Field Hearing: Recently, the Subcommittee on Oversight and Management Efficiency, part of the Committee on Homeland Security held a hearing on the campus of Clemson University. The hearing focused on challenges local communities face concerning emergency preparedness. We heard from some of the most qualified officials spanning from academia to law enforcement. Thanks to all of the participants, especially the law enforcement community who put their lives on the line every day to protect and serve the citizens of South Carolina. It is always important to break outside of the DC bubble and hear real stories from people on the ground. American Energy Independence: On the energy front, America’s representatives must encourage the continued exploration and development of domestic natural resources. An “all of the above” plan can harness the power of the free market benefiting working Americans. I have pushed legislation to open up South Carolina’s coast in the federal waters of the Atlantic Outer Continental Shelf for production which passed the House this Congress as part of the Offshore Energy and Jobs Act. A few months ago, South Carolina was given the green light for seismic testing on the coast for natural resources.  Congress is working hard to have South Carolina included in the next five-year energy plan. A recent study prepared by Quest Offshore (here) estimates that by 2035, offshore oil and natural gas development could produce 1.3 million barrels of oil equivalent per day, generate up to 280,000 jobs, contribute up to $23.5 billion per year to the U.S. economy, and generate $51 billion in total government revenue. My comprehensive energy plan, the Energy Exploration and Production to Achieve National Demand (EXPAND) Act, H.R. 3895, is essential to harnessing the wealth generated by the energy renaissance currently taking place in America. Much of the language from my bill H.R. 1613, the Outer Continental Shelf Transboundary Hydrocarbon Agreements Authorization Act was included in a Continuing Resolution passed by the House and signed into law by the President. The law lifts a moratorium on production of over nearly 1.5 million acres of the Gulf of Mexico known as the Western Gap.  In the next Congress I encourage Congress to take up common sense policy measures that all rational people can agree on, such as the Keystone XL pipeline to continue to push energy production. Though these are only steps, the principles of liberty will serve to reinforce our economy by spreading innovation and ingenuity to the energy sector. Constitutional Oversight: I believe the holes continue to get deeper for the Administration as they dodge our efforts in the House to find the truth surrounding the many scandals plaguing the executive branch.       Benghazi: There are Americans who are still unsatisfied with the answers given by the Administration concerning the death of four Americans at the Benghazi security compound over two years ago. Speaker Boehner’s support to continue the investigation by reselecting Congressman Gowdy to serve as chair of the Select Committee will provide oversight of the Executive branch. His conclusions will surely be made justly, and I wholeheartedly back his search for the truth of what happened that tragic night. The Department of Health and Human Services has recently disclosed that they have been misleading the American people on the ObamaCare enrollment figures by including dental plans. Jobs & the Economy: It is imperative Congress pushes rational and widely supported legislation that will incentivize businesses to hire and encourage optimism about the future. At least 47 jobs bills were stuck in the Senate during the 113thCongress. I insist the next Congress to follow the example of these bills by reintroducing them. Those include H.R. 890, Preserving Work Requirements for Welfare Programs Act, which prevents the undermining of reforms critical to helping millions out of poverty and into the workforce. The Small Business Capital Access and job Preservation Act, H.R. 1105 reins in the vast maze of red tape preventing small businesses from hiring Americans hurting for work. I will be introducing a bill with Democratic and Republican colleagues at the beginning of the next Congress that mirrors a similar bill Jeff Flake is advancing in the Senate. It preserves the right of Americans to travel to Cuba, regardless of who occupies the White House. This is important because actions similar to todays (to relax travel restrictions) were taken in the 1970s by President Carter and quickly removed when President Reagan took office. Since the 1990s, with legislation I offered then, I have been an advocate for preserving Americans constitutional rights to travel freely. Earlier this year, Senator Scott joined Senator Lamar Alexander (R-TN) to introduce the Workforce Democracy and Fairness Act, which would require 35 days to pass between the time employees file a petition to unionize and a vote is held. As a member of the U.S. House of Representatives, Scott introduced legislation, the Employee Rights Act, which would require 40 days to pass. He is also a cosponsor of the National Labor Relations Board Reform Act, introduced earlier this year, which would reform the structure of the board. Officials in the Corps’ Charleston District said last week they had no funds for Georgetown in their budget and they worried that dredging the harbor to a depth of 27 feet before customers are on board at the port would be a waste of state and county money. Rice said Wednesday that Georgetown County voters’ approval of a one-cent sales tax that designates $6 million for harbor dredging supports his case that a viable port will bring industry to his district. The state has proposed spending $18 million and the State Ports Authority $5 million to dredge at Georgetown in addition to the county’s $6 million. Rice is trying to get the Corps of Engineers to pay $4 million of the project cost, estimated at $33 million two years ago. Charleston District officials said the cost to dredge the Georgetown harbor will be higher because silt continues to accumulate. “There’s a little room for adjustment,” Rice said of federal funding for Georgetown. “I think the state and county have certainly shown their belief in the merit of the project.” Rice said Rep. Bill Shuster, chairman of the House Infrastructure Committee, was impressed with Georgetown’s argument for funding. “We feel good about it,” Rice said, “but they haven’t made their decision yet. They’ve gone past the time they told us it would take.” The Corps may have been working off the assumption that Congress would pass an appropriations measure by Sept. 30, a source familiar with the process said. Funding might depend on when Congress passes an appropriations bill. That could come before the present bill expires Dec. 11 or could be delayed until next year by a continuing resolution. House leadership has said it wants to pass an appropriations bill before Dec. 11, but some members of Congress want to delay until Republicans take control of the Senate. The Corps of Engineers usually presents its work plan within 45 days of approval of an appropriations bill, the source said. Rice said that he sees “meritorious infrastructure” is an investment rather than an expense. His top priority for his district is Interstate 73 into Myrtle Beach with the port of Georgetown second. He wouldn’t talk about prospective port customers but a document he prepared for the Corps outlined the economic benefits. “It’s no secret,” Rice said, “that Georgetown Steel brings in ore from the Caribbean through Wilmington.” ArcelorMittal says it would use the port to ship 150,000 tons of scrap, alloys and other raw materials a year. Dredging of the port is a key step in securing the long-term viability of ArcelorMittal Georgetown, the document says. The port can also attract commodity businesses shipping wood products, petcoke, raw materials and finished products related to the steel industry, salt, aggregate, coal and other bulk and break-bulk cargo, the document said. A Coastal Carolina University study in 2010 said that every 500,000 tons annually can be expected to yield 42 new jobs, $1.3 million in new local household income and $4.4 million in total local economic output. Estimates suggest that potential new customers could generate 3 million tons in new activity at the port, the study said. With one-time dredging, the port will have the ability to generate enough new activity to receive dredging funds, the study added. Maintenance dredging is a sticking point, according to Brandan Scully, chief of navigation for the Corps of Engineers’ Charleston District. He said the port needs a plan to come up with $6 million a year to maintain the harbor’s depth. Southeastern ports compete for funding, he said. Scully suggested that county development officials consider dredging to depths for current and potential port customers rather than returning the entire harbor to 27 feet. Present port clients include Holcim US, a cement company; the Hiller Group, supplier of aviation fuel; Metglas, a Conway company that makes brazing foils; and Diproinduca, a company that provides raw materials to the iron and steel industry by converting industrial waste and by-products into assets. ISIS continues to destabilize the Middle East and has ambitions to expand globally. Al Qaeda recently expanded its operations to India and had plans to attack a U.S. aircraft carrier on 9/11. Boko Haram kidnapped 50 more women in Nigeria and continues pursuing an Islamic caliphate in Africa. Only a year ago, Al Shabaab attacked Westgate Mall in Kenya, and Hezbollah attempted several assassinations around the world. Such an uptick in terrorism was reflected in an April report published by the State Department, which found terrorist attacks had increased 40 percent worldwide since 2013. As the Obama administration stumbles its way toward a strategy to confront ISIS, some have suggested that the US could try to enlist help from Iran to combat this threat. Specifically, Secretary of State John Kerry said on September 19 that “there is a role for nearly every country in the world to play, including Iran.” This would be a monumentally bad decision. Iran is one of the world’s leading sponsors of terrorism and has directly enabled groups like Hezbollah and Al Qaeda to flourish. Additionally, it also continues its march towards nuclear weapons and its attempts to shift the balance of power in Iraq and Syria to its favor. Iran has deeply engaged in Latin America, and its presence and networks have the potential to directly threaten the U.S. homeland. Iran has a record of terrorism in our hemisphere. Iran sponsored car bombings in Buenos Aires, Argentina of the Israeli embassy in 1992 and the AMIA Jewish community center in 1994. Iran has also plotted terrorism on American soil, such as the 2007 attempt to blow up the JFK airport in Queens, NY, and the 2011 attempted assassination of the Saudi ambassador in Washington, DC. Talk of coordinating with Iran on ISIS shows just how deaf this administration is from even its own commanders who have sounded alarms about Iran’s presence in our neighborhood. In February, U.S. Southern Commander Gen. John Kelly testified before Congress that “Lebanese Hezbollah has long considered [Latin America] a potential attack venue against Israeli and other Western targets.” He emphasized that “Iran’s involvement in the Western Hemisphere is a matter for concern.” However, Gen. Kelly was brutally honest stating, “U.S. Southern Command’s limited intelligence assets may prevent full awareness of the activities of Iranian and terrorist support networks in the region.” Yet President Obama has done nothing to address this threat, and I am deeply concerned that our nation remains vulnerable. Today, the Government Accountability Office (GAO) published findings of an investigation to examine Iran’s threat to the U.S. homeland. GAO considered whether the administration followed U.S. law, the Countering Iran in the Western Hemisphere Act (P.L. 112-220), which required an assessment of the Iranian threat to the U.S. and develop a strategy to address it. This bipartisan law was the result of multiple Congressional hearings, classified briefings, and visits to Latin America. In December 2012, President Obama signed the bill into law, and in June 2013, the Administration delivered its report to Congress. The report did not say much: it found that Iran’s influence in the Western hemisphere was “waning” but provided little support to justify its conclusion. Today, GAO found that the Administration failed to follow the law as mandated by Congress. GAO found four major flaws: First, the State Department failed to reach out to all of the U.S. posts in the Western hemisphere and did not get input from key foreign partners, such as Mexico. Second, while the State Department found support for its conclusion that Iran’s influence was “waning” from Washington bureaucrats, it did not have the agreement of U.S. military personnel: U.S. Southern Command provided a “notable dissent from the consensus.” Third, the State Department only fully addressed two of the 12 elements required by law and did not address four elements at all. Fourth, the State Department’s bureaucracy prevented its strategic thinking, as its internal policy that its reports to Congress “be limited to five pages” prevented a complete answer to the required elements. Similarly, the Office of the Director of National Intelligence (ODNI) “did not report on elements for which they had no information.” Instead of identifying its lack of information as intelligence gaps or offering recommendations to Congress on ways to address these gaps, ODNI chose to ignore the question. GAO also recommended the administration reassess its findings and provide Congress with updated information. The administration’s flippant attempt to follow the law is stunning to me given Iran’s blatant history in the hemisphere and repeated Congressional attention to this issue. In June 2013, I held yet another hearing to examine Iran’s influence in the region and further urge the administration to take this issue seriously. The security of the American people and our interests in Latin America require a cohesive strategy and clear situational awareness of Iranian activity. Iran should not have the capability to direct or support terrorist activity in our own hemisphere. We must do more to connect the dots, secure our borders, and protect the U.S. homeland. Last week, the Committee on Homeland Security held a field hearing in Dallas, Texas, where we received testimony from Federal, State and local officials on the government’s current response to the recent Ebola cases in Texas. While we remain confident in CBP’s ability to adequately screen individuals with overt signs of disease, given the virus’s long incubation period of up to 21 days, individuals carrying the virus may not show symptoms when they leave West Africa or upon entry in the United States.  As was the case with Thomas Eric Duncan, the first Ebola case in Dallas, symptoms manifested days after he arrived. Despite the strong public health system in the United States to combat a spread of Ebola, the most recent cases involving the two Dallas health care workers demonstrates the vulnerabilities of our system and steep learning curve public health officials are facing.  In light of these current vulnerabilities, we urge you to consider temporarily suspending visas of individuals from Liberia, Guinea, and Sierra Leone until the outbreak is under control.  Such a measure would ensure healthcare workers and supplies are able to be transported to impacted areas of West Africa, while also ensuring the public health and safety of the American public. Taking such action to temporarily suspend some of the 13,500 visas would improve the American public’s confidence of public health officials to limit the spread of Ebola to the United States, while simultaneously permitting a robust effort by the U.S. Government and global health agencies to combat this vicious disease in West Africa. Moreover, we believe that any individuals that are diagnosed with Ebola should go to one of the four hospitals (Emory University Hospital, National Institutes of Health, Nebraska Medical Center, St. Patrick Hospital in Montana) that specialize in the treatment of this disease.
