The Hello Girls Congressional Gold Medal Act awards the Congressional Gold Medal to more than 220 American women who served as essential telephone operators with the U.S. Army Signal Corps during World War I. Known as the “Hello Girls,” the women were the first female soldiers to be officially deployed to a combat zone in American history and were instrumental in the allied war effort throughout WWI. Joining recipients like George Washington and Dr. Martin Luther King Jr., the Congressional Gold Medal is the highest civilian honor bestowed by Congress and has been awarded to only 186 recipients since the Revolutionary War. “After years of hard work to ensure these patriotic women receive the recognition they deserve for their sacrifice to the country, I’m thrilled that my legislation to award the Congressional Gold Medal to the Hello Girls has become law,” said Congressman Cleaver. “As someone whose uncle was a Tuskegee Airman, I know firsthand how important these recognitions are to the families of those who defended our freedom, and I’m thankful that the descendants of the Hello Girls will receive formal appreciation from a grateful nation for their loved one’s service to the United States when we needed them most.” “The Signal Corps Female Telephone Operators Unit, also known as the Hello Girls, played an indispensable role in linking American troops during World War I,” said Congressman Graves. “When General John J. Pershing identified that communication failures were hindering the war effort, he recognized the need for skilled operators. These courageous women stepped forward and served with exceptional honor. However, their contributions were overlooked for many years, and it wasn’t until 1977 that they were formally recognized as veterans. I’m thrilled that we were able to get this included in NDAA and honor their legacy with the Congressional Gold Medal they so richly deserve."" ""On behalf of the United States WWI Centennial Commission, I want to commend the Congress for moving forward toward righting this century-old wrong by recognizing our first women soldiers with this superb salute,” said Daniel Dayton, Executive Director, United States World War I Centennial Commission. “The Commission also salutes the ‘army’ of Hello Girls descendants, major veterans associations, and volunteers for their unwavering support of this effort on behalf of the Signal Corps women who served in The War That Changed the World."" ""The women of the WW1 U.S. Army Signal Corps, nicknamed Hello Girls, volunteered to do their bit to support the Doughboys and to save Europe because they had language skills to offer to become bilingual telephone operators for the AEF,” said Catherine Bourgin, Granddaughter of Edmee LeRoux, WW1 U.S. Army Signal Corps. “My grandmother and all her fellow women soldiers changed the course of history for all American women by demonstrating that women soldiers could perform essential military duties as well as, and even better than, their male counterparts and changed the course of modern warfare with their effective management of high-speed tactical communications. During their sixty-year fight for their veterans status and benefits, they showed leadership and determination while establishing a foothold for future generations of women to serve in the U.S. military. As a granddaughter of a Hello Girl, Edmee LeRoux, I’m overjoyed to have contributed to the Hello Girls campaign team effort for this once in a lifetime honor of a Congressional Gold Medal. I wish to thank Representatives Cleaver, Graves, Davids, and Mace for their leadership by recognizing America’s first women soldiers with the nation’s highest civilian honor."" ""I am excited to see the trailblazing Hello Girls being honored with the Congressional Gold Medal,” said Carolyn Timbie, Granddaughter of Hello Girls Chief Operator Grace Banker. “My grandmother, Grace Banker, and all of the Hello Girls have waited long enough for their day of recognition."" Formally known as the Signal Corps Female Telephone Operators, the Hello Girls were recruited by General John J. Pershing in 1917 as the first group of women to hold non-medical positions in the U.S. Army. With telecommunication in battle still relatively new at the time, General Pershing was looking for experienced individuals that could improve communication on the front lines. As the telephone operator field was dominated by women at the time, General Pershing made the decision to form the specialized unit comprised solely of women for the first time in American history. It was required that the women be bilingual in both French and English so that they could effectively communicate and coordinate with French and American forces. By the end of the war, the Hello Girls had connected over 26 million calls in support of the war effort, and even continued to serve in Europe to organize the return of American forces following the armistice. First introduced in the House of Representatives by Congressman Cleaver in 2019, passage of the Hello Girls Congressional Gold Medal Act is the final outstanding recommendation of the WWI Centennial Commission (WWICC). The WWICC was created under the World War I Centennial Commission Act, which was introduced by Congressman Cleaver in recognition of the centennial of WWI and to honor the veterans who served during the global conflict. Since the creation of the WWICC, Congressman Cleaver has secured millions of dollars in federal funding to support its mission, including the creation of a World War I Memorial in the nation’s capital to go along with the National World War I Museum and Memorial in Kansas City. The Hello Girls Congressional Gold Medal Act is endorsed by the U.S. World War I Centennial Commission, AMVETS, American Legion, Disabled American Veterans, Veterans of Foreign Wars, National World War I Museum and Memorial, Foundation for the Commemoration of the World Wars, Women in Military Service for America Foundation, Military Women’s Memorial, and the Fort Gordon Historical Museum Society. The Hello Girls Congressional Gold Medal Act was also introduced in the U.S. Senate by Senators Jon Tester (D-MT), Jerry Moran (R-KS), Margaret Hassan (D-NH) and Marsha Blackburn (R-TN). The bipartisan letter stressed the need for the unelected and unaccountable DeJoy to address these service issues within his agency, as millions of Americans depend on timely deliveries. In the letter to the Postmaster General, the lawmakers wrote: “Instead of directly addressing the issues that caused the agency to miss its targets in FY2024, USPS has now chosen to lower its service standards – concealing its shortcomings, deflecting public criticism, and likely paving the way for further reductions in mail service to our communities. This decision sidesteps accountability and improvement, eroding public trust and setting a troubling precedent for future performance evaluations.” In recent years, Congressman Cleaver has voiced numerous concerns with the USPS about performance issues. In October 2022, Reps. Cleaver and Sam Graves (R-MO) sent a letter to Postmaster General DeJoy expressing concerns about the agency’s failure to fulfill their congressionally mandated duty to provide six-day mail delivery. In December 2022, the Postal Service responded with complaints about low unemployment rates in the Kansas City region and encouraged residents to apply to work for the USPS, without offering a plan for the agency to meet their mandate. In March 2023, Reps. Cleaver and Graves called on Postmaster General DeJoy to deliver a plan to address mail delivery delays, fulfill the USPS’s legal obligation to deliver mail 6 days per week, and listen to the concerns of Kansas City residents who had been frustrated with the performance of their local USPS branches. Following that letter, the USPS OIG announced they would conduct an audit of delayed mail and delivery operations in the Northland and the Kansas City area. The audit was completed in August of last year. In January 2024, Cleaver and Graves led a cohort of fellow lawmakers calling on USPS to halt price increases on stamps, following the agency’s record-breaking fourth rate increase in the last eighteen months. The legislators demanded USPS address the failings of the Delivering for America Plan and turn around performance issues of the USPS in order to legitimize a price hike for consumers. In March 2024, Congressman Cleaver, along with Reps. Graves and Mark Alford (R-MO), introduced the Pony Up Act to protect consumers by requiring the USPS to pay any late fees incurred on bills due to delayed delivery service. In April 2024, Rep. Cleaver joined bipartisan calls opposing USPS consolidation and operational changes across the country. The bipartisan group of 20 Members of Congress denounced the U.S. Postal Service’s nationwide consolidation and review announcements that could severely diminish mail service reliability for postal networks nationwide. In June 2024, Congressman Cleaver introduced the bipartisan Postal Processing Protection Act with Rep. Harriet Hageman (R-WY) to require the USPS to protect mail processing centers in communities throughout the nation by mandating individual studies on the consequences of consolidating or closing any such facilities. Following 48 hours of unnecessary chaos from the Speaker and my Republican colleagues, Congress ended up right where we should have started weeks ago: with a Continuing Resolution that keeps the government funded, provides desperately needed disaster assistance for devastated communities, including $1.53 billion for Missouri, and ensures much-needed aid for our farming community. “While a CR is not the ideal way to fund the most powerful nation in the world at a time of grave threats around the globe, a federal shutdown would cause even more destruction. Had Republicans adhered to the wishes of Elon Musk and Donald Trump, millions of America’s service members, federal workers, contractors, and families would have gone without pay right before the holiday season; critical government services would have been disrupted; and our economic recovery would have taken a massive blow. “While I remain deeply frustrated with the way this process played out, and extremely disappointed that critical provisions like funding for pediatric cancer research and PBM reform were removed by Republicans, nobody wins in a government shutdown. But the American people lose. “For that reason, I decided to accept this compromise legislation.” ### Emanuel Cleaver, II is the U.S. Representative for Missouri's Fifth Congressional District, which includes Kansas City, Independence, Lee's Summit, Raytown, Grandview, Sugar Creek, Greenwood, Blue Springs, North Kansas City, Gladstone, and Claycomo. This is wrong and anti-American, and you must immediately stop.” “An ongoing class-action lawsuit alleges that your company sold its shuttered Dexter plant to a non-competitor—Cal-Maine Foods—which produces table eggs rather than processing broiler chickens. This left local farmers, who built their farms around broiler chicken production, in a bind. And it happened after you previously assured me, on September 15, 2023, that you would not prevent a competitor from acquiring your closed plants,” Hawley continued. Senator Hawley has been a vocal advocate for Missouri farmers. Earlier this year, he pressed King about needed transparency regarding the Dexter plant closure. This came after he secured a commitment from King to help local farmers and protect Missouri jobs that were at risk due to plant closures. Last year, he introduced the Strengthening Antitrust Enforcement for Meatpacking Act to empower antitrust enforcers to break up giant meatpacking and poultry monopolies, giving farmers and workers more leverage. The bill ensures consumers maintain control over the data generated by their automobiles, prohibits unauthorized data sharing, and strengthens safeguards against misuse by manufacturers and foreign entities. Senator Mike Lee (R-UT) introduced a companion bill in the Senate, highlighting the commitment to addressing this critical issue. “Americans shouldn’t have to trade their privacy for convenience when driving their cars,” said Rep. Burlison. “This legislation prioritizes the rights of consumers, safeguarding their sensitive personal information from exploitation. I’m grateful to Sen. Mike Lee for leading this effort in the Senate.” “Ownership should mean control,” said Senator Lee. “Americans deserve to decide who has access to their personal data and how it is used—whether they are driving to work, harvesting crops, or operating machinery on a construction site. This bill empowers individuals to regain control of their vehicle data and restores transparency to a system that has left too many in the dark.” Key Provisions: Control Over Data: Prevents manufacturers from accessing or selling vehicle data without the owner’s explicit, written consent. Restrictions on Sharing: Limits data sharing to specific circumstances, such as emergencies or court orders. National Security Protections: Prohibits data sharing with entities tied to nations like China, Russia, and Iran. Consumer Access: Requires manufacturers to provide owners with free access to their vehicle data and the ability to delete it. A study by the Mozilla Foundation found that 92% of car brands provide drivers little or no control over their data, with many collecting highly sensitive information and sharing it with third parties, including advertisers and potentially adversarial nations. Auto data monetization is projected to generate $450-$750 billion by 2030, incentivizing intrusive practices that compromise consumer privacy. “The Auto Data Privacy and Autonomy Act puts Americans back in the driver’s seat when it comes to their personal data,” Burlison added. We appreciate the efforts of Senator Lee and Representative Burlison in developing legislation to ensure that vehicle owners and lessees have unrestricted access to the data generated by the vehicles they operate, data that is critical to ongoing improvements in efficient fleet operations. We look forward to working with the Congress and other stakeholders in developing effective bipartisan legislation on vehicle data access.” Sharky Laguana, President – Board of Directors of the American Car Rental Association “The American Car Rental Association (ACRA) strongly supports the Auto Data Privacy and Autonomy Act, which aims to protect consumer data privacy and give vehicle owners greater control over their data. The data access for vehicle owners and data deletion provisions for consumers are crucial for ensuring transparency, fairness, and privacy protection. Facilitating open APIs (application programming interfaces) allows consumers and vehicle owners to delete data from the vehicle’s infotainment system that may have been downloaded during the consumer’s use. This provision helps maintain consumer privacy and ensures that personal information is effectively managed. Both the vehicle owner data access and consumer data deletion provisions align with ACRA's mission to drive growth and innovation while safeguarding customer privacy. This legislation will help ensure fair competition by removing unnecessary barriers imposed by manufacturers and giving car rental companies more flexibility to innovate.",1,2026-03-30T01:40:41Z,2026-04-06T19:07:19Z https://burlison.house.gov/media/press-releases/rep-burlison-introduces-reliable-grid-act-2024,Rep. The Reliable