But the work is still in progress and questions remain about what level of blast can cause injury and how repeated exposure may amplify the risk. The Army and the Marine Corps both say that they now have programs to track and limit daily exposure for troops. But Marines in the field say they have not seen new safety programs, and troops throughout the military are still training with weapons that DoD is concerned may pose a risk. While these investigations, interviews, and research suggest that service members are being irreparably harmed by their own weapons, both in training and in combat, the damage is nearly impossible to document, because no brain scan or blood test now in use can detect those minute injuries in a living brain. As things now stand, the microscopic damage from blast exposure can only be definitively documented by examining thin slices of brain tissue under a microscope once someone has died. Tissue samples taken from hundreds of deceased veterans who were exposed to blasts during their military careers show a unique and consistent pattern of microscopic scarring. With no way to assess and diagnose this type of brain damage, and with the symptoms mirroring existing mental and behavioral health disorders, many of these service members and veterans are diagnosed with P.T.S.D. and treated with psychotropic medications that are not effective in treating these injuries. Securing and zealously defending the economic, social, and human rights of the youngest among us is critical to ensuring justice today and success tomorrow. Unfortunately, compared to our peer nations, the U.S. performs poorly in terms of child poverty and other indicators of child well-being. The November 2017 GAO Report on Child Well-being said it best when it stated, “the long-term success of a nation depends in large part on how well families and society care for their children.” In line with the unfulfilled GAO recommendations included in that report, we write to ask that the Office of Management and Budget develop and implement a comprehensive “Cross-Agency Priority” on child well-being. As you know, a “Cross-Agency Priority” or “CAP” is a mechanism to coordinate policies, data, and other action across federal agencies where collaboration is needed to tackle the complex nature of today’s problems. The well-being of children is one glaring instance. Currently, American social policy affecting children ranges anywhere from the Internal Revenue Service with the Child Tax Credit to the Department of Health and Human Services with the Children’s Health Insurance Program. The public servants in these various entities work hard to implement these programs with the dignity of children in mind. A CAP on child well-being would assist these public servants in carrying out their mission through streamlined communication, standardized metrics and performance indicators, and improved collaboration throughout federal agencies. A CAP on child well-being is necessary and timely for a multitude of reasons. Notably, experts point out that federal agencies’ current lack of multidisciplinary coordination hampers their efforts to address child well-being. Today’s issues of mental health crises, climate change, and a thinly spread social safety net require a comprehensive and whole-of-government approach now more than ever. The lapse of the expanded Child Tax Credit and other COVID-19-era funds has increased the child poverty rate from 5.2 percent to 12.4 percent, the largest increase recorded in the data. These effects are especially heightened for Black, Hispanic, and Native American children. We absolutely cannot allow these tragedies to continue. With authority through Public Law 111-352, the GPRA Modernization Act of 2010, the Office of Management and Budget can implement a CAP on child well-being through executive action. According to experts, such a CAP could: Create standardized measures of well-being across federal agencies, programs, and actions to coordinate evaluation and responses. Encourage information-sharing across federal agencies to facilitate the creation of guidance, regulations, best practices, and technical assistance. Standardize data reporting and analysis and increase the reporting of information related to age to better understand the impact of policy on children. Coordinate and implement mechanisms to communicate with stakeholders and experts and to facilitate idea-sharing and policy formation with external groups. Improved federal coordination, data evaluation, and policy generation is critical to our nation’s youth. Indeed, this ideal is why the GAO called for such a CAP in both 2017 and again in 2021. We must pursue these recommendations without any further delay. Upholding that humanity includes ensuring that these individuals are not left in a legal quagmire that denies them the opportunities available to them through the Cuban Adjustment Act. As you know, the Cuban Adjustment Act of 1966 created a path to permanent residency for Cuban nationals who emigrate from Cuba to the United States. However, recent policy changes and court rulings have sowed confusion and unfairly deprived many Cuban emigres of documented immigration to and residency in this country. Cubans who recently entered the United States and were issued an “order of release on recognizance,” or an I-220A, are denied the ability to “adjust their status” and apply for green cards or residency status. Border agents at our ports of entry are using discretion to issue I-220A forms to arriving individuals, even though they also have the authority to grant humanitarian parole. The affected Cuban emigres we’ve spoken with allege that I-220A forms and humanitarian parole are issued arbitrarily, with some family members receiving I-220A and other family members receiving humanitarian parole. Regardless, the issuance of I-220A throws Cuban arrivals into legal uncertainty and prevents them from full integration into life in the United States. Many live in a state of constant worry given the unpredictable nature of their legal status and permanency in the country. They fear reprisals if they return to Cuba. DHS has the authority to correct this situation. We respectfully request that DHS issue a “Parole in Place” to the affected Cubans who were issued an I-220A form. This will make affected Cubans eligible to apply for permanent residency, as hundreds of thousands of Cubans have done for decades, under the Cuban Adjustment Act.
