Ending shutdown politics is not a partisan victory; it’s a structural reform that serves the long-term interests of the country. It would help restore a functional appropriations process, strengthen Congress’s constitutional role over federal spending and end the stupidity of shutdowns. Right now, the Department of Homeland Security has been shut down for more than 40 days. TSA officers, Coast Guard personnel, cybersecurity professionals, FEMA staff, customs officials, and federal investigators responsible for fighting drug cartels, human trafficking networks, and child exploitation have been either working without pay or unable to work at all. These are the professionals protecting Americans at airports, ports of entry, and online from cyber threats, they should be supported, not ignored. The Department of Homeland Security was created after the 9/11 attacks, to ensure the United States never again misses the warning signs that could prevent a tragedy. Yet today, at a time of heightened global tensions and evolving cyber threats, the very department tasked with protecting the homeland is unfunded. That is incompetent governance and irresponsible national security. Government shutdowns are often described as leverage — tools one party can use to extract concessions from the other. In practice, they harm ordinary Americans far more than political adversaries. The Prevent Government Shutdowns Act addresses this structural flaw directly. If Congress fails to pass appropriations bills on time, the bill automatically continues government funding at current levels through a temporary continuing resolution and it keeps the congressional negotiations going until they are solved. Under the new law, members of Congress would be required to remain in Washington and continue working seven days a week, until the spending bills are finished. Official travel, recesses and consideration of other legislation would be restricted until the appropriation bills are done. It is as simple as the reality at school of staying after class, if you don’t finish your work. If the Prevent Government Shutdowns Act passed, federal workers would not suffer the cost of congressional gridlock, members of Congress would suffer the cost. Critical services, from national security operations to airport screening to disaster response, would continue as normal, even as Congress works to complete the appropriations process. Over the last five years, the CONAN website has become an invaluable resource for individual citizens, schools, libraries, and, of course, Congress. It's received more than 28 million visits since it was created and features hundreds of pages of constitutional analysis and content. The site is publicly accessible, easy to search, provides links to Supreme Court decisions, and perhaps most importantly, it's updated real time by CRS. All of this raises the question of why are we wasting taxpayer dollars printing this giant hardcover version of CONAN along with the paper bound supplements when a superior digital version already exists? According to the CBO, replacing this version of CONAN with the digital version would reduce the Library of Congress's operating cost by four million dollars over the next four years. Four million dollars. Eliminating the print requirement will also eliminate inefficient use of CRS staff time. I was extremely excited this morning to be notified that I have a statement of Administrative policy support from President Trump on this legislation. In December of 2024, the Department of Energy enacted new energy efficiency standards for walk in coolers and freezers, equipment vital to pharmacies, convenience stores, food processing facilities, food banks, restaurants, and many other establishments nationwide. These regulations will impose significant financial burdens on small businesses, which will have to absorb major upgrade cost to the meet these new aggressive standards. At a time when our focus should be on lowering the cost of living for our constituents, it's clear most of these expenses will be borne by consumers in the form of increased prices. Furthermore, they threaten significant operational disruption for many enterprises that rely on this equipment. We have heard from many businesses in rural areas which will have to go through extensive structural and electrical upgrades to accommodate the new equipment. These same businesses have reported that getting their refrigerators and freezers repaired is a process which is already taking too long and expensive, and will become even more so. For businesses looking to enter underserved markets, this will be another barrier in doing so. For businesses operating on a narrow profit margin, this could be what sends them under. Recognizing these detrimental impacts, I fought against the adoption of this rule and expressed my disapproval last year during the public comment period. Like many of the rules handed down by the Biden Administration, this effort will have a harsh economic impact while failing to achieve its own stated goal. DOE estimates that the rule would carry a minimum price tag of nearly a billion dollars with minimal energy usage reduction. My colleague mentioned that it would be a savings of $6 billion / 30 years, but what he didn't mention to you is the cost of new equipment, replacement equipment with these new energy efficiency standards could be 10s of thousands of dollars adding up to billions and billions of dollars that are going to be borne by these businesses. I'm grateful President Trump has taken the decisive action to halt these rules by having the Department of Energy postponed the effective date of these standards providing breathing room for businesses. However, more work needs to be done and Congress has a role to play. My resolution seeks to ensure that these overreaching regulations are permanently overturned. By doing so, we will protect small businesses from unnecessary compliance cost and preserve the diversity of choice available to consumers. This action aligns with our broader commitment to rollback burdensome regulations that stifle economic growth and infringe upon individual freedoms. In fact, according to the National Association of Manufacturers, in 2022, the total cost of regulations is estimated over $3 trillion.