Grid Act of 2024 prevents the EPA from enforcing rules and regulations that restrict electric generating units unless all areas served by the power system are assessed as “Normal Risk” by the NERC’s risk report. This will help ease the burden on the electric grid and ensure Americans are free from any new EPA rule or regulation “For decades, the EPA has implemented regulations that place unnecessary burdens on the energy sector and strain the United States’ electric grid,” said Rep. Burlison. “It is completely unacceptable that a large portion of the United States’ electric grid is either at an elevated or high risk of power disruptions and outages. My bill protects Americans from the rogue bureaucrats at the EPA who are more concerned with pushing climate alarmism than ensuring Americans have access to abundant, affordable, and reliable electricity,” concluded Rep. Burlison. “America’s grid is in a state of rapidly worsening crisis, with the Federal government and many state governments pursuing a ruinous policy of reducing the supply of reliable power plants through shutdowns and increasing demand for reliable power through EV and other electrification mandates. The crisis is being compounded by new demand from data centers and AI,” said Alex Epstein, president of the Center for Industrial Progress and creator of Energy Talking Points. I have said for years that the most obvious and urgent step is to pause all new grid-threatening activity by the EPA—the leading force shutting down reliable power plants—until the grid crisis is resolved. Thankfully, Rep. Eric Burlison has offered a bill, the Reliable Grid Act, that does exactly that. If passed, the Act would stop the premature retirement of reliable generators by the EPA Administrator until the EPA demonstrates it can reliably meet electricity demand without frequent shortages in supply and in capacity safety margins. I hope the new Congress and Administration takes up the Reliable Grid Act as a top priority. It is a crucial step toward undoing the near-fatal damage the outgoing administration has done to our grid and moving toward a future of abundant, affordable, and ultra-reliable American electricity,” stated Alex Epstein. It is only right to finally convert it to permanent status and provide a measure of certainty to our region. I was pleased to champion this bipartisan legislation and lead this effort to convert numerous temporary judgeships around the country, including in our very own Eastern District of Missouri, to permanent status. Caseloads at District Courts have continued to rise, and it would not serve the cause of justice to allow these judgeships to expire and further burden the system. Along with 47 other lawmakers, Congressman Cleaver is calling for an additional $625 million in federal investments across the 11 World Cup Host Cities to support the unprecedented security needs that come with the global competition. In a letter to the Chairman and Ranking Member of the House Committee on Appropriations, the lawmakers wrote: “To help ensure the safety and security of spectators, teams, and communities across the country during the tournament, additional resources are needed for a wide range of State and local security services. This includes increased training, readiness exercises, cybersecurity defenses, expanded emergency response and policing services, as well as heightened screening at major transportation hubs among other security needs.” The lawmakers continued: “We understand the Host Cities have been working closely with DHS to identify the scope of security risks and determine an efficient and effective way to execute federal funding to address these security needs. Given the lead-time required for security activities in advance of the World Cup, it is imperative that funding is provided in FY2025.” Additionally, Congressman Cleaver delivered his own letter to the Chairman and Ranking Member of the Appropriations Committee, calling on Congress to provide additional federal funding to support security, infrastructure, transportation, and other needs of the 11 World Cup Host Cities. The Hello Girls Congressional Gold Medal Act would award the Congressional Gold Medal, the highest civilian honor bestowed by Congress, to more than 220 American women who served as essential telephone operators with the U.S. Army Signal Corps during World War I. Known as the “Hello Girls,” the women were the first female soldiers to be officially deployed to a combat zone in American history and were instrumental in the allied war effort throughout WWI. “After years of hard work to ensure these patriotic women receive the recognition they deserve for their sacrifice to the country, I’m thrilled that my legislation to award the Congressional Gold Medal to the Hello Girls will soon become law,” said Congressman Cleaver. Army Signal Corps, nicknamed Hello Girls, volunteered to do their bit to support the Doughboys and to save Europe because they had language skills to offer to become bilingual telephone operators for the AEF,” said Catherine Bourgin, Grandaughter of Edmee LeRoux, WW1 U.S. Army Signal Corps. “ My grandmother and all her fellow women soldiers changed the course of history for all American women by demonstrating that women soldiers could perform essential military duties as well as, and even better than, their male counterparts and changed the course of modern warfare with their effective management of high-speed tactical communications. I wish to thank Representatives Cleaver, Graves, Davids, and Mace for their leadership by recognizing America’s first women soldiers with the nation’s highest civilian honor."" ""I am excited to see the trailblazing Hello Girls get closer to being honored with the Congressional Gold Medal,” said Carolyn Timbie, Granddaughter of Hello Girls Chief Operator Grace Banker. “I eagerly await the Senate to vote on this so we can celebrate and finally recognize these forgotten patriots of World War I. My grandmother, Grace Banker, and all of the Hello Girls have waited long enough for their day of recognition."" Formally known as the Signal Corps Female Telephone Operators, the Hello Girls were recruited by General John J. Since the creation of the WWICC, Congressman Cleaver has securedmillions of dollars in federal funding to support its mission, including the creation of a World War I Memorial in the nation’s capital to go along with the National World War I Museum and Memorial in Kansas City. The NDAA, including the Hello Girls Congressional Gold Medal Act, will now go to the U.S. Senate, before being signed into law by President Joe Biden. This legislation takes action to fight back against reckless aggression by the Chinese Communist Party in the Indo-Pacific and ensures our sensitive defense intelligence remains protected. Importantly, this NDAA also helps secure both our southern border and our maritime border by supporting Border Patrol and ongoing counternarcotics activities. I was proud to support this legislation that not only advances a robust military, but also ends the Biden Administration’s emphasis on culture wars and focuses our military on its core mission: defending our nation. “I was proud to advocate for our greater St. Louis region and can announce that the NDAA will continue to support jobs and economic growth here at home with the inclusion of $2.4 billion for 24 F-15EX aircraft that are built in Missouri, fighting back against the Administration’s misguided attempt to cut six of these critical aircraft. In addition to wreaking havoc on landowners, the Grain Belt Express has proved time and time again that it cannot survive without federal government intervention,” Senator Hawley argued. He went on to call out Biden’s Energy Department for desperately throwing taxpayer dollars at the unpopular transmission project and dismissing Missourians’ documented opposition to it. “To make matters worse, this transmission project is destined to fail,” wrote Senator Hawley. “Since the line is a merchant transmission line, it relies on contracts with power customers. Dear Secretary Granholm, I write with alarm in response to the Department of Energy’s $4.9 billion conditional loan guarantee to the Grain Belt Express, which cuts directly across my state. In addition to wreaking havoc on landowners, the Grain Belt Express has proved time and time again that it cannot survive without federal government intervention. Your attempt to force this project by authorizing eleventh-hour funding before President Trump takes office should be reversed at once. As you know, on November 25, 2024, your Department announced a $4.9 billion conditional commitment for a loan guarantee to Grain Belt Express LLC. This decision commits billions of dollars to fund a project that is still awaiting technical, environmental, and financial reviews. The environmental study alone is not expected until April 2026, yet you are committing to funding the project now – over a year before the study’s completion. Farmers in my state rightfully have fought this transmission line at every turn. When the Grain Belt Express could not receive support from states for installation, the Department of Energy intervened and declared a National Interest Electric Transmission Corridor to override states’ autonomy and decision-making processes. Your decision to commit funding to the Grain Belt Express via conditional loan comes after repeated refusals to engage with my constituents, who live in constant fear of their land being confiscated. To make matters worse, this transmission project is destined to fail. Since the line is a merchant transmission line, it relies on contracts with power customers. It currently has no signed customers. It has completely circumvented the regional transmission planning process that vets transmission lines for reliability benefits and fair cost allocation. Most recently, a court reversed the Illinois Commerce Commission’s approval of the Grain Belt Express because it ruled the line didn’t have adequate financing. And now you want to throw billions of taxpayer dollars at this project. Missourians don’t want this transmission line. Stop forcing it on them. Soybean farmers in the southeast region of my state have experienced extensive crop damage caused by Hurricane Helene this growing season. To make sure that Missouri farmers are not left out of this important assistance, I write to urge you to include “quality loss” as a covered loss in any supplemental disaster funding package. On September 27, 2024, the outer bands of Hurricane Helene hit Southeast Missouri, halting soybean harvest operations and exposing crops to excessive moisture for up to 10 days. Prior to the heavy rainfall, Missouri farmers were facing drought conditions for the third year in a row. Dry soybeans mixed with excessive rainfall caused serious quality issues like seed deterioration, sprouting in pods, cracks in pod walls, and mold. Now, farmers crops are being heavily penalized at grain elevator for this damage. However, in the latest attempt to divide the American people and politicize our military, following good-faith bipartisan negotiations, the Speaker of the House covertly inserted a provision that forces military families to adhere to his personal, far-right ideology that denies healthcare to innocent children. “Not only do I find it highly hypocritical and damaging that the Speaker would prevent military families, who sacrifice so much for the freedoms we enjoy today, from having the freedom to make personal healthcare decisions that are best for them, but I also refuse to support this behavior that damages to the House of Representatives’ ability to legislate moving forward. “For months, Republicans and Democrats in the House and Senate worked in good faith on an NDAA that provides servicemembers a well-deserved pay raise; that strengthens military housing programs; that expands access to childcare services for military families; that provides HBCUs with needed funding; that furthers critical medical research; and so much more. I support all these worthy efforts unequivocally. “Tragically, despite this quality compromise, as well as the American people’s desire for unity and bipartisanship, the Speaker of the House decided he would put the will of far-right lawmakers before the needs of military families and the American people—a decision that even the Republican Chairman of the Armed Services Committee has criticized. “It is my hope that common sense and responsible governance will prevail by rescinding this unnecessary provision and passing the original compromise that will receive overwhelming bipartisan support.” ### Emanuel Cleaver, II is the U.S. Representative for Missouri's Fifth Congressional District, which includes Kansas City, Independence, Lee's Summit, Raytown, Grandview, Sugar Creek, Greenwood, Blue Springs, North Kansas City, Gladstone, and Claycomo. The Minority Chambers Development Center is one of fifteen projects Congressman Cleaver championed in Congress for Fiscal Year 2023, securing nearly $40 million in federal funding directly benefitting constituents in Missouri’s Fifth Congressional District. The funding secured by Rep. In June, Cleaver hosted Eric Morrissette, the head of the Minority Business Development Agency (MBDA), for a tour of Kansas City to learn about the entrepreneurial ecosystem and discuss issues surrounding access to capital for minority entrepreneurs. Acting Under Secretary Morrissette joined the Heartland Black Chamber of Commerce and Hispanic Chamber of Commerce for a listening session, where he also signed a Memorandum of Understanding to establish a formal partnership with the two Chambers and the MBDA expressing a shared commitment towards advancing access to capital and equity for diverse communities. This legislation will improve the nation’s ports and harbors, inland waterway navigation, flood and storm protection, and other aspects of the nation’s water resources infrastructure. “This WRDA delivers critical water resource infrastructure improvements for communities across America – from ports to levees to navigation channels, and more. The bill also makes reforms at the U.S. Army Corps of Engineers to streamline processes, reduce cumbersome red tape, and get projects done faster. This legislation also keeps Congress on the schedule of regularly passing WRDA improvements and reforms every two years,” said Chairman Sam Graves (MO-06). “I’m pleased to include multiple provisions critical to North Missouri, including ensuring that flood control and navigation are the top priorities on the Missouri River, while charting a new path forward for systemic flood control on the Mississippi.” North Missouri priorities included in WRDA 2024 include: Expanding protections for levee districts and navigators on the Missouri River to ensure fish and wildlife experiments don’t interfere with flood control and navigation Authorizing an Upper Mississippi River Flood Risk and Resiliency Study to improve flood protection for communities along the Upper Mississippi River Reforming the Army Corps of Engineers’ policy for permitting broadband projects on Corps’ property, making it easier to deploy broadband to communities where the Corps owns land, like Smithville, MO. Directing the Corps to work more closely with levee districts and others to find beneficial uses for dredged material, so sand is used for strengthening levees, building roadbeds, and other productive uses, rather than being