Bishop, Jr. (GA-02) supported the passage of H.R. 4346, the Creating Helpful Incentives to Produce Semiconductors (CHIPS) and Science Act. This bill will make the United States a world-leading manufacturer of semiconductors by supporting science, technology, engineering, and mathematics education — from elementary school through higher education — as well as encouraging the development of manufacturing facilities and workforce opportunities. The legislation will tap America's vast technological potential, reduce inflation and reliance on foreign computer chip production, and increase national security. The bill passed by a bipartisan vote of 243-187 and now heads to President Biden for his signature. "Today, we are improving our supply chain resilience, creating new jobs for Americans, supporting increased domestic manufacturing of vital components, and strengthening our national cybersecurity defenses," said Congressman Bishop. "This bill makes substantial investments in education, research, and development — drawing on our country's world-class institutions, including community colleges and minority-serving institutions. By increasing semiconductor manufacturing chips in America, we are increasing the supply of a crucial component that will help Middle and Southwest Georgia — from expanding rural broadband and developing the latest medical devices to making everyday goods less expensive for our families." The CHIPS and Science Act will create nearly 100,000, good-paying, domestic jobs. It also provides $52 billion for the CHIPS for America Fund to manufacturers to build, expand, or modernize domestic facilities and equipment for semiconductor fabrication, assembly, testing, advanced packaging, or research and development.
