The lease sale was rescheduled after a court-ordered temporary injunction following last-minute changes to cut the acreage and impose restrictions on the sale in a backroom negotiation between the administration and radical anti-American energy extremists. Wednesday's lease sale resulted in $382 million in high bids from 26 companies in the Gulf of Mexico. ""Today, we saw resoundingly strong demand for energy exploration and production in the Gulf of Mexico, despite attempts by the Biden administration to prevent this sale at every turn. At a time when Americans are struggling with sky-high inflation and expensive energy costs, this administration continues to fail American families and small businesses by doing everything possible to make energy more expensive and leave us more dependent on foreign, hostile nations. “Instead, we should be unleashing American energy with additional lease sales in the Gulf to lower energy costs for hardworking American families, create more jobs here at home, secure funds for coastal restoration and hurricane protection in Louisiana, while also helping our allies abroad. ""While I’m happy to see today’s lease sale move forward with such strong interest, President Biden has failed to schedule any lease sales for 2024, and is putting America’s energy and national security in jeopardy. We simply can’t afford to continue these failed policies, and I’ll continue fighting to restore America’s energy security.""",1,2026-03-30T01:40:41Z,2026-04-08T01:14:16Z https://scalise.house.gov/press-releases/Scalise%2C-Delegation-Introduce-Legislation-to-Expand-Atchafalaya-National-Heritage-Area-to-Include-Lafourche-Parish,"Scalise, Delegation Introduce Legislation to Expand Atchafalaya National Heritage Area to Include Lafourche Parish",2023-12-15,2023,2023-12,Republican,House,LA,Steve Scalise,S001176,scalise.house.gov,scalise,https://scalise.house.gov/media/press-releases,scraper,"WASHINGTON, D.C. — Today, House Majority Leader Steve Scalise (R-La.) and members of the Louisiana delegation announced the introduction of legislation to include Lafourche Parish, La., as part of the Atchafalaya National Heritage Area (ANHA). “From Cajun cuisine and Zydeco music to our bayous and abundant natural resources, Louisiana has an unparalleled culture and heritage and is home to some of the most unique and special landscapes and traditions in the world. The Atchafalaya National Heritage Area protects our region’s storied culture and resources, and I’m proud to lead the effort with my congressional delegation colleagues to ensure that Lafourche Parish – the only parish in the historic boundary area left out of the original designation – is included in this important National Heritage Area,” said Majority Leader Scalise. “As the representative of the east and west boundaries of the Atchafalaya Basin, it is evident that the people and culture of Lafourche Parish are inextricably linked to the heritage of this nationally significant region that I have the honor to represent. We were proud to author the reauthorization of the Atchafalaya National Heritage Area last year, and it is rewarding that colleagues from all parts of the state have come together to embrace Lafourche Parish and “America’s Foreign Country” – the Atchafalaya National Heritage Area,” said Congressman Garret Graves (R-La.). “A paragon of Cajun culture and a sportsmen’s paradise, the Atchafalaya National Heritage Area is a celebration of the history of Louisiana. This bill extends the footprint while preserving the land and creating jobs,"" said U.S. Senator Bill Cassidy, M.D. (R-La.). “The Atchafalaya National Heritage Area is a gem of natural beauty and Louisiana history. I’m happy to join our delegation in working to expand the area so Louisianians can enjoy more of Acadiana’s Cajun culture and diverse landscapes,” said U.S. Senator John Kennedy (R-La.). “The Atchafalaya National Heritage Area is an integral part of South Louisiana’s culture and history. I’m honored to join my colleagues in the Louisiana delegation to introduce legislation expanding the covered area. We are working to ensure Louisianans and tourists from all over can enjoy this unique landscape and its contributions to our state’s culture,” said Congressman Clay Higgins (R-La.). “The expansion of the Atchafalaya National Heritage Area to include Lafourche Parish is wonderful news for Louisiana. Not only will it enhance economic development in the region, it will improve quality of life and provide a clean environment to enjoy. I’m proud to join my colleagues in the Louisiana delegation for this expansive effort and look forward to watching this nationally historic landscape thrive,” said Congresswoman Julia Letlow (R-La.). “By expanding the Atchafalaya National Heritage Area to include Lafourche Parish, we are preserving Louisiana’s diverse heritage. I’m proud to partner with the entire Louisiana delegation to celebrate our state’s rich natural, cultural, and historic resources,” said Congressman Troy A. Carter, Sr. (D-La.). What Louisiana Leaders are saying: “Designated by Congress, the Atchafalaya National Heritage Area raises local, regional, and national awareness of the Atchafalaya region and the uniqueness of our Louisiana culture, heritage and invaluable natural resources. Historically bounded by Bayou Teche and Bayou Lafourche, Lafourche Parish was left out of the original designation, and we are pleased to see Leader Scalise’s leadership to modify the boundary to include Lafourche Parish in this legislation,” said Lafourche Parish President Archie Chaisson, III. “The Atchafalaya National Heritage Area program has preserved and enhanced the cultural, recreational, and natural resources of the region since its designation in 2006. The vitality of our communities is what makes this region so culturally strong. With the addition of Lafourche Parish, a place so rich with natural resources and a strong Louisiana identity, our Atchafalaya story is complete,” said Atchafalaya National Heritage Area Executive Director Justin K. ""House Republicans have been leading with solutions on every issue – passing more rule bills than House Democrats did with one party control in the first year of the 117th Congress – even as the Senate and the President continue their tactic of refusing to take up our bills to fix their self-created crises. ""On the House floor, the Republican majority has passed legislation to confront rising crime, unleash American energy, lower costs for families, secure President Biden’s wide-open border, combat executive overreach and burdensome agency rules, and refocus our military on its core mission of national security. We’ve also been fighting to fix our broken education system by passing a Parents’ Bill of Rights and exposing the rampant antisemitism and hypocritical wokeism on university campuses. ""House Republicans have also worked tirelessly to increase transparency, oversight, and accountability in the federal government. The House Judiciary, Ways and Means, and Oversight Committee investigations continue to reveal new evidence of President Biden’s involvement in his family’s shady business dealings and his Administration’s efforts to impede the criminal investigation into Hunter Biden. The American people deserve the truth, and we won’t stop until we get it. ""Washington must work for the American people – not against them. In the next year, House Republicans will hit the ground running, continuing to address the problems that are hurting families across the country and deliver on our promises."" 