This year’s bill included three major wins for the CNMI from amendments that I have been pushing for in Congress. The first allows for the repair and maintenance of military ships in the CNMI. Previously, our local businesses could not compete for military vessel maintenance and repair contracts even when the capability existed. For more than a decade, the Commonwealth has worked to be included in this authority, but the statute has never listed the CNMI as an eligible location. Now that the CNMI is included as an eligible location, that obstacle to contracts is now removed.

The second big win in the bill mandates a comprehensive study on expanding Coast Guard operations in the CNMI, including port visits, deployments, and the potential assignment of fast response cutters. This has been a long-standing request from Commonwealth leaders, given the size of our waters and the need for consistent patrol coverage in the region. The study will determine what operational activity the CNMI can support and what infrastructure may be needed to host increased Coast Guard presence.

Finally, the third big win authorizes the Department of War’s Innovation Readiness Training (IRT) program to purchase necessary supplies and materials for ongoing IRT programs. The IRT program plans training opportunities for the military that match needs in local communities. That means everything from military doctors providing healthcare in our community, to Seabee engineers building our roads and providing technical assistance for local infrastructure improvements. Previously, while the military would provide personnel and equipment like bulldozers, the community would have to provide the needed construction materials. This amendment allows the military to purchase the materials instead, relieving the financial burden on our communities, opening the door to more projects, and existing projects potentially getting completed faster.

I’m grateful my amendments to the bill were adopted and I’m excited for the opportunities they may lead to. The inclusion of these provisions demonstrate the Commonwealth’s important role in the Pacific, and positions our islands to benefit more fully from the increased federal activity in our region. The compromise NDAA is expected to be passed by the Senate next week and signed promptly by the President.",1,2026-03-30T01:40:41Z,2026-04-06T20:09:11Z

For more than a decade, the Commonwealth has worked to be included in this authority, but the statute has never listed the CNMI as an eligible location. That omission prevented our local businesses and workers from competing for projects even when the capability existed. The NDAA conference draft finally corrects this and opens the door for future maritime work, contractor support, and investment tied to Defense Department needs.”

This update does not guarantee immediate contracts, but it removes the legal restriction that previously made CNMI participation impossible. With eligibility now established, the Commonwealth can be considered for future vessel repair work and related services that support maritime operations.

“The second provision directs a comprehensive study on expanding Coast Guard operations in the CNMI, including port visits, deployments, and the potential assignment of fast response cutters. This has been a long-standing request from Commonwealth leaders, given the size of our waters and the need for consistent patrol coverage in the region. The study will determine what operational activity the CNMI can support and what infrastructure may be needed to host increased Coast Guard presence.”

Together, these provisions ensure that the CNMI is part of federal planning for future maritime and defense activities in the region.

“These provisions make clear that the Commonwealth has an important role in the Pacific,” said Congresswoman King-Hinds. “By opening eligibility for military vessel maintenance and examining expanded Coast Guard activity, including cutters, the NDAA positions our islands to benefit from new federal activity in the region and supports long-term economic opportunity for our people.”

The conference agreement represents the final negotiated version of the National Defense Authorization Act between the House and Senate. Once released, the agreement moves to both chambers for an up-or-down vote and is traditionally the text that becomes law. These new fees were formally published in the Federal Register on July 22, 2025, and apply to many of the immigration filings commonly used in the CNMI. The SBA microloan program provides loans of up to $50,000 at affordable rates for small businesses that may not qualify for traditional financing. Since the program became operational in 1992, it has issued more than 69,000 loans totaling over $900 million and supported more than 250,000 jobs across the country. The Northern Mariana Islands is currently the only state or territory not explicitly included in the statute. H.R. 3496 would add the CNMI to the list of eligible jurisdictions.

During the committee’s markup, Chair Roger Williams (R-TX), Ranking Member Nydia Velázquez (D-NY), and Congressman Herb Conaway (D-NJ), expressed strong support for the legislation.

Congressman Herb Conaway, the bill’s co-lead, said the legislation fills an important need.

“This important legislation would ensure that there is expanded access to the SBA’s microloan program for small businesses in the Northern Mariana Islands.”

Ranking Member Velázquez highlighted the unique challenges facing the Marianas economy.

“The Northern Mariana Islands Small Business Access Act is a straightforward and important bill that expands access to the SBA microloan program to small businesses in the Commonwealth of the Northern Mariana Islands,” said Ranking Member Velázquez. “Small businesses in the Northern Mariana Islands face unique challenges as geographic isolation leads to higher costs of goods and services, and their economy is heavily reliant on tourism which can ebb and flow with economic and natural disasters. Having access to affordable credit gives small businesses the ability to weather uncertainty and prepare for the next opportunity.”

Chairman Williams underscored the value of the program for local entrepreneurs.

In addition to securing this critical funding, the bill includes three community projects requested by Congresswoman King-Hinds to support infrastructure and essential services across the Marianas.

These USDA Rural Development investments provide:

$1.5 million for the Office of the Mayor of Saipan to acquire heavy equipment for community projects and maintenance

$1 million for the Tinian Mayor’s Office to support water infrastructure for homestead expansion in Marpo Heights

$1 million for the Commonwealth Healthcare Corporation to build a new medical supplies warehouse

Two additional requests were included in the Military Construction, Veterans Affairs, and Related Agencies Appropriations Act, 2026.

