In June, the Senate passed a Farm Bill with an overwhelming bipartisan majority of 66 votes. Our bill represents the biggest reforms to agricultural policy in decades. It ends direct payments, it tightens payment limits, modernizes dairy policy, and stops people who aren't actively engaged in farming from getting tax payer subsidies. Instead, the Senate agrees with the House that our focus should be on reforming and strengthening crop insurance. We have heard from the beginning that risk management was the key priority of farmers and ranchers all across the country, and our bill reflects that by expanding crop insurance to cover more farmers and more kinds of crops. We also agree with the House that it is important to have an effective, permanent livestock disaster assistance program. Between the droughts of last year and the early snow storms in the Dakotas, we have seen the importance of having this disaster assistance in place. As the Senate has made these reforms, one of our top priorities has been to reduce market distortions. Designing agricultural policies that are risk based and market-based will be a critical goal in our final negotiations. We also worked hard to make sure the Senate bill would not be trade distorting while promoting U.S. agricultural exports that our producers all rely upon. As we make this shift to risk management policies, it is very important that farmers and ranchers continue to do the things that make them the best stewards of our land and water resources. By reconnecting conservation compliance to our now-strengthened crop insurance program, we protect the future of agriculture. The good news in the Conservation Title is that both the Senate and the House have similar reforms that will strengthen our partnerships with farmers to protect of our natural resources for future generations. I'm pleased to see that both the Senate and the House have a strong Specialty Crop and Horticulture Title, supporting specialty crop, organic and local food production. 47% of the total crop value in Agriculture comes from specialty crops alone. The Senate bill helps create new jobs through a robust Energy Title. This title helps our country be more energy independent, saves farmers money and helps consumers save at the pump. This is a win-win-win for rural communities and America's future. For our farmers, crop insurance is a lifeline when disaster strikes. For American families, SNAP provides a lifeline when they face an economic disaster. We worked hard in the Senate to make real reforms to save money in food assistance - we cracked down on fraud and misuse to make sure that every dollar is going to those families who are truly in need. And, that is the approach we will need to take to achieve bi-partisan support for our final Farm Bill. It is critical to note that an $11 Billion cut to families across our country takes affect this Friday. For those getting food help, that means every child, every senior citizen, every disabled veteran, every person who's lost their job will have a more difficult time putting food on their tables. Also that $11 Billion plus the $4 Billion in cuts in the Senate bill mean that accepting the Senate nutrition Title would result in a total of $15 Billion in cuts in nutrition. The good news is that CBO projects in their baseline that over 14 million people will no longer need temporary food help over the next few years because the economy is improving and they will be able to go back to work. While there are many areas that are similar between our two bills, there are of course other differences. One area of great concern is the provision that would override state government's Constitutional authorities on a wide range of issues including animal welfare, milk standards, labeling of artificial sweeteners and invasive pests - just to name a few. We have already cut $2.5 trillion from the $4 trillion goal we set for reducing the debt over the next ten years. Together, we have the opportunity to take the next step in meeting that goal. A step that needs to be balanced in its approach, using smart decisions - not reckless ones. As you know, I chair the Senate Agriculture Committee and we took this same approach with the Senate Farm Bill. When it becomes law, it will reduce the deficit by at least $20 billion by consolidating and streamlining programs, ending wasteful subsidies, and eliminating waste, fraud and abuse while setting the right priorities to support farmers and families. I served in the House the last time we actually balanced the budget. President Clinton was in office and we balanced the budget for the first time in 30 years by making tough choices to grow our economy and strengthen the middle class - and we can do it again with a reasonable, balanced plan that doesn't sacrifice the future and doesn't sacrifice opportunity and prosperity for middle class families. And it means standing up for our seniors and retirees, protecting the Medicare and Social Security benefits they have earned after a lifetime of hard work. ""Parents need to feel confident their children's schools are a safe and healthy place to learn, which is why it is so important to strengthen mental health services in schools,"" said Stabenow. ""This critical support will help Michigan schools develop plans to address violence and increase access to mental health services