117th First Year v. 118th First Year: Rule Bills passed: 118th: 67 117th: 66 A Future That’s Built on Freedom ✅ Small Businesses S.J. Passed 260-162 Republicans: 218-0 Democrats: 42-162 Police Life Oversight Investigations Impeachment Inquiry: For months, the Oversight, Judiciary, and Ways and Means Committees have conducted an investigation that built a record of overwhelming evidence revealing how Joe Biden knew, was involved, and benefited directly from his family’s influence peddling schemes. According to financial records obtained by the House Oversight Committee, the Biden family set up over 20 shell companies – most of which were created when Joe Biden was Vice President – in a concerted effort to hide payments from foreign adversaries. The Biden family and their associates received over $24 million between 2014 and 2019 from foreign nationals including companies in China, Russia, Ukraine, Romania, and Kazakhstan. The Bidens sold access to Joe Biden around the world to benefit the Biden family, including Joe Biden himself, likely to the detriment of U.S. interests. The committees revealed two checks to Joe Biden that prove Joe Biden benefited directly from his family’s influence peddling. Joe Biden received $40,000 in laundered China money from the account of his brother, James Biden, and sister-in-law, Sara Biden, in the form of a personal check. Joe Biden also received a $200,000 check labeled from James Biden the same day that James Biden received a $200,000 loan from a failing rural hospital operator. James Biden swindled the hospital by claiming his last name would open doors in the Middle East. The committees are taking action to bring in key witnesses from the Biden family and their associates to question them on the record of evidence. The House voted to formalize the impeachment inquiry into President Biden on December 13, 2023. This vote will allow Congress to function at the apex of its power to compel witness testimony and the production of documents to ensure that the American get the answers they deserve. The House Oversight Committee, Committee on Judiciary, and Ways and Means will continue to follow the facts and deliver transparency and accountability for the American people. Key Evidence: An interactive timeline of the Biden’s pay for play schemes. Oversight Committee report showing the Bidens’ dealings with foreign countries. Biden Bank Records Memorandum showing the family created over 20 shell companies. Key Findings from the IRS Whistleblowers. Whistleblowers’ transcripts, press release, and links. Follow-up letters seeking more transcribed interviews in the wake of the IRS whistleblowers’ explosive testimony. This proposed bill will revise two programs within the Agricultural Credit Act of 1978 - the Emergency Conservation Program and the Emergency Forest Restoration Program (EFRP), to provide farmers and owners of nonindustrial forest land who have been impacted by natural disasters with the option to receive advance emergency payments prior to carrying out emergency measures. Farmers and owners of nonindustrial forest land can be provided with up to 75% of the upfront cost of the emergency measures they plan to take in the future. Importantly, this bill expands the eligibility for payments to include damage caused by man-made fires when the damage was spread due to natural causes, as well as wildfires that are caused by the federal government. It also includes payments for damage caused by hurricanes, another type of natural disaster that heavily impacts the state of Louisiana. “I want my constituents to know that the issue of natural disasters that so many of them experience are not lost on me,” said Rep. Letlow. “Natural disasters like forest fires and hurricanes wreak havoc on farmers and producers, and the effects are lasting. Having the option to receive assistance before they begin carrying out emergency measures gives them a jump start on minimizing the damage.” “Farmers and foresters need help right when disaster strikes, not years afterward. Yet again, Congresswoman Letlow is taking the lead by proposing common sense legislation that would keep Louisiana agriculture viable when the worst happens. The Emergency Conservation Program Improvement Act and The Drought Assistance Improvement Act are proof that Congresswoman Letlow listens to her constituents and takes action.” said Jim Harper, Louisiana Farm Bureau Federation President. “I thank Congresswoman Letlow for sponsoring this important legislation that will give producers the ability to access emergency assistance up-front to begin the recovery process more quickly following a natural disaster,” said Louisiana Commissioner of Agriculture and Forestry, Dr. Mike Strain. This past summer, Louisiana was faced with record drought and extreme weather conditions. Because of this, the Louisiana agriculture sector experienced an estimated loss of $1.37 billion in 2023 alone. This kind of loss is detrimental and demands action. “I represent the largest agriculture district in the state of Louisiana, and I’ve heard directly from our farmers and producers how droughts have affected my constituents and their livelihoods,” said Rep. Letlow. “It is crucial our farmers and producers receive the assistance they need when they are faced with these extreme weather conditions.” “USDA has taken administrative liberties through the Emergency Relief Program (ERP) that are not adequately and equitably addressing the losses farmers have experienced. ERP for 2020 and 2021 poorly accounted for many farmers' losses by using a one-size-fits-all approach requiring use of tax documents for loss calculations that often didn’t reflect the full loss a farm incurs due to natural disaster. Now, in ERP 2022, USDA continues with that model, but goes even further by picking winners and losers through their progressive factoring of assistance. We are proud to have an ally in Representative Julia Letlow to listen to the farmers and ranchers in her district and carry their message in Congress.” said Jim Harper, Louisiana Farm Bureau President. This bipartisan legislation authorizes State Entities who receive grants through the Charter Schools Program (CSP) to use a portion of their funding to support the application process and development of new charter schools. Currently, the CSP does not allow funding to be used for the planning phase of charter schools. If passed, this bill will allow for up to 5% of CSP grants to go towards the pre-planning that is