” said Chanin Nunvatong, Executive Director of the American Legion. “Predatory practices and inadequate reporting have stained the spirit of this valuable program. The Veterans Education Oversight Expansion Act is a crucial step toward restoring justice, demanding proactive reporting and transparency from educational entities, and ensuring benefits are returned to veterans when wronged. It empowers our veterans to achieve the education they deserve and strengthens the integrity of our G.I. Bill. The American Legion stands in full support of this pivotal legislation and express our gratitude to Congressman McGarvey for his unwavering dedication to our nation's veterans."" ""Implementing this legislation would provide crucial technical corrections to overcome obstacles faced by State approving agencies (SAA) in implementing the Isakson-Roe law,"" said Will Hubbard from Veterans Education Success. ""By increasing transparency through better disclosures of adverse actions by colleges, improving flexibility for program disapprovals, and establishing a deadline for VA's monitoring database, this bill will ensure effective oversight of the GI Bill."" (June 14, 2023) – Today, Congressmen Morgan McGarvey (D-KY) and Steve Womack (R-AR) introduced H.R. 4073, The Duty Drawback Clarification Act, a bipartisan bill that would allow American whiskey distillers, including Kentucky’s bourbon industry, to participate in the duty drawback program, which is already available to beer, wine, and spirit makers in the United States. The duty drawback program refunds duties and fees paid by importers when they export similar amounts of the same product. “Bourbon is America’s spirit — it must be made in the United States, and 95 percent of it is made in Kentucky,” said Rep. McGarvey. “But bourbon and other whiskeys are excluded from the duty drawback program, a benefit enjoyed by nearly every other beer, wine, and spirit. This legislation will level the playing field for all American-made spirits and help grow their global reach. I’m proud to introduce the Duty Drawback Clarification Act on National Bourbon Day, and I’m honored to work alongside Rep. Womack to improve and strengthen one of our signature industries.” “‘Made in the USA,’ ‘Made in Arkansas.’ Those are the labels we want to see on more products in our country and around the world.,” said Rep. Womack. “The entrepreneurial spirit is strong throughout the Natural State, and this policy change will help our businesses be successful. I’m grateful to work with Rep. McGarvey to advance legislation that fosters economic growth, prioritizes American jobs, and unleashes new sources of opportunity for distillers.” Duty drawback is an export-promotion program that provides a refund of duties paid at the time of import when similar goods are exported. American beer, wine, and spirits producers all currently take advantage of the program, but because of the unique way it is listed in our tariff classification system, whiskey is ineligible for drawback. This bill clarifies that all whiskey products are commercially interchangeable and therefore eligible for the drawback program by creating a single 8-digit Harmonized Tariff Schedule code for whiskeys. But here we are on the eve of our country’s default and my Republican colleagues aren’t even here to work with. This isn’t difficult. The United States government contracted for and received goods and services. Now, it must pay for them. We must pay our bills. Default would be catastrophic for the people in Louisville, Kentucky. New car loans would go up by $800, mortgages for new homes would increase by $38,000, 317,000 families, seniors and veterans risk losing their benefits. Not to mention the long term damage to our currency and reputation around the world. The alternative — proposed by extreme Republicans — is that we slash benefits to our veterans and to needy kids instead of closing tax loopholes for billionaires and mega-corporations. This is fiscally irresponsible and it’s morally wrong. Do better, sign the discharge petition, and get this done to save our economy. Congressman McGarvey’s full floor speech can be viewed here. The Republican-manufactured crisis would be catastrophic for Kentucky’s Third Congressional District. It would: Kill 7,300 jobs in Louisville and Jefferson County Raise the cost of new car loan by $800 Jeopardize social security payments for 100,000 families Increase lifetime mortgage costs by $38,000 Threaten the retirement savings of 97,000 people near retirement Put health benefits at risk for 317,000 seniors, families, and veterans Congressman McGarvey has signed onto legislation that allows a bipartisan solution to save our economy and prevent defaulting on our debt. Below are Congressman McGarvey’s remarks at the Gun Violence Prevention press conference. To view the full press conference, click here. Thank you, Leader Jeffries and Chairman Thompson. Thank you both sincerely for your amazing and bold leadership in the fight against America’s epidemic of gun violence. Seventeen days ago, I was