UU. sin temor a la deportación durante tres años a la vez.   Las acciones del Presidente también racionalizarán la inmigración legal para impulsar nuestra economía y promoverán la naturalización para aquellos que califiquen.  Durante más de medio siglo todo presidente, ya sea demócrata o republicano, ha utilizado sus facultades legales para tomar medidas con respecto a los problemas migratorios del país.  El Presidente Obama ahora está tomando otro paso racional.  A medida que la Administración implementa estas acciones ejecutivas, el Congreso debe terminar el trabajo aprobando un proyecto de ley al igual que el proyecto de ley bipartidista del Senado que: continúe fortaleciendo la seguridad fronteriza mediante la adición de más de 20,000 agentes de la Patrulla Fronteriza; tome medidas enérgicas contra las compañías que contratan a trabajadores indocumentados; cree un camino ganado hacia la ciudadanía para los inmigrantes indocumentados que paguen una multa e impuestos, pasen una investigación de antecedentes penales, aprendan inglés y esperen su turno; e impulse nuestra economía y mantenga a las familias unidas reduciendo la burocracia para simplificar nuestro proceso de inmigración legal.   Medidas enérgicas contra la inmigración ilegal en la frontera Bajo la Administración del Presidente Obama, los recursos que el Departamento de Seguridad Nacional (DHS) dedica a la seguridad en la frontera suroeste se encuentran en su punto más alto.  Hoy en día, existen 3,000 agentes adicionales de la Patrulla Fronteriza a lo largo de la frontera sudoeste y nuestro muro fronterizo, los sistemas de vigilancia de aeronaves no tripuladas, y los sistemas de vigilancia de tierra han aumentado más del doble desde 2008. Ampliación del programa de Acción Diferida para cubrir a más “DREAMers”. We support extending the current one year validity to five years and allowing multiple entries over the term of the visa. We believe this change will benefit the U.S. economy as well as allow Chinese-Americans the opportunity to welcome family and friends from China to the United States more often.     An efficient visa process is critical to U.S. effort to boost overseas visitation and the enormous revenues they generate for our economy.  In his Executive Order on Travel and Tourism last year, President Obama launched an inter-agency effort to attract 100 million foreign visitors over the next decade. Extending the term of the visa and allowing multiple visits would constitute a major step toward achieving that commendable objective. Furthermore, by eliminating the need for multiple visas over a five year period, the State Department will be able to reallocate valuable resources to reduce visa processing backlogs in China and elsewhere around the globe. According to the U.S. Travel Association, travelers generated $2 trillion in economic output, translating to 14.6 million American jobs in communities across the United States. The travel industry is leading the U.S. economic recovery in part by attracting visitors from around the world, including Chinese tourists ready to spend heavily on U.S. products and services. Travel exports constitute our nation’s top service export, generating a trade surplus for travel of more than $4 billion in June. The United Nations World Tourism Organization recently found that Chinese travelers are now the leading source of tourist spending around the world. In 2012, Chinese tourists spent more than $100 billion on tourism outside of China, a 40% increase from 2011.  According to the Commerce Department, the volume of Chinese visitors from March 2012 to March 2013 rose by 21% and has increased by 27% year-to-date compared with the first quarter of 2012.     When visiting the United States, Chinese travelers spend more than any other foreign nationals: an average of more than $7,100 per visit. Moreover, this figure has risen by more than 500% since 2005.  In 2012, Chinese visitors spent $8.8 billion while in the United States.  The potential opportunity is staggering.  If the United States attracts one percent of the growing Chinese travel market, those additional 830,000 Chinese travelers would spend $5 billion and support 35,500 more American jobs. Regrettably, we are not taking full advantage of this opportunity.  While nearly 2 million Chinese visitors are expected to visit the U.S. this year, this represents only 2% of the Chinese tourists likely to travel abroad in 2015. The Chinese State Council is working to increase this number through its ""Outline for National Tourism and Leisure (2013-2020)"" strategy to encourage citizens to utilize paid leave for vacations. By 2020, the number of Chinese visits abroad is expected to hit 200 million.    Local communities across the United States are working hard to attract Chinese visitors.  It is critical that the United States increase efforts to welcome these travelers to exciting tourist destinations across the U.S.  