required to apply for a new charter school. The applications are long and tedious, so the funding will be used to ensure high-quality prospective charter school applicants have the tools and assistance they need to successfully complete the process. Additionally, the bill allows State Entities to use a percentage of grant funds towards technical assistance and quality improvements for charter schools. “Charter Schools provide children with excellent opportunities in education,” said Rep. Julia Letlow (LA-05), “I’m proud to introduce this critical legislation with my colleagues Congresswoman Jill Tokuda, Congressman John James, and Congressman Juan Ciscomani to support high-quality charter school developers so we can continue to expand learning opportunities for our students.” “All of our students deserve the best when it comes to their education, and who knows better than our teachers,” said Rep. Jill Tokuda (HI-02). “That’s why I’m proud to join Rep. Letlow in introducing the Empowering Educators to Lead Act, which would provide more equitable access to pre-planning resources for educators looking to start public charter schools. In Hawaiʻi, public charter schools provide our keiki with innovative, high quality educational opportunities in their community. This bill will provide the funding and support needed for the often burdensome and complex process of opening a public charter school.” “I believe every child should have the best possible shot at success through education. By slashing red tape and making it easier to start a charter school through legislation like the Empower Charter School Educators to Lead Act, we can expand academic opportunity, put parents back in the driver’s seat and ensure students reach their full potential. I’m proud to stand with my colleague, Rep. Julia Letlow, to introduce this legislation.” said Rep. John James (MI-10). “Our education system cannot be one size fits all, and families should have all options available to them when finding an education that best fits their child. The Empower Charter School Educators to Lead Act alleviates major burdens on high-quality charter school developers, which often serve as barriers for establishing charter schools in our communities. By cutting this red tape, we are making charter school education available to more families and new communities.” said Rep. Juan Ciscomani (AZ-06). “The Empower Charter School Educators to Lead Act is a great step forward in attracting a diverse pool of educators and community leaders across the country to open high-quality public charter schools,” said Nina Rees, President and CEO of the National Alliance for Public Charter Schools. “This is a win for communities, families, and students. Local educators and leaders know best how to serve their students and this bill offers them the critical resources they need to put a plan to open a charter school. On behalf of the charter school community, we thank Representative Letlow for her leadership in introducing this bill and Representatives Tokuda, James, and Ciscomani for sponsoring the bill and their lifelong support for greater educational opportunities for all kids and families.” Specifically, this bill would: Authorize State Entities to make pre-planning awards of up to $100,000 to the prospective charter applicants. Allow State Entities to use up to 5% of their CSP grant funds for their pre-planning awards. Raise the cap on the percentage of State Entities grant funds that can be used for State technical assistance and quality improvement from 7% to 10%. Confirm that States’ technical assistance activities can include assistance to charter schools for locating and accessing a facility. Importantly, the technical assistance can be used to help locate and access a facility for charter schools, which is a major barrier to starting a charter school. The first-of-its-kind working group has held six Member-level meetings with policy and business experts. The meetings, mostly closed to the press, covered a range of topics and helped the working group explore possible legislative initiatives. Following the six-part briefing series, Member-level conversations will begin on a legislative framework to put forward in the coming months. “Paid family leave remains a major priority as we continue working to support American families,” said the Paid Family Leave Working Group members. “Our bipartisan approach reflects our commitment to finding enduring solutions, and we look forward to sharing what we’ve learned and our recommendations for next steps.” Following the creation of the House working group, the Senate stood up a similar bipartisan group dedicated to advancing paid family leave policies for more Americans. A summary of the six meetings to date can be found below. History of Family Medical Leave Act (FMLA): On February 7, 2023, the working group was joined by former Senator Chris Dodd (D-CT) and former Republican HELP Committee Staffer Stephanie Monroe – both individuals who were instrumental in passing FMLA 30 years ago. Lessons Learned from Successful State-Level Paid Leave Efforts: On March 28, 2023, representatives from Colorado, New Hampshire, New Jersey, Massachusetts, Washington, and the District of Columbia briefed the working group on their successful efforts to enact paid leave legislation. Hearing from Private Insurance Industry: On April 18, 2023, various insurance companies came to Capitol Hill to discuss the role they might play in implementing paid leave policies. Convening Small Business Leaders: On May 11, 2023, nearly a dozen leaders in the small business sector shared their hopes and concerns about the impact of a federal paid leave policy on staffing and operating costs. Large Employers and Trade Association Collaboration: On July 18, 2023, the working group hosted large companies such as The Home Depot and IBM, alongside trade associations, to discuss their current paid leave policies and how a federal framework might operate. Intersection of Caregiving and Paid Leave: On September 28, 2023, the working group held their sixth and final fact-finding meeting to talk about how related issues like childcare and senior care affect the paid leave landscape. Earlier this year, the working group also sent a letter to then Speaker Kevin McCarthy and Minority Leader Hakeem Jeffries, urging consideration of paid leave legislation during the 118th Congress. This bill will prioritize new grants for small and rural public agencies that will be focused on upgrading local law enforcement and fire department facilities that serve fewer than 50,000 residents. These grants will be given through the Department of Justice (DOJ) and the Federal Emergency Management Act (FEMA). Over three years, $250 million will be allocated annually for the DOJ program, BUILD, and $250 million will be annually allocated for the FEMA program, BUILD-FIRE. Many local departments operate out of facilities that date back to the 1980s or before, and are in need of modifications to meet current standards. With