here in Washington, D.C. with my family when I learned that there’d been a mass shooting, this time at Old National Bank in Louisville — a catastrophic event that took 5 lives, Juliana Farmer, Deana Eckert, Jim Tutt, Josh Barrick, and my good friend Tommy Elliott, and injured 8 others, including a young police officer Nick Wilt who’s still fighting for his life in a hospital bed after taking a round from an AR-15 to the head. As I was leaving, I told my oldest daughter, Clara, I had to go home because there’d been a mass shooting. All of the color drained from her face. She looked up at me and said, “Oh no, which school was it?” Then, the next day, when my wife was dropping our kids off at elementary school, Clara told her, “Hey Mommy, please be safe at work today.” Breaks your heart. It’s devastating. As if the senseless, constant loss of life day after day after day after day weren’t enough, knowing that our kids are living with this very real fear is awful. But of course they’re afraid. Why wouldn’t they be afraid? Gun violence is the number one cause of death for children in this country. Think about that. More kids die from gunshots than anything else in this country — and what do we get? Thoughts and prayers, excuses and political posturing that ensure a troubled individual with destructive thoughts can go and buy a weapon of war in a moment’s notice. This morning, we learned that the shooter at Old National Bank was seeing a psychiatrist for suicidal ideation, and walked in and within 40 minutes, had purchased an AR-15 and the ammunition to go with it. Six days later, it took him less than four minutes for him to shoot and kill five of his coworkers, injure seven others, and for the police to come and he fired upon them. The shooter’s parents spoke out, and they said we’re doing nothing and it’s not working. The victims’ families have said that we’re doing nothing and it’s not working. Dr. Jason Smith, Chief Medical Officer and Trauma Surgeon who was on call that day in Louisville, has said that we’re doing nothing and it’s not working. We must do something. That’s why Democrats are here asking for help, it’s why this week, I’ve been approaching my colleagues in the Republican Caucus, on the floor of the House, asking them where they can meet us, where we can work on this legislation. I’ll be honest — I haven’t gotten anywhere yet. But I’m not giving up. Over the coming weeks, my friends and colleagues on the Gun Violence Prevention Task Force and I will continue to appeal to our colleagues across the aisle, one-on-one, in the hopes of turning empty thoughts and prayers into meaningful action and policy. This is an epidemic of our own making, and that means we have the power to stop it. The solutions aren’t complicated. We can ban assault weapons; mandate waiting periods, pass red flag laws, background checks, storage requirements; and institute magazine limits. We know these solutions would work, they’ve worked in every other developed nation on earth. All that’s lacking is the political courage. It’s time we put kids over guns, that we put public safety over guns, that we put people’s lives over guns. We don’t have to live like this. And we don’t have to die like this. Gun violence is a choice in this country, and it’s time for us to make a new one. Now, I have the honor of introducing a true local hero in my community. Dr. Jason Smith, who faces the trauma of gun violence every day, not just on the days when there are mass shootings, and I’m glad he could join us today. ###",1,2026-03-30T01:40:41Z,2026-04-07T23:44:29Z https://mcgarvey.house.gov/media/press-releases/congressman-morgan-mcgarvey-introduces-his-first-bill-reduce-student-hunger,Congressman Morgan McGarvey Introduces His First Bill to Reduce Student Hunger,2023-04-26,2023,2023-04,Democrat,House,KY,Morgan McGarvey,M001220,mcgarvey.house.gov,mcgarvey,https://mcgarvey.house.gov/media/press-releases,scraper,"WASHINGTON, D.C. (April 26, 2023) – On April 10th, Congressman Morgan McGarvey (KY-03) introduced his first bill, H.R. 2567, the School Meals Expansion Act, which amends the National School Lunch Act’s Community Eligibility Provision (CEP) to allow more schools to provide free meals to every student they serve. This legislation will reduce student hunger by lowering the eligibility threshold for participation in the CEP and increasing federal reimbursement rates for school meals. These changes will reduce administrative burdens for schools and lower the stigma that students face. “No child should ever go hungry in the richest country on earth,” said Rep. McGarvey. “My bill works toward ensuring every kid has a free, healthy meal at school. Expanding free school meals isn’t just the smart thing to do — it’s the right thing and an important step toward combating food insecurity in Jefferson County and across the country. The School Meals Expansion Act is going to keep kids full and ready to focus, and I’m proud to introduce this bill and join efforts to improve child nutrition.” The National School Lunch Program and National School