The 2015 definition of WOTUS greatly increased the federal government's power over private land owners by expanding the Environmental Protection Agency (EPA) and the U.S. Army Corps of Engineers' (Corps) regulatory control over bodies of water throughout the country. The Trump Administration's rule reportedly takes a more common-sense approach to water use that seeks to promote clean water while protecting private citizens' land use rights. Obama's WOTUS simply went too far a puddle of water that might run into a ditch that then might run into a stream or river is by no means a navigable waterway and should not be treated as such. I'm still reviewing the new rule, but I'm pleased with what I've seen so far.
