Prohibit donations to inaugural funds from foreign nationals or corporations. It also bans so called straw donors, in which donations are directed through shell entities to hide their true origin. IFIA further places a $50,000 cap on any donation to an inaugural committee.
	
Banning Personal Use of Inaugural Funds. Under IFIA, inaugural funds can only be used for their legitimate government purpose: to plan and celebrate an inauguration.
	
Requires disclosure of all donations and disbursements. IFIA forces an inaugural committee to file a report with the Federal Elections Committee disclosing information about all donations received and disbursements made.
 
The Trump Inaugural committee is now under criminal investigation for millions of dollars in mysterious and unexplained expenditures as well as possibly illegal donations from foreign sources, said Lisa Gilbert, Vice President of Legislative Affairs at Public Citizen, a public interest advocacy group. The absence of adequate regulation and disclosure of the financing of inaugural committees makes very clear the necessity for Congresswoman Scanlon's Inaugural Fund Integrity Act.
Congresswoman Scanlon continued, We must rebalance the scales of power in favor of the people. As you may know, this budget proposal would have cut Supplemental Nutrition Assistance Program (SNAP) by $193 Billion.[1] This drastic 19 percent cut to SNAP would have resulted in 42 million people nationwide having no financial means to put healthy, nutritious food on the kitchen table.[2] The 115th Republican-led Congress rejected this and passed H.R. 2 after almost two years of deliberation, which retained the work requirements as they are. Hunger is often associated with developing countries, when in fact, one in seven Americans are food insecure and one in five Philadelphians are food insecure. The USDA defines food insecurity as being: ""consistent access to adequate food is limited by a lack of money and other resources at times during the year."" [3] Many veterans, senior citizens, children, working families, and college students depend on SNAP for stability and utter survival.

Almost 2 million Pennsylvanians benefit from SNAP and with the majority of benefits going to those in need, it is critical that Title IV of the upcoming Farm Bill continue to keep these vulnerable populations in the forefront of discussions. Earlier this year I attended the Pennsylvania Farm Show in Harrisburg and, among other activities, participated in a roundtable with our constituents to better understand what they are thinking.

The lessons we learned there are that agriculture remains the most important industry in our state, and that there is a direct connection between American agriculture and SNAP's role in being our last line of defense in preventing hunger. In spite of our best efforts, according to research from the Public Citizens for Children and Youth, 20 percent of Pennsylvania children suffer from food insecurity.

SNAP provides needed benefits to children, the elderly and disabled, and disaster victims. It also reduces hunger, buttresses struggling families, and helps boost local economies because SNAP recipients tend to immediately spend their benefits, boosting consumer output.

From Titusville to Philadelphia, many of our constituents are hard-working Americans, seeking to make a living, provide, and feed their families. SNAP benefits can often be the difference between making ends meet or ending up on the short-side of a tight budget, desperately looking to feed families. The 700,000 children in Pennsylvania who depend on SNAP are the future workforce of our great Commonwealth, and in the increased competition in the day and age of globalization, they deserve to have access to safe, nutritious, and affordable food.

The families of whom I write, work 40 plus hours a week but often still lack the means to support and provide healthy meals for their families.[4] Children who do not receive adequate nutrition are adversely affected physically, mentally, and emotionally, which can result in long-term, and debilitating deficiencies.

When summer arrives and schools are closed it is often the case that, school lunch, a child's one and only meal option is eliminated. In fact, in an NPR article, a young boy missed his school bus and a school superintendent drove the child to a convenience store to get him a single serving of a chicken ‘snack pack'. The superintendent assumed the young boy would be happy that he would have something to eat, but instead the young boy was concerned whether the chicken ‘snack pack' would be enough to share with his sister.[5]

Unfortunately, this story is not unique. There are thousands of stories where children rely on school lunches as their only meal of the day and worry whether there will be enough food to share with their siblings.

Your proposal's cuts to SNAP are a disservice to our small businesses. According to Brian Lang of the nonprofit The Food Trust, ""implementing cuts to that extent are going to have stark consequences for retailers, especially in low-income communities."" [6] 42 million Americans and small business owners will be incredibly vulnerable if your callous proposal is administered into law, which I remind you, intentionally subverts the will of the Farm Bill just passed in Congress.[7]

With so many Americans who lack consistent access to meals and quality food, how does the USDA plan to address food insecurity and protect SNAP? Additionally, how does the USDA seek to remedy the cuts to the school lunch program, a basic necessity in the lives of children across the country? I call on you to reconsider these harmful cuts, and work with my colleagues here in Congress to put veterans, children, and other vulnerable populations first.

I assure you that the people of Pennsylvania, who control 20 crucial electoral votes, will not forget if these backdoor SNAP cuts are rammed into law—in part because I will make it my business to remind them.