One provision directs the Department of Defense to work with the Governor of the Northern Mariana Islands on a comprehensive solid waste management plan for Tinian. This replaces earlier language that required only the Air Force to submit a report. The final agreement requires the Secretary of Defense, in consultation with the Secretaries of the Navy and Air Force, to develop the plan and submit it within the specified timeline, ensuring a coordinated federal approach to an important environmental and public health issue for the island.

Another provision strengthens oversight and implementation of veterans services in the Freely Associated States under Public Law 118–42. The Department of Veterans Affairs is directed to provide quarterly briefings to Congress and to submit a report within 60 days detailing the cost and plan to deliver services before the end of fiscal year 2026. These services include direct care from VA providers, telehealth, care through community contracts, the shipment of medications to the FAS, and reimbursement for veteran travel to the United States.

It restores the tariff treatment Congress specifically designed for Guam, American Samoa, the U.S. Virgin Islands, and the Northern Mariana Islands, and it makes clear that the territories should not be swept into trade restrictions aimed at foreign countries. The measure responds to mail delays, unexpected charges, and other disruptions created by recent federal tariff changes.

Congresswoman King-Hinds said the bill reaffirms federal recognition of the territories’ distinct relationship to the United States.

“The Northern Mariana Islands and our sister territories have a clearly defined status under U.S. law,” said Congresswoman King-Hinds. “We are not foreign countries, but neither are we part of the customs territory. Our relationship is unique, and that is reflected in the laws that govern how our goods move through the American market. This bill restores that balance and makes sure federal policy honors the intent of Congress.”

Congresswoman Plaskett of the U.S. Virgin Islands said the measure is an important step in ensuring fairness and consistency in federal trade policy.

“For too long, U.S. territories have been treated as afterthoughts in trade policy—swept into restrictions meant for foreign countries despite being integral parts of the United States,” said Congresswoman Plaskett. “This legislation permanently protects the de minimis exemption for our territories and requires federal agencies to consider territorial impacts before enacting trade restrictions. Our residents pay taxes, serve in uniform, and are American citizens in every sense—they deserve economic policies that recognize that reality. This legislation represents our united voice as territorial delegates: our constituents are Americans, and federal trade policy must reflect that reality.”

Congresswoman Radewagen of American Samoa said the bill reinforces fairness for island communities and businesses.

“Our people in the islands deserve the same federal services at the same rates as the rest of the United States,” said Congresswoman Radewagen. “That’s an important principle of fairness, and it’s also important for our local economies, so our hardworking small businesses have services and shipping at standard U.S. rates. Congressman Moylan of Guam, who is also a cosponsor of the measure, noted the importance of restoring the exemption for territorial residents.

“I am proud to join my colleagues in introducing this essential legislation. The recent executive order suspending the de minimis exemption has a real impact on the lives of the people of Guam and is an unjust policy to levy on only those living in the US Territories. Through this legislation we’re making our voices clear: Americans in the Territories should be treated equally to those in the States.”

Under the bill, the U.S. Department of the Treasury would be required to admit goods originating in the covered territories duty-free, consistent with the treatment Congress intended prior to January 1, 2025. The bill also restores parity among the territories by adding the Northern Mariana Islands to the list of areas eligible for the “bona fide gifts” exemption under the Tariff Act of 1930.

The bill includes a new requirement that federal agencies consult on the territorial effects of any future trade or tariff changes. This provision reflects the concern shared by all four territorial delegates that federal policy decisions can unintentionally sweep the territories into rules designed for foreign countries. The consultation requirement ensures that federal agencies consider how proposed policy changes may affect territorial residents, local businesses, and the cost of essential goods and services.

$400,000 to the Public School System for Digital Workflow Capacity, and

$344,000 to the Marinas Visitors Authority for the Tourism Recovery Initiative.

Maintenance Assistance Program (MAP):

$343,175 to the Public School System for public school maintenance, and

$200,000 to the Department of Public Works for a street sweeper.

Coral Reef and Natural Resources (CRNR):

$320,213 to the Department of Land and Natural Resources for Coconut Rhinoceros Beetle Detection, Eradication and Prevention Measures, and

$278,598 to the Department of Land and Natural Resources for Biosecurity and Natural Resources Management Support.

Brown Treesnake Program (BTS):

$550,000 to the Department of Land and Natural Resources for the BTS Interdiction Program.

$2,500,000 to the Commonwealth Utilities Corporation (CUC) for Battery Energy Storage System (BESS) Integration for Grid Stability in Saipan (FY 2024),

$2,497,500 to CUC for a 2.5MW Generator Replacement for Rota,

This project is still under consideration with the NFWF, with a final announcement expected soon. Improving the Innovative Readiness Training program – authorizes the Department of Defense to use IRT funds to purchase necessary materials for ongoing training projects. Currently, while DoD can provide personnel and services, it cannot fund basic materials, leaving some missions incomplete and diminishing training value. By closing this gap, we improve mission success, enhance military readiness, and ease the burden on host communities like ours.

Repair and maintenance of vessels in the Marianas – designates the Northern Marianas as an eligible location for the overhaul, repair, and maintenance of U.S. flag vessels. Under current law, naval vessels homeported in the U.S. cannot be serviced in the Northern Mariana Islands. This change would spur private investment, create jobs, and foster long-term economic growth in the region without requiring federal spending.

Study and report on Defense Access Roads – directs the Department to review the current limitations of the DAR Program, particularly its inability to support routine road maintenance. Including maintenance within the program’s scope could lower long-term infrastructure costs and provide stronger support for states and territories that host military operations.",1,2026-03-30T01:40:41Z,2026-04-06T19:32:54Z
