We support extending the current one year validity to five years and allowing multiple entries over the term of the visa. We believe this change will benefit the U.S. economy as well as allow Chinese-Americans the opportunity to welcome family and friends from China to the United States more often.     An efficient visa process is critical to U.S. effort to boost overseas visitation and the enormous revenues they generate for our economy.  In his Executive Order on Travel and Tourism last year, President Obama launched an inter-agency effort to attract 100 million foreign visitors over the next decade. Extending the term of the visa and allowing multiple visits would constitute a major step toward achieving that commendable objective. Furthermore, by eliminating the need for multiple visas over a five year period, the State Department will be able to reallocate valuable resources to reduce visa processing backlogs in China and elsewhere around the globe.   According to the U.S. Travel Association, travelers generated $2 trillion in economic output, translating to 14.6 million American jobs in communities across the United States. The travel industry is leading the U.S. economic recovery in part by attracting visitors from around the world, including Chinese tourists ready to spend heavily on U.S. products and services. Travel exports constitute our nation’s top service export, generating a trade surplus for travel of more than $4 billion in June.   The United Nations World Tourism Organization recently found that Chinese travelers are now the leading source of tourist spending around the world. In 2012, Chinese tourists spent more than $100 billion on tourism outside of China, a 40% increase from 2011.  According to the Commerce Department, the volume of Chinese visitors from March 2012 to March 2013 rose by 21% and has increased by 27% year-to-date compared with the first quarter of 2012.     When visiting the United States, Chinese travelers spend more than any other foreign nationals: an average of more than $7,100 per visit. Moreover, this figure has risen by more than 500% since 2005.  In 2012, Chinese visitors spent $8.8 billion while in the United States.  The potential opportunity is staggering.  If the United States attracts one percent of the growing Chinese travel market, those additional 830,000 Chinese travelers would spend $5 billion and support 35,500 more American jobs.   Regrettably, we are not taking full advantage of this opportunity.  While nearly 2 million Chinese visitors are expected to visit the U.S. this year, this represents only 2% of the Chinese tourists likely to travel abroad in 2015. The Chinese State Council is working to increase this number through its ""Outline for National Tourism and Leisure (2013-2020)"" strategy to encourage citizens to utilize paid leave for vacations. By 2020, the number of Chinese visits abroad is expected to hit 200 million.    Local communities across the United States are working hard to attract Chinese visitors.  It is critical that the United States increase efforts to welcome these travelers to exciting tourist destinations across the U.S.  Brand USA, a nonprofit, public/private partnership created by Congress to attract foreign visitors to the U.S., has recognized the importance of increasing travel from China to the United States  and is conducting an aggressive advertising campaign throughout China.   It is also important to note that one of the biggest segments of Chinese citizens who apply for visas are business travelers. Extending the visa term would yield far more opportunity for commercial relationships between our two countries. As of November 18, 2013, the United States Agency for International Development reported that Typhoon Haiyan/Yolanda affected 10.3 million people, with four million being displaced.  Today, many people remain in desperate need of basic goods such as food, water, and medical supplies. We are proud of the swift efforts by the United States to assist our friends in the Philippines by coordinating the distribution of food, water, and humanitarian goods.  Ideally our aid personnel on the ground would be available to directly distribute these goods to those in need.  But, unfortunately, this is not a viable option due to extensive damage on the ground. After the 2010 earthquake in Haiti, the U.S. Air Force dropped over 55,000 pounds of food and water to the areas that had been difficult to reach due to widespread damage.  It is my understanding the United States is currently delivering food to the Philippines primarily through distribution centers and via helicopter and V22-Ospreys.  Time is of the essence, and we hope you will use the U.S. Air Force to administer larger scale airdrops of humanitarian supplies to assist those in the most remote and inaccessible areas of the Philippines that were affected by the typhoon, to the fullest extent possible. In particular, we wish to highlight an aid deployment strategy developed by the U.S. Air Force at Lawrence Livermore National Laboratory called the Tri-wall Arial Delivery System, or TRIADS, which enables the dropping of food packages safely from high altitudes without parachutes.  