Breakfast Program provide free and reduced-price meals to students from low-income homes. In the program’s current form, if 40 percent or more of students in a school or district automatically qualify for free school meals (e.g., through their family’s participation in SNAP, TANF, or a similar qualifying program), then every student in the school or district may qualify for free meals under the National School Lunch Act’s Community Eligibility Provision (CEP) if the school or district elects to participate. The School Meals Expansion Act will lower the threshold for the CEP from 40 percent to 25 percent, allowing more children to qualify for free meals. The bill also increases the federal reimbursement for school meals, making it easier for under-resourced schools to administer the program. “We applaud Rep. Morgan McGarvey for introducing the School Meals Expansion Act which would expand community eligibility and allow more eligible high-need schools to offer breakfast and lunch to all students at no charge, "" said Luis Guardia, President of Food Research & Action Center. “Community eligibility allows all children in the school to experience the educational and health benefits linked to participation in school meals, simplifies program operations, and eliminates school meal debt, creating a win-win for children, families, and schools. We urge Congress to move forward and enact this important legislation.” “Save the Children supports the School Meals Expansion Act knowing that lowering the threshold and increasing the multiplier factor will greatly expand access to school meals for children,” said Roy Chrobocinski, Managing Director of Government Relations for Save the Children. “As Save the Children programming is exclusively in rural communities, we see firsthand how powerful and helpful the community eligibility provision can be for rural school districts, giving them more financial flexibility to provide for the children they serve.” ""In addition to increasing the threshold of how many schools can participate in CEP, the School Meals Expansion Act includes a key provision to help our programs afford the cost of those free meals for students by increasing the multiplier of meals eligible for the higher federal reimbursement rate,"" said School Nutrition Association President, Lori Adkins, MS, SNS, CHE. ""Our members have been steadfast in support of initiatives to increase access to healthy school meals for all students and appreciate the efforts of Rep. McGarvey and members of Congress in moving this forward."" Co-sponsors of the School Meals Expansion Act include Reps. McGarvey. “There are things we can and should do, common sense reforms that will keep our kids and our people safe. Let’s start with universal background checks. 90 percent of the American public wants us to have background checks to buy a firearm in this country. You have to get a background check so that we know you’re not in crisis or otherwise unable to buy a firearm. But instead, we see extremists in the other party willing to put gun manufacturers over people.” “This is not normal,” said Rep. Summer Lee. “Active shooters aren’t normal. Shooting hoaxes aren’t normal. The evacuations and active shooting drills aren’t normal. There’s nothing about this that is normal. Guns are the leading cause of death for children between the ages of one and 18. Not car crashes, not illnesses or accidents; it’s guns.” Over one in four parents report their children hearing gunshots at home, and one in five parents say their children's mental health has been negatively affected,” said Rep. (March 8, 2023) – Congressman Morgan McGarvey (KY-03) released the following statement after the Department of Justice released their findings of an investigation into the Louisville Metro Police Department following Breonna Taylor’s wrongful death on March 13, 2020: “Like many people across Louisville, my heart breaks for Breonna Taylor and her family all over again. Just a few days short of the third anniversary of Breonna Taylor’s inexcusable killing by police, the Department of Justice confirmed what we already knew: the Louisville Metro Police Department consistently violated people’s constitutional and civil rights. The investigation found that Louisville Metro police officers have engaged in the use of excessive force, unlawful execution of search warrants, and discriminatory practices against Black communities. “I fully support the Department of Justice’s consent decree to collaboratively work with Louisville Metro, Louisville Metro Police Department, and the community to begin righting these harmful wrongs. Excessive use of force and racial profiling in the Louisville Metro Police Department will continue to plague our community until we take decisive action to create true, lasting change. We simply cannot afford to wait. “There’s so much we can do. We stand ready as a partner with local community organizations and officials to move forward together. We can pass the George Floyd Justice in Policing Act to address excessive use of force and nationally