Barry Moore (AL-02) voted in favor of H.R. 1435, the Preserving Choice in Vehicle Purchases Act. This legislation prevents the Environmental Protection Agency (EPA) from using vehicle emission standard waivers as a tool to restrict or ban the sale and use of vehicles powered by internal combustion engines. “American families should be the ones deciding which vehicle works for them - not wealthy environmentalists," said Moore. "Proposals like California's ban on gas vehicles strain our already-exhausted electrical grid and force folks to purchase vehicles that cost $4,600 more on average. Thanks to Biden's inflation crisis, most Americans don't have that kind of money to spend." Background: In August 2022, the California Air Resources Board instated its Advanced Clean Cars II (ACCII) regulation, which mandates all light-duty vehicle sales to be classified as “zero emission” by the year 2035. However, the implementation of this regulation is dependent on the EPA's approval of a specific waiver. Following this, in March 2023, the EPA granted California two waivers, allowing the state to enforce stricter emission standards for medium and heavy-duty vehicles than those mandated federally. The Preserving Choice in Vehicle Purchases Act emerges as a direct response to California's anticipated application to the EPA for another waiver, aiming to execute its ACCII regulation on consumers.