dumped back in the river Improving the permitting process at the Corps to help projects get done ahead of schedule and under budget. The legislation also has the support of over 200 stakeholders. Click here for statements of support. WRDA Summary WRDA authorizes the U.S. Army Corps of Engineers to undertake locally-driven infrastructure and water resources projects that also deliver regional and national benefits to strengthen the nation’s global competitiveness and supply chain, grow the economy, move goods throughout the country, protect communities from flooding, and more. Congress has passed WRDA legislation on a bipartisan and biennial basis since 2014. WRDA 2024 maintains the regular consideration of this important infrastructure legislation, and it provides Congress the opportunity for input into the projects undertaken by the Corps. WRDA authorizes over 200 new feasibility studies for locally proposed projects and 22 projects that have been thoroughly reviewed by the Corps and have culminated in a final report to Congress with approval by the Chief of Engineers or the Director of Civil Works. WRDA also makes commonsense Corps reforms that empower the non-federal project sponsors, increase project transparency, and improve project delivery. Provisions in WRDA will strengthen existing alternative delivery processes and create similar alternative delivery methods within the continuing authorities program (CAP) for smaller projects. In addition, the legislation creates a new initiative to assist non-federal interests in accessing resources at the Corps to get new projects studied and constructed. Click here for more information on WRDA. Additional Improvements in WRDA The measure includes provisions to increase the efficient use of federally-owned office space, including setting occupancy standards, ensuring federal workers return to the office, strengthening congressional oversight and public accountability of federal real estate projects, selling certain unused federal properties, and saving money for the taxpayers. The legislation includes provisions to address concerns raised over the past several years by state departments of transportation by redistributing unobligated balances under the Transportation Infrastructure Finance and Innovation Act (TIFIA) program to the states through the existing Surface Transportation Block Grant (STBG) program. Finally, the agreement reauthorizes and modernizes the Economic Development Administration and other regional commissions whose mission is to spur economic development in distressed communities across the country. ###",1,2026-03-30T01:40:41Z,2026-04-07T22:13:55Z https://www.hawley.senate.gov/hawley-blumenthal-call-out-anthems-ill-conceived-policy-limiting-anesthesia-coverage/,"Hawley, Blumenthal Call Out Anthem’s ‘Ill-Conceived’ Policy Limiting Anesthesia Coverage",2024-12-10,2024,2024-12,Republican,Senate,MO,Josh Hawley,H001089,www.hawley.senate.gov,hawley,https://www.hawley.senate.gov/press-releases/page/,scraper,"Today, U.S. Senators Josh Hawley (R-Mo.) and Richard Blumenthal (D-Conn.) sent a letter to Elevance CEO Gail Koziara Boudreaux calling for answers regarding a recent policy change, in states including Missouri and Connecticut, that denies coverage for anesthesia care if a surgery or procedure exceeds specific time limits pre-determined by the health insurance provider. Anthem, a subsidiary of Elevance, rolled out the new policy earlier this year before public outcry forced them to retract it. “As you are well aware, health care providers are sworn to act in the best interest of their patient and are the only individuals in an operating room singularly focused on providing quality, sometimes life-saving medical care,” the Senators wrote. “Therefore, without strong documentation to the contrary, it was absurd for Anthem to presume that the anesthesia care being provided to patients needed to be restricted through Anthem-imposed time caps.” Hawley and Blumenthal added that they are seeking assurances from Anthem that the company will not enact a similar anesthesia policy going forward. “In the interest of patients’ health and safety nationwide, we demand answers regarding this ill-conceived policy and clear, direct assurances that a policy cutting off full anesthesia coverage mid-procedure will not be re-considered or re-imposed,” they wrote. The full text of the letter can be found here and below. December 10, 2024 Gail Koziara Boudreaux Chief Executive Officer Elevance 220 Virginia Ave Indianapolis, Indiana 46203 Dear Ms. Boudreaux, We write with deep concern over recently published reports of a new draconian policy adopted by Anthem in several states, including Connecticut and Missouri, which would limit beneficiary coverage for anesthesiology services during surgical procedures if such surgery goes beyond time limits that are unilaterally set by Anthem. Since this policy was announced – and only because of public outrage – Anthem claims it will not move forward with the policy. In the interest of patients’ health and safety nationwide, we demand answers regarding this ill-conceived policy and clear, direct assurances that a policy cutting off full anesthesia coverage mid-procedure will not be re-considered or re-imposed. Last week, it was reported that Anthem planned to enact a one-size-fits-all approach to anesthesia care in states like Connecticut and Missouri that would cut off coverage if anesthesia was needed for longer than Anthem deemed necessary. This policy led to outrage from patients and their providers, who could now be on the hook for increased medical costs simply because medical professionals provided appropriate care. As you are well aware, health care providers are sworn to act in the best interest of their patient and are the only individuals in an operating room singularly focused on providing quality, sometimes life-saving medical care. Therefore, without strong documentation to the contrary, it was absurd for Anthem to presume that the anesthesia care being provided to patients needed to be restricted through Anthem-imposed time caps. After significant public outrage, Anthem said it would not move forward with the new policy, claiming there was “significant widespread misinformation.”[1] Still, patients and providers have pressing questions about the policy and its potential impact. In an effort to correct the alleged “significant widespread misinformation,” and to put patients and providers at ease, we are demanding that Anthem immediately commit, in writing, to covering any medically necessary anesthesia services and provide an immediate response to the direct questions below: 1. Can you confirm that all Anthem policies proposing to cap anesthesia coverage times have been rescinded? 2. Can you confirm that no Anthem policies are currently in effect that cap anesthesia coverage times? 3. Can you confirm that Anthem will not again consider imposing a policy that limits anesthesia coverage times? Further, please answer the more detailed questions below to provide transparency to the public, your beneficiaries, and providers by December 20, 2024: 4. Why did Anthem propose a policy capping anesthesia coverage times? Please provide any documentation finding such a policy was necessary to protect patient care. 5. Anthem stated that “it never was and never will be the policy of Anthem Blue Cross Blue Shield to not pay for medically necessary anesthesia services.” Under the proposed (and now rescinded) policy, what would happen if a procedure using anesthesia went over Anthem’s approved time limit? How does Anthem define “medically necessary anesthesia services”? Would it be possible under Anthem’s policy for “medically necessary anesthesia services” to only be deemed “medically necessary” for a set amount of time? 6. Anthem stated that the “proposed update to the policy was only designed to clarify the appropriateness of anesthesia consistent with well-established clinical guidelines.” Please explain why clarification was necessary. If it was never Anthem’s policy to not pay for medically necessary anesthesia services, what was the goal – and intended outcome – of the clarification? What well-established clinical guidelines Anthem was seeking to follow? Did these clinical guidelines recommend cutting off beneficiary coverage after a certain time limit was reached? 7. Did Anthem consider how this policy could adversely impact beneficiaries, either medically or financially? If so, please provide detailed information as to how you considered the medical and financial impacts and what you found. If not, please explain why not. 8. How did Anthem decide which states to impose this policy in, and why were Connecticut and Missouri included? We look forward to your response. Austin III Secretary of Defense U.S. Department of Defense 1000 Defense Pentagon Washington, D.C. 20301 Dear Secretary Austin, December 9, 2024 I write with great concern over reports that the Defense Health Agency (DHA) is considering downgrading the General Leonard Wood Army Community Hospital to a clinic. The Department of Defense (DoD) should immediately reverse course and ensure that Fort Leonard Wood keeps its hospital. The planned downgrade of the newly built hospital at Fort Leonard Wood is an insult to service members, their families, and rural Missourians in the area. Eliminating a hospital at a major Army training center is frankly shocking. How does DoD expect to conduct any training, including Basic Combat Training and the various advanced schools at Ft. Leonard Wood, if the nearest emergency room is over 40 miles away? The DHA frames the pending decision as a cost saving measure, but the decision would only shift expenses onto Fort Leonard Wood officials and service members. Any injuries at Fort Leonard Wood requiring more than outpatient services would require significant transit to reach a hospital, using limited manhours at the expense of military readiness. Fort Leonard Wood’s hospital has also served the nearby community for decades, providing service members and their families with necessary care. Eliminating the hospital would place enormous burdens on service members. For instance, instead of receiving local treatment, wives of service members would now have to travel long distances to receive obstetric care. Fort Leonard Wood’s hospital also serves nearby Missourians, who would have to travel hours otherwise to receive emergency treatment. Taxpayers, too, should be outraged by DHA’s decision making. Fort Leonard Wood’s newly built hospital is scheduled to open in early 2025. For years, DHA has been onboard with upgrading Fort Leonard Wood’s medical facilities. But after $400 million in taxpayer dollars, DHA suddenly wants to end the hospital’s most critical functions. I demand that you immediately end any planned actions to downgrade Fort Leonard Wood’s hospital into a clinic. Please also provide my office with a full explanation as to why DHA did not inform Fort Leonard Wood and Congressional officials sooner about such a drastic decision.",1,2026-03-30T01:40:41Z,2026-04-06T19:07:19Z https://www.hawley.senate.gov/hawley-puts-congress-on-notice-pledges-to-block-utah-only-reca-deal-that-excludes-missourians-other-americans/,"Hawley Puts Congress on Notice, Pledges to Block Utah-Only RECA Deal that Excludes Missourians & Other Americans",2024-12-10,2024,2024-12,Republican,Senate,MO,Josh Hawley,H001089,www.hawley.senate.gov,hawley,https://www.hawley.senate.gov/press-releases/page/,scraper,"U.S. Senator Josh Hawley (R-Mo.) spoke on the Senate Floor today, vowing to block any continuing resolution containing a Utah-only Radiation Exposure Compensation Act (RECA) deal. Together, the payments constitute the largest-ever distribution from the CFPB’s victims relief fund, which is funded by civil penalties paid by companies that violate consumer protection laws. Congressman Cleaver has long supported the CFPB, voting to create the agency in 2010, following the financial crisis of 2007-2008 and the Great Recession. “As massive financial corporations concoct new and innovative financial schemes to exploit hardworking American families, it’s more important than ever that we have a cop on the beat dedicated solely to protecting consumers. That’s precisely what the CFPB has done for more than a decade, and this latest announcement is just another reminder of its value to honest consumers,” said Congressman Cleaver. “As my colleagues across the aisle openly threaten to destroy the CFPB, I hope they will take notice of the historic sums the agency is returning to Americans who were ripped off at no fault of their own, and instead join Democrats in protecting American pocketbooks.” Eligible consumers harmed by Lexington Law, CreditRepair.com, and their parent companies will be sent a payment in the coming weeks. Details about the distribution are available here. The CFPB has contracted JND Legal Administration to administer payments for this case and answer consumers' questions. Senator Hawley also pointed to postal delays across Kansas City and the USPS’ failure to reopen the Baring, Mo., post office, telling DeJoy that his patience—and that of all Missourians’—has been exhausted. “If I’m successful, rural America will get its mail delivered on time, which it’s currently not,” Senator Hawley explained. “We’ve got the Baring, Mo., post office, which has been completely decimated for two solid years, that has now been rebuilt by a private party that your agency still has not cleared and opened,” he continued. You must immediately stop this attempt to evade accountability, and should terminate any employees involved. Further, you must preserve all Department and Bureau documents in anticipation of congressional investigations to come. Under your leadership, the DOJ and FBI have engaged in unprecedented abuses of the justice system—ranging from the criminal prosecution of President-elect Trump to bad-faith prosecutions of pro-life Americans for peacefully protesting abortion, and attempts to recruit undercover informants in Catholic parishes. This is a sordid track record, and the American people deserve the truth about how it happened and who was involved. With sunlight now on the horizon, I’m not surprised by last-ditch efforts to stonewall the incoming administration. But those efforts will fail. As a member of the Senate Judiciary Committee who will hold the chairmanship of a Subcommittee in the forthcoming Congress, I intend to investigate your respective agencies’ illicit actions over the past several years. If your staff are presently destroying relevant documents, then the American people will learn about that too, and will learn who gave the orders to do so. Following the publication of these reports, FEMA has confirmed the story’s accuracy. I urge you to launch a comprehensive investigation into this incident to ensure that no American is denied disaster relief due to their political beliefs. According to reports, FEMA supervisor Marn’i Washington instructed her workers to “avoid homes advertising Trump” when identifying residents eligible for federal aid.Text messages from Washington describe this protocol in a list of “best practices”—alongside instructions to stay hydrated, bring a towel, and “follow the rules.” Additionally, screenshots of FEMA’s aid logs show that workers did in fact skip an estimated 20 homes in their canvassing routes, explicitly stating the only reason as “Trump sign no entry per leadership.” This is wholly unacceptable and egregious behavior that has no place in our nation’s disaster relief programs. Relief workers have rightly accused this FEMA supervisor of discrimination. One worker said Washington’s orders prevented her from informing residents of qualified assistance and that it felt wrong to ignore homes on the basis of political affiliation. This led some workers to file formal complaints with the Department of Homeland Security, which reportedly resulted in Washington being removed from her current role.2 As Inspector General, you are charged with investigating waste, fraud, abuse, and mismanagement at the Department of Homeland Security, which includes FEMA.As a member of the Senate Committee on Homeland Security and Governmental Affairs, I urge you to fully investigate this matter to ensure these complaints are taken seriously so that no American is denied federal assistance based on their political beliefs. In your investigation, please specifically provide: 1. Any information relating to Marn’i Washington’s employment status at FEMA. Has she been fired from the agency, or just reassigned? 