The Senate on Dec. 18 passed the bill by voice vote, and the House passed it earlier this month. The legislation was co-sponsored by Reps. Fred Upton, the St. Joseph Republican who heads the House Energy and Commerce Committee, and Frank Pallone, D-New Jersey. Its a banner day for Lake Michigan and the Great Lakes -- we now have a bipartisan law on the books to cleanse dirty microbeads from all our nations waters, Upton said in a Monday statement. Microbeads may be tiny plastic, but they are wreaking big time havoc in our waters. We came together, Republicans and Democrats, and got the job done. The Microbead-Free Waters Act would ban the manufacture of microbeads starting in July 2017, followed by a ban on manufacturing over-the-counter drugs and on sales of cosmetics with microbeads to start in July 2018. A ban on sales of over-the-counter drugs containing microbeads would begin July 2019. The synthetic particles have been found in relatively high concentrations in the Great Lakes where they absorb pollutants, raising concern over their consumption by fish and other wildlife that could eventually enter the food chain. The little pieces of plastic are often used as abrasive exfoliants in toothpastes and facial cleansers, ending up in waterways after they rinse down the drain and flow through the filtration systems at wastewater treatment plants. At least nine states and numerous local jurisdictions already have bans on microbeads in personal-care products, creating a patchwork of differing laws on the synthetic particles. Uptons bill on microbeads was one of several matters that Michigans Republican and Democratic leaders in Congress agreed they would push in a common agenda to maximize Michigans clout on Capitol Hill a development that political experts declared was significant among the states. In May, Democratic Sens. Stabenow of Lansing and Gary Peters of Bloomfield Township introduced companion legislation to Uptons bill to ban the sale of synthetic plastic microbeads used in facial cleansers. At a time when gaining widespread bipartisan consensus is anything but easy, I am especially glad my bill to cut down on unnecessary pollution and protect our waterways is finally law, said Pallone, the ranking member of the Energy and Commerce Committee and the bills co-sponsor. Addiction to drugs like Vicodin, OxyContin, and Percocet often progresses to heroin abuse, and the trend of growing deaths and injuries is cause for alarm. The figures and tragedies cannot be ignored, and Republicans and Democrats on the House Energy and Commerce Committee are trying to do something about it. The numbers paint a startling picture. The Centers for Disease Control and Prevention reported that nationally, nearly 260 million opioid prescriptions were written in 2012. According to the Director of the National Institute on Drug Abuse, Americans consume 80 percent of the worlds prescription opioids, despite constituting just 4.6 percent of its population. Our country is in the midst of an opioid epidemic. The committees investigation over the last year has included a series of hearings featuring over two-dozen witnesses with varying perspectives. Between hearings and numerous meetings with experts, stakeholders, individuals in recovery, and family members of opioid abuse victims, we have identified a number of problems with the way opioid addiction is addressed and highlighted ways to take action. Federal policies toward opioid addiction have often overemphasized a law enforcement approach at the expense of public health. It is clear that this is a public health crisis and our strategy needs to reflect the complex dynamic between public health and criminal activity. We simply cannot arrest our way out of this epidemic. Opioid addiction is a chronic disease of the brain and can be treated. Unfortunately, only 10 percent of the 23 million people suffering from alcohol and drug addiction get any form of treatment. And of those who do get treatment, only 10 to 20 percent are getting evidence-based treatments shown to be effective in repeated studies. We also found that treatment for opioid addiction should be better integrated with primary health care to ensure optimal health outcomes. Finally, the committee found that programs and services provided by addiction treatment centers frequently use acute individual treatment models in response to the chronic health problem of opioid addiction. Some patients with opioid addiction may need treatment for months or a few years, while others may need treatment for a lifetime. Furthermore, the availability of behavioral counseling, highly recommended for use in conjunction with medications, may be inadequate, if not absent altogether. We can and must take steps to address these failures. I commend the Obama administration for its attention to this scourge. In March of this year the Department of Health and Human Services announced its roadmap to combat opioid abuse, proposing improvements to opioid prescribing practices, expanded use and distribution of overdose reversal drugs, and expansion of Medication-Assisted Treatment. And just last month, the administration announced new efforts, several of which mirrored recommendations witnesses provided to our committee during our hearing series over the last year. That all changed whencoach Elliot Uzelaccame into the picture and became the head coach of the