BACKGROUND:

Staking is a way for crypto owners to contribute to a blockchain network while receiving additional crypto in return for helping the network run more efficiently. Due to the misled IRS guidance from the previous administration, staking rewards are currently taxed twice: when they are received, and when they are sold. Like those who mine gold or anything else, cryptocurrency miners and stakers are the first owners of this new property. This is yet another way in which the Biden administration worked to hinder the development of the digital asset sector.

This letter is simply requesting fair tax treatment for digital assets and ending the double taxation of staking rewards is a big step in the right direction.

Background

Congressman Taylor introduced H.Res. 608 on July 23, 2025, supporting a study on the development of an Interstate 73 (I-73) corridor spanning southern Ohio and recognizing the significant economic benefits it could bring to local businesses. The proposed interstate would largely follow State Highway 23, running south from Toledo, through Columbus, and down to the Kentucky/West Virginia border.

With a leading defense technology company building an advanced manufacturing facility near Columbus, a growing uranium enrichment site in Piketon, and countless local businesses growing locally, a central corridor is needed in southern Ohio to support regional economic growth. Workers need a reliable thoroughfare to commute to work, and growing industries rely on a central road to transport goods and services to their customers. An I-73 corridor would provide Appalachian family businesses with the long-overdue tools they need to succeed, reinvigorating local main streets by connecting small businesses with the modern economy.

Congressman Taylor spoke with Department of Transportation Secretary Duffy in a House Transportation and Infrastructure Committee hearing about this potential corridor on July 16, 2025. BACKGROUND:

The SEA Program is designed to encourage unemployed individuals to start their own businesses. Unlike traditional Unemployment Compensation (UC), SEA participants can receive weekly payments while getting their small business off the ground.

Only five states have active SEA programs for UC claimants as of 2025 (Delaware, Mississippi, New Hampshire, New York, and Oregon). As of 2022, Oregon and New York had the largest SEA programs with 390 and 1,005 participants, respectively.

The NO BOSS Act will improve use of the SEA program by making common-sense changes to the program, many modeled after the program’s highly successful implementation in Oregon.

The bill would remove the “likely to exhaust benefits” provision, which prevents many unemployed workers from participating in this program and implies that entrepreneurship should only be for those who are unlikely to find any other job.

Additionally, the legislation would clarify that a business plan and market feasibility study could serve as an alternative requirement to entrepreneurship training.

The bill also provides integrity guardrails to ensure those who have opted to submit a business plan and market feasibility study are meeting the required deadlines.

Lastly, the bill increases the participation cap from five percent to ten percent.

This bill is also cosponsored by U.S. Reps. Max Miller (R-Ohio-07), Rudy Yakym (R-Ind.-02), Randy Feenstra (R-Iowa-04), and Nathaniel Moran (R-Texas-01).

Currently, Title I of WIOA, which governs the federal government’s youth workforce development programs, mandates that Local Workforce Development Boards spend at least 75% of funding on Out-of-School Youth (OSY), leaving the remaining <25% to be spent on In-School Youth (ISY). However, this federal one-size-fits-all spending mandate doesn’t work for all communities.

Underscoring a bipartisan recognition that the mandate is too rigid, 29 states or territories, from California to Ohio, currently have waivers. It’s evident that the current WIOA funding structure is no longer working for communities across America and must be reformed to reach the young people it was designed to serve.

In rural areas like southern Ohio where the population is spread out, it often makes more sense to focus workforce development at a central location, like schools. Project 1: Adena Health’s EMS Transport Expansion

Access to reliable transportation is not just a logistical issue. It can greatly impact a person’s health, as it is one of the top barriers identified in Adena Health’s Community Health Needs Assessment (CHNA). Many of their patients, especially seniors and those living in poverty, delay or miss critical care simply because they cannot get there on time.

The $750,000 of community project funding allocated for Adena Health will help expand their internal EMS capacity by adding two fully equipped ambulances to the existing fleet housed at Adena Regional Medical Center (ARMC). These new vehicles will be outfitted with the necessary medical equipment, communication tools, and safety features to support inter-facility transfers, discharges, and urgent non-emergency transport.

Project 2: Holzer Health System Pathology Lab Modernization

The $999,000 of community project funding allocated for the Holzer Health System will combine its hospital laboratory services with Anatomic Pathology and Microbiology services. To accomplish this, it will assist with the installation of a new air handler unit (AHU) within the existing hospital laboratory system. Once this new air handling system is installed, it will enable the relocation of Anatomic Pathology and Microbiology to Holzer Health’s main campus.