Again, it is clear that under your leadership, we have a lot to lose. I urge you to withdraw this harmful proposal.

Congressman Dwight Evans (PA-02) praised last night's Senate passage of the First Step Act, a criminal justice reform bill he strongly supported in the House.

""As the bill's name says, it is a first step, but an important one. Despite deep divisions in Congress and in our country, as with the recently passed Farm Bill that I worked on, this criminal justice reform bill shows that we can still work together to make progress and make a real difference in people's lives,"" Evans said. ""I will continue pushing for broader criminal justice reform as part of the new Democratic majority in the House next year.""

The First Step bill must return to the House since the Senate amended it. Evans expects the bill will pass the House by a wide bipartisan majority as it did in the Senate.

The bill would:

Pull back punitive mandatory minimum sentences – two examples of how this will work include letting judges give lower sentences in some circumstances and easing a ""three strikes"" law to give 25 years instead of life in prison;

Make 2010 crack sentencing reforms retroactive, so that older crack sentences also will be eased to bring them more in line with powder cocaine penalties;

Expand ""good time credits"" that well-behaved inmates can use to get out of prison a little earlier; and

Create ""earned time credits"" that encourage inmates to take part in rehabilitative programs for an earlier release.

Evans, the co-chair of the Congressional Re-Entry Caucus and a Member of the Gun Violence Prevention Task Force, has long been active on criminal justice reform, dating to his time in the state legislature. In February, Evans convened a roundtable on the issue in Philadelphia with Rep. Jerrold Nadler, D-N.Y., now the incoming chairman of the House Judiciary Committee, and several key state and local law enforcement officials and leading local advocates. In addition, Evans is an original co-sponsor of the federal Clean Slate bill (H.R. 6677), which is modeled on new state laws in Pennsylvania which state Rep. Jordan Harris, D-Philadelphia, was instrumental in passing. The federal Clean Slate legislation would:

Automatically seal a person's federal record if they have been convicted of a nonviolent offense under section 404 of the Controlled Substances Act – this would include misdemeanor drug crimes like simple possession – and any federal nonviolent offense involving marijuana;

Allow individuals to petition the federal courts to seal records for nonviolent offenses that are not automatically sealed, excluding violent crime and sex offenses. Currently, there is no system in place to allow individuals to have their record sealed at the federal level unless there is intervention from the President of the United States;

Direct the Administrative Office of the United States Courts to create a universal form, available over the internet and in paper form, that an individual could use to file a sealing petition; and

Create a two-year window for individuals to re-petition the court if an initial request was denied. There would be no limitation to how many times an individual could petition the courts.

Other actions Evans has taken on criminal justice reform include:

Signed on as an original co-sponsor of the Bail Fairness Act of 2018, which would require defendants charged with misdemeanors to be released. It is designed to encourage the states to replace unfair money-bail procedures with diversion programs in the case of first-time, nonviolent, low-level offenders.

Signed a letter to fully fund the Federal Defender Services program which ensures access to counsel and other necessary defense services for those who are indigent.

Co-sponsored the Fairness and Accuracy in Criminal Background Checks Act of 2018. This bill is necessary because the use of FBI background checks for employment is rapidly increasing, and an estimated 1.8 million workers per year are subject to FBI background checks that include faulty or incomplete information, according to the National Employment Law Project. The bill would address the serious problems with the FBI database by requiring that records be accurate before they are sent to the agencies and employers that rely on them to make hiring and licensing decisions. This would be similar to the quick clearing-up of faulty records that the FBI already does in connection with gun background checks.

They have all called for major legislative advances including universal background checks, federally funded research into gun violence prevention, and limits on large-capacity magazines, among others. 

Today marks the 6th anniversary of the deadly shooting at Sandy Hook Elementary in Newtown, Connecticut that took the lives of 20 children between the age of six and seven, as well as six adult staff members. 

On average, 96 Americans die from gun violence each day; seven of them are children or teens. Gun-related deaths are now the third leading cause of death for American children: more than 2,700 children and teens are shot and killed every year, nearly 1,000 as a result of suicide.

Compels company directors to consider the interests of all corporate stakeholders - including employees, customers, shareholders, and communities in which the company operates - by requiring American corporations with $1 billion or more in annual revenue to obtain a federal charter as a ""United States corporation."" This approach is derived from the thriving benefit corporation model that 33 states and the District of Columbia have adopted and that companies like Patagonia, Danone North America, and Kickstarter have embraced with strong results.

Empowers workers at United States corporations to elect at least 40% of Board members: Borrowing from the successful approach in Germany and other developed economies, a United States corporation must ensure that no fewer than 40% of its directors are selected by the corporation's employees.

