Hurricane Helene damaged homes, businesses, infrastructure, farms, among other properties and items. Hundreds of thousands of people in Virginia’s Ninth District were affected by other losses, including a loss of cellular telephone service in much of the District. Preparing for danger, Virginia Governor Glenn Youngkin took decisive steps. The Wednesday before the storm hit, Youngkin called. He advised me that Virginia’s Ninth District would be severely impacted by the incoming storm. During this time, Youngkin and his team were consulting with the National Weather Service in Blacksburg about the imminent threat. To help the region prepare for the impending crisis, Youngkin declared a State of Emergency. This action mobilized emergency response resources into our region. Youngkin did so to coordinate agency communications and prepare our communities for the worst, including deploying statewide assets like swift water rescue teams and additional State police. The deployment of statewide swift water rescue teams included the Bristol, Virginia, Swift Water Rescue Team, the only such team based in Virginia’s Ninth District at that time. Youngkin prepared the region so well that Virginia delivered assistance to Tennessee as well. Unicoi County Hospital, operated by Ballad Health, was completely flooded during the disaster. More than 50 people were stranded and stuck on the roof of the hospital. With the help of rescue helicopter crews from Abingdon and the Virginia State Police, those on the hospital roof were saved. Surviving the storm, however, was just the first test. In the aftermath, I traveled to the impacted areas with Youngkin and surveyed the damages. From our borders with North Carolina and Tennessee to our borders with West Virginia, we saw homes lifted off foundations, infrastructure decimated and storm debris throughout the region. Accordingly, Youngkin submitted a request for a federal Major Disaster Declaration. I pushed for federal authorities to approve his request and helped secure federal approval. In addition to Youngkin’s Declaration request, I voted for a government funding package that included Helene relief. Money and federal relief resources from this package continue to flow into Ninth District communities. These funds have been used to support various projects, including extensive repairs in Damascus and wastewater treatment system repairs in Wytheville. Thanks to Youngkin’s actions, lives were saved and relief resources are available. More work is underway in Congress to promote life-saving measures in times of emergency. The impact of Hurricane Helene left many without access to power, cell phone signal and public communications systems. Friends, neighbors and loved ones could not get in touch with local authorities, missed critical alerts and faced persistent danger. When surveying damages in our region with Josh Hess, my then-district director, we planned to meet in Independence. However, Josh failed to show up. Due to the mobile signal outage, I could not contact Josh to learn that his vehicle had gone into a sinkhole. While I later learned that Josh and his car were okay, it illustrated the distressing situations many endured from the lack of communications support. In Asheville, North Carolina, where Hurricane Helene hit hardest, communities struggled with this reality. How could they contact people to make sure they were okay? Fortunately, a local AM radio station came to the rescue. CBS News detailed how WWNC host Mart Starling and producer Tank Spencer served as a lifeline for North Carolina residents. The station received scores of messages from residents who could deliver news and updates during the damaging storms. Faced with a natural disaster, AM radio provided life-saving communications access. This story is a testament to the power, value and reliability of AM radio technologies, particularly for those who live in or drive through rural areas. AM radio is a trusted and reliable technology than can serve folks in real-time with real emergencies. Accordingly, I supported a bill requiring AM radio technology for new cars. As a co-sponsor of the AM Radio for Every Vehicle Act, I voted in favor of the bill during a House Energy and Commerce Committee markup. Following the hearing, I pushed for House leadership to consider a vote on the bill. In September, the House overwhelmingly passed the measure. I believe that the Senate should follow suit to support a life-saving technology that helps those in rural areas. Advances in nuclear energy, especially small modular reactors (SMRs), offer a game-changing source of reliable, carbon-free power. Former Virginia Gov. Glenn Youngkin, understanding this reality, promoted the lofty goal of making Virginia the first state in the nation to build and run a commercial SMR. Thanks to Youngkin’s leadership, the Virgina Innovative Nuclear Hub, which consists of energy partners, research institutions and the state government, can collaborate on nuclear projects. Such projects are contingent on obtaining a license from the Nuclear Regulatory Commission (NRC). This federal agency oversees and approves all nuclear power construction, including the buildout of microreactors and SMRs. With how critical these technologies are for