Specifically, the Commercial Motor Vehicle English Proficiency Act would:

Prohibits all CMV tests from being administered in languages other than English

Background:

In 2017, an 18-year-old named Connor Dzion was killed in an automobile accident in Northern Florida by a distracted truck driver who was found unable to speak English or read signs warning of upcoming traffic. Although English standards were initially included in the qualification process for commercial drivers, previous Democratic administrations removed violations of English Language Proficiency (ELP) from the out-of-service criteria. This action made CDL requirements more lax and increased the risk of accidents on the road, like the one that resulted in Connor’s death. Due to this, Congressional action is needed to restore proper CDL requirements and ensure safety on American roads.

Congressman Taylor introduced H.R. 3608, Connor’s Law, on May 29, 2025, to codify President Trump’s Executive Order requiring CDL drivers to maintain a basic proficiency in English in order to be licensed to drive on American roads. This bill would additionally revoke CDL licensure from any current license holders who fail to adhere to English language proficiency requirements.

The Commercial Motor Vehicle English Proficiency Act builds off Connor’s Law to not only require English proficiency for current CDL holders, but additionally throughout the entire process of obtaining a CDL to ensure future licensed CDL drivers can read and understand road signs. Driver and passenger safety is the highest priority when it comes to American roads, and this bill is a strong second step toward making our Nation’s roads safe for everyone.

Background

On September 19, House Republicans passed a continuing resolution (CR) to keep the government funded while we worked to pass each of the appropriations bills.

In the Senate, the CR needed 60 votes to pass. Unfortunately, Senate Democrats were focused on political theatrics and voted over a dozen times to keep the government shutdown.

This led to the Schumer Shutdown lasting more than 40 days—the longest government shutdown in U.S. history.

Background:

Congressman Taylor introduced H.R. 1958, the Deporting Fraudsters Act, in the House of Representatives on March 6, 2025, to crack down on illegal immigrants who have claimed U.S. taxpayer benefits without having to repay those benefits or face deportation. In 2023, 48% of illegal immigrant households reportedly received food-related welfare benefits, with 17% using SNAP. It’s estimated that 59% of households headed by illegal immigrants received taxpayer dollars through one or more welfare programs providing cash, food assistance, Medicaid, or housing.

The Immigration and Nationality Act (INA), which lists offenses making an alien deportable or inadmissible to the United States, does not currently include welfare fraud as a deportable offense. Instead, it simply cites “moral turpitude” as a catch-all cause. The Deporting Fraudsters Act would close this loophole, protecting taxpayer benefits for American citizens and holding illegal aliens accountable for their actions.

Following my February 5, 2025 letter, I was pleased to see President Trump’s decisive leadership on this important issue when he issued Executive Order 14288, Strengthening and Unleashing America’s Law Enforcement To Pursue Criminals and Protect Innocent Citizens. Likewise, I was relieved to see the Department of Justice act quickly and assist in ending the following but not limited to consent decrees: Louisville, Kentucky; Minneapolis, Minnesota; Norfolk, Virgina; New Orleans, Louisiana; and Seattle, Washington.

President Trump and the Department of Justice are finally freeing police departments nationwide from the shackles of costly consent decrees that prohibit law enforcement officers from doing their jobs and protecting American citizens. These consent decrees have only lined the pockets of out-of-state grift attorneys at the complete detriment of taxpayers and American cities.

The City of Cleveland would know. In March 2025, I filed a bar complaint against the City of Cleveland consent decree monitor who, I believe, not only abused his authority as a federal monitor but also consistently egregiously and unethically charged the City of Cleveland for “services” such as to attend a fallen officer’s memorial service. Fortunately, this monitor finally resigned from his position in August 2025, even though he should have resigned immediately after his unethical behavior was exposed.

I know that President Trump and the Department of Justice will stop at nothing to continue the good work of ending these abusive consent decrees nationwide. Therefore, I respectfully request an update on the status of the remaining police consent decrees nationwide within 10 business days of receipt of this letter.

On September 19th, I voted to prevent a government shutdown. Unfortunately, not enough Senate Democrats joined Senate Republicans to clear the 60-vote filibuster in the Senate, and we entered into the government shutdown on October 1 that remains ongoing.

It didn’t need to be this way. As you may know, Congress passes bills to spend money on federal programs every year. This includes funding for critical services like the military and Air Traffic Controllers, as well as funding grants for projects for things like energy, clean water, and infrastructure here in Central Ohio.