Brand USA, a nonprofit, public/private partnership created by Congress to attract foreign visitors to the U.S., has recognized the importance of increasing travel from China to the United States  and is conducting an aggressive advertising campaign throughout China. It is also important to note that one of the biggest segments of Chinese citizens who apply for visas are business travelers. Extending the visa term would yield far more opportunity for commercial relationships between our two countries. Meanwhile, the Nevada Division of Child and Family Services has requested case files and information on Michell Momox-Caselis from the Clark County Department of Family Services for a review, according to Mary Woods, spokeswoman for the Nevada Department of Health and Human Services. Michell’s death became the latest high-profile case involving the local child welfare system after the 16-month-old was killed in an apparent murder-suicide involving her foster father on Oct. 12. “An independent child welfare expert is completing the review to ensure a thorough and unbiased review of compliance with federal and state laws, and state and local policy and procedures,” Woods said. “The review should be completed within 30 days of the reviewer receiving all of the case information.” Family Services staff will be available to answer policy and process questions from the independent expert reviewing Michell’s case for the state, but they will not complete the case review with the expert, Woods said. Saitta on Thursday said she was “absolutely gratified” that senior elected officials see the importance of the task assigned to the Blue Ribbon committee. She said Reid offered to get national charitable organizations, such as the Annie E. Casey Foundation, to provide outside expertise and the U.S. Department of Justice to help with research. “The assistance at a national level can only enhance the work we hope to do,” she said. The committee could have the opportunity to reach out to various experts for models of best practices when looking at reforms. “It will make our work much more informed,” she said. Reid’s spokeswoman said another valuable resource in Nevada is Amy Ayoub, whom Reid appointed to the new National Commission to Eliminate Child Abuse and Neglect Families. Elderly gay couples have higher poverty rates than their heterosexual counterparts, and elderly lesbians are twice as likely to be poor as heterosexual married couples. Social Security benefits are currently determined based on a “place of domicile” standard, meaning that same-sex couples are generally only eligible to receive benefits if they live in a state that recognizes the validity of their union. With marriage equality being recognized in a growing number of states, we are concerned that same-sex couple may not be aware that they are now eligible for Social Security benefits and we believe that additional efforts are needed. Following the Windsor decision, it is our understanding that SSA began to specifically track applications from individuals who applied for same-sex spousal and survivor benefits. This means that Social Security has the ability to identify individuals who previously applied for and were denied benefits, but who are eligible because their state now recognizes marriage equality. It is also our understanding that SSA has not reached out to these individuals and has no plans to do so. Only 14 percent of engineers are women; and while black and Hispanic workers comprise 11 and 14 percent of the workforce, respectively, they account for only 6 percent of STEM workers. The young women and students of color behind those numbers are the reason I introduced the Training Highly Skilled Americans Act in November 2013. The legislation increases federal investment in STEM programs at colleges and universities serving students of color. It creates scholarships for low-income, students of color; grants loan forgiveness to certain low-income students who obtain a STEM degree; and provides institutions serving students of color with funds to develop STEM programs for people of color and women. Forty three of the 47 state felony provisions are first-offense provisions. Four are second-offense felonies (Iowa, Mississippi, Ohio, and Pennsylvania). However, there is no national reporting system for animal abuse. Reports and statistics are based mainly on public media reports; the numbers suggest that animal abuse is common in both rural and urban areas, and cruelty and neglect cross socio-economic boundaries. Most cases of animal cruelty are never reported, and the extent of animal abuse in the United States is unknown. This is unacceptable; the federal government has fallen short in tracking animal cruelty. We can and should be doing more to prevent crimes against animals, track crimes, and identify trends in our communities.  