2. Any and all information relating to internal formal complaints made against Marn’i Washington for discrimination or misuse of government resources. 3. Writing to the heads of the U.S. Environmental Protection Agency (EPA) and the U.S. Army Corps of Engineers (Corps) in regard to the Supreme Court’s 2023 decision in Sackett v. EPA (Sackett), the Republican Members said, “This Administration is not adhering to Sackett, attempting to maintain broad Federal overreach, slow-walking implementation, failing to provide adequate direction to regulated communities, and delaying projects which require certainty under a CWA permitting regime.” The Members cited concerns from a broad spectrum of stakeholders, including those raised during a September Water Resources and Environment Subcommittee hearing about the Administration’s lack of clarity, transparency, and direction on WOTUS since Sackett. “In Sackett, the Supreme Court provided needed clarity on the definition of a WOTUS, reinforcing property owners’ rights, protecting the separation of powers by limiting the authority that Congress explicitly delegated in statute, and adhering to the Congressional intent of the CWA. Sackett rightly upheld the cooperative Federalism framework of the CWA, as well as the authority of states to regulate non-Federal waters within their borders as they see fit.” However, despite the unequivocal decision by the Court and the much-needed clarity that it provided, T&I Republicans assert that the Biden-Harris Administration continues to openly disregard the Supreme Court’s ruling. Members posed a series of questions to the EPA and the Corps about steps they are taking to create a permitting regime that is faithful to Sackett and the Administration’s plans to provide more guidance and certainty to the regulated community. The federal funding will enable the repair and replacement of nine aged and deteriorating bridges within Kansas City, enhancing traffic safety, alleviating congestion, and creating good-paying jobs throughout the region. “The Biden-Harris Administration’s Bipartisan Infrastructure Law has led to historic investment in the heartland and continues to build a brighter future for communities throughout the Kansas City,” said Congressman Cleaver. “Not only will this $40 million investment increase traffic safety and alleviate congestion for Missouri drivers, but it will drive further economic development and create more good-paying jobs for workers in the region. While I may have been the only Representative from Missouri to support the law that made this funding possible, I hope we can all celebrate the benefits it continues to bring to Missouri families.” Earlier this year, Congressman Cleaver called on the Department of Transportation to select the City of Kansas City’s grant application for federal investment. Kansas City intends to utilize the grant funding to repair and replace nine bridges across the city that represent historic connections between neighborhoods, families, and communities. The bridges are heavily used by Missouri drivers and light and heavy freight, carrying nearly 53,000 vehicles per day and connecting community members to critical jobs, goods, recreation, and services. The funding provided by Fannie Mae is in addition to $425,000 provided by the enterprise earlier this year and follows Rep. Cleaver’s insistence that additional action be taken to address tenant concerns. Independence Towers was placed in a court ordered receivership at the request of Fannie Mae earlier this year after the original owner of the property failed to maintain proper living conditions for tenants. “Since visiting Independence Towers last month, my staff and I have been working tirelessly to ensure the voices and legitimate safety concerns of tenants at the apartment complex are heard at the highest levels of government and addressed,” said Congressman Cleaver. “I have been in contact with all parties since my concerning visit to the property last month, and I’m happy to announce that Fannie Mae has provided an additional $1.35 million to Independence Towers to cover operations over the coming months and address other long overdue repairs. While I’m grateful to Fannie for taking action to support the work of the receiver, there is more work that must be done to ensure the conditions at the property meet the standards all renters deserve and have come to expect - and I won’t stop pushing for action for my constituents.” In May, following legal action by Fannie Mae to seek appointment of a receiver who could properly manage Independence Towers, a Jackson County court appointed Trigild Inc. to oversee management of the property. Since that appointment, Fannie Mae has provided $425,000 for repairs and operations at Independence Towers. Last Friday, following calls from Rep. Cleaver for additional action, Fannie Mae provided an additional $1,350,000 for repairs and to cover operations at the property until the property can be transferred to a new, responsible owner. Use of these funds will include replacing, repairing, and maintaining routine items associated with the apartment building such as pest control, building security, appliance replacements, flooring, interior repairs, painting, and more. Tenants should continue to report issues to property management. “Thanks to this action, things will be roughly $1.35 million better at Independence Towers, but make no mistake, the fire of concern about living conditions around the nation is still burning with the embers of renters' discontentment,” said Congressman Cleaver. “It’s imperative that we listen to the growing frustration of renters nationwide and make necessary reforms that ensure every tenant has access to safe, stable, and affordable housing.”",1,2026-03-30T01:40:41Z,2026-04-07T21:57:20Z https://cleaver.house.gov/media-center/press-releases/reps-cleaver-davids-announce-6469000-federal-funding-awarded-cultivate,"Reps. The federal investment was made possible by the USDA’s Regional Conservation Partnership Program (RCPP), a partner-driven approach to conservation that funds local projects that provide solutions to natural resource challenges on agricultural land. The RCPP is funded, in part, by the Biden-Harris Administration’s Inflation Reduction Act, a bill that Reps. Cleaver and Davids strongly supported. “Advances in urban agriculture are essential in our work to strengthen conservation efforts, expand sustainable farming, and combat the ongoing climate crisis,” said Congressman Cleaver. “With this federal investment, made possible by the Biden-Harris Administration’s Inflation Reduction Act, Kansas City and Cultivate KC continue to make clear that we are leading the nation when it comes to innovative solutions that are critical to maintaining our precious natural resources while supporting local producers. I’m proud to have helped make this funding possible, and I look forward to the benefits our entire region will receive thanks to this public-private partnership.” ""Investments in our region's agriculture are crucial in combating climate change, lowering costs for producers and consumers, and ensuring all Kansans have access to good, quality food,” said Rep Davids. “I'm thrilled to see this award made possible by the Inflation Reduction Act come home to support Cultivate KC's innovative work advancing urban agriculture in our community and am proud to have voted to make this additional funding possible."" Cultivate KC aims to leverage the federal funding to permanently protect five parcels of significant urban and peri-urban farmland that face intense development pressure. Additionally, the federal grant will help to address the unique natural resource concerns—including lack of weather resilience, soil quality limitations, degraded plant conditions, pest pressures, and more—experienced by urban and innovative producers in the Kansas City metropolitan area using strategic easement acquisitions and newfound conservation practices. The Inflation Reduction Act is part of the Biden-Harris Administration’s Investing in America Agenda and the largest investment in climate action and conservation in world history, which has enabled USDA’s Natural Resources Conservation Service (NRCS) to boost funding for RCPP. Workers’ wages are still lagging behind inflation and small businesses are struggling to grow. The Learning Integrated National Knowledge (LINK) Act would connect strategic, operational, and tactical senior commanders through an exchange program to foster greater integration and alignment. This legislation was introduced as tensions continue to rise in the Middle East due to the actions by Iran and Iranian-backed proxies and follows the fourth anniversary of the historic Abraham Accords. Leading this legislation alongside Rep. Wagner are Reps. Jimmy Panetta (CA-19), Zach Nunn (IA-03), Brad Schneider (IL-10), David Trone (MD-06), and Cathy McMorris Rodgers (WA-05). Companion legislation has been introduced by Senators Jacky Rosen (D-NV) and Joni Ernst (R-IA) in the Senate. Iran and its proxy forces, including Hamas, Hezbollah, and the Houthis, continue to conduct terrorist operations across the Middle East, from firing missiles within Lebanon, to attacks against commercial vessels in the Red Sea. Through the establishment of a subject matter expert exchange program, American senior military officials will be able to bolster capabilities and deepen cooperationto enable the U.S. and its allies to respond to continuing and unforeseen aggression more effectively. “Iran’s unprecedented missile attack on Israel on October 1 shows the Ayatollah is bent on Israel’s destruction and is willing to drag the region into war to accomplish its violent agenda,” said Rep. Wagner. “As Iran continues to attack Israel directly and through its proxies, regional security cooperation remains vital to stability in the Middle East—and the defense of American allies against aggression. My work with colleagues in the Abraham Accords Caucus has shown me how important it is to have our experts work closely with our partners and allies in the region to develop sound strategies and tackle threats together. The ongoing instability and fighting in the region demand a more effective path forward to address threats from dictatorial governments and terrorists and ensure the safety of our own citizens at home and abroad. This bill will ensure our partners in the Middle East support one another as we work towards that goal.” “The increasingly aggressive actions by Iran and its terrorist proxies threaten the stability, security, and economy of the broader Middle East,” said Rep. Panetta. “A military expert exchange program between Abraham Accords countries will ensure leaders are coordinating an integrated response to counter these malign activities in the region. These partnerships are vital to our efforts to further strengthen the diplomatic, defense, and economic relationships between the United States, Israel, and our Arab partners.” “The Iranian Regime and its proxies cannot be left unchecked,” said Rep. Nunn. “As Israel continues to withstand attacks from Iran, Hamas, and Hezbollah, now is the time to bring together the best and brightest military minds within the Abraham Accords. This partnership will bring a more secure and peaceful Middle East.” “The combined efforts last week by Israel, the United States, and other allies to intercept nearly 200 Iranian ballistic missiles before they could cause unimaginable destruction demonstrates the importance of strengthening the coordination between CENTCOM and our allies,” said Rep. Schneider. “As Iran and its proxies—including Hezbollah and the Houthis—continue to escalate threats to Israel, and the entire Middle East, it is critical that our partners have access to experienced military experts who can offer sound guidance during these escalations. Through the LINK Act, we are strengthening our ties with Abraham Accords nations, ensuring both Israel and our Arab allies have the expert support needed to address these evolving threats and maintain regional security.” “Now more than ever, leaders in the Middle East and around the world must work together against growing threats, including Iran,” said Rep. Trone. “With that goal in mind, it is imperative that we continue to share vital resources and encourage international cooperation to better equip our intelligence and military operations. With the LINK Act, we’re doing just that.” “Iran’s ballistic missile attack on Israel was an escalation that threatens to plunge the entire Middle East into chaos. Now more than ever, we need to strengthen military coordination and defense planning between Abraham Accords countries to safeguard against these increasingly aggressive attacks by Iran and its terrorist proxies,” said Rep. McMorris Rodgers. “The LINK Act is a critical bipartisan effort to ensure military experts are in place to protect the diplomatic and economic relationships we’ve worked so hard to promote, while showing the world that we unequivocally stand with Israel.”",1,2026-03-30T01:40:41Z,2026-04-07T21:57:20Z https://www.hawley.senate.gov/hawley-reveals-new-whistleblower-allegations-secret-service-hiding-truth-about-trump-protection/,Hawley Reveals NEW Whistleblower Allegations: Secret Service Hiding Truth about Trump Protection,2024-10-09,2024,2024-10,Republican,Senate,MO,Josh Hawley,H001089,www.hawley.senate.gov,hawley,https://www.hawley.senate.gov/press-releases/page/,scraper,"U.S. Senator Josh Hawley (R-Mo.) sent letters to both U.S. Secret Service Acting Director Ronald Rowe and Department of Homeland Security (DHS) Inspector General Joseph Cuffari, outlining a new whistleblower claim that Secret Service leadership is denying government auditors access to certain events in an effort to hide the fact former President Trump is not getting the highest level of protection. In a letter to the Director of the National Park Service and the Superintendent of the Brown v. Still, Missouri currently ranks as one of the worst states in the nation in terms of lead services lines still in use,” said Congressman Cleaver. “Today, I applaud the Biden-Harris Administration for their bold, relentless work to replace the more than 9 million lead service lines still endangering Americans across the country, as well as the federal investments necessary, to the tune of $40.5 million for