When Congress appropriates money for the fiscal year, it ends on September 30th. If Republicans and Democrats are unable to pass bipartisan bills to keep the federal government funded or a continuing resolution (CR) to temporarily extend current funding while negotiations continue, the government shuts down.

Typically, if a fiscal deadline approaches before a bipartisan, full funding deal is reached, Republicans and Democrats work together to pass what we call a “clean CR.” A clean CR means we simply extend funding levels into the future with no partisan policy demands attached as a sign of good-faith negotiations between both Democrats and Republicans.

This has been the standard way we avoid a government shutdown, and one I was proud to support. Under the previous administration, Congress passed 13 bipartisan, clean CRs to prevent government shutdowns.

I, along with House and Senate Republicans, voted for a clean CR to fund the government through November 21 so that we can keep negotiating a full budget with our Democrat colleagues. However, Democrats, led by Chuck Schumer, in the Senate have blocked our proposal which forced the government shutdown that we are still experiencing.

This leaves Ohio’s 15th District and our nation as a whole in a precarious position.

While the government is shut down, federal workers go without pay or get furloughed entirely, meaning their families see bills stack up with no way to pay them. This includes the soldiers who put their lives on the line to protect America. A shutdown isn’t fair to them, and it’s not good for anyone.

A shutdown can result in shortages of critical services, like TSA agents and Air Traffic Controllers at airports across the country. That means longer waits in line, as well as more frequent delays and cancelled flights.

If employees at agencies are furloughed, the understaffing results in delays in services that Americans rely on. Social Security checks, VA benefits, and Medicare assistance can all be delayed. That is a big reason why I voted to prevent a shutdown: it’s not a burden Ohioans should have to bear.

And these problems aren’t exclusive to Ohio. Right now, it’s hurricane season and FEMA is furloughing employees due to the government shutdown. We saw the devastation left by Hurricane Helene in North Carolina last year and the thousands of families who lost everything. Imagine what would happen if FEMA wasn’t on the ground to help because of a government shutdown.

The fact of the matter is this: House Republicans voted to keep the government open with a clean CR on September 19. Since then, Senate Democrats have blocked that same clean bill 11 times. The same bill passed 13 times under the previous administration.

I understand that my Democrat colleagues, many of whom I call friends, have various policy concerns that they want to address. I understand their desire to debate the issues, and I am happy to engage in good faith; however, I am not willing to withhold paychecks from our troops and the services my constituents count on in order to restart policy discussions.

I want to reopen the government as soon as possible so federal workers can get paid, Americans receive the benefits they’ve earned on time and without delay, and Congress can get back to doing the work our constituents sent us to Washington to do for them.

Agencies would be directed to ensure that rulemaking, grant programs, and policies are updated to reflect and incorporate the definitions established in this bill, and submit a final report to Congress within 180 days detailing their implementation.

The Affordable, Reliable, Clean Energy Security Act will rein in regulatory practices that have imperiled baseload power in the U.S. and unleash American energy dominance with common sense federal policies that support an all-of-the-above approach to meeting our energy needs. As you know, Congress recently enacted Public Law 119-21, the One Big Beautiful Bill Act, giving working class families massive tax relief, ending the Green New Scam, and fully funding our border security and national security needs. As part of this law, Congress amended Sections 25E, 30D, and 45W of the tax code, which collectively provide tax credits for the purchase of certain “clean vehicles.” These electric vehicle subsidies were costing taxpayers billions of dollars each year and distorting the market for automakers and dealers across the country, and we are extremely pleased that Congress acted decisively to cut these credits off. The intent of P.L. 119-21 is clear – no credits allowed after September 30, 2025.

To implement this law, on August 21, 2025, the Internal Revenue Service (IRS) issued guidance (IR-2025-86) which provided clarification on the availability of the EV subsidies for taxpayers who enter into a written binding contract and make a downpayment on an eligible “clean vehicle.” This guidance, while well intentioned, is unfortunately being taken advantage of by certain car companies who wish to continue bilking the U.S. taxpayer. It has come to our attention that certain car companies are gaming this guidance by instructing their captive financial entities to enter into written binding agreements with dealers for electric vehicles, paying a nominal downpayment, to secure the credits on vehicles that may not be leased to the end user for months.

Given this concerning information, we write to request your assistance to close this loophole and address the total violation of Congressional intent by these nefarious actors. Treasury, working with the IRS, must act decisively to clarify the guidance to ensure that only written binding agreements which identify the lessee are eligible and that the deposit must be made by the end user to qualify. We look forward to working with you to address this issue promptly in order to protect taxpayer dollars.

