The bill creates a five-year moratorium on new state and local AI mandates that would fragment interstate commerce and stifle innovation, while preserving basic consumer protection laws, and Congress’s role in setting durable national policy. “Artificial intelligence is not a moon shot or a Manhattan Project,” said Congressman Baumgartner. “This is the dawn of a new industrial revolution, and like the last one, America will win if we trust free people to innovate without asking the government for permission. Washington state has every advantage to lead—from Spokane’s data centers to WSU’s AgAID Institute, and the University of Washington’s AI research. But we will lose that edge if we let California or Brussels write the rules for us.” Baumgartner’s bill also codifies Trump’s executive order on AI, reversing the Biden Administration’s heavy-handed approach that treated AI like a government-run monopoly instead of a broad-based technological revolution.
