On Monday, December 9, 2019, Representatives Al Green (D-TX) and Van Taylor (R-TX) released the following statement after H.R. 4713, the Department of Homeland Security (DHS) Office of Civil Rights and Civil Liberties (CRCL) Authorization Act of 2019, passed the House of Representatives: Congressman Green said, I am proud to announce the passage of H.R. 4713. This legislation will improve the accountability, transparency, and responsibility of the Office of Civil Rights and Civil Liberties (CRCL). The DHS Office of Civil Rights and Civil Liberties Authorization Act of 2019 calls for investigative reports and reviews of DHS programs to be publicized on the Department's website and establishes specific guidelines for the Officer of CRCL to help improve oversight. Additionally, the bill requires the CRCL Officer to annually report their findings to the President and Congress, thus adding a layer of checks and balances for improved oversight of CRCL programs. It is my honor to have the bipartisan support of my Texas colleague from the 3rd Congressional District, Congressman Van Taylor, on this legislation. Thank you for your partnership in working to ensure Congress protects the integrity of DHS as well as the constitutional rights of all affected by the Department's policies and programs. I must also thank Chairman Bennie Thompson for his diligent leadership of the House Committee on Homeland Security as well as my committee colleagues for their support in passing H.R. 4713 out of committee. I pray that this bill will be taken up in the Senate and signed by the President. Congressman Taylor added, Just as the dedicated men and women who work to protect our homeland are important to our way of life, in order to maintain a free society, we must ensure the protection of the constitutional rights of all Americans.