Google is effectively placing an 18 percent tax on millions of Hispanic customers—or worse—denying them access to services in a way that could be indicative of serious antitrust violations. This is one recent example of Google abusing its market power to silence these outlets that millions of Hispanic viewers rely on. I write today to request an update on the status of the two $20 billion semiconductors factories your company promised to build in New Albany nearly four years ago and that were initially set to open this year. Unfortunately, the site’s development is nowhere near where your company said it would be. This was the largest investment in Ohio’s history and was initially projected to create 3,000 Intel jobs and 7,000 construction jobs over the course of building the two factories. The development of the factories was also going to supposedly “support tens of thousands of additional local long-term jobs across a broad ecosystem of suppliers and partners.” Your company estimated that after the two factories were built, the investment in the factories could grow to as much as $100 billion in ten years, making it one of the largest manufacturing sites in the world.

State and local officials moved mountains to assist your company in achieving the company proclaimed original timeline for opening in 2025. Ohio gave your company $2 billion worth of public incentives and developed significant newly constructed public infrastructure amounting to at least $691 million. Yet, in 2024, Intel announced that it was cutting 30 percent of its workforce, delaying the project a second time, and that the first factory would not open until 2030 at the earliest—five years after the publicly announced original opening of 2025. Unfortunately for the state of Ohio and the local community in Licking County, your company announced in July that Intel was going to further delay the pace of the project. The taxpayers of Ohio deserve accurate and thorough information about the status of the enormous promises that your company made to our citizens and return on investment, or lack thereof, of the taxpayers’ investment in this project.

Additionally, I request that your company cease from continuing to pass additional infrastructure costs to the ratepayers in Ohio due to a lack of efficient use of your excess power. As you know, Meta requested that your company temporarily reassign approximately 200MW of power for its use. Given the continuous delays in the project, it is in the best interest of Ohio’s hardworking taxpayers to offset any infrastructure costs by reassigning remaining power that is not utilized by Intel to entities who are interested in utilizing it, such as Meta.

Between 2022 and 2023 alone, PJM saw over 11,000 megawatts of generation deactivated while only 4,000 megawatts of new capacity were added.

“It doesn’t take an expert to see that retiring power plants outpacing new generation is a problem,” Balderson continued. “This is especially concerning for Central Ohio, which has become a national hub for data center construction. These facilities are powering the American AI revolution, but we must ensure we can keep them running while also providing reliable, affordable energy to Ohio families.”

The interconnection queue has become inundated with proposed projects seeking to capitalize on the Biden Administration’s taxpayer-funded “green” energy credits. These projects, which now make up 95% of all projects in the queue, tend to be weather-dependent and cannot be dispatched at a moment’s notice to meet consumer energy needs. As power demand in Ohio and across the nation grows, the grid will require more dispatchable baseload energy to avoid rolling blackouts and power shortages.

The GRID Power Act

The GRID Power Act directs the Federal Energy Regulatory Commission (FERC) to develop rules that authorize grid operators – transmission providers, Regional Transmission Organizations (RTOs), and Independent System Operators (ISOs) – to expedite critical projects that ensure grid reliability and meet growing power demands through their interconnection queues.

Under the legislation, grid operators would still be required to conduct feasibility and system impact studies on the generation projects before signing an interconnection agreement; however the operator’s ability to fast-track these projects through the queue would get them online and connected to the grid years faster. This legislation empowers grid operators to accelerate projects that:

Provide new dispatchable power and improve grid reliability and resource adequacy;

Address power shortages caused by retiring or offline dispatchable power; and/or

Support increased power demand.

FERC would be required to review “fast-track” proposals within 60 days, potentially reducing the total time to approve these projects from years to months. Upon enactment, this legislation would require FERC to start the rulemaking process for this mechanism within 90 days of the bill's enactment and finalize the rules within 180 days.

“During the August work period, I spent time in Ohio’s Second Congressional District talking with local small business owners, farmers, and manufacturers about the issues that are most important to them.

I heard over and over again how the Working Families Tax Cut is transforming the lives of hardworking Ohioans by lowering taxes so they can spend their hard-earned money on what they need, helping small businesses grow and develop, and revitalizing our main streets. As a third-generation small business owner, I know firsthand how a tough economy and skyrocketing taxes make it harder to turn a profit. When I popped into family-owned shops last month, store owners told me how grateful they were that the expanded 199A tax credit was the helping hand they needed to stay in business so they could maintain a presence in our communities.

Beyond business, Ohioans made it clear that they don’t want illegal immigrants taking benefits that are meant for Americans in need. This is just Ohio common sense. The Working Families Tax Cut benefits vulnerable Americans so they can get back up on their feet while kicking off illegal immigrants who never should have received taxpayer benefits in the first place.