Missouri from the Bipartisan Infrastructure Law, to achieve that important milestone.” The Lead and Copper Rule Improvements requires drinking water systems across the country to identify and replace lead pipes within 10 years. The rule also requires more rigorous testing of drinking water and a lower threshold for communities to take action on lead in drinking water to protect Americans from lead exposure. Additionally, the rule improves communities within communities so that families are better informed about the risk of lead in drinking water, the location of lead pipes, and plans for replacing them. Alongside the Lead and Copper Rule Improvements, EPA is providing $40,535,000 in newly available drinking water infrastructure funding for Missouri through the Bipartisan Infrastructure Law. This funding will flow through the Drinking Water State Revolving Funds (DWSRFs) and is available to support lead pipe replacement and inventory projects. Moreover, 49% of the funding must be provided to disadvantaged communities as grant funding or principal forgiveness that does not have to be repaid. EPA is also announcing the availability of $35 million in competitive grant funding for reducing lead in drinking water. Communities are invited to apply directly for grant funding through this program. Additional federal funding is available to support lead pipe replacement projects and EPA has developed a website identifying available funding sources. Lead is a potent neurotoxin and there is no safe level of lead exposure, particularly for children. In children, lead can severely harm mental and physical development, slow down learning, and irreversibly damage the brain. In adults, lead can cause increased blood pressure, heart disease, decreased kidney function, and cancer. If someone is impacted by lead exposure, there is no known antidote, according to the Centers for Disease Control. The Lead and Copper Rule Improvements strengthen nationwide requirements to protect children and adults from these significant and irreversible health effects from lead in drinking water. “Access to safe, clean drinking water is not a Democratic issue or a Republican issue—it’s the right of all Americans,” said Congressman Cleaver. “With this latest action and federal funding, we can continue to take the steps necessary to replace every lead pipe across the Show Me State, ensuring a safer and healthier future for kids and communities throughout Missouri.” More information about the Lead and Copper Rule Improvements is available here. October 7, 2023, marked the deadliest attack on the Jewish people since the Holocaust. “While I am thankful for the safe release of over 100 hostages since that day, I pray for, and mourn with, the families of those who will not return home due to the atrocities perpetrated by Hamas. As a Member of Congress, I will continue to do everything I can to facilitate the safe return of the remaining innocents being held captive by the terrorist organization, and as I have all of my adult life, I will continue to strongly condemn the surge of antisemitism that we have seen in America and around the world. “I have always believed that Israel has the right to exist and the right to defend itself against attacks from Hamas, Hezbollah, Houthis, Iran, or any other threat to its safety and security. Yet, how the leadership of Israel engages in its defense matters. The Israeli government’s pursuit of terrorists in Gaza, and now in Lebanon, has led to mass destruction and devastation. At least 101 hostages are still being held by Hamas, over 41,000 Palestinians have lost their lives, and thousands more have been injured. Millions of families have been displaced, and Gaza has become unlivable. It is a humanitarian disaster. “Both Israelis and Palestinians have the right to live in peace, with dignity, and to have the freedom of self-determination. As we pray for the souls taken too soon, I urge all parties to work towards de-escalation and a ceasefire, so that further loss of life is prevented, peace can take hold, and the critically important work toward a two-state solution can begin.” ###",1,2026-03-30T01:40:41Z,2026-04-07T21:57:20Z https://www.hawley.senate.gov/hawley-statement-on-anniversary-of-october-7-attacks/,Hawley Statement on Anniversary of October 7 Attacks,2024-10-07,2024,2024-10,Republican,Senate,MO,Josh Hawley,H001089,www.hawley.senate.gov,hawley,https://www.hawley.senate.gov/press-releases/page/,scraper,"Today U.S. Senator Josh Hawley (R-Mo.) issued the following statement on the one-year anniversary of the brutal October 7th Hamas attacks on Israel:”One year ago today our great ally Israel was savagely attacked. This bipartisan legislation has the teeth to hold Corporate America accountable and would crack down on DOJ’s sweetheart deals,” said Senator Hawley. “All wrongdoers should be held accountable for their actions—plain and simple. Yet federal prosecution of white-collar crimes has fallen to record lows in recent years, making it easier for ultra-wealthy executives to game the system and avoid responsibility when they hurt hardworking people. It’s also making it harder for the victims of corporate crimes to get justice, and that’s unacceptable,” said Senator Welch. “Our bipartisan bill will ensure a level playing field and provide needed accountability.” Senator Hawley’s bill introduction comes in response to one of the most egregious and highest-profile examples of corporate misbehavior: The DOJ in 2021 had arranged a deferred prosecution agreement (DPA) for Boeing after the company exhibited safety lapses contributing to two airplane crashes. Boeing then took advantage of the DOJ’s deal by committing a follow-up felony—conspiring to deceive the Federal Aviation Administration about the safety of the 737 MAX aircraft. Boeing will consequently pay approximately $250 million in corporate penalties. Senator Hawley’s new bipartisan legislation would raise the standards required to offer DPAs in the first place. Specifically, the Hold Corporate Criminals Accountable Act would: Require corporations entered into a DPA or on probation to use effective compliance monitoring rather than skirting oversight, as in the case of Boeing’s recent agreement. Require federal agencies to keep a list of the deferred and non-prosecution agreements they enter, so they can be accessible to the public. Extend all statutes of limitations related to corporate criminal offenses by five years to provide prosecutors more time to bring complex cases. That’s a win-win for my constituents, and I’ll continue to work with my colleagues in the House to ensure this pivotal legislation is signed into law.” “This past year was the hottest on record, and as temperatures continue to rise and we experience record-breaking heat due to climate change, it is critical that we provide communities with the support they need to mitigate the effects of extreme heat,” said Congresswoman Valerie Foushee. “The Cool Roof Rebate Act is a first of its kind federal rebate program that will help vulnerable households that are impacted by extreme heat purchase reflective roofing products, thereby lowering energy costs and increasing energy efficiency. I am proud to introduce this significant legislation with Congressman Cleaver and Congressman Ruiz, and I look forward to working to pass it through the House and onward.” “During the summer, temperatures in California’s 25th district frequently exceed 100 degrees Fahrenheit, sometimes hitting as high as 120. Our region is among the hottest in this country, which comes with additional health risks,” said Congressman Raul Ruiz, M.D. “Cool roof products are vital for underserved communities facing extreme heat, offering relief while positively impacting our environment. We introduced this bill to create pathways to help mitigate extreme heat.” ""A cool roof rebate program is a vital step toward improving public health, especially as we face the increasing risks of extreme heat. By making cool roofs more accessible, particularly for vulnerable and marginalized communities, we can significantly reduce heat-related illnesses, improve indoor air quality, and alleviate the strain on our cardiovascular and respiratory systems. These communities often bear the brunt of extreme heat due to limited access to resources and green spaces. This initiative not only helps create healthier homes and neighborhoods but also lessens the burden on our energy systems, making our cities more resilient and sustainable for everyone,” said Dr. Georges Benjamin, Executive Director of the American Public Health Association ""To prepare for future extreme heat events, we need to be developing and deploying innovative adaptation solutions at scale. The Cool Roof Rebate Act of 2024 will make cool roofing technology affordable to more Americans to lower their home cooling costs and provide the incentives necessary to grow and diversify the cool roofing market,” said Daniel Correa, CEO of the Federation of American Scientists “Another summer of record-breaking extreme heat underscores the urgency of the Cool Roof Rebate Act, which tackles the urban heat island effect while delivering cost-effective benefits like energy efficiency, reduced strain on electric grids, greater resiliency, lower energy bills, and improved health outcomes for vulnerable communities. Our early benefit-cost modeling in the 10 U.S. metro areas (representing more than 35 million people) with whom we're currently working, is showing that 80% deployment of cool roofs across the 10 metro areas would produce a net financial benefit of $59 billion, with an average benefit cost ratio of nearly 9:1. Extreme heat is the leading weather-related killer, and this bill will be a literal lifesaver, as well as saving citizens substantial amounts of money,” said Greg Kats, CEO of the Smart Surfaces Coalition, a nonprofit that convenes more than 40 organizations focused on mitigating extreme heat and flooding in urban areas by transforming surface infrastructure. Specifically, the Cool Roof Rebate Act will: Provide a rebate to eligible households for the purchase and installation of eligible cool roof products to mitigate extreme heat. Authorize up to $25,000,000 in household rebates annually across all 50 states and U.S. territories between FY25-FY29. Require the U.S. Department of Energy to submit a report to Congress six months after the program’s termination to evaluate the program’s efficacy and impact. The Cool Roof Rebate Act is endorsed by the American Public Health Association, the Federation of American Scientists, and the Smart Surfaces Coalition. The Cool Roof Rebate Act is cosponsored by Reps. Congressman Cleaver introduced the bipartisan resolution with fellow Missouri lawmaker Blaine Luetkemeyer (R-MO). “I am proud to introduce this bipartisan resolution designating this month as National Polycystic Kidney Disease Awareness Month,” said Congressman Cleaver. “This initiative is vital not only to raise awareness about this often-overlooked condition, but also to support the millions affected by it. Together, we can enhance understanding, promote early detection, and encourage research that will lead to better treatments. The health of our communities knows no boundaries, and prioritizing education and advocacy ensures attention and resources for those living with polycystic kidney disease are accessible.” Polycystic Kidney Disease is a progressive, genetic disorder of the kidneys that affects approximately 500,000 people in the United States. Of the individuals diagnosed with Polycystic Kidney Disease, roughly 10 percent have no family history of the disease and there are currently few treatments and no cure, which is one of the four leading causes of kidney failure in the country. Today, the Department announced it would be awarding a number of grants nationwide to support community safety and recovery support services, including $656,925 that will support the reduction of misuse of opioids, stimulants, and other substances by people involved in the criminal justice system in Kansas City, Missouri. “I am thrilled that the City of Kansas City has been selected to receive federal grant funding from the Department of Justice to support its drug court program and to provide programming specific to women experiencing substance use issues,” said Congressman Cleaver. “This investment underscores a commitment to addressing substance use disorders with compassion and effectiveness. By providing essential resources for treatment and rehabilitation, we can help individuals reclaim their lives and strengthen our community. This funding enables targeted resources and services to address the unique challenges faced by women in our community, focuses on rehabilitation and empowerment, and fosters a more just and equitable system that not only helps individuals recover, but also strengthens families and the community.” The Adult Treatment Court Program supports state, local, and tribal efforts to plan, implement, and enhance the operations of adult treatment courts, including tribal healing to wellness courts. Adult treatment court programs are a tool for criminal court partners and the judiciary to facilitate coordinated approaches that address the needs of nonviolent individuals involved in the justice system who have substance use disorders and/or co-occurring mental health needs. These courts effectively integrate evidence-based substance use disorder treatment, random drug testing, equitable sanctions and incentives, and recovery support services in judicially supervised court settings to reduce recidivism and substance use and misuse, as well as prevent overdoses. My legislation with Senator Durbin fixes an oversight in the law and will help keep American kids safe. Parents should be assured that everyone who works with their kids, even contractors, has been thoroughly vetted,” said Hawley. “When parents drop their kids off at school, they shouldn’t have to worry if their children are safe in the care of the school’s faculty. The legislation would encourage the U.S. Department of Labor to work with African American organizations and labor unions to recruit and hire African Americans in registered apprenticeship (RA) programs. “The Biden-Harris Administration has made it a priority to bring good-paying jobs back to communities across the heartland by investing in critical infrastructure, manufacturing, and clean energy—but we must also ensure the pipeline of workers ready to help fill those jobs reflects the diversity of the nation at large,” said Congressman Cleaver. “Registered apprenticeship programs provide young Americans with the opportunity to gain valuable skills in high-earning industries while earning a paycheck, and our legislation seeks to expand those opportunities to communities that have historically been left out, which will ensure greater prosperity for all.” Offering hands-on training opportunities, virtually zero student debt and the potential to advance in high-quality jobs, RA programs provide participants with the economic mobility needed to build wealth and a pathway toward high earning careers across a number of in-demand industries. However, according to data from the Department of Labor, African Americans have one of the lowest rates of participation in apprenticeship programs. The Jobs, On-the-Job ‘Earn While You Learn' Training and Apprenticeships for Young African Americans Act would: Create a Diversity and Inclusion Administrator