ban no-knock warrants. We can pass the Mental Health Justice Act to ensure trained mental health professionals respond to crises. We can and must prevent more needless and tragic deaths from happening. “Today’s report is a long overdue step in the right direction to hold our law enforcement accountable, but it does nothing to undo the centuries of systemic injustice Black communities have endured. We must commit to change, accountability, and justice for Breonna Taylor, George Floyd, Tyre Nichols, Tamir Rice, Michael Brown, and the far too many others who were killed by police.” ###",1,2026-03-30T01:40:41Z,2026-04-07T23:30:02Z https://mcgarvey.house.gov/media/press-releases/congressman-morgan-mcgarvey-introduces-veterans-appeals-backlog-improvement,Congressman Morgan McGarvey Introduces Veterans’ Appeals Backlog Improvement Act,2023-03-07,2023,2023-03,Democrat,House,KY,Morgan McGarvey,M001220,mcgarvey.house.gov,mcgarvey,https://mcgarvey.house.gov/media/press-releases,scraper,"Congressman Morgan McGarvey Introduces Veterans’ Appeals Backlog Improvement Act WASHINGTON, D.C. (March 7, 2023) – Today, Congressman Morgan McGarvey (KY-03) introduced the Veterans’ Appeals Backlog Improvement Act alongside his Veterans Affairs Committee colleague Rep. Juan Ciscomani (AZ-06). Reps. Jen Kiggans (VA-02), Nikki Budzinksi (IL-13) and Mariannette Miller-Meeks (IA-01) are original co-sponsors. “Disabled veterans deserve a system that provides access to their earned benefits in a fair and timely manner, so I’m proud to join this bipartisan effort to address the growing backlog of VA disability compensation appeals,” said Rep. McGarvey. “This bill will allow the VA and Board of Veterans’ Appeals to establish a legal internship program, hire more young attorneys, and create better access to resources, cutting down on delays and improving veterans’ lives. It’s crucial that we continue to best serve those who served us.” This bipartisan bill would improve the Board of Veterans’ Appeals ability to hire qualified attorneys and address the backlog of disability claims by: Establishing a competitive internship program for high-performing law students at the Department of Veterans’ Affairs and the Board of Veterans’ Appeals Creating a nine-year pilot program to recruit, hire, and incentivize high-performing entry-level attorneys Authorizing a report on improving access to tele-hearings “We have a responsibility to look after our veterans, especially those who have sacrificed so much for our country,” said Congressman Ciscomani. “No veteran should be forced to wait for vitally important disability payments. These programs will enlist our brightest legal minds to assist the Board of Veterans’ Appeals with overcoming this unacceptable backlog. It will also offer aspiring public servants an invaluable opportunity to serve their country.” “DAV has long called on Congress and the Department of Veterans Affairs to support significant and meaningful reforms aimed at addressing the growing backlog of VA claims and appeal processing,” said DAV National Service Director Jim Marszalek. “A key measure in modernizing these processes is providing the Board of Veterans’ Appeals with adequate resources to better support its judges. By establishing an internship program and authorizing the hiring of entry-level attorneys, the Veterans’ Appeals Backlog Improvement Act would vastly improve the Board’s ability to hire and retain qualified attorneys to help address the backlog of appeals. DAV is proud to support this legislation and applauds Reps. Ciscomani and McGarvey for their bipartisan leadership on this important issue.” ###",1,2026-03-30T01:40:41Z,2026-04-07T23:30:02Z https://mcgarvey.house.gov/media/press-releases/congressman-morgan-mcgarvey-celebrates-introduction-richard-l-trumka,Congressman Morgan McGarvey Celebrates the Introduction of the Richard L. Trumka Protecting the Right to Organize Act WASHINGTON, D.C. (March 1, 2023) – Today, Congressman Morgan McGarvey (KY-03) celebrated the introduction of H.R. 20, the bipartisan Richard L. Trumka Protecting the Right to Organize (PRO) Act. Rep. McGarvey joins Democratic Minority Leader Hakeem Jeffries (D-NY), Education and Workforce Ranking Member Bobby Scott (D-VA), Rep. Brian Fitzpatrick (R-PA), Senate Majority Leader Chuck Schumer (D-NY) and Senate Health, Education, Labor and Pensions Chairman Bernie Sanders (I-VT) as an original co-sponsor of the PRO Act. “Every American should have the right to form and join a union. That’s why I’m proud to be an original co-sponsor of the PRO Act, which would implement the first major update to workers’ collective bargaining rights in more than 80 years,” said Rep. McGarvey. “This historic legislation will empower workers to exercise their right to unionize, safeguard union elections, and hold employers accountable for violating workers’ rights. Protecting workers’ rights to organize will help uplift the middle class and improve quality of life for workers and their families. Unions are essential to creating an economy where everyone can succeed, and