this bill, the Attorney General and Secretary of Homeland Security will be directed to conduct a study of the construction and renovation needs of police and fire department facilities to make sure the necessary modifications and upgrades are met. “Our local law enforcement, first responders, and firefighters are the lifeline of the safety and well-being of our communities,” said Congresswoman Letlow. “It is critical that the brave men and women who put themselves in harm’s way in service to our communities have the proper resources they need to keep us safe. I’m proud to join my colleagues in introducing the bipartisan BUILD Act, to ensure our rural public safety agencies have the adequate investments to continue their critical work for our communities.” “It’s clear from the conversations I’ve had with our law enforcement, fire fighters, and town representatives that this legislation would help our communities and departments fund much needed public infrastructure upgrades,” said Congressman Pappas. “Our public safety agencies must have access to the funds they need to upgrade their facilities to modern standards, supporting our officers as well as community safety. I will continue to work alongside our communities, and with my colleagues on both sides of the aisle, to advocate for the resources they need to promote public safety and keep us safe.” ""Supporting funding for local law enforcement and firefighters is paramount to safeguarding the heart of our communities,” said Congressman Kean. “We must invest in these courageous professionals who risk their lives to protect us daily, respond to emergencies, and keep our neighborhoods secure. I am proud to co-sponsor the BUILD Act. We owe it to our first responders to provide adequate funding so they can do their jobs effectively."" Specifically, the BUILD Act would: Authorize a new BUILD grant program at the Department of Justice to modify, upgrade, or construct facilities for small local law enforcement agencies serving jurisdictions of less than 50,000 Authorize a new BUILD-FIRE grant program at the Federal Emergency Management Agency (FEMA) to modify, upgrade, or construct facilities for small fire departments serving jurisdictions of less than 50,000 For fire departments with EMS contingents, EMS projects would be eligible too Require a GAO study of the sufficiency of the existing capital infrastructure of small public safety agencies over the near term and long term Require the Attorney General to conduct and publish a study of the met and unmet construction and renovation needs of a national sample of police departments Require the Secretary of Homeland Security to conduct and publish a study of the met and unmet construction and renovation needs of a national sample of fire departments",1,2026-03-30T01:40:41Z,2026-04-08T01:01:09Z https://letlow.house.gov/media/press-releases/letlow-stefanik-allen-steel-re-introduce-bill-modernize-workplace-effectively,"Letlow, Stefanik, Allen, Steel Re-Introduce Bill to Modernize the Workplace to Effectively Identify and Validate Workers’ Skills",2023-11-03,2023,2023-11,Republican,House,LA,Julia Letlow,L000595,letlow.house.gov,letlow,https://letlow.house.gov/media/press-releases,scraper,"WASHINGTON, D.C. - Congresswoman Julia Letlow (R-LA) joined Representatives Elise Stefanik (R-NY) Rick Allen (R-GA), Michelle Steel (R-CA) to re-introduce the Validate Prior Learning to Accelerate Employment Act. Experience is an invaluable teacher, and this bill is a win for NY-21 as it gets qualified candidates back into the workforce benefiting our economy.” “Too often qualified job seekers who possess valuable skills from prior work experience are overlooked by employers,” stated Congressman Rick Allen. “But having started my own construction business, I know firsthand how important it is to hire employees with the skills necessary to step right into the job. With nearly ten million unfilled jobs across our nation, it is imperative we move past the status quo and recognize that a four-year college degree is not the only measure of what a worker can bring to the table. That’s why I am proud to join my colleagues in re-introducing the Validate Prior Learning to Accelerate Employment Act, which will help ensure employers can find qualified job candidates through skills-based hiring and empower more individuals to achieve the American Dream.” “Real life experience is invaluable in the workplace,” statedCongresswoman Michelle Steel. “This bill could be the catalyst for changing many workers' lives for the better and filling a critical need in the labor market. Oftentimes very little guidance is available to women who experience menopause symptoms,” said Rep. Letlow. “I’m proud to introduce this bipartisan legislation with Rep. The full text of the letter can be found here and below: Dear Colleague, We all came here to save this country from being taken down a dangerous path of destruction. We don’t sacrifice time with our families to come to Washington to fight over the small things – we are here because we care about our children’s futures and the kind of country they will grow up in. Under the failed leadership of President Biden, our country is being pushed to the brink. Americans cannot afford life’s daily expenses, and for many the American Dream is getting further out of reach. Our debt will cripple our grandchildren. Our border is wide open and must be secured. Our energy supply is being willingly depleted. Crime is surging, our cities are being destroyed, and drugs are flowing into our communities from Biden’s open border. Every state is now a border state, with millions of unvetted illegal immigrants being shipped across the country, robbing social services meant for hard-working citizens. The rule of law is in doubt; the Justice Department is weaponized to target political enemies and shield allies. Our standing around the world is in question, and there is no accountability for the decisions that allowed 13 of our soldiers to be killed in the failed surrender of Afghanistan. I firmly believe this Conference is a family. When I was shot in 2017, it was Members of this Conference who saved my life on that field. When I made it to the hospital and my family was told my chances of surviving were low, it was the prayers from all of you that carried us through. When I was in the hospital for nearly 15 weeks, it was the possibility of getting back to work with all of you that kept me motivated to get better. During that time, I was often asked why after nearly losing my life because of this job I would want to go back. But it was never a question for me: I love this country, and I believe we were sent here to come together and solve the immense challenges we face. As I face new challenges, I feel even more strongly about that today. I know the coming weeks ahead will be some of the most arduous times we will face together, but this Conference is worth fighting for – we cannot lose sight of our shared mission. Now, more than ever, we must mend the deep