Cindy Axne (IA-03) shared concerns with the House's draft government funding resolution and urged Congressional leadership to revise it to include an extension of the Commodity Credit Corporation's(CCC)borrowing authority to ensure aid for struggling farmers is not denied in the coming months. The continuing resolution' (CR) introduced today does notinclude language to replenish the Commodity Credit Corporation (CCC). The CCC finances farm bill programs to support farm profitability and conservation, as well asprovidepandemic assistance for farmers. I am deeply frustrated that once again Washington is playing games with the vital aid that Iowa's farmers need as they continue to struggle with the long-term effects of a public health crisis,an economicdownturn, a trade war, and recent natural disasters,said Rep. Axne.In the midst of a national public health crisis and recession, the last thing Congress should do is allow the government to shut down but before that deadline I urge leaders in the House to reverse course and include this vital aid. Congress has ensured the extension of this program for more than thirty years. As Iowa and our nation face overlapping crises, we should not be cutting off the lifeline for our family farmers. The Commodity Credit Corporation is expected to reach its borrowing limit later this fall, which would significantly delay farm bill program payments from going out. The USDA has utilizedtheCCC, in addition to funds provided by Congress through the CARES Act, to provide pandemic assistance to farmers and producers through the Coronavirus Food Assistance Program (CFAP). To date, nearly $10 billion in CFAP payments have gone out toproducers,with Iowa farmers receiving nearly $1 billion of the support. Iowa Delegation Letter: Rep. Axne joined all five other members of Iowa's congressional delegation today to urge House Speaker Nancy Pelosi and Senate Majority Leader Mitch McConnell to include an extension for the CCC in this month's CR. The full text of their letter can be found below: Dear Speaker Pelosi and Leader McConnell, Just a few years ago, we were able to come together on a bipartisan basis and pass the 2018 Farm Bill which provides supports and programs not only vital to Iowa's farmers and producers, but to agricultural communities across the United States. Our dairy and livestock producers and crop farmers depend on the availability of these resources, which are supported through the Commodity Credit Corporation (CCC). In Iowa, our farmers have not only suffered lost markets and disrupted supply chains from the COVID-19 pandemic, but they have also been dealing with drought conditions and the destruction caused by the recent derecho which destroyed thousands of acres of crops and farmland. On top of all of this, farmers are planning to receive farm payments this fall and these resources cannot be taken away when they need it the most. Not providing additional funds to the CCC will delay their payments. Since 1987, Congress has come together to replenish the CCC on an annual basis and this year should be no different.
