Don Beyer yesterday reintroduced the National All-Payer Claims Database Act to lower healthcare costs and improve healthcare delivery by supporting state all-payer claims databases (APCDs) to establish an easily accessible national database of all-payer claims. APCDs collect healthcare claims and related data from entities that pay for health care services, and have been used to help lower healthcare costs, promote claims transparency and improve our healthcare system. “Increasing claims transparency has the potential to increase the quality and delivery of health care in addition to making it more affordable,” said Rep. Beyer. “States already led the way in implementing this well-conceived innovation with positive results, but there is significantly more that we could accomplish by accessing data only available to the federal government. My legislation would help all Americans reap the benefits.” Some states have already begun to reap the benefits of APCDs, but a portion of the commercial market is not included in APCDs due to the US Supreme Court’s decision in Gobeille v. Liberty Mutual Insurance Company, in which the justices ruled that self-insured plans cannot be mandated to submit their claims to a central state database. This bill would create a national database to ensure full access to claims information, while also supporting the creation of new or maintenance of existing state APCDs. Beyer serves on the House Committee on Ways and Means, which has partial jurisdiction over health care. He previously led successful efforts to reauthorize and fund the Patient-Centered Outcomes Research Institute (PCORI), make COVID vaccines available without cost, improve information provided on insurance cards, and spearheads the House push to fund the Agency for Healthcare Research and Quality (AHRQ). | 1 | 2026-03-30T01:40:41Z | 2026-04-08T03:32:05Z |