wounds that exist within our Conference and focus on our objectives so we can get back to work for the millions of people who are counting on us. It is with that sense of responsibility and purpose that I am seeking the Conference’s nomination for Speaker of the House. You know my leadership style I’ve displayed as your Majority Leader and Whip. I have a proven track record of bringing together the diverse array of viewpoints within our Conference to build consensus where others thought it impossible. When I ran to be your Majority Leader, I made a commitment to turn our conservative agenda into legislative action, facilitate a legislative process built on regular order and Member input so all Members and their constituents have a voice in the House of Representatives, and to hold the Biden Administration accountable. We moved our top agenda items through the House based on those three commitments. We ran an efficient, collaborative, and successful process involving multiple committees of jurisdiction to pass H.R. 1, the Lower Energy Costs Act, which would lower costs, lower inflation, and make America energy independent once again. When we ran into challenges on our border package, we pressed pause on that committee process to bring in dozens of Members, both on and off committee, to iron out our differences on border and immigration policy. The result of that work was H.R. 2, the Secure the Border Act, the most conservative border bill the House has ever passed. And we delivered on our commitment to ensure that parents have a say in their children’s education through the passage of H.R. 5, the Parents Bill of Rights. While we have made tremendous progress so far this Congress and have demonstrated that we can unite against failing liberal policies, more work needs to be done. We have an extremely talented Conference, and we all need to come together and pull in the same direction to get the country back on the right track. Now is not the time to slow down. We are conducting critical oversight of a corrupt administration. We are in the midst of considering individual appropriations bills in an open and transparent process, with Members from across the Conference offering amendments to ensure their constituents and districts are represented. We laid out an aggressive schedule to complete floor consideration of all 12 appropriations bills to go into Senate negotiations with the strongest hand possible, and we cannot afford to lose any more time achieving that goal. Our strength as a Conference comes from our unity, and we have seen when we unite as a Conference, we can deliver wins for the American people. Now we need to take those unified positions and work to extract conservative wins from the Democrat Senate and White House by leveraging upcoming deadlines. While we need to be realistic about what can be achieved, if we stay united, we can preserve leverage for the House to secure tangible wins in our impending policy fights. The task before us is not without its challenges, but I believe in this Conference and our ability to come together and achieve great things. God already gave me another chance at life. I believe we were all put here for a purpose. This next chapter won’t be easy, but I know what it takes to fight and I am prepared for the battles that lie ahead. I humbly ask you for your support on this mission to be your Speaker of the House. Professor, we’re gonna be moving quickly here. Let us retract from the absurdities of 21st-century Twitter. Let’s go back to 1787, shall we. Article Two, Section Four: the President, Vice President, and all civil officers of the United States shall be removed from office on impeachment for and conviction of treason, bribery, and other high crimes and misdemeanors. High crimes and misdemeanors is not, and never has been limited to indictable criminality. Mr. Turley, Professor, please tell us briefly, sir, what was the actual meaning in 1787 of high crimes and misdemeanors? Professor Jonathan Turley Well, this has been a matter of obviously robust debate for many decades. What we do know is that there were various terms that were offered and were rejected. The most famous being maladministration and James Madison was uncomfortable with that. But they were also uncomfortable with limiting it to like treason and bribery. Congressman Clay Higgins Exactly. It was never designed to be limited by writ of statute. Was it professor? Would Madison argue that quote-unquote, “betrayal of trust to foreign powers is an impeachable offense?” Professor Jonathan Turley There are references into that type of betrayal of trust. But also, if you take a look at past impeachments, they have gone to the violation of public trust, including the use of office to perpetuate false accounts or to obstruct this body. Congressman Clay Higgins Agreed. So impeachment is a mechanism of our congressional authority is not a criminal proceeding, is a professor? Professor Jonathan Turley it’s not. What I’ve said previously is that I happen to believe you should start with the Criminal Code and look at things that would be crimes for others because those resonate the most in turn. Congressman Clay Higgins Those criminal code violations would be revealed through the investigative effort of the congressional endeavor to inquire into impeachable offenses like this hearing, would you agree? Professor Jonathan Turley That’s right. …. Congressman Clay Higgins Mr. Turley based upon the constitutional parameters of the House of Representatives. Do you agree that our Oversight Committee, Judiciary Committee, and Ways and Means Committee should be judiciously investigating reasonable suspicion of impeachable actions by President Joe Biden? Professor Jonathan Turley I do. I think it is your duty to get answers to these questions and to see if the President was involved in what I think is a confirmed corrupt influence-peddling effort. This bill will amend the Livestock Forage Disaster Program (LFP) and improve the Emergency Assistance for Livestock, Honey Bees, and Farm-Raised Fish Program (ELAP). As it currently stands, the Livestock Forage Disaster Program requires cattle producers to be at a level of Severe Drought (D2) for eight consecutive weeks to qualify for one month of disaster relief. The U.S. Drought Monitor is responsible for documenting the location, intensity, and length of droughts across the country, which is then used by USDA to determine when drought relief programs kick in. However, the Drought Monitor has not always been able to update information quickly enough, potentially leaving producers who are experiencing rapid drought conditions without any aid. Letlow’s Drought Assistance Improvement Act makes common sense changes to allow for one monthly payment when a parish has four consecutive weeks of a Severe Drought (D2) rating and two payments for eight consecutive weeks of D2. This change will match a farmers safety net closer to the losses they are experiencing at the farm gate real-time. In addition, the bill will