Established in 2013, the Congressional App Challenge is a national competition that allows high school students from across the county to create and exhibit their software application, or app for mobile, tablet or computer devices. The competition is meant to encourage student engagement in STEM (Science, Technology, Engineering and Math) education. Science, Technology, Engineering and Math are vital in helping us stay competitive in a global economy, said Congresswoman Adams. The Congressional App Challenge is an opportunity for students to have fun coding, while exploring STEM skills. The Republican budget announced this spring made no room for the critical investments in infrastructure, housing, research, health care, and education that our country needs to thrive. Our leaders have been offering to negotiate for months, knowing full well that President Obama would be forced to veto any appropriations bills passed under the Republican budget. Will it take a government shutdown, we asked, to make us do our job? Apparently the answer is yes'. The Senate couldn't pass a single appropriations bill. The House passed a few with Republican votes alone, and then the process collapsed under the weight of the Confederate battle flag debate. That was a particularly disgraceful episode, but the process was already on life support. It was never going to work, and Republican leaders have known that all year. Despite the failure of the appropriations process, as represented by this short-term CR, all hope is not lost. We can still salvage the hard bipartisan work of my and other appropriations subcommittees, if, when this CR expires, we can stitch together an omnibus appropriations bill for the balance of the year. The Appropriations Committee still avoids some of the ideological battles that divide this body, and I have been able to work closely with Chairman Diaz-Balart to negotiate a framework for transportation and housing funding. The 24-year-old was part of a group that U.S. Rep. Alma Adams assembled Friday at her East Wendover Avenue office for a discussion about food insecurity in the Triad. Noble said she spent about three months in a Winston-Salem shelter after her move from Pennsylvania in December. The mother of three choked up as she told the group that, even after getting her own apartment in February, she couldnt afford to feed her children because her SNAP Supplemental Nutrition Assistance Program benefits were delayed. I felt like a bad parent, Noble said. Its people like Noble whom Adams and others in the community who fight hunger want to hear more from as they try to find solutions to tackle the issue. Adams, a Greensboro Democrat who represents the 12th District, is a member of the House committee on agriculture and the subcommittee on nutrition. She was spurred to host the roundtable discussion by a recent report that shows the Triad fares poorly when it comes to feeding its residents. The Gallup poll that the Food Research and Action Center commissioned last year ranks the Greensboro-High Point metropolitan area as No. 1 for people who had problems securing food. That is just not acceptable, Adams said. She said she wanted to hear from stakeholders in the poverty fight from people who are living it and from such people as Jan Jones, of the Second Harvest Food Bank of Northwest North Carolina, who provide food to feed the hungry on a daily basis. Adams told them she needed to know a little more from them about how food insecurity is affecting the community. Her goal: to use their ideas to fight for more money for programs that focus on the hunger problem. The participants concerns were varied. They lamented that people who work hard dont earn a livable wage. They spoke of a government system that doesnt spend enough time trying to understand the reality of people living on public assistance. They also expressed concern for the working poor who are using food banks to fill in the gaps when their monthly allotted benefits run out. But some of them cant even get to food pantries, either because they dont have transportation or because the pantry has limited operating hours. What worked 30 or 40 years ago isnt working today, said Denise Adams, a member of the Winston-Salem City Council. Fighting hunger today has to be a multifaceted effort, helping struggling people such as Noble get education, find employment, set a budget as well as other life skills. Adams said the hunger problem should be tackled as a business plan, complete with a timeline and results. They all agreed on one thing: They cant do it as individuals. Thats been tried and hasnt worked, Second Harvests Jones said. Collective impact is what were talking about, she said. Carl Vierling, the community resource network coordinator with Open Door Ministries in High Point, has heard stories of elderly residents who use animal food to supplement their diets. Its like someone taking a can of soup and watering it down so itll go further, Vierling said after the discussion. But poverty is more complicated than not having food. Noble, who is trained as a dental assistant, said she cant work because she doesnt have child care. She said she was not approved for food assistance until the end of March $668 a month for her family of four. Prior to that, she lived off the kindness of friends she had met in a shelter. They bought her food or let her use their benefits to do so. She said it was hard not knowing how or where she would get her next meal and having