position within the Employment and Training Administration at DOL responsible for promoting and assisting greater African American participation in RAs. Support the Recruitment, Employment, and Retention of African American and other nontraditional Black populations in programs under the national apprenticeship system in high-skill, high-wage, and in-demand industry sectors and occupations. Target High-Earnings Occupations in construction, welding, electrical engineering, plumbing, information technology, energy, green jobs, advanced manufacturing, health care, and cybersecurity. Update the RA Application process requiring new sponsors to include a plan to boost African American participation in their apprenticeship programs. Establish a Competitive Grant Program for eligible RAs to create, increase, or expand African American participation in traditional and non-traditional apprenticeship industries. The Jobs, On-the-Job ‘Earn While You Learn’ Training and Apprenticeships Act is endorsed by International Association of Sheet Metal, Air, Rail and Transportation Workers (SMART), International Brotherhood of Electrical Engineers (IBEW), Atlanta-North Georgia Labor Council, Institute for Policy Studies' Black Worker Initiative (IPS-BWI), and 100 Black Men of Atlanta. The Jobs, On-the-Job ‘Earn While You Learn’ Training and Apprenticeships Act is cosponsored by Reps. The resolution emphasizes ongoing reforms to national curricula to reduce antisemitic content, combat hate speech, and foster mutual respect and understanding, particularly in countries such as Egypt, the UAE, Bahrain, Morocco, Saudi Arabia, and Indonesia. “As our partners in the Middle East educate the next generation of leaders, it is clear that peace and stability in the region depend on an end to antisemitism and hate speech—period,” said Rep. Ann Wagner. “This resolution advances that important mission and makes it clear antisemitism has no place in educational and other organizations throughout the Middle East. By rejecting bigotry and adopting educational curricula that affirm the importance of mutual respect, religious tolerance, and peaceful coexistence, we will deprive the Iranian regime and its proxies of the hatred that fuels their violent agendas.” “The Abraham Accords have shown us the power of diplomacy and cooperation in the Middle East,” said Rep. Brad Schneider. “This resolution underscores the importance of educating future generations with the values of peace, tolerance, and coexistence. We have a responsibility to promote these principles and help ensure a stable and prosperous future for the region.” The resolution also calls for the U.S. to work with international organizations, such as the United Nations, to eliminate antisemitism and hate speech from educational materials, while encouraging reforms that promote inclusivity and respect. “The education system influences the ideals of the next generation’s global citizens and leaders,” said Rep. David Trone. “Teaching unity over division will have similarly beneficial outcomes as the Abraham Accords: a more peaceful, stable, and strong Middle East.” “Education is a cornerstone of the foundation we are building to achieve long-lasting peace and prosperity in the Middle East,” said Rep. Cathy McMorris Rodgers. “Together, we must help the next generation open their hearts and minds to see each other with dignity and respect. Our bipartisan resolution is about embracing this change and rooting out the hatred that is standing in the way of a brighter future for us all.” This resolution represents a key effort by the Abraham Accords Caucus to strengthen and expand the gains made through the historic agreements, ensuring the next generation is equipped to build on the progress made toward peace and stability in the region. Full text of the resolution can be found here. The Abraham Accords Caucus aims to strengthen the Abraham Accords by encouraging and partnerships among the existing Abraham Accords countries and expanding the agreement to include countries that do not currently have diplomatic relations with Israel. This new information calls into question your recent public statements regarding the level of security your agency is providing to the former president. It also suggests that the Secret Service’s inability to fully protect former President Trump may be affecting the conduct of the presidential campaign. At your recent press conference on September 20, you stated that former President Trump is receiving “the highest level of Secret Service protection” and “he’s getting everything” that “the current president has with respect to Secret Service assets.” That same night, Secret Service secured a rally for Vice President Harris in Madison, Wisconsin. Yet according to a whistleblower with direct knowledge of the exchange, Secret Service recently told the Trump campaign that it did not have sufficient assets to secure a potential campaign rally in Wisconsin for the former president. Other whistleblowers with knowledge of Secret Service planning protocols allege that failure to provide protection for a major public event is highly unusual and that a sitting president would never be denied resources in this way. If true, this apparent double standard contradicts your public statements and raises troubling questions. Please provide the following information no later than seven days from now: Did the Secret Service ever tell former President Trump, his campaign, or any related business entities that the agency could not secure a rally event in Wisconsin? Has the Secret Service ever told President Biden or Vice President Harris that the agency could not secure a campaign event of their choosing? U.S. Senators Laphonza Butler (D-CA) and Mazie Hirono (D-HI) introduced companion legislation in the Senate. “With the rapid development of technologies like artificial intelligence and quantum computing, there is boundless opportunity to boost innovation, productivity, and prosperity across the nation,” said Congressman Cleaver. “However, as with all new technologies, we must work to ensure the benefits will be distributed equitably across society. As has been highlighted by our work as co-chairs of CBC TECH2025, too often Black and Brown communities get left out when our leaders fail to make intelligent and proactive investments in growing a workforce that supports all Americans. To maximize the potential of these emerging technologies, the U.S. must ensure that we not only have a workforce capable of leading the world in these industries, but also that workers of every background and in every region share in the spoils. I’m proud to partner with Representative Lee and Senator Butler in introducing the Workforce of the Future Act to strengthen the pipeline of America’s technology workforce and safeguard our status as a global leader in innovation.” “With the advent of artificial intelligence and other emerging technologies, it's essential that we ensure we don’t widen the digital divide that disproportionately harms people of color,” said Congresswoman Lee. “The Workforce of the Future Act will invest $250 million into preparing our students, teachers, and workers for the advanced technology jobs that will shape our future. This bill is about equity, and ensures that the opportunities of tomorrow are available to all communities, particularly those historically underrepresented in the tech sector.” The Workforce of the Future Act would require the Department of Labor (DOL), National Science Foundation (NSF), and Department of Education (ED) to conduct a study on the effects of artificial intelligence (AI) on job outlooks across sectors. This bill would also authorize $250 million in grant funding for labor organizations and state, local, and tribal entities managing education and workforce development programming to foster the development of emerging and advanced technology education in K-12 schools. It would also train a new generation of emerging and advanced technology teachers and provide workers with up-skilling and lifelong learning opportunities. Major concerns have been raised over the impact AI will have on the job market, particularly in the manufacturing, automobile, and entertainment industries. Throughout 2023, writers, musicians, and other entertainment industry workers held strikes in an attempt to prevent AI from supplanting their jobs. Concerns have also been raised about AI not impacting all communities equally. Many AI models are trained on biased data, leading to outcomes that disproportionately harm marginalized groups, especially Black, Indigenous, and other people of color. These biases can manifest in hiring practices, criminal justice systems, healthcare, and more. “Emerging technologies have the potential to significantly change the reality of work. We must continue to understand those impacts, ensuring that we adequately prepare America’s workers to thrive in the evolving job market,” said Senator Butler. “The purpose of this legislation is to solidify our commitment to today’s – as well as tomorrow’s – workers, preparing them to work in tandem with AI and to be ready for the jobs of the future.” “As advancements in AI rapidly increase, so do concerns regarding the potential effects of this technology on our workforce,” said Senator Hirono. “This legislation will help protect American workers by identifying the impacts AI has on jobs, and investing in education and workforce development to better prepare our students, educators, and workers for the future.” Specifically, funding from the Workforce of the Future Act would be administered by the Labor and Education Departments and distributed as follows: $80,000,000 for the creation of K-12 educational programming utilizing emerging technology to foster interest in and increase exposure to science, technology, engineering, art, and math; $80,000,000 for initiatives to increase the development and recruitment of emerging and advanced technology teachers; and $90,000,000 for workforce development, upskilling, and lifelong learning programs specifically targeted towards workers in industries or occupations that are projected to see worker displacement as a result of AI adoption. The Workforce of the Future Act is endorsed by The Screen Actors Guild—American Federation of Television and Radio Artists (SAG-AFTRA), Microsoft, American Federation of Teachers (AFT), the International Federation of Professional and Technical Engineers (IFPTE), the American Federation of Government Employees (AFGE), the Service Employees International Union (SEIU), the National Association of Voice Actors (NAVA), the Urban League, and the California Department of Education. Rowe, Jr. Acting Director U.S. Secret Service 245 Murray Ln SW, Building T-5 Washington, D.C. 20223 Dear Acting Director Rowe, My office has received new whistleblower information regarding the most recent attempt on the life of former President Donald Trump, raising troubling questions about Secret Service protocols on that day. A whistleblower with direct knowledge of Secret Service protection at former President Trump’s golf course in West Palm Beach—an individual who has in fact protected President Trump at that very location—alleges there are “known vulnerabilities” in the fence line surrounding the course: places that offer a clear line of sight to the former president and others playing the course. As a result, the whistleblower alleges it has been Secret Service protocol to “post up” agents at these vulnerable spots when Trump visits the course. That apparently did not happen on September 15. Instead, the gunman was permitted to remain along or near the fence line for some 12 hours. It is further unclear from your recent press conference whether agents swept the perimeter of the golf course at any point, or whether drones were used to surveil the fence line. The reality is that the would-be assassin should never have been able to linger around the course for that long undetected. Please answer immediately the following questions raised by these new whistleblower allegations: Did Secret Service personnel “post up” at known vulnerabilities in the perimeter fencing? Did Secret Service personnel sweep the perimeter prior to the former president’s arrival on the site? Did Secret Service use canine units or Unmanned Aircraft System (UAS) elements to monitor the perimeter of the golf course? How were they used? If counter surveillance personnel were present at the golf course on September 15, as you stated at a recent press conference, in what manner were they deployed? Why did they not detect the gunman sooner? What was the specific counter surveillance mitigation plan for the known vulnerabilities outside the fence line that day? A key provision of the bill, raising the Micro-Purchase Threshold to $25,000, is projected to save over $30 million annually. Today, the FIT Procurement Act passed the Oversight Committee by a bipartisan vote of 39-0. The bill will reduce administrative costs, provide advanced training for the federal acquisition workforce, and increase opportunities for small businesses to compete for government contracts. Rep. Burlison emphasized the importance of modernizing federal procurement to keep pace with today’s rapidly evolving technology landscape. “The FIT Procurement Act will not only help federal agencies secure the best technology, but it will also save taxpayer dollars and reduce waste,” said Rep. Eric Burlison. “We’re ensuring that small businesses and innovators have a real chance to compete in the federal marketplace.” The bill includes several key reforms aimed at improving efficiency in federal acquisitions: Raising the simplified acquisition threshold from $250,000 to $500,000 and the Micro-Purchase Threshold from $10,000 to $25,000 to ease administrative burdens and promote commercial-like purchasing practices. Requiring cross-functional training to ensure that procurement officers are equipped to handle information and communications technology (ICT) purchases. Authorizing advanced payments for cloud computing services to allow federal agencies to access cost-saving opportunities. Burlison emphasized that these reforms are critical for economic efficiency. “By making it easier for small businesses and tech innovators to compete for federal contracts, we’re ensuring that the government has access to the latest technologies, while also fostering economic growth,” added Rep. Burlison. “This is a win-win for the American people.” The FIT Procurement Act has already gained bipartisan support, with a companion bill introduced in the Senate by Senators Ted Cruz (R-TX) and Gary Peters (D-MI).",1,2026-03-30T01:40:41Z,2026-04-07T21:43:57Z https://graves.house.gov/media/press-releases/graves-works-protect-missouri-farmers-federal-land-grabs,Graves Works to Protect Missouri Farmers from Federal Land Grabs,2024-09-18,2024,2024-09,Republican,House,MO,Sam Graves,G000546,graves.house.gov,graves,https://graves.house.gov/media/press-releases,scraper,"WASHINGTON, DC – Congressman Sam Graves (MO-06) introduced the Rails to Trails Landowner Rights Act and the Protecting Our Farmers from the Green New Deal Act today. Both bills strengthen landowner rights to stop federal land seizures. “There are few things more sacred than our right to own property, to farm, and to provide for our families,” said Graves. “That’s why our Founding Fathers sought to protect landowners from government land grabs with the Fifth Amendment. Sadly, too