expand ELAP coverage for farm-raised fish producers (including crawfish farmers) who have experienced losses caused by extreme weather or drought. “Louisiana has been experiencing record droughts, affecting the livelihood of our farmers and producers,” said Letlow. “Eight weeks of drought conditions is far too long for farmers to have to wait for assistance while they only receive one month of payment in return. I’ve proposed we lower this metric to four weeks to ensure our farmers and producers can continue their family farming operations that are crucial to our region.” This bill will: Modify the Livestock Forage Disaster Program (LFP) to allow for one monthly payment when a Parish has 4 consecutive weeks of a Severe Drought (D2) rating and two monthly payments for 8 consecutive weeks of D2. Expand coverage of the Emergency Assistance for Livestock, Honey Bees, and Farm-Raised Fish Program (ELAP) for losses caused by adverse weather or drought. Require the Secretary of Agriculture to provide documentation standards relating to decreased production of crawfish due to drought conditions, providing producers with clearer rules and better understanding of program requirements. Letlow continued: “This proposal is the first step in addressing shortcomings of how we use the drought monitor system to distribute disaster relief payments to our hardworking producers.” The Drought Assistance Improvement Act has garnered support from the Louisiana Farm Bureau, noting: “Farm Bureau stands behind the Drought Assistance Improvement Act to make the disaster programs in the Farm Bill work better for our cattle ranchers and crawfish farmers. As a crawfish farmer myself, I see what a lack of rain does to yields. I’m glad Congresswoman Letlow is working to have this unique Louisiana commodity added to the Emergency Assistance for Livestock, Honeybees and Farm Raised Fish Program. Congresswoman Letlow’s bill brings common sense to the Farm Bill by having one month of drought equal one month of support,” said Jim Harper, Louisiana Farm Bureau Federation President. Additionally with support from the National Cattlemen’s Beef Association, noting: “Cattle producers across the country are currently facing significant hardships due to the continued impact of multiple years of unprecedented drought and skyrocketing input costs. In December 2020, through an omnibus bill, Congress passed the Horseracing Safety and Integrity Act (HISA), which was later signed into law by President Trump. HISA was passed with the intention of bringing uniformity to the horse racing industry by establishing a wide set of rules that would be implemented and enforced by the Horseracing Integrity and Safety Authority. Since its passage, which Congressman Higgins opposed, HISA has been riddled with legal setbacks. After its full implementation, Churchill Downs Racetrack, home of the Kentucky Derby, was forced to shut down after twelve horses died in six weeks. In the new letter to FEMA Administrator Deanne Criswell, the lawmakers emphasized they expect a substantive production of the previously requested information by September 25, 2023. “On May 1, 2023, a bipartisan group of fifty-one Members of Congress including those on the Committee on Oversight and Accountability sent a request for documents and information to inform oversight efforts of the Federal Emergency Management Agency’s National Flood Insurance Program,” wrote the lawmakers. “More than three months later on August 4, 2023, FEMA finally responded with a preliminary production; however, the response falls far short of expectations and appears to consist entirely of publicly available information already known to the requestors. It is concerning if mispriced flood insurance based on inaccurate data is causing massive increases in premium rates and a rapid decline in the number of NFIP policies nationwide. “This oversight initiative is important to provide transparency to the rate setting process, inform policy and appropriations decisions, assess the overall marketplace for flood insurance, and evaluate impacts on program sustainability, affordability and housing markets,” continued the lawmakers.",1,2026-03-30T01:40:41Z,2026-04-08T00:37:48Z https://scalise.house.gov/press-releases/Scalise-Returns-to-Capitol,Scalise Returns to Capitol,2023-09-14,2023,2023-09,Republican,House,LA,Steve Scalise,S001176,scalise.house.gov,scalise,https://scalise.house.gov/media/press-releases,scraper,"Today, House Majority Leader Steve Scalise (R-La.) returned to the Capitol following his recent diagnosis of multiple myeloma, a treatable form of blood cancer. Should the Administration continue to ignore U.S. law and flout congressional oversight, we will use all the tools at our disposal to bring transparency and accountability to the American people and return to a policy of maximum pressure that reverses Iran’s nuclear advancements and deters its targeting of American citizens and servicemembers, support for terrorism, and other malign activities.” The full text of the letter can be found here and below. Dear President Biden, We write with significant concern that your Administration is pursuing a nuclear understanding with Iran alongside a hostage release deal. The Wall Street Journal reported on August 11 that Iran had “diluted a small amount of 60% enriched uranium in recent weeks and slowed the rate at which it is accumulating new material.” This report coincided with news of a deal for Iran to release five American hostages in exchange for several Iranian prisoners and access to at least $6 billion in frozen Iranian assets held in South Korea and potentially billions more held in Iraq. Taken together, this strongly suggests your Administration has contemporaneously brokered a $6 billion prisoner deal and a nuclear “understanding” with the regime that are inextricably linked. This would be a clear violation of your Administration’s legal obligation under the Iran Nuclear Agreement Review Act of 2015 (“INARA”; 42 U.S.C. 2160e), which requires you to submit any “agreement related to the nuclear program of Iran” requiring U.S. action “regardless of the form it takes, whether a political commitment or otherwise, and regardless of whether it is legally binding or not” (42 U.S.C. 2160e(h)(1)) to Congress for formal review within five days. Any such deal or understanding with Iran that does not permanently and completely halt Iran’s nuclear enrichment raises concerns that your Administration is entrenching an Iranian nuclear program that threatens U.S. national security. Iran now has enough fissile material to make two nuclear weapons and could field a nuclear weapon within several months should it decide to do so. Reducing the rate at which Iran is stockpiling 60% enriched uranium does not significantly change this threat, particularly as Iran continues to install advanced centrifuges. Iran has ceased complying with the terms of the Joint Comprehensive Plan of Action and continues to refuse full cooperation with an ongoing International Atomic