America’s energy leadership, the NRC has received greater attention from lawmakers over the past few years and has led to bipartisan reforms. Besides me, some of the others in the group included Second Lady Usha Vance, Centers for Medicare & Medicaid Services (CMS) Administrator Dr. Mehmet Oz, Tennessee Senator Marsha Blackburn, Ohio Congressman Jim Jordan and former White House official Kellyanne Conway. Second Lady Vance shared with us her experiences regarding her most recent pregnancy, birth and care following the birth. One of the things she suggested was that we look at the combined medical assessments for both children and mothers. She advocated that these visits should not be weeks after birth, but closer to when the mother and child are released from the hospital. Doing so would help identify any problems that might be developing related to either the child’s health or potential emotional issues of the mother. Telehealth can help facilitate health care provider access for the mother and child. I recall one former client of mine who struggled with exhaustion and postpartum depression as a result of caring for newborn twins. Her condition became so severe that she had to be committed to a hospital for 48 hours to ensure her safety and well-being. Childbirth can cause great potential for stress, exhaustion and postpartum depression, among other issues. Second Lady Vance advocated for better monitoring of the health for moms and babies in the weeks after birth. Dr. Oz discussed the recent rollout of the new CMS ACCESS Model. Under this program, his agency is supporting the extension of care beyond the clinic and harnessing artificial intelligence (AI) and telehealth to reach more families. I believe telehealth and telemedicine, now coupled with technological advances, including wearables (Oura rings and Apple watches, etc.) with AI-analyzed data, will make a huge difference in the future. These wearables can help moms track their health, spot trouble early and connect with providers before things get urgent. She can check her vitals, get advice from a nurse over video and know she’s got a team watching out for her, even if the nearest clinic is miles away. During the same week of the HMHBA event, I held a hearing as the Health Subcommittee Chairman to consider various policies. One of the bills discussed during the hearing was the Rural Obstetric Readiness Act by Democratic Illinois Congresswoman Robin Kelly. The Rural Obstetric Readiness Act seeks to create a new health care reality where we train more rural health providers and doctors to handle obstetric care. The National Rural Health Association notes that more than 67% of rural counties lack hospital-based obstetrical services, with a majority of these counties lacking an obstetric clinician. That is more than double the rate of urban localities. Accordingly, more than two million American women live in what experts call “maternity care deserts.” The spirit of Congresswoman Kelly’s bill is to tackle maternal care deserts, which make pregnancy-related complications more dangerous for mothers and infants. Earlier this year, I voted for the Preventing Maternal Deaths Act and Prematurity Research Expansion and Education for Mothers who Deliver Infants Early (PREEMIE) Act, which are now law. These bills help federal agencies coordinate mortality prevention activities and promote prenatal care. Virginia state policy is treading on a path of maternal health success as well. In 2025, a new state law took effect to allow licensed certified midwives and nurse practitioners to access pediatric privileges where they can serve on 24-hour on-call duty for nursery care when physicians are unavailable. Having a midwife assist in areas where there are maternal care deserts will help enhance the rural health care workforce. Taken together, these and other policy ideas can produce dividends for maternal care. By strengthening access to maternal health resources, mothers will be in a better position to give care to their children and live healthy lives. He fought in Operation Market Garden, endured the brutal Battle of the Bulge at Bastogne, and participated in the Allied advance into Germany. Last year, we saw firsthand what can happen when the federal government fails to adequately staff these beaches. Following a federal hiring freeze, Assateague Island National Seashore was unable to provide its normal lifeguard coverage at the federal beach in Chincoteague, Virginia. The heart of the argument lies with previous laws tied to a Militia. In June 1776, the Virginia Convention adopted the Virginia Declaration of Rights. This document is considered a major source of the Bill of Rights that later became part of the U.S. Constitution. The Virginia Declaration of Rights included the Militia Clause as drafted by founding father George Mason. The Militia Clause states: “That a well regulated militia, composed of the body of the people, trained to arms, is the proper, natural, and safe defense of a free state…” Further, the Clause reaffirms that “the right of the people to keep and bear arms shall not be infringed.” This language is enshrined in Article I, Section 13 of the Virginia Constitution. Further, the Militia Act of 1792 required ordinary citizens