many Washington bureaucrats these days just don’t get it—and that’s exactly why we need stronger laws to keep these unaccountable bureaucrats in line, protect landowner rights, and stop unjust federal land grabs.” H.R. 9604, the Rails to Trails Landowner Rights Act, reigns in the Surface Transportation Board’s Rails to Trails program, which allows the federal government to take former railroad corridors and give those corridors to third parties for use as recreational trails. This broken process violates the constitutional rights of landowners and unfairly cuts them out of the process. Graves’ legislation would require trail sponsors to get sign off from all impacted landowners and fully compensate landowners when a project moves forward. You can read the Rails to Trails Landowner Rights Act here. H.R. 9603, the Protecting Our Farmers from the Green New Deal Act repeals provisions from the Infrastructure Investment and Jobs Act(IIJA) signed into law by President Biden that allow the Federal Energy Regulatory Commission (FERC) to override state permitting decisions and approve eminent domain for electric transmission lines. As Chairman of the House Committee on Transportation and Infrastructure, Congressman Graves also included language in the Water Resources Development Act of 2024 that prohibits the United States Army Corps of Engineers from acquiring any lands or interest in lands using eminent domain under the Missouri River BSNP Fish and Wildlife Mitigation Project. Specifically, the rule limits access to secret ballot elections, thereby impeding employees' ability to choose whether to form or join a union without intimidation. The rule effectively inverts the NLRA by enabling unions to entrench themselves as employee representatives regardless of worker preference, and by significantly delaying or obstructing decertification elections. “Today’s legislation represents a crucial step in protecting workers’ rights,” said Congressman Burlison. “The NLRB’s new rule reverses important protections put in place to ensure fair and democratic union representation. By blocking this rule through the Congressional Review Act, we are taking action to preserve workers’ fundamental rights to participate in secret ballot elections and to make informed choices about union representation.” The bill uses the Congressional Review Act (CRA) to nullify the NLRB’s final rule, effectively reinstating the Election Protection Rule from the Trump era. This move is designed to safeguard workers’ rights and ensure that union representation processes remain transparent and fair. Congressman Burlison’s legislation underscores his commitment to maintaining a balanced and fair labor relations environment, ensuring that workers' voices remain central in decisions about union representation. The Hawley Report has been shared with the House Task Force on the Attempted Assassination of Donald J. Trump to supplement their investigation. The Hawley Report’s findings are highly damaging to the credibility of the Secret Service and the Department of Homeland Security (DHS). They reveal a compounding pattern of negligence, sloppiness, and gross incompetence that goes back years, all of which culminated in an assassination attempt that came inches from succeeding. In addition to a comprehensive review of previous whistleblower allegations that Senator Hawley has uncovered, the Hawley Report includes new findings from whistleblowers that have not yet been reported, including: Secret Service intelligence units—teams of Secret Service agents paired with state and local law enforcement to handle reports of suspicious persons—were absent from the Butler rally. The hospital site where former President Trump received treatment after the shooting was poorly secured, and the hospital site agent could not answer basic questions about site security. To date, Secret Service and DHS have provided virtually no answers and there remain many outstanding questions, including: Who, within the Secret Service or DHS, made the decision to deny counter sniper coverage to the rooftop from which Thomas Crooks shot former President Trump on July 13? When will Secret Service or DHS publicly name the lead site agent for the rally and the lead agent for the Butler visit? Did the Acting Secret Service Director ever deny resources to the Trump campaign, or USSS sniper teams, as has been reported in the press? The Secret Service, the Federal Bureau of Investigations, and Department of Homeland Security have all tried to evade real accountability. Their leaders have slow-walked congressional investigations, misled the American people, and shirked responsibility. DHS is now reportedly pressuring the Secret Service not to comply with document requests by Congress about the Trump assassination attempt. The American people deserve answers. Senator Hawley went on to call out Rittener for favoring Beijing, America’s chief competitor, and Intel’s executives over his own company’s rank-and-file employees. “Did you think it was efficient to give your CEO a 45 percent pay increase year-over-year, while you’re cutting 15,000 jobs?” Senator Hawley asked Rittener. The Intel executive repeatedly evaded answering questions surrounding forced-labor in China, prefacing he’s “not an expert” on the topic. “It doesn’t take an expert,” Senator Hawley countered. “It should not be hard to say that American jobs are important, American national security’s important, and slave labor is wrong,” he concluded.",1,2026-03-30T01:40:41Z,2026-04-06T18:46:43Z https://wagner.house.gov/media-center/press-releases/wagner-bill-combat-china-limit-its-global-influence-passes-house,"Wagner Bill to Combat China, Limit Its Global Influence Passes House",2024-09-10,2024,2024-09,Republican,House,MO,Ann Wagner,W000812,wagner.house.gov,wagner,https://wagner.house.gov/media-center/press-releases,scraper,"Washington, D.C. – Congresswoman Ann Wagner (R-MO), Vice Chair of the House Foreign Affairs Committee, released the following statement after her Export Control Enforcement and Enhancement Act passed the House. Over the course of five months, the contaminated supply of food and water has led to 25 members of the unit contracting E. coli, a potentially lethal bacteria. Cavoli, USA Commander, United States European Command and Supreme Allied Commander, Europe Supreme Headquarters Allied Powers Europe Unit 21420, APO AE 09705 Dear General Cavoli, I write with concern over the unhealthy living conditions that a Missouri Army National Guard unit has faced while deployed to Poland. My office has received numerous reports of contaminated food and water supplies that have sickened members of the 1221st Transportation Company, an Army National Guard unit deployed in Swietoszow, Poland. Over the course of five months, the contaminated supply of food and water has led to 25 members of the unit contracting E. coli, a potentially lethal bacteria. National Guard members must now be bussed off-site for showers. Furthermore, numerous guardsmen have repeatedly found insects in their food. These conditions are totally unacceptable for the men and women of our military, and I am surprised that you have not yet resolved this issue. Missouri families have had to mail water bottles and ramen noodles to their loved ones to ensure they remain healthy. While austere conditions can be expected on some deployments, clean and safe food and water are very basic warfighting requirements for our forces, especially ones deployed to a NATO ally such as Poland. The men and women of the 1221st deserve better than the abysmal conditions they face at their forward operating station. The very least we can do for those serving our nation is to ensure they have potable water and edible food. I request that you provide my office with a detailed plan of action to ensure that these service members stay healthy and have access to clean water and uncontaminated food. In your response, please address at least the following questions: 1. How many members of the 1221st Transportation Company have contracted E. coli since they first arrived for their mission in Poland? 2. What medical resources are on the ground to make sure that service members who have contracted E. coli recover quickly? 3. Our sources have indicated that the Polish Provided Logistics Service (PPLS) is failing to provide healthy living conditions for the members of the 1221st Transportation Company. Are you considering switching to American contracting services that are more equipped to provide for the guardsmen? I look forward to your attention to this important matter. For countless rural Americans, reliable and timely access to federal mail services is a lifeline that keeps businesses open and families connected. “I am alarmed by the possibility you would implement additional changes to further degrade service quality at a time when USPS is failing to deliver Missourians’ mail in a consistent and reliable manner,” the Senator wrote. “Recent reports state that your proposal, which would reduce the number of trips trucks take to rural areas, could further delay rural deliveries by up to 24 hours. USPS has also indicated that these changes are motivated in part by the agency’s ‘commitment to environmental sustainability.’ That would be wholly unacceptable.” Senator Hawley urged Mr. DeJoy to reconsider the proposed changes in light of their potentially detrimental effect on rural Americans and to reject new policies that would exacerbate delays for them. Senator Hawley has been a vocal advocate of rural postal services. At an April Homeland Security and Governmental Affairs Committee Hearing, he confronted Mr. DeJoy about a timeline for rebuilding the Post Office in Baring, Mo., that was destroyed in 2023, as well as ongoing postal delays in Kansas City and St. Louis, Mo. Since 2022, Senator Hawley has pushed the USPS for answers and improvements on the postal delays across Kansas City, Mo., sending letters to the USPS Inspector General and Mr. DeJoy. September 10, 2024 Mr. Louis DeJoy Postmaster General United States Postal Service 475 L’Enfant Plaza SW Washington, DC 20260 Dear Postmaster General DeJoy, I write regarding the recent announcement of proposed operational changes within the United States Postal Service (USPS). These changes could negatively affect rural mail delivery and compound the ongoing delays experienced by Missourians living in rural communities. Any proposed changes that would cause further delays should be reversed immediately. In rural communities across Missouri, regular access to federal mail services is a lifeline that keeps businesses open and families connected. It is often the primary method by which rural Missourians access critical deliveries, such as Social Security checks and prescription medications. Unfortunately, many Missourians have communicated consistent delays in receiving these deliveries. I have written to and spoken with you about these delays on multiple occasions. I am alarmed by the possibility you would implement additional changes to further degrade service quality at a time when USPS is failing to deliver Missourians’ mail in a consistent and reliable manner. Recent reports state that your proposal, which would reduce the number of trips trucks take to rural areas, could further delay rural deliveries by up to 24 hours. USPS has also indicated that these changes are motivated in part by the agency’s “commitment to environmental sustainability.” That would be wholly unacceptable. USPS is vital to ensuring that all Americans, regardless of location, have access to reliable and timely mail services. Rural Americans must not be placed at an additional disadvantage in accessing postal services, especially not in pursuit of the Biden Administration’s radical environmental initiatives. I therefore urge you to reconsider the proposed changes in view of their expected effect on rural Americans, including those in Missouri, and reject any changes that would exacerbate delays for them.",1,2026-03-30T01:40:41Z,2026-04-06T18:46:43Z https://wagner.house.gov/media-center/press-releases/wagner-calls-biden-harris-admit-afghanistan-failures-nation-take,"Wagner Calls on Biden, Harris to Admit Afghanistan Failures to the Nation, Take Accountability",2024-09-09,2024,2024-09,Republican,House,MO,Ann Wagner,W000812,wagner.house.gov,wagner,https://wagner.house.gov/media-center/press-releases,scraper,"Washington, D.C. – Congresswoman Ann Wagner (R-MO), Vice Chair of the House Foreign Affairs Committee, released the following statement on the House Foreign Affairs Committee’s report on the deadly Afghanistan withdrawal. “President Biden and Vice President Harris allowed the Taliban to take over Afghanistan, caused 13 brave Americans to lose their lives, and they don’t even have the basic decency to acknowledge their own failures or take accountability for their actions. The federal funding was provided by the Bipartisan Infrastructure Law’s Safe Streets and Roads for All Grant Program, which Congressman Cleaver supported in the House of Representatives in 2021. “With over $8.5 billion already invested in Missouri’s infrastructure, the Biden-Harris Administration’s Bipartisan Infrastructure Law continues to pave the way to a brighter, safer future for communities across Missouri’s Fifth Congressional District and all throughout America's heartland,” said Congressman Cleaver. “For far too long, Prospect Avenue has been one of the most dangerous corridors in Kansas City for pedestrians and drivers alike. With this federal funding, Kansas City can now implement road safety improvements that will help to save lives, improve traffic, and strengthen economic development throughout the area.” Prospect Avenue is on Kansas City’s high-injury network and is one of the most dangerous corridors in the City for pedestrians, with reckless driving and speeding as key causal factors. To address these issues, this federal grant will enable the implementation of sidewalk and bus stop improvements, pedestrian refuge islands, curb extensions, retroreflective backplates, and pedestrian and street-level lighting, concentrating safety measures on the most dangerous 1.86-mile section of Prospect Avenue. The impact area of this project includes more public parks than almost any corridor in Kansas City, including Sanford Brown Park, Oak Park, Ivanhoe Park, and Brush Creek trails. Whistleblowers with information are encouraged to contact Senator Hawley’s office. On July 30, Senator Hawley questioned Acting Director Rowe in a Senate hearing. The Acting Director confirmed that the Secret Service did, in fact, refuse drones from local law enforcement—a detail brought to light by a whistleblower in contact with Senator Hawley’s office. Rowe, Jr. Acting Director U.S. Secret Service 245 Murray Ln SW, Building T-5 Washington, D.C. 20223 Dear Acting Director Rowe, When Homeland Security Investigations (HSI) agents partner with the Secret Service, they should be properly trained. New whistleblower allegations contend this isn’t happening and that HSI agents reassigned to candidate details—including former President Trump’s—are woefully unprepared for the job. Whistleblower allegations to my office report that the only training received by many HSI agents reassigned to work protective details is a single two-hour webinar on Microsoft Teams featuring pre-recorded videos. The whistleblower alleged that these videos were not substantive and their playback was frequently riddled with technical