Energy Agency (IAEA) investigation. Moreover, Iran continues to support attacks on U.S. forces, threaten U.S. citizens, fund terrorist proxies, undermine freedom of navigation, commit human rights abuses against its own citizens, and fuel Russia’s illegal war of aggression against Ukraine. The Iranian regime, the world’s number one state sponsor of terror, utilizes hostage-taking as a negotiating tactic and funding mechanism. The innocent Americans still under detention in Iran have endured years of false allegations, wretched conditions, and separation from their loved ones simply because the regime believes it can profit from them. Iran must release them, unconditionally. Even so, we are deeply concerned that allowing Iran to utilize $6 billion in exchange for innocent Americans creates a direct incentive for future hostage-taking by U.S. adversaries, especially Iran. This deal follows a dangerous precedent set by the Obama Administration, which settled a $1.7 billion claim by Iran, including a $400 million payment in pallets of cash, at the same time that Iran released four U.S. hostages, even as some U.S. government officials reportedly warned this could be seen as ransom. If the United States government continues to pay for hostages, Iran will keep taking them, and may demand a higher price every time. We are also concerned that Iran will use these funds, directly or indirectly, to support its malign activities. Assurances that the money will be limited to humanitarian goods are insufficient because money is fungible. Regardless of restrictions, this deal frees up $6 billion in funds for the regime to finance its military program, terrorist proxies, nuclear activities, and repression. Iran has also previously lied about such humanitarian transactions. The Department of Justice has charged a bank for “facilitating transactions fraudulently designed to appear to be purchases of food and medicine by Iranian customers, in order to appear to fall within the so-called ‘humanitarian exception’ to certain sanctions against the Government of Iran, when in fact no purchases of food or medicine actually occurred.” There are also concerns that there are U.S. nationals imprisoned in Iran whose release is not covered by this arrangement. Our citizens deserve answers about why your Administration is rewarding an Iranian regime that is targeting Americans overseas and at home. Should the Administration continue to ignore U.S. law and flout congressional oversight, we will use all the tools at our disposal to bring transparency and accountability to the American people and return to a policy of maximum pressure that reverses Iran’s nuclear advancements and deters its targeting of American citizens and servicemembers, support for terrorism, and other malign activities.",1,2026-03-30T01:40:41Z,2026-04-08T00:30:18Z https://scalise.house.gov/press-releases/Scalise%3A-Left-Refuses-to-Acknowledge-Its-Own-Climate-Hypocrisy,Scalise: Left Refuses to Acknowledge Its Own Climate Hypocrisy,2023-08-21,2023,2023-08,Republican,House,LA,Steve Scalise,S001176,scalise.house.gov,scalise,https://scalise.house.gov/media/press-releases,scraper,"WASHINGTON, D.C. — Today, House Majority Leader Steve Scalise (R-La.) appeared on Fox Business Network’s Kudlow to discuss the Biden Administration’s halfhearted reaction to wildfires in Maui, which claimed over 100 lives and caused billions of dollars in damage. Earlier this year, environmental activist groups filed a petition with the NOAA to establish a year-round 10-knot (approx. 11.5 mph) vessel speed restriction zone in the Rice’s whale “core” habitat area in the Gulf of Mexico. Since then, over 75,000 comments were submitted to the NOAA, many opposing the overly broad restriction. This legislation has support from the Gulf Ports Association, Marine Retailers Association of the America’s (MRAA), Florida Ports Association, and St. Andrew Bay Pilots Association. The Gulf of Mexico Commerce Protection Act would: Stop NOAA from issuing rulemaking to establish a vessel slowdown zone in the Gulf of Mexico. Require NOAA to consult relevant government agencies and affected stakeholders in developing RWs protection protocols that do not resort to industry-killing policies such as vessel speed and night transit restrictions. Enhances accountability to Congress by demanding a report from the Department of Commerce with findings from the study within 60 days. These include amendments that protect the sanctity of life and fight the social engineering being pushed onto our servicemembers. Click here or the image above to watch. Congressman Higgins’ remarks are below: “Morning, ladies and gentlemen. The Biden administration came into office clearly agenda driven, and that agenda has permeated through every weave of fabric of our country. So the military is a unique machine it should be. I’m an Army Veteran, the military has to exist through good president, bad presidents, effective executive execution of America’s policies, agenda to the left agenda to the right, the military has to continue. And the NDAA is the congressional fingerprints that our armed services have to work within. So as the Republicans came into majority this year, we knew over the course of the last year, the Freedom Caucus has been encouraging our Republican colleagues that would return for the 118th Congress, to embrace the conservative ideological perspective of the constitutionalist, men and women standing before you. We’ve gradually shifted the center of gravity of the Republican Conference towards the right. So as we became the majority party, it is our duty to adjust the impact of the Biden agenda, in every way that we can, we’re trying to save our Republic here. And the NDAA, I must say that our Republican colleagues across the Conference, have been very receptive to the clear understanding that we had a lot of damage done in the military over the last four years that needed to be addressed. So this is what you’re witnessing, you’re witnessing a proper and effective correction of the injury that has been brought upon our military. And when we pass the NDAA, and we will, we’re gonna move on to the next reauthorization and move into 12 appropriations bills where we’ve also been working for a year. We are establishing conservative policies into the government of the people that we serve. In doing so, we’re pushing back against the very liberal agenda that the Biden administration and four years of Democrat majority in the House has forced upon America. We’re not the ones that are changing though. Our ideological principles are solid, unwavering. We’re conservative, we’re constitutionalist. We believe in individual rights and freedom. We want an effective, lethal, deployable, fast, rapid, undefeatable military.",1,2026-03-30T01:40:41Z,2026-04-08T00:18:03Z https://scalise.house.gov/press-releases/Scalise%3A-Democrats-Walked-Away-From-Funding-Our-Troops,Scalise: Democrats Walked Away From Funding Our Troops,2023-07-14,2023,2023-07,Republican,House,LA,Steve