Today Congressman Mo Brooks (AL-05) voted for H.Res. 441, the National Defense Authorization Act (NDAA) for Fiscal Year 2014, which includes two provisions previously offered by Brooks. The NDAA passed by a vote of 350 to 69. The first Brooks amendment helps keep America's missile defense program secrets safe, and the second ensures the fair evaluation of competing contractors for the Evolved Expendable Launch Vehicle (EELV) program. The FY14 NDAA authorizes $552.1 billion for the Department of Defense base budget and $80.7 billion for Overseas Contingency Operations to support current law on troop pay and restore vital readiness accounts to cover underfunded combat operations, among other priorities. Congressman Brooks said, I voted for the National Defense Authorization Act because it provides our troops with the resources they need to carry out today's missions and prepare for future threats. In the wake of sequestration, now more than ever, our warfighters recognize the value of every taxpayer dollar and the need to be good stewards with our resources. I'm pleased the FY14 NDAA includes a provision I offered to protect America's $175 billion dollar missile defense program from being irresponsibly used as a bargaining tool. This Administration has proven time and again that they are willing to trade our defense secrets for diplomacy, specifically in regards to Russia. My amendment protects our critical missile defense technologies and strengthens congressional oversight of the Administration to ensure America's classified information is kept safe. My second NDAA amendment ensures there is a fair evaluation of all contractors who wish to compete for the Evolved Expendable Launch Vehicleprogram. The amendment requires that the Air Force develop and implement a plan to make certain competing contractors are treated fairly in their bidding for the EELV program. It also helps level the playing field for the United Launch Alliance in Decatur by prohibiting ULA competitors from competing with subpar performance records. Congressman Brooks is a member of the House Armed Services Committee, sitting on the Strategic Forces and Oversight and Investigations Subcommittees.