Restricts the sales of company shares by the directors and officers of United States corporations: Top corporate executives are now compensated mostly in company equity, which gives them huge financial incentives to focus exclusively on shareholder returns. To ensure that they are focused on the long-term interests of all corporate stakeholders, the bill prohibits directors and officers of United States corporations from selling company shares within five years of receiving them or within three years of a company stock buyback.

Prohibits United States corporations from making any political expenditures without the approval of 75% of its directors and shareholders: Drawing on a proposal from John Bogle, the founder of the investment company Vanguard, United States corporations must receive the approval of at least 75% of their shareholders and 75% of their directors before engaging in political expenditures. Under SSA's plan,– in the 10 states, more than 105,000 people with disabilities would have to wait longer for a decision on their eligibility for benefits in the first year. They would need to go through the reconsideration step before receiving a hearing, adding over an average of over three months to already excessive wait times. More than 35,000 people with disabilities will drop out of the application process altogether because of the addition of another lengthy step.

The legislation authorizes Youth Promise Grants, a core piece of the Youth Promise Act introduced by Senator Casey. The Juvenile Justice Reform Act requires the Department of Justice (DOJ) to develop best practices, based on research and State practices, regarding the treatment of status offenders and the limited usage of valid court orders to place them in secure detention. It requires DOJ to disseminate these best practices to States and provide technical assistance for implementing them. The development and implementation of best practices is a key step towards closing the valid court order loophole entirely, as would be required by the Prohibiting Detention of Youth Status Offenders Act.

""The draft report says that nearly one hundred percent of our country is served by one or more LTE wireless providers, which is a joke. Madam Chairman, I'd like to add this draft report to the record, so that our colleagues can see what the FCC thinks about wireless coverage in their districts.

""With data like this, it's no surprise the Commission put its Mobility Fund Two auction on hold. The Commission needs better data in order to proceed with this auction. They can't put the onus on rural bidders to verify or dispute another carrier's claims of coverage in any given area.

""So, while I am pleased the FCC has delayed this auction, I am sorely disappointed they took so long to do it. This auction will fund wireless rural broadband deployment for the next 10 years. We need to get it right.

""Another aspect of the Ray Baum's Act that I think requires more oversight is the C-Band report that the FCC and NTIA are required to submit to Congress by September of 2019. This report will examine the feasibility of allowing licensed, unlicensed, and shared use of this band. Currently, cable operators, broadcasters, and public radio use this band to distribute programing using satellite downlinks. The satellite providers have proposed a private market transaction that would sell off two hundred megahertz of spectrum to wireless companies and consolidate satellite operations into the upper three hundred megahertz of the band.

""Finding creative solutions to meet our spectrum needs is crucial, and I think there is merit to this plan. However, I am very concerned about the specifics, or lack thereof, as they have been proposed so far. This band is among those that has been identified as key to deploying 5-G service. Allowing a small group of foreign companies to hand-pick which wireless carriers get access to this critical spectrum raises incredible questions about competition, rural deployment, transparency, and the public interest. Our nation cannot afford to have the FCC sit on the sidelines while our nation's 5-G future is being decided.

""Finally, my community in Pittsburgh was impacted by a terrible tragedy at the Tree of Life Synagogue in Squirrel Hill. It was the deadliest attack on the Jewish community in US history. Our community is deeply grateful for the efforts of the first responders who stopped the attack, including the 911 call center operators who received calls from the people inside. They helped dispatch the first units that responded to the scene. The Ray Baum's Act authorized important changes to the way 911 systems work in hotels and large buildings, and Representative Eshoo and Shimkus's leadership on this issue has been critical. We need to do more, particularly as we look at next generation systems and the funding challenges we face in deploying this technology nationwide.

Casey's bill codifies the Conservation Reserve Enhancement Program so that we can better address water quality and other environmental concerns, and boost wildlife habitats throughout the Commonwealth. Casey's GROW Act, introduced with Senators Brown, Ernst and Grassley, authorizes the Clean Lakes, Estuaries and Rivers (CLEAR) program which prioritizes conservation practices that prevent agricultural runoff and helps beginning farmers pay for conservation practices. Alongside his Chesapeake Bay Delegation colleagues, Casey introduced the Chesapeake Bay Enhancement Act of 2017, which increases funding and reforms the Regional Conservation Partnership Program.
the Nourishing Our Golden Years Act (S.2085)
Casey's bill streamlines the application process of the U.S. Department of Agriculture's Commodity Supplemental Food Program, also known as the senior food box program. The senior food box program improves the health of low-income Americans, ages 60 and up, by providing non-perishable food items once a month. By extending how often participants must recertify, from a minimum of six months to a once a year, the Nourishing Our Golden Years Act would minimize the burden for both participants and states.
the Farm to Food Bank Act of 2018 (S.2824)
Casey's billestablishes food recovery networks to incentivize farmers to donate their product directly to food banks to be distributed to those in need. The bill would assist farmers and ranchers by reimbursing them for the costs to produce, harvest, pack, process, store or transport to foodbanks food that is safe for consumption but does not have access to a retail market or supply chain.
Other provisions supported by Senator Casey include:

The Southport marine terminal complex alone could see 4,000 new jobs. Some estimates suggest the upgrades could generate more than 6,000 direct and indirect jobs.