Scalise,S001176,scalise.house.gov,scalise,https://scalise.house.gov/media/press-releases,scraper,"WASHINGTON, D.C. — Today, House Majority Leader Steve Scalise (R-La.) joined House Speaker Kevin McCarthy (R-Calif.), House Majority Whip Tom Emmer (R-Minn.), House Republican Conference Chair Elise Stefanik (R-N.Y.), House Majority Chief Deputy Whip Guy Reschenthaler (R-Penn.), Congresswoman Jen Kiggans (R-Va.), and Congressman Nick LaLota (R-N.Y.) to celebrate the passage of the National Defense Authorization Act (NDAA) for Fiscal Year 2024 in the House, which funds America’s troops and improves our national defense posture. Leader Scalise also highlighted Republican-led efforts, such as the Regulations from the Executive in Need of Scrutiny (REINS) Act, to promote responsibility in Washington and curb the Biden Administration’s attacks on the American people. Congresswoman Letlow wrote numerous letters of support and worked diligently to bring the grants to fruition, as they all bring in funding specifically for projects located in the Fifth District. The Columbia Port Commission in Caldwell Parish has been awarded $10,537,798 for the Ouachita River and Louisiana Highway 165 Multimodal Connectivity and Safety Project. This project will fund the land acquisition and construction activities for a Truck Parking Facility located near the inland Port of Columbia, Ouachita River, and Louisiana State Highway 165. This is much needed infrastructure, and will provide parking for approximately 50 commercial trucks and 100 cars. The Tunica-Biloxi Tribe of Louisiana in Marksville has been awarded a $1.6 million grant by the Department of Commerce’s Economic Development Administration (EDA) for the construction of a manufacturing facility. Named the Garan Building, this facility will go to support the growth of the manufacturing sector in that region and create new jobs in the area. With the local funds match of $250,000, it has the potential to generate $1.4 million in private investment and over 100 jobs. Through the Health Resources and Services Administration’s (HRSA) Delta States Rural Development Network Grant Program, the Richland Parish Hospital in Delhi, Louisiana has been awarded $1,188,684. This hospital has dedicated itself to providing care for rural, underserved areas. To support them and their highly critical work, Congresswoman Letlow voiced her support for this grant early on, specifically citing their Adolescent Pre-Diabetes Prevention Program. This grant will allow them to provide life-saving preventative care. Finally, the Fifth District will receive $3,000,000 for the Alexandria International Airport through the Federal Aviation Administration’s (FAA) Airport Improvement Program (AIP). This grant will allow Alexandria International to acquire additional land surrounding the airport to provide noise control.",1,2026-03-30T01:40:41Z,2026-04-08T00:08:25Z https://scalise.house.gov/press-releases/Scalise-Celebrates-One-Year-Anniversary-of-Dobbs-Decision,Scalise Celebrates One Year Anniversary of Dobbs Decision,2023-06-24,2023,2023-06,Republican,House,LA,Steve Scalise,S001176,scalise.house.gov,scalise,https://scalise.house.gov/media/press-releases,scraper,"WASHINGTON, D.C. — Today, Majority Leader Steve Scalise (R-La.) issued the following statement marking the one-year anniversary of the Supreme Court's Dobbs vs. Jackson Women's Health Organization decision: “Today marks the one-year anniversary of the historic and life-saving Dobbs vs. Jackson Women's Health Organization decision, which overturned Roe vs. Wade and brought us one step closer to becoming a nation that upholds the sanctity of life. After 50 years of fighting to protect the unborn with peaceful marches, prayers, and legal and political battles, the pro-life movement finally saw our hard work and dedication come to fruition. Today, we celebrate that we get to say we live in a post-Roe America. “Since the Dobbs decision, nearly half of the states in the U.S. have passed strong protections against abortion, and it’s estimated that tens of thousands of babies have been saved. Now, we need to make those protections stronger throughout the nation. “This fight is far from over – Democrats across the country are still pushing for unlimited abortion funded by taxpayers. In January, House Democrats introduced a bill to allow federal funds to be used to cover abortions, and just this week, while we celebrate the advancement of human rights, Democrats doubled down on their extreme abortion agenda when they filed a discharge petition that would legalize abortion up until the moment of birth. “House Republicans remain committed to defending life and ending the use of taxpayer dollars to fund abortions. Earlier this year, we passed H.R. 26, the Born Alive Act, demanding medical care for children that survive abortion attempts, as well as H.Con.Res. 3, condemning the attacks on pro-life facilities, groups, and churches. “We will not stop fighting to protect the life of each and every unborn child until abortion is unthinkable. We will continue to defend those children who are defenseless, uphold the sanctity of life, and provide the care and support mothers deserve,” said Majority Leader Steve Scalise.",1,2026-03-30T01:40:41Z,2026-04-08T00:08:25Z https://clayhiggins.house.gov/2023/06/23/higgins-helps-pass-middle-class-borrower-protection-act/,Higgins Helps Pass the Middle Class Borrower Protection Act,2023-06-23,2023,2023-06,Republican,House,LA,Clay Higgins,H001077,clayhiggins.house.gov,clayhiggins,https://clayhiggins.house.gov/category/press-releases/,scraper,"WASHINGTON, D.C. – Congressman Clay Higgins (R-LA) voted to pass H.R. 3564, the Middle Class Borrower Protection Act, which would repeal the recent Federal Housing Finance Agency (FHFA) mortgage redistribution plan that would raise fees for borrowers with a higher credit score to subsidize those with riskier loans. This legislation would reinstate the previous fee structure until the Government Accountability Office (GAO) can complete an assessment of the current upfront fee and require the FHFA to propose a new fee structure. “The problem with the new ruling by the FHFA is that it works off generalization by making mortgage loans more expensive for those who have been responsible with their finances,”said Congressman Higgins. “My wife and I have worked diligently to build our creditworthiness and it has been quite a journey. Through our lives we’ve known great struggle and financial hardship. There were many, many years where we had to make hard choices, there just wasn’t enough income between us to live freely, we had to be incredibly disciplined in order to gradually become financially sound, and build excellent credit scores. So, this FHFA rule that penalizes Americans with good credit… it’s the principle of the thing. It’s just wrong. I oppose government intervention in our lives, and I support the foundational ethic of a family’s struggle to establish and maintain good credit.”",1,2026-03-30T01:40:41Z,2026-04-08T00:08:25Z