This technology has been effectively utilized to deliver millions of food packages in Afghanistan, Bosnia, Haiti, and Pakistan.  We believe that this approach could be particularly useful in distributing food in isolated areas in the Philippines without unintentionally injuring people on the ground. In her letter, Titus thanks the Governor for his attention to the matter and asks him to consider relocating the Nevada Department of Veterans Services (NDVS), headquartered in the Reno Regional Office, to Las Vegas.     The following is a copy of Congresswoman Titus’s letter to Governor Sandoval:    Dear Governor Sandoval,   A recent news article highlighted a letter that you sent to Allison Hickey, Undersecretary for Benefits at the U.S. Department of Veterans Affairs. In your letter, you asked the VA to consider moving the Reno Veterans Benefits Regional Office to Southern Nevada. I thank you for your attention to this matter.    This was an issue that was discussed at length during a field hearing of the House of Representatives Committee on Veterans’ Affairs, Subcommittee on Disability Assistance and Memorial Affairs, which has jurisdiction over the Veterans Benefits Administration (VBA). I am honored to be the Ranking Member of this subcommittee and to work to ensure veterans in Nevada and throughout the United States receive the benefits they have earned in a timely fashion.    During our field hearing held at Las Vegas City Hall on November 7, 2013 we examined whether the VA was effectively serving veterans in Southern Nevada despite having our “local” regional office in Reno. I asked the VA to invest more resources in Southern Nevada to ensure our local veterans are receiving the attention they deserve.    Since joining the House Veterans’ Affairs Committee in January I have been focused on improving the Reno Regional Office, which is one of the most underperforming offices in the VBA system. While some improvements have been made, the RO must make significant improvements to meet the VA’s goals and to better serve veterans in Nevada. If you are interested, my office can share the detailed metrics we have developed on the Reno RO.    I am pleased that you share my goal of ensuring veterans throughout Nevada have easy access to the services that the VA offers, as well as those offered by the Nevada Department of Veterans Services (NDVS). In addition to countermeasures to prevent mussel infestation in Las Vegas’ water intakes number 1 and 2 in Lake Mead, the Southern Nevada Water Authority has had to change the design of the Water Intake 3 project, currently underway, to prevent Quagga colonies from growing there as well. If unchecked, the mussels can clog the intakes, preventing water from reaching residents and visitors in Southern Nevada.   In addition to impacts in Southern Nevada, there is also concern about the mussels spreading to other parts of our country.  Lake Tahoe, which borders Nevada and California, is on the edge of the waterways where Quagga mussels have taken hold. Nor are the heavily populated neighborhoods of Spring Valley, Winchester, and Summerlin. As you can see from the map attached to this letter, the majority of pedestrian-related crashes and fatalities occur outside of the City of Las Vegas in the urban, unincorporated areas of Clark County.    The Regional Transportation Commission of Southern Nevada, in partnership with my office and a multi-jurisdictional coalition of local and state officials and agencies, is working to address the growing concern about pedestrian safety in the Las Vegas Valley. I continue to believe that the UASI funding should be used to fund activities through a risk based, forward looking metric. As you continue to refine the formulas for this program, I reiterate my request that you improve the methodology to better reflect the nature of Las Vegas and other cities with a significant number of visitors. As we have previously discussed, I have concerns regarding the methodology for the risk formula and I would encourage you to share my previous communications with your eventual successor. I would like to highlight a few that I believe are in the most need of improvement.  The current risk formula does not reflect the military installations that rely on Las Vegas for services and housing for members of the Armed Services. These installations include Nellis Air Force Base and Creech Air Force Base. Any sort of emergency in Las Vegas would have a direct impact on the Air Force, both in the Western United States and in theater, as Nellis and Creech play significant roles in overseas operations. I am also concerned that the risk formulas do not account for future influxes of visitors. A truly forward looking, risk based formula would include ways to gauge future needs. Funding for these programs should not be contingent on artificial caps regarding the number of cities that can participate or on previous participation in the program.