A common myth surrounding this bill is that it will shut down rural hospitals serving Americans across our country, and especially in my district. That is FAR from the truth. In rural regions like southern Ohio, the bill includes a historic $50 billion investment in rural hospitals, and when I spoke with local healthcare providers, they confirmed how critical this funding is in meeting their most rural patients’ needs, and they’re very pleased with the results.

For Will Minshall, a young farmer in Pickaway County, Ohio, whose family farm is hitting 200 years in operation next year, the increase in the Death Tax exemption, which is made permanent in the bill, means it’ll be easier for his family to pass the farm on to him and future generations. And with family farms making up 96% of all farms in my district, this is HUGE news for countless farming families in southern Ohio. That, combined with expanded funding for agricultural trade programs and investment in crop insurance, will give family farmers peace of mind about staying in the business for years to come.

I was also proud to see provisions of my USA CAR Act, which I cosponsored with Senator Moreno, included in the bill, which will create a tax deduction on the interest from the purchase of American-made cars. This will create thousands of jobs across our Nation, all while securing our Nation’s supply chains and invigorating our economy.

Dear President Carter,

I am writing to ensure that your university has plans in place to combat antisemitism. Universities must protect both students’ religious freedom and safety while on campus.

Jewish Americans are under attack in this country. Americans have witnessed the manifestation of rampant antisemitism on college campuses all over the country. Horrifyingly, hate crimes and domestic terrorism have plagued the Jewish community. Recently, in this country, Jewish Americans have been murdered in cold blood and burned alive. These attacks are reminiscent of 1939. It is 2025—the violence against Jews must stop.

In 2024, the United States witnessed the highest number of antisemitic incidents in almost 50 years. Antisemitic incidents increased by five percent in 2024. This increase is in addition to the 344 percent increase in antisemitic incidents over the past five years and an 893 percent increase over the past 10 years.

The Trump Administration is taking strong and necessary action to combat antisemitism. On January 29, 2025, and January 30, 2025, President Trump issued Executive Order 141884 and accompanying Fact Sheet to address Additional Measures to Combat Anti-Semitism. Following the issuing of Executive Order 14188, the Office for Civil Rights of the United States Department of Education opened investigations into 5 universities “where widespread antisemitic harassment has been reported” and sent letters to an additional 55 universities that are under investigation for antisemitic harassment and discrimination “in response to complaints with OCR.” Additionally, the Department of Justice established a multi-agency Task Force to Combat Anti-Semitism, which plans to visit ten university campuses that have experienced antisemitic incidents since October 2023.

As the senior United States Senator for the state of Ohio, I want to make sure that university leaders are doing all they can to ensure students are free not only to learn on college campuses but also to feel safe while doing so, regardless of their religion.

I suggest your institution consider adopting the International Holocaust Remembrance Alliance (IHRA) definition of antisemitism. This definition provides clarity on what constitutes antisemitism and can serve as a tool on campus to help combat hate crimes and foster a safer environment for Jewish students.

“The Corporate Transparency Act is one of the most burdensome small business regulations in history, unfairly targeting mom-and-pop shops while doing little to stop real criminals. Instead of curbing money laundering, it saddles more than 30 million law-abiding small businesses with compliance mandates and risks exposing their sensitive information,” said Rep. Warren Davidson. “Small businesses are the backbone of our communities, and they should not be treated like criminals. That’s exactly why we are demanding action, and why I’ve sponsored the Repealing Big Brother Overreach Act—to relieve small business owners from invasive red tape.”

Background:

The CTA was inserted into the 2021 National Defense Authorization Act at the height of the COVID-19 pandemic with little public debate.

The law applies only to small businesses — those with fewer than 20 employees and under $5 million in revenue — while exempting large corporations.

Small businesses must report “beneficial ownership” information to the Financial Crimes Enforcement Network (FinCEN) or face penalties of up to $10,000 and 2 years in prison.

This sweeping mandate imposes tens of billions of dollars in compliance costs on 32.6 million law-abiding small businesses, while criminals, drug cartels, and foreign actors are unlikely to comply.

Sensitive data collected under the CTA can be accessed by state, federal, and international authorities without a subpoena or warrant, raising serious privacy and cybersecurity concerns.

President Trump previously denounced the CTA as “invasive, outrageous, and an economic menace,” recognizing its threat to America’s small businesses.

In January, Rep. Davidson introduced the Repealing Big Brother Overreach Act to repeal the CTA.