to stretch food and skip meals. Erik Paulsen, R-Minn. introduced that bill, H.R. 160, in January. Also in January, Sen. Orrin Hatch, R-Utah, introduced a bill to repeal the tax. The tax took effect in January 2013. A medical device is defined as devices intended for humans. Items such as eyeglasses, contact lenses and hearing aides are exempt from the tax, as well as other medical devices that are generally purchased by the general public at retail for individual use, as determined by the Secretary of Treasury. Medical devices made in this country and exported overseas are also exempt from the tax. The medical device tax is projected to collect about $38 billion of excise-tax revenues over the next 10 years. Its aim is to help offset the cost of the Affordable Care Act, and finding a revenue replacement may be difficult, according to a January report on the tax by the nonpartisan Congressional Research Service for members and committees of Congress. There is also a concern among some that eliminating the medical device tax would lead to proposals to eliminate similar fees and taxes on other industries, the sum of which, including the device tax, totals $165 billion over 10 years, stated The Medical Device Excise Tax: Economic Analysis. The tax was justified partly because the medical device industry was among the commercial interests that stood to benefit from unanticipated profits as more individuals enroll in health care insurance, post-ACA. Jane G. Gravelle, a senior specialist in economic policy for the Congressional Research Service and co-author of the economic analysis, said that the medical device tax is a small tax compared with most excise taxes. We think that the tax will be passed on to consumers, said Gravelle. Then how consumers will react basically it depends on demand elasticities. The report suggests that the effect on the price of health care, however, will most likely be negligible because of the small size of the tax and small share of health care spending attributable to medical devices. The report also suggests a relatively small drop probably no more than 0.2 percent in U.S. output and jobs for medical device producers. Executives at Cook are in favor of repealing the medical device tax. Cook sells more than 14,000 different product variations. Its devices are used by physicians in more than 40 medical disciplines. They range from wire guides, needles and catheters, to grafts, drug-eluting stents and tissue engineering. Without repeal, Cook will move important new, device-related product lines outside the U.S., said the companys chairman, Stephen Ferguson. Ferguson provided written testimony for the record before the Senate Finance Subcommittee on Health in April. The most significant barrier to our future U.S. job growth is the medical device excise tax, Ferguson stated in his testimony. For a company like ours, which pays about 31 percent of our U.S. earnings in federal and state corporate income taxes, the excise tax will increase our effective rate on those U.S. earnings to 41 percent a 32 percent increase,"" he added. In an interview on Wednesday, Ferguson said that big expenses for companies tend to be wages and salaries, research and development and capital. Weve never laid anybody off, he said. To cut back on employees and R&D doesnt make any sense to us. So what we did was put our capital projects on hold. He said that 60 percent of the companys sales are outside the United States, while 80 percent of its manufacturing is still in this country. Besides North Carolina, Cook has manufacturing plants in Indiana, Pennsylvania, Illinois and California. The company also has manufacturing facilities in Ireland, Denmark and Australia. Cooks plant in Winston-Salem employs 580 people. Scott J. Sewell, vice president of technology acquisition and development in the endoscopy division for Cook, said that the Winston-Salem facility is out of space. He said the company previously bought land where it can grow but Cook has a freeze on creating new infrastructure. Thats because our tax burden is $13 million a year, Sewell said of the entire company. That started in 2013. He said that the tax is making it hard for Cook to compete overseas, where a lot of its competitors operate typically in environments with lower tax rates. Despite the debate, so far there have not been a lot of suggestions for an alternative way to help fund The Affordable Care Act. At the time, North Carolina was known to have one of the most aggressive sterilization programs, with only two states having been known to sterilize more of their citizens. In 2013, North Carolina passed legislation becoming the first state to compensate victims of forced sterilization. This legislation set aside $10 million in the state budget to compensate victims of the state's eugenics program. As of the beginning of 2015, more than 200 victims have been awarded approximately $20,000 each in compensation. H.R. 2949 was introduced to further assist victims of these programs by ensuring the payments victims receive do not count towards their eligibility for, or amount of, any benefits they receive from the Federal government. This includes Medicaid, Supplemental Nutrition Assistance Program (food stamps), unemployment, Supplemental Security Income, and any other Federal benefits. North Carolina's eugenics program is a vestige of a dark period in our state's history which unfortunately still impacts our citizens today, said Congressman McHenry.