In a brief ceremony today at the Granahan Playground Congressman Brady presented a check to Monarchs Founder and President Robert Ford to ensure that the team will be able to compete next month in the National Championship Tournament hosted by the United Youth Football League (UYFL) in Plant, Florida.
The team was fundraising to pay for the trip but Ford said it was a struggle. ""Once again Congressman Brady has come through for us. He has been with us from the very beginning.""

The Congressional App Challenge encourages students to explore STEM education hands-on. It is important that students are engaged in the growing STEM fields, and this competition provides them with an opportunity to pursue their interests and continue to grow their skills.

He promised to punish companies who offshored their jobs, but instead awarded these same employers with billions in new federal contracts and actually encouraged greater offshoring in his tax legislation. He promised to protect our mining and manufacturing workers, but instead removed labor protections and safety measures. And while he boasted about raising worker wages, they have declined across the country, including in our home states of Texas and Pennsylvania. President Trump has time and time again failed to deliver for blue collar workers.
The broken promises of the Trump Administration, and the recklessness of the GOP-led Congress, continue to threaten our middle class. The only thing the GOP will ever be able to peddle are their tax cuts for the wealthiest 1 percent. The Blue Collar Caucus is ready and motivated to get to work for the other 99 percent. With our better deal agenda for the people, and for this country, we are working to increase the minimum wage to a livable wage, and equip workers with the skills and industry-relevant training to prepare them for in-demand jobs.
Now 49 members strong, we are addressing the growing economic strain felt by working families, and reigniting a Democratic platform that champions job growth, economic opportunity, and workers' rights. Spurred by the wake-up call of the 2016 election, we are fighting to reconnect Democrats to their roots with the labor movement, and the labor movement to the Democratic Party.
Boosting America's workers and middle class families is deeply woven into the fabric of the Democratic Party, not a footnote aimed to please big corporations and wealthy donors, as witnessed from Republican leadership in Congress. Choosing businesses over blue-collar workers is a false choice the Republican Party has forced on voters for too long. There is no reason we cannot strengthen American workers and American businesses.

Hi, I'm Mike Doyle and I have the privilege of representing the city of Pittsburgh in the United States Congress.
Pittsburgh is a big small city with some of the friendliest people you'll ever meet. As a lifelong resident there, I can tell you that we take great pride in our city, and our sports teams!
One of the best neighborhoods in our city is Squirrel Hill. It is the center of the Jewish community in Pittsburgh, but it's also a neighborhood where people of all races, colors, and faith traditions coexist in a friendly and peaceful atmosphere.
Last Saturday morning started like any other in this peaceful little neighborhood, and then something unimaginable happened. A shooter entered the Tree of Life Synagogue and brutally murdered 11 congregants, and wounded 4 police officers who confronted him as he was attempting to leave. This beautiful, friendly little neighborhood had now become the scene of the deadliest anti-Semitic attack in the history of our country.
We were in shock and our hearts were broken. How could this happen here? But as we all know, this can happen anywhere.
In the midst of this darkest day in our history, rays of light began to shine through. Our first responders who ran towards the shooter to stop him and rescue and care for those still in the Synagogue. High school students who organized a vigil just hours after the attack that was attended by thousands. Muslims, Christians, Hindus, Buddhists  every faith community in every neighborhood  standing shoulder to shoulder in support of their Jewish brothers and sisters. And the Jewish community of Pittsburgh, who throughout their history have had to confront anti-Semitism, saying loud and clear, We will not let hate close this Synagogue. Hate and violence have no place here. Love will conquer hate.'
But it doesn't end there.
Pittsburghers have been moved and comforted by the outpouring of love and support we have received from all over the Country and around the world. Acts of kindness and generosity from people with no connection to Pittsburgh have touched our hearts and given us strength. On behalf of the people of Pittsburgh, I want to say thank you. We deeply appreciate the gestures of love and support we've received.
A dear friend of mine in the Jewish Community said to me, This week, we mourn the loss of our friends and neighbors. Next week, we act.'
And act we must. Americans must get to work and be willing to confront the symptoms of this violence.
The first problem we need to address is the hate-filled language dominating our politics and public discourse. As Americans, we cherish our freedom of speech, but just because we can say something doesn't mean that we should. I believe that Americans in the public arena must tone down their rhetoric, exercise restraint, and treat those with different viewpoints with respect  because we've got to work our way through some difficult conversations.
This starts at the top, but all of us in public life need to look in the mirror and ask ourselves, Will we speak words that unite our country or divide it?'
We desperately need to talk about problems like prejudice, mental illness, and gun violence  but more importantly, we need to act.
For starters, we need a stronger public response to the hate speech on social media that demonizes others, reinforces prejudice, and very likely incites some individuals to violence. We all have a responsibility to speak up and condemn hate speech when we see it. Moreover, we have a responsibility to let law enforcement know if we think a crime is about to be committed.
We also need to do more to treat mental illness in this country. Of course, not everyone who commits a crime is mentally ill, and few Americans with mental health issues ever commit a violent act.
Nevertheless, in several deadly hate crimes over the last decades, the shooters suffered from mental illness. That shouldn't be surprising. Mental health has historically been neglected and under-funded. This is the richest Country in the world. Surely, we can afford to provide mental health care to our neighbors who need it. Put another way, can we afford not to?
And finally, we need to come together to reduce the gun violence that's ripping our country apart. You would think that after all of the tragedies in Connecticut, Florida, Colorado, Nevada, and now here in Pittsburgh, that Congress would finally come together to pass common-sense gun safety legislation.
The sad reality is that this Congress has done nothing to address gun violence in this country. Not a single one of the many bills introduced to combat gun violence has been allowed to come to the Floor for a vote by the Republican leadership.
This has to change! Americans have a right to know where their Member of Congress stands on these important issues. Congress has to act! To stand by and do nothing  as innocents are murdered in our communities  seems like a crime in its own right. We owe it to those we have lost to make our communities safer, healthier and more civil.
Democrats in Congress are ready to work - and more importantly vote - on these issues. We welcome the opportunity to work with our Republican colleagues to enact bipartisan legislation to reduce hate crimes, gun violence and mental illness in this country.
That would be the best way to honor the lives lost in Pittsburgh this week.