I’m committed to fighting for workers in Louisville and across our country to have safe working conditions, better wages, and better benefits.” The PRO Act will strengthen federal laws that protect workers’ right to join a union, restoring fairness to our economy. The bipartisan and bicameral bill would: Empower workers to exercise their right to organize; Enhance workers’ rights to support boycotts, strikes, or other acts of solidarity; Close loopholes in labor laws that erode workers’ rights; Authorize meaningful penalties for companies that violate workers’ rights; Prevent employees from interfering in union elections; and Require employees to be transparent with their workers. “At a time when corporations are making record profits, our workers are facing staggering economic inequality,” continued Rep. McGarvey. “Historically, it couldn’t be clearer: when unions are strong, working families thrive. It’s that simple. The PRO Act will protect workers from all walks of life and give hard-working Americans the opportunity to thrive.” Please find the full bill text here. ###",1,2026-03-30T01:40:41Z,2026-04-07T23:30:02Z https://mcgarvey.house.gov/media/press-releases/congressman-morgan-mcgarvey-announces-240000-americorps-american-rescue-plan,"Congressman Morgan McGarvey Announces $240,000 in AmeriCorps American Rescue Plan Funding for Louisville",2023-02-10,2023,2023-02,Democrat,House,KY,Morgan McGarvey,M001220,mcgarvey.house.gov,mcgarvey,https://mcgarvey.house.gov/media/press-releases,scraper,"Congressman Morgan McGarvey Announces $240,000 in AmeriCorps American Rescue Plan Funding for Louisville WASHINGTON, D.C. (February 10, 2023) – Today, Congressman Morgan McGarvey (KY-03) announced Father Maloney’s Boys & Girls Haven in Louisville has received a $240,000 AmeriCorps grant through the American Rescue Plan (ARP). This planning grant provides funding that will allow Boys and Girls Haven to expand research and development of new AmeriCorps programs that address critical needs throughout Louisville. “Every child in Louisville deserves to have a loving, stable, and safe place to live, especially those in the foster care system” said Rep. McGarvey. “I’m so pleased Boys & Girls Haven will receive a $240,000 AmeriCorps grant to continue their important work of preparing young people aging out of the foster care system to live independent and meaningful adult lives. President Biden and Congressional Democrats passed the American Rescue Plan to expand funding for community organizations so we can address our most pressing needs. This funding will build on Boys & Girls Haven’s commitment to our community and allow them to continue helping the most vulnerable in Kentucky’s Third Congressional District.” AmeriCorps American Rescue Plan investments will expand nonprofit and community-based organization’s research and planning in Kentucky. The AmeriCorps State and National program, a federal-state partnership with a central role for Governor-appointed State Service Commissions, develops and implements state-specific national service programs. Congressional Democrats passed the American Rescue Plan in 2021, allocating $1 billion for AmeriCorps and its many programs. As the first of their kind, these planning grants provide support to organizations for a 12-month planning period as they develop new AmeriCorps programs that may be eligible for future investment from AmeriCorps. ""Boys & Girls Haven's Independence Readiness (IR) Program offers evidence-based interventions (career prep, life-skills education, case management, and program referrals) that build resilience and ready young adults to face the challenges that come with achieving independence,” said Amanda Masterson, CEO, Boys & Girls Haven. “IR has chiefly served those aging out of child welfare/local residential facilities at age 18. Through the ARP funding, we were able to expand our programming in 2022 to serve populations of homeless youth who we had not been able to reach in the past. “Through the current 1-year funding, we are able to do this very intentionally and in an organized way. We have been working hand in hand with agencies, coalitions, and members of the community who, like us, are interested in a system of care for “disconnected” young people. In 2023, we are also starting to work with an independent, unbiased, external evaluator. After evaluating our programming, he/she will offer recommendations on how to improve our impact. As part of our long-term plan, we are exploring the creation of a service program that can be deployed to impact the target population of at-risk young people, to zero in on their needs, and provide opportunities to scale our interventions through a Corps of supporters who can provide some extra support to vulnerable transition aged youth."" ###",1,2026-03-30T01:40:41Z,2026-04-07T23:18:08Z https://mcgarvey.house.gov/media/press-releases/congressman-morgan-mcgarveys-statement-president-bidens-state-union-address,Congressman Morgan McGarvey’s Statement on President Biden’s State of the Union