to provide themselves with the standard infantry arm of the era. As our amicus brief states, the arms the citizen was expected to keep were the arms they would bring to militia service. The establishment of an organized militia, what we know today as the National Guard, came as a result of the Militia Act of 1903. But this legislation did not change the fact that there remains an unorganized militia. Federal law continues to recognize this class of U.S. citizens who are not members of the National Guard. Therefore, this militia class as proposed by Mason and our founders remains well intact. And with this class comes the access to bear arms for service to a militia. Respect for this concept has notably frayed, with more Democratic States challenging gun laws on the basis that military-grade style weapons are not protected. Of course, not every militarily useful weapon is protected. Nuclear or chemical weapons, tanks and the like fall outside of the scope that an ordinary citizen would be expected to keep or bring for lawful purposes. A semi-automatic rifle is a class of weapon that extends to tens of millions of Americans, however. The National Shooting Sports Foundation estimates that some 24 million Americans own some modern sporting rifle. Moreover, numerous state Court decisions cited in the brief show no link of weighing military usefulness with the restriction on a firearm! To this point, we argue that the Second Amendment protects Americans from prohibitions on guns on the grounds that mere possession of an arm with a military characteristic or usefulness is not unlawful. For a militia to carry out its goals of self-defense as well as the defense of the State, access to the kind of weapons that are in common use for lawful purposes and bear a reasonable relationship to the citizen-militia tradition is protected. It is my hope that the Supreme Court considers the amicus brief I signed onto, addresses these fundamental issues and rules that bans on semiautomatic weapons are unconstitutional. Russian drone incursions into Eastern Europe are unsettling our European allies. Germany recently accused Russia of trying to launch a drone attack on a German airport. Meanwhile, Iran’s drone program, propped up by Russian interests, continues to target American military assets and threaten stability in the Middle East. Further, Iran helped supply the Maduro regime in Venezuela with UAV capabilities that put American shores within striking distance. This growing industry shows that numerous militaries, namely America’s adversaries, view drones as a vital technology for success. Accordingly, the Trump Administration and Republican Congress are working to support American military adjustments to this new reality. President Trump’s “Unleashing American Drone Dominance” Executive Order calls for measures that support American leadership in the drone space. This summer, President Trump introduced a drone tariff program. This program is meant to reduce our reliance on foreign countries for drone components and parts, bolster American drone production and protect U.S. national security. Further, in the 2025 reconciliation package, I voted for the Working Families Tax Cuts which invested $1.4 billion to expand the American unmanned aerial system (UAS) industrial base! Hundreds of millions in additional federal funds from the bill will support the development, procurement and integration of UAS technologies. The federal demands to increase our understanding and development of drone technologies has the attention of leading institutions, including Virginia Tech. In late August, I attended a ribbon-cutting for the new Virginia Tech Counter-UAS Testing & Research Center. This Center is one of only nine UAS test sites designated by the Federal Aviation Administration. Other speakers at the program included President Tim Sands, Dr. Eric Paterson of the Virginia Tech National Security Institute, Senator Mark Warner and Mr. Tombo Jones of the Virginia Tech Mid-Atlantic Aviation Partnership. Jones noted the sophisticated technologies that strengthen the stealth of drones. Thanks to advances, these UAVs can fly undetected by radio frequency detection systems and at extremely high speeds. This shows the urgent need to develop counter-UAS technologies. Further, the event featured a live swarm demonstration, a drone library and a radar system platform. The Center will operate an indoor lab and an outdoor range as part of its initiatives. With the Center up and running, we are excited that Virginia Tech will provide key insights into counter-UAS technologies, help U.S. national security and project American strength. The projection of American strength requires an integration of next generation systems. As military weapons and technologies transform, it is vital that America not only keep pace, but stay ahead. September 10 marks the one-year anniversary of the assassination of a conservative icon. In broad daylight on a college campus, Turning Point USA CEO Charlie Kirk was murdered by an individual seemingly indoctrinated by radical gender ideology. My family shared the shock and grief with millions of Americans stunned by Kirk’s murder. Following the slaying, I supported Kirk’s legacy and memory, visiting Virginia Tech