Animal cruelty goes far beyond poor conditions at large-scale breeding facilities, neglectful owners, or organized dog fights. Just this year, a local pet shop owner in Nevada’s 1st Congressional District in Las Vegas set fire to her pet shop, with 27 puppies locked inside. From the limited information we have about animal cruelty crimes, we also know that individuals who have a history of pet abuse are at greater risk of becoming a domestic batterer, and children exposed to domestic violence have been shown to be more likely to be cruel to animals.  These are important criminal trends that we should be able to track and analyze, as they cross all socio-economic and geographic boundaries throughout the United States. The VA Southern Nevada Healthcare System has faced a multitude of challenges opening the new Las Vegas VA hospital. The VHA projected that demand for care at the new facility would grow 2-3%, but the actual increase in demand was close to 20%. A new emergency department is currently under construction because the original facility lacked the necessary capacity to address urgent care needs. The facility has also struggled to recruit and retain specialists which has resulted in veterans travelling to California to receive care. Included in the pending legislation to address the emergency at the VHA is a bill I introduced, H.R. 4942, the Underserved Veterans Access to Health Care Act. This legislation will add new Graduate Medical Education (GME) slots at the Veterans Health Administration. These new residency slots would be best utilized in areas of the country that are currently experiencing physician shortages, such as Las Vegas. Adding these residency slots in Las Vegas will help build a strong team of physicians to meet current and future demands for care. Introducing the bill separately enables supporters to keep the grant fund proposal alive should the so-called MAP-21 bill get bogged down in Congress.  Currently, Nevada receives about $409 million a year from the federal government accounting for 53 percent of the money the state spends to build and maintain roads and for public transit.  More than 90 percent of the money routed to Nevada is redistributed by the Nevada Transportation Department.  Under the bill, a portion of five transportation funding accounts would be tapped to fund the new grant program.  Under a formula in the bill, 10 percent of funds for Nevada through the National Highway Performance Program would go to grants as well as one-third each of the amounts allocated for the Highway Safety Improvement Program, the Congestion Mitigation and Air Quality Improvement Program, the Surface Transportation Program and the Transportation Alternatives Program.  Titus said the amount of money to the state wouldn’t change, but who decides where it goes would. This is more than double the number served in 2000, and the population is expected to grow.  The VA has invested $1.3 billion to improve access to care for these veterans, but there is still much to be done. Nearly one in four VA hospitals does not have a fulltime gynecologist on staff.  In addition, approximately 15 percent of community-based clinics in rural areas do not even have a designated women’s health provider despite the VA’s stated goal to have such a provider in every VA healthcare facility.  Female veterans are also more likely than their male counterparts to be referred to private care outside of the VA even if the only private care option is miles away.  Even more troubling are reports about the quality of care that female veterans receive when they are able to access care within the VA.  A study conducted by the University of Pittsburgh found that one out of every two female veterans received a prescription for medication from a VA healthcare provider that could cause birth defects despite the fact that many are of child-bearing age and the majority are not on contraception.   Furthermore, the VA OIG has found that 60 percent of female veterans at community clinics did not receive the results of their normal breast cancer screening within the required two weeks, and even more disturbingly, 45 percent of those results never made it into the VA’s electronic health records. These statistics are simply unacceptable.  They indicate that the issues of access to quality care and proper coordination of care are an even greater problem for our female veterans than their male counterparts.  It is our understanding that the VA has been working for several years to address these access and quality concerns for female veterans, but the problem has clearly not yet been solved.  When can women expect to receive adequate care in the VA system? More specifically, what is the timeline for ensuring that every VA healthcare facility has a designated women’s health provider?  What is the VA doing to improve medical provider training to ensure that they are taking into account women’s health concerns such as medication that could cause birth defects?   There are currently more than 2.2 million female veterans, a figure that the VA expects to rise in the next few years.