Address,2023-02-07,2023,2023-02,Democrat,House,KY,Morgan McGarvey,M001220,mcgarvey.house.gov,mcgarvey,https://mcgarvey.house.gov/media/press-releases,scraper,"Congressman Morgan McGarvey’s Statement on President Biden’s State of the Union Address WASHINGTON, D.C. Morgan McGarvey. “When President Biden took office two years ago, our economy was in disarray and COVID-19 was running rampant in our communities. Congressional Democrats have worked alongside President Biden to pass landmark legislation to help communities bounce back from the pandemic, bring our infrastructure into the 21st century, and improve the lives of everyday Americans. “We’ve seen historic economic success under President Biden; more than 12 million jobs have been created and our unemployment rate is at its lowest in nearly six decades. Both the Bipartisan Infrastructure Law and Inflation Reduction Act are creating good-paying union jobs across the country while delivering much-needed investments to update our roads, highways and bridges, tackle the climate crisis, and lower costs for working families. These critical pieces of legislation mean better wages, safer communities, and more money in people’s pockets. “While our country has made great strides these last two years, there’s still more work to be done. My Democratic colleagues and I are united in fighting extremist attacks on women’s rights and healthcare, safeguarding our democracy, protecting our communities against senseless gun violence, and ensuring we don’t cut essential benefits like Social Security and Medicare. McGarvey. “My grandfather served in World War II and my brother, U.S. Air Force Lieutenant Colonel David McGarvey, has been deployed to multiple battle zones. As a member of the Veterans Affairs Committee, I am committed to fighting for the crucial benefits our veterans earned including education, jobs and employment, housing, and healthcare for visible and invisible injuries. I look forward to working with my Democratic colleagues and being a voice for Kentucky veterans in Congress.” “As a veteran and former commissioner of Veteran Affairs for Kentucky, I know without a doubt that Congressman McGarvey has the tenacity to do what is needed to advocate for the men and women whom our freedom is owed. McGarvey will be an ally, a co-pilot and a voice for America's service members and will deliver real results. On behalf of the commonwealth, thank you for fighting for those who have given their all,” said Keith Jackson, Deputy Secretary, Kentucky Justice and Public Safety Cabinet and Lieutenant Colonel (Retired) U.S. Army Reserves. “I’m so pleased to welcome Rep. Morgan McGarvey to the House Committee on Veterans’ Affairs,” said Ranking Member Takano. “His experience in the Kentucky General Assembly will be invaluable as the Committee strives to deliver a VA that understands and accommodates the needs of all who served. I look forward to working with him on improving healthcare access and economic opportunities for veterans.” The House Veterans Affairs Committee is the authorizing committee for the Department of Veterans Affairs. The Louisville VA Healthcare System provides care at nine locations across Kentucky and southern Indiana, including at Louisville’s Robley Rex VA Medical Center and eight community-based outpatient clinics. The Robley Rex VA Medical Center in Kentucky’s Third District is one of only four VA hospitals with level one Geriatric Emergency Department Accreditation in the United States. The House Small Business Committee works to support new and small businesses through open access to loans, credit and capital, and give small businesses the tools they need to be successful. ""Over the past two years, American entrepreneurs have led the way in our economic recovery, creating a record number of new small businesses and jobs. During the 118th Congress, the Democrats on this committee will build on this momentum by addressing the lingering challenges small firms face every day,"" said Ranking Member Velázquez. ""Rep. McGarvey is a talented and experienced legislator with a track record of advocating for the interests of entrepreneurs. McGarvey. “While Kentucky is known for iconic global brands, Louisville’s independent restaurants, microdistilleries, and family-owned stores make it one of the most vibrant cities in our country. As minority leader in the Kentucky State Senate, I fought to keep small businesses open and solvent during the worst of the COVID-19 pandemic, and helped to ensure their employees continued to receive paychecks when they couldn’t work. I’m eager to get to work alongside Congressional Democrats to help our small businesses grow and thrive as we move beyond the pandemic.” ###",1,2026-03-30T01:40:41Z,2026-04-07T23:08:17Z https://mcgarvey.house.gov/media/press-releases/congressman-morgan-mcgarveys-statement-us-debt-ceiling,Congressman Morgan McGarvey’s Statement on the U.S. Debt Ceiling,2023-01-19,2023,2023-01,Democrat,House,KY,Morgan McGarvey,M001220,mcgarvey.house.gov,mcgarvey,https://mcgarvey.house.gov/media/press-releases,scraper,"WASHINGTON, D.C.