with Lieutenant Governor Winsome Sears for a candlelight vigil. Outside of my DC office along with countless other Congressional offices, I displayed a poster of Kirk. Additionally, I voted with 309 of my House colleagues to honor Kirk’s life and legacy. It was disappointing to see more than 100 Democrats refrain from supporting the House resolution, but I remain committed to protecting the conservative values and freedoms that Kirk constantly worked to defend. Perhaps nothing meant more to Kirk’s movement than the freedom of speech, a cornerstone of our country’s founding and the U.S. Constitution. I have the memory of working that morning in my law office when my bookkeeper, Terry Haynie, grabbed my attention. She informed me that a plane struck a Tower of the World Trade Center. After turning our eyes to the television to see the events live, we watched the second plane crash into the South Tower. The Pentagon was also hit, while a thwarted attempt resulted in a plane crash in Pennsylvania. When passengers of Flight 93 knew the end was coming, they would not allow that plane to be used to attack America. It is believed that plane was headed for the U.S. Capitol where I now work. In total, more than 3,000 innocent lives were taken from us that day. While the terrorists sought to strike fear, they failed to break the enduring spirit of the American people. Following the tragedy, I drove to Salem’s Kmart store to buy an American flag. I proudly displayed it outside my office. I plan to attend a 9/11 wreath laying with former Governor Glenn Youngkin at the National D-Day Memorial. With these events on the horizon, it will be an emotional time for many. The NIH consists of 27 Institutes and Centers. The NIH maintains a vast and expansive network of labs inside and outside the United States. One such lab is Rocky Mountain Laboratories in Hamilton, Montana. Rocky Mountain Laboratories exercises a massive research portfolio. The lab studies various diseases, including but not limited to Salmonella, chronic wasting disease, relapsing fever and plague. POLITICO reports that scientists there are credited with breakthroughs involving Lyme disease and Ebola, among others. Rocky Mountain operates as a Biosafety Level 4 laboratory, which is the highest safety designation. Scientists at Level 4 labs tend to deal with diseases that are life-threatening and must follow the most stringent security requirements. According to a webpage from the National Institute of Allergy and Infectious Diseases (NIAID), only a handful of U.S. labs are qualified Level 4 labs. However, within the last year, the Montana lab was linked to two concerning events. One incident occurred in November 2025, when a Rocky Mountain worker was bitten by an infected lab monkey! The monkey was infected with a lethal tickborne illness known as Crimean-Congo hemorrhagic fever. The Centers for Disease Control and Prevention (CDC) recognizes the severe illness as the most widespread viral hemorrhagic fever. After news broke of the monkey bite incident, questions swirled about the Montana lab, its safety protocols and how such a lab incident could happen. Controversy did not stop there. In June 2026, two NIH researchers from Rocky Mountain were criminally charged by the Department of Justice! Their crime? Smuggling monkeypox into the United States! According to the Department of Justice, the two scientists were traveling on a commercial plane back to the U.S. from the Democratic Republic of Congo in Africa. The Congo is the epicenter of a current Ebola virus outbreak. When the scientists arrived in Detroit, they lied to Customs and Border Patrol officers about the contents of a black case. The scientists claimed their case contained diagnostics and testing equipment. Federal law enforcement discovered and tested 113 vials, many of which contained deactivated monkeypox virus. Another vial contained chickenpox and a couple contained human DNA. It is clear that both researchers have experience working with infectious pathogens. In fact, Dr. Vincent Munster led Rocky Mountain’s virus ecology section at that time. Upon hearing about these incidents, I wanted to get answers. This August, I traveled to Montana, where I received a tour of the Level 4 lab and a briefing. NIH Director Jay Bhattacharya, who was a vocal opponent of COVID-19 lockdown policies, joined me to hear from the lab’s researchers. Explaining the monkey bite incident, the researchers had put the lab monkey under anesthesia. As one worker held the monkey up to their chest, the worker accidentally tapped the back of the monkey’s jaw. On reflex, the monkey subconsciously bit the worker. The worker received immediate treatment for their minor wound, and after appropriate precautions, returned to Rocky Mountain to continue research. In research settings, animal-handling incidents can occur despite established safety and handling protocols. Researchers I met with at Rocky Mountain also said they were ashamed and felt betrayed by Munster’s actions. The Munster case seemed to be a case of arrogance. Because he was a leading scientist, the theory goes that Munster felt like the normal rules should not apply to him. But more will become clear as the criminal charges proceed. We have seen too often recently that some scientists share this philosophy, which is why we need to pass specific rules banning risky research, such as my legislation, the Risky Research Review Act. Rogue activity in the “name of science” must always be confronted. Thanks in part to my efforts to confront these issues, the group responsible for funding dangerous coronavirus research in Wuhan, China, was debarred from getting contracts with the U.S. government. During that time, I served as the Chairman of the Oversight & Investigations Subcommittee for the House Committee on Energy and Commerce. Moreover, I was a leading Energy and Commerce member on the Select Subcommittee on the Coronavirus Pandemic. During my leadership on these panels, I routinely participated in oversight of the National Institutes of Health (NIH), with particular interest in American public health agencies engaged in risky research and gain-of-function research projects. Our investigative work demanded answers from public health officials like Dr. Anthony Fauci. My findings led me to introduce the Risky Research Review Act. This bill outlines key reforms to make American-funded research more safe, more transparent and more accountable. To continue momentum on this front, I reintroduced the bill in the 119th Congress with Senator Rand Paul. But the Trump Administration is actively responding to my concerns. In July 2026, the Trump Administration announced a new government policy for stopping high-risk life sciences research. The federal policy prohibits American funding of dangerous gain-of-function research in both domestic and foreign settings and aims to establish stronger oversight for life sciences research that could present significant risks to human health. The Trump Administration further limits federal support for research in countries or institutions that lack appropriate biosafety, biosecurity and oversight standards. While I will still push for my legislation to enshrine necessary guardrails into law for federally funded risky research, these federal actions are steps in the right direction. A separate health care policy I investigated under my Chairmanship in the 118th Congress concerned the implementation and oversight of the organ donation and transplant system. I led a hearing to spotlight issues with our organ transplant programs and discuss the failures of the groups responsible for the procurement of organs, Organ Procurement Organizations (OPOs). In particular, I highlighted alarming allegations that were previously raised to my Subcommittee’s attention. We received reports that an OPO had planned to operate on prospective organ donors who showed signs of life! Another allegation claimed that somebody mouthed the words “help me” just before doctors were ready to commence an organ harvesting procedure. The patient survived, but this disturbing detail reinforced Congressional desires to make the organ transplant process more safe and less risky. These reports reflected concerns about Network for Hope, one federally designated OPO, and its management and operating procedures. Upon hearing these troubling allegations, my Oversight Subcommittee brought in medical experts to understand the organ transplant health care landscape and determine the frequency at which these incidents happen. Following my investigation on the issue, the Trump Administration has worked to protect prospective organ donors and patients awaiting lifesaving treatments. In August 2026, the U.S. Department of Health and Human Services made steps to decertify Network for Hope! This means the OPO can no longer do business with the federal government, and it loses a primary source of income. This action is another critical federal step in working to ensure the safety and integrity of organ donation and securing U.S. health care programs to better protect patients. In late 2025, I attended an AMLER check presentation to support a nearly $2 million project in Buchanan County. This project will create the Southern Gap Office Park Building, a commercial office space within Buchanan County’s Regional Office Park. I left DC at 8:30 pm to make it to Grundy the next day because I considered the announcement so important. AMLER delivers millions of federal dollars to our regions every year. With new projects set to be announced later this year, I will continue to fight for additional AMLER opportunities that benefit Virginia’s Ninth District. A second federal program targets brownfields, which are properties or sites whose redevelopment are complicated by the presence or potential presence of a hazardous substance. The Environmental Protection Agency (EPA) Brownfields Program delivers various federal grants to clean up these polluted sites. When I served as Environment Subcommittee Chairman earlier in the 119th Congress, I held a hearing to spotlight the EPA Brownfields Program. As part of this, I invited Duane Miller of Scott County, who serves as Executive Director of the LENOWISCO Planning District Commission, to testify. Since then, the EPA Brownfields Program continues to deliver funds for local projects in our communities. This June, the Mount Rogers Planning District Commission, Giles County and the City of Martinsville received EPA Brownfields grants.