mishaps, leaving the HSI agents ill-prepared for the protective mission to which they were newly assigned. To quote the whistleblower directly: “Imagine 1,000 people logging onto Microsoft Teams at the same time after being informed at the last minute that everyone needed to login individually. Once it got rolling, the Secret Service instructor couldn’t figure out how to get the audio working on the prerecorded videos (which I’m told are the same videos as last year). All told, they restarted the videos approximately six times …. The content was not helpful.” Worse, the whistleblower alleges the Secret Service has not changed, updated, or otherwise improved its webinar “trainings” since the assassination attempt in Butler, Pennsylvania. In the words of the whistleblower, “Nothing new, nothing improved since the assassination attempt on former President Trump.” Other whistleblowers, with direct knowledge of the July 13 rally, have previously approached my office with related testimony. For example, I wrote to Secretary Mayorkas on July 19 about allegations that there were more HSI agents than Secret Service agents at the rally on July 13. I also wrote you on August 5 about allegations that HSI agents at the rally allegedly had never worked a protective detail before and did not know proper procedure. Finally, according to recent public reports, the HSI agents working the rally “only receive[d] one power-point presentation for training.” In other words, all of these allegations together suggest that a significant number of personnel tasked with providing security for former President Trump at the July 13 rally were egregiously under-prepared by the Secret Service to carry out this mission. Moreover, these latest whistleblower allegations contend HSI agents were pulled off child exploitation cases in order to serve on protective details for which they were unprepared. Please immediately address these serious allegations about the Secret Service’s practices and use of other DHS agents: How many HSI agents were present at the Butler rally on July 13? Of the HSI agents present at the rally, how many were trained for work on protective details using webinar training, whether in whole or in part? Please provide a copy of the recording, curriculum, and other materials used for any online training provided to HSI special agents assigned to protective details. Has the training been revamped in any way since July 13? Have HSI agents been reassigned from child exploitation cases to assist on protective details? The facts surrounding Travis’s death are evidence of Ms. Bracho’s systematic contempt for the law: her defiance of immigration law, driver licensing laws, and basic traffic laws all led to this horrific incident. Read the full letter here or below. August 23, 2024 The Honorable Ronald L. Rowe, Jr. Acting Director U.S. Secret Service 245 Murray Ln SW, Building T-5 Washington, D.C. 20223 Dear Acting Director Rowe, I have received new whistleblower allegations that again call into question your recent testimony before the Senate. One whistleblower with knowledge of Secret Service planning for former President Trump’s trip to Butler, Pennsylvania alleges that officials at Secret Service headquarters encouraged agents in charge of the trip not to request any additional security assets in its formal manpower request—effectively denying these assets through informal means. Yet you have repeatedly suggested that no security assets had been denied for the Butler event. You must explain this apparent contradiction immediately. According to the whistleblower, the lead advance agent for a protectee trip typically submits a “manpower request” to the local field office. This normally includes the number of personnel and other security assets needed for the event and is submitted to the U.S. Secret Service’s Office of Protective Operations – Manpower (OPO – Manpower) for final approval. According to the allegations, officials within this office preemptively informed the Pittsburgh field office that the Butler rally was not going to receive additional security resources because Trump is a former president and not the incumbent President or Vice President. According to the whistleblower, the manpower request did not include extra security resources because agents on the ground were told not to ask for them in the first place. Importantly, these resources included counter-sniper teams and Counter Surveillance Division (CSD) personnel. According to public reports, counter-snipers were ultimately approved, but only the day prior to the event—leaving them an insufficient amount of time to conduct a proper site assessment. I have previously written you about a separate whistleblower’s allegations to my office that personnel from CSD would have handcuffed the gunman in the parking lot after he was spotted with a rangefinder, but they were not present on the day. You stated in an August 2 press conference that CSD personnel support former presidents’ details “when requested.” But these new allegations suggest that CSD personnel, counter-sniper teams, and other critical security assets were not included in the manpower request for the Butler trip because Secret Service officials told the requesting agents that they would be denied. These allegations come despite your testimony to the contrary before the Senate on July 30. When asked whether former President Trump’s team had been denied resources, you stated: “If you’re talking about Butler, Pennsylvania, all assets requested were approved.” You also stated directly to me that you have been “very transparent and forthcoming” with Congress. But according to the allegations, you did not tell the full story. Your actions to place some field agents on leave are not enough. These serious allegations suggest that the failures to protect the former president extended to top officials at the agency. You must answer the following questions immediately, and publicly: Who, within OPO – Manpower, informed the Pittsburgh field office and/or the agents in charge not to include additional security assets in the manpower request because they would be denied? Has that individual(s) been disciplined? Which specific security assets were left out of the manpower request for the Butler trip at the prompting of Secret Service officials? Did you have personal knowledge that Secret Service officials had told the Pittsburgh field office to leave out additional security assets from the Butler manpower request when you testified before the Senate? Please provide a copy of the manpower request submitted to OPO – Manpower for the Butler trip.",1,2026-03-30T01:40:41Z,2026-04-06T18:41:32Z https://www.hawley.senate.gov/hawley-blasts-mayorkas-after-shocking-report-finds-dhs-lost-thousands-of-children/,Hawley Blasts Mayorkas After Shocking Report Finds DHS Lost Thousands of Children,2024-08-22,2024,2024-08,Republican,Senate,MO,Josh Hawley,H001089,www.hawley.senate.gov,hawley,https://www.hawley.senate.gov/press-releases/page/,scraper,"Yesterday U.S. Senator Josh Hawley (R-Mo.) sent a letter to U.S. Department of Homeland Security (DHS) Secretary Alejandro Mayorkas regarding a recent report published by DHS’s Inspector General revealing catastrophic failures in the agency’s ability to protect unaccompanied migrant children. According to the report, DHS may have lost track of more than a quarter million unaccompanied children and failed to notify other agencies in certain cases. “As the report explains, your agency’s failure to issue court notices to these children limits the ability to monitor their location and status,” wrote Senator Hawley. “In the Inspector General’s words: without such ability, there is thus “no assurance that [the children] are safe from trafficking, exploitation, or forced labor.” He continued, “You must immediately provide comprehensive public answers to questions concerning the impact of your permissive immigration policies on the safety of children who may now be prey to child labor criminals.” Last October, Senator Hawley pressed Secretary Mayorkas on whistleblower claims that the Biden-Harris DHS had pulled agents from child exploitation cases to make sandwiches at the southern border. Last April, Senator Hawley demanded the FBI launch a full-scale effort to locate missing migrant children and bring child labor criminals to justice. He also slammed Mayorkas after the New York Times reported that 85,000 children had gone missing under the Biden Administration. Read the full letter here or below. August 21, 2024 The Hon. Alejandro Mayorkas Secretary U.S. Department of Homeland Security 2707 Martin Luther King Jr. Ave SE Washington, D.C. 20528 Dear Secretary Mayorkas: Unaccompanied migrant children are some of the most vulnerable individuals in America. They are routinely trafficked for sex, forced into illegal labor, burned with chemicals, and subjected to countless other atrocities by cartels. In February 2023, the New York Times reported that 85,000 unaccompanied children went missing on your watch. Now, new revelations indicate that the problem may be far worse. A recent report published by DHS’s Inspector General—that is to say, an internal review of your own agency—has revealed catastrophic failures in your agency’s ability to protect unaccompanied migrant children, right up to the present day. This is despite your testimony in an October 2023 Senate committee hearing in response to my question on this exact topic. At the time you said, “we actually have prioritized the rescue of children who have been human trafficked.” But according to the Inspector General, your policies are wholly exacerbating that same trafficking risk to migrant children. Normally, unaccompanied minors released from initial intake are subsequently provided with notices to appear in immigration court, so that their case can be heard. Those notices can only be provided if your agency knows where these children are. But according to the Inspector General’s report, as of May of this year, DHS had failed to provide court notices to at least 291,000 unaccompanied children. That is to say: your agency may have lost track of more than a quarter million unaccompanied children—a horrifyingly large number. As the report explains, your agency’s failure to issue court notices to these children limits the ability to monitor their location and status. In the Inspector General’s words: without such ability, there is thus “no assurance that [the children] are safe from trafficking, exploitation, or forced labor.” But it gets worse. According to the report, your agency “was not able to account” for the location of unaccompanied children who did receive court notices and failed to appear in immigration court. That was at least 32,000 children. Moreover, the report found that your agency did not always inform the Department of Health and Human Service’s Office of Refugee Resettlement, which places unaccompanied children with sponsors, when these unaccompanied children ultimately failed to appear in court. In other words: not only did your agency lose track of these children, it didn’t even bother to tell anyone. That is unconscionable. These new records indicate that your previous testimony to the Senate was wholly inadequate. You must immediately provide comprehensive public answers to questions concerning the impact of your permissive immigration policies on the safety of children who may now be prey to child labor criminals. Where in the United States does your agency believe the more than 291,000 unaccompanied children who did not receive court notices are now located? Why were hundreds of thousands of children not given appropriate court notices? What is your agency doing to track down the location of these children and ensure their safety? What internal policy or personnel led to your agency’s failure to communicate missing unaccompanied minor children with the Department of Health and Human Services’ (HHS) Office of Refugee Resettlement?",1,2026-03-30T01:40:41Z,2026-04-06T18:41:32Z https://cleaver.house.gov/media-center/press-releases/rep-cleaver-applauds-epa-partial-disapproval-missouri-regional-haze,"Rep. Cleaver Applauds EPA Partial Disapproval of Missouri Regional Haze Plan, Calls on Agency to Implement Federal Plan to Combat Air Pollution State",2024-08-19,2024,2024-08,Democrat,House,MO,Emanuel Cleaver,C001061,cleaver.house.gov,cleaver,https://cleaver.house.gov/media-center/press-releases,scraper,"(Kansas City, MO) – Today, U.S. Representative Emanuel Cleaver, II (D-MO) applauded the Environmental Protection Agency (EPA) for their partial disapproval of the state of Missouri’s Regional Haze State Implementation Plan (SIP). Additionally, in a letter to EPA Administrator Michael Regan and EPA Regional Administrator Meg McCollister, Rep. Cleaver called on the EPA to promptly issue a Federal Implementation Plan (FIP) that strengthens air quality standards and includes requirements for pollution reduction across the state. Cleaver has previously raised concerns about the Missouri SIP’s failure to take any meaningful steps to reduce pollution, safeguard our public lands, and protect public health. “Corporate profits should never come before the health and safety of those in our communities or the conservation of our natural resources,” said Congressman Cleaver. “However, that is precisely what Missouri’s Regional Haze State Implementation Plan prioritizes, as it puts polluters over people and falls far short of the standards necessary to safeguard the health of our entire region. The experts at EPA Region 7 have put forth an analysis proving the state of Missouri’s proposal could have gone further to ensure the cost-effective reduction in haze pollution across Missouri, thereby ensuring families in every community can breathe a little easier knowing their air is clean and their loved ones are safe. Today, I’m calling on the EPA to finalize their disapproval and promptly implement an effective plan for Missouri families.” “Representatives Cleaver and Bush have been consistently correct about the action needed to prevent haze-causing pollution that negatively impacts the most beautiful places in the country and public health,” said Jenn DeRose, Missouri Senior Field Organizer with the Sierra Club. “The benefits of reducing haze pollution are massive, and the EPA should follow the Congressman’s recommendation to move forward with a federal implementation plan in Missouri.” Missouri’s fossil-fuel power plants are responsible for 85 percent of the state’s haze-causing pollution, with coal plants in Missouri among the largest contributors to hazy skies nationwide. In 2020, Missouri was the second largest emitter of sulfur dioxide and nitrogen oxides in the nation. This pollution is harmful to public health, exacerbating respiratory illnesses and shortening lifespans, particularly in underserved communities. Moreover, Missouri’s haze-causing pollution damages public lands throughout the U.S., including Mammoth Cave, the Great Smoky Mountains National Parks, Okefenokee Swamp, and our own Hercules-Glade and Mingo Wilderness Areas. EPA Region 7 has put forth an analysis of cost-effective emission reduction technologies to cut down on pollution from Missouri’s coal-fired power plants. According to an analysis by the National Park Conservation Association, the plan would help these plants reduce at least 31,310 tons of NOx and 82,900 tons of SO2 per year, greatly improving air quality throughout the entire Midwest.