H.R. 5775 Providing Reliable Options for Patients and Educational Resources Act of 2018: This bill requires important Medicare patient disclosure and engagement for prevention and treatment, including: providing information about the adverse effects of opioids; and, advising on proper disposal instructions for medication so it does not fall into the wrong hands. The bill also incentivizes hospitals to improve their engagement with patients about their pain-management options.

Making this change to Social Security is expected to result in higher COLAs, ensuring that seniors can better keep up with the rising costs of their essential items.
The current broad-stroke approach does not accurately reflect the needs and buying trends of senior citizens. I support adjusting the way Social Security COLAs are figured to better reflect rising prices in the areas of need and expense for seniors, which are different than those faced by younger Americans. And this is why I'm cosponsor of the Strengthening Social Security Act of 2018.

The fact of the matter is, however, that while corporations and the rich are doing great, thanks to the GOP agenda, tens of millions of Americans are still struggling to get by. 
A million taxpayers in Pennsylvania will get no tax cut in 2019; and some of them will actually see their taxes go up. 
The President will brag about unemployment at 4 percent and wage growth of 2.8 percent. What he doesn't mention is that unemployment number's so low because lots of people are so discouraged they've given up looking for work  and that many others are working 2 or 3 jobs in order to make ends meet. 
But it's not enough just to have a job, or two, or three. People have to make enough money to live on. We're all glad to see wages go up 2.8 percent, but don't think it's some kind of Trumpian miracle. Wage growth has averaged between 2% and 3% nationwide over the last 5 years. 
Unfortunately, in Pennsylvania, real average hourly wages have fallen more than 2 percent since President Trump took the oath of office. What's more, from a longer perspective, after adjusting for inflation the average wage today has about the same purchasing power as it did 40 years ago  while the prices of many essentials have risen faster than wages for most of that time. 
Millions of Americans are faced with the challenge of stagnant wages and soaring health care costs; millions of young people are saddled with student loan debt; and our communities' roads and schools and water systems are crumbling. 
Congressional Republicans have done little to address these challenges and help out the millions of hardworking Americans barely making it from paycheck to paycheck.
Democrats have a much better deal for the American People. We want to help the majority of Americans that the GOP has left behind. Our agenda for the American people will create new jobs and raise wages by rebuilding our country, while getting health care and prescription drug costs under control so all Americans can afford the medical care they need.