Tigers. His wife, Wendy, told ""Good Morning America"" how it happened. ""He'd been retired for a couple of years ... and I said, 'Elliott, I think you're kind of bored.' And he said, 'Yes, a little bit.'"" She told him about Benton Harbor. ""And I said go to Benton Harbor, they don't have anybody and they need somebody,"" she said. She was right. After years as a successful college football coach, Uzelac came out of retirement in July to coach the Tigers for a salary of only $1 per year. He turned around the losing team and touched the lives of the students in the troubled district. ""We needed him and he needed us. It was a perfect fit -- made in heaven,"" said Ruth Harvey, the team's equipment manager. Jeremy Burrell, a football player, remembers Uzelac's encouraging words. The head coach told the team it had lots of work to do. ""'We're going to get it done,'"" Burrell said, recalling Uzelac's words. Percy Brown has his own memories about the coach. ""Next game he said, 'You all are going to win,' and we won ... and we just kept winning,"" Brown said. The team made it to the playoffs. In the first game, Brown scored three touchdowns. ""The team had fun. We couldn't believe it ... the crowd was crazy,"" Brown said. Harvey said a lot of the players on the team come from single parent homes and many have to help their parents. She says the coach has a passion for what he does and an unconditional love for his players. Brown said the coach motivated him to do better. ""He said he's going to get me in college no matter what it takes,"" Brown said. ""The team is a team now ... we've got respect. He (respects) us, we respect him and he's just opening doors for us."" Burrell shares the general admiration for the coach. ""He's like a grandfather. I'd probably do anything for that man, because (of) the things he did for me and my team,"" Burrell said. ""Thank you for coming to Benton Harbor High School and teaching us and being with us and sticking with us."" And today the players and other members of the schools student body and faculty gathered to give Uzelac the surprise of a lifetime. The coach entered the schools gym under the impression that there was a pep rally this morning, but he had no idea it was actually in honor of him, as a way for the school to give him a huge surprise thank you live on GMA. Oh man. Oh man, a stunned Uzelac said as he walked into the gym rubbing his forehead in disbelief. I cant believe this. Unbelievable. But the subcommittee heard on Tuesday that the rule is a failure in its current form, because the filings that companies have submitted to the SEC in response do not provide sufficient insight into conflict mineral supply chains, according to Jeff Schwartz, a law professor at the University of Utah who testified on Tuesday. While the rule had the best of intentions, Mr. Huzienga said it has resulted in fewer purchases of minerals from the region sending thousands of artisan miners into poverty. That was a provision that was put into Dodd-Frank that had no hearings in the House or the Senate, Mr. Huzienga said. We have laudable goals, unfortunately this is the wrong vehicle. A Government Accountability Office report published for the hearing found that 67% of companies were unable to determine whether the minerals in their supply chain came from the DRC and surrounding region. No companies could determine whether the minerals benefited or financed armed groups in those countries, the GAO said. And according to Mr. Huzienga, the SEC has spent over 21,000 staff hours and $2.7 million on conflict minerals, a subject he says the agency has little experience with. The DRC holds vast reserves of the targeted minerals, which are used widely in products from cell phones and engagement rings to auto parts. Still, Kemet chief executive Per Loof testified that the conflict minerals legislation has been very good for the tantalum industry. In the wake of the Dodd-Frank legislation, Kemet opened its own industrial conflict free mine in the DRC to source its tantalum ore for electronic capacitors. This years NDAA is the product of consistent bipartisan cooperation. House and Senate leaders, both Republicans and Democrats, put politics aside to do what is best for our troops, their families and our militarys best interest. The legislation was advanced in both chambers with bipartisan votes of 270-156 and 70-27, respectively, in early October. In times of mounting world-wide tensions in the Middle East and Eastern Europe, the fiscal year 2016 NDAA responsibly matches President Obamas $612 billion request for military spending. So why did the president use his veto pen on Thursday, marking only the fifth instance of a NDAA veto ever? Unfortunately, the answer is pure political posturing. For the first time, our commander in chief made a very clear political decision to hold the NDAA and, by extension, our military, hostage. By vetoing bipartisan, bicameral legislation that provides pay and benefits for our troops, he is attempting to use his veto power as leverage in a broader budgetary battle. His tactics are misguided to be sure, as most Americans agree national security should not be a partisan issue carelessly tied to ideological battles usually saved for presidential campaigns. Its shameful that President Obama is playing political football with those who courageously defend our great nation and their loved ones.