for children in our schools."" ""Investing in our children's future means providing them with a safe place to learn and grow,"" Levin said. ""This grant will help schools and teachers across Michigan offer students and their families the hand they need when they need it."" The support comes through the Substance Abuse and Mental Health Services Administration's Safe Schools/Healthy Students program. The Michigan Department of Education will receive $2,035,014 to develop and implement evidence-based programs and strategies to reduce violence in schools, increase access to behavioral health services and increase support for early childhood development and substance abuse programs. Earlier this year, Sen. Stabenow led a bipartisan group of senators to introduce The Excellence in Mental Health Act. Her legislation would improve quality standards and expand access to ensure more people can get the mental health care they need. One-third of those with mood disorders do not receive treatment and fewer than half of those with severe mental disorders receive treatment of any kind in a given year. Studies show that individuals with a serious mental illness are actually more likely to be a victim of violence than a perpetrator. As you may know, the Bruce nuclear power site, which is located only one mile from the coast of Lake Huron, is the world's largest nuclear power site. Ontario Power Generation (OPG), which is a wholly owned subsidiary of the Ontario Government, has proposed to prepare, construct and operate a nuclear waste disposal facility on the Bruce site. If the project is approved, it would store over 200,000 cubic meters of waste generated by the eight nuclear reactors located at the complex as well as ten other nuclear reactors owned by OPG. It is our understanding that the environmental assessment for this project is currently under final review by Canadian Environmental and Assessment Agency (CEAA). If approved, this project could begin construction in 2014 with a likely completion date within five to seven years. Even with thousands of Michigan residents looking for work, businesses across the state are reporting difficulty finding workers for many skilled positions. Lansing Community College will be able to design job training programs to prepare Michigan workers with the right skills for advanced manufacturing jobs. ""For Michigan to create jobs and compete in the global economy, it's critical our workers have the right skills and training opportunities to match the needs of emerging high-growth industries,"" said Stabenow. ""This grant will help Lansing Community College continue to lead the way to develop and expand innovative training programs to help veterans and workers get high-skill jobs now."" ""Michigan workers can out-compete any workforce around the world if they have the opportunity to get the training and education they need,"" Levin said. Lansing Community College will receive a $2.7 million grant as a member in a consortium of 8 Michigan community colleges on behalf of the Michigan Coalition for Advanced Manufacturing. The award was made available through the Department of Labor's Trade Adjustment Assistance Community College Career Training Program. The Trade Adjustment Assistance Community College Career Training program provides community colleges funding to expand and improve education and career training programs for workers eligible for training adjustment assistance because their jobs were sent overseas or were lost as a result of foreign trade. Hekmati, a constituent of Congressman Kildee's, has been imprisoned in Iran since August 2011 and been accused of being a U.S. spy, allegations the U.S. vehemently denies. During the proceedings, I ask that you explore all available opportunities to raise Mr. Hekmati's case with your colleagues at the U.N., Congressman Kildee said in his letter. I am optimistic that we can facilitate a humanitarian resolution and reunite Mr. Hekmati with his father, mother and sisters soon. Iranian President Hassan Rouhani, recently elected on a moderate platform, is scheduled to visit the United Nations General Assembly next week. While the U.S. does not have formal diplomatic relations with Iran, Congressman Kildee in his letter asked Ambassador Power to engage U.N. colleagues who have diplomatic relations with Iran to examine all opportunities to facilitate Mr. Hekmati's release. It is imperative that Mr. Hekmati be reunited with his family so that as the eldest son, he can return to Michigan to care for his ailing father, mother and sisters, Congressman Kildee said in his letter. Amir's father, Ali Hekmati, a professor at Mott Community College in Flint, was recently diagnosed with terminal brain cancer and has been hospitalized. Since being elected to Congress, Congressman Kildee has pushed for Hekmati's release. In addition to writing to Ambassador Power, Congressman Kildee sent a letter in July to Secretary Kerry calling on the U.S. Department of State to prioritize attaining the release of Hekmati. The letter, signed and supported by 112 Members of Congress, urged the State Department to explore all options to secure Hekmati's release so he can be reunited with his family. Following Congressman Kildee's letter, on Aug. 28, 2013, Secretary Kerry released a statement calling for the Iranian government to release Mr. Hekmati.