Those who would be most at risk under this proposed Trump hatchet job are the most vulnerable Americans, not the privileged one percent. We cannot allow this wrong headed proposal to happen.
Creating instability for people with pre-existing health conditions is a step back, said Representative Cartwright. We need to be taking steps forward, like lowering the costs of prescription drugs.
Allowing insurance companies to deny someone health coverage or raise rates because of a pre-existing condition is nothing short of cruel, said Representative Boyle. The health and financial stability of more than 5 million Pennsylvanians hangs in the balance. Some of these people are denied coverage with a pre-existing condition like childhood acne, pregnancy, or for just being a woman. This is absurd. As much as the Trump Administration tries, I refuse to go back to bad old days when these people were left in jeopardy.
Representative Evans said, In 2016, President Trump promised Pennsylvanians quality, reliable, affordable health care' and at a much less expensive cost.' He and his Republican enablers in Congress have failed Pennsylvanians on that. In 2016, President Trump also said big pharmaceutical companies are getting away with murder' and that We're going to negotiate like crazy' on Medicare Part D prescription drug prices. He and Republicans in Congress have failed Pennsylvanians on that too.
People suffering from cancer, or diabetes, or asthma or any other preexisting condition shouldn't have to live in fear of losing their coverage or seeing their premiums go through the roof, Congressman Lamb stated. We should be working together to make health care and prescription drugs more affordable, not taking away protections that have made such an enormous difference in the lives of so many people in our state and all over the country.""
At Congressman Doyle's request, Democratic staff on the House Committee on Oversight and Government Reform prepared a report on the threat posed to Pennsylvanians by the Trump Administration's actions to weaken the ACA's protections for Americans with pre-existing conditions. The report estimates that:
 As many as 624,000 people in the individual market in Pennsylvania may lose federal protections against coverage denials or premium increases as a result of their pre-existing health conditions, gender, or age.
		Individuals with Pre-Existing Health Conditions: As many as 399,000 people in the state who purchase insurance through the individual market have pre-existing health conditions and may lose federal protections against coverage denials or premium increases as a result of the Administration's actions. Of these individuals, 196,000 have pre-existing health conditions severe enough that insurers might deny them coverage altogether.
			Women: As many as 368,000 women in the state who purchase coverage through the individual market may lose federal protections against coverage denials or premium increases because of their gender as a result of the Administration's actions. Before current protections were put in place, a 40-year-old Pennsylvania woman paid 20% to 47% more for coverage than a man of the same age as a result of discrimination by insurance companies.
			Older Adults: If current statutory protections are eliminated, older Americans could be charged many times more than the amount younger adults pay for their insurance premiums. As many as 281,000 individuals between 50 and 64 years old in the state who purchase health insurance through the individual market may lose federal protections against coverage denials or premium increases as a result of the Administration's actions.
		
	Although this report focuses primarily on individuals who purchase insurance through the individual market, 6,335,000 individuals in Pennsylvania with employer-sponsored insurance may also be at risk of losing these federal protections.
 According to a recent Kaiser Family Foundationpoll,nearly three-quarters of the American people believe it is very important to retain these protections in the law.

More than 5 million people in Pennsylvania who have pre-existing conditions could see their premiums increase dramatically if the Affordable Care Act's protections are undermined, Representative Doyle said in releasing the report. Some Pennsylvanians with pre-existing conditions could even be denied health insurance at any price. That's unacceptable. Americans don't want to go back to the bad old days when insurance companies cherry-picked customers and charged women, older Americans, and people with pre-existing conditions more. I helped to enact the Affordable Care Act, and I am fighting to preserve its coverage expansion and patient protections. 
Almost 624,000 people in Pennsylvania will be severely impacted if the Trump administration is able to gut protections for people with per-existing health conditions now provided by the ACA, Representative Brady observed. Those who would be most at risk under this proposed Trump hatchet job are the most vulnerable Americans, not the privileged one percent. We cannot allow this wrong headed proposal to happen.
Creating instability for people with pre-existing health conditions is a step back, said Representative Cartwright. We need to be taking steps forward, like lowering the costs of prescription drugs.
Allowing insurance companies to deny someone health coverage or raise rates because of a pre-existing condition is nothing short of cruel, said Representative Boyle. The health and financial stability of more than 5 million Pennsylvanians hangs in the balance. Some of these people are denied coverage with a pre-existing condition like childhood acne, pregnancy, or for just being a woman. This is absurd. As much as the Trump Administration tries, I refuse to go back to bad old days when these people were left in jeopardy.
Representative Evans said, In 2016, President Trump promised Pennsylvanians quality, reliable, affordable health care' and at a much less expensive cost.' He and his Republican enablers in Congress have failed Pennsylvanians on that. In 2016, President Trump also said big pharmaceutical companies are getting away with murder' and that We're going to negotiate like crazy' on Medicare Part D prescription drug prices. He and Republicans in Congress have failed Pennsylvanians on that too. 
People suffering from cancer, or diabetes, or asthma or any other preexisting condition shouldn't have to live in fear of losing their coverage or seeing their premiums go through the roof, Congressman Lamb stated. We should be working together to make health care and prescription drugs more affordable, not taking away protections that have made such an enormous difference in the lives of so many people in our state and all over the country.""
At Congressman Doyle's request, Democratic staff on the House Committee on Oversight and Government Reform prepared a report on the threat posed to Pennsylvanians by the Trump Administration's actions to weaken the ACA's protections for Americans with pre-existing conditions. The report estimates that:  
	
 As many as 624,000 people in the individual market in Pennsylvania may lose federal protections against coverage denials or premium increases as a result of their pre-existing health conditions, gender, or age.
		Individuals with Pre-Existing Health Conditions: As many as 399,000 people in the state who purchase insurance through the individual market have pre-existing health conditions and may lose federal protections against coverage denials or premium increases as a result of the Administration's actions. Of these individuals, 196,000 have pre-existing health conditions severe enough that insurers might deny them coverage altogether.
			Women: As many as 368,000 women in the state who purchase coverage through the individual market may lose federal protections against coverage denials or premium increases because of their gender as a result of the Administration's actions. Before current protections were put in place, a 40-year-old Pennsylvania woman paid 20% to 47% more for coverage than a man of the same age as a result of discrimination by insurance companies.
			Older Adults: If current statutory protections are eliminated, older Americans could be charged many times more than the amount younger adults pay for their insurance premiums. As many as 281,000 individuals between 50 and 64 years old in the state who purchase health insurance through the individual market may lose federal protections against coverage denials or premium increases as a result of the Administration's actions.
		
	Although this report focuses primarily on individuals who purchase insurance through the individual market, 6,335,000 individuals in Pennsylvania with employer-sponsored insurance may also be at risk of losing these federal protections.
 According to a recent Kaiser Family Foundation poll, nearly three-quarters of the American people believe it is very important to retain these protections in the law.

Sec. 7062 and Sec. 7063, Protecting Moms and Infants: Requires the Secretary of Health and Human Services to issue and periodically update a report regarding the implementation of the recommendations in the strategy relating to prenatal opioid use, including neonatal abstinence syndrome, developed pursuant to the Protecting Our Infants Act of 2015. Also reauthorizes the Residential Treatment for Pregnant and Postpartum Women grant program.
 
 
Sec. 1014, MACPAC study and report on medication assisted treatment utilization controls under Medicaid programs: Directs the Medicaid and CHIP Payment and Access Commission (MACPAC) to conduct a study on utilization management controls applied to medication-assisted treatment options in both fee-for-service and managed Medicaid programs.
 
 
Sec. 2005, Medicare coverage of certain services furnished by opioid treatment programs: Provides Medicare coverage for certain services provided by opioid treatment programs, including medications, counseling and therapy. This includes coverage for methadone (an evidenced-based medication that treats opioid misuse) and draws, in part, from Casey's bipartisan bill to provide Medicare coverage for methadone as well as outpatient treatment needs highlighted in a recent Senate Aging Committee hearing held by the Senator.

The Stopping Assault while Flying Enforcement (SAFE) Act will ensure airlines are properly responding to and addressing in-flight sexual misconduct, including through training, reporting, data collection, and law enforcement notification. Specifically, the reauthorization included several provisions of the SAFE Act, including:
 
Section 339A: Requires the U.S. Department of Transportation (DOT) to establish the National In-Flight Sexual Misconduct Task Force to review current airline practices, protocols, and requirements in responding to and addressing in-flight sexual misconduct by passengers, including training, reporting, and data collection.
 
 
Section 399B: Within 2 years of enactment, requires the Attorney General to develop and make public the process for individuals to report in-flight sexual misconduct to law enforcement based upon the Task Force's recommendations.
 
The FAA reauthorization also establishes a civil penalty for sexually assaulting or the threat of sexually assaulting a member of the flight crew, cabin crew, or other individuals on the airplane and increases the current civil penalty for interference from $25,000 to $35,000 and expresses the Sense of Congress that all airlines should have policies and procedures in place to address sexual misconduct, including reporting to law enforcement; communicating the rights of employees and passengers; and training employees on responding to sexual misconduct.
The Saracini Aviation Safety Act was named after Bucks County resident Captain Victor Saracini who flew United Flight 175 when it was hijacked and will require airlines to add another barrier before entering the cockpit to increase pilot safety. Specifically, the reauthorization mandates the installation of a secondary barrier in front of the cockpit door on all newly manufactured aircraft. Senator Casey has been working on this legislation since 2013.
A 2007 study by the Radio Technical Commission for Aeronautics concluded that the secondary barrier dramatically improves the effectiveness of the other onboard security measures currently in place, also works as a stand-alone security layer, and is the most cost-effective, efficient and safe way to protect the cockpit.
A 2013 study published in Risk Analysis and the Journal of Policy Analysis and Management, in conjunction with the CATO institute, found that secondary barriers are very cost effective, require little maintenance and reduce riskat a modest cost.

I am pleased that Congress was able to come together, in a bipartisan fashion, and pass this bill that provides a 2.6 percent increase in pay for members of our military, Rep. Cartwright said. 
As a member of the Appropriations Committee, I'm also pleased that we have provided $4.4 billion for programs that help respond to the opioid crisis, Cartwright said. These funds will help with prevention, treatment, support for families and children, and innovative research to develop non-opioid pain medication.
In addition to military pay raises and funding increases for opioid abuse prevention and treatment, the minibus appropriations package also contains funds for flu preparedness, career and technical education, veterans' employment assistance, and heat assistance for seniors in the winter (LIHEAP).
The Centers for Disease Control and the National Institutes of Health both received significant increases in the bill, as did health research sponsored by the Pentagon on traumatic brain injuries, battlefield treatments, prostate cancer, and breast cancer.
The bill has passed the Senate and heads now to President Trump for his signature.

The new aircraft will be assembled at the Italian-owned Leonardo helicopter factory in Northeast Philadelphia, and outfitted with weapons and other military systems at the Boeing helicopter factory in Ridley Township. The military MH-139 is based on Leonardo's civilian AW-139 helicopter. Leonardo says it has made more than 900 AW-139s, in Philadelphia and at other plants, for 270 clients, including government agencies, oil prospectors, and police.
The contract is the ""first portion"" of an eventual $2.38 billion procurement, Heather Wilson, secretary of the Air Force, said in a statement. Boeing expects the Air Force to buy up to 80 more of the helicopters, plus training and support equipment. Boeing and Leonardo beat a version of rival Lockheed Martin's Black Hawk helicopter and other bidders to win the deal.
If the contract survives a potential challenge by Lockheed Martin or other disappointed bidders, the job will keep 500 employees busy at the Leonardo and Boeing factories in the Philadelphia area and at their suppliers around the U.S., said Jerry Drelling, a Boeing spokesperson.
""This contract may usher in a period of expansion"" at Leonardo, spokesperson Margaret Rogalski said, but it's ""too soon"" to project new hires. She said the first aircraft should be delivered in fiscal year 2021. Leonardo's local workforce includes mechanics, pilots, and engineers, as well as sales, marketing, finance, and other business people.
""It's not going to ramp up hiring"" at Boeing, but the new Air Force contract will keep workers at the Delaware County facility busy ""militarizing"" the ships after they are built at Leonardo's factory, Boeing's Drelling said.
Philadelphia-area Democratic and Republican elected officials had joined forces in support of the MH-139, which Boeing officials said would keep costs down by using readily available ""off the shelf"" parts instead of custom-made pieces.
It almost didn't happen for the Philadelphia plants. Last year's National Defense Authorization Bill had initially called for a one-company ""sole-source"" contract, according to U.S. Rep. Brendan Boyle (D., Pa.), who represents Northeast Philadelphia. After Boyle filed an amendment, the Air Force agreed to open the process, making possible the joint bid.
The Pentagon has wanted to replace the Hueys after deciding they were obsolete a decade ago, but it took that long for Congress and military officials to decide on what to do.
Secretary Wilson cited the ""strong competition"" between the Boeing-Leonardo team and its rivals with saving the government $1.7 billion off the initial expected $4.1 billion price of the new helicopters.
""The new helicopter will be an important tool for airmen charged with securing and defending the nation's intercontinental ballistic missiles,"" the Air Force added in its statement.
""It's also ideal for VIP transport,"" said David Koopersmith, head of Boeing's Vertical Lift division.
Both Boeing and Leonardo have upgraded their Philadelphia-area plants in recent years. The Boeing works at Ridley employs more than 4,000, who mostly build and refurbish Chinook military helicopters for the U.S. and allied governments, and also make Osprey tilt-rotor aircraft. The Leonardo plant, near Northeast Philadelphia Airport, employs around 560, making mostly civilian aircraft.
""The more than $125 million investment made by Leonardo in the Philadelphia facility"" shows the company is ready to build ships for the Air Force, William Hunt, chief executive of Leonardo's subsidiary here, AgustaWestland Philadelphia Corp., said in a statement.
""We are extremely proud,"" added Alessandro Profumo, chief executive of parent company Leonardo. He said the deal is proof Leonardo can ""meet the most stringent requirements"" and is a ""strong, reliable partner"" for U.S. aircraft-makers and clients. The company changed its name from Finmeccanica after top executives were charged in a 2014 bribery trial in Italy; their convictions were later reversed on appeal.

Day and evening classes for commercial truck driving training run throughout the year at Northampton Community College's Monroe Campus in Tannersville.Day classes meet Monday through Friday from 8 a.m. - 4:30 p.m. for six weeks. Evening classes meet Monday through Friday from 5 p.m. - 10 p.m., and Saturdays from 8 a.m. - 4:30 p.m. for